JEA publishes the best and final offers from three developers competing to build the utility’s new home.

JEA received and published the best and final offers from the three development firms seeking to build the public utility’s new corporate headquarters. Each proposal would include JEA entering into long-term leases as opposed to owning a new corporate office, customer service center and parking garage. The company plans to relocate from its Downtown offices at 21 W. Church St. it has occupied since 1988 because of increasing costs with the aging campus. Two proposals are on the Downtown Northbank and one is on the Southbank. A decision is expected at JEA’s board meeting Tuesday. First-year rental rates for all the developments range from about $4.7 million to $6.4 million per year, with costs escalating each year after. Land acquisition and construction costs for the proposals are expected to be funded by each development group through a combination of cash and debt secured by large financial institutions. It is unclear what additional financial burden JEA would bear, other than an annual lease, ongoing maintenance and other costs associated with occupancy. LOT J

With apartment and housing communities in development, where will all those dwellers store their extra stuff? Developers are responding. n Ash Properties proposes to build a 120,000-square-foot self-storage project on 15.45 acres called the Palms at Gate Parkway at Burnt Mill Road and Gate Parkway. The address is 7490-7570 Gate Parkway. Baker Design Build is the civil engineer. Plans show the self-storage facility is the first phase to be followed by a second phase of three office-retail buildings totaling 120,170 square feet. n CubeSmart proposes a onestory, 37,950-square-foot selfstorage facility on almost 5 acres at 8552 Baymeadows Road at a project cost of $1.6 million. CubeSmart already operates a self-storage center there. n Sleiman Enterprises applied for a permit to build a four-story, 84,660-square-foot self-storage center on 2.22 acres at 1796 Kernan Blvd. S. Derby House Diner hires chef Derby House Diner, the former Derby on Park restaurant at 1068 Park St. in Five Points, hired executive chef Dustin Wigglesworth to create a classic diner menu with a twist. Wigglesworth, former chef de cuisine at The Candy Apple Cafe, is working with Derby House Diner co-owners Chad Munsey and Michael Schmidt to offer what they call affordable diner food. Schmidt said the “twist” involves “healthy, thoughtful options.” The restaurant, which also has a new logo, plans to open in in late April.
