Addressing the Need for

SHARP WORKERS Overcome the workforce shortage by investing in existing employees through on-going skills and technology advantages.

T

he scene: A busy mid-size construction contractor office where owner-operator Bill plops into his desk chair while thinking that he and his incredible crew need relief... need help. "I'm gonna close my eyes for a minute," he promises, and dozes into a familiar dream where he's sifting through a stack of resumes of experienced, qualified workers all eager

to work for him. He smiles contentedly until, "Bill! Bill! Are you sleeping? We need your help!" It is a scary world out there. Construction contractors, like Bill, know that in spades. They struggle with tight deadlines, demands for regulatory-governed quality, better productivity, lower costs, more time in a day, and that ominous need for a competent workforce. The Associated General Contractors of America (AGC) released a study of construction firms in the United States. Key statistics included in their Workforce Shortage Report include: • 8 out of 10 construction firms cannot find sufficient qualified employees • 19% are investing in labor saving equipment and tools that require smarter workers

• 82% believe that it will be more difficult to find qualified workers over the next 12 months "As the U.S.-based construction workforce becomes increasingly thinly spread, owners and managers of construction firms will be required to approach the problem of labor shortage creatively, in order to convert these problems into opportunities,” the AGC report stated. “A key to overcoming the labor shortage, in the construction industry, is to invest in current employees to increase their skills, knowledge and abilities, as well as to support existing employees with laborsaving tools and equipment." Investing in existing employees has definite advantages, when compared to hiring new employees: • Current employees know how the company operates and manages its project sites. • Current employees are a known entity. Managers know their strengths and weaknesses and may be better able to manage and lead them than new hires. • With new employees, there are startup administrative costs, drug testing, equipment and safety training, and general acclimation to new managers, co-workers and procedures. • Current employees pose less risk. Studies have confirmed higher

injury rates among workers who have been on the job for less than a year. Consider also that hiring new employees with less experience and then moving them quickly into the field to meet demands may create greater risk. Clearly, on-going skills and technology training of existing employees can prove to be critical not only for retention but the success of the company. "The penalty for not keeping current with technology is longer project timelines," Ron Oberlander, vice president, Global Professional Services, Topcon Positioning Group, Livermore, CA says. "Successful training focuses on the work process which yields greater efficiencies and better results." TRAINING IS AN INVESTMENT With the training emphasis on workflow, employees can develop a broader perspective on construction projects and all that goes into the tasks that culminate in their completion. The emphasis on work processes demonstrates a respect for the intelligence of employees and invites them to think in a partner role, which can strengthen their commitment to the job and the company. "I've completed a couple of training programs conducted by Topcon and am scheduled for another in the next six months," John Poirier, project manager with Warman Excavating & Trenching Ltd., Waldheim, Saskatchewan, Canada says. "It is well worth the time; and the cost is inconsequential compared to what I learn. I'm getting trained by unbelievable trainers--seasoned experts with 20 to 30 years of experience with the company. They know the products, the market, and understand the workflow." "Technology changes too frequently," Oberlander adds. And how some government agencies are even specifying that contractors working on their projects must employ GPS machine control on their equipment.

"Think about the advances in consumer technology...such as the Apple iPhone," Oberlander says, "The innovations and high-powered processors that upgrade the iPhone annually are being used in construction equipment. Look at the displays and systems inside of a new excavator, dozer, or other heavy equipment which now make them more productive to run and service; and in turn, makes the contractor more efficient and profitable." Oberlander went on to describe how GPS machine control has evolved during the past 20 years from little adoption of machine automation to a market where some machine manufacturers are

STAY UP TO DATE Construction contractors struggle with the need to keep up to date on the latest technology and trends that make their projects more efficient, while attracting and keeping a full workforce in a tight labor market. The answers may be found in training both existing employees and new inexperienced workers on laborsaving technologies with a focus on the work process which yields greater efficiencies and better results. What do you tell others considering training? Poirier said: "'Go for it!' There is 100% benefit to training; otherwise you're looking at your technology being the world's most expensive paperweight. Training gave me knowledge and confidence to feel comfortable with the technology. I recently set up a new excavator using a system I had mounted on a different machine. It works great and would have cost me $42,000 to have someone come in and set up and initialize the GPS system on the excavator -- all work I did myself." Clearly training can benefit contractors. FUTURE GROWTH Plant ownership has allowed the Atlantabased paving company to control its own destiny

pencer McCroskey, owner and founder of Sunbelt Asphalt, was in college at the University of Tennessee Chattanooga in the late 80’s when he and his two roommates moved to the Atlanta area ready to make their mark on the world. He quickly found himself working in the highway construction industry as an estimator.

Soon after, he began a road striping business and subcontracted himself for all the estimating. Thus, were the humble beginnings of what is now Sunbelt Asphalt in Auburn, GA. “I started out with partners (my college roommates) but then decided that I could do this alone," McCroskey says. "One of my college roommates still works here." As his business grew and expanded, McCroskey ventured into other areas of road construction. His paving business soon became the centerpiece of his business plan.

Sunbelt Asphalt began buying items for their asphalt plant one by one, spreading the investment out over time. Plant owner Spencer McCroskey says that cash flow during these types of major investments can be tricky, so buying the components in a gradual manner allowed him to manage his cash more efficiently without acquiring a lot of debt.

"I didn’t care what the controls cost, I was going into this with all new controls and all new wiring because if this thing broke, I had to be able to have it fixed quickly."

GROWTH LEADS TO MIX PRODUCTION Sunbelt Asphalt was incorporated in 1994 primarily as a paving contractor. Athletic facilities became an area of focus and has grown steadily over the years. As a member of the United States Tennis Court and Track Builders Association, Sunbelt is often the only qualified bidder on many athletic facility projects. From running tracks and tennis courts to paving the parking lots, Sunbelt installs basically “anything but the turf field,” according to McCroskey. Athletic facilities represent about 1/3 of their business. In addition to those facilities, Sunbelt’s focus has been on paving everything from commercial parking lots to county road resurfacing projects all over the Atlanta metro area but McCroskey says they don't do a lot of DOT work. As the business grew steadily over the years, the company was prompted with the idea that perhaps owning their own asphalt plant may be in order.

“When we started paving over 100,000 tons per year, we started thinking about getting a plant,” he says. Croskey purchased some asphalt plant components at auction shortly after the recession was over in 2012. He then got in touch with Charles Grote, one of the owners of Reliable Asphalt Products, Inc. Through their discussions, a plan started developing to build a plant utilizing some of the items

that he had already purchased along with other components that Grote could supply. “I could tell right away that Spencer had a good plan but needed our expertise," Grote says. "He had purchased a portion of a plant at auction but there was a lot more that needed to be done. We began identifying components that could complement some of the items that he had purchased.” McCroskey began buying those additional items one by one, spreading the investment out over time. DESIGNING AN EFFICIENT ASPHALT PLANT By mid-2017, the final plans had been completed for installing the plant, but it wasn't necessarily an easy process.

"I didn’t care what the controls cost, I was going into this with all new controls and all new wiring because if this thing broke, I had to be able to have it fixed quickly." The coordination between Sunbelt and Reliable Asphalt Products was the key to making all these pieces functional. John Ferguson, one of Reliable Asphalt Products expert controls and electrical technicians,

was on-site for almost the entire duration of the installation and plant commissioning project. He facilitated most of the controls installation and was also there throughout the startup for working out bugs and training Sunbelt personnel. "The biggest challenge was joining some older electrical equipment with the new Minds controls," Ferguson says. "It just took a while to get it all working together but we got it.” Jokingly, McCroskey added, “I thought John was our new plant operator!”

ASPHALT PRODUCTION CREATES POSSIBILITIES In the late winter and early spring of 2018, Sunbelt’s plant was officially open for business. As can be expected with a project like this, there were some adjustments to make upon startup. Once things got going, Sunbelt ended up producing roughly 70,000 tons for 2018. The company also owns and operates three milling machines, so they have plenty of RAP to use in their mix. “You have to use RAP to compete in our market,” McCroskey says. “The Georgia DOT will approve up to 40% RAP. As we continue to learn our plant, we continue to increase our RAP usage.”

Sunbelt’s hope is that they will produce over 100,000 tons in 2019. "We used to work all around Atlanta but now, that we own our own plant, we work in a much closer radius and we save fuel, stress on our workers, insurance liability, etc." McCroskey says. "Our quality control is also better because our managers can look at ongoing jobs daily.” Among other advantages, plant ownership has allowed Sunbelt to control its own destiny. In order to continue the plant improvement process, Sunbelt has already upgraded to a Vulcan total air burner. Adam Oliver, Sunbelt’s plant operator, installed a camera in the burner tube so he could see that the burner was firing. "The burner was so quiet, I put the camera in the tube because I could not hear it when we were running," he says. Even with the risk of changing the burner out during key production months, McCroskey’s focus is on continuing improvement. This has already resulted in considerable savings. In looking to the future, McCroskey strives to create a culture of continued improvement and growth. Over the past 25 years, the company has sustained manageable growth and McCroskey wants to raise up young leaders who will eventually take over and continue to carry the torch. Among others, Mark Edger, operations manager and Jason Mulkey, corporate controller, are in position to lead the company going forward. “If I had to go forward in this business without my key people, I would close shop right now,” McCroskey says. A clean control house to tidy wiring can mean the difference between success and failure at the plant

ach year I visit dozens of asphalt plant around America, Canada and overseas, trouble-shooting various maladies from computer issues to burner issues, mechanical problems to electrical issues. After almost 48 years of working on plants, most of these issues are relatively easy to diagnose and repair.

However, one issue is considerably more difficult than all the rest: Electrical issues. In these issues it is important that the technician be able to trace wiring from its source to its destination. Tracing wiring paths is relatively easy in newer facilities that haven’t been altered. However, these problems are exacerbated by the state of the wiring at older plants. Some electricians seem to know how to tear apart wiring to find issues, but they seem oblivious about how to clean up the wiring after they are done. They rip the wiring out of the factory raceways and conduits, then leave it

is an easy target for squirrels, rats and mice who all seem to love the taste of wire insulation. Sometime the damage is obvious. But other times it is hidden down in the conduits that run under the control house from the front control cabinets to the rear motor control center. I was at a plant in Texas this past June where a squirrel had gotten into a main raceway from the front cabinets to the motor control center in the rear and eaten through a 110 volt Control wire ZAPPING himself to death, thus shorting out the control power. To get the plant running again I just ran an external power wire. But that night I needed to get it running correctly. I ended up having to use ‘fish tape’ to fetch his little wormy corpse out of the raceway, then I ran some new wires through it. To prevent the same thing from happening again in the future we filled all the holes that led to the outside world so that none of mister dquirrel’s buddies could get inside them again in the future. A famous line in a Steven Segal movie was ‘Chance Favors the Prepared Mind.’ The Villain said this right before Segal ended him. So I decided on a different saying‘Success Favors Attention to Detail.’

“Frankly, material usage is one of the most important elements of any paving project for the sustainability of the paving company,” Hood continues. “Specification and smoothness bonuses are nice, but a company can directly address project costs, profitability and long-term sustainability of the organization by controlling material usage.” Therefore Hood, an asphalt industry veteran, recognized the potential and secured exclusive U.S. distribution rights for the Mat Manager from TF Technologies of Fredensborg, Denmark. “The Mat Manager product was developed to help contractors address and track actual material usage on individual and or collective paving projects in real time while the project is ongoing so corrections can be made during the project,” he says. The Mat Manager System tracks planned material usage compared to actual material usage at every step of the job and displays the usage on the screen. The paving crew compares the two for a real time evaluation for the duration of the project.

The crew knows exactly where the material consumption is throughout the process via the Mat Manager display home screen. The information displayed on the home screen allows the paving crew to address any material consumption issues during the paving process, greatly reducing excess material usage during the project and providing the ability to control planned material costs on the job. BENEFITS OF REAL-TIME DATA With the material usage information displayed throughout the project, the crew can make corrections to the process that might go unnoticed during paving. The simple, intuitive display is very easy to input the project criteria and the crew can be off and running. “If the plan of the project was to pave a lane 12 feet wide and 2 inches thick, yet the actual pavement was being placed at 12 feet, 2 inches wide and 2-1/8 inches thick, a substantial amount of material over the planned amount would be used,” Hood says.

Based on the costs involved of materials and trucking alone the project costs can get out of control quickly.” Rather than attempting to evaluate what went wrong after the project is complete and the damage is done to the profitability of the job, the Mat Manager provides the crew the ability to address the issues during the project and in real-time. Not only is the information available on the Mat Manager display in realtime, the data is available to upload to the online Mat Wiser Analytical software system. The Mat Wiser provides a user interface to view the project data in a summary as well as multiple additional analytical reports including full statistics regarding the entire paving operation. All project criteria are available to view via the summary. Key information such as paving speed and trucking requirements are

recorded and displayed in the Mat Wiser as well. Information such as a map of the project is also available to review which shows loads, stops and GPS locations for validation and verification purposes. “One very effective element of the analytics is that an efficient paving time and overall efficiency of the operation is provided,” Hood says. “These are key visuals to address

improvement of the operation, not just the paving crew but trucking, material logistics, stops, etc. The best way to improve the process is to accurately measure it. This way overall operating efficiency can be improved by reviewing this data.” The Mat Manager system is connected to the machine via a hardwired network of sensors that feed pertinent information to the Mat Manager operating display. The display is generally removed daily, but the sensors always remain on the machine. The display simply plugs in each morning prior to the beginning of the paving process in less than two minutes. Hood says the initial installation process generally takes approximately four to six hours on most paving machines. The company also offers a comprehensive training process for the system which can vary in time, but generally takes about three to four hours to complete.

Five Challenges Keeping You Awake at Night Labor, safety, technology, trucking and of course planning for the future of their construction business seem to be the main challenges of day to day paving operations

uring a Caterpillar Inc. press briefing, four paving contractors spoke about the issues that keep them up at night. From cultivating a pipeline of good workers to keeping a pipeline of work for their crew, there's no shortage of challenges for business owners today. 1. LABOR Finding workers is a consistent issue in every industry right now. Competition for good workers is fierce and the challenge to not only find them, but keep them, is daunting. "Finding a better supply of qualified employees is our number one challenge," Jeff Carlson, president of Park Construction Company out of Minneapolis says. "What we do to keep them is try to provide a lot of work out in front of them along with good equipment. A person will leave for the promise of more work and more money but that’s not what makes people stay. You have to build a team environment. People want to have fun and like what they do and good culture is what will keep them." Maymead Inc. out of North Carolina was also struggling to find and keep workers and Mary Katherine Harbin, EEO officer, saw hiring women as an untapped potential for her company. "Women make up 50% of the population yet we only make up 2% of the employees in the industry," Harbin says. "We needed to tap into this group so I started my own female crew.” "There is a psychological barrier for women to enter a job that they feel is a man’s job," she says. "This is not a man's job, it's a person's job and we just have to find the right people."

2. TECHNOLOGY Technology that helps paving contractors do their job better is here to stay. It's whether or not you're adopting it that's going to set you apart from your competition. "Technology is the key to success," Bryce Wuori, owner of Wuori Technology Consulting says. "The younger generation wants it and now if they don’t have the technology, they may not even be able to run the equipment, let alone run it efficiently. Wuori says even the older operators are staring to see the light. "Change is hard for anyone. When you have an operator who has been doing a job for 20 years and you put something in front of them and say it will make them better, they take offense. Technology takes good operators and makes them even better with solutions like GPS and intelligent compaction (IC). It helps them better understand what they’re doing."

for good reason. Managing the asphalt coming to the jobsite is another struggle contractors are constantly dealing with. Having to wait for trucks or having too many trucks lined up with mix cooling rapidly can cause major issues that impacts the entire success of the job. "Trucking is a necessary evil that’s never consistent," Borene says. "Unfortunately, it changes every day depending on the job and trucking has a direct correlation to smoothness, density and all the specifications DOTs and agencies use to measure success and bonus incentives."

3. SAFETY According to the FHWA roughly 800 people are killed and 42,000 injured each year in work zones. Keeping workers safe is the number one thing that keeps contractors up at night and it's never an easy problem. "Whenever we can, we always try to close a road," Charlie Borene, vice president of Park Construction says. "That’s a value that ensures we mitigate traffic and protect workers. We try to avoid flagging operations because we are know we are in control of our people but we are not in control of the public using the road."

5. THE FUTURE Market uncertainty is enough to keep anyone up at night, but add to that the fact the livelihood of your business depends on consistent funding from our government and you could never sleep again. "Consistent funding is our biggest challenge," Harbin says. "If we had a more consistent funding stream it would help us know how many employees we need, what equipment we're going to need and so on. A robust infrastructure bill is really what we need so we can help plan better." And without a crystal ball, contractors can only focus on what's immediately ahead of them. "Everyone is talking about recession," Carlson says. "What we're seeing is a good 2020 ahead. We we don’t know is how 2021 will look." What struggles at your asphalt company keep you awake at night?
