Letter From the President

As I enter into my 5th year on the board, it is a great honor to be representing the Decatur Chamber of Commerce as President in 2023. Decatur has a tremendous opportunity to bring together current and future community members to help the area grow and prosper in the coming years. The Decatur Chamber of Commerce is and has been a part of that growth since 1950, ushering new businesses into Decatur and developing relationships within the community along the way. I have experienced first-hand the alliances organizations in our area utilize to lift each other up, pushing boundaries to bolster a growing economy. Like in all cities, we have an opportunity of a lifetime to be a part of the growth happening right here in our own backyards. I truly believe our community is up to the task with the Decatur Chamber of Commerce’s commitment to the successful growth of the city and organizations alike. Who We Are

The Decatur Chamber of Commerce is a voluntary organization of citizens investing their time and money in community development and working together to improve the economic, civic and cultural well-being of the area.

The Chamber is led by its members. They elect a 15-member board, from which three people are elected to an executive board. The board president leads board meetings and represents the Chamber at local functions.

The Chamber office is managed by the executive director and staff.

State of Decatur

The future of the City of Decatur in under construction.

For years, the city has made investments to prepare for the future as it approached rapid growth. Now, there are many indicators that the growth is already here.

Decatur ISD’s enrollment has increased to the point that multiple campuses have surpassed capacity. Sales tax collections continue to boom, and employees are filling up parking lots at the Eagles Landing Business Park, where manufacturing development continues to inject millions into the city’s tax rolls.

With its location at the corridor of U.S. 81/287 and U.S. 380, Decatur has become a destination, and families are making the city their home — not just a place to commute from every day.

With Decatur’s job creation, more housing is on the way, with developments that would bring in approximately 1,300 homes working through the city.

The evident indicators appear to be the tip of the iceberg. After years of studies and planning, the city is completing

capital projects to serve its longtime residents and new neighbors.

Over the last two years, the Decatur City Council and city staff worked to form a blueprint to meet pressing needs in the community, issuing $33.433 million in certificates of obligation.

The capital projects address water, wastewater, public safety, park improvements — all in the name of preparing for growth.

Today, you can see the evidence of that investment beginning to form.

Along Thompson Street, the city’s 1 million gallon elevated water storage tank is nearing completion, along with other water and wastewater infrastructure projects. Park system investments at Harmon Park and Kenny Renshaw Park have brought a steady crowd of kids and families to the playgrounds and new fitness court.

The city is also in the design phase of its new Decatur Police Department building, and an architect has been hired for the renovation of the Decatur Public Library.

With the city continually looking to address growth and infrastructure, the

City of Decatur and related entities received good financial news in December that could help the city adapt to additional rooftops.The city, Decatur Economic Development Corporation (Decatur EDC) and Wise County Water Supply District received improved ratings from Moody’s Investor Service. The ratings gauge an entity’s ability to pay off debt obligations without consideration of any pledge, security or structural feature.

This year, Moody’s factored Decatur’s ability to generate sales tax revenue and the sustainability of generating those yearly revenues. Moody’s also considered Decatur’s participation in the broader Dallas-Fort Worth Metroplex this year.

“Now, we’re being compared to the Dallas-Fort Worth Metroplex instead of being compared to cities that are to the west of us,” Decatur City Manager Nate Mara said. “We’re being lumped in with the Metroplex, and we’re a player.”

The first benefit of those increased financial ratings surfaced when the Decatur EDC purchased 370 acres

of land to expand the city’s growing industrial sector in February.

The purchase would expand the Decatur EDC’s footprint between Farm Road 2264 and County Road 4010 along U.S. 81/287 to 530 acres.

“This is a milestone for Decatur,” said Decatur EDC Executive Director Kevin Holzbog. “There have been major decisions in the past that have shaped Decatur and made it what it is today. I believe that this bond, this land acquisition is one of those major decisions that we’ll look back on as a really significant moment.”

Holzbog said the additional land meets the demand and location requirements of businesses looking to relocate to Decatur. At full build-out, the expanded industrial park would transform Decatur’s $1.12 billion tax roll.

“The two industrial projects that are currently on the tax rolls — Cardinal and Industrial Diesel — have brought $13.5 million in additional tax value for Decatur’s tax base,” Holzbog said. “If you spread that out over the total 570 acres, once fully developed, this could double our current tax base.”

Ambassador Program

The Decatur Chamber of Commerce Ambassador Program was created in 2020 to support and promote members, board of directors and staff by:

What is a Chamber of Commerce Ambassador?

Ambassadors are front-line representatives for the Decatur Chamber of Commerce at events and activities throughout the year. They assist with promoting and supporting the Chamber and the development of events.

Ambassadors serve one-year terms beginning in January, and they must be an employee of a current business or an individual member in good standing with the Decatur Chamber of Commerce.

They are required to attend and participate in a minimum number of events and could be recognized as Ambassador of the Month or in the Ambassador Spotlight in the Chamber newsletter. An Ambassador of the Year will be awarded annually.

The annual event features dozens of food trucks competing for the top prize. The public can purchase taster tickets to sample the signature dishes, and the food trucks will remain open after the sampling, offering their full menus. The event features a kid zone and vendors. The Decatur Independent School District covers 213 square miles and has a student enrollment of 3,823. The district’s mission is “Empowering life-long learners to be visionary leaders in local and global communities.” DISD is made up of four elementary schools (including a STEM campus), a middle school and a Class 4A high school.

Weatherford College Wise County

Weatherford College Wise County has served the area for 23 years.

Located between Decatur and Bridgeport, the school offers students the opportunity to start their college education or undergo training for a career. The facilities, which opened in 2012, are designed to accommodate 1,500 students and provides general coursework in addition to programs in registered nursing, cosmetology and workforce/continuing education. The college also delivers dual credit courses to local high school students.

In addition to expanded health science programs at the campus, they have also recently added criminal law, creative writing and a drawing class, the first studio class for the campus.

New Ways to Play

Two Decatur parks recently received new equipment, much to the delight of kids and adults.

A new Fitness Court was installed in the Fall of 2022 at Kenny Renshaw Park featuring a blue-themed menagerie of pullup bars, box jumps, rings and other workout equipment.

Decatur Mayor Mike McQuiston lauded the various partnerships that made completing the fitness court possible.

“One of the items on our 2050 plan is about recreation and wellness. This equipment and fitness court is exactly one of those things,” McQuiston said. “I think this fitness court is a great example of how people can make a difference.”

The park addition is through the National Fitness Campaign (NFC), a nationwide wellness consulting firm that partners with cities and schools. The NFC has partnered with hundreds of entities since 2012 to

install its seven-station outdoor gyms across the country. The new gym at Renshaw Park is the first in Wise County.

You can download the Fitness Court App, which guides users through various workouts and training options on the equipment.

Across town at Harmon Park, new stateof-the-art playground equipment has been installed at the site of the former Crystelle Waggoner Community Playground.

The main custom nucleus includes several climbing ropes, a slide and tunnel. The playground also includes swings, rockers and new spinning rides, which are modern-day merry-go-rounds. There is also five pieces of musical equipment and an interactive electric game to provide sensory stimulation to children.

The new playground includes 15,200 square feet of artificial turf, with two to five inches of padding underneath.

One of North Texas’ hidden jewels is the LBJ National Grasslands, located just north of Decatur.

Boasting 20,250 acres, the vast area provides not only habitat for wildlife, but also numerous recreational activities.

Some of the best horseback riding in the state can be found in the 75 miles of multi-use trails. TADRA Point is a designated trailhead and is the primary access point for the trail system, which is also used by hikers and mountain bikers.

Don’t let the name “Grasslands” fool you: the area features plenty of trees, rolling hills and lakes. You’ll find a variety of wildlife that calls the Grasslands home, including deer, coyotes, bobcats, quail, turkey and several varieties of fish in the lakes.

The 30-acre Black Creek Lake is the largest of the lakes and has a developed

recreation area with seven picnic units, seven walk-in camp units, a boat ramp and fishing bridge.

A 4-mile hiking trail connects Black Creek Lake to Cottonwood Lake.

Valley View Group Use Campground is available by reservation on weekends.

Call the Caddo-LBJ district office at (940)-627-5475 for reservations. Facilities include restrooms, parking spurs, fire rings, lantern posts and group pavilion.

The Grasslands were originally settled in the 19th century under Homestead Acts that opened land to people settling in the West. The Dust Bowl in the 1930s caused many homesteads on the poor farmland to dry up and blow away. Congress then established the Land Utilization Program that bought homesteads from bankrupt farmers to turn them into public land.

The Civilian Conservation Corps, a Depression-era program, worked to halt the erosion by replanting and using conservation techniques. In the 1950s, the USDA Forest Service took over management of the Grasslands.

Today the tall-grass

prairie is interspersed with remnants of an ancient forest that once separated the eastern deciduous forests and grasslands of the southern plains.

The LBJ National Grasslands office is located at 1400 N. U.S. 81/287 in Decatur.

About Decatur

Petrified Wood Gas Station

The Petrified Wood Gas Station stands like a relic from a bygone era on the east side of Decatur. E.F. Boydston built a gas station in 1927 and eight years later decided to cover its exterior with chunks of petrified wood. He even covered the walls of the cafe next door and the motor court.

The Waggoner Mansion

End of Main Street

The Waggoner Mansion was built by Dan Waggoner and was dubbed “El Castile.” The two-story home sits on 13.5 acres and includes 16 rooms and eight fireplaces. It’s constructed of fossiliferous limestone and decorated with handcrafted wrought iron on the roof and balconies.

Although the mansion is not open to the public, it’s worth trekking to the gate for a photo op.

Located about 2 miles north of Decatur, just off FM 730, DGC offers private memberships, as well as public daily rates. The clubhouse and pool just underwent significant improvements and are inviting areas to unwind after a challenging round of golf. The Decatur Municipal Airport has been in existence since 1914, making it the oldest airport in the state. One mile north of town off Farm Road 730, it features a 4,200-foot by 60-foot runway with a 17,000-pound dual wheel weightbearing capacity. Hours are 8 a.m. to 5 p.m. seven days a week.

Lyndon B. Johnson (LBJ) National Grasslands boasts 20,250 acres north of Decatur and is a destination for horseback riders, campers, hikers, hunters, fishermen and photographers. There are 75 miles of multi-use trails and several small lakes for fishing.

TADRA Point is a designated trailhead and the primary access point for the trail system. Restrooms and parking facilities are available at this location.

Valley View Group Use Campground is available by reservation on the weekends. Facilities include restrooms, parking spurs, fire rings, lantern posts and a group pavilion.

Popular lakes are Black Creek Lake, Clear Lake and Rhodes Lake.

Learning to Lead

Leadership Decatur, a program started to cultivate and motivate community leaders, returned with its 2023 class in January.

Each class is comprised of participants from a variety of sectors, including education, medical, small business, banking, industrial, hospitality and nonprofit. The program focuses on leadership development and discussion of local and regional assets, as well as the challenges and opportunities facing the Decatur and Wise County community.

During the day-long sessions, individuals in the class explore what makes their county tick — from local economic drivers to public infrastructure — while also gaining tools to become better leaders, within their respective businesses and in the community. The heart of the program is helping participants find a way they can leave their mark in the community and make a great impact to follow for years to come, per the Decatur Chamber of Commerce. After graduating the eight-month educational program, participants will have tools to serve on government and community boards in Wise County.

This is the second Leadership Decatur class that the chamber has offered.

Citizen of the Year — Terry Everett

Terry Everett thought she was in trouble 10 years ago.

Former DATCU Credit Union President and CEO Dale Kimble sat down in her office and informed Everett that her time as a DATCU branch manager was up.

“I thought, ‘What did I do?’” Everett recalled. Everett wasn’t in trouble. Instead, Kimble asked Everett to lead DATCU Credit Union’s community relations, recognizing her gifts and passion for her home.

“He said. ‘I don’t want to see you in this office. You better be out in the community, visiting and shaking hands,’” Everett said. “…It was the best thing that ever happened to me.”

The career move bolstered Everett’s presence in the Wise County community, allowing her time to focus on making an impact by serving on various boards and community groups.

Following years of involvement, Everett was honored as the 2022 Decatur Chamber of Commerce Citizen of the Year during the 31st annual auction last October.

Her selection was unanimous.

“I was shocked, surprised and thrilled,” Everett said.

Everett grew up in Bridgeport and is a lifelong Wise County resident.

She graduated from Texas Woman’s University and almost immediately returned home to Wise County.

“I was born in Bridgeport and have lived in a 2-mile radius my entire life,” Everett said. “I graduated college on a Saturday morning. J.E. Carson hired me to start coaching at Decatur that Monday.”

Everett spent 11 years as a basketball coach and teacher at Decatur and Bridgeport ISD and the next 35 years of her career at DATCU.

“Those who know her adore her. Those who have always been around her know they’re going to leave with a laugh,” said Decatur Chamber of Commerce President Meagan Hood when announcing the Citizen of the Year honor. “She has always led with a giving heart and a passion for the community that surrounds her. The love she has for her family can be seen in everything she does.”

Everett is a board member of the United Way of Wise County, the Bridgeport Chamber of Commerce, the Children’s Advocacy Center of North Texas and

the Bridgeport Golf Association. She has volunteered on the Decatur Education Foundation and several other boards and is a member of the inaugural class of the Decatur Leadership Program.

“It was thrilling to know that I’ve helped some people along the way,” Everett said. “I am blessed to work for DATCU Credit Union, that sees the value in community service.”
