Republic Act 9003 Ecological Solid Waste Management Act of 2000 In collaboration with stakeholders, the law aims to adopt a systematic waste management program that will ensure public health and environmental protection. The law ensures the proper separation, collection, storage, treatment, and disposal of solid waste through the formulation and adaptation of the best eco-waste products. It also provides those in charge of various methods to collect and consolidate solid waste in each barangay.

Republic Act 9275 Philippine Clean Water Act of 2004

The law aims to protect the country’s bodies of water from pollution from land sources (industrial and commercial establishments, agriculture and community/home activities). It provides a comprehensive and integrated approach to prevent and reduce pollution through a multisectoral and participatory approach involving all stakeholders. This law is for the protection, preservation and restoration of clean sea water quality.

Republic Act 6969 Toxic Substances, Hazardous and Nuclear Waste Control Act of 1990

The law seeks to regulate, restrict, or prohibit the importation, manufacture, processing, sale, distribution, use, and disposal of chemical substances and mixtures currently endangering human health. It also prohibits the entry, even in transit, of hazardous and nuclear wastes and the disposal of them within the limits of the Philippine territory for any purpose; and to provide advancement and facilitate research and study on toxic chemicals.

Republic Act 8749 Philippine Clean Air Act of 1999

The law aims to achieve and maintain clean air that contributes to the National Air Quality guideline values ​for pollutant standards, throughout the Philippines, while changing the possible related economic impacts. Through this law, the state promotes a policy to achieve a balance between development and nature conservation.

Presidential Decree 1586 Environmental Impact Statement (EIS) Statement of 1978

The Environmental Impact Assessment System was formally established in 1978 with the enactment of Presidential Decree no. 1586 to facilitate the achievement and maintenance of a rational and orderly balance between socio-economic development and environmental protection. The EIA is a planning and management instrument that will help government, decision makers, advocates, and the affected community address negative environmental consequences or risks. The process ensures the implementation of environmental projects.

Remarkable Weather Occurrences Experienced in Marikina The Philippines is no stranger to tropical cyclones, the reason for it being the country’s geographical location. The country is located above the equator and is in the Western Pacific Ocean. Our country having one of the hottest temperatures in the world is also a contributor to the large amount of cyclones; with temperatures often reaching 28°C. This is the minimum temperature for the development of typhoons. Typhoons have always had a strong impact on us; casualties, floods, and destroyed infrastructure are its aftermath. The reason as to why we deal with such intense storms is because typhoons become stronger when they pass through oceans; their motion is fueled by the air and the warm water below it. Once they hit reach the land, their intensity decreases because there is no more warm water to serve as it’s fuel. Given that the Philippines is mostly surrounded by water, there is almost no chance for it to subside. I listed below 5 remarkable weather occurrences that have been experienced here in Marikina.

1. Ondoy

SCIENCE

Typhoon Ketsana, or more commonly known as Bagyong Ondoy, is an infamous storm known for the mass destruction and flash floods it has caused nation-wide. It has left many regions in ruins, but Marikina was left the most devastated. Almost the entirety of the city was submerged in flood water approximating ten feet deep and knee-deep mud. During the storm, the banks of the Marikina River broke, causing the streets to flood. 100,000 liters of bunker oil from a a paper manufacturing company was spilled during the peak of the flooding; this later complicated rescue attempts. Most citizens felt like it was the end of the world; the after-effects of the typhoon were agonizing and traumatizing; luckily there were plenty of respondents that have donated all kinds of medical supplies, canned goods, and clothes for those affected.

2. YOLANDA In late 2013, One of the most lethal typhoon in the Philippines and is one of the strongest tropical cyclones recorded. Typhoon Haiyan (Yolanda in the Philippines) formed on the 3rd of November and dissipated on the 11th, causing severe damage throughout Southeast Asia, especially in the Philippines. The Philippines alone lost more than 6,300 lives. In Marikina the rain and the flood were not as extreme as in the other regions, but suspension of classes was implemented and the city prepared itself for the possible consequences of the cyclone. The respondents gave basic necessities to those who were affected here in Marikina.

3. ULYSSESS

Typhoon Ulysses (internationally known as Typhoon Vamco) was a lethal and catastrophic typhoon. It hit the Philippines and Vietnam and was categorized as a Category-4 typhoon. The flooding it caused was comparable to that of Ondoy in 2009. Estimated 40,000 houses in Marikina were completely submerged in flood water; the flood water was as high as the second floor of the house; destroying all resources in the houses. The city managed to clear the roads and to restore electricity, but the typhoon caused a lot of economic hardship, not only to the city but also to the citizens. The damage caused by Ulysses was estimated to be at ₱30,000,000,000. The flooding and rain may have subsided, but the people still can’t access their homes and are forced to stay in evacuation centers knowing after the storm they have nothing to go home to. Mayor Marcelino Teodoro and other respondents were quick to act; they helped 10,000 families to safety. However, since there were too many evacuees, all 47 evacuation centers were already full; causing some evacuees to temporarily reside in nearby houses.

4. ROLLY

On October 30, 2020, Typhoon Rolly (or Typhoon Goni), a powerful Category-5 typhoon, made landfall as a tropical cyclone in the Philippines and Vietnam. Typhoon Rolly made landfall several days before Typhoon Ulysses, and this calamity is one of the reasons why Ulysses inflicted more damage than it should have. Yolanda didn't have the same impact as Ondoy or Ulysses. It did, however, spill the Marikina River, contributing to Ulysses' aftermath and leaving the local authority with no time to prepare for the impending disaster. Local authorities issued alerts and recommended residents to leave ahead of time to avoid any disasters. Remaining evacuees were given clothing, food, hygiene goods, and other items they thought necessary for this type of situation.

5. MILENYO Typhoon Milenyo (Typhoon Xangsane) struck the Philippines, Thailand, and Vietnam in 2006, causing widespread damage. Xangsane is a Laotian name that means "elephant." This storm impacted the cities of Manila, Pasay, Taguig, Marinduque, and Marikina in the National Capital Region. The storm claimed the lives of 51 people, injured 195 more, destroyed 13,000 homes, and left hundreds of people missing. Hundreds of volunteers were dispatched for search and rescue activities, 4,774 people were assisted in evacuation centers, and roads were cleaned as part of the Philippine Red Cross response. They also contributed PHP 80,000 and 400 sacks of rice, which were handed to Milenyo's victims.
