REPORT TO COMMUNITY 2024

The FirstOntario Performing Arts Centre (PAC) is located in downtown St. Catharines, Ontario at the corner of St. Paul and Carlisle Streets on the shared traditional lands of the Haudenosaunee, Anishinaabe, Mississaugas of the Credit First Nation, the Neutral Peoples and many other Indigenous People from across Turtle Island.

This territory is covered by the Upper Canada Treaties and is within the land protected by the Dish With One Spoon Wampum agreement. We offer our sincere gratitude and respect to the original and continued stewards of this land and are reminded that our great standard of living is directly related to the resources and friendship of Indigenous Peoples.

We also acknowledge Indigenous, Black, other Racialized Communities and 2SLGBTQQIA+ People who have been marginalized for centuries and more — and our collective responsibility to take action for a better world free from oppression, discrimination and racism.

REFLECTIONS FROM LEADERSHIP

MESSAGE FROM THE BOARD CHAIR

On behalf of the Board of Directors, I am pleased to share this 2024 Report to Community, a reflection on the extraordinary progress the FirstOntario Performing Arts Centre has made over the past year. As stewards of this organization, we take great pride in serving as ambassadors for the PAC, championing its mission, vision and mandate, while ensuring its continued success.

Good governance is at the heart of a thriving arts institution, and this past year, the PAC Board of Directors remained steadfast in its commitment to providing thoughtful oversight, strategic guidance, and unwavering support. From championing the new Strategic Plan to strengthening partnerships and expanding artistic opportunities, we have worked collaboratively to position the centre for a dynamic and sustainable future.

Since joining the Board in 2020, I have been truly impressed by the thoughtful, inspired, and dedicated staff and volunteers at the FirstOntario Performing Arts Centre. Their passion, creativity, and commitment to excellence are the driving force behind everything we achieve, and I am grateful for their tireless efforts in serving our community through the arts.

In January 2025 I stepped into the role of Board Chair. I am honoured to take on this role alongside a dedicated and passionate group of directors. We look forward to supporting the continued growth of this remarkable organization and building on the strong foundation that has been established. The future is bright, and I am excited for all that lies ahead.

MESSAGE FROM THE CEO

As we reflect on the past year, I am incredibly proud to share that 2024 marked the successful completion of our 2022–2024 Strategic Recovery Plan. This plan was designed to ensure our organization emerged stronger and more resilient from the challenges of previous years, and thanks to the unwavering commitment of our staff, board, and community, we achieved our goals. These accomplishments have laid a solid foundation for the future, positioning us for continued growth and impact.

One of the most significant milestones of this past year was the establishment of our fund development department - a critical step in building long-term organizational and financial sustainability. With a clear strategy in place, we have already begun fostering meaningful donor relationships and securing new funding

opportunities to enhance our programming and community engagement. Our work in this area has also been key in achieving another transformational goal: receiving charitable status in January 2025. This designation will open new doors for philanthropy and investment in the arts at the PAC, ensuring that our performing arts centre, through our charitable work, continues to thrive and serve as a hub for artistic excellence in Niagara.

As we look ahead, we do so with optimism and ambition. The foundation we have built together will allow us to dream bigger, innovate further, and deepen our connections with our community. Thank you for being part of this journey – we are just getting started.

With four venues often active simultaneously, in 2024 the PAC hosted the equivalent of 789 active days serving the community. That is an average of over 2 events each day!

PAC PRESENTS LIVE PERFORMANCE SERIES

In 2024, the PAC Presents Live Performance Series showcased a dynamic blend of global artistry and Canadian talent across music, dance, and storytelling. Highlights included a rare double bill with Feist and Jeremy Dutcher, and a powerful community tribute in Celebrating Gord and The Hip. The sing-along sensation Choir! Choir! Choir! returned for two joyful events, including the holiday-themed UnSilent Night, while The Trews marked their 20th anniversary with a high-energy show.

Family favourites included Erth’s Dinosaur Zoo LIVE and the festive Celebrate! Holidays of the Global Village. ILL-ABILITIES™ inspired audiences through resilient breakdancing, Béla Fleck & Abigail Washburn brought genre-defying banjo artistry, and Indigenous voices were honoured through the Dancers of Damelahamid. This season reflected PAC’s commitment to inclusive, meaningful, and memorable live arts experiences.

THE FILM HOUSE

In 2024, The Film House reaffirmed its role as a cultural cornerstone in Niagara, offering a rich and varied mix of feature films, documentaries, classic cinema, and family-friendly programming. More than just a cinema, The Film House served as a gathering place—where film was a catalyst for dialogue, celebration, and community-building. Screenings were frequently enhanced by panels, guest speakers, and partnerships with local organizations, connecting film to lived experience and timely social issues.

Highlights from the year included:

Introduced a new program offering free Film House memberships to Brock University and Niagara College students, increasing access to independent cinema for local post-secondary communities.

Throughout the year, the Youth Film Club (see page 17) curated a series of $5 matinee screenings, offering accessible, youth-led film experiences that highlighted emerging voices and fresh perspectives in cinema programming.

Community screenings of In Our Mother’s Gardens, Bohemian Rhapsody, and Insanity: The Mental Health Crisis, in collaboration with Future Black Female, Positive Living Niagara, and the Canadian Mental Health Association.

A special screening of Sultans of String: The Refuge Project celebrating the new visual album by Chris McKhool and Sultans of String.

A packed house for Strange Brew on National Canadian Film Day.

The PAC continues to be a home for accessible, inspiring arts education. In 2024, the imPACt Education Series welcomed 5,643 students and educators to live, curriculum-aligned performances designed to spark creativity, connection, and learning. Serving students from Pre-K to Grade 12, all programming is carefully curated to complement the Ontario curriculum across subjects and age levels.

In 2024, students experienced a colourful range of performances—from inclusive choral music (Momentum Choir), imaginative puppetry (Goodnight Moon), and multicultural celebrations (Celebrate! with Chris McKhool), to inspiring breakdance with ILL-ABILITIES™, Indigenous storytelling with Spirit and Tradition, musical clowning (The Merry Marching Band), and the high-energy urban circus (360 ALLSTARS)

These vibrant, curriculum-complementary experiences reached learners and educators across Niagara— making arts education engaging, inclusive, and unforgettable.

Youth Film Club

In its second year, the Youth Film Club expanded to serve two cohorts of high school students, continuing to empower them with real-world experience in cinema programming, event planning, and community engagement. The 2024 cohorts helped bring youth-curated screenings and themed events to The Film House, contributing ideas, promotion, and volunteer hours to special programs that drew enthusiastic community support.

Family Day

The PAC was buzzing with activity on Family Day 2024, welcoming hundreds of families for a dynamic mix of free and ticketed programming. Highlights included interactive performances from ILL-ABILITIES™ and Carousel Players, the Niagara Symphony Orchestra’s Postcards from a Blue Planet, and creative craft zones and puppet workshops. With over 1,200 attendees, the PAC solidified its role as a welcoming space for families of all kinds.

Yellow Door Theatre Project Summer Camp

In summer 2024, the PAC once again partnered with Yellow Door Theatre Project to host their two-week musical theatre camp for youth ages 8–17. Participants trained in acting, singing, and choreography, and concluded the program with fully staged performances of Seussical Jr. in the PAC’s professional theatre spaces. The camp offered an inspiring opportunity for young performers to grow in confidence, skill, and creativity, supported by a team of theatre educators and production staff.

Internships and Student Placements

Throughout 2024, the PAC expanded its student and internship opportunities, welcoming placements from both secondary and post-secondary institutions. Students gained practical experience in technical production, arts administration, marketing, and event coordination—playing a vital role in delivering PAC events and screenings. These hands-on learning opportunities are shaping the next generation of arts and culture professionals in Niagara.

COMMUNITY PROGRAMS AT THE PAC

The PAC is committed to strengthening the social fabric of our community through welcoming, barrier-free artistic experiences that empower everyone in our community to participate in a rich cultural and civic life.

Sharing Dance Older Adults

A co-presentation with Canada’s National Ballet School and Baycrest Health Services

Using the healing power of movement, this accessible dance program promotes physical, emotional, and social well-being, welcoming participants with a range of physical and cognitive abilities. The program is led by in-class facilitator Maggie Forgeron, a local professional dance artist and educator.

Holiday Newcomer Market and Ongoing Canoo Partnership

Building on the success of its 2023 launch, the Canoo ticket access program continued in 2024 with the PAC and 15 Niagarabased arts organizations providing free or discounted access to newcomers across the region. The program, offered in partnership with the Institute for Canadian Citizenship, aims to create a more welcoming and culturally vibrant community by removing barriers to participation in the arts for new Canadians.

In December, the PAC once again hosted the Holiday Newcomer Market, in partnership with the Niagara Folk Arts Multicultural Centre (now known as Bridges Niagara), where attendees explored handmade goods, connected with local newcomer-run businesses, and took part in seasonal festivities. The market was presented alongside the Celebrate! Holidays of the Global Village concert, a pay-what-you-can event featuring Chris McKhool and Friends performing global holiday music in a family-friendly celebration of Canada’s multicultural traditions.

Created for and by the community, the PAC proudly serves as a platform for a diverse mix of professional and avocational arts organizations, promoter-led events, and community gatherings across a wide range of disciplines. Our role goes far beyond providing space—we offer infrastructure, expert production and marketing support, and a welcoming, fully accessible environment where creativity and talent thrive.

Each year, hundreds of artists, presenters, students, and community groups activate our venues with events that span concerts, dance competitions, festivals, film screenings, graduations, fundraisers, and more. These events don’t just enrich lives through arts and culture—they also energize our downtown core, supporting jobs, tourism, local businesses, and the broader creative economy in Niagara.

Every rental event contributes to the PAC’s mission to be a dynamic, inclusive, and economically impactful civic hub.

EAST COAST KITCHEN PARTY FUNDRAISER |

Our third annual East Coast Kitchen Party brought down the house with unforgettable music, hospitality, and community spirit. Over 200 guests filled the Robertson Theatre for a lively night of toe-tapping tunes by 6 Hearts (visiting from Prince Edward Island), signature seafood bites, and generous bidding during our live and silent auctions.

FOUNDING PARTNER CITY OF ST. CATHARINES

The City of St. Catharines played a foundational role in the creation of the FirstOntario Performing Arts Centre, guided by a Mayor and City Council who recognized the transformative impact a performing arts centre would have on the revitalization of downtown. The PAC officially opened its doors in November 2015, and in 2018, City Council approved a transition plan to establish the PAC as a Municipal Service Board. This governance shift took

$68,383 PAC contribution toward the St. Catharines Cultural Investment Program (SCCIP)

Each year, the PAC contributes one third of the Community Cultural Investment Fund (CCIF) fee—collected from patrons at the time of ticket purchase—directly to the St. Catharines Cultural Investment Program (SCCIP). This vital municipal granting program provides essential support to local artists, cultural organizations, and creative initiatives based in St. Catharines.

St. Catharines Arts Awards

The PAC was once again honoured to serve as the home of the annual St. Catharines Arts Awards, celebrating outstanding contributions to local arts and culture. Award categories recognized artists, educators, changemakers, and patrons whose work enriches the cultural life of the city.

While the City of St. Catharines retains ownership of the facility and funds core operating expenses, the Board of Directors is entrusted with stewarding the PAC’s vision and managing its day-to-day operations. We are proud of and grateful for our ongoing partnership with the City and its residents.

Building a Better St. Catharines: A Conversation with Gil Penalosa

Presented in The Recital Hall in partnership with the City of St. Catharines, this free public event featured internationally renowned urbanist Gil Penalosa. His engaging talk outlined 10 practical strategies to make cities more inclusive, sustainable, and livable for all. The event included a community Q&A moderated by City Councillor Robin McPherson.

Diversity, Equity, and Inclusion Town Hall

Hosted by Mayor Mat Siscoe, this important civic event in Partridge Hall created space for members of marginalized communities to share experiences and raise concerns directly with municipal leadership. The forum was part of the City’s commitment to inclusive governance and community engagement.

FOUNDING PARTNER BROCK UNIVERSITY

The FirstOntario Performing Arts Centre plays an integral role in supporting the academic and creative activities of the Marilyn I. Walker School of Fine and Performing Arts (MIWSFPA). PAC venues were designed for use by the school for teaching, rehearsals, public performances, and special events. The Recital Hall, in particular, supports performance instruction and student recitals as the home for the Department of Music. Partridge Hall hosts largerscale productions and ceremonies, and The Film House functions as an additional lecture and screening space.

The Film House

The Film House continued its strong partnership with Brock University by screening monthly films and hosting panels and discussions. Partnership screenings highlights included:

• A screening of Black Life: Untold Stories in partnership with the Human Rights & Equity Office for Black History Month.

• My Name is Wolastoq, presented with the Department of Geography & Tourism, hosted by a PhD candidate exploring Indigenous identity and geography.

• Wildhood, presented with the First Nations, Métis and Inuit Student Centre, celebrating Indigenous storytelling.

• Someone Lives Here, co-presented with the Department of Sociology and hosted by students as part of their academic engagement with housing and social justice.

This close partnership enhances the learning environment for students while creating opportunities for the public to engage with the work of MIWSFPA faculty, staff, and students. In 2024, the PAC continued hosting public lectures, special events, and film screenings that showcased the university’s research, creativity, and academic leadership—connecting campus and the wider community through the arts.

From the moment the lobby lights go up to the final curtain call, our volunteers are behind the scenes and out front, helping every performance and event run seamlessly. Whether offering a warm welcome at the door, assisting guests with accessibility needs, answering questions, or capturing memorable moments on camera, their dedication enhances every aspect of the PAC experience. As ambassadors of our values, they help ensure that every visit feels personal, welcoming, and memorable. We are deeply thankful for their time, energy, and unwavering commitment to building community through the arts.

FINANCIAL SNAPSHOT

The PAC Finance and Administration team is responsible for preparing the annual budget and business plan, financial statements, and quarterly financial reforecasts, working through the Board’s Finance and Audit Committee. The PAC’s annual operating and capital budgets are submitted by the Board to St. Catharines City Council for approval.

The financial statements of the Board have been prepared in accordance with Canadian public sector accounting standards for government not-for-profit organizations and are audited by KPMG. The following section illustrates our sources of income and areas of expenditure as per the PAC’s 2024 financial statements:

In 2024, the PAC piloted and implemented strategies aimed at enhancing patron loyalty and increasing revenues. Compared to 2023, Earned Revenues increased by $523,839 (or 20.3%) to $3.1 million.

In addition, the PAC established a fund development department and continues to diversify revenue streams through fundraising and philanthropic initiatives and activities.

Revenues of $205,149 from the Cultural Capital Investment Fee, an increase of $20,991 or 11% will fund equally the PAC’s Capital Reserve, the PAC’s Equipment Reserve, and the St. Catharines Cultural Investment Program.
