lmost 15 years after opening St. Johns Town Center, owners are preparing for a fourth phase at the Southside shopping center that includes a theater, hotel and additional retail space. A multistory building for Restoration Hardware also is proposed at St. Johns Town Center that could be part of the project. Separately, a news report shows that

Aldi is considering plans to build a discount grocery store at Philips Highway and Emerson Street at the address of a closed Wells Fargo bank branch. The 2.78-acre site has been marketed for redevelopment. The two-story 14,580-square-foot building was developed in 1960. Aldi (Florida) LLC and civil engineer Upham Inc. of Ormond Beach seek a service availability letter from JEA to redevelop the property with a 20,442-squarefoot neighborhood discount food market. It could become at least the 12th Aldi site open or proposed in Northeast Florida for the Germany-based discount chain. Aldi said Wednesday it had no details to share. On Aug. 5, the city issued a permit for construction of an almost 23,000-square-foot Aldi at a cost of $1.8 million at 15324 Max Leggett Parkway. That’s the 11th site identified in Duval, Clay, St. Johns and Nassau counties. Aldi will open its first Nassau County store in Yulee on Aug. 29.

Pinstripes Bowling Bocce Bistro is interested in a Jacksonville location, but no site was specified. St. Johns Town Center is at northwest Butler Boulevard and Interstate 295. Plans show a four-parcel fourth phase, primarily east of True Food Kitchen, J. Alexander’s and the shops that include Tesla, Apple and Urban Outfitters. The phase is south of Dick’s Sporting Goods. The land primarily is undeveloped or

SoFi taking space at Town Center Two SoFi, the California-based online personal finance products company that matches the 300-job Project Quail, executed a sublease in the Town Center Two building at 5335 Gate Parkway. SoFi will occupy the 37,000-squarefoot fifth floor of the six-story building, which is across Butler Boulevard from St. Johns Town Center. “This is a great coup for Jacksonville as they looked at several other

cities and obviously it’s a good win for the building as we competed against several other options in the area,” said a statement from Newmark Phoenix Realty Group, the company representing the sublease space. The building was developed for lease to Jacksonville-based Web.com. The statement said Web.com downsized to the first three floors and made the top three available for sublease.

Town & Country Shopping Center sold Arlington’s first retail plaza sold last week to JWB Real Estate Companies LLC, which paid almost $5.08 million for the Town & Country Shopping Center at northeast University Boulevard and Arlington Expressway. Jacksonville-based JWB, led by President Alex Sifakis, focuses on urban redevelopment and infill housing.

“We are currently evaluating our options for the site,” Sifakis said Monday. Property records show Town & Country was developed in 1953 and expanded since then. It comprises about 200,000 square feet of space on almost 19 acres at 903 University Blvd. N.

‘Massive’ growth, traffic led to Tamaya Market

2,400 homes priced at more than $300,000 are planned for the development. Tamaya Market developers are taking advantage of the trade area at northeast Beach and Kernan boulevards, where demographics show almost 172,000 people within 5 miles at a median income of almost $62,000. Within a mile, the 10,000 residents earn a median household income of $79,062, according to marketing materials by Colliers International. The center anchors the entrance to the 780-acre Tamaya development by ICI Homes where 350 homes are occupied and 2,400 are planned at prices from $300,000 to more than $1 million. ket, the Tamaya retail center is lining up more services that include Regal Nail Salon, Heartland Dental and First Florida Credit Union. “We were attracted to the site because of the massive residential growth in the immediate area,” said Randy Kelley, founding principal of developer Harbour Retail Partners.

He said the Tamaya housing development, the site’s visibility, traffic Kelley counts and the interest from Sprouts as reasons for development.

RETAIL NOTES Ross Dress for Less in Mandarin: The city issued a permit for North Coast Construction Co. to build-out a Ross Dress for Less store at 11250 Old St. Augustine Road, No. 1, in Old St. Augustine Plaza in Mandarin. North Coast is building out the 28,072-square-foot project at a cost of almost $1.1 million. The store is in space made available from the downsizing of Burlington Stores Inc. Burlington is remodeling the space it will continue to occupy. American Signature in Regency: American Signature Furniture intends to renovate its store in Regency Park Shopping Center at 9400 Atlantic Blvd., No. 100. No contractor is listed for the $400,000 project to refresh the 46,206-square-foot store. More at Gander Mountain: Spirit Halloween will open Sept. 2 in the former Gander Mountain store at 13075 City Square Drive in River City Marketplace in North Jacksonville. Spirit Halloween will lease part of the building. The city is reviewing a permit application for a $188,698 conversion of almost 40,000 square feet of space for future tenant use. Burlington Stores Inc. is building out the rest of the structure, also at 40,000 square feet, at a cost of more than $2.5 million. Gander Mountain occupied almost 82,000 square feet plus outdoor sales space. Harvest House in Mandarin: The city issued a permit for Harvest House of Cannabis to build-out a medical marijuana center in the former Famous Amos restaurant built in 1977 at 10339 San Jose Blvd. in Mandarin. Harvest USA is based in Tempe, Arizona. Harvest DCP of Florida LLP paid $1.25 million for the property. Horizon Retail Construction will build-out the 3,827 square feet of space at a cost of $616,681.

Retail on Lem Turner: The city calculated a mobility fee of $104,712 for development of a 13,500-square-foot retail center on 1.22 acres at 11105 Lem Turner Road in Northwest Jacksonville. Knowles Civil Engineering Inc. is the civil engineer. Krizm Realty Inc. is listed as the property owner on the application. The site is east of Lem Turner Road and south of Dunn Avenue. The application does not specify the type of retail planned.

Harbour Retail Partners, of Wrightsville, North Carolina, is developing Tamaya Market on 11.22 acres that it bought in November for $6.73 million. Tamaya Market is designed as a 75,000-square-foot shopping center. In addition to the grocery store and adjacent shops on each side totaling about 54,000 square feet,

The contractor for Sprouts pulled a permit July 25 for the almost $4.2 million shell construction of the 30,000-square-foot store at 12675 Beach Blvd. Interior work will be permitted separately. The store is expected to open early next year. The city is reviewing a permit application for two buildings adjacent to the east and west of Sprouts for retail shops. Those total 23,634 square feet at a construction cost of $3.31 million. The city also is reviewing a permit application for an almost 7,200-square-foot building on a 1.06-acre outparcel. The construction cost is $632,310. England-Thims & Miller Inc. is the civil engineer. Heartland Dental will lease almost 3,300 square feet on the east end of that building. First Florida Credit Union is considering a building on another outparcel. City plans show a 3,000-square-foot bank on 0.60 acres. Kelley said his group executed a lease with Regal Nail Salon in the shops next to Sprouts and has three other letters of intent “in motion” that he cannot comment on until the leases are executed.

New city ordinance requires adult changing tables

Angel Miele’s daughter has a rare neurological disorder that causes mobility issues. By the age of 5, Miele’s daughter had undergone five surgeries, numerous emergency room visits, doctor appointments and physical therapy. The disability creates a barrier for Miele to take her growing child, who turns 8 on Sept. 22, to a restaurant, movie or ballgame. “Unfortunately, our babies don’t stay babies forever. I had no idea changing a diaper would be such a big challenge. We found ourselves changing her on filthy public restroom floors and in the back of our van,” Miele told City Council on July 23. Miele told District 11 council member Danny Becton about her concerns three years ago. Ordinance 2019-646, introduced by Becton, was approved as an emergency July 23. It requires some businesses

with a public restroom to install an adult changing table if they are undertaking new construction or existing building renovations of more than 50%. The legislation creates a local amendment to the Florida Building Code that will require some businesses with public restrooms to install adult changing tables by Jan. 1. The ordinance addresses calls from parents like Miele who cannot use existing baby changing tables and other restroom facilities to care for their growing child or adult dependent with disabilities. Becton said July 24 the new building code provision is a public health and safety issue. “This is about taking care of a group of needs within our community that begins as early as a child at 2 years old, perhaps for the rest of their life,” Becton said. “For the parents that have to deal with special needs kids, they’re having to lay their kids on the floor of

bathrooms, in the trunks of the cars, inside their cars.” Businesses affected by the change include: n Theaters n Sports arenas and stadiums n Convention centers, auditoriums and exhibition halls n Public libraries n Passenger terminals n Amusement parks with permanent locations Restaurants with seating for at least 50 people, shopping centers larger than 25,000 square feet and retailers with more than 5,000 square feet also fall under the requirement. However, restaurants that are within 300 feet of another adult changing table are exempt. According to the ordinance, the code calls for at least one adult changing table in a business’s public men’s, women’s and unisex restrooms. It also calls for signage locating the tables. The bill was signed by Mayor Lenny Curry. According to Becton, the bill was filed as

an emergency so it could be included as a local amendment to the updated Florida Building Code which is being drafted this month. The bill mirrors another local building code provision added in May requiring baby-changing tables in public restrooms. That provision was introduced by former council member John Crescimbeni. Becton said his former colleague’s bill provided a fix that wasn’t obvious when Miele approached him in 2016. “Certainly, it was something that I wanted to do, but at the time I didn’t have a solution,” Becton said. For affected businesses, this will be an additional expense to invest in their property. Lee Kaufman, CEO of the San Francisco-based supplier of accessibility products MaxAbility Inc., said the average cost for a height-adjustable, folding adult changing table is $7,000 to $8,000. The price does not include the cost of installation. A table’s price point can vary, depending on table features such as electronic lifts and weight capacity. With the focus primarily on larger businesses and venues, industry leaders in Duval County don’t see the new building code requirement being a burden to business owners or contractors. “There will be some cost to the building owner for both design and construction. But once the specs are in the plans, it’s construction business as usual,” said Karin Tucker

Hoffman, president and CEO of the Associated Builders and Contractors Florida First Coast Chapter. Hoffman founded MaxAbility in 1993 after a career as a registered nurse. He designed a table specifically for public restrooms and with the durability to withstand vandalism. He said he’s been working with advocates in Tallahassee to introduce legislation in the Florida Legislature to bring more of the changing tables into public restrooms. He said he didn’t know of any other U.S. city that has added an adult changing table provision into its building code. U.S. businesses have begun adding adult changing tables to restrooms to address a growing demand from Americans with Disabilities Act accessibility advocates, but the private sector market for adult changing tables has emerged in the past four years, Hoffman said. The product has been available since the late 1990s, mostly used by public schools and adult day care programs. “Right now, it’s mostly business owners being proactive and not necessarily trying to meet code,” Kaufman said. There currently is no U.S.based manufacturer making the wall-mounted, foldable adult changing tables, according to Kaufman, and Max-Ability sources its stock from Denmark. According to reports, the company buying WFOX and WJAX is interested in acquiring Tegna Inc., the parent of First Coast News. Apollo Global Management, which already has an agreement to acquire the parent of two Jacksonville television stations, may be trying to buy the parent company of two other stations. The Wall Street Journal reported Friday that Apollo is interested in Tegna Inc., which owns 49 television stations including WTLV TV-12 and WJXX TV-25 in Jacksonville. Funds affiliated with Apollo agreed in February to buy control of 14 stations operated by Cox Enterprises Inc., including Jacksonville stations WFOX TV-30 and WJAX TV-47. Tegna has rebuffed Apollo, the Journal said, so a possible deal is a long way off. But if it did come to fruition, Apollo would almost certainly have to divest one of the Jacksonville groups. The Tegna stations in Jacksonville operate together under the “First Coast News” banner and the Cox stations feature “Action News.” Jacksonville’s two other commercial television stations, WJXT TV-4 and WCWJ TV-17, are owned by Graham Holdings Co. Cox owns WFOX outright and operates WJAX with it under a shared services agreement. Apollo expects to complete its acquisition of the Cox group in September. Apollo also in June agreed to acquire Cox’s portfolio of 60 radio stations, which includes six in Jacksonville. Tegna formerly was part of a larger media conglomerate that included the Gannett newspaper chain. However, Tegna

and Gannett Co. Inc. split into separate public companies in 2015. Gannett three weeks ago agreed to a buyout by New Media Investment Group Inc., parent of the GateHouse newspaper chain that includes The Florida Times-Union and St. Augustine Record. Tegna’s stock rose as much as $1.58 to a 52-week high of $16.58 Monday after the Journal report.

Dick’s Wings owner increases sales ARC Group Inc., operator of the Dick’s Wings restaurant chain, nearly quadrupled revenue in the second quarter to $4.2 million, due in part to the acquisition last year of the Fat Patty’s restaurant chain. The company had a net loss of $291,561, or 4 cents a share, in the quarter. ARC Group operated 20 Dick’s Wings and four Fat Patty’s restaurants as of midyear. The company also has an agreement to buy the Tilted Kilt restaurant chain. In a news release last week, CEO Seenu Kasturi said the company is “making progress” on the Tilted Kilt deal. “Although this transaction has taken longer than anticipated, the acquisition remains on track and we look forward to providing further updates in the near future,” he said. ARC Group was headquartered in Jacksonville but moved into a new headquarters office in Orange Park at the beginning of this year.

Drone Aviation becomes profitable Drone Aviation Holding Corp. last week reported a second-quarter net profit of

$53,814, as the Jacksonvillebased company benefits from sales of its Winch Aerostat Small Platform tactical system. The company had revenue of $1.37 million from sales and deliveries of the WASP system and integrated services to U.S. government customers. Drone Aviation had revenue of only $7,450 in the first quarter. CEO Jay Nussbaum said in a news release the company will be getting monthly recurring services revenue in support of the U.S. Border Patrol. “We believe our vision for WASP, fueled by our strategic investments, is now beginning to demonstrate the value we can provide to our government customers on the border and the battlefield,” he said.

Timing affects Duos results Duos Technologies Group Inc. last week said secondquarter revenue fell 58% to $1.35 million, because of shifts in the timing of projects dictated by customers. However, the Jacksonvillebased provider of intelligent security analytical technology said the delays will not affect its full-year results and it still expects total 2019 revenue of $14 million to $15 million. “While our revenues will continue to fluctuate between quarters, we believe that these variations will become less pronounced as we grow over the next 24 to 36 months, on our way to building a much larger business,” CEO Gianni Arcaini said in a conference call with investors, according to a transcript posted by the company. Arcaini said the company is increasing staff in anticipation of more business. It has 85 U.S.

Duos’ stock has been trading under $1 but in June, it upgraded its listing from the OTCQB Venture Market to the OTCQX Best Market. “Graduating to the OTCQX means that we have met the more stringent requirements of the QX market,” Arcaini said. “We believe trading on the OTCQX offers an opportunity to generate even greater interest in our company from a broader universe of potential investors,” he said. Arcaini said Duos has plans to upgrade its listing to the more prestigious Nasdaq market. Duos reported a net loss of $1.95 million, or 8 cents a share, for the second quarter.

ParkerVision reports loss ParkerVision Inc. last week reported a second-quarter net loss of $1.6 million, or 5 cents a share, with minimal revenue. The Jacksonville-based developer of wireless technology recorded revenue of $25,000 in the quarter after announcing plans to abandon its Milo in-home Wi-Fi product. ParkerVision’s main business now is pursuing several patent infringement lawsuits against major mobile communications manufacturers. “We have significantly reduced operating costs over the past year, and we believe those reductions, paired with additional litigation financing for the completion of our cases in Florida, will enable us to see these cases through to conclusion,” CEO Jeff Parker said in a news release.

GEE Group Inc. last week reported revenue for the third quarter ended June 30 of $38.1 million, 5.3% higher than the second quarter but 5.4% below the third quarter of fiscal 2018. The Jacksonville-based staffing company had a net loss for the quarter of $6.8 million, or 57 cents a share, which included a $4.3 million noncash goodwill impairment charge.

Coach parent falls on sales miss Tapestry Inc.’s stock fell to its lowest level in a decade last week after the owner of lifestyle brands Coach, Kate Spade and Stuart Weitzman reported disappointing sales. Tapestry’s sales for the fourth quarter ended June 29 rose 2% to $1.51 billion, but that was below the consensus forecast of $1.53 billion of analysts surveyed by Zacks Investment Research. The company also said firstquarter revenue is expected to be slightly lower than last year. Tapestry expects revenue for all of fiscal 2020 to increase by a low single-digit percentage, but earnings per share are expected to be about the same as the fiscal year ended June 29. The company’s fourthquarter adjusted earnings of 61 cents a share, a penny higher than the previous year, met the consensus forecast, Zacks said. Tapestry said in a news release the main issue affecting its forecast is the expectation of “more modest topline growth” for Kate Spade. The New York-based company expects sales and earnings to increase at Coach. All of Coach’s North American distribution is handled through an 850,000-squarefoot facility at the Jacksonville International Tradeport in North Jacksonville. Garrison will be NEFBA’s voice with lawmakers

Miranda Contracting co-owner says the top issue for builders is the increasing cost of homes. Joshua Garrison, second vice president of the 1,283-member Northeast Florida Builders Association, will become chairman of NEFBA government affairs near year-end. He talks about the importance of that role: What is the purpose of NEFBA Government Affairs? Our purpose is to advocate for the men and women of the building industry by letting elected officials and state and local governments know the impact of local laws and policies. What is NEFBA’s top government affairs issue? Our top issue is the increasing cost of new homes and commercial buildings because a lack of affordability can harm resi-

dents and businesses. Without our advocacy, a small-business owner may be unable to lease that first storefront. Those who want that first home may not be able to afford it. Many think that added impact and mobility fees simply affect the bottom line of our industry, but actually, these fees add to the price paid by the homebuyer and business property owner. What are the other top issues? Growth stoppage and stagnation are our next primary issues. For example, the government may threaten a moratorium on land development, may slow the approval process or may become overly burdensome in its inspections — important as they may be. New issues appear weekly and can arise on any municipal, county, state or federal level.   How do those issues affect the Northeast Florida business community? NEFBA issues are the issues of all those who want economic growth and prosperity in our region. We are a catalyst for responsible growth in Northeast Florida. The chambers of commerce and government agencies work hard to bring new business to our region. NEFBA members are the “boots on the ground,” implementing that growth throughout the community. We do this by selecting property, then by entitling and

What has been the biggest government change that affected your business? The 2015 pivot of the city of Jacksonville under Mayor Lenny Curry to a pro-growth and pro-business culture is the biggest government change that affected my business. We had changes of departments heads. We, as a city, solved the pension crisis. We are experiencing true Downtown activation. All of this plays a vital role in driving continued land development and economic growth throughout our region. What do you see as the next big issue? I see the growth in Clay County as our next big issue, which is good. With the building of the First Coast Expressway and the announcement of Governors Park and other developments of regional impact, the area is poised for growth. Mayo, UNF centers boost city’s innovation ecosystem

Mayo Clinic’s Life Sciences Incubator, UNF’s Center for Entrepreneurship and Innovation, “a powerful addition” to the city. In the six years since Jim Stallings founded PS27 Ventures, he says Jacksonville’s startup and innovation ecosystem has changed rapidly and expanded. He said change will accelerate with two incubators and innovation centers that opened this week. Mayo Clinic opened its Life Sciences Incubator on Aug. 22, and the University of North Florida Center for Entrepreneurship and Innovation introduced its inaugural cohort of 14 entrepreneurs this week. “My first reaction has been this is excellent for the community, because they are very focused and specialized in different missions, in different areas and it complements everything we’re doing as

well,” said Stallings, whose PS27 Ventures is affiliated with both programs. “It’s almost like 1+1+1=5. Everybody brings something different and they’re bringing something new, and very much needed, for Jacksonville. It’s a very powerful addition,” he said. Mayo Clinic’s Life Sciences Incubator is designed to commercialize the hospital’s internal innovations, as well as host life science, health care and biotech entrepreneurs from around the world. Vic Nole, executive director of the Life Sciences Incubator, said the group is looking for entrepreneurs focused on “advancing health care Stallings and wellbeing,” and those that also are “aligned with the Mayo mission.” “We’re looking for mutually beneficial relationships,” Nole said. “Ultimately we would like to have a business relationship with the companies that we bring in. So those could be things like creating collaborative research agreements with them, hosting clinical trials, providing access to Mayo thought leaders in exchange for co-development of products and technologies and shared IP.” The 75,000-square-foot incubator provides entre-

preneurs access to coworking space, wet labs, business resources, networking events, academic entrepreneurial training and external partnerships with those in the community who can help design, launch and grow the companies. Nole said the incubator already has gained attention from companies locally and outside the city, state and country. UNF’s Center for Entrepreneurship and Innovation provides a yearlong development program for early-stage companies, along with coworking space and business resources. Collaboration is a key component to both centers, as well as to developing innovation and entrepreneurship in the city as a whole, said Karen Bowling, the director of the UNF Center for Entrepreneurship and Innovation. “It’s all of us working together to make sure that

anybody who comes here and wants to start a business has that opportunity,” said Bowling, who co-founded the Solantic urgent care centers with Sen. Rick Scott. UNF and Mayo Clinic have a formal partnership and Nole serves on UNF’s advisory board for the center. PS27 Ventures partnered with Mayo Clinic’s incubator and Stallings serves on UNF’s advisory board alongside Nole. Stallings said when he talks to companies outside the city for PS27, they often ask him what institutions are in place for innovators and entrepreneurs. “When (PS27 Ventures) started five or six years ago, that was a very short list,” Stallings said. “Now, when I talk about what’s available, it’s not only a lot more investors, but it’s these institutions now like UNF and the Mayo Clinic coming online. It’s a real proud moment to be able to say we’ve got these really nice facilities

and capabilities that are helping us in our community.” When Henry Brown becomes chair of the JAX Chamber in 2020, he said his focus largely will be on innovation and how the chamber can create “an innovation ecosystem” in Jacksonville. Mayo Clinic and UNF opening will help those efforts, he said. “One of the most important things we can do from an economic development standpoint is to attract smart, hardworking young people who are going to be the next generation of entrepreneurs and leaders for the city,” said Brown, CEO of Jacksonville-based Miller Electric Co. “They’re going to go to where they see an innovative ecosystem and see an opportunity to do new things and try new things,” he said. Stallings said as the Mayo Clinic and UNF centers become established, along with similar centers coming along, Jacksonville could become a leading city for entrepreneurs and innovation. “There’s this thought that the only place you can actually launch a company is Silicon Valley or New York or Boston or Texas,” Stallings said. “I think in the very near future, it’ll be very clear to everybody that no, no, no. used for parking, although one parcel is an expansion of an existing building. Plans show four fourth-phase parcels on 41.02 acres, comprising: n A 600-seat, 36,000-squarefoot theater on Parcel 1, east of Shops V and W, which are the stores generally from Urban Outfitters to Coach. No brand is identified. That size theater is smaller than the new ones in the area, such as the 1,348-seat, 14-screen, 55,428-square-foot Cinemark planned at Kernan and Atlantic boulevards. Smaller specialty theaters tend to focus on the upscale dinner-and-a-movie concept with luxury seating. n A 43,000-square-foot building on Parcel 2, south of the theater and east of the restaurants and the Tesla building. Its tenant use – retail or entertainment – was not specified. n A 118-room, 72,000-squarefoot hotel on Parcel 3 in front of the Uptown at St. Johns apartments at 5290 Big Island Drive. No hotel brand is identified. n A 15,300-square-foot addition to a 14,700-square-foot building near Nordstrom Inc. There also appears to be space remaining for surface parking. Eventual designs would show if each parcel also would contain parking spaces for customers. POTENTIAL TENANTS

Two prospective tenants have surfaced. While not named in the plans, Restoration Hardware at St. Johns Town Center was identified in a JEA service availability request. England-Thims & Miller is the agent for that query, described as a multistory, 43,000-square-foot

building with adjacent parking. Restoration Hardware, known as RH, has been looking at Jacksonville for a smaller store, so it’s not clear if it would use the entire building or whether other tenants would lease there. In December, RH’s CEO mentioned Jacksonville as a “target secondary market” for a new concept of smaller Design Gallery stores. While the typical Design Gallery averages 33,000 square feet, CEO Gary Friedman said in a letter to shareholders accompanying an earnings report that RH is working on a new concept for secondary markets with 10,000to 18,000-square-foot stores. “We believe these smaller expressions of our brand will enable us to gain share in markets currently only served by smaller competitors,” he said. RH operated an outlet store for about three years at The Shoppes at Southside at 9950 Southside Blvd., north of The Avenues mall, closing it early this year. The Pinstripes Bowling Bocce Bistro is another possible tenant at St. Johns Town Center. In May, the South Florida Business Journal reported that Pinstripes CEO and founder Dale Schwartz said the company will open its first Florida location next summer in 30,000 square feet in Aventura. The report said Schwartz was in talks to open in Jacksonville and Orlando and was close to completing deals for locations in Coral Gables and Tampa. Pinstripes, based in Northbrook, Illinois, did not respond to an email seeking comment. Simon Property Group Inc.,

Engineer Jeffrey Crammond, a traffic engineer with EnglandThims & Miller Inc., submitted the CCAS applications. “They’re moving forward with some additional parcels,” he said. The 207-acre St. Johns Town Center opened in 2005 with many well-known retailers already represented in the market, including a prototype Dillard’s department store, and the area’s first Apple store. The initial phase included Target, Staples and Ashley Furniture HomeStore. It added a second phase in 2007, just before the 2007-09 recession. Center and Town Center Promenade. South along Gate Parkway is Gateway Village at Town Center. Not far from that is Ikea. All of those are completed or about to be. And there’s more. Nearby, at southeast Butler Boulevard and I-295, Fuqua Development Principal Jeff Fuqua announced in March that he proposes a $300 million mixed-use project called the Exchange at Jacksonville. Atlanta-based Fuqua Development plans to develop the 67-acre retail, entertainment, hotel, office and apartment center on land it has under contract from the Skinner family. Plans unveiled in March showed a CineBistro “dinner-and-amovie” concept. Fuqua could not be reached for comment. The Fuqua development is the retail center of 1,063 acres owned by the Skinners, the last large parcel of land that the Skinners own. The overall site is designed for residential neighborhoods, a village center and regional office and commercial uses. The property has been owned by the Skinners since the late 1880s for agricultural uses such as silviculture, cattle grazing and hunting. It is part of the original 50,000 acres that have been divided among generations of family members.

strom opened a two-level, 124,000-square-foot department store in October 2014 as the anchor of the third phase. The St. Johns Town Center regional “main street” and lifestyle center has grown to 1.4 million square feet of retail and restaurant space. News releases show it features 11 anchor stores and more than 175 brand-name specialty stores, along with the park green and a courtyard. The center was developed on Skinner family land and owned 50-50 by Atlanta-based Ben Carter Properties and Simon Property Group of Indianapolis. The Carter group sold its 50 percent ownership in June 2014 to Deutsche Asset & Wealth Management’s Real Estate Investment Group for a reported $375 million. Carrie Smith, managing director of the Franklin Street real estate company, said the potential expansion reflects the health of the trade area around St. Johns Town Center. “Simon knows what kind of volume their current client base is doing at Town Center. It continues to speak about kind of strength the St. Johns Town Center has in our market,” she said.

Kate and John Hatfield say their professional skills translate and complement their personal partnership. Since they graduated from Widener University School of Law in Delaware in 2006, Kate and John Hatfield have become closer, personally and professionally. They moved to Jacksonville to practice law, then they married and started a family. After each was admitted to The Florida Bar in 2007, Kate Hatfield opened The Consumer Law Firm to help clients navigate Florida’s Lemon Law that allows arbitration of disputes between consumers and motor vehicle manufacturers. John Hatfield used his prelaw school experience as a claims adjuster to work for an insur-

ance defense firm. “I really enjoyed doing Lemon Law, but it didn’t pay the bills, so I started taking on auto cases. As I got busier, I asked John to help me,” Kate Hatfield said. “It started out that I was going to help her, then it turned into a full-time job,” he said. Florida TaxWatch honors program The 4th Judicial Circuit’s Family Court Services was selected for a 2019 Florida TaxWatch Productivity Award in the Service Delivery Improvement category. The award is for a program that expedites the process for couples with no children or property who want a simple divorce. The process reduces the time between filing for a simple divorce and final judgment from as long as 14 weeks to little more than the 21-day “cooling off period” required by state law, said Assistant Supervisor of Family Court Anna Mercado.

“We can get people on the court’s calendar the same day they file, they only have to attend one hearing and within 30 days, they’re divorced,” she said. Mercado said nearly 90 percent of people who come to the Duval County Courthouse seeking a simple divorce take advantage of the program and Family Court Services processes between 30 and 40 cases each month.
