MARKET OVERVIEW

Resilience beyond the deadline

Mover activity remains resilient despite the end of the stamp duty deadline. Price growth is beginning to moderate as global uncertainty weighs, but easing mortgage rates and strong supply continue to support the market.

MARKET ADAPTS TO GLOBAL UNCERTAINTY

At the latest MPC meeting the Bank Rate was cut from 4.5% to 4.25%, which should further support the market. Mortgage rates are starting to fall, with a range of sub-4% deals now on offer. The average 2-year fixed mortgage rate is 5.22%, down from 5.32% at the end of March. The average 5-year fix is now 5.12%, down from 5.18%.¹ Many banks and building societies have trimmed rates as expectations of further rate cuts grow. The IMF now forecasts three more reductions this year, up from two, despite persistent higherthan-expected inflation. The shift in sentiment follows the announcement of broader US tariffs, which have altered global economic forecasts.

SALES SURGE IN MARCH

There were 177,370 transactions in March, a 104% rise compared to a year earlier and a 62% month-onmonth jump as buyers rushed to beat the stamp duty deadline.² Mortgage approvals, a key indicator of future demand, totalled 64,309 in March. This is 4.5% higher than the same time last year, but 1% lower than the previous month.³ A snapshot of the post-stamp duty increase market suggests movers are carrying on and have adjusted to the tax rise. The level of agreed sales falling through remains steady, with most buyers who missed the deadline still proceeding.4 The end of stamp duty reliefs and the seasonal Easter slowdown have quietened buyer demand, which now sits 1% above a year ago, compared to 10% earlier in 2025. However,

stock levels remain elevated. There are currently 12% more homes for sale and 6% more sales agreed than a year ago.5 As we move into the warmer months, the average time to sell is coming down. The average property took 64 days to sell in March, the lowest level since October 2024 and significantly quicker than 77 days in January.4

PRICES COOL AS GROWTH SLOWS

House price growth is starting to lose momentum as stock levels increase and buyer demand eases. Annual growth slowed to 3.4% in April, from 3.9% in March, with prices down 0.6% month-on-month.6

In England and Wales, the average price of a prime market property is £1,169,287, softened by -6.7% year-on-year. Almost half (47%) of agents expect prices to stay the same over the next few months, while 38% anticipate an increase.7 Price growth is expected to slow towards 1% to 1.5% in the coming months, but sales volumes remain on track for a 5% uplift in 2025, led by more affordable regions in the North and Midlands.5

HOUSEBUILDING SLOWS

Over 211,000 new homes were built in the year to the end of Q1 2025. This represents a 16% fall quarter-onquarter and a 14% drop compared to the same quarter last year.8 The Government has pledged to deliver 1.5 million homes over the next Parliament, following major planning reforms in 2024. While aimed at boosting delivery and speeding up approvals, the impact will take time. Planning remains a significant barrier, with 88% of developers citing delays as a key constraint.9

THE FINE & COUNTRY FOUNDATION SUPPORTS 29 CHARITIES IN ITS SPRING GRANT SCHEME

Spring has been a particularly busy season for The Fine & Country Foundation this year as not only did Bel Burnell Molyneux run the London Marathon, managing an incredible time of under 4 and a half hours and raising nearly £3,000, we also announced the recipients of our Spring 2025 grants. Awarding a total of £50,572 to 29 charities dedicated to tackling homelessness and poverty, this round of funding builds on The Foundation’s commitment to support vulnerable individuals and communities, both in the UK and internationally.

Now in its 11th year, The Fine & Country Foundation continues its biannual grant scheme, with funding rounds held in spring and autumn. Each charity recipient is nominated by a local Fine & Country office, strengthening the connection between agents and the causes that matter most in their communities. Successful charities receive grants of up to £3,000, helping them deliver essential services and long-term support to those most in need.

We are delighted to share the Spring 2025 Grant recipients; Faith in Families, nominated by Fine & Country Swansea, received a donation of £1,000. Faith in Families is transforming lives across Swansea Bay through their Community Cwtches and Multibank.

Emmaus Coventry and Warwickshire, nominated by Fine & Country Coventry, received a donation of £1,500. Emmaus Coventry & Warwickshire is a charity that helps people who are homeless and those at risk of homelessness.

Nuneaton Foodbank, also nominated by Fine & Country Coventry, received a donation of £1,500.

Habitat for Humanity GB, nominated by Fine & Country Ascot and Wentworth, received a donation of £1,000. Humanity GB is an international charity fighting global poverty and homelessness; they believe that a decent home helps to permanently break the cycle of poverty and allows families to achieve strength, stability and self-reliance.

The Amber Foundation, nominated by Fine & Country Surrey Hills, received a donation of £1,500. At Amber they support young adults (aged 18–30) facing complex problems and offer homeless support to transform their lives by helping them move away from homelessness, out of unemployment and work towards better, brighter and healthier futures. The Amber Foundation was also nominated by Fine & Country Marlborough and Devizes, and will receive a further donation of £1,500.

The Clock Tower Sanctuary, nominated by Fine & Country Brighton and Hove, received a donation of £2,500. The Clock Tower Sanctuary is the only drop-in day centre in Brighton and Hove for young people aged 16–25 experiencing homelessness.

Cocoon – Care After Care, nominated by Fine & Country Chiswick, received a donation of £3,000. Cocoon – Care After Care exists to improve the quality of life for careexperienced young adults across Richmond, Kingston and Hounslow boroughs.

Kate’s Kitchen, nominated by Fine & Country South Scotland and Cumbria, received a donation of £1,500. Kate’s Kitchen supports people living in poverty across

Annandale and Eskdale to reduce isolation, improve finances and their health and wellbeing.

Love Marlborough Kids Meals, nominated by Fine & Country Marlborough and Devizes, received a donation of £1,500. The charity thanked The Foundation, commenting: “We are delighted to have formed a relationship with the Fine & Country Marlborough and Devizes office and are hugely grateful to the team there and the trustees for their generosity. Grants and fundraising donations make a huge difference to how we operate and the families we support.”

St Gemma’s Hospice, nominated by Fine & Country Leeds, received a donation of £480. At St Gemma’s they have been going the extra mile to support families across Leeds for almost 50 years.

Jersey Association for Youth & Friendship, nominated by Fine & Country Jersey, received a donation of £2,840. They are committed to helping young people experiencing homelessness by providing safe, secure accommodation.

The Benjamin Foundation, nominated by Fine & Country Norfolk Offices, received a donation of £1,770. Anne, Tenancy Transition Manager at The Benjamin Foundation, said: “I’d like to thank Fine & Country for their generous support in helping vulnerable young people make that important first move into secure and independent housing. Through helping to fund the Rent Deposit Scheme, Fine & Country are making such a difference in enabling young people to access rented housing, as a sizeable deposit is almost always required and can be a real barrier to young people securing their first tenancy.

Gloucestershire Nightstop, nominated by Fine & Country Chepstow, received a donation of £2,100. Gloucestershire Nightstop is a charity offering emergency accommodation for 16–25 year olds in people’s homes.

Advantage Africa, nominated by Fine & Country Olney and Newport Pagnell, received a donation of £1,500. Advantage Africa supports people affected by poverty, disability and HIV to improve their education, health and incomes.

YMCA Fairthorne Group, nominated by Fine & Country Southampton, received a donation of £2,949. YMCA Fairthorne Group supports children, young people and families across Hampshire and Isle of Wight through early years education, holiday clubs, school trips, outdoor activities and camping.

Save the Family, nominated by Fine & Country Chester, Nantwich and Tarporley, received a donation of £2,000. Orly Waugh, Grants Coordinator at Save the Family, shared their thanks for The Foundation’s support: “On behalf of Save the Family and our trustees, we are extremely thankful for the support of The Fine & Country Foundation with a generous grant of £2,000 towards our Welcome Home Project. The Welcome Home Project will ensure that we can support every new family arrival with the transition into their new property, equipped with essential items. Your grant will ensure that every family we support will be greeted with a safe, welcoming home to focus upon building relationships, resilience and aspiration for the future.”

Standing Tall, nominated by Fine & Country Birmingham, received a donation of £1,000. Standing Tall exists to champion the hidden talent on our streets and to change public perceptions of people experiencing homelessness.

St Petrock’s, nominated by Fine & Country Exeter, received a donation of £2,000. St Petrock’s is an Exeterbased charity working on behalf of people experiencing homelessness, with a team of professional staff supported by around 30 volunteers.

Nightsafe, nominated by Fine & Country Ribble Valley, received a donation of £1,000. Nightsafe is a charity set up in 1990 by a group of local people, with the aim of alleviating the plight of homeless and vulnerably housed young people.

Oxfordshire Community Land Trust, nominated by Fine & Country Oxford, received a donation of £1,000. Oxfordshire Community Land Trust make land work for people and planet, not profit, by acquiring and managing land for community benefit and the relief of poverty in Oxfordshire.

Friary Drop-In, nominated by Fine & Country Nottingham, received a donation of £2,446. The Friary’s mission is to empower homeless and vulnerable adults to rebuild their lives by offering practical services, advice and emotional support.

Sleep Pod, nominated by Fine & Country West Malling, received a donation of £2,000. A Sleep Pod is a one-person shelter that can offer meaningful protection from the elements.

Daylight Centre Fellowship, nominated by Fine & Country Northampton, received a donation of £1,000. The Daylight Centre Fellowship supports disadvantaged and vulnerable adults, particularly rough sleepers, vulnerably housed, those in poverty and those who are socially isolated.

Wyre Forest & South Worcestershire Nightstop and Mediation Service, nominated by Fine & Country Droitwich Spa, Worcester and Malvern, received a donation of £2,000. The charity said: “Thank you so much to The Fine & Country Foundation and Fine & Country Droitwich Spa, Worcester and Malvern for their generous donation of £2,000 to help us provide vital support to young people facing homelessness.”

Rekindle, nominated by Fine & Country Mid Wales, received a donation of £2,987. Rekindle supports young people aged 16–25 years to improve their mental health and wellbeing. Helping Hands Community Project, nominated by Fine &

Country Leamington Spa, received a donation of £1,500. The charity commented: “This incredible support goes directly towards funding one-to-one counselling sessions — a lifeline for many of our clients. These sessions offer a safe, confidential space to heal, grow, and rebuild lives with dignity and hope. Your support is truly changing lives, one conversation at a time.”

Crisis, nominated by Fine & Country Newcastle & Northumberland, received a donation of £1,500. Crisis Skylight Newcastle supports people who are experiencing homelessness or are at risk of homelessness.

Project4All, nominated by Fine & Country Costa Blanca North, received a donation of £2,000. The charity commented: “The Foundation’s latest contribution will go directly toward purchasing eco-friendly packaging materials, which we use to distribute food and essential supplies to those in need. With the help of Fine & Country Foundation, we’re not only able to keep our operations running smoothly, but we’re also doing so in a way that respects the planet.
