TOKYO/MANILA – Japan’s Ambassador to the Philippines Kazuhiko Koshikawa expressed Prime Minister Fumio Kishida’s condolences on the passing of former Foreign Affairs Secretary Albert Del Rosario, who died on April 18 at the age of 83.
Koshikawa on April 20 took to Twitter to convey the message to President Ferdinand “Bongbong” Marcos Jr., mourning the loss of an esteemed exCabinet member.
Kishida and Del Rosario shared a strong bond of friendship during their tenures as foreign ministers, as acknowledged by Koshikawa’s tweet.
“PM Kishida has been a good friend of Secretary Del Rosario since he was Foreign Minister,” he wrote.
In an earlier tweet, the Japanese envoy hailed Del Rosario’s invaluable contributions towards strengthening Philippines-Japan ties, exemplified by the conferment of a Japanese Decoration last year, and his leadership in upholding the rule of law in the sea.

Del Rosario’s legacy of promoting cooperation between the two countries earned him the highest commendation for foreign nationals, the Grand Cordon of the Order of the Rising Sun, bestowed by the Japanese government.
He served as foreign minister under the administration of former President Benigno “Noynoy” Aquino III from 2011 to 2016, during which Kishida held his Japanese counterpart position.
- Florenda CorpuzTOKYO – Japan’s reopening of its borders to international tourism has attracted an increasing number of visitors from the Philippines, according to a preliminary report by the Japan National Tourism Organization (JNTO) on April 19.
The report stated that 46,600 tourists from the Philippines visited Japan last March, equivalent to 96.5% of the prepandemic level recorded
in 2019 for the same month.
The Land of the Rising Sun welcomed approximately 110,200 Filipino visitors in the first quarter of this year, which is 92.3% of what was recorded during the same period four
years ago.

TOKYO – The Ateneo Blue Eagles are gearing up for their comeback in the World University Basketball Series (WUBS), a champions league-style tournament for world-class university basketball teams, set to be held at the Yoyogi National Stadium Second Gymnasium on Aug. 10-13.
The men’s basketball team will once again carry the Philippine flag in the upcoming WUBS 2023. Fresh from their championship win in the inaugural tournament last year, the team aims to defend their title in the competition.
“The Blue Eagles are excited to return to the World University Basketball Series. We will have a very new roster so the experience of international basketball and the chance to bust Japan again makes WUBS one of the most exciting events
on our 2023 calendar,” head coach Tab Baldwin said.
In the first WUBS, the Blue Eagles made history by winning the championship title with a 68-59 victory against Japan’s Tokai University in the final game.
Aside from the Ateneo Blue Eagles, this year’s tournament will feature seven other men’s university basketball teams from different countries and regions, including the University of Sydney from Australia, National Chengchi University (NCCU) from Chinese Taipei, Perbanas Institute from Indonesia, Tokai
University and Hakuoh University from Japan, Korea University from South Korea, and Radford University from the United States.
The teams will compete in a series of 12 knock-out tournament games over three days to determine the 2023 series champion. Ateneo will play an exhibition game against the Japanese university men’s basketball select team on Aug. 10.
The WUBS 2023 is hosted by the All Japan University Basketball Federation (JUBF) with support from Rakuten Sports and presenting partner Sun Chlorella.

TOKYO – Japan International Cooperation Agency (JICA) President Akihiko Tanaka talked about the country’s aid initiatives during a press conference held at the Foreign Correspondents’ Club of Japan (FCCJ) last April 11.

“I started off this year by visiting the Bangsamoro Autonomous Region in Muslim Mindanao. JICA has been supporting reconstruction livelihood improvement and peace processes in conflict-affected areas of Mindanao for almost 30 years. I observed the reconstruction of these conflict-affected areas, including the school I visited seven years ago, and found that the Mindanao peace process is making steady progress,” he remarked.
Tanaka was the first foreign official to deliver a speech before the Bangsamoro Transition Authority Parliament, which adopted a resolution appreciating and commending JICA’s cooperation in the Mindanao peace process over the many years.
Tanaka, who began his second term as JICA president in April 2022, shed light on the Japanese government’s efforts to address global issues such as climate change, the conflict in Ukraine, and inflation, providing insights into the nation’s aid strategy.
According to FCCJ, Japan is the third-largest Organisation for Economic Co-operation and Development (OECD) donor country and the largest in Asia, and JICA is one of the world’s biggest aid agencies with an Official Development Assistance (ODA) budget of 560 billion yen in 2022.
“Developed countries face potential recessions while some developing countries are experiencing debt problems,” Tanaka said.
“These compounded crises pose a threat to all of humanity, and at the same time they have a devastating impact on economies and societies of developing countries putting the most vulnerable population at risk,” he added.
The JICA president stressed that resolving these crises requires collective efforts, rather than individual country actions.
He also noted JICA’s role in promoting human security, and its initiatives in addressing the challenges at hand. He revealed that the agency is working under the slogan “Japan is back” to return to pre-COVID-19 activity levels as quickly as possible.
Furthermore, Tanaka shared his recent visit to the Philippines, where he observed the Mindanao peace process and the reconstruction of conflict-
“I strongly believe that peace in Mindanao will lead to peace and stability not only in the Philippines but also in East Asia as a whole. We will continue our cooperation to ensure this promising peace process,” he noted.
When asked about JICA’s support for the Metro Manila Subway Project, Tanaka emphasized the importance of reducing congestion and greenhouse gas emissions in the country.
He also stressed the need to reduce inequality as a pressing development issue in the Philippines.
“I believe the aggregate pie of the Filipino economy is expanding. But there are still poor areas, for example, Muslim Mindanao. I believe that what the Filipino government [should do] is pursue necessary economic and social policies to reduce inequality.” he stated.
