OECD status change

Panama now on ‘white list’ T

he Organization for Economic Cooperation and Development (OECD) has announced that Panama, formerly “grey listed” as an international tax haven, has joined the “white list” of 85 countries that meet their standards for exchange of tax information. Having recently signed a tax information exchange agreement (TIEA) with France, Panama now has the 12 TIEAs required to meet the OECD’s criteria. Over two years ago, at risk for being put on the OECD’s black list, Panama began reevaluating its banking laws and tax information exchange policies. “Panama has worked hard to achieve this milestone and has made remarkable strides toward complying with the international standards in a very short time,” said OECD Secretary General Angel Gurria.

“This is very welcome and shows the Global Forum is achieving its aims.” The white listing, however, is subject to further review. The OECD’s Global Forum reports that it will be analyzing Panama’s recent changes in banking laws and their enforcement to ensure that they are, indeed, allowing for the effective exchange of tax information.

F

ashion isn’t fair. As far as ol’Jack is concerned, men have it much easier than women. Jack himself, for example, hasn’t changed his basic style since college. That’s right I still own a bunch of khaki pants and button down shirts. Women’s skirt lengths have risen and fallen dozens of times in my lifetime, but trouser length remains the same. Now I’ll admit there's been a tropical influence since living in Panama that includes Hawaiian shirts and Jack’s signature cargo shorts for daily wear, too. However, when it’s time to “dress up” to go out to an expat happy hour, the only thing I do differently nowadays is that I don’t wear socks – and usually wear Crocs instead of boat shoes or loafers. That’s right — my only real fashion statement that I’ve made

since relocating to Panama some five years ago is below my ankles. Ol’Jack even has a pair of dressup Crocs which I wear when going out to dinner or when attending diplomatic receptions. I use the spray Pledge to shine them up. My other pair of everyday Crocs is olive drab. My lovely wife owns at least five pairs, all different colors and styles, so they go with her various outfits. She just can’t get away with wearing the same pair every day, because that wouldn’t be fashionable. Of course wearing rubber shoes isn’t fashionable everywhere, but when living in a country that has a six-month puddle period, leather shoes just don’t seem practical. Shoes are a good example of what I mean about women having it much harder when it comes to their life of fashion. Men, except

for a few insecure short guys, have never considered wearing high heels. However, Panamanian women seem to wear very high heels all the time — not just out at night on Calle Uruguay, but to work as well. Wearing three to five-inch heels can be a real challenge when you realize how uneven most walkways are in Panama City and I’m not just talking about the moonscape sidewalks or cobblestone streets of Casco Viejo. It seems to ol’Jack that high-heeled Crocs are a long overdue fashion trend here along the isthmus. Ladies and girls just dress up more than guys. I often see young couples walking along the wall around Las Bovedas in Casco Viejo, enjoying the ocean view before it’s destroyed by the illegal landfill and highway extension. The

young women are often in pretty summer dresses and high heels; or a cute outfit consisting of nice shorts or pedal pushers and an attractive matching or complementary top. The guys meanwhile are in tee shirts, jeans and often a baseball cap. (Jack, who played baseball as a kid, can’t remember when the caps went from American sportswear to world-wide every-day wear, but it did happen and is one of the most universal styles there is today.) At parties women wear party dresses while fellows show up in shirts and jeans.

Some men still wear suits and ties to work, but those numbers are going down as well; while I don’t think business women are allowed as much leeway when even showing up for a casual Friday. One trend I have noticed is that Panamanian women do seem to show much more cleavage than their American counterparts. Now don’t go calling Jack a dirty old man for taking note. It’s a fact.

Ngäbe-Bugle Elections The Electoral Tribunal (TE) has received 59 nominations for senior positions in the Ngäbe-Bugle Indian Comarca for the elections of September 11 this year. Of these, there have been five applications for the post of chief. Beltway (Cinta Costera). It also Connects to the Port of Balboa, and Albrook. We found our solution to be reflected at OrgulloPanama.com, the website of a public interest group that says this plan was developed during the term of the previous government of Martin Torrijos and after extensive studies carried out by the Office of the Casco Antiguo. Promoters of this plan pointed out that apart from maintaining the Old Quarter's sea wall in contact with the Pacific Ocean its immensely cheaper cost could mean the government could inject the saving into social works in the community of El Chorrillo.
