Welcome to the latest edition of the newsletter for Indescon Square and 11 & 13 Cassilis Road. Our aim is to provide residents with news and information relating to life at the development and the locality.

Indescon Square was constructed in 2009/10 by Galliard Homes, as a purpose-built development of 364 flats. It provides a mixture of private, shared ownership and affordable housing. Our community is important to us and so we invite all residents and visitors to read and take note of this brochure and acquaint themselves with the contents for the benefit of everyone that uses the building.

fire strategy Indescon Square was constructed in 2009/10 and at the time of construction it fully satisfied all building control and fire safety regulations. It is a purpose-built residential building and therefore it has been specifically designed with a residential “stay-put” policy in place. The buildings are designed so that each flat forms a self-contained fire-rated compartment, with the intent that a fire should be contained within each flat.

if there is a fire inside your flat:

You should immediately warn all other occupiers in your flat and evacuate, closing windows and doors and particularly the final exit door from the flat to the common areas as you leave. Then call the Fire & Rescue Service by dialling 999.

if there is a fire in another part of the building:

It will normally be safe for you to remain within your flat (hence the term ‘stay put’). Call the Fire & Rescue Service by dialling 999. The Fire & Rescue Service will advise if it becomes necessary for you to evacuate. Should you be in any of the common areas and see a fire, leave the building as quickly as possible using the normal exit route and call the Fire & Rescue Service as indicated above.

EWS1 form:

All the blocks at Indescon Square and 11 & 13 Cassilis Road now have the benefit of a completed EWS1 form at B1 level. This means that the external wall system (EWS) or attachments, such as balconies, have been assessed by a suitable expert for likelihood of proportionate remediation to address fire safety risk, and the expert has concluded that the fire risk at the building is sufficiently low that no remedial works are required. If you require a copy of the EWS1 document and accompanying letter from the fire engineer, please contact your property manager.

gardens & grounds Residents and non-residents alike can share and enjoy the open spaces offered around the buildings. Care has been taken to maintain the grassed areas in good condition for the benefit of all who use them. We very much hope that you have the chance to enjoy them during the summer.

In order to assist in keeping these areas usable, we ask that dogs are kept on a lead at all times and that any mess is cleared up and removed.

We regret that the use of barbeques within the building or grounds of Indescon Square is not permitted. Barbeques must NOT be used on the balconies.

Ball games are not permitted in these areas.

parties, noise & nuisance Indescon Square is a quiet residential building and residents are asked to contain noise levels so that they are not audible outside their flat, bearing in mind that sound carries more easily through the building at night.

The playing of music, musical instruments, loud singing, banging or shouting should therefore be minimised at all times when possible, but especially between the hours of 11pm and 8am, when the building should be quiet.

If you are experiencing persistent or unbearable noise at night, please report this first to the Concierge who will make contact with the offending resident. For further assistance, the Council’s noise unit do have powers to issue automatic fines to persons causing particular nuisance.

rubbish, refuse & recycling Unfortunately there are still large non-domestic items being dumped at Indescon Square. When this happens we are required to arrange for an external contractor to clear the area, which incurs cost to all flat owners.

It is also a safety issue.

If you have any bulky items that you need to dispose of please do so via Tower Hamlets Council, who will collect bulky waste. Please call them on 0207 364 5004 to arrange this. Each household can have two free collections per year.

If you have any furniture that can be reused it can be collected free of charge by an organisation called Homestore who will sell it on at reasonable prices to people in need. Their number is 0208 519 6264.

recycling: Tower Hamlets Council offers a free recycling service and purple paladin bins are supplied for this purpose in the bin stores. Items should be placed in the purple bins loose (i.e. they should NOT be put into plastic or black bags first). The recycling is collected every week on a Monday.

household rubbish collection: Tower Hamlets Council household rubbish collection is weekly on Wednesday at Indescon Square.

All household rubbish must be placed inside the paladin bins located in the basement of your block.

Please ask the Concierge staff if you are unsure of the location of the bin stores.

parcel delivery Indescon Square maintains a full time Security/Concierge service, 24 hours a day. They assist with the post and parcel deliveries.

The concierge can sign for ‘reasonable’ sized parcels on your behalf but please note that perishable food items or very large or bulky items such as such as televisions, microwaves, washing machines, bed/mattress cannot be stored by the Concierge staff as there is limited space and no refrigeration facility. Any parcel not collected within five days will be returned to sender.

The concierge will sign for items if you are not in and post a note to your flat to let you know the delivery is on site. You MUST produce the note when collecting your item. No responsibility is accepted by the Concierge staff or by sba for any lost, damaged, or missing items, whatever the circumstances. If in doubt, or if you have a valuable item to be delivered, the best advice would be to make sure you are personally available to receive it.

Flat owners may use whichever contractor they choose to undertake work within their flat, and we would always recommend you use properly qualified and quality-assured workmen for all work, whether large or small.

Coming up later this summer we will be proceeding with the planned upgrade to the fob access system at the building. The new system will allow full interrogation by security staff in order to better control all entrances and monitor everyone entering the building.

Our in-house maintenance company, Bourne Maintenance, handles all sorts of building and maintenance work from small handyman jobs, to full redecoration and refurbishment works, including: • • • • •

When this takes place, your old fob will no longer work and all residents will be supplied with new versions. Further information will be issued by the managing agents closer to the time.

In order to maintain security at the building, we remind residents not to allow access to anyone who they do not know. Your handsets allow remote release of the front door but if in any doubt do not press the release button, and inform the concierge if you don’t recognise anyone trying to get in to the building. Please be vigilant at all times!

Please note that the cost of any work given to Bourne Maintenance will be payable by yourselves unless it is a communal/structural matter in which case please report this to the Concierge or your property manager in the first instance.

short-term letting Sub-letting of the apartments at Indescon Square is permitted provided the term of the sub-letting is for more than three months and the apartment is occupied as a single dwelling. A licence to sublet is not required.

Some apartments are let out on a shorter-term basis as serviced apartments. Provided such arrangements are correctly managed through respected agencies then this is also permitted. However, please note that AirBNB-type very short-term arrangements are NOT permitted at Indescon Square.
