PROLOGUE

ith sheer determination and the courage of men from humble beginnings, a throne sits at the center of his dreams, a pedestal that hones the man towards royalty, an apex that wields the power from within. Skies are never limits for the common man’s resolve to follow a dream because the robe and sceptre of a prince beckons in an odyssey of excellence.

Chapter One:

The Ascent to the Throne E

very throne has its succession. Every prince has royal blood running through his vessels. Indeed, only a select few are privileged to be where many people could only dream of attaining. These are the ramifications that only those of an esteemed kinship could fully comprehend. The throne is a prize from which the wielding of power finds its utmost source. It is a well respected pedestal revered by many and feared by a multitude. While it is a reservoir of influence, it, too, can be a wellspring of congeniality and a bastion of humility. Thus, it is, in all aspects, a promise foretold and a most vaunted seat in waiting. The many see it as an empire in progress and its successor, a perfected ruler. Yet, there are those who see it as an altar of worship from which those truly deserving find their rightful place in history, a most sacred venue for which its lawful occupant leaves a lasting legacy. It is said that every prince is born with a silver spoon and in an environment of overwhelming affluence. In sharp contrast, there lived a prince who saw the world in a different light. Compared to the ominous tales of prosperity that surround the lives of royalties, his was a story of labor, of making both ends meet in a Chinese family of modest living, hailing from Laguna. Hardwork, patience and perseverance throughout his collegiate days as a working student at the University of the East, taking a job at the perceived bottom of an

intricate corporate ladder, led him to a trail of knowledge from the school of hardknocks that would eventually bring about a pot of gold at the end of a rainbow. Messengerial duties brought him around every nook and cranny of the corporate sphere where engagements with managers taught him every trick in the book. Hence, an otherwise perceived Pandora’s box became a proverbial coveted treasure that opened the doors of opportunities to the prince in waiting. Throwing caution to the wind, he learned the ropes to his eventual kingdom through his immersion into the jaycee movement. Domingo Ong Roque, Jr., or “Jun” to his friends and colleagues, joined JCI Quezon City Capitol in 1984 as a “Baby Jaycee”. The year after, he was inducted as a regular member of the chapter and became one of the most active JCI members of his generation so much so that despite being only with movement for nine (9) months, he rewrote history by being the quickest member ever to be elected to the highly respected Board of Directors of his chapter, surpassing the record of even his most seasoned contemporaries in the chapter. His re-election to the board in 1987 as Vice President for Programs set the stage for the growing clamor for him to lead the chapter as its local organization president. As tempting as it may be, Jun would forego the lure of the prestige of the presidency to focus his energies 3

to his growing real estate development business. However, a throne destined is a throne revealed. The road to senatorship is often a dream of every jaycee and so too, was it for Jun. Because of his exemplary ways, the reward of being a JCI Senator was bestowed upon him, opening the gates to what would be his finest hour. He was elected Prime Minister of JCI Senate Quezon City Capitol in 2010. Thereafter, he sought higher office in his election as National Director in 2014 under 2014 National President JCI Sen. Jorge Lim. He was reelected the following year under the late 2015 National President JCI Sen. Alipio Fernandez, Jr. The year after, 2016, he was elevated to National Vice President for Metro Manila under 2016 National President JCI Sen. Rogelio “Bicbic” Garcia. After serving as Trustee in the Philippine Jaycee Senate Foundation in 2017, he returned to JCI Senate Philippines as National Director in 2018 before his date with destiny became a much awaited reality. And like a fairytale, the crown prince found the throne which was waiting for him all along, a tomorrow meant to be, unopposed, yet, beaming with humility, exalted, yet, full of fulfillment. Like the edifices he has built, he endeavored to soar high beyond his limits to bring the seal of JCI Senate Philippines closer to the very senators who brought him to where he rightfully belongs. His empire has just begun and his mission beckons.


Chapter Two:

A Reign Beckons

T

he throne is as grandiose as it is, an embodiment of strength and a bulwark of brawn. From its auspices lie the key to the entire archipelago. Indeed a fountain of authority requires a recipe for governance and an entourage of wise intellectuals culled from a kingdom of seasoned men and women of the finest breed. Every prince ascends the throne in the same way every president assumes his office with certain tenets that would define the legacy he would leave at the end of a fruitful term. Certainly, JCI Senate Philippines, is no exception. With an overwhelming mandate from a sea of JCI Senators of the entire Philippine nation, 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr., began brainstorming his theme for the year to which every Philippine Jaycee Senator should live by. While positive change has always been a continuing mantra for Junior Chamber International, the concept can be as broad and as pervading as it can be so much so that the need to define its metes and bounds has become necessary. Hence, the genius in National President Jun has led him to the concepts of Unity, Humility and Integrity, as the theme for JCI Senate Year 2019. Indeed, a concept of a theme is nothing without expression. Visual expression

is certainly the way to go. As such, designing the theme logo was as much a challenge as it was a daunting responsibility of expressing a visual interpretation of the theme that defined National President Jun’s incumbency. As such, the JCI Senate Philippines logo was surrounded with symbolisms of three people joining hands, each with a certain color and each bearing UNITY, HUMILITY and INTEGRITY couched in different colors. INTEGRITY is found on the base of the left hand side, couched in brown color, an earth color, indicating pureness of heart. HUMILITY is found on the base of the right hand side, couched in white color, symbolizing that every JCI Senator should keep his or her feet on the ground despite the lofty stature of a JCI Senator being the highest achievement of any JCI member. UNITY is found on the apex, couched in blue color, the color of coolness which indicates that with cooler heads prevailing, unity can be achieved. The three people-like figures holding hands indicate the bonds of JCI Senate Philippines, working hand in hand because “service to humanity is the best work of life.” The circular style upon which the theme logo is built symbolizes the circle of life. By the way the theme logo has been designed, one can immediately tell that unless every JCI Senator of this nation is anchored on integrity and humility, 4

unity can never be achieved. National President Jun Roque’s answer is loud and clear. Positive change can only be achieved with a united JCI Senate Philippines whose humility and integrity have made them the quintessential JCI Senators every JCI member aspires to emulate. Setting the direction upon which to rule JCI Senate Philippines nation, he began sifting the chaff from the grain with much discernment. Emanating from a strong JCI Senate Chapter, he was no stranger to finding the cream of the crop from among his peers, knowing fully well that as JCI Senators, only the best is expected. His National Board was a dream team he could only find in his wildest dreams, whimsical yet in every inch, born leaders in their own rights. The following comprised a much sought after body:

While wielding the power of the throne is such sweet heaven, it is not without its crevices where wisdom is of the essence and where past rulers find significance and experiences in the most crucial of moments bring about a most sound decision acceptable to everyone. These wise men, who, at one point in their colorful lives, held the sceptre of the very kingdom he now rules have been as vital to his reign as his much coveted throne:

Building a legacy was as much a daunting task as it was a tall mission to accomplish. As a visionary, modesty aside, he was simply not content with maintaining the status quo. As a leader of a prestigious leadership organization, he had a choice to just simply lead and do his best or be different and leave a legacy. Hence, he embarked on a 5

Chapter Three:

Building the Castle A

castle is often reflective of its monarch. Its design and its aura emanate from the way the monarch wields the powers from its ultimate source, the throne which he has inherited from those who had gone before him. The radiance it beams is a manifestation of the true heart of a prince towards his constituents. Much like a man’s house, the respect it deserves is endless and its innate beauty is boundless. While it is revered and admired by many, it exists as symbol of high esteem and not as a citadel of oppression. Its impact is a wellspring of positive change much like the mantra of every jaycee and jaycee senator. The strides of JCI Senate Philippines in the life of a National President’s “one year to lead” genuinely reflects the leader that he is, a man of action whose achievements speak for themselves. With the real estate developer that he has become throughout the years, National President Jun Roque knows only too well what it takes to see an organization of seasoned leaders as vibrant as the spring of their youth in a recent past. Tradition tells us that one is allowed to make mistakes in the JCI movement as leadership is honed from lessons of past. However, the title of JCI Senator being a reward for being an exemplary jaycee, the activities and projects of a JCI Senator, and a JCI Senate President at that demands a more circumspect perspective. The year of Jun Roque’s reign can aptly be described as a year of public awakening, bringing to the consciousness of the Filipino people the recognition JCI Senate Philippines deserves after fifty-one (51) years of existence. While he undertook the leadership of the ordinary course of yearly

activities of the leadership organization with much enthusiasm, his was a JCI Senate Philippines year of service like no other. With the immense help of a strong National Board and an equally strong set of National Committee Chairpersons, Appointed Officers and Presidential Advisers, a daunting task became his crowning glory.

The Joint Induction and Turnover Ceremonies with the Philippine Jaycee Senate Foundation

W

ith the cool breeze of the post Yuletide season still lingering along the shores of picturesque Manila Bay on a quaint Saturday early evening where the most famous sunset had just thrilled the many who have seen its splendor, the Rizal Park Hotel, with its rich history as the former Army Navy Club, regaled its grandeur of old, as it became the perfect backdrop for the changing of the guards at both JCI Senate Philippines and Philippine Jaycee Senate Foundation. Yes, its boutique nature has lured JCI Senators from around the archipelago to witness the beginning of the next 50 years of JCI Senate Philippines and a new leaf in the Philippine Jaycee Senate Foundation. Senators, both men and women, clad in their evening’s best, could not hide their excitement to see a new era unfold. Fresh from the rigors of a First Board Meeting which took place in the afternoon of January 26, 2019, the National Board and the National Committee Chairpersons as well as the Trustees of the Foundation, emerged as fresh as a daisy as they led the Senators from around the 6

country at the registration table of the 2019 Joint Induction Ceremonies of JCI Senate Phiippines and the Philippine Jaycee Senate Foundation. 2019 National President JCI Sen. Domingo “Jun” Roque, Jr. and 2019 Philippine Jaycee Senate Foundation Chairman JCI Sen. Felizardo “Jun” Sevilla, Jr. could not hide the excitement in their eyes as they prepare to assume the most important roles any JCI Philippine Senator could wish for with their respective families by their side to lend a much need moral support as they occupy two of the most coveted posts. Amid a sumptuous Chinese cuisine, congeniality was commonplace as each JCI Senator exchanged pleasantries with his or her fellow. Huddles were as sentimental as reliving their respective journeys as regular Jaycees, precious moments that they remember with fond memories replete with stories worth retelling over and over again. Photo opportunities with cellphones became the activity of the hour as no one would dare miss capturing these important moments. As the Senators settled, the program began with the entrance of colors as 2018 National President JCI Sen. Apollo “Cocoy” Enriquez called the 2019 Joint Induction Ceremonies to order. Right after the Philippine National Anthem, JCI Sen. Cristina “Tina” Caswell led the JCI Creed and Prayer where she asked her fellow Senators to recite them in unison and with conviction. 2019 PJSF Chairman JCI Sen. Jun Sevilla delivered his Welcome Address in utmost humility, being the low profile person he has always been. The colorful duo of 2019 National Secretary-General JCI Sen. Celso “Jun” Corral and 2019 National Presidential


Consultant JCI Sen. Ramon “Monching” Nañadiego, both of JCI Senate Quezon City Capitol brought the house down with their one of a kind acknowledgement of guests, dignitaries and members. Thereafter, outgoing National President Cocoy Enriquez delivered a sentimental and moving Valedictory Address reliving the gains of a golden year that was for JCI Senate Philippines. With a JCI Quezon City Capitol at the helm, you second guess that 1985 World President JCI Sen. Victor Jose “Chichos” Luciano would not be far behind as he administered the Induction of the National Board and the National Committee Chairpersons of JCI Senate Philippines led by 2019 National President

JCI Sen. Jun Roque as well as the Board of Trustees of the Philippine Jaycee Senate Foundation led by 2019 National Chairman JCI Sen. Jun Sevilla, a packed stage so to speak with prominent names among the inductees making this a blockbuster event. The Past National Presidents in attendance witnessed the turnover of the gavel and flag as they helped each other in placing the medallion on the new National President. Subsequently, the man of the hour, JCI Sen. Jun Roque, the newly installed 2019 National President, laid down his plan of action for the entire year. Among his plans include recruiting more qualified senators while instituting retention programs and reactivating and organizing chapters through

chapter visitations and fellowships to foster camaraderie among members towards encouraging more active participation in important JCI Senate events such as Induction Ceremonies and NATCON. While strongly supporting the National Flagship Projects such as TOFIL, KASAMBAHAY, Project WATCH and GREENLINK, he laid down his 2019 Special Projects that would make up region wide road shows such as the JCI Senate Road Marker, the Unioil Loyalty Discount Card, the JCISP Waiting Shed, the Greenlink Plastic Disposable Trash Cans, the JCISP Free Bus Ride and culminating with our own JCISP Headquarters apart from JCI Philippines. His inaugural address manifested exciting times for JCI Senate


Philippines with big projects to boost the image of JCI Senate Philippines so much so that the Signing of the Memorandum of Agreement for the Free Bus Ride took place right then and there where it was a collaboration of JCI Senate Philippines, the Department of Transportation and Megawide Foundation. With Secretary Tugade in dispose, Officer-In-Charge Usec. Mark Richmund de Leon took over the chores of the Secretary in the Memorandum of Agreement signing as well as delivering the address of Guest of Honor and Speaker Secretary Arthur Tugade of the Department of Transportation. The Guest of Honor and Speaker was introduced by 2016 National

President JCI Sen. Rogelio “Bicbic” Garcia while 2019 National Executive Vice President JCI Sen. Rene Natividad of JCI Senate Zamboanga delivered the Closing Remarks to the historic evening as the new National President, JCI Sen. Jun Roque made his first official act of adjourning the 2019 Joint Induction Ceremonies of JCI Senate Philippines and the Philippine Jaycee Senate Foundation. 2019 National Vice President Jose “Joe” Ragos was certainly a gracious Master of Ceremonies that evening. And as with every Jaycee event, fellowship is a staple as JCI Senators took turns in showcasing their dance moves to the music of a band playing the music of their era. 8

Rag-cutting at its best brought the evening to a close as Senators from different parts of the archipelago retired for the evening as they prepared to head home. The mantle of leadership has been transferred as we begin the next 50 years of JCI Senate Philippines and a new page in the coffers of the Philippine Jaycee Senate Foundation. Certainly, “Service to humanity is the best work of life” never ends as we begin a year full of impending success, building on the strides of the past 50 years. 2019 definitely marks another year towards becoming the best we could ever be.

The First Regular Board Meeting

T

he 2019 National Board of JCI Senate Philippines held its First Regular Board Meeting last January 26, 2019 at the Imperial Court of the Rizal Park Hotel in Ermita, Manila. Fresh from a board planning session the month before, the meeting could not have been staged at a better time, which was right before the Joint Induction and Turnover Ceremonies of the JCI Senate Philippines and the Philippine Jaycee Senate Foundation. Indeed, it was like shooting two birds with one stone, where the members of the National Board from across the archipelago gathered not just for one, but, two significant events. As the National Board and the National

Board Meeting began at 3:30 pm when 2019 National President JCI Sen. Domingo Roque, Jr. called the meeting to order. During this meeting, the appointments of the different National Chairs of the various National Committees were approved as well as the change of bank signatories, the 2019 Budget and the 2019 Theme of “Unity, Humility, Integrity”. National President Jun Roque likewise presented his plans for his tenure which included the JCI Senate Philippines Marker, the

JCI Senate Philippines Waiting Shed, the JCI Senate Philippines Greenlink Plastic Bottle Disposals, the JCI Senate Philippines Building, the JCI Senate Philippines Free Bus Ride in collaboration with Megawide Foundation and the Department of Transportation and the JCI Senate Philippines UNIOIL Loyalty Card. The session was adjourned at 5:30 pm in time for the preparations of the venue for the 2018 JCI Senate Philippines Christmas Party.

Committee Chairs got settled in their respective places, 2019 National President JCI Sen. Jun Roque called the meeting to order with National Director JCI Sen. Herbert Tang leading the JCI Creed and Prayer. As customary, 2019 National Secretary-General Jun Corral made the Roll Call and Acknowledgement together with the most important declaration of a quorum for the meeting which was followed by the approval of the agenda. After the reading and approval of the Minutes of the 2019 National Board Planning Session and First Special National Board Meeting, National Treasurer JCI Sen. Bernie Bolisay, National Secretary-General JCI Sen. Jun Corral, the National Vice Presidents, National Executive Vice President JCI Sen. Rene Natividad and the National President himself rendered their respective reports. The National President discussed his plans and flagship programs

for the year. During the Business Matters, the different National Committee Chairs delivered their respective reports regarding their respective committees where certain brief presentations were made, especially, those of Greenlink under 2019 National Committee Chairperson JCI Sen. Lia Seelin, Project WATCH under 2019 National Committee Chairperson JCI Sen. Ayen Garcia and the much awaited update on the 2019 NATCON in Clark by 2019 Philippine Jaycee Senate Foundation President JCI Sen. Dennis Cunanan who substituted for his brother, 2019 National Committee Chairman Darius Cunanan.

It was a fruitful First National Board Meeting as we started the year 2019 on an auspicious note with all guns blazing in the spirit of this year’s theme, HUMILITY, INTEGRITY and UNITY.


The Second Regular Board Meeting

he 2019 National Board of JCI Senate Philippines held its Second Regular Board Meeting last April 6, 2019 at the City of Flowers, Zamboanga City. With JCI Senate Zamboanga playing host, national officers, national directors and national committee chairpersons braved the air travel from different parts of the archipelago on a fine April weekend, forgoing time with family, in furtherance of their respective responsibilities as officers of JCI Senate

The Third Regular Board Meeting

he 2019 National Board of JCI Senate Philippines held its Third (3rd) General Board Meeting last July 20, 2019 at the Luna Function Room of the Coast Boracay Resort in Boracay, Malay, Aklan. 2019 National President JCI Sen. Domingo Roque, Jr. presided over an almost complete National Board in attendance. With JCI Senate Iloilo playing host, national officers and national committee chairpersons braved the air and sea travel from different parts

Philippines. The meeting could not have been done at a most appropriate time as it coincided with the induction of JCI Senate Lamitan and JCI Senate Zamboanga as well as the unveiling of the first ever Mindanao Senate Marker of JCI Senate Zamboanga. As was customary at every National Board Meeting, key national officers and national committee chairpersons rendered their respective reports. The highlights of the meeting dwelled on the successful staging of the South Luzon Chapters Visitation, the production of the first issue of The JCI Senator in magazine form, the proposed amendments to the constitution and by-

laws as well as the preparations on the staging of the Third General Board Meeting in Boracay. Held at the Waling-Waling Room of the posh Garden Orchid Hotel in Zamboanga City, it was a refreshing sight to see all national officers, national directors and national committee chairpersons clad in their JCI Senate Philippines Barong Uniform that left everyone in awe. It was a most fruitful board meeting as our organization continues the momentum of a year anchored on HUMILITY, INTEGRITY and UNITY towards achieving our goals of a successful JCI Senate Philippines.

As was customary at every National Board meering, key national officers and national committee chairpersons rendered their respective reports. The highlights of the meeting centered on the complete details of the room rates and

activities of the 51st JCI Senate Philippines National Convention in Clark City, Pampanga together with the commitment of each of the chapters present on the number of delegates as well as the success of the North Luzon Chapters Visitation. At the end of the meeting, JCI Senate Iloilo distributed custom-made business cards and stationeries for each of the members of the national board. It was a most refreshing board meeting at a venue by the beach as our organization rides on the crest of a year anchored on UNITY, HUMILITY and INTEGRITY towards achieving our goals of a successful JCI Senate Philippines.

The Second Special Board Meeting

T

he 2019 National Board of JCI Senate Philippines held its Second (2nd) Special Board Meeting last September 20, 2019 at the Asturias Hotel in Puerto Prinsesa, Palawan. During this meeting, 2019 National Chairman for By-Laws and Policy Manual JCI Sen. Paulino Gudmalin presented the amendments to Article VII, VIII, X and XIII of the By-Laws of JCI Senate Philippines, Inc. which the National Board unanimously approved. As such these amendments will be submitted to the General Assembly on October 19, 2019 for ratification or approval during the Plenary Session of the 51st JCI Senate Philippines National Convention at Royce Hotel and Casino, Clark Freeport, Mabalacat, Pampanga.

The Fourth Regular Board Meeting

T

he 2019 National Board of JCI Senate Philippines held its Fourth (4th) Regular Board Meeting last October 18, 2019 at the Royce Hotel and Casino in Clark Freeport, Pampanga on the occasion of the 2019 JCI Senate Philippines National Convention. This served as the valedictory meeting of the 2019 National Board and 2019 National Committee Chairpersons as well as appointed. After the approvals of the minutes of the Third (3rd) Regular Board Meeting and the Second (2nd) Special Board Meeting, the reports of the various National Officers ensued. Crucial in this meeting was the approval of ELECOM Resolution No. 001-2019 authorizing the use of automated electronic system during the election, setting October 10, 2019 as the deadline for any candidate who wishes to withdraw his or her certificate of candidacy and adapting a “no refund policy” of filing fee after October 10, 2019. Notable reports during this meeting were the Project W.A.T.C.H. Update Report on the 234 entries from different schools in the elementary and secondary levels all over the Philippines together with the screening and pre-judging of entries at the DepEd Central Office in Pasig City, including, the selection of the top ten elementary and top ten secondary outstanding Project W.A.T.C.H. school implementers as well as the TOFIL Report on the scheduling of the awarding ceremonies. The Greenlink Committee reported on the Greening Clark NATCON which consisted of the “No to Plastic” Campaign, the “Bring

Reusable Tumbler and Eco Bag” Reminder, the Resource Conservation, the Waste Reduction and Segregation, Green Slogans and Green Promotional Gifts as well as the JCI New York State First Trimester Award for Outstanding Local Community Development Project, “Greenlink Goes to New York” which was awarded to JCI 11

Philippine-New York. Plans for the 2019 Christmas Party were discussed and after the meeting was over, the 2019 National Board, the 2019 National Committee Chairpersons and the 2019 Appointed Officers struck a pose for posterity, clad in their UNITY, HUMILITY and INTEGRITY barong uniform.


The Inductions of the JCI Senate Philippines Chapters

T

he tradition of “one year to lead” remains alive even at the level of the senate. While there are senate chapters who have chosen to maintain the status quo of not disturbing the brand of leadership that has worked throughout the years, many have realized that change is inevitable and the demand for a new leadership often beckons. Many found these occasions as avenues to reconnect to a nostalgic past while others found them as the keys to a future of leadership and fellowship rolled into one. These chapters are living testaments to a vibrant JCI Senate Philippines across the archipelago much like their younger counterparts in the JCI movement. Nineteen (19) JCI Senate Chapters saw it fit to transfer the mantles of leadership during the senate year 2019, inductions that took many national officers led by NP Jun around the archipelago.

The Chapter Visitations

T

he Junior Chamber International heritage has brought many senators during the spring of their youth to places they have never seen in their entire lives. It is this kind of activity that fostered lasting camaraderie with their counterparts in the different places of the country where the JCI movement is a treasured name. And

from these camaraderie of past, a continuing tradition has emerged, reflecting the road trips and the airplane rides of yesteryears, fomenting fellowship at its finest across the archipelago. More than these road trips and air travel are the memories created that rekindle the bonds of yesteryears in a more mature yet fun-filled form, hopping

from one town to the next, from one island to another, ensuring a united JCI Senate Philippines we can all take pride in. Indeed, chasing the dream of unity in diversity can be a much sought after goal, yet, its potential to be a dream come true is as much a delightful thought as it is, in reality, a precious achievement.

South Luzon Chapters Visitation: An Overwhelming Success

W

ith the abled stewardship of 2019 JCI Senate Philippines National President JCI Sen. Domingo “Jun” Roque, Jr. and the dynamism of 2019 JCI Senate Philippines National Chairperson for Chapters Visitation JCI Sen. Olivia “Olive” Hukom, JCI Senate Philippines kicked off its Chapters Visitation for 2019 with the South Luzon Chapters Visitation. With a chartered bus charging only Php 3,000 per person inclusive of Chapters Visitation shirt, the vigorous campaign of NC Olive paid off. Scheduled from March 22-24, 2019, the travel group gathered at the JCI Senate Philippine Headquarters at dawn of March 22, 2019 as they assembled themselves and boarded the bus to embark on a fun-filled journey. First stop was San Pablo City where a sumptuous luncheon courtesy of JCI Senate San Pablo awaited the group at the Tierra de Oro Resort Hotel. After the gathering, the group boarded the bus on the way to Lucena City where they checked in at their hotel to freshen up and prepare for the evening event. They trooped to Pacific Mall where the 71st Induction and Turnover Ceremonies of JCI Lucena and the Installation of JCI Senate Lucena was held. The next day, March 23, 2019, after an early breakfast and check out, the group immediately proceeded with the long land journey to Naga while making good use of the videoke facilities of the bus. As they reached Naga, a delectable luncheon awaited them courtesy of JCI Senate Naga at Jimmy & Tang’s Restaurant in Naga, Camarines Sur. After lunch, the group proceed to Legazpi where afternoon snacks awaited them as they prepared for the evening’s festivities. As dusk set in, the group trooped to the Marison Hotel in formal attire for the

North Luzon Chapters Visitation: A Northern Adventure Like No Other

S

cheduled from June 1-4, 2019, the travel group led by 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. and 2019 JCI Senate Philippines National Chairperson for Chapters Visitation JCI Sen. Olivia “Olive” Hukom, assembled themselves at the JCI Senate Philippines Headquarters at dawn of June 1, 2019 for the northern adventure. First stop was Malolos where a sumptuous boodle fight breakfast was served by JCI Senate Bulacan. The host Senate Group held an impromptu induction of officers led by 2019 President JCI Sen. Butch Aldaba at the Pandong Place in Malolos, Bulacan. Newly-inducted 2019 JCI Senate Bulacan President JCI Sen. Butch Aldaba delivered an extemporaneous and hilarious inaugural address. Next stop was the City of San Fernando Interchange in San Fernando, Pampanga where the ground breaking ceremony of the JCI Senate San Fernando marker was led by 2019 JCI Senate Philippines National President JCI Sen. Jun Roque and 2019 JCI Senate San Fernando President JCI Sen. Manny Pineda. Thereafter, the travel group proceeded to Lolaima Pampanga Cuisine in Bulaon, San Fernando, Pampanga where a luncheon was tendered by JCI Senate San Fernando and JCI Senate Angeles. After lunch, the pinning of Jake Gonzales Fellows from both JCI Senate San Fernando and JCI Senate Angeles ensued. Upon arrival at Inn Asia Dagupan Hotel to check-in, the group proceeded to the Sixth Induction and Turnover Ceremonies of JCI Senate Dagupan at the Panaderia Antonio Function Hall in Dagupan City. Guests were treated to great music and dancing all evening. The following day, June 2, 2019, the travel group of JCI Senators rose early for the long trip to Cauayan City. Upon reaching Cauayan, we were welcomed with heavy snacks at the Lorna Ville Leisure Farm. JCI Senate Isabela led by 2019 President JCI Sen. Cecilia “Cecile” Dy delivered a few remarks and gave us native “bayongs” full of organic goodies. Thereafter, 2019 JCI Senate Philippines National President

JCI Sen. Jun Roque and 2019 JCI Senate Isabela President JCI Sen. Cecile Dy unveiled the marker at Barangay Cabaruan. Subsequently, the travel group proceeded to Greenyard Hotel for check-in. Fellowship ensued in the evening hosted by JCI Senate Isabela as Cauayan City Mayor and 2011 JCI Philippines National President JCI Sen. Bernard Faustino Dy welcomed everyone to the city. The next day, June 3, 2019, the travel group of JCI Senators proceeded to Banaue Rice Terraces in Banaue, Ifugao to catch a glimpse of the “Eighth Wonder of the World”. Thereafter, the simple makeshift restaurant nearby was the site of the luncheon hosted by the Metro Manila Jaycee Senate. After a twelve hour bus ride, we arrived in Baguio City at half past the hour of one in the morning of June 4, 2019. As the group arrived at the Citylight Hotel, they immediately checked-in and retired for the evening. After breakfast, the travel group proceeded to the White Moon Restaurant in front of 15

Teacher’s Camp in Baguio City for the fellowship lunch tendered by JCI Senate Baguio. Subsequently, the group proceeded to Urdaneta in Pangasinan for dinner at Matutina’s Annex courtesy of JCI Senate Dagupan led by 2018 President JCI Sen. Sundie Lorica. Thereafter, the travel group proceeded back to Manila. The group reached the JCI Senate Philippines Headquarters at almost two o’clock in the morning of June 5, 2019. In all these stops, certificates of hosting were awarded by 2019 National Chair for Chapters Visitation JCI Sen. Olivia “Olive” Hukom to the gracious hosts in the presence of 2019 JCI Senate Philippines National President JCI Sen. Jun Roque together with JCI Senate Philippines caps and shirts. Truly, there was nothing like a Northern adventure that rekindled the bonds of jaycee fellowship from their regular jaycee days. Up north has never been this exciting as JCI Senate Philippines looks up to brighter adventures ahead.


JCI Senate Philippines Goes To Dipolog

J

CI Senators from all over the archipelago led by 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. trooped to the city of Dipolog for the unveiling of the JCI Senate Marker and the Induction of JCI Senate Dipolog. The exciting Dipolog sojourn lasted from September 6-8, 2019. JCI Senators arrived in Dipolog City, Zamboanga del Norte last September 6, 2019 where they checked-in at the D’Hotel and Suites. By evening, the group spent it in dinner fellowship at the residence of 2003 JCI Philippines National President JCI Sen. Michael Allan Ranillo. The next day, September 7, 2019, the group visited the Dapitan Rizal Shrine and spent lunch at the posh Dakak Park Beach Resort. From there, the group went to the Spanish Sardines factory for some goodies at a low price. As the group returned to the hotel, they prepared for the induction. By dinner time, JCI Senators trooped to the D’Hotel and Suites Function Room clad in their formal attire as 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. inducted 2019 JCI Senate Dipolog President JCI Sen. Edwin Capili and his Board of Directors. The next day, the group left cherishing memories of a wonderful stay in Dipolog City.

JCI Senate Philippines Goes To Puerto Prinsesa JCI Senators from all over the archipelago led by 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. trooped to the city of Puerto Prinsesa for the Special Meeting of the National Board, the unveiling of the JCI Senate Marker, the 51st Anniversary of JCI Senate Philippines and the Induction of JCI Senate Palawan. The island sojourn lasted from September 2022, 2019. Festivities began last September 20, 2019 with the arrival of many JCI Senators, many of whom were met at the airport by the chapter organized by 2019 JCI Senate Philippines National Director JCI Sen. Bobby Castro and JCI Sen. Rey Rafols. Thereafter, the Special Board Meeting ensued at the Asturias Hotel where Constitutional Amendments were taken up with the National Board clad in black Unity Humility Integrity polo shirt. As soon as the meeting adjourned, the group proceeded to the site of the JCI Senate Marker where 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. led the unveiling together with JCI Senate Palawan. The next day, September 21, 2019, the group proceeded to Honda Bay and for others, the Puerto Princesa Underground River, before lunch was served at Cowrie Island of JCI Sen. Rey Rafols where some members of the group went swimming. In the evening, the celebration of the 51st Anniversary of JCI Senate Philippines coincided with the Induction of JCI Senate Palawan at the Palawan Pawnshop Main Office in Puerto Princesa which featured a parade of dignitaries with 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. inducting 2019 JCI Senate Palawan President JCI Sen. Gigi Lumawag and her Board of Directors and Executive Officers. The following day, many of the JCI Senators left, with fond memories of their “comeback comeback” experience which they shall forever keep.

JCI Senate Philippines Goes To Iligan JCI Senators from all over the archipelago led by 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. trooped to the city of Iligan for the unveiling of the JCI Senate Marker, the Greenlink Tree Planting and the Sikyop Eco Tourism Adventure at the hidden underground river and Pagangan Falls. The Iligan sojourn was an overnight stay at the breathtaking city from September 28 -29, 2019. JCI Senators arrived at the Laguindingan Airport in Iligan last September 28, 2019 where a sumptuous lunch welcomed them. After filling their stomachs, the JCI Senators proceeded to the site of the JCI Senate Iligan marker on Maria Cristina Falls Road which both 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. and Iligan Rep. Frederick Siao unveiled. Thereafter, Rep. Siao delivered an inspirational message to the JCI Senators at hand. Subsequently, the group proceeded to Maria Cristina Falls for a tour and snacks at the foot of the falls after which fellowship followed in the


evening. The next day, September 29, 2019, the group left early for Sikyop, the site of the Greenlink Tree Planting. From there, the group did a Sikyop Trekking where stops to Pagangan Falls, a Tree Top Viewing, a Cave Visit and an Underground River made the trek much exciting. Lunch ensued and the JCI Senate group left for the airport bringing memories of a brief, yet, meaningful stay.

The unveiling was well-attended by JCI Senate Chapters from the area and JCI Senators who flew all the way from Manila. The group was warmly

ASSEAN Celebrates 20th Anniversary; Holds 19th Installation Ceremony and First Board of Directors Meeting The Association of JCI Senators of Southeast Asian Nations (ASSEAN) celebrated its 20th Anniversary and 19th Installation Ceremony in the Philippines last February 22-24, 2019 at D’Scout Hotel in Quezon City. With 2011 JCI Senate Philippines National President JCI Sen. Nelson Tan inducted as 2019 ASSEAN President, congeniality was commonplace as early as the first day of the celebration where all delegates were greeted with the warm hospitality, the Philippines is known for as JCI Sen. Nelson Tan could not have chosen a more appropriate theme in “Enjoy Friendship”. 2019 National President JCI Sen. Domingo Roque, Jr., a former ASSEAN Director, was on hand to welcome the ASSEAN Senators as he delivered his message to all of them.

International Affairs JCI Senate Philippines Goes To Zamboanga del Sur

Asian Nations can never be undermined, having held its Charter Presidency and having produced many of its Presidents and ranking officers.

The international flavor of the JCI movement is as much alive in the senate as it is in the regular jaycees. After all, our country has produced six (6) JCI World Presidents who became JCI World Senate Chairmen the year following their incumbency. Hence, our leadership in our respective national organizations have reached the world stage. Where these six (6) distinguished gentlemen have scaled, the many could only marvel in awe. This is because the world organization of the JCI movement is the most sought after position of every regular jaycee. Hence, as senators, our organization likewise finds a seat at the JCI ASPAC as it endeavors to spread its wings through national senate organization to national senate organization sisterhood ties. Further, our country’s enduring role in the Association of JCI Senators of Southeast 17


JCI ASPAC The 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. led the Philippine delegation of JCI Senators at the JCI Asia Pacific Conference (ASPAC) held from June 17 to 19, 2019 in Jeju, South Korea. The delegation was organized by 2019 JCI Senate Philippines National Chairperson for International Relations JCI Sen. Rosalind “Lingling” Ngo. During this event, 2019 JCI Senate Philippines National Vice President for Mindanao JCI Sen. Susana Dasmariñas-Doctolero who represents JCI Senate Philippines in the 2018-2019 Asia Pacific Senate Board headed by President Kim of JCI Senate Korea, the host of the 2019 JCI ASPAC, submitted and distributed copies of the ASPAC Special issue of “The JCI Senator”, the official magazine of JCI Senate Philippines, bearing the highlights of National President Jun Roque’s term. She will be succeeded in the 2019-2020 Asia Pacific Senate Board by 2019 JCI Senate Philippines Immediate Past National President Apollo “Cocoy” Enriquez who takes the helm as Director during the said term. JCI Sen. Rafael “Boydee” Dizon, III likewise served in continuity as ASPAC Senior Adviser while JCI Sen. Fulbert Woo served as Director during the 2017-2018 Asia Pacific Senate Board.

Taiwan Senate Chapters Visitation: Typhoon Proof The fun and excitement of a NOM to NOM Senate visitation can never be undermined. Such intercountry camaraderie has, historically, drawn many towards its mystique that often times, lead to big delegations until there was a typhoon. The visitation slated from August 9, 2019 to August 11, 2019 drew a sizable following with many from JCI Senate Cebu and JCI Senate Isabela arriving as early as a day before despite the dangers of the coming typhoon. While many had to rebook flights, as the saying goes, the show went on as others simply made a strong push to get there by hook or by crook. The first day was the Taichung Senate day where there was a mini tour and a grand fellowship with the senate chapter, singing and drinking to their heart’s content. The following day was a trip to Chiayi where a visit to metal furniture and cabinet factory ensued followed by a business meeting and fellowship of neverending fun. The day after, the senators played a friendly game of bowling before a special senate executive committee meeting took place. After a sumptuous lunch, the group proceeded to Taipei for the Anniversary Dinner together with the Korean Senate and the Philippine Senate delegation. 18


Fund Raising Activities

O

ften times, the concern of every National President and National Board are the costs of operating a vibrant JCI Senate Philippines. As such, the lion share of the Planning Session of every year is devoted to deliberations on the budget, much like every company and the national government. Items are often scrutinized to the point of a brewing heated discussion. Sources of funds are often a most controversial issue which every National President and National Board should address with utmost clarity and political will. In so doing, brainstorming of fund raisers is of the essence and often, the one in charge, while feeling the pressures head on, is often treated with the highest pedestal, should the undertake reach an overwhelming success level. This year, while creative strategies find importance, the fund raising game is essentially the same sans the innovations which every National President surmises in a bid to find the ultimate treasure chest for his “one year to lead”.

No less than 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. graced the event which raised a net of Php 734,425.00, mostly from well meaning sponsors and players. Chaired by JCI Sen. Johnny Fetalvero, the golf tourney followed a two man scramble format with sixty (60) player slots. With a fee of Php 3,500.00 inclusive of Green Fee, Buffet Lunch, Snacks, Under Armour Shirt, Raffle Ticket and Mulligan, players enjoyed a treat of sorts. Winners, majority of whom were from JCI Senate Manila, were awarded with beautiful golf trophies and other prizes, not to mention the attractive raffle prizes given away.

The 2019 Joint Induction and Turnover Ceremonies of JCI Senate Philippines and the Philippine Jaycee Senate Foundation Souvenir Program

A

s early as December of 2019, the 2019 National Board led by 2019 JCI Senate Philippines National President JCI Sen. Domingo Roque, Jr. embarked on a massive solicitation for advertisements in the souvenir program of the 2019 Joint Induction and Turnover Ceremonies of JCI Senate Philippines and the Philippine Jaycee Senate Foundation. Solicitors were given incentives for their solicitations which they could use for their JCI Senate Philippines travels during the entire year. The solicitation endeavor was a successful one as it generated the amount needed for the entire 2019.

Fellowships

J

CI Senate Philippines, while structurally similar to that of JCI Philippines, exists for the purpose of fostering neverending fellowships amongst JCI Senators. While these senators reap the rewards for a job well done during their regular jaycee days, rekindling the glory of past with nostalgic exchanges with an acquaintance of past is certainly music to the ear for every senator. Brainstorming of activities catering to their interests definitely occupy the order of activities of JCI Senate Philippines. Time may have passed by, but, never the kinship of jaycee brotherhood and sisterhood which often transcend the confines of the organization and border on fostering many family ties. Fellowship goes into the heart and soul of the organization. Bereft of this, the tower of power our organization has become is bound to crumble and fade with the passing of father time.

JCI Senate Philippines: An Ice-Breaking Hot Spring Fellowship

O

ften times, we begin a working year with all guns blazing, forgetting the very reason for our existence. As JCI Senators, we have already attained an honor no one else can take away from us, having manifested a stellar performance as a marquee regular jaycee. Accomplished as we have always been, work has been routine to say the least that the many things we have done often eclipse our main goal which is fellowship. Hence, the time has come to showcase our patented dance moves, belt out our favorite song or simply enjoy the company of each other just like our regular jaycee days with the proverbial bantering, exchanging of pleasantries as well as neverending conversations that seem to defy time and space.

Chairman to move the date of the much anticipated fellowship for the convenience of all. Hence, at the Third National Board Meeting, the appointed date of August 24-25, 2019 found the green light. As charismatic a leader as he has always been, National Chairman Pete found lady luck on his side with many enthusiastic JCI Senators lending a helping hand with solicitations, food, drinks, prizes and whatever ingredient was needed to find that perfect blend for a relaxing one-of-a-kind fellowship that would unknowingly bring back memories of a fun jaycee past. Fresh from a Metro Manila Jaycee Senate Open Bowling Tournament the night before, JCI Senators began heading south of the metropolis as early as the late evening before the event. With a picturesque view of Laguna de Bay, senators from different chapters converged at the posh Pansol Resort of JCI Sen. Jun Sevilla ready to plunge into the pool, munch on a favorite “kakanin” or simply be content with singing a favorite song or savoring nuts over a preferred alcoholic beverage of choice. The first day saw the awarding of the winners of the Metro Manila Jaycee Senate Open Bowling Tournament by 2019 Metro Manila Jaycee Senate President JCI Sen. Albert Alday while other JCI Senators enjoyed themselves with the band stationed beside the swimming pool. Camaraderie was commonplace from dawn to dusk to late evening replete with stories that have defined the quintessential leadership organization this side of the archipelago. Truly, once a jaycee, always a jaycee, is never just a cliché, but, rather, a way of life where friendship never ends and fellowships are boundless.

Certainly, the die had been cast as early as the Second National Board Meeting in Zamboanga where preliminary talks between 2019 Fellowship National Chairman JCI Sen. Pedrito “Pete” Servano and 2019 Philippine Jaycee Senate Foundation Chairman JCI Sen. Felizardo “Jun” Sevilla, Jr. took place on a casual encounter to which the latter offered to host the fellowship at his Pansol Resort. An original date had been set, however, circumstances beyond the owner’s control have constrained the National

The 2019 JCI Senate Philippines Christmas Party

T

he third (3rd) of December 2019 could have been a usual fun day to hold a culminating fellowship for a job well done the entire year. Strategically scheduled right after the 2020 National Board Planning Session at the Ground Floor of

JCI Philippines Building, a freak typhoon named “Tisoy” decided to pay Metro Manila and surrounding provinces an unwanted visit, that made JCI Senators wonder whether both the planning session and the Christmas Party would push through. With the Secretariat leading the way, the catering and the program were all in place just before the storm kept everyone hanging. The planning session was postponed for the day after since the storm tangentially visited the Metro Manila area just before noon and with the party in the horizon, 2019 National President JCI Sen. Domingo Roque, Jr. and his fellow National Board as well as the rest of the senators storned the heavens with prayers that led to the fruition of a once tentative year end party. As the storm passed, it was all systems go for the Christmas Party that had a delectable array of dishes complete with Tuna Sashimi courtesy of 2016 National President JCI Sen. Rogelio “Bicbic” Garcia and the proverbial lechon. Alcohol was overflowing with scotch bottles left empty hours after. The exciting program which included raffle prizes and dancing unlimited got JCI Senators in a frenzy all evening as it served as an exciting celebration to a banner season for JCI Senate Philippines.

The National Flagship Projects Greenlink A Brief Description

reenlink program shall cause the establishment of a global link up of corporate and organized groups, actively engaged in a 24/7, borderless, proenvironment initiatives and programs aimed at mitigating global warming and climate change. It is an everyday commitment which incorporates love for the environment into the organization’s corporate policy.

he Greenlink Philippine delegation visited Precycle store, the city’s first “package-free” grocery store, the idea behind Precycle came from the word itself. Its aim, as explained by the Precycle store owner and founder, Katerina Bogatireva, was to eliminate unnecessary waste before it becomes so. At Precycle, customers are asked to bring their own vessels and pay only for the product amounts that they would take. This approach is an upside for the shoppers because the same translates to availing of the products at lower prices. 22

After the Precycle store visit, the delegation went to the Philippine Consulate in New York for the signing of Pledge of Commitment for the Protection of the Environment, the Philippine Consul General Ambassador Claro Suarez Cristobal graced and witnessed the event. President Aprille Aquino signed for the signed for the JCI Philippine-New York, President Richard Aguinaldo for the JCI Philippine-New York Senate Organization, President Cecille Duyongco for the JCI Manhattan and NC Lia Seelin for the JCI Senate Philippines Greenlink Team. Indeed, a simple reconnection through pleasantries between two senators who have excelled during their regular jaycee days became the seed upon the wind that took form in what is now known as the Greenlink New York linkage. Exchange of ideas between senators and regular jaycees from chapters across the tri-state area have been simply as amazing as the collaborations both countries could make in their desire for a green planet replete with fresh air, healthy crops and a healthy life for all human beings.

The 5-day historical event were capped with a send-off dinner hosted by JCI Sen. Penn Baluyut held in a Chinese Restaurant in Chinatown, Manhattan. This was attended by members from various New York-based JCI Chapters. The remarkable trip created new friendships and the most amazing green warriors and advocates shared lots of new learnings. But, the highlight of the trip was the enlivening of the strong unity among the JCI Partner Chapters, namely, JCI Philippine-New York, JCI Philippine-New York Senate Organization, JCI Manhattan, JCI Queens, JCI New Jersey, JCI North Jersey and JCI Philippine-American New Jersey through the implementation of the Greenlink projects in their respective areas. Due to the successful implementation of the “Greenlink Goes To New York” project, JCI Philippine-New York won the Outstanding Local Community Development Project and the Chairperson for JCI Philippine-New York, JCI Mem. Ann Constantino Beck, also won as the Outstanding Local Community Development Vice President both awarded by the JCI New York State President Tammy Honeywell on their First Trimester Award.

he Greenlink Committee reported on the Greening Clark NATCON which consisted of the “No to Plastic” Campaign, the “Bring Reusable Tumbler and Eco Bag” Reminder, the Resource Conservation, the Waste Reduction and Segregation, Green Slogans and Green Promotional Gifts.

It was officially launched on January 11, 2008 at the Ramon Magsaysay High School in Quezon City, which was also the pilot school led by 2008 JCI Senate Past National President Carlos Co, PACU President Gonzalo Duque, DepEd Secretary Jesli Lapus, Quezon City Mayor Sonny Belmonte. Former President Gloria Macapagal-Arroyo issued a Presidential Proclamation No.1782 dated May 21, 2009 “Declaring the Month of June as W.A.T.C.H. Month and enjoining the schools, colleges / universities and Local Government units to undertake Programs of Activities relating thereto every second week of June”. The major goal of the program is to push forward the recognition of punctuality and honesty as two core values in promoting national renewal and development.

roject W.A.T.C.H. (We Advocate Time Consciousness and Honesty) is one of the Flagship Programs of JCI Senate Philippines conceptualized in 2007. and now under 2019 National Chairperson JCI Sen. Ma. Arlene “Ayen” Garcia of JCI Senate Manileña, has blossomed into a much coveted project this 2019. After a grand simultaneous kick-off three months ago, the project has received a record-breaking 234 entries from different elementary and high schools all over the archipelago so much so that the arduous task of screening and pre-judging entailed the initiatives of well meaning senators. Last September 23, 2019, JCI Senators led by JCI Sen. Ayen Garcia gathered at the Mabini Building of the Department of Education Complex in Pasig City to commence the screening of entries. The aim was to come up with a short list from the 234 entries which entailed opening of heavy packages from all over the country with DepEd officials in attendance. Thereafter, from September 30, 2019 to October 2, 2019, the Project W.A.T.C.H. Team with many volunteer JCI Senators undertook the daunting task of pre-judging the shortlisted entries for three days, painstakingly watching audio-visual presentations and going through the bid books of the entries which came in all creative forms with the end of choosing the top ten elementary schools and the top ten high schools as well as the best three kick off launches and the best three jingles. With much pride, the team hurdled the difficult pre-judging stage. The validation stage begins on the week beginning October 14, 2019. Aside from all these, the National Chairperson took time off from a hectic schedule to fly to Isabela to witness an oratorical contest, entitled, “Ikalawang Paligsahan sa Pagtatalumpati” with the theme, “Pagtibayin ang Kahalagahan ng Katapatan at Kaagapan ng Walang Limitasyon” last October 8, 2019 at the Parish Pastoral Center in Cauayan City which was staged through the help of JCI Senate Isabela led by JCI Sen. Cecile Dy. The guest of honor during the event was 2011 JCI Philippines National President JCI Sen. Bernard Dy, the Mayor of Cauayan City.

Kasambahay Kasambuhay Pilipinas Awards A Brief Description

he Junior Chamber International Senate Philippines, Inc. (JCSIP) in partnership with Palawan Pawnshop and Palawan Express Pera Padala launched its project known as Kasambahay Kasambuhay Pilipinas Award last May 25, 2016. This project is aimed for domestic workers who work in the homes of others for pay, providing a range of services: sweep and clean; wash clothes and dishes; shop and cook; care for children, the elderly, and the disabled; they provide gardening, driving, and even security services; to provide them the recognition they deserve for being the marginalized workers who as we all know tend to have lower wages, fewer benefits, and receives less legal and social protection compared to most other wage workers. Deserving kasambahays will have a chance to receive a trophy, cash prize, and a paid vacation tour in Palawan. The primary basis for the selection is the tenure in service and how the kasambahay promotes the Filipino values and unquestionable integrity and loyalty not only to his/her family, but, also, to the people he/she works for.

Now on its fourth year, the awards giving body recognizes the best and outstanding Filipino household workers where ten (10) awardees will be chosen and each will receive Php 75,000.00 cash and a trophy. The project was first launched in 2016 and has produced twenty-five (25) awardees from qualified domestic service workers. According to 2019 JCI Senate Philippines National Director JCI Sen. Bobby Castro, CEO of Palawan Pawnshop and Palawan Express Padala, “the award program focuses on the importance and dignity of the loyal household service workers or kasambahays and draws inspirational lessons from their simple lives and daily accomplishments.” He hopes that through this endeavor, the kasambahays’ worth will be fully appreciated and be duly recognized partners in the Filipino home and society. On the other hand, 2019 JCI Senate Philippines National Chairman JCI Sen. William Ong, Jr. gave some ramifications regarding this year’s search. The nominations are restricted to domestic workers who have rendered at least seven (7) straight years of service to their present employers. Further, nominees should not be more than seventy-five (75) years old, presently working and ambulant enough to claim the award in Metro Manila. Nomination forms are available at JCI Senate Philippines Headquarters in Quezon City and at all Palawan Pawnshop branches nationwide. TOFIL Holds Awards and Recognition Night 2019 The TOFIL Committee led by JCI Sen. Melandrew Velasco held its Awards and Recognition Night 2019 last December 2, 2019 at the Pandanggo-Polkabal Hall of The Manila Hotel in Manila. With the theme, “Nation Builders and Heroes In Our Midst”, the awards saw a first in its history as not only were six nation builders and heroes recognized, but, likewise the six Filipino JCI World Presidents. The JCI Senate Philippines National Convention The climax of every JCI Senate Philippines year, much like its younger counterparts, is the staging of the JCI Senate Philippines National Convention. The site is traditionally in the same island as that of the National President. This 2019, JCI Senate Magalang was chosen to host the 51st JCI Senate Philippines National Convention at Clark Freeport, Pampanga. Headed by 2019 National Chairman JCI Sen. Darius Cunanan, the event was a showcase of Filipino Fiesta at its finest.

51st JCI Senate Philippines National Convention: A Record Breaking Milestone Event All roads led to that booming city in Pampanga where a festive atmosphere awaited each and every senator of JCI Senate Philippines. True to form and billed as the much anticipated event of the year, JCI Senate Magalang put on a show to say the least. Beginning with a JCI Senate Fun Golf Tournament in cooperation with

JCI Senate San Fernando, golf enthusiasts among the senators trooped to the greens early in the morning of October 17, 2019 at the Beverly Place Golf and Sports Club, clad in their golfing attires with their chapter shirts beaming with glory. As the day progressed, delegates from all over the country began converging at the Royce Hotel and Casino in Clark Freeport, Pampanga to check-in. Tables manned by JCI Senators of the host chapter were conveniently situated beside the ballroom from which the keys to the rooms and the convention kits which included a souvenir program, identification cards and other items placed in convention bags where distributed upon check-in. Towards dusk, swarms of senators trickled in with candidates arduously preparing for the Candidates’ Night. The Candidates’ Night was a sea of red and white shirts of the candidates’ supporters at the Sommerset-A Hall of the hotel. Those in red were the supporters of 2019 National Executive Vice President JCI Sen. Rene Natividad of JCI Senate Zamboanga while those in white were the supporters of 2019 National Vice President for Mindanao JCI Sen. Susana “Bibet” Doctolero of JCI Senate Zamboanga. With overflowing food and booze, candidates were introduced one by one as they paraded the center of the ballroom. The National Presidential candidates each delivered their campaign speeches while the teams of both candidates took turns entertaining an engaged crowd at hand who braved the long land and air travels just to bring the NATCON fever to a different level. The following day, October 18, 2019, was full day for senators. The Philippine Jaycee Senate Foundation Board of Trustees and the Fourth National Board Meeting of JCI Senate Philippines took place, one after the other at the Rochester Hall of the hotel. As more senators arrived, everyone was eagerly preparing for the Opening Ceremonies which featured the entrance of dignitaries and the parade of senate chapters in their chapter uniforms. The night featured the Presidential Address of JCI Sen. Domingo Roque, Jr. and the Keynote Speech of Mabalacat City Mayor Crisostomo Garbo. The highlight of the event was the colorful cultural presentation that left the crowd in a frenzy as senators moved from table to table to rekindle friendship bonds of past. The presentation of the Plaque of Appreciation to the host chapter ensued with the most awaited declaration of the opening of 30

the 51st JCI Senate Philippines National Convention. The next day, October 19, 2019, began with the Jake Gonzalez Breakfast at the Sommerset-B Hall of the hotel where Jake Gonzalez Fellows, Jake Gonzalez Exemplary Fellows and Jake Gonzalez Venerable Fellows as well as Chairman’s Circle Donors of the Philippine Jaycee Senate Foundation reaped the benefits of a free breakfast and a free shirt from the foundation. During this occasion, the new officers of the foundation were elected led by 2018 National President Apollo “Cocoy” Enriquez as Chairman. This was followed by an Opening Plenary where the Amended By-Laws were ratified by the General Assembly. During the Awards Luncheon, NP Jun distributed awards to his National Board, National Committee Chairpersons, Appointed Officers and all those who helped him during the entire year. After the Closing Plenary, a scene stole the show as seasoned leaders of JCI Senate Philippines led by 1997 JCI World President JCI Sen. Crispin Dy, Jr. of JCI Senate Makati and 1976 JCI Philippines National President JCI Sen. Sebastian “Angie” Angliongto of JCI Senate Davao tried their best to get both candidates to talk it over in order to avoid an election. However, the situation seemed a conducive atmosphere for an election. In record breaking numbers, throngs of JCI Senators patiently lined up at the Second Floor to cast their votes in the first ever automated elections in the fifty-one (51) year history of JCI Senate Philippines, thanks to Pampanga Electric Cooperative who lent their machines. And living up to its billing, at the stroke of 5:00 pm, the winners were announced by 2019 Elecom Chair JCI Sen. Lucille Lopez of JCI Senate Batangas at the Sommerset Hall and after the photo opportunites, the newly-elected board immediately buckled down to business electing the other officers amongst themselves led by JCI Sen. Rene Natividad as the 2020 National President, JCI Sen. Gregorio Lipa as the 2020 National Executive Vice President, JCI Sen. Alfie Fernandez as the 2020 National Vice President for North Luzon, JCI Sen. Leah Desamito-Santiago as the 2020 National Vice President for Metro Manila, JCI Sen. The Presidential Ball was Filipiniana at its finest with senators all clad in their evening’s best Filipiniana attire. The evening featured the newly-elected 2020 National Board of JCI Senate Philippines and the 2020 Board of Trustees of the Philippine Jaycee Senate Foundation who all struck a pose for posterity. The National President’s Address was exciting as it was a show of magnanimity in gratitude with a stunning Jason Magbanua production of his achievements in a short audio visual presentation, featuring MISSION: ROQUE in all its splendor. Guest Speaker Dennis Anthony Uy was briefly introduced by 2019 Philippine Jaycee Senate Foundation President JCI Sen. Dennis Cunanan while Governor JCI Sen. Presbitero Velasco, Jr. of JCI Senate Quezon City Capitol delivered a moving Keynote Speech. The highlights of the evening were the much coveted 2019 Golden Awards and the Turnover of the Flag to JC Senate Davao as the next NATCON host. The 2019 Golden Awardees were JCI Sen. Giuseppe Martin Michael Tianco and JCI Sen. Maria Sylvia Tianco of JCI Senate Iligan as well as JCI Sen. Rodelito Sabado and JCI Sen. Cecilia Sabado of JCI Senate Naguilian both received the Outstanding Husband and Wife Award, JCI Sen. Aries Balanay of JCI Senate Makati received the Most Outstanding JCI Senator in the Field of Community and Social Service, JCI Sen. Albert Alday of JCI Senate Makati received the Most Outstanding JCI Senator in the Field of Education, JCI Senate Zamboanga received the Most Outstanding JCI Senate Publication Award as well as the Most Outstanding JCI Senate Chapter Award and JCI Sen. Rene Natividad received the Most Outstanding JCI Senate Chapter President in the Philippines Award. All is well that ends well as the 51st JCI Senate Philippines National Convention will go down in history as one of the most attended National Conventions in history with more than six hundred registered attendees and innovating the way elections are conducted in the quickest way possible.

JCI Senate Philippines Launches Free Bus Ride

CI Senate Philippines under the leadership of 2019 National President Domingo “Jun” Roque, Jr. with the support of Megawide Foundation and the Department of Transportation launched last February 14, 2019, “Free Bus Ride: A Service to Humanity” Project at the Andres Bonifacio Shrine in Ermita, Manila. JCI Senate Philippines could not have chosen a better date to launch it as it manifested


its love to our people by staging this event on the day of hearts. This project provides free bus rides for commuters from Lawton, Taft Avenue, Baclaran, Pasay, Monumento, Muñoz, North Avenue, Cubao, Ortigas, Makati, Ayala, Baclaran, Mall of Asia and Parañaque Integrated Terminal Exchange (PITX) as the final drop-off point. There are six air-conditioned buses servicing this route from Monday to Friday from 6:00 am to 11:00 am and from 4:00 pm to 9:00 pm. The occasion was graced by no less than Sen. Grace Poe, DOTr Undersecretary Mark de Leon, representing DOTr Secretary Arthur Tugade, Megawide Foundation Director Edgar Saavedra, Megawide Foundation President Louie Ferrer and Megawide Foundation COO Sheila Lynn Nawata, who all delivered brief remarks during the launching. Likewise, JCI Senators from all over the archipelago lent their support by attending this landmark event. The JCI Senate Marker NP Jun and the Shield That Marked the World

omingo Roque. Jr. or “Jun” to friends and colleagues, has always been a visionary who braved the odds of life. He saw the world in a different light and sought to challenge the status quo. No wonder as he turned 70 this year, he was set at chasing a legacy that would forever etch his name in the leadership organization that equipped him with the best training to overcome the odds of an ever changing life. While taking the helm as 2019 National President of JCI Senate Philippines seemed the be all and end all of every JCI Senator, he was not contented with ornamentation appended to an already famous name. He wanted the entire world to know the brand of JCI leadership is one we can all be proud of. A busy bee at work, 2019 National President JCI Sen. Jun Roque, one day called the better half of JCI Senate Philippines Executive Secretary JCI Sen. Arline Cayme, de Jesus, JCI Mem. Gilbert de Jesus of JCI Valenzuela, to a brainstorming at his office. He intimated that he wanted to do a unique legacy project for his term as President, something never done before in the world of JCI. During the discussion, the idea of a JCI Senate Philippines marker came up. The next challenge was to come up with a design synonymous with JCI. Since Rotary had the Rotary Wheel and Lions had the lion face, there must be some unifying symbol that every jaycee could identify with. Thus, the idea of the shield came into being. But, then, the symbol would mean nothing to the general public without the words by which every jaycee lives by. Hence, the idea of placing the JCI Creed or what is more popularly known now as the JCI Values were incorporated together with the shield.

The JCI Creed follows below the JCI SENATE PHILIPPINES name. The entire shield is steadily anchored on a solid base bearing the name of the Chapter with the National President’s name etched. The shield demands a stainless steel finish to protect it from fading and tarnishing with the passing of time. The JCI Senate Philippines Marker is not without its symbolisms. The JCI Senate Philippines logo finds itself as an integrated head on top of the shield to reflect the status of a JCI Senator as the highest achievement any JCI member could attain for his or her strides during his or her regular JCI career. The stainless plating of the entire structure is a reminder that the leadership harnessed from every JCI member will never tarnish nor fade with the passing of time. The base on which the entire shield structure is firmly anchored symbolizes the solid foundation of leadership borne in the JCI movement. Indeed, NP Jun Roque could not have chosen better words when he uttered his legacy remarks, “there are many JCI markers around the world, but, it is only in the Philippines where you can find a JCI Senate Marker.” A man of his word, JCI Sen. From an icon revered by many to one who sets the tone for blissful immortality, JCI Sen. Domingo Roque, Jr. has, indeed, made history. Where many JCI markers have come and gone, his unique concept of a public image testament to the resilience of a JCI Senate Philippines we can all take pride in, has set his fairy tale to a happily ever after, becoming the first National President among all the JCI Senate organizations all over the world to launch and unveil a JCI Senate Marker, a brainchild he can proudly call his own.


Mission R.O.Q.U.E.: From Impossible to Outstanding

B

uilding a legacy is as much a daunting task as it is a tall mission to accomplish. As a visionary, modesty aside, I was simply not content with maintaining the status quo. As a leader of this prestigious leadership organization, I had a choice to just simply lead and do my best or be different and leave a legacy. Hence, I embarked on MISSION R.O.Q.U.E which stood for: R – ock the image of JCI Senate Philippines O – ptimize membership growth Q – uality assuring National Flagship Projects U – nique mark in the JCI Senate all over the world E – nhance free public service to humanity And so my year of service began. My unique concept of a JCI Senate Marker as a public image testament to senate resilience found form all over the Philippines. This newsletter took a major facelift as it became a magazine. The press has swarmed me with interviews on our free bus ride project. Three JCI Senate Philippines chapters found seed under my watch with many chapter visitations both here and abroad. Our National Flagship Projects are as vibrant as ever with a record breaking number of entries for Project W.A.T.C.H., a formidable TOFIL Committee made up of Past TOFIL Chairs with an equally impressive Board of Judges, GREENLINK went international with a history making New York linkage and Kasambahay Kasambuhay has restructured its criteria and increased its reach. JCI Senate Philippines markers became viral and many more are in the pipeline. The

Free Bus Rides through Megawide Foundation and the Department of Transportation saw the light of dawn. An inked deal with Unioil benefitted not only JCI Senators, but, their families as well, with loyalty discounts to defray expenses on skyrocketing oil prices. A very successful JCI Senate Philippines Golf generated much needed funds to help more people. Our year is not yet done. While much has been accomplished, much is still to be done. I am, but, a steward of this 37

organization. My year shall come to pass and my legacy shall be judged, not by my closest of senate peers, but, by history which has been witness to the good deeds I have so painstakingly implemented towards a JCI Senate Philippines we can all be proud of.


Chapter Five:

A Tower of Neverending Gratitude A

prince often occupies a lofty pedestal where the powers concomitant with the royal highness he is addressed. Indeed, the view from atop evokes a symbolism of might inasmuch as it could foster a citadel of depression. While the pinnacle presents a worthy goal for many a commoner who could only dream of scaling half the way, gazing below often presents the arduous odyssey you have sacrificed to wield the sceptre from which your authority finds meaning. Looking back, indeed, is nature’s way of showing how far one has gone. It teaches us to appreciate the journey more than the destination, the raffle, more than the much anticipated prize. Only when a prince beams with the gratitude of a thousandfold can he become the genuine ruler of his kingdom, knowing fully well, that the throne is a testament, not of his unlimited power, but, of his persevering ways replete with the fortitude of valiant knight.

National President Jun at 70: A Milestone of Achievements in Humility

A

story of struggle and prosperity anchored on humility is as sturdy as the platinum age he has reached. Much like the towering edifices he has built in providing vertical shelters for our countrymen, Domingo Ong

Roque, Jr. or simply Jun to family and acquaintances, has seen the up’s and down’s of a colorful odyssey in patience. A native of Laguna from a Chinese family of humble beginnings, Jun studied at the University of the East. A working student who has moved heaven and earth to make both ends meet, his job as a messenger brought him the fortune of a lifetime, as dealing with managers immersed him in the field of sales which became his key on the way to being President and CEO of Prince Jun Development Corporation. Certainly, he attributes his successes in civic organizations such as Rotary and Kiwanis to his leadership training as a Capitol Jaycee from regular to his senate years, all the way to becoming 2010 Prime Minister of JCI Senate Quezon City Capitol and eventually, as 2019 National President of JCI Senate Philippines, feats in both civic and business which called for a celebration of a life of bounties. With his better half and family, NP Jun, shared his blessings with those who touched his life along the way, last March 17, 2019 at the posh Grand Hyatt Manila in Uptown Bonifacio Global City amid a sea of family, business associates, Rotarians, Kiwanians and most especially, his Jaycee Senate Family who filled many of the tables. With family production numbers, moving testimonials of employees, a visionary AVP, a great host in the person of television personality 38

Jojo Alejar and trivia games, the entire evening was as much entertaining as it was a most defining moment for the man of the hour whose humility and patience have made him the man he has become. 70, indeed, is just a number as the legacy he continues to build is as limitless as the people whose lives he has touched.


Edgar Saavedra: Nurturing A Friendship Beyond Corporate Bounds

E

dgar Saavedra, like many Filipinos, dared to dream. Known to many as the 35th richest Filipino as ranked by Forbes magazine in 2018, his infrastructure conglomerate, Megawide Construction Corporation, has been a skyscraper staple in almost every metropolis there is in the country. Unknown to the myriad of Filipinos whose lives he has touched, the

Megawide Chairman and CEO is a self made billionaire anchored on humble beginnings. Project after project, he never ceased to value acquaintances he has met on the way to the top. One of them is Domingo “Jun” Roque, Jr., developer extraordinnaire and 2019 JCI Senate Philippines National President. “Sir Jun”, as Edgar would fondly call him, met the then budding civil engineer and future Megawide Chairman and CEO, several years back when they were both rising above their humble beginnings and scaling the challenges of conquering the metropolitan skies with infrastructures aimed at fostering better lives for communities. Helping each other in many projects along the way, Edgar and Jun, whose humble past have made them the persons they have come to be, now savor the fruits of their labor as they have resolved to share their life full of bounties to the riding public whose incomes barely make ends meet for their respective familes. This was why the SERBUS project saw the light of dawn. More than the gains of their successful businesses, they sought to ease the burden of a daily commute to work by providing six (6) buses plying key points of Metro Manila during business hours from Monday to Friday for free for one year. With the immense help of the Department of Transportation, Edgar and Jun, and the entities they represent, Megawide Foundation and JCI Senate Philippines, 39

the free bus ride became a much needed reality and they could not have chosen a better date for its launching, February 14, 2019, the day of hearts, as this brainchild had always been a manifestation of their outpouring of love for the Filipino people. Living up to the now famous name of his conglomerate, Edgar’s philanthropic ways are as boundless as the soaring projects tucked under his portfolio. More than his legacy of infrastructures, his empathy towards the plight of the hardworking Filipino from which he came from has become his unwavering resolve to building communities that deserve all the comforts of life.

Domingo Roque, Jr. during the 51st JCI Senate Philippines National Convention, Royce Hotel and Casino, Clark Freeport, Pampanga, October 19, 2019 Today, I stand before you, not as your 2019 National President showcasing my many strides in furtherance of the jaycee creed the tenets of which I have striven to live by, but, as an ordinary JCI Senator who, in all humility, has sought to bring out the best out of my fellow JCI Senators whose individual gains have made our most sacred leadership organization, the institution it is today, resilient and relevant, efficient and effective, as we continue to deliver the positive change our nation so dearly needs in making the Philippines soar in the map of the world. My tenure may be coming to a close, but, my work remains unfinished because the measure of a true leader lies in honing a worthy successor to follow in my stead. He stands now in my midst on this, our finest hour. My fellow senators, I now take a bow as I leave an enduring legacy in the spirit of UNITY, HUMILITY and INTEGRITY. An evening of bliss and excellence to one and all.
