WELCOME FROM OUR MAYOR
GP McLeer Mayor, City of Fountain InnWelcome to the best city in America, Fountain Inn!
I hope that whether you’re picking up the latest edition of this annual publication as a longtime resident, a business owner, a visitor, or a newcomer, that you’ve found your place right here in Fountain Inn!
In the middle of the fastest growing region in the nation, the Southeast, and in the middle of one of the fastest growing areas of that region, Upstate South Carolina - sits our little hometown, full of charm, pride, and opportunity.
From our walkable, quaint, and vibrant downtown, to one of our many parks, to our beautiful neighborhoods - Fountain Inn is full of everything you’d want in your hometown.
As a new resident told me recently, “Fountain Inn is different, in the best of ways.”
I couldn’t agree more.
Here in Fountain Inn, you’ll get to know your neighbor. You’ll be a regular at a restaurant or shop in three visits. You’ll run into friends at dinner or in the yard. You’ll be proud of your community.
Our secret is no secret - you can see our secret every day walking down Main Street, pulling into the neighborhood, opening up the shop, playing on the ball field, at an event, or just sitting on the porch –our secret is our people.
Our community is rooted in how our residents connect with each other throughout the year. Throughout the year, your entire family will find something they enjoy with each other and with friends.
Commerce Park, situated right in the heart of downtown, features an outdoor amphitheater and covered farmer’s market, and our Chamber of Commerce and Fountain Inn History Museum. It is home to our summer concerts, seasonal farmers market, our infamous Christmas festival, and many of our other events throughout the year. The outdoor amphitheater is slated to have a permanent stage cover installed in 2024 - funding mostly through a grant and federal funds - making it an even more vibrant focal point for our downtown.
Up and down Main Street you’ll find shops, restaurants, and much more. You can eat and shop the day
away in Fountain Inn easily! We’ve cut ribbons on over two dozen new downtown businesses over the last five years, with more to come in 2024 including the opening of the historic flour mill - The Mill at Fountain Inn - which will feature a brewery, a food hall with six food vendors, and green space. We’ll also see some new businesses bring old storefronts back to life down Main Street and beyond.
Outside of downtown, residents and visitors can enjoy numerous parks. Our always active Emanuel Sullivan Sports Complex features baseball fields, football fields, and a large shaded playground, with a passive trail behind it that winds its way from the ball fields to another park, Fairview Street Park with basketball courts. Our PD Terry Park is another active recreation site just off of Main Street, and our two neighborhood parks, Georgia Street and Sanctified Hill, are great to take the kids to any day of the week.
In 2023 we gave Sanctified Hill Park a $3 million makeover, with two playgrounds, swings, two outdoor basketball courts, new parking, new restrooms, and plenty of picnic shelters. And in 2024 we will begin working to implement the first-ever Parks Master Plan for the community, helping prioritize needed improvements to our current parks, and identifying new opportunities for recreation.
Also in 2023, we opened up a new $5 million Public Utilities Complex for our Public Works and Natural Gas departments, helping provide a much deserved and needed upgrade for our hardworking staff. In 2024 we’ll begin working on a number of additional capital projects to benefit our citizens including the construction of our third fire station out near Rudolph Gordon School and a fire training facility (both paid for in large part by a state grant), plus a master plan for a new city hall complex (including new Police and Fire HQs), and more.
Fountain Inn is home to so much, but most importantly, it’s home to wonderful people who care for each other. We are a resilient community that is beaming with pride for our hometown, and we stand together as we move into the future.
It is an honor to serve as Mayor of this community, and I look forward to seeing you soon!
Welcome home, to Fountain Inn.

THE FOUNTAIN INN MUSEUM
For more info, visit FountainInnMuseum.org
The fundamental purpose of the Fountain Inn Museum is to provide all visitors and our communities with a clear view of our town’s history, from its humble beginnings to the increasing growth that has led to the vibrancy of what Fountain Inn is today. A secure footing in our history will enable tomorrow’s leaders to take on the unique challenges of the 21st century.
The Museum opened its doors in 2010 as part of the Fountain Inn’s Commerce Park project. The goal of this project was not just to document our town’s history as a stagecoach stop between Charleston and North Carolina, but also to show how we have advanced from a rural farming population to a town with high tech and manufacturing industries.
An appreciation of Fountain Inn’s history begins with exhibits reflecting the time when Native Americans inhabited the Upstate. Then, as European settlers began to arrive, roads and buildings soon followed, establishing communities that grew into small towns. The Museum’s exhibits and displays, many of which have been improved upon by our 2023 ARPA Grant, takes visitors on a chronological tour of our city’s growth, clearly illustrating the special heritage Fountain Inn holds. As well as its permanent exhibits, the Museum hosts seasonal displays in both its main hall
and the SC Humanities Gallery that was added in 2019.
The Museum offers innovative programs and tours such as our Hooked-On History program that is perfect for a wide-ranging audience, from school children to various community and business organizations. This program features entertainers and guest speakers from all over the state who provide a comprehensive insight into both Fountain Inn and South Carolina’s history. The series highlights some of our town’s most notable residents such as Robert Quillen, the internationally recognized author and publisher of the Fountain Inn Tribune, and “Peg Leg” Bates, an incredible one-legged dancer who performed for millions worldwide.
Recent developments at the Fountain Inn Museum highlight the successful implementation of the “On the Banks of Durbin Creek” video display, a project made possible through an additional SC Humanities Grant. This immersive exhibit captures a living history of the successive waves of civilization that have shaped the distinct community of Fountain Inn, situated along the iconic Durbin Creek, home to the cherished Jones Mill—a local landmark with origins dating back to its original construction in 1813, later refurbished in the 1860s, predating even the establishment of
Fountain Inn in 1886.
Initiated in 2019, the Museum’s Jones Mill Project aimed to restore this historical structure to its former glory, providing a platform for all to appreciate its rich history. In a significant expansion in 2022, approximately 20 acres were generously donated to the project, nearly tripling its size. Furthermore, a substantial boost came in the form of a $1.6 million grant from the State in the same year, facilitating the ongoing progress of the project. This financial support has not only driven the restoration efforts but has also paved the way for the development of trails, outdoor classroom areas, and additional amenities, transforming the restoration project into a comprehensive park. This expanded space invites visitors to spend a day immersed in and appreciating a significant piece of Fountain Inn’s history, contributing to the cultural richness of the community.
Make the Museum part of your visit to Fountain Inn and experience how our history comes alive through our exhibits, programs, and guest speakers throughout the year. Located in the heart of our flourishing town, the Fountain Inn Museum is an excellent place to take in the history, learn about the heritage, and experience the exceptional atmosphere our town has to offer!

Our next big project is to become a Fire Safe SC Community. This is a designation given out by Fire Safe SC. Part of this project requires our department to accomplish 14 goals. This can be done in many ways.

WHAT IS THE ECONOMY?
Before reading, humor me. I want you to take 10 seconds to define the economy for yourself. You hear it or say it daily, but I’ll bet you haven’t ever considered how to define it. I’ve done my own anecdotal study by asking people that I interact with in business, community, friends, family, and strangers over the last year and have heard some variations, such as:
1. “It’s the exchange of goods and services.”
2. “How money moves.”
3. “An equilibrium of prices for labor, goods and services.”
4. “The marketplace of technology and home goods that keeps people working.”
5. (Holding a fistful of $20s) “This is the economy.”
6. [Insert yours here.]
Why does “The Economy,” as you hear it discussed, even matter? This stuff doesn’t affect me and is just a study for nerds and math geeks. It’s not even really a science anyway, it’s just made up to control the masses, right? I completely empathize with that take and believe nearly all of it is actually true… for the way “The Economy” is referenced. Just listen to the car warranty commercials, “Due to a decline in the economy…” Here’s why it matters: From Per Byland’s How to Think about the Economy: A Primer, “Economic Literacy is mind-opening. Sound economic reasoning
is an enormously powerful tool for understanding both the economy and society.”
First, I’ll say that all the answers I received were interesting and typically began a good discussion about economics or finance. What I also noticed was that all definitions lacked a reference to social cooperation, scarcity, efficiency, competition, and innovation, but the discussions did not. I think it’s important to flesh out those points.
In the title, I debated capitalizing the T in “the,” and one side of the debate won overwhelmingly. Three reasons, “the” is an article, I want consistency to prior papers I’ve written for this publication, and we’re not discussing “Economy” as a noun. It obviously has definitions as a noun which are tossed around culturally in infinitely vague ambiguity. Let’s stop that and be precise, and consider it as a verb and adjective.
Maybe a better take on defining economy is to think in terms of “making an economic decision,” “buying an economical car,” or “my wife is an amazing Home Economist!” The economy is a process, it is not a thing. Nothing in it is static or repeatable, everything is always changing and circumstances are never the same. Time changes everything and the economy is made up of billions (trillions if we count currency)
of everythings. The flaw in how economics is taught to high school students all the way to PhDs and policy makers, is that it’s taught as a top-down philosophy, when it’s actually a grassroots, trickle-up process. It involves dayto-day decisions of the population as a whole, yet individually. The elites in the ivory towers believe that pulling levers and pressing buttons will make each individual either better off or worse. Their math equations and monetary theories treat each of us as “The Consumer.” Foundationally, we are unique in our wants, needs, goals, motivations, and fears. The economics of the United States in 2024 does not factor these subjective needs and wants into policy of taxation, government handouts, regulation, or justice. They apply an objective policy to all of us, which inevitably fails.
For example, why are there different types of bread? Wonder bread and artisanal rye have very different prices. Why? Diamonds are worthless in a desert, unless someone has some water they can sell you. Why? Subjective value is the underlying motive for why we make the decisions we make. Sometimes our thinking is right, sometimes, it’s wrong, but our actions are purposeful and have an anticipated outcome with a margin of error in light that the universe is uncertain.
Additionally, subjective value alone isn’t enough
to price different types of bread or natural resource scarcities. There are incremental preferences of one good over another at a given period of time. We subconsciously rank these preferences in order of importance and urgency. We don’t assign numerical values to this order, or we would have steak over chicken in all circumstances. Those of you who live paycheck to paycheck know that money likely gets spent more frivolously at the beginning of the pay period. Brand name over store brand may be worth the extra few cents/unit at the grocery store, and that’s certainly a good thing. Weighing those choices is called the Law of Diminishing Marginal Utility.
In terms of social cooperation, what we value, we value for non-monetary reasons. When we order those reasons, we rank them with money. If you’ve sold something on Facebook Marketplace, this sounds like, “What’s your bottom dollars?” My answer is always, “The absolute most you’ll pay for it, if you’re the right buyer.” This negotiation is full of great insights into economics. In all honesty, my bottom offer may actually be lower than his top bid. If his need or desire for the item I’m selling is higher than my desire or need for liquidity in trading for cash, then I’ll walk away with a winning feeling. If I sell it lower than what he was ultimately willing to pay for it, he walks away with a winning feeling. Is that the definition of a win/win? No. In fact, any time an exchange even takes place, that is the defi-
nition of a win/win. Even if I take less than I wanted and he pays more than he wanted, if we made the exchange of his cash for my item, by definition, we both valued those opposite goods higher than what we gave up. The only instance where an exchange takes place that is not a win/win is when there is coercion or violence. (Cue government rant…)
“The whole is greater than the sum of its parts.” – Aristotle
This quote perfectly sums up where efficiency and innovation take place in the economy. Before the first iPhone came out, no one knew its value. How could Steve Jobs put a price on something without a known demand? Its value couldn’t be computed with the price of copper, glass, plastic, processors, sim card towers, assembly machine costs, software coding hours, etc. The value was in the hands of the user, and 15 years later, how much revenue has it created for Apple? How much revenue has it created for all businesses and households who have a smartphone?
The profit that value creators receive for the risk they take in attempting to meet consumer needs is the mechanism that measures the value that Aristotle was referencing. Loss is the opposite. In the risk of lost investment, expense, and time, the people who invent, organize, operate, plan, adjust, readjust, readjust, etc. are the people that we should rally behind
If you were confident that you could meet your goals, maintain your lifestyle, plan for the worst, and leave a legacy to your family for less risk and less cost, why on earth would you throw your money into a portfolio solely based on “risk tolerance?”
Whether you are 21 years old or 81 years old, we would love to talk with you to see how we can help you reach your financial goals.
with support and resources. It’s not academia, government, Wall Street, or media that meet the needs of the masses, it’s all of us little guys who know how to take a risk and how to follow through. We strive to make other people’s lives better than the sum of the parts.
To sum up, here’s my definition of the Economy as a noun: “The economy is the ongoing process of how goods are produced and willfully exchanged to satisfy the known and unknown needs and wants of a population with scarce resources in abundant uncertainty.”

The atmosphere is driven by hospitality and provides a welcoming attitude to all that inquire. There is no fee to enroll and can be done online or by stopping by to take a tour. Please call (864) 864-4675 with any questions about enrollment.
While fitness and health are the main focus within the 55+ program, it is also a time to connect, perhaps by joining a seasonal celebration or special interest group like quilting, playing cards, or knitting and crocheting led by a Masterclass facilitator. Beginners are welcome! Group travel is a highlight as well, whether it is getting in touch with your inner foodie and visiting local restaurants, a day trip to Hendersonville to pick apples and enjoy lunch, or a trip to tour the State Capitol, adventure is sure to be found!
Vision Statement: “To serve as a resource of encouragement for healthy aging to community adults 55+ through fitness and nutrition instruction, social connection, interaction and individual special interests.”
Discover a Life Plan Community situated on 44 acres in the charming college town of Clinton. Here, residents enjoy an active, maintenance-free lifestyle in an unhurried atmosphere.
