MARKET OVERVIEW Underlying market strength

Housing market indicators point to a mixed picture ahead of the Budget. Despite Budget uncertainty, transactions, mortgage approvals and house price growth highlight steady momentum and underlying market strength, reflecting cautious confidence within the market.

CAUTIOUS STANCE

The Bank of England opted to hold interest rates at 4% in November, maintaining a cautious stance as inflation continues to run above target. The CPI measure of inflation rose by 3.8% in the year to September, coming in lower than expected but still clearly signalling persistent price pressures. Consensus forecasts point to inflation easing back a little to 3.6% by the end of 2025 and moving closer to the 2% target, reaching 2.4% by late 2026.¹

The Bank Rate is expected to follow a measured path, remaining higher for longer, with forecasts suggesting it will settle around 3.5% by the end of 2026.¹ After several months of easing, mortgage rates have edged up ever so slightly as lenders adjust pricing amid expectations that interest rates will stay higher for longer. The average two-year fixed rate (75% LTV) rose from 4.1% in August to 4.2% in September; in line with this, the five-year equivalent increased from 4.1% to 4.2%.²

MIXED PICTURE

With the Autumn Budget set for 26 November, uncertainty is prompting some buyers and sellers to hesitate, particularly at the top end of the market, where potential tax changes are a key concern. Reeves is expected to raise taxes, with higher levies on property purchases or home ownership among the possible measures. For prime high-end buyers, this has led to a pause until there is greater clarity. Almost two-thirds of agents report a fall in buyer confidence compared with three months ago,³ reflecting this growing caution. Meanwhile, buyer demand in September was 5%

lower year-on-year, and sales agreed were down 2%,4 a modest adjustment suggesting continued underlying market strength.

Market activity has been underpinned by serious buyers and sellers (often more needs based – upsizing or downsizing, or outside prime market price bands) who continue to proceed. Transactions so far this year are 13% higher than in 2024, supported by the March SDLT rush from first-time buyers and relative to last year’s election dip. In September, there were 95,980 transactions – up 4% year-on-year and the highest level since March 2025.5 Mortgage approvals also rose 1.5% between August and September to 65,944, the highest level so far in 2025.²

PRICES STAY STEADY

In October, both Nationwide and Rightmove reported modest price increases, signalling steady market conditions despite more subdued confidence and continued high borrowing costs. Nationwide recorded a slight uptick in annual house price growth to 2.4%, from 2.2% in September, alongside a 0.3% monthly rise. Rightmove reported a 0.3% monthly increase in average asking prices, reaching £371,422, although below the typical October average uptick recorded over the last ten years of 1.1%.

A 7% rise in the number of homes for sale compared with last year is keeping price rises in check,6 giving buyers more choice than they have seen in years. Looking ahead, affordability is expected to improve gradually as income growth outpaces price rises, while borrowing costs may ease if the Bank Rate is reduced in the coming quarters.

In England and Wales, the average price of a prime market property is £1,125,976, softened by -8.5% year-on-year.

Jamie Tulloch’s Epic Fundraising Feat for The Fine & Country Foundation

Fine & Country’s very own Jamie Tulloch took on not one but two of the world’s toughest endurance events to raise money for The Fine & Country Foundation in 2025.

In a remarkable show of resilience and determination, Jamie completed Ironman Wales in September before heading across the Atlantic to conquer the New York Marathon just six weeks later, all in aid of helping those facing homelessness.

Reflecting on the journey, Jamie said: “On Sunday 21st September I completed Ironman Wales, which was the first of two events. I must admit it took longer than anticipated and it was tougher than I expected; however, I made it over the finish line, though it was a struggle towards the end! On 2nd November I completed the New York Marathon, which was the second and final event of my fundraising challenge. The support at both events was magnificent. I picked up a couple of injuries towards the end of the Ironman, so the tremendous support really helped get me over the finish line!”

“The New York Marathon was a fantastic experience with superb support every step of the way. It was very hot running in the Captain America costume – chosen by my four-year-old son – but I made it round in just over 4 hours 30 minutes. I’d like to thank everyone who donated and sponsored me. I’m blown away by the generosity. It’s really appreciated, and I’m so grateful for all the support.”

Raising over £2,000, Jamie’s determination to take on two world-class endurance events back-to-back, all while balancing a busy professional life, truly embodies the spirit of the Fine & Country network. To mark his achievement, Jamie shared a heartwarming photo with his biggest supporter – his young son – just moments after crossing the marathon finish line in New York. It was a fitting end to a journey that combined grit, determination and a whole lot of heart.

FROM BOARDROOM TO SLEEPING BAG: Sara and Jane’s Night Under the Stars for Charity

In Nottingham, Sara and Jane, from Fine & Country Nottingham, took on a very different kind of challenge – a night sleeping outdoors to raise funds for The Friary, a local charity empowering homeless and vulnerable adults.

“We feel incredibly fortunate to return home to a warm bed each night, yet we know life can change in an instant,” Sara explained. “Everyone deserves warm food and a safe place to sleep as a minimum, which is why I joined compassionate people from across Nottingham for an unforgettable night beneath the stars.” On 6th November 2025, Sara and Jane braved the chilly night at Meadow Lane Stadium, joining fellow fundraisers to support The Friary’s vital work, which sees over 15,000 visits each year from people in need of practical services, advice and emotional support.

Thanks to their efforts and the generosity of colleagues, clients, friends and family, Sara and Jane raised over £1,400 to help those striving to rebuild their lives.

INFLATABLE FUN FOR A SERIOUS CAUSE: Fine & Country Team Takes on 5k Challenge

In a more playful fundraising effort, teams from Fine & Country Beccles, Diss, Norwich and Fakenham took part in an exhilarating and unforgettable Inflatable 5k event. Battling wobbly obstacles, slippery slides and giant inflatable challenges, the teams showed incredible energy and teamwork, all for an important cause.

Together, the teams raised over £3,000, with all funds donated directly to The Benjamin Foundation, via The Fine & Country Foundation. The Benjamin Foundation is a charity the network has proudly supported for many years, it provides practical support, guidance and care for people who need a helping hand along the way.
