PRESIDENT’S MESSAGE

217 Members lost in 6 months. There has been a continuous loss each month in the De partment.

Everyone that can is leaving. Either to other Departments or pushing up retirement dates.

It’s tough trying to replace these officers, and I believe people are not attracted to this pro fession because of the leadership we currently have in the Office of District Attorney.

Many Departments around the Country are experiencing a high rate of vacancies, but here they seem to be out pacing these other municipalities.

This is dangerous situation. Roll Calls are thin, days off are rare, if not cancelled. And when you call for backup, you want someone responding.

What do we do? What can be done?

Aside from an early Christmas present of an impeachment of the DA, we need to make this job more attractive.

I am currently meeting with City officials to hopefully free some funds to offer incentives to applicants to apply for this job.

Our Recruitment Unit is doing everything they can to bring the numbers up, but they are swimming upstream.

Also, for those who are already on the property, I am asking for retention bonuses to be paid over a couple of years, to encourage officers not to leave.

We also have been meeting to see if we may be able to come up with a better schedule, to attract officers, and to give current officers some better family time, with hopefully part of some weekends.

I have also put two teams out in divisions on 2:00pm 10:00pm to help with backing officers up, this is done 3 4 days per week depending on schedules here at the FOP every little bit helps

Not sure what/if any these proposals will come through, but we cannot do nothing.

For now, do the best you can, and most importantly be safe.

I wish to extend my sincere thanks for your con tribution to the Officer Daniel Boyle Scholarship Fund. We are now beginning our 32nd year, giving students from disadvantaged families the education they deserve and need for their futures

Even with all the Covid restrictions we were able to donate close to $60,000 00 in tuition assistance to those less fortunate for the 2021-2022 school years, we hope to do as well or better this year The total number of students helped since we began in 1991 is over 1100. I wanted to take a moment and express my grat itude and thanks to you and the Fraternal Order of Police for the outpouring of love and honor towards my son Fr. Steven.

I'm grateful to the officers of the 15th district who volunteered their time to stay with Steve at the hospital and to remain vigil at the funeral parlor while he lay in state and to the highway patrol offi cers Brian, Nick and the patrol unit for escorting Steve from the hospital to the funeral parlor and for escorting Steve to the funeral mass, services and burial in Maryland

The outpouring of support and love for Steve in honoring him in so many ways was beautiful and your kindness for all that you have done with tak ing care of us while we were at the hospital and hotel, the bible gift to the family, the beautiful plaque ceremony and dinner, the beautiful roses for my birthday and all the support you've given my family. I'm grateful for everything that you and the FOP have done in honoring Steve.

I was blessed to be a witness for my son who lived an extraordinary, blessed life in touching so many lives, thank you for honoring him in every way.

VICE PRESIDENT/CHIEF OF S TAFF’S MESS AGE

As the chaos in the city con tinues to mount up throughout the year, it always seems to be the common theme of pointing the finger right at law enforce ment. When are these people going to wake up and realize that the police are only one part of the city that makes up a very few.

Thinking about the times when you were allowed to do your job without the media mak ing the rules for the law makers and you not having to look over your back or have so many policies in place to deter you from helping the people that rely on you daily

Folks, those times are long gone, and we will never see them again, its time to accept what you have to work with and do your best.

I never thought I would see or hear the chief charging official of the city blame the Po lice for him letting criminals out of jail, not the first time offenders, but the career criminals who terrorize their own communities and neighborhoods.

Everyone looks for an out when they don’t want to stand up and accept responsibilities for their own direct actions Police were blamed for being out hurt and not showing up for court cases that was obviously not going to be prose cuted, because of the so call crime reform. The communities want to feel protected, by know ing the thugs out there will not be released on bail, and back the next day finishing what they started.

At least the criminals of the past had rules of the game No women, children, and elderly were touched Now they are just casualties of war from the same people arrested on Monday and back in the streets on Wednesday. The only relief the neighborhoods get, are the time it takes to process half of them, and then back to the street, thanks to the new crime reform and bail requirements. No one goes in there and fight for the victims or their families. The people that have the power to do that, only fight for an officer to be held on no bail or high bail. No matter what the circumstances are.

Illegal or not, having him impeached will at least bring this rhetoric to light, and hope

fully open the eyes of the people in the commu nities that elected him to office. The citizens of this city needs to see the truth about what evil they have put in that seat Most of them don’t see it until they become a victim and realizes he does not care about them or their loved ones. He has no respect for the people of this city and loves to shift the blame to someone else, who has no control over his actions

This is the sad reality of one part of the so called leadership in this city. Words cannot ex press the disappointment and sadness I feel, just watching the news daily

With the end of the year winding down, and the changes in the Police Depart and City Council, we can only hope things can get bet ter.

I’m going on a year as the elected pension board trustee, and I can honestly say it has been very challenging. Ron Stagliano has been by my side the whole time, and I can’t thank him enough for being there for me I’m still learning and find it very interesting to see all the components and pieces it takes to get the job done. I can honestly say, the people and staff at the pension board works very hard to get our members situated and ready for retire ment. The key is getting there, after personnel and finance do what they need to do to com plete the process. We still have people out from work, and a lack of manpower to fill the rolls of the people processing The city has been able to fill the vacant spots that has hurt the process al around for everyone.

My advice to all of you is to try and keep your cool and patience We can’t control the other departments in the city, we can only plead with them and hope we can get a better outcome for the next person. You get more bees with honey rather than vinegar.

VICE PRESIDENT’S MESSAGE

It has long been the mantra of the PPD that pa trol is the most important function and is the back bone of the department. This article will concentrate solely on the street cops. That is, the men and women on the front lines in the districts doing the most difficult job in the world against all odds. The street cop is out there with no backing from the Mayor’s Office and our criminal loving DA. Unfor tunately, there has been very little backing from Departmental Leadership and there has been silence from the department re garding the good and decent work being per formed by our cops.

There is a severe shortage of manpower on the streets. Districts are running with 2, 3 and 4 cops at roll call. R adio is continually broadcasting priorities with zero car avail ability and multiple jobs pending. The district cops are running from job to job and cops routinely resume from lesser priority calls to respond to priorities and shootings. Squads report on already behind the eight ball with dozens of calls pending. This oc curs on a daily basis on every tour and in every part of the city.

The low manpower is further compli cated by illogical deployment practices with cops stuck sitting on a fixed post or con tained to a grid Cops will tell you these de ployment practices don’t work and likely lead to more crime.

The plight of the street cop is made worse by PPD leadership questioning the street cops every move and every action. While running from job to job with no man power, the district cops are scrutinized via Body Worn Cameras, via AVL tracking of the specific locations of police vehicles and via the scrutiny of paperwork and review of ped stop and car stop forms. On most days,

there are more folks in the PPD tasked with reviewing the work of the street cops than there are actual cops working a district This needs to stop.

We have a unit at IAD that sole task is to review BWC footage, and we have another unit that reviews ped stops and car stops. We have commanders who sit at computers and track the location of the very few cars and wagons that are actually out there working.

When a shooting occurs, the cops re spond to the scene. Most times, they rush the victim to the hospital. Our command staff then kicks into gear and starts getting a rundown on where our cops were when the shooting occurred and who was doing what. The command staff basically reviews what the few cops on the street were doing when the shooting occurred. There have actually been investigations ordered into the where abouts of police officers when criminals de cided to commit crimes. This is asinine and needs to stop.

Failed progressive policies have led to a huge increase in violent crime. This coin cides with progressive attacks on police offi cers via defunding and undue criticism. Our departmental leadership should not contribute to this by further harassing and demeaning street cops.

It is time for political leaders and elected officials to support the good and decent folks in our city by fighting crime and supporting our police officers. It is well past time for the command staff to cease the harassment, second guessing and criticism of our street cops. What the Hell, the PPD could even highlight the brave and heroic work the dis trict cops do on a daily basis.

Please stay safe and watch your back. Please know that the FOP has your back, es pecially when others may cast you aside.

First & foremost, I like to thank the FOP Lodge 5’s membership for your continued trust and confidence in “Team McNesby.” THANK YOU! It has been a pleasure serving you. Although we continue to face numerous challenges, with we are up for the task MUCHAS GRACIAS!

I also like to extend my congratulations to Deputy Commissioners John M. Stanford, Krista C. Dahl Campbell, & Frank J. Vanore on their recent promotions I look forward to establishing working relationships with all of you, especially when it comes to our ONEPHILLY payroll system.

With that said, despite the fact, there is a ONEPHILLY settlement in place; our attor neys are sorting out some kinks in order to set up the new procedure. Lodge 5 still receives complaints regarding payroll, so the sooner the better. We will keep you posted.

By no means, am I a financial guru, but during these economic uncertainties, my ad vice, do not panic. We have been here before. Set some new goals, refocus your budget, and pay down your debt. You may want to consult with a financial adviser to tweak your retire ment contributions

As I mentioned in my previous article, un paid membership dues continue to be trouble some. Any member who owes back dues is “NOT” a member in “Good Standing!” For those members who have forgotten or misun derstood, I remind you, if removed from pay

roll for whatever reason (excluding Military Leave of Absences) you are still personally responsible to pay your dues that are in arrears. Please do not ignore those monthly invoices mailed to you.

Also, as a reminder to members who are on the verge of retirement. If you wish to maintain your FOP Lodge 5 membership do not forget to sign and submit the yellow card for your Pension Dues. Not surprisingly, some are reporting the City, nor the PPD are ask ing you to sign it, thereby making you a po tential non member of the FOP.

I would like to thank our membership for believing in John McNesby and the Team he has assembled and re electing us for another consecutive term. Our Team has made it our number one priority to assure that all members are taken care of by nego tiating the best contracts, offering them the best facilities and not taking any of this for granted. We believe our members elected us to represent them and this is what we would like to continue to do We continue to have an open door policy for our members. If a member has a problem, it’s Team Mc Nesby’s problem until it’s resolved.

As gun violence continues to surge out of control in Philadelphia, I want to take a few moments to talk about the reality of work ing and patrolling the city streets. The sad reality is that if you ’ re an aggressive police officer, you are likely to get injured on duty If that occurs, please report it immediately. Any minor delay in reporting your injury could result your claim being denied. Once your claim is denied, we will have to go down a long road of litigation to have it rec ognized by the City. If you have any prob lems navigating the various disability systems, please contact myself or Joe Schrank as we are here to answer all of your questions Although the Safety office personnel are there to assist you with pa perwork, they are employees of the City. Please contact us with your questions. Above all else, report all work related in juries regardless of how minor Please take your time and be as descriptive as possible in how your injury occurred when you are writing your injury report. The initial in jury report will be referred back to in all fu

ture legal proceedings. Do not be intimi dated by your Captain or your immediate supervisor to minimize the extent of your injuries. It’s your injury to report, not theirs. If you feel that your rights have been violated or need further information regard ing any aspect of your work related injury, please contact Terry Reid at 215 629 3620.

Returning to work after the injury has healed is imperative. If you can work in a limited duty capacity before returning to full duty, please do so. This system is a work in progress although the City of Philadelphia Department of Risk Management would like to take it away; it’s our duty not to abuse it.

An update on adding providers to the Heart and Lung program. We are working with several providers with the intention on adding them to the list. Unfortunately, it’s a lengthy and complicated (albeit neces sary) process to get qualified providers. It in my intention to update our members when new providers are added via the FOP website.

During a time when civil unrest was high and Covid 19 was rampant, many businesses in the private industry were struggling; trying to navigate and figure out how to keep their doors open so their own employees could be paid But Billy

On August 15th, Officers Sanchez and Basciano responded to the 5300 block of Howland Street for a male armed with a gun. As the officers arrived on location, a witness stated the male was threatening to kill himself and is known to have several firearms inside

When the officers approached, the front door was open and t h e c o m p l a i n a n t wa s i n s i d e s c r e a m i n g o b s c e n i t i e s T h e complainant was yelling that he wanted the police to kill him and that he didn’t want to live anymore. The officers quickly took up tactical positions and attempted to establish a rap port with the complainant. The complainant continued to antagonize and curse at the officers, stating that he wasn’t going anywhere and that they were going to have to kill him. The complainant started to pace back and forth and was getting more and more agitated as time went on, begging the officers to just kill him already. Unsure if the male was armed with a gun or had firearms in close proximity, the of ficers continued to try to deescalate the situation as they continued to hold their tactical positions. Through patience and a calm demeanor, the officers were finally able to convince the male to exit the property and surr e n d e r t o p o l i c e u n h a r m e d T

On August 11th, a female operating a Mazda was carjacked point of gun in the area of 5700 Howard St The description of the vehicle was broadcast citywide over police radio. A few hours later the complainant spotted the male who car jacked her operating her vehicle in the area of Colgate and Cheltenham Ave. The complainant notified 911 and Officers Jones and Taylor responded to the area

The officers vigorously search of the area and located the vehicle. The officers stopped the vehicle and conducted a f e l o n y v e h i c l e i n v e s t i g a t i o n T h e o ff e n d e r wa s p o s i t i v e l y identified and taken into custody. Recovered was a firearm, further investigation revealed the fire was stolen

These officers were able to take a dangerous individual and a stolen firearm off the streets of Philadelphia.

the 6300 block of Revere St. by a woman who was holding an infant. The woman was screaming “My baby’s not breath ing” The Lieutenant quickly assessed the infant and ob s e r v e d t h a t t h e c h i l d wa s n o t b r e a t h i n g t u r n e d b l u e . He immediately notified radio and began CPR Officer Williams arrived on scene and took over the CPR. At this time Sergeant Cione arrived on location and the de cision was made to have the infant immediately transported to St. Christopher ’s Hospital. Officer Topf who was also on location, tried calming the mother down and put her in front s e a t o f t h e p a t r o l c a r, wh i l e S e r g e a n t Ci o n e a n d O ff i c e r W i l l i a m s we r e i n t h e b a c k c o n t i n u i n g CP R o n t h e i n f a n t .

Eventually, Sergeant Cione and Officer Williams were able to remove an obstruction from the infant’s airway which allowed the infant to began breathing his own The officers then arrived at the hospital where the infant was able to receive further treatment.

Both officers are considering moonlighting as Park Rangers! Just kidding!

On Friday, August 21st at approximately 8:30pm, Officers M u l q u e e n e y a n d S g t S i m p s o n r e s p o n d e d t o t h e W i ssahickon section of Fairmont Park for an injured female hiker just of the yellow trail While hiking in the afternoon the com plainant fell hitting her head and was knocked unconscious for hours. Hours later when she regained consciousness, she was able to call 911 and relayed to them what trail she was on but could not provide much more information. Officers Mulqueeney and Sgt Simpson are very familiar with the trails in this section of Wissahickon Park. Due to this they were able to navigate in the dark. Using their flashlights a n d wi t h t h e i r p e r s o n a l k n o wl e d g e t h e y m a p p e d o u t a search area navigating uneven grounds, steep slopes and

On May 7th Officers Dougherty and Vasquez were patrolling in the area of 11000 Roosevelt Blvd when they were flagged down by a female The female directed to the officers to a gray vehicle occupied by an unresponsive male. The officers found the male in the driver ’s seat. They gave the male verbal command to which he did not respond Officer Vasquez opened the door and realized the make was h a v i n g a m e d i c a l e m e r g e n c y W i t h t h e h e l p o f O ff

Dougherty, they got the male out of the car, notified rescue, and began CPR.

After performing CPR for a few minutes, the male regained consciousness. Medics arrived on location and transported the male to the hospital

Due to their quick response and their training, these officers saved the man’s life.

Up o n a r r i v a l , t h e o ff i c e r s h e a r d a f e m a l e screaming from the second floor apartment When the of ficers knocked and announced their arrival at the apartment; they heard a man scream through the door, “I didn’t call the police! Go away!” The officers requested to see the woman The man refused. The officers then heard a child crying inside the apartment. Believing the woman and her child were in danger, the officers breached the door. As the officers entered the apart ment the man snatched the child from the woman and held the child in a bear hug refusing to let the child go; stating he was going to kill himself and the child if the officers didn’t leave

The officers attempted to deescalate the situation, but he refused to let the child go Fearing for the baby, the officers quickly grabbed man and removed the child from his grasp. After a brief struggle, the officers were able to secure the male and return the baby her mother A search of the male revealed, he had a knife in a sheath strapped to his forearm. It was later revealed the male suffered from mental illness and has become increasing combative during his episodes. The male was transported to a mental health facility for treat ment Great Job!

On July 1st, at approximately 10:00pm, Officers Sullivan and Kirby were working an overtime detail, in the area of 7000 Dicks Ave due to the increase of gun violence While pa trolling the area, the officers both observed a male riding a b i c y c l e o n t h e s i d e wa l k B e c a u s e t h e r e a r e m a r k e d b i k e lanes in this area and the officers were aware of several shooting incidents committed by offenders on bicycles, the officers decided to talk to the male To their surprise the male engaged them in conversation stating he had narcotics on him.

When the officers attempted to pat him down, he attempted to flee but was quickly apprehended. As the officers were trying to secure him, he began to resist This is when Officer Sullivan felt a firearm in is his waistband and verbally warned his partner. Officer Kirby deployed his taser incapacitating the male allowing the officers to gain control and take him i n t o c u s t o d y. I n c i d e n t t o a r r e s t t h e o ff i c e r s r e c o v e r e d a loaded 9mm semi automatic firearm and narcotics

The officers performed an intelligent and important act of police service and because of their alertness and quick ac tion, they are a positive reflection on the entire police department.

On May 9th, Officers Hernandez and Cartagena were on patrol in the area of 66th St and Elmwood Ave The officers heard gunshots in the area of 6500 Elmwood Ave. and could see a male laying in the middle of the street As they ap proached, they saw a male walking away that was armed with a firearm. They quickly exited their vehicle, engaged the male and commanded him to stop and drop his weapon

The male, upon seeing the officers immediately surrendered without further incident and was quickly secured by the of ficers

The officers went to render first aid to the victim, when they noticed that he had suffered a gunshot wound to the head Shortly after, the Officers discovered that there was an additional male shot in a restaurant on the same block. This male also suffered gunshot wounds to the head and body Unfortunately, due to the severity of their injuries, medics pronounced both males dead at the scene Subsequently, the defendant was arrested and transported to the homicide unit and all evidence was recovered by the investigators. Excellent Job

12TH DISTRICT

On April 30th, Officer Lemos responded to a fight on the highway and a report of a stabbing and shooting in the 2000 block of Bonnaffon Street. Upon arrival the officer was app r o a c h e d b y a c o m p l a i n a n t wh o i n f o r m e d t h e m s h e wa s shot by a male on the block The officer found a spent shell casing at the location and began to secure the front of the property

Officer Navedo, arrived and took a position in the rear of the property While in the rear, a 2nd floor window opened, and a female called out “BABE” At which time, a male that had been hiding in a yard next door popped his head up and began to move to the rear door of the property The male ignored the police command to stop and proceeded to go into the property. On March 13th, Officer Owens responded to the 7200 block of Ditman St. for a suicidal male. The male was reportedly locked inside the bathroom with a knife threatening to kill himself. Upon arrival the information received was confirmed by a relative. The 17 yrs old male had previously attempted suicide was recently released from the hospital Without hesitation, Officer Owens went inside the home and f o u n d a y o u n g m a n s i t t i n g o n t h e b a t h r o o m f l o o r wi t h a 10inch long kitchen knife on his wrist. Officer Owens began talking to the young man, opening up a line of conversation, after a few minutes he was able to convince the young man to discard the knife into the tub. Officer Owens quickly se cured him and him transported to Children’s Crisis Center for treatment.

On July 10th, Officers Martin and Tees responded to a radio call for a female who committed suicide. Upon arrival officers were met by a male who was screaming his wife was dead inside. The officers went into the home and found a female l a y i n g o n t h e k i t c h e n f l o o r u n r e s p o n s i v e T h e o ff i c e r s checked for a pulse but could not feel one. However, they heard agonal gasp and observed vomit next to the female. The officers turned the female onto her side, cleared the airway of all obstructions and immediately started 2 person CPR in hopes that she would continue breathing They con tinued this for approximately 3 to 5 minutes until medics arr i v e d . M e d i c s a r r i v e d a n d t r a n s p o r t e d t h e f e m a l e t o t h e hospital where she received acute life saving measures by the attending doctor. The Doctor stated the Officer ’s imme diate actions of CPR, helped preserve the life of the patient until medics arrived. Outstanding Job!

On October 10th , Officers LaBoy and Henry were patrolling in the area of 3000 Dickinson Street, a high crime area with an extensive history of gun violence. They observed a 2000 Ford Explorer with heavy tint circling the block several times Armed with information from the Criminal Intelligence Unit that a retaliatory shooting may take place in the 17th District this vehicle caught their attention

The Officers decided to stopp the vehicle to conduct an investigation As they were approaching the vehicle they could see the vehicle was moving in a rocking motion left to right, an indicator that this was more than the ordinary movement o f h a n d s t o r e t r i e v e p a p e r wo r k A s t h e y g o t c l o s e r, t h e y could see was the rear driver-side passenger shoulders lower down, indicating to them something was afoot. When t h e y a p p r o a c h e d t h e v e h i c l e , t h e y o b s e r v e d a t o t a l o f 4 males inside, three of whom remained relatively calm. The Officers attention was drawn to the driver side rear pas senger. He was wide eyed, staring straight ahead, breathing heavy and sweating. Alert to the demeanour of this male along with their prior observations as they were approaching the vehicle, the officers asked the male to exit the vehicle. After obtaining consent from the operator a visual safety frisk of the immediate area where the male was sitting resulted in the recovery of a firearm in the rear passenger side cup holder area

Due to the positioning of the gun and its proximity to the male it was apparent that only he could have placed it there The male was arrested for VUFA violations. Further investigation revealed more than one of the occupants in the ve hicle had been arrested for previous firearm violations Due to their keen observation skills the officers more than likely prevented a shooting incident from occurring

19TH DISTRICT

P/O Bently Woods

On December 31st, Officer Woods was patrolling in the area of 1200 S. 53rd Street when he observed a silver Nissan Al tima traveling northbound on the 1300 block of south 53rd wi t h n o h e a d l i g h t s o n . A s t h e o ff i c e r t u r n e d h i s v e h i c l e around activating his lights and siren initiating a traffic stop, the operator of the vehicle immediately exited the vehicle and fled on foot.

With Officer Woods in pursuit, the operator of the vehicle fell. Officer Woods then observed him pulling out a silver handgun as he was getting up off the ground The male pointed the handgun at officer Woods and continued to flee Approximately a half a block away, Officer Woods caught up with male, pushing him to the ground causing him to drop the firearm.

Upon the arrival of back up the male was taken into custody. Recovered from the male who did not have a permit to carry was a 9mm Keltec loaded with six live rounds. This was dangerous situation which quickly escalated to a potentiality deadly situation. This Officer did not give up! He fought a good fight and was able to get a gun off the streets of Philadelphia!

With no resistance the offender complied The officers were able to arrest him into custody without incident. Recovered from the offender was a 9mm firearm loaded with 13 live rounds and all the belongings taken from the complainant during the robbery. The offender was positively identified by the complaintant

On August 1st, Officer Haberle responded to a report of an explosion at 3028 N. 8th Street. The radio call gave a de scription of a male in a black hooded sweatshirt who just lit multiple vehicles on fire. While surveying Officer Haberle observed a male fitting the description carrying a gas can and crouching behind a parked vehicle The officer observed the suspect discard the gas can and drop a metal object to the ground As the male walked away he was stopped and detained by Officer Haberle. When he returned to the area where he observed the offender drop the items the officer r e c o v e r e d a m a s k , g l o v e s , t h e g a s c a n , a n d a l o a d e d Walther PPX handgun. The fire marshal responded to the scene and declared the car fire an arson All evidence was taken for processing including the handgun which was later revealed to be stolen. Excellent work Officer!

Through the thick black smoke, the officers made their way to the 2nd floor where they could hear screaming The offi cers kicked down a bedroom door and rescued a male victim. The officers were able to carry the male to safety. After exiting the burning house, the officers were all treated for smoke inhalation. Without hesitation, these officers put themselves into harm’s way and were able to save a man’s life.

On July 2nd Officer Seda responded to a radio call in the Short Term Parking Garage for a male down on the highway Upon arrival P/O Seda observed an elderly male hanging p a r t i a l l y o u t o f t h e d r i v e r ’s s i d e o f a v e h i c l e . P / O S e d a q u i c k l y d e t e r m i n e d t h e m a l e h a d n o p u l s e n o r wa s h e breathing. The officer requested assistance from fire rescue as he placed the male on the ground and began to admin ister CPR.

P / O Hi n d e r l i t e r wh o wa s wo r k i n g i n t h e a r e a q u i c k l y r e sponded with an AED unit and immediately attached the de vice. P/O Seda continued to perform chest compressions until he was nearly exhausted The officers switched posi tions after the AED advised that a shock was necessary. While awaiting the arrival of medical personnel the AED ad ministered approximately five shocks and both officers con tinued CPR protocol until the medics arrived on location and

Ta k e n i n t h e r o b b e r y we r e a c e l l p h o n e a n d a vehicle The vehicle was entered into the system in stolen status. A day later 26th District Officers located the vehicle and 3 males that fit the description of the robbers Recov ered from one of the males was a key fob for a Jeep. Detectives Rossiter and Smith responded to the location and r e c o v e r e d t h e v e h i c l e T h e y a l s o s u r v e y e d t h e a r e a f o r video footage and witnesses. The three males were also suspects in another robbery that occurred on the 1300 block of N. Marshall St. The detectives noticed the males were wearing the same clothes as the Marshall St. robbery. Det Rossiter contacted a complainant of robbery that took place on the 900 block of N. Marshall St. The complainant informed the detective that her 2018 Jeep had been taken in the robbery. The vehicle had been totaled and sent to a salvage yard in York Haven, PA. The detectives took the key fob they recovered to York Haven to see if the fob would start the vehicle, and it did! The detectives took video of the key fob working on the vehicle, which closed out another robbery. Through their thorough and meticulous investigation, these detectives closed out multiple robberies and put three crim inals behind bars.

On June 21st Detectives Keppol and Palumbo responded to the area of 2900 Ogden Street and Hahnemann Hospital for a founded robbery and shooting of a cab driver From information gathered by the detectives, they were looking for two males responsible for the robbery and shooting Taken in the robbery was a wallet and cell phone. Detectives found a witness that corroborated the witness’ story. The witness described the males as fleeing in a gray vehicle with heavy front end damage.

T h e d e t e c t i v e s l e a r n e d a s h o r t t i m e l a t e r t h a t t h e c o m plainant’s credit card was used at a grocery store. Video was retrieved from the store showing 2 males that matched the description from the robbery After reviewing footage, one of the males was shown selling a cell phone to an em ployee as the other male used the complainant’s credit card at the ATM. This video was shown to the complainant and witness who positively identified both males.

On June 27th Detectives Keppol and Palumbo went back to the store to speak with the employee who had bought the cell phone While they were in the area, they observed a g r a y v e h i c l e wi t h f r o n t e n d d a m a g e . T h e v e h i c l e wa s stopped. The vehicle was held for a warrant. Later, the cell phone that was stolen in the robbery was recovered from the store employee.

All witnesses positively identified the males, and they were arrested for their crimes. One of the males gave a full confession.

Through their dedication and hard work, these detectives were able to use their investigative skills to bring the suspects to justice Great Job!

On June 26th police were called to a residence for a male threatening suicide with a gun Responding police officers declared a barricade and SWAT was notified. SWAT quickly assembled a negotiation arrest team. They took a position of cover near the open door of the property i n a n a t t e m p t t o e s t a b l i s h c o m m u n i c a t i o n wi t h t h e m a l e . Swat officers observed the male inside the residence hold ing a gun to his head. Realizing the severity and mental state of the man, they did not want to escalate the situation. So they decided not rush into the residence Officers Cassidy and Stephan began to negotiate with the male After approximately 40 minutes, they convinced the male to put the gun down. Seeing an opportunity, rear containment officers were able to enter the home while the male was distracted by the negotiating officers The Rear con tainment Officers Rechner and Rivera were able to stealthily position themselves between the man and where he laid the gun at. Once the rear team engaged the male, front containment officers entered the residence and helped de tain the man

Due to the alertness and tactical training of these officers an armed suicidal male was disarmed and taken into cus tody without injury. He was transported to a mental health facility for treatment. The officers showed diligence, patience, and professional ism. Great job officers!

of 1300 Victoria St The officers conducted a vehicle stop of the only car in the area occupied by two males. Inside the vehicle was a plastic bag containing assorted cigarettes and a large sum of money The officers could hear the complainants phone pinging from the car. The males were taken into custody without incident and the vehicle was held for a search warrant.

The complainants’ purse, cell phones, and money were re covered from the vehicle Additionally, gloves and ski masks were recovered.

Due to the officer ’s quick response and diligence, the per petrators were taken off the streets and all items were recovered for the complainants.

When you enroll in Medicare it is important that LEHB receives a copy of your Medicare Card so that we can properly coordinate your benefits If you enroll in Medicare when you are turning 65 and are still actively working, Medicare will be your secondary insurance and LEHB will be primary If y o u h a v e M e d i c a r e a n d a r e n o l o n g i n g a c t i v e l y wo r k i n g , Medicare is your primary insurance and LEHB is secondary You should always show both cards when receiving services after you retire. DIVINE INTERVENTION TIMES

P/O Jack Bowen was shot in a bar hold up on March 24TH 1975 at 15TH Mellon ST. fast forward 36 years to Monday, January 31ST 2011. Now retired P/O Jack Bowen walks into St. Luke’s Urgent Care in Jim Thorpe Pa., retired Philadelphia P/O Charles “Chip” Burnett is sitting in the wait ing room and observes now retired Philadel phia P/O Jack Bowen walk into the waiting room with his wife, Jack is wearing a Phillies baseball cap which gets his attention. The two men strike up a conversation regarding the Phillies. Then Jack’s wife points out that Burnett is wearing a P/O Daniel Faulkner pin on his cap. (P/O Daniel Faulkner was shot and killed in line of duty on December 9th 1981). Jack Burnett asks Charles “Chip” Burnett what was his relationship to Danny Faulkner. Burnett responds he is a retired Philadelphia Police Officer, Bowen re sponds so am I, Bowen asks where he worked and he responds the 6th district and Bowen responds I worked in the 9th.

Burnett trying to determine if there paths had ever crossed asked when he retired, Bowen responds “1975 I got shot and re tired.” Burnett asks “where did the shooting happen, Bowen responds, at a bar 15th and Mellon Streets. Chip asks “What’s your name he responds Jack Bowen, Chip filled with excitement “I’m Chip Burnett the guy that dragged you out of the bar after you got shot!” Bowen filled with emotion has to go outside the building to compose himself, as all the other people in the waiting room are glued to the conversation.

The two had never formally met, other than divine intervention the night of the shooting they had no contact. The meeting shocked both men and everyone else in the waiting room.

P/O Jack Bowen recalls the job, the

radio call was for three suspicious males at the bar and P/O Jack Bowen responded, “I took two steps in, and the shooter lowered the shotgun as soon as I cleared the door it took my legs out from under me. I went down onto the floor. I was lying on the floor, completely conscious of everything that was going on around me. I watched as he raised the shot gun a second time and shot me in the other hip as I fired my service revolver”. The shooter was hit and went down to the floor, shot gun still in his hands. P/O Charles Chip Burnett a rookie at the time, was a few blocks from the call he arrived and realized he had to get Jack out of there before he bled to death. He recalls “I knew there were three bad guys in there with guns and Jack needed help. I kind of crawled in, the first thing I did was look at the cigarette machine. There was the guy lying down on the ground, eyes wide open with the shot gun.” The rookie officer began pulling on the legs of the down officer pulling him out of the line of fire, out of the bar onto a waiting stretcher on the sidewalk.

P/O Jack Bowen spent three months in the hospital, the shotgun blast caused him to lose one third of his intestines and sev ered his sciatic nerve. He returned limited duty for a year and was then retired on a service connected disability

The rest of the story was both men re tired to the Poconos and as a result of the second divine intervention in 2011, 36 years after their first divine intervention, the two men have become great friends As Jack and Maryann Bowen’s son Derrick describes the divine intervention if P/O Charles “‘Chip” Burnett had not saved his father P/O Jack Bowen life on March 24th 1975 he would never have been born. A great story with a very happy ending.

"Never Let Them Walk Alone"

Well, here we are the start of another sea son from 2022 with another season a memory.

The Auxiliary was fortunate to have some additional new members since our last edi tion. I am fortunate to be given the opportu nity to visit with the new class of recruits on their first day at the Police Academy, to wel come them to the Blue Family as they embark on their Law Enforcement career. Some of our new members were family members from the last 2 classes 395 and 396 we have a grand mom, couple of wives, cousin, friends all a nice addition to our group.

National, Thank a Cop Day, is the 3rd Sat urday in September each year. While we are thankful for our Police Officers every day this is one day set aside for the nation to say “Thank You” as a whole. Over the weekend of September 17th our members were out and about delivering bags of goodies including some crackers, snacks, packs of gum and life savers for our officers to enjoy, and know we appreciate them. Our members once again stepped up and completed the deliveries to en sure all districts received these goodies. Spe cial thanks to Kristie Samarco and Erin Brosious for coming up with a nice label and arranging all the deliveries, nice job.

This is a busy time for our members as we are into the final count down for the Designer Bingo which is once again a sellout. On Sun day 10 2 22 you will have 300 supporters playing 12 games of bingo hoping to win that coveted designer bag. We are so fortunate and blessed to have such a following and once again have yet another sold out event. I

would be remiss if I did not mention the in crease in Sponsors we had this year, which helps defray some of the cost to run such a successful event

Once again, this year, our members will be helping The Philadelphia Police Foundation with their annual Run for the Blue event, over the weekend of 10 21 22 and the actual event day of 10 23 22. Our members love to help with this event as we get to meet and greet so many officers and police supporters who give their time to show their support. The Foundation asked for volunteers and our members filled the times of need in minutes. As their President, it makes me feel good with their willingness to volunteer.

When these events are over, we will rest up and continue with our monthly meetings while planning to host the Gift Wrapping events in the Fop 7c lounge. FOP members are invited to come to the Fop 7c lounge for a nice meal, drop off their Hanukkah or Christ mas gifts to our members and we will wrap the items while you sit and enjoy a drink and meal in peace. The wrapping is free as a bonus for coming out to the 7C lounge. The dates have not been determined as of printing but please check the FOP website or the Aux iliary web site for more details.

Well, that about sums up our next few months. We hope that our Police Officers stay safe on the streets while protecting us. May St Michael the Archangel Protect every office on their tour of duty.

Joe was married to Patricia Getty, Lt. Retired for 24 years. He has 2 daughters from a previous mar riage, 5 grand children & one great grand, whom all loved their pop pop. Joe was a 32 Degree Mason and Shriner.

As a P/O, Joe was assigned to the 6th & AID Promoted to Corp , radio then the 25th Detective was a trip upstairs to EDD, then Homicide. Sgt saw him in the 15th, then 16th. Another round in East as Lt, then back to homicide.

Upon his retirement from PPD, Joe was the executive director of the Pa Masonic Foundation for Chil dren. They provided funding for the D.A.R. E. training across the state of Pa.

Robert William Murdoch, Jr, died on May 19, 2022, at the age of 81, in St Petersburg, Fl He was born in Philadelphia, PA, son of Helen Coady and Robert Wiliiam Murdoch, Sr. He attended Catholic schools from elementary through high school, and attended Temple University in Philadelphia He was a Police Officer with the Philadelphia Police Department for 21 years, on the Highway Patrol and worked with the Attorney General’s Office for motorcycle gangs.

“Bob” retired to Florida in 1992 and became a retail manager of two Scotty’s Home Improvement Stores, then two Black & Decker outlet stores, one in Ellenton, FL and one in Commerce, GA, and then as sales associate for Woodcraft, in Clearwa ter, FL

“Bob” was a 32nd Degree Mason, Shriner, Stephen Minister,

class instructor for Woodcraft, a member and former officer of the Blue Knights Law Enforcement International Motorcycle Club, and a volunteer with Habitat for Humanity and with the First Presbyterian Church, Cleveland, GA. He had a love of music, attended Woodstock, was a regular on American Bandstand, worked Security and was an extra in a Rocky movie as a Police Officer. He was a member of the Pass a Grille Beach Community Church (UCC), St. Pete Beach, FL, then First Presbyterian Church, Cleveland, GA, Presbyterian Men, and was a handyman around home and in his church. His hobbies in cluded woodworking, wood turning, remodeling and building.

He is survived by his life partner of 24 years, Millicent “Penny” Mur doch, and a brother, Donald Mur doch (Sherlynn), Oakford, PA. He has three children, Roger Alan Mur doch Thomson, FL; Elizabeth Ann Kalish (Joseph), GA; Robert W Murdoch, III (Sandy), IN; and two step daughters Kimberly Ciriello (David), GA; and Michelle McBride (James), FL. He has eight grandchil dren, Crystal Davis, GA; Sellina, Roger, Kayla and Felicity, IN; Thomas “TC” Ciriello and Zachary Ciriello, GA; and Greyson McBride, FL. He also has fourteen great grandchildren in IN; a niece, Holly Hamilton and two nephews, Donald Murdoch, Jr , and Brian Murdoch, in PA; and a grand daughter in love to be, Holleigh Bohannan, FL.

Salvatore "Sal" Scarpato passed away unexpectedly on Sunday, June 12, 2022 Upon his discharge from the United States Army, Sal em barked on a memorable career in law enforcement Sal was a dedicated twenty eight year veteran of the Philadelphia Police Department serving in the 1st District, the 12th District and the Narcotics Filed Unit before retiring from the department in 1996 But his dedication to serv ice didn't end there. Immediately upon retirement from the police de partment, Sal took a position as an officer at the United States Mint where he served until his retirement in 2010 His devotion to duty was only exceeded by his devotion to his loving wife Rita. And it was that de votion to his wife that ultimately hastened his retirement from law en forcement. His wife died in 2015.

Sal was not only one of the most unique cops that I ever met, but one of the most unique individuals as well His knowledge of drug work was nearly encyclopedic. The way that he commanded respect from not only his peers, but from his supervi sors, district attorneys and even pri vate attorneys was inspiring to so many of us who were fortunate enough to have worked with him. And then there was his personality. He possessed a biting and acerbic wit that produced some of the quick est one liners and retorts that anyone ever heard before or are likely to ever witness again. They were so brilliant and so fast that they left one,

often the person on the receiving end, in sheer and utter wonder as to just how he was able to do it. And no one, regardless of rank, sex or race was immune from those verbal barbs. In short, you knew that he was coming for you sooner or later You just never knew when, exactly, that would be. And as if all of that weren't enough, he possessed an endless curiosity about all things re lating to the history of the United States And while he never pursued a collegiate academic career, he nev ertheless possessed a knowledge of both history and life in general that rivaled, and often exceeded, any thing that could be learned in the finest of universities

Sal left an indelible mark on the careers of so many officers, both rookies and veterans, everywhere that he worked. I know that he left one on mine when we worked to gether in the Narcotics Unit more than thirty years ago. He was a friend, a teacher and, in my case in particular, a protector If there were a Mount Rushmore for narcotics cops, Sal would certainly be a part of it And if there were a Cooperstown or a Canton for that very same thing, Sal would unquestionably have been enshrined in his first year of eligibil ity.

I know that I speak for so many when I say that both my personal life and my professional life were made better because of Sal. Sal all of us in the "Narcotics Filed Unit First Tuesday Dinosaur Club" will miss seeing you at our monthly lunches at the FOP as well as our frequent get togethers at Chickie's and Pete's. We will all miss your stories. The stories that were told over and over again And, despite that, they only seemed to get funnier each time they were told We will all miss your passion and love for the Phillies. Your knowledge and love of baseball was

equal to your love of history But, even more so, we will miss the bond that each of us shared with you. A bond that is like a metal that was forged in the fire of our collective experiences in this profession. But, unlike some metals, it is truly un breakable. Sal understood that better than anyone. That bond is the yoke that joins all of us together in this profession and that is both the promise and the pledge to always do the right thing, to always faithfully enforce the law and, above all, to al ways make certain that each of us fulfills the first rule of law enforce ment "Make sure when your shift is over, you go home alive." You did that for me And for so many others as well.

Godspeed, my friend and rest easy The duties of your next assign ment include watching over us who are still fighting the war of good ver sus evil And to help heal those of us who are, for better or worse, still dealing with the aftereffects of that same war

David Baker of

the Philadelphia Homicide Division (retired) passed away on Wednesday, July 20, 2022 at the age of 74 He had been fighting a health issue for the last several years.

Dave entered the Police Acad emy on Valentine's Day of 1977 and upon graduation was assigned to the 14th District on June 22, 1977 He worked in uniform in the 14th Dis trict for ten years and was also as

signed to the plainclothes burglary detail.

Dave was promoted to Detective on September 21, 1987, badge 612, and was assigned to West Detectives at 55th and Pine streets. Dave worked at West for several years and was then assigned to the Homicide Division where he subsequently re tired from the Police Department on October 1, 2012.

Dave worked nUrnerous investi gations while in the Homicide Divi sion and worked with many partners as he moved from squad to squad. I worked with Dave while we worked steady last out in 2010. It was a very busy year but Dave enjoyed working to solve even the most complex cases. Dave was a grumpy guy whose bark was worse than his bite. Dave always spoke his mind and was quite blunt. While he could be called a curmudgeon, he was tena cious in every investigation assigned to him and often brought them to a successful conclusion.

While working Special Investi gations in the Homicide Division with his partner Julie Hill both De tectives were featured in a French Film Documentary "Shooting on Mole Street" years before the pop ular “The First 48" TV show in America.

Dave's devoted himself to his son, Mark, who entered Dave's life at a late age. Dave's demeanor would change in an instant as soon as his son's name was mentioned and he would break into a rare smile.

Dave's commitment to the Homicide investigations that he worked was only surpassed by his commitment and love for his son.

Dave will be missed by all the members of the Homicide Division.
