Ameris taking University Club space Riverplace Tower anchor tenant to expand to top office floor of the Southbank building.

Ameris Bank is taking what is considered one of the premier office floors Downtown – the former University Club on the 27th floor of Riverplace Tower. Ameris Bank anchors the 28-floor building and has its name on top. It moved its executive team, along with key division leaders, into the entire 26th floor in April 2016. The building is at 1301 Riverplace Blvd. on the Downtown Southbank. The bank said when it signed

the initial lease that its total space will reach about 35,000 square feet, starting with 15,000 square feet on the 26th floor and about 4,000 square feet for a branch on the first floor. The 27th floor takes it to that level. 15.99 acres rezoned for 60 lots at Kendall Town Center. By Andrew Warfield Associate Editor The uptick in single-family home construction continues in the Kendall Town Center planned use development near Regency Square Boulevard. Developer Patriot Ridge LLP recently received rezoning approval on 15.99 acres from commercial to residential, where it will add 60 lots to the underway Mill Creek West community. The homes will be built by D.R. Horton. This is in addition to Lennar’s recent announcement of 167 homes on 54 acres in Mill Creek North off the Southside Connector between Lone Star Road and Holland Street. Lennar is building 94 homes in Mill Creek East, its two projects separated by a proposed apartment complex. “It’s a great location,” said Patriot Ridge principal Greg Matovina of the increase in housing activity in the area. D.R. Horton is building on 15 previously approved Mill Creek West lots near Kendall Parkway and Regency Square Boulevard.

By Andrew Warfield Associate Editor Bill Garrison was a lumber salesman with Manning Building Supplies in 1993 when he was invited to become involved with the Northeast Florida Builders Association by his largest customer, Roger Higginbotham of Sid Higginbotham Builder Inc. Twenty-four years later, Garrison found himself at the head of the table

in the NEFBA headquarters conference room, being interviewed by the organization’s executive committee for its top administrative post. It was a surreal moment for the U.S. Navy veteran, who had spent most of his formative years and adult life in the Jacksonville area, learning about the construction industry, literally, from the ground up following his six-year military service. Ameris Bancorp is headquartered in Moultrie, Georgia, but moved its executive offices to Jacksonville. It expanded by acquiring Jacksonville Bancorp Inc., parent company of The Jacksonville Bank. Cheney said Ameris Bank would take occupancy during the first quarter after the space is renovated for office use. The two floors will house the bank’s executive offices. The private University Club closed in December 2016, saying the move was a business decision. The club leased the 27th floor for the dining and event facilities and a small space on the 28th floor for a men’s athletic center. It auctioned off its furniture, artwork and equipment. Building plans filed Tuesday show that Adams Interior Contractors Inc. is the contractor for the $208,000 demolition of the 17,000-square-foot space for Ameris Bank. The tenant build-out for Ameris will be permitted separately. Cheney said he did not have a cost estimate for the completion of the space. Adams Interior Contractors also will demolish the former athletic facilities on the 28th floor. That permit request shows a cost of $51,901 for the 5,565-square-foot project. No tenant use is shown on those plans. Cheney said it was being cleaned up so that it would not affect the bank’s offices.

St. Vincent’s Health Center seeks permit for Regency site

St. Vincent’s HealthCare and contractor Batson-Cook Co. applied to the city for a permit to build a $3.2 million Health Center at 858 Monument Road in the Regency area. The 11,519-square-foot project is designed on 1.58 acres across from the Gate Petroleum Co. station. St. Vincent’s plans to open 10 Health Centers in the area. The Regency site is the fifth identified in addition to Mandarin, West Jacksonville, Gate Parkway and St. Johns County. The Jacksonville-based health system submitted engineering plans to the city for the Regency health center at 9769 Hutchinson Park Drive, which is the same location. The site is at Monument Road and Lantern Street, near a WalMart Stores Inc. Supercenter.

St. Vincent’s HealthCare Media Relations Coordinator Kyle Sieg said previously the center is in the permitting phase and the opening date is summer 2018. The 10 locations are planned over 30 months at an estimated cost of $75 million. The first Health Center opened in March in Mandarin and the second will open Nov. 1 in St. Johns County. The health system intends to open a Health Center along Gate Parkway in August near the FBI Building. St. Vincent’s also applied to build a Health Center in West Jacksonville at 6488 103rd St. Jacksonville-based St. Vincent’s said the new-concept health centers are designed to provide essential services such as urgent care, primary care, imaging, lab services and specialty care in one location.

Philips and Bowden Wawa in the works Wawa developer Brightwork Real Estate Inc. applied for a permit to build at 5735 Philips Highway. Tampa-based Brightwork, through BW Philips Bowden LLC,

wants to develop the 6,119-squarefoot convenience store and gas station, gas canopy and dumpster enclosure on 2.13 acres of the property it bought at Philips Highway and Bowden Road. Cuhaci & Peterson of Orlando is the architect for the almost $1.1 million construction project. BW Philips Bowden LLC bought the former Frank Griffin dealership property in April to develop for Wawa. BW Philips Bowden owns 3.9 acres.

Gates of Pottsburg Plaza’s face-lift Hakimian Holdings is remodeling the facade of its recently acquired and rebranded Gates of Pottsburg Plaza. The city issued a permit Friday for Coastal Contracting of North Florida Inc. to remodel the facade of the shopping center at 23 University Blvd. at a cost of $203,650. Through Gates of Pottsburg Plaza LLC, Hakimian Holdings bought Pottsburg Plaza at northeast University and Atlantic boulevards in June for $2.64 million. It signed a lease with MCCI Medical Group for 11,000 square feet there next to Walgreens.

That build-out is $1.36 million. The property comprises the 14,000-square-foot Walgreens, which has a long-term lease, and a 22,000-square-foot multitenant building. Records show the multitenant structure at 23 University Blvd. was built in 1953 and the Walgreens at 11 University Blvd. was developed in 1996. Other remaining tenants include a hair salon, Boost Mobile and Hot Wok restaurant. Developer Ben Hakimian said previously about 8,000 square feet remains available for lease.

Youth service providers assemble at courthouse “It’s a way to connect them,” Circuit Judge Suzanne Bass says. By Max Marbut Associate Editor Nearly 50 providers of services for youth and juvenile offenders set up their tables and displays Wednesday at the Duval County Courthouse for the third annual Juvenile Justice and Youth Services Fair. The project’s inspiration came when Circuit Judge Suzanne Bass was assigned to juvenile court. She soon became aware of the many organizations in the private sector as well as city and state agencies that exist to help young defendants navigate their way out of the justice system and into more productive lives. Bass also became aware that many people — including some of the 4th Judicial Circuit’s juvenile justice probation officers — weren’t aware of the range of

services and options available for young offenders and their families. “I was surprised the groups didn’t know about each other,” she said. The fair is “a way to connect them so they can get their heads together and serve the kids better,” Bass added. In addition to service providers, she invites parents, teachers and community leaders to attend the event, meet representatives of the organizations and leave with literature and personal contacts. She said the vendors sent out invitations and this year, the mayor’s office helped publicize the fair. Many of the organizations have been participating since the event was launched, including 100 Black Men of Jacksonville Inc. Established in 1991, it’s the local affiliate of 100 Black Men of America and provides volunteer mentoring opportunities focused on health, wellness, education and economic and leadership development. Stephen Kennedy, secretary of the organization, said leaders and

role models from all walks of life are paired with black youth ages 8 to 18 and “our motto is ‘what they see is what they’ll be.’” The group has about 30 members, including attorney Octavius Holliday, immediate past president of the D.W. Perkins Bar Association. “We are actively recruiting,” Kennedy said. Bass said the evolution of the fair could be headed for cyberspace. She’s discussing with the city’s Jacksonville Journey program the possibility of creating software or a website that would connect parents and children who could benefit from the help available with the organizations that are looking for clients. The event also might get a new place on the calendar. Bass said last year, people were recovering from Hurricane Matthew on the day of the event and this year, the fair was the week after Hurricane Irma. “I think next year, we might have it in the spring,” she said. mmarbut@jaxdailyrecord.com (904) 356-2466

House speaker, lawmakers tour Irma damage Rutherford says state will start receiving FEMA money “in two or three weeks.” By David Cawton Staff Writer Speaker of the U.S. House of Representatives Paul Ryan toured parts of Jacksonville marred by Hurricane Irma with other elected officials Wednesday. Ryan did not meet with the media, however, despite an advisory saying he would do so outside of a hangar at Jacksonville International Airport. Instead, the speaker, along with U.S. Sen. Marco Rubio, left in SUVs after socializing with others in the delegation. The media also was blocked

from speaking to lawmakers during the brief interaction as the group was surrounded by law enforcement officials. Ryan was scheduled to make two other stops across the state during his tour. U.S. Reps. John Rutherford, Al Lawson, Ted Yoho, Ron DeSantis, Darren Soto, Val Demings and Neal Dunn did address reporters, along with Jacksonville City Council member Lori Boyer after Ryan and Rubio left. The group toured the Duval Emergency Operations Center Downtown and Memorial Park in the Riverside neighborhood. Recovery funds from the federal government was discussed by lawmakers during their visit. Jacksonville still is owed nearly $27 million from FEMA to cover damages from Hurricane Matthew in 2016. Serving as executive director of the Clay Florida Economic Development Corp. at the time, Garrison stood on the precipice of his career coming full circle, and he was excited about the possibilities. That same afternoon, he took the call he had been waiting for from NEFBA President Lee Arsenault. “I remember when I got home he called me about five o’clock and said, ‘Bill, we'd like to let you know we'd like to offer you the job as executive officer.’ “I just went ‘YES!’,” Garrison said. “And then he said, ‘I'd also like to let you know you're on speaker phone.’” Although he hadn’t really left, Garrison was back home.

In August, Garrison succeeded Corey Deal, who served for four years as the NEFBA executive officer. Deal left the post earlier this summer to become executive officer of the Greater Atlanta Home Builders Association. “It's almost hard to put into words to be honest,” Garrison said. “Given my background in having worked in the industry for 27 years, to lose my job in the industry because of the recession, then to land on my feet where I got some experience managing a nonprofit and to be able to come back home, it’s almost too good to be true.” A BIG IMPACT

NEFBA’s government affairs arm has been embroiled in discussions with local governments over the growing trend to impose and/or increase impact fees on new home construction to offset growing infrastructure costs, particularly transportation. He agrees that governments need more revenue to provide infrastructure to accommodate growth, but adds it’s his job and that of any industry trade organization to advocate for its membership. “Every cost that is added to manufacturing the product drives the cost up,” Garrison said of impact fees. “The business can't eat it. Everyone is competing on very thin margins, so now every dollar you add to it ends up in the price. “Now you add $10,000 or $15,000 to the price of the home and the homeowner that qualified here, they no longer qualify,” Garrison continued. “Someone who is buying a $500,000 house is not going to be hurt by a $5,000 impact fee. Unfortunately, it is politically expedient. You're taxing people who are not even here yet.” Impact fees are rolled into the price of the homes and eventually financed by the buyers in their mortgages. Meanwhile, home values don’t necessarily rise to reflect the additional cost of the impact fees, leaving new construction homeowners behind resale buyers in equity. And it can adversely impact buyers of new construction who are moving within the market. “All of these new homes are not being sold to people who are out of the area,” Garrison said. “These points have been argued to death, but it’s our job to keep going up there and arguing.” In addition to advocacy for the industry, NEFBA also provides educational opportunities to its membership and operates its charitable arm, Builders Care. Its apprenticeship program also helps cultivate the next generations of industry professionals. BETWEEN THE DITCHES

It is Florida’s oldest and largest homebuilders association and the fifth largest in the United States. The NEFBA Charitable Foundation was chartered in 1986 and in 2001 the association launched Builders Care to help eliminate substandard housing in the region by working to restore homes belonging to the elderly and physically challenged individuals with limited or no other sources of assistance. NEFBA serves the construction and associated industries in Baker, Clay, Duval, Nassau and St. Johns counties.

its membership responded to the Great Recession, and has responded since. He also understands the challenges its members face in good times and in bad. “NEFBA is as large as it is because it's been a very wellrun organization and it's fulfilled its mission,” Garrison said in explaining NEFBA’s size and scope. “During the lean times, the members hung together. Yes, membership dipped, but they hung in. Now things are recovering and people are rejoining. “Northeast Florida has grown literally for decades,” he continued. “Jacksonville was a sleepy little town back in the 1950s or so, and this town has just gradually grown. It's a beautiful place to live. It has an NFL team, great weather and beautiful natural resources, so it attracts people. We've enjoyed seven years of a recovery, and all of that combined and has led to this. “My challenge is not to run it into the ditch.” Garrison said he has plenty of help to prevent that. He credits his predecessor for building a highly capable staff of professionals. “Corey Deal hired every person but one who is here now,” said Garrison, 56. “It's a dream team. It is so cool to come in

here and work with these young — compared to me —professionals who are engaged, smart and energetic.” DIFFERENT PERSPECTIVE

Unlike his immediate predecessors, Garrison worked his way from the ground up in the construction industry. He’s labored at construction sites, has sold building materials to builders and served as an executive for a custom homebuilder. That experience, plus his last five years overseeing the Clay County EDC, represents a natural, albeit gradual, progression to his new role. “I have a unique background in that I think I'm the first who came through the industry to this position,” said Garrison. “The others had different backgrounds. They were nonprofit management-type people. Corey had a law degree and was an attorney. “I know what it's like to be out there as an hourly employee, a subcontractor, a supplier, and I worked for a custom homebuilder,” he continued. “I climbed the ranks of the industry and I think that gives me special insight of what it’s like to sit out there as a lumber salesman and be a part of this association.” Not only did Roger Higginbotham invite Garrison to become involved with NEFBA in 1993, he eventually became operations manager for Sid Higginbotham Builder, one of Northeast Florida’s best-known custom homebuilders with sales of $24 million per year. He worked for Higginbotham for 10 years before accepting the leadership position with Clay County EDC in 2012. In all, he spent 27 years in the residential development industry in a variety of disciplines. Now he has his dream job leading his dream team into what he believes is an even brighter future for NEFBA.
