Un’architettura di colori e di ombre An architecture of colours and shades Marzia Marandola

Alle porte di Perugia, in un’area marginale, dove la pianura è punteggiata da ville, da residuali case coloniche e da distributori di benzina, intervallati da pezzature verdi, si innalza ermetico l’elegante volume della Cittadella dell’Edilizia. L’edificio accoglie gli uffici degli enti paritetici per l’edilizia della Provincia di Perugia: il Centro Edile per la Sicurezza e la Formazione e la Cassa Edile, committenti della nuova costruzione. Essi, dopo aver valutato l’ipotesi di adattare alle molteplici funzioni della Cittadella un edificio preesistente, optano per una strategia dimostrativa: totale demolizione e ricostruzione secondo parametri di massima efficienza energetica. La sfida progettuale è raccolta dallo studio HOF (nello specifico rappresentato da P. Belardi, A. Burini e C. Volckerts), che ha dato prove di qualità e di intelligente audacia nell’architettura di Perugia e altrove. Il nuovo edificio deve coniugare identità urbana, esemplare qualità architettonica con innovative prerogative di efficienza energetica e costi contenuti, ponendosi come manifesto esemplare per progettisti e costruttori, frequentatori 6

At the gates of Perugia, in an area on the city outskirts where the flatland is studded by one-family dwellings, some old farmhouses and gas stations, interspersed by green fields, the elegant volume of the Cittadella dell’Edilizia rises hermetically. The building houses the offices of the unified building institutions of the Province of Perugia: the Building Centre for Safety and Training and the Building Society, the clients of the new construction.

After having considered the possibility of adapting an existing building to the requirements of the many functions performed by the Cittadella, they have chosen to set an example: complete demolition and reconstruction according to energy-efficient criteria. The design challenge has been taken on by the HOF firm (in this case represented by P. Belardi, A. Burini e C. Volckerts), which has given proof of intelligent daring in its buildings, in Perugia and elsewhere. The new building had to combine urban identity exemplary architectural quality and innovative prerogatives in terms of energy savings and reduced costs, to represent a manifesto for architects and builders, the principal users of the Cittadella dell’Edilizia. Designed to combine urban identity, architectural quality and energy efficiency, the new unified headquarters of the building institutions of the province of Perugia represents an ideological manifesto dedicated to the new forms of building innovation. It is intended for a clientele of builders, construction technicians and entrepreneurs.

Cittadella dell’Edilizia

Il nuovo edificio, che ospita la sede unica degli enti paritetici dell’edilizia della Provincia di Perugia (Centro Edile per la Sicurezza e la Formazione / Cassa Edile), rappresenta una ricucitura, sia tipologica che figurativa, di un ambito urbano semiperiferico fortemente disomogeneo, contrassegnato dalla coesistenza della scala macroscopica, propria degli insediamenti produttivocommerciali, e di quella microscopica, propria degli edifici residenziali unifamiliari.

Il progetto si propone come esempio virtuoso, basando la propria identità sulle ragioni della sostenibilità ambientale. Tutti i principi che lo animano, distinti fra loro ma sinergici negli obiettivi perseguiti, trovano in essa il loro fondamento.

All’interno di un’area fortemente artificiale, l’opera mira innanzitutto a recuperare “verde” e suolo restituendo un microhabitat naturale; inoltre, sollevandosi da terra, evita l’occupazione intensiva lasciando spazio a un pendio erboso.

The new building, which hosts the headquarters of the unified building institutions of the Province of Perugia (Building Centre for Safety and Training / Building Society) acts as a connecting element, both typologically and figuratively, in a very heterogeneous semi-peripheral urban context characterized by a combination of the macroscopic scale in the form of plants and shopping structures and the microscopic one, represented by detached dwellings.

The project aims to make a good example, basing its identity on motives of environmental sustainability. All the principles inspiring it, different from one another but all aimed at the same goal, centre on this concept.

Within a highly artificial area, the project principally aims to recover “green” and land by recreating a natural micro-habitat. Moreover, as it is raised from the ground, it allows room for a green slope.

Special attention has been dedicated to creating a comfortable and healthy indoor climate: in fact, the building

The building is inserted in very diverse surroundings, characterized by the simultaneous presence of manufacturing and trade structures and the small dimension of one-family or at most two-family dwellings.

BIOGRAFIA BIOGRAPHY

HOF nasce da HOF associati, fondato da Paolo Belardi e Alessio Burini nel 1986, e si articola in HOFLAB (Paolo Belardi, Simone Bori, Matteo Scoccia, Carl Volckerts) e HOFPRO (Roberto Baliani, Alessio Burini). HOF raccoglie le esperienze di ricerca, progettuali e costruttive dei suoi componenti ed esplora con approccio sperimentale le tematiche e il linguaggio dell’architettura contemporanea.

Le opere e i progetti che hanno ottenuto menzioni e riconoscimenti in occasione di premi di architettura nazionali e internazionali, sono stati pubblicati in molte riviste specializzate (tra cui AND, Area, Casabella, d’A, Interni, Materia, Ottagono, Parametro, Il Progetto) e sono stati esposti in numerose mostre collettive allestite in città italiane e straniere.

Paolo Belardi (Gubbio 1958) si è laureato con lode in Ingegneria Civile Edile nel 1982 a Roma. Allievo di Vittorio De Feo, con cui ha collaborato continuativamente dal 1982 al 1984, è professore associato presso l’Università degli Studi di Perugia, dove insegna “Progettazione digitale” e “Architettura e Composizione Architettonica 1” nell’ambito del corso di laurea magistrale in Ingegneria Edile-Architettura, e dove è responsabile della Sezione Interdisciplinare di Disegno e 58

Architettura del Dipartimento di Ingegneria Civile e Ambientale.

Dal gennaio 2013 è direttore dell’Accademia delle Belle Arti “Pietro Vannucci” di Perugia.

Alessio Burini (Perugia 1959) si è laureato in Ingegneria Civile Edile nel 1985 a Roma. Dal 1993 al 1996 ha collaborato alla redazione del nuovo PRG del Comune di Perugia svolgendo attività di consulenza per l’individuazione di aree interconnesse al minimetrò assoggettabili a interventi di riqualificazione architettonica e urbana. Componente, dal 2006 al 2009, della Commissione per la Qualità Architettonica e il Paesaggio del Comune di Perugia.

Docente a contratto nella Facoltà di Ingegneria dell’Università degli Studi di Perugia, dove insegna “Architettura Tecnica” nell’ambito del corso di laurea magistrale in Ingegneria Edile-Architettura. Presidente di ALA Assoarchitetti Umbria.

Carl Johan Peter Volckerts (Ängelholm, Svezia 1980) si è laureato in Ingegneria Civile Edile nel 2006 a Lund, Svezia. Dal 2007 al 2009 ha collaborato all’attività di ricerca della Sezione Interdisciplinare di Disegno e Architettura del Dipartimento di Ingegneria Civile e Ambientale dell’Università degli Studi di Perugia.

Dal 2010 svolge attività professionale.

HOF was originally founded as HOF associati by Paolo Belardi and Alessio Burini in 1986, and is organized in HOFLAB (Paolo Belardi, Simone Bori, Matteo Scoccia, Carl Volckerts) and HOFPRO (Roberto Baliani, Alessio Burini). HOF unites the experience in the fields of research, design and building of its members and explores the themes and languages of contemporary architecture with an experimental approach. The works and designs of HOF have received mentions and recognitions on the occasion of national and international architecture prizes and have been published in many specialized magazines (including AND, Area, Casabella, d’A, Interni, Materia, Ottagono, Parametro, il Progetto), and they have been presented in numerous group exhibitions in Italy and abroad.

Paolo Belardi (Gubbio 1958) graduated with honours as a civil construction engineer in 1982. A former student of Vittorio De Feo, with whom he has worked continuously from 1982 to 1984, Belardi is associated professor at the University of Perugia where he teaches “Digital Design” and “Architecture and Architectural Design 1” within the context of the master course in Construction Engineering and Architecture, and where he is responsible for the Interdisciplinary Design and Architecture Section of the

Department of Civil and Environmental Engineering. He was appointed director of the “Pietro Vannucci” Academy of Fine Arts of Perugia in January 2013.

Alessio Burini (Perugia 1959) graduated as a civil construction engineer in 1985 in Rome. From 1993 to 1996 he has contributed to the preparation of the local strategic plan for the Municipality of Perugia, providing consulting on the identification of areas interconnected by the light subway which could be subjects of architectural and urban renovation projects. He has been a member of the Commission for Architectural and Landscape Quality of the Municipality of Perugia from 2006 to 2009, and is a lecturer at the Engineering Faculty of the University of Perugia, where he teaches “Technical Architecture” within the context of the master degree course in Construction Engineering and Architecture. He is chairman of ALA Assoarchitetti Umbria.

Carl Johan Peter Volckerts (Ängelholm, Sweden 1980) graduated as a civil construction engineer from Lund University in Sweden in 2006.

He has worked on research in the interdisciplinary section of Design and Architecture of the Department of Civil and Environmental Engineering of the University of Perugia from 2007 to 2009, and has practiced professionally since 2010.
