As I delve into the captivating journey of Shri Madhukar Zende, whose ties with Goa run deep, my f o c u s e x t e n d s b e y o n d h i s monumental capture of the notorious criminal Charles Sobhraj. What strikes me is the stark discrepancy in media coverage, where the relentless dedication and tireless pursuit of individuals like Mr Zende often remain o v e r s h a d o w e d b y t h e sensationalism surrounding criminals.
Hailing from Mumbai, Mr. Zende embarked on a mission to apprehend Charles when his whereabouts were shrouded in mystery. While teams scoured major cities at his behest, it was Mr. Zende's unwavering determination that led him to the sun-kissed shores of Goa. Listening to his account, one can't help but marvel at the meticulous planning and c a l c u l a t e d s t r a t e g y t h a t underpinned this historic capture. It's intriguing to ponder the twists of fate that determined Mr. Zende as the protagonist in this saga. Amidst the various teams deployed across the country, destiny seemed to have ordained his pivotal role. In 1971, he made history by capturing Charles for the first time in India. Then, almost fifteen years later, lightning struck twice as Mr. Zende once again intercepted Charles, this time on the serene beaches of Goa in 1986.
In the narrative of this extraordinary pursuit, Mr Zende emerges not just as a law enforcement officer, but as a symbol of perseverance and unwavering commitment to justice. His story serves as a testament to the unsung heroes whose relentless efforts shape the course of history, even if their names often fade into the background amidst the glare of sensational headlines.

As Mr. Zende recounted his gripping tale, it became abundantly clear that here was a saga that demanded to be shared with the masses. In a world where Charles roamed freely, evading even the clutches of Interpol with his razor-sharp intellect, Mr. Zende emerged as his unexpected nemesis on Indian soil a match C h a r l e s c o u l d n e v e r h a v e anticipated.
In that moment, I resolved to bring this remarkable story to light, recognizing the inherent valor and selflessness embedded within Mr. Zende's actions. His unwavering dedication to his duty, his fearless pursuit of justice, all underscored the profound impact one individual can have on society.

Zende's journey in the Indian Police Force commenced in the year 1959 and posttraining he was posted to Mumbai Police as PSI (Police Sub Inspector) laying the foundation for an illustrious career Through relentless determination and tireless diligence, he ascended the ranks to become Assistant Commissioner of Police in Mumbai. Madhukar Zende's connection to Goa was solidified on the day he apprehended the notorious Bikini Killer, Charles Sobhraj, at the renowned restaurant "O Quoquiro" nestled in Porvorim, North Goa. Reflecting on this pivotal moment, Zende reminisced about his earlier encounter with Sobhraj back in 1971, in the bustling Fort area of South
Mumbai It was there that Sobhraj's grand scheme of a major robbery was thwarted, laying the groundwork for his eventual capture.
"The arrest of Charles Sobhraj in 1971 is the culmination of a n o t h e r t a l e , " Z e n d e recounted. According to him, the arrest stemmed from the apprehension of a minor offender named "Ajay Modi, a petty criminal, committed theft within his own home, prompting his mother to seek justice," Zende elaborated.
continued, "One fateful day, as Ajay roamed the Chowpaty Area, he encountered a group of foreigners, seizing the opportunity to solicit illicit work for monetary gain Unbeknownst to Ajay, among this group lurked Charles Sobhraj, a fugitive sought in multiple countries, with India serving as a new frontier for his criminal exploits."
Zende revealed, "It later came to light that Sobhraj had nefarious intentions, including a planned dacoity at the Air
"While we initially extended leniency and granted him a second chance under the provision of the law, allowing him to reform, his criminal tendencies persisted, leading to continued petty theft."
Zende elucidated, "The intriguing twist unfolds when freeing Ajay was an act of compassion, aimed at offering him redemption. However, his persistent criminal activities inadvertently aided in the capture of one of India's most sought-after criminals." He

Overwhelmed by fear, Ajay made a daring escape, absconding with two Revolvers. Selling one for a substantial sum of five t h o u s a n d r u p e e s , A j a y embarked on a new venture—a modest cigarette shop a testament to the considerable value of his earnings during that era.
Madhukar Zende interjected, highlighting the pivotal twist in the narrative: "The tale took an unexpected turn when Ajay attempted to sell the second r e v o l v e r t o a l o c a l businessman in Mumbai. In a tragic turn of events, while demonstrating the weapon's f u n c t i o n a l i t y , A j a y inadvertently discharged a bullet into the chest of the businessman, who collapsed upon impact. Believing the man to be dead, Ajay sought my mercy, unraveling the entirety of the story in his plea for clemency.”

The involvement of Charles Sobhraj prompted the railway police to contact Director General of Police Mr. Jog, who immediately recognized the significance of Zende's expertise in the matter. Zende recalled, "When summoned by the DGP, apprehension gripped me, fearing I had erred somehow. To my relief, I was entrusted with the Charles Sobhraj case." Drawing from his extensive experience, Zende outlined Sobhraj's penchant for luxury accommodations, advocating for a multi-pronged approach to track his movements across various states.
With the railway detainee's account providing vital leads to locations like Baroda, Ahmedabad, Mumbai, and
Alibaug, Zende and his team split into five units, each scouring different regions. Zende himself headed to Goa, armed with the knowledge that Sobhraj's wife resided in America and he may attempt to contact her via trunk calls. Setting up base initially at Fort Aguada in Candolim, then later relocating to Calangute, Zende's team tirelessly combed the state for any sign of Sobhraj. Their breakthrough came during a chance encounter at a motorcycle stand, where a p e r c e p t i v e y o u n g m a n dismissed Zende's ruse of searching for a 'brother' who absconded with a foreigner's motorcycle Zende realized that this interaction confirmed Sobhraj's presence in Goa, with the only task remaining being to locate the telephone booth from which he would likely contact his wife in the USA.
Amidst the pursuit of locating a venue for making calls to the USA, Mr. Madhukar found himself guided to GPO, where he was advised to head to O Coqueiro, a favored haunt among foreigners for leisure a n d c o m m u n i c a t i o n amenities, including trunk call bookings. Armed with this insight, we traversed the state by day, homing in on O Coqueiro as dusk descended. In those days, O Coqueiro exuded a rustic charm, akin to a shack, yet precisely the m i l i e u s o u g h t a f t e r b y foreigners.
The pivotal moment arrived on April 6th, 1986, when Zende, then a senior inspector at Mumbai's Agripada police station, orchestrated the arrest of the elusive French serial killer, Charles Sobhraj, for the second time in his notorious career "I recall
vividly," reminisces Zende, "that evening coincided with a riveting India-Pakistan hockey match, captivating the nation's attention Sensing S o b h r a j ' s p r e s e n c e , I requisitioned additional manpower, assembling eight officers incognito within the vicinity, poised for action."
Zende's intuition proved astute as a white Fiat halted abruptly nearby, disgorging two figures. Despite Sobhraj's altered appearance over the years, Zende's trained eye discerned his quarry. "Seated inconspicuously, I formulated a p l a n , t r a n s c r i b i n g i t discreetly for my colleagues. With precision, we sprang into action."
However, a hiccup ensued when the cab driver, sensing trouble, grew agitated. Undeterred, Zende seized the moment, confronting Sobhraj d i r e c t l y " W i t h s w i f t decisiveness, I identified myself, halting his escape in its tracks. With Charles in custody after years of pursuit, I p r o m p t l y a l e r t e d t h e commissioner of police, marking the endgame in our relentless pursuit."

"GSIDC has undertaken projects such as the Yoga Setu, Promenade, and the Gyan Setu as part of our involvement in the Smart City initiative," he stated. dates "Currently, we are focused on the District and Sessions Court in Merces, which is nearing its final stages and is slated for completion by May 10, 2024," he stated. "Additionally, construction of the Fire Station Building is in progress, with civil work already completed and furniture installation underway. This too i s e x p e c t e d t o b e commissioned by the end of May this year."
He continued, "Other projects in the pipeline include the Fire S t a t i o n i n Va l p o i , t h e Panchayat Building in Mayem, and another project in Valpoi. Numerous endeavors are progressing steadily towards completion. Among the major undertakings is the Ravindra Bhavan in Canacona, set to be finalized by May 2024, along with the renovation and construction of the second phase of Ravindra Bhavan in Curchorem."

In a departure from mere rhetoric, Chief Minister Pramod Sawant's commitment to tangible action is evident as Goa Energy Development Agency (GEDA), under his astute leadership, has inked a groundbreaking memorandum of understanding (MoU) with MAHAPREIT (Mahatma Phule R e n e w a b l e E n e r g y a n d Infrastructure Technology Limited), a subsidiary of the Mahatma Phule Backward C l a s s D e v e l o p m e n t Corporation (MPBCDC) of the Government of Maharashtra. infrastructure (EVCI) across Goa.
Speaking at the MoU signing ceremony, Chief Minister Sawant emphasized, "This initiative marks a pivotal step t o w a r d s p r o m o t i n g sustainable energy practices within Goa's MSME sector."
Under the terms of the MoU, GEDA will play a pivotal role in identifying suitable project sites and securing necessary state regulatory approvals, while MAHAPREIT will conduct comprehensive assessments and feasibility studies for various projects, including the establishment of electric v e h i c l e c h a r g i n g infrastructure and solar pumps.

Graduating with distinction from Goa University, he embarked on a journey of scholarly pursuit, culminating in an M.Phil. in History, where his focus delved deep into the
Pre-Portuguese Era. His teaching career at Dhempe College began swiftly after, a fulfilling endeavor that has spanned o v e r t h r e e d e c a d e s Sakhardande's passion for history radiates through his words as he reflects on the joy and fulfillment he finds in imparting knowledge to his students.
But it was not just within the confines of the classroom where Sakhardande's impact was felt. His foray into social activism was sparked during an NSS Camp Delegation in 1995, where he was exposed to the pressing societal issues of t h e t i m e T h i s p i v o t a l experience ignited a fire within him to advocate for change and preservation.
From the Insaaf Conference in 1996 to his involvement in the Mhadai Bachao Abhiyaan in 1 9 9 7 , S a k h a r d a n d e ' s commitment to safeguarding Goa's environmental heritage became increasingly evident. Inspired by the teachings of Gandhi, he led his students on educational heritage walks, instilling in them a deep appreciation for the historical treasures that surrounded them.

Lindolf, a 22-year-old serial entrepreneur, embarked on his journey in the financial sector as a partner. However, he s w i f t l y t r a n s i t i o n e d t o establishing his own brand alongside a close friend Eventually, he assumed the role of super stockist for an Ice Pops brand, partnering with a n o t h e r f r i e n d , J e r v i s Braganza. By June 2023, Lindolf, along with two companions, founded a marketing company named
"Marketing on a Menu." The Incredible Goa team had the privilege of sitting down with Lindolf to delve into his entrepreneurial odyssey. Here are some highlights from the interview.
W h e n d i s c u s s i n g h i s background, Lindolf shared t h a t h e c o m p l e t e d h i s preliminary studies at Rosary High School in Miramar and p u r s u e d h i s s e c o n d a r y education at Don Bosco Panaji. "I was born and raised
in Santa Cruz. A f t e r completing my s e c o n d a r y education at Don Bosco, I attended St X a v i e r ' s i n Mapusa for my graduation," he explained. During his final y e a r s i n c o l l e g e , L i n d o l f ventured into the financial s e r v i c e s sector, joining LA Fincorp as a P a r t n e r However, his tenure with LA Fincorp was short-lived as h e s o o n embarked on a new venture with his friend E l v i s P i n t o , establishing a f u r n i t u r e brand named "Mestavat." Later, he took on the role of super stockist for Goa for ' S k i p p i ' i c e p o p s i n collaboration with Jervis Braganza. Reflecting on the past three years, Lindolf noted that through observing various brands in Goa and engaging with industry professionals, he identified a gap in the marketing sector Alongside Amit Sahu, Elvis Pinto, and Karen Pinto, they founded
"Marketing on a Menu" in July 2023 to address this gap.
"At Marketing on a Menu, our goal is to collaborate with v i s i o n a r y b r a n d s a n d dedicated brand owners who are committed to building their brand We understand that some brand owners may have limited budgets, but we believe that shouldn't prevent them from accessing quality services due to high fees," Lindolf explained. "Our focus is on partnering with wellestablished brands while ensuring that our services m a i n t a i n h i g h q u a l i t y regardless of the budget constraints."
Lindolf shared that they've achieved this through a hybrid m o d e l , w h i c h i n v o l v e s maintaining a robust in-house team of brand and marketing strategists, supplemented by creators on a project-toproject basis. "We began with a team of four, and today we ' ve expanded to twelve members," he elaborated. "Our team includes four marketing strategists: Aaron Monteiro, Poohar Amonker, Chayne Lobo, and Chris Varela; brand strategist Nathanael de Mello; graphic designer Divya Desai; social m e d i a e x e c u t i v e S t e v e F e r n a n d e s ; a n d i n t e r n K a t h e r i n e M a n u e l Additionally, our four partners play vital roles: Karen Pinto as Advertising Head, Elvis Pinto a s C F O , A m i t S a h u a s Branding Head, and myself as
CEO."
"Like everyone else, we faced our fair share of challenges in the beginning," Lindolf admitted "In the 180 days leading up to our launch, we diligently established our s y s t e m s a n d s t a n d a r d operating procedures while serving 12 clients, including 2 branding projects. Along the way, we made mistakes, but we've also learned invaluable lessons and celebrated significant victories." He continued, reflecting on the prevalent experiences s h a r e d b y m a n y t h e y encountered. "Throughout our journey, we've met numerous i n d i v i d u a l s w h o ' v e h a d negative encounters with agencies, ranging from poor service and lack of creativity to exorbitant bills. These past 6 months have only reinforced my belief that Goa is in need of a firm willing to not only provide services but also act a s a t r u e p a r t n e r t o businesses. It's about fostering a collaborative relationship where it's not 'Client vs Firm,' but rather a unified effort towards mutual success."

This approach has allowed us the luxury of time to recruit top-
tier experts in their respective fields, enabling us to advance our vision effectively.
Reflecting on his journey of learning and understanding the business, Lindolf shared that his inherent interest in the marketing industry made the learning process relatively easy. "Initially, I had access to abundant study materials, and now it's more hands-on due to the experience gained from v a r i o u s p r o j e c t s , " h e explained. "My team is wellequipped with knowledge and expertise, and I constantly

Despite receiving three investment offers, they opted to decline them in favor of organic growth, maintaining control over their pace while staying true to their vision.

Goa Chief Minister Pramod Sawant has revealed that the state government is actively seeking an additional Rs 200 crore for the enhancement of h i g h e r e d u c a t i o n . T h i s announcement comes in the wake of the Union government's recent sanction of Rs 100 crore to elevate Goa University into a multi-
disciplinary education and research university (MERU). CM Sawant disclosed that the state has already presented its proposal before the Union education ministry. While the initial Rs 100 crore has been earmarked for Goa University, efforts are underway to secure an additional Rs 200 crore. These
funds are earmarked for the advancement of government and aided colleges across the state. The Chief Minister, attending an event at Goa University on Tuesday, participated in the digital launch presided over by Prime Minister Narendra Modi, where allocations from the MERU fund were announced for various
universities nationwide under the 'Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA)' initiative. Sawant emphasized that all allocated funds will be directed towards empowering the youth of Goa through skill development, reskilling, and upskilling initiatives.

Under Income Tax, normally every expense which is “accrued” is allowed as a tax-deductible expense, i e irrespective of whether it is paid or not, the expense is allowed in the year in w h i c h t h e i n v o i c e i s dated/received However, there are a set of expenses which are mentioned under Section 43B of the Income Tax Act, which are allowed only on the basis of actual payment.
Amendment to Section 43B
In the Finance Act 2023, the Government added a new clause (h) to Sec. 43B include payments made to Micro Small and Medium E n t e r p r i s e s ( M S M E s ) T h i s amendment is applicable from assessment year 2024-25 i e from Financial year 2023-24.
U n d e r s t a n d i n g r e l e v a n t provisions of MSME Act Firstly, the scope of MSMEs must be understood.
M i c r o , S m a l l a n d M e d i u m Enterprises are defined under the
p u r p o s e s I n t h a t o f f i c e memorandum it was clearly mentioned that the benefit to retail and whole trader MSME shall be restricted only for the purposes of Priority Sector Lending Therefore, in author's view, since the definition of the word enterprises in terms of MSMED Act covers only concerns engaged in the manufacturing or processing or rendering of service, AND due to above office memorandum, traders need not be considered for the purposes of Section 43B(h). A clarification from the Income Tax department on this issue would solve the doubt.
Understanding due dates for payments to MSMEs
Section 15 of the MSMED Act lays down time limits for payment to Micro and Small enterprises, which are explained in example mode as below:
1. If due date of payment already agreed upon between buyer and supplier:
trader, and if payment against its supplies is not made within above timelines, the payment shall be disallowed in that year under Income Tax Act, and it will be allowed only in the year it is paid. If any sum remains payable to such eligible micro or small enterprise at end of the financial year but it is paid in next financial year, but payment happens within the time limit allowed under Section 15 of MSMED Act (as above) then the same will be allowable in the year of incurring the expenditure. For example: A supply received on 20th March 2024, needs to be paid maximum by 4th April 2024 (assuming 15 days as the time limit as above). If such payment is made by 4th April 2024, then the expense is allowed in financial year ended 31 03 2024 itself (since paid within due date) However, if it is paid after 4th April 2024, then the expense will be considered in the year of payment i.e. FY 2024-25.

Further, even though you may trigger above limits, in order to avail of the benefits under the MSMED Act, MSME UDYAM Registration is required.
As per MSMED Act, enterprises means any industrial undertaking or other business concern engaged in the business of manufacturing or production of article listed in the first schedule of Industries (Development and Regulation) Act, 1951 or concern engaged in providing services.

If due date is beyond 45 days from date of receipt of goods and services– Then 45 days will be the due date under MSME Act Thus, it means that, max due date for payment to MSMEs can be 45 days under MSME Act, irrespective of actual agreement. If the due date is shorter, then such shorter due date will apply.
2. If no due date agreed upon between buyer and supplier: - Due date presumed to be 15 from the day of the actual delivery of goods or the rendering of services

In general, jump rope workouts are actually really effective ways to keep fit.
5. 4 MINUTE BURPEE WORKOUTS
Back to a burpee-based workout, this one is as simple as it sounds… as many burpees as you can do in 4 minutes.This is a short and sweet workout, but will be incredibly tough.
Again, this is a scalable workout, so don't rush things. Take your time and make sure you maintain proper burpee technique throughout.
6. CINDY
