Saving costs, helping students Schools save $6M in utilities with help from JEA program By Max Marbut Staff Writer Duval County Public Schools has an extra $6 million that will be used over the next year to help students not performing at grade level. The additional funds aren’t from a tax increase, cutting teacher salaries or providing less instructional materials. decide how to spend the money. “It will allow us to fund additional teaching positions in our schools to help students with reading and math,” he said. The district’s energy cost of $151.42 per student is the lowest among the seven largest urban school districts in the state and the second-lowest cost per student among Florida’s 67 school districts. Schools are conserving utilities through a process that ranges from installing lighting that uses less electricity to using sensors that cut off lights in empty class-

rooms to investing in high-efficiency HVAC equipment when it’s time to replace older units. The school system recently replaced five HVAC chillers with more efficient equipment at a cost of about $345,000 — after a $75,000 rebate from JEA based on energy conservation. In addition to installing the equipment, the school system is adding controls that reduce airconditioning and heating costs at night and on weekends when schools are not occupied. “HVAC is our most significant cost for electricity,” said Vitti.

In addition to the rebate that lowered the capital cost for the equipment, the more efficient units will save the schools 700,000 kilowatt hours of electricity per year, which translates into a payback on the new units in four to six years. “When we reduce the use of air-conditioning, we reduce costs,” Vitti said. A former Japanese steakhouse that operated in Arlington since about 1979 is slated for renovation for O’Steen’s Auto Body. It moves O’Steen’s Auto Body to a more visible location along Atlantic Boulevard, which has become a major Jacksonville auto dealership corridor. New life for Japanese steakhouse

When Doyle Carter hosted an open house of sorts to discuss his candidacy to become City Council vice president, it didn’t exactly go as he had hoped. Only a couple people showed up for that late January meeting. None of them were council members. Given the opportunity, Carter went through with his speech anyway. “I thought it sounded pretty good,” he said Monday. He said that session was “early” and scheduled during a committee meeting, which he believes led to some of the noshows. On Monday, he had another meeting, this time with council member Aaron Bowman — one of four vying for the council leadership role who already had gained some support. And then a funny thing happened. After Carter gave a Carter brief speech about his qualifications and leadership, Bowman said he would sign a letter of support for Carter. He did, and Sam Newby, who sat in on the meeting, also signed a letter. Newby had previously signed a letter for Matt Schellenberg, but Schellenberg also was dropping from the race, said Newby. Both first-term council members praised Carter as a unifier, someone who could bring together both the new and old guard on the council and always showed dignity and respect. USS Adams group still needs $2M from donors

The Legislature and Gov. Rick Scott were kind to the group trying to bring the USS Adams to Downtown. Now the Jacksonville Historic Naval Ship Association hopes others in Jacksonville will be just as generous. The group in recent weeks received a $1 million state appropriation under the heading of “historic properties restoration,” with the funds ultimately used to help house the ship along the St. Johns River. “We are ecstatic,” said Dan Bean, association president. The funding will be used to upgrade the pier, create a makeshift parking lot and repair uplands — cleaning up “muck” as Bean calls it — so the warship can be berthed in a way that doesn’t deteriorate the hull. The money, Bean said, is crucial. Initially, the needed improvements and ship repairs were budgeted at about $3.5 million, said Bean. The state funding means the association can focus on seeking just the budgeted $2.5 million for rehabbing the ship and bringing it to Jacksonville. It is in Philadelphia awaiting a go-ahead for improvements, painting, and refurbishing the topside and some main compartments. It’s not everything the association planned for the ship, but it’s enough to get the vessel functional and ready to tow to Jacksonville. Bean said in that state, the Adams could be open to the public and profitable in ways like a museum or sleepovers for Boy Scouts and Girl Scouts — groups that often go out of state for such excursions. Even getting to that point will need help from the community. The association has a $2.5 million line of credit with Synovus

Bean and others are pitching community leaders for support in the form of providing a share of that collateral. They’re seeking $125,000 from 20 donors to hit the mark. They have commitments from four. “That’s the biggest thing,” said Bean. “We just need people to step up.” He realizes it’s a “leap of faith” for some, but calls it a safe risk and the likelihood is it will never come up. The association continues to fundraise every day, Bean said. One such opportunity takes place through a “boat drop” event April 12. Hundreds of toy rubber boats will be dropped in the river Downtown, with prizes awarded to owners whose floating vessels cross the finish line first. Each boat is $10 and goes toward the association bringing the USS Adams to Jacksonville. If funding can be lined up, timing might be on the Adams’ side, too. Bean said the Philadelphia shipyard for the next 18 months is working on a series of frigates,

The state money will further develop the Shipyards property, although the city and Jacksonville Jaguars owner Shad Khan continue to discuss proposals addressing the the long-term status of riverfront site. fluorescent and LED lights have been purchased for a total rebate of more than $4.6 million. The utility introduced the InvestSmart home energy upgrade program in 2010. It includes rebates for energyefficient lighting and HVAC replacement, attic insulation, solar screens and window tinting, duct repair, system tune-ups and plumbing fixtures that use less water. Since the program began, JEA has provided more than 47,500 home energy rebates for total incentives of more than $2.6 million. On the commercial side, nearly 5,200 businesses have received more than $8.7 million in rebates. In addition to the public schools, the largest commercial conservation rebate participants include Jacksonville Naval Air Station, Mayport Naval Station, Publix Super Markets, WinnDixie, Walmart, AnheuserBusch, Baptist Medical Center, Mayo Clinic Jacksonville, St. Vincent’s Health System and the University of North Florida. JEA gets the money for the

rebates from a 1-cent per kilowatt hour conservation fee paid by its customers on their monthly utility bills. “All of the money is returned to the community in the form of conservation programs,” said Payson Tilden, manager of customer solutions. “The whole point is to help our customers make their energy usage lower.” Motivating customers to invest to use less electricity helps them save money each month and there’s a benefit for JEA as well, Tilden said. “In the bigger picture, when our customers conserve, it means we don’t have to build a new power plant,” she said. JEA projects flat revenue for the next year, despite a growing customer base. Not having to borrow money to provide more generating capacity also means the utility can pay down its existing debt sooner. Tilden said JEA provides energy audits and consultation for customers who wish to participate in the rebate programs. For commercial customers, JEA has staff members who

work with companies to develop the most effective conservation plan and then help them find a contractor who can perform the installation. After the equipment is installed and inspected, JEA issues the rebate to the customer. It’s even easier for residential energy conservation, Tilden said. JEA has established a group of local “trade allies” — prequalified contractors who are mandated to make customers aware of energy efficiency rebates and install equipment that uses less electricity. When an efficient system is installed by an approved contractor, the rebate is shown on the customer’s invoice and JEA reimburses the contractor for the discount, “Our trade allies are really outstanding,” said Tilden. Next Senate president Mathis focusing on universities Continued from front page

By Brandon Larrabee The News Service of Florida Highlighting what is expected to be one of the focuses of his tenure as Senate president, Sen. Joe Negron announced Monday he will take a four-day “listening tour” of state universities. Negron, R-Stuart, said he would visit each of Florida’s 12 public universities — literally traveling from Pensacola to Miami and Boca Raton — starting April 18 at the University of West Florida. Stops at Florida State University and Florida A&M University are also scheduled for the first day. The following day, Negron will tour the University of North Florida, University of Florida and University of Central Florida. On April 20, he plans to visit the newest school, Florida Polytechnic University, as well as the University of South Florida and New College of Florida. The trip will end on April 21 with stops at Florida Gulf Coast University, Florida International University and Florida Atlantic University.

Negron “We look forward to making our state university system a focus of the next two years and this listening tour will provide important insight for future legislative action,” Negron said in announcing the tour. Negron is set to become Senate president after the November elections. According to his announce-

ment, he plans to tour one program or college at each university and talk with school administrators, faculty members and students. The news release rolling out Negron’s university tour didn’t mention any policy prescription, but the future Senate president laid out some plans last year when he was formally tapped for the position. At the time, Negron proposed increasing university funding by $1 billion over two years and offering a slate of changes that would include making financial aid programs more generous for students and competing for top out-of-state students. Negron said university presidents told him the state needed to work on recruiting and retaining faculty, improving graduate and professional schools and upgrading infrastructure across the university system. Universities received a $75 million funding increase in the budget for the year beginning July 1, tied to a performance funding model that lawmakers have been leaning on more heavily.

Carter had his first two pledges. The race now has just two candidates, the other being John Crescimbeni who, including himself, has six commitments. It takes 10 to earn the role. Since a series of meetings from all four candidates in late January and early February, activity on the race has been quiet. Carter said he went through a month and a half of family issues and council matters that dominated his time. Crescimbeni on Monday said the logjam of people in the race and number of people who were noncommittal made him take a break until this month. His plan is to resume scheduling meetings this month. The vote for council leadership is slated for May 24. The number of candidates and lack of traction was a reason Bow-

man said he decided to step aside. The majority of council members are in their first year and not as familiar with the setup, he said, with all meetings having to be publicly noticed. He said he didn’t see support for his candidacy and decided over the weekend to back Carter. Bowman said his hope is for another term on council, which would afford him plenty of time to make another run at leadership. Schellenberg likewise on Monday said he had given serious thought to the decision, but hadn’t generated much support for his candidacy. He didn’t blame Newby for signing on with Carter, but said he wasn’t committing to either of the remaining candidates just yet. So, it’s down to two to serve alongside expected council Presi-

dent Lori Boyer for the 2016-17 council year. Both candidates are longtime council veterans. Crescimbeni was in office from 1991-99, returned by winning a special election in 2008 and has won re-election twice. Carter served from 1999-03, returned to the private sector then was elected to office in 2011 and re-elected last year. Both still have work to do to secure those votes. Carter is giving the open house another attempt. He’s scheduled two today, one from 8-9 a.m. and another from 1-2 p.m. He’s scheduled them around committees, hoping they draw a bigger crowd than last time.

Hollister downsizing at Town Center

Hollister is downsizing its teen-clothing store at St. Johns Town Center. A pending permit shows Hollister will decrease space to about 4,500 square feet at a construction cost of $925,000. No contractor is specified on the application. Hollister leases space at 4764 River City Drive, No. 101. Permit records show 6,730 square feet of space was built-out for Hollister in 2004. “We are updating this Hollister location to follow our new store model, which is more open

and provides a better shopping experience for the customer,” the company said in an email. It expects the project should be completed by early fall. Hollister is a brand of Abercrombie & Fitch Co., a specialty retailer of casual clothing for men, women and children. Hollister, which models itself as inspired by Southern California, also operates at the Orange Park Mall. Abercrombie & Fitch’s LinkedIn profile says its almost 1,000 worldwide stores comprise 570 Hollister, 279 Abercrombie & Fitch and 125 Abercrombie Kids stores. More than 400 Hollister stores operate in the U.S., with the highest counts in California, Florida, Texas and New York. A 2014 Wall Street Journal report said Abercrombie began rolling out Hollister stores in 2000 to appeal to the younger-teen set while its namesake stores targeted a college-age audience. The Journal said that after the recession, Abercrombie began trying to create a new profile. Teens had turned more to fastfashion stores like H&M and Forever 21.
