Organization (AFEO) continues to gear up for the challenges of the integration by providing initiatives and assistance to its members to meet the requirements set forth in being an accredited professional.

Its goals aim to collect, tabulate and disseminate information on the education systems, engineering curriculum, recognition of degrees, accreditation of qualifications and requirements for achieving professional engineer status of each ASEAN Institutions.

This year’s theme - ASEAN 50 Philippines 2017: “Partnering for Change Engaging the World” reflects the Philippine government’s advocacy to promote unity with and among ASEAN member states and its global partners.

The Philippines Technological Council (PTC) have been nominated and appointed the permanent Chairmanship to prepare the findings and to standardize the level of engineering competence required for attainment of professional engineer status with relation to the regulation of each of the ASEAN countries.

The first time the term “ASEAN Engineer” reached our collective ears was in the year 2014 when the then PRB – Civil Engineering Chairman, Engr. Apollo S. Enriquez discussed the ASEAN Integration during the “8th Oath-taking of the PICE Qatar newly elected Officers and BODs and the New Civil Engineers” held in Doha, Qatar.

Indeed, we at PICE Qatar came a long way since then. Currently, there are about twenty-four (24) ASEAN Chartered Professional Engineers, fifty-two (52) ASEAN Engineers and two (2) Associate ASEAN Engineers, whom PICE Qatar has assisted and endorsed with the latest batch scheduled for conferment comes next month of August 2017. The information drive and the campaign to gain more applicants from our rank is still active to this date thereby paving a way for more members enlisting for ASEAN professional recognition.

To be recognized as an ASEAN Engineer, however, is not a walk in the park. A candidate must squeeze an “ample time” from his tight work schedule and work routine for the preparation of the documentary evidence of his professional qualifications and work experiences – a luxury that most of the OFWs don’t have.

To qualify as a candidate, an engineer must be an active member of the Accredited Professional Organization (APO) recognized by the Professional Regulation Commission (PRC) and a practitioner in his field as a registered professional for no lesser than seven (7) years. In addition, a candidate must have gained sufficient units of credited Continuing Professional Development (CPD) training and education.

Otherwise, the candidate will fall under an “associate” designation.

For members who have practiced their professional capacity as Civil Engineers and have a long line of construction experiences in a foreign land but just got their professional licenses recently due to one reason or another, the requirements may be too one-sided and judgmental.

Though professional licenses may be considered as gauges of one’s competency, the same cannot be true at all times. Experience, as we say, is the “best teacher” and it shall be given due credits.

This is the same treatment that other members of the ASEAN Member states are giving to their professionals and this is the very same reason why our neighboring countries have more ASEAN recognized professionals listed than what we have.

The organization supports us on our professional career journey and allow us the opportunity to serve others. It helps us open up to new and different ideas; to begin to dissolve our barriers and limiting beliefs.

PICE Qatar can connect us with a sense of Oneness. Consequently, this exposure brings us confidence to show our competency to other part of the world’s growing countries.

We are honored that the Philippines is the Chairman of ASEAN 2017. The programs and activities of our organization simply contribute and support the ASEAN 50th Anniversary theme “Partnering for Change, Engaging the World”. Members of the organization are conditioned to be unified to attain common goals; confidently we may become dynamic and vibrant allies as we envision a future that is prosperous for all citizens.

The dynamic members of the Committee on Major Events with Engr. Michael Maglalang as event’s chairman, supported by the current officers, initiated the endorsement of the ASEAN Federation of Engineering

Organization (AFEO) through the Philippine Technological Council (PTC) to conduct conferment ceremony of ASEAN Engineer title for Engineers of ASEAN member states at the State of Qatar for 2017. Moreover, the event with a tentative date on 20 October 2017 is endorsed as one of the activities to celebrate ASEAN@50 in Qatar. For each passing term of officers since 2013, after ASEAN integration has been introduced by PRC Chairman Apollo Enriquez, PICE Qatar continues to promote its members to apply in the Professional Engineering Registry such as ASEAN Chartered Professional Engineer (ACPE), ASEAN Engineer (AE) and AsiaPacific Economic Cooperation (APEC) Engineer.

I believe that a successful and more united ASEAN has concrete effects on us and our lives. Ten Southeast Asian countries – the Philippines, Indonesia, Malaysia, Brunei, Singapore, Myanmar, Cambodia, Laos, Thailand, and Vietnam – want to improve the lives of their citizens. ASEAN integration makes it quicker to achieve these goals by working together, rather than individually.

The “Distressed OFWs” being sheltered at the POLO OWWA office, Doha, State of Qatar, once again felt that they are not alone nor forgotten as the PICE Qatar chapter thru the Committee on PICE Qatar Affairs team 2017 headed by Chairman Emilio Manalo with the usual full support of current BOD’s, Past Presidents, and PICE Qatar general membership together with their families and friends had successfully conducted the 5th outreach program last July 20, 2017.

Sincere thanks to the generous PICE Qatar general membership together with their families and friends who joyously shared the blessings they received to the “Distressed OFWs”. A total of one hundred fourteen (114) wards and four (4) babies were blessed with groceries,

PICE QATAR ACTIVITIES SINGLE-CLASSROOM IN BETWEEN TWO (2) EXISTING CLASSROOMS Allen Nacario

TRINIDAD ELEMENTARY SCHOOL BARANGAY TRINIDAD, TARLAC CITY The Green School Building Project was introduced by the PICE National to the PICE Qatar Chapter in year 2012 during the 1st International Technical Conference held in Doha, State of Qatar.

The conference was participated by chapters from different countries in the Middle East region and Singapore. PICE Qatar Chapter supported and continuously support this noble idea from that day it was introduced.

Past President Delfino De Leon spearheaded the construction of the 1st Green School Building – a single detached classroom with PICE Qatar as the major sponsor. The project was a joint project between PICE Negros Occidental and PICE Qatar.

It was situated in the Vista Alegre Granada Relocation Elementary School, a relocation site for urban

squatter in Bacolod City, Visayas area. Mostly, the school buildings in the area were donated by non -government agencies and private companies.

The construction formally started in July 2012. Due to the limited budget of the local chapter, they sourcedout for a co-sponsor to finance the project. Through Engr. Lea Delfinado, PICE National Secretary, PICE Qatar was introduced to the project with Engr. Michael Mineses, PICE Qatar Member, as project coordinator. The project was completed with the required 31,000 recycled plastic bottles. The project was implemented during the term of Past President Arnel Punsalan in 2013 and was completed in March 2014.

The 2nd Green School Building Project completed its funding in 2013. It is comprised of one (1) single detached classroom made of

foam concrete walls. The project was constructed at Ligaya Elementary School, General Santos City, Mindanao area.

Groundbreaking and signing of the Memorandum of Agreement was conducted on August 2014 completed in December 2014 during the term of Past President Noel Jumawan.

The official turn-over of the project was held on January 2015. The Project Coordinator during construction was Engr.

Adrian Son, former PICE Qatar BOD. Now, the 3rd Green School Building Project was fully completed on 9 July 2017. In a span of five (5) years, the organization has produced three (3) school buildings to benefit pupils in Luzon, Visayas and Mindanao area.

On behalf of 2017 BOD, we thank all the donors especially the 3,000 strong members of PICE Qatar, school officials, contractors and workers who made these noble projects a success.

Thereby benefiting the pupils in their respective community.

A unique legacy through the efforts, supports and cooperation of the members and officers of PICE Qatar in realizing the organization’s dream to contribute in alleviating the learning conditions of the students and at the same time, create a social impact, not only in our workplace in this foreign land, but more so in our own country.

The completed project in some way lessen the backlog in available school buildings in the Philippines. Because of this newly constructed school building, more children will benefit today and in the future.

The 3rd Green School Building Project implementation was initially coordinated and planned for construction in 2016 for Tabang Elementary School in Tabang, Sto. Niño, Cagayan. However, due to long delay on releasing of the documents from the DepEd Regional Office, PICE Qatar Chapter 2017 Board of Directors has decided during the 5th BOD meeting held on 05 May 2017 to withdraw from the entered Memorandum of Agreement (MOA) with the Department of Education (DepEd) for Tabang Elementary School.

The project was presented to a new location that has an urgent need of a singleclassroom at the Trinidad Elementary School in Barangay Trinidad, Tarlac City, Philippines. Engr.

Gilbert Lorenzano, President 2016, coordinated with the school principal, Mr. Julius Gamis to validate the proposal. The proposal was endorsed by the PICE Qatar 3rd Green School Building Adhoc Committee and was approved by the 2017 Board of Directors.

The initial site inspection, ground breaking and signing of the MOA ceremony were successfully conducted on Jun 16, 2017. The events were attended by respected personality as follows: 

The completion handing over, and ribbon cutting ceremony were held on July 07, 2017. The ceremony was witnessed by Dr. Julius G. Gamis, School Principal, Mrs. Teresita Sese, GPTA President, School Teachers, Pupils and Engr. Gilbert P. Lorenzano, Project Coordinator.

The Trinidad Elementary School through the Principal Dr. Julius G. Gamis, conveyed their sincerest thanks and endless gratitude from the bottom of their heart for the blessing they received from PICE Qatar.

Project Funding PICE Qatar has initiated fund raising campaign from among its members late in 2014 under the leadership of Past President Noel Jumawan. A seed fund for the 3rd Green School building Project was already in place before the 2014 Board of Directors (BOD) term ended and was eventually handed over to the 2015 BOD. The fund-raising campaign from among members continued while portion from the net proceeds of every seminar/ training/workshop conducted by the Committee on Continuing Professional Advancement (COCPA), was also allocated. Funding was completed on the succeeding year of 2015, during the term of Past President Ronaldo Nilo.

Pursuant to PICE National Circular No. 2017-24, Application for Accreditation of Continuing Professional Development Program, the above CPD Programs have been applied for accreditation in compliance with the submission period to PICE National of 60 days prior to the offering date of the CPD Program to give ample time for the evaluation and timely submission and to meet PRC’s 45-day evaluation period. Both CPDs have been approved by the PRC CPD Council for Civil Engineering thus earning CPD units as required in the renewal of PRC Civil Engineering License.

PICE-Q holds the first CPD accredited seminar in Qatar entitled “Seminar on Fundamentals of Foul Water (Sewer) Planning and Design” Alfonso Betita

The seminar on Fundamentals of Foul Water (Sewer) Planning and Design was successfully conducted on July 21, 2017 at Oryx Rotana Hotel in Doha, Qatar.

This seminar, being the first of the seminars lined up by PICE Qatar’s COCPA that were approved and recognized by PRC as CPD source this year, is designed to provide the fundamentals of planning and design of Foul Water systems as per the Qatar Sewerage and Drainage Design Manual Volume 2 – Sewerage Systems Design. It also provides the overview of the

Qatar Integrated Masterplan.

De Ocampo, an accomplished professional Civil Engineer with over 22 years of experience - 9 years of which in the Gulf region, served as the resource Speaker on the 8-hour long seminar which was attended by thirty-one (31) Filipino civil engineers from within the State of Qatar.

Engr. De Ocampo is an active member of PICE Qatar, serving on the Committee on Continuing Professional Advancement (COCPA). He is also the official photographer of the PICE Qatar Newsletter.

SAFETY MATTERS The Use of a Fire Blanket Alex Habal

In order for a fire to start, three elements are required, heat, fuel and oxygen. By removing one of these three elements, fires can be prevented or, if they do start, extinguished.

A fire blanket is made with glass fibre fabric with a fire-resistant coating and smothers the oxygen. Fire blankets are generally recommended for kitchens, as they can be used on small scale fires, especially those involving pans. Commercial kitchens may also have a wet chemical foam extinguisher as this is specifically designed for use on cooking oil and fat fires.

Fire blankets can also be used if someone’s clothing is a light, as the fire blanket can be wrapped around them to smother the fire.

Fire is dangerous and can quickly spread out of control, particularly if not dealt with effectively.

For example, water should never be thrown over a frying or chip pan fire it as it can cause the oil to spatter, thus helping to spread the fire and possibly causing significant burns to the person throwing the water. Also, using a wet tea towel to put out fires was advised against by the government in 2008 as they often do not effectively

control the fire. Prior to attempting to extinguish any fire, assess the situation and consider whether: 



The fire equipment is suitable to extinguish the fire (is there enough media in an extinguisher or is the fire blanket large enough and is it safe to use on that type of fire?)

You can still make a safe escape if it does not extinguish the fire

The alarm has been raised to alert others in the building of the need to evacuate.

If you believe the fire is too big to tackle, follow your fire evacuation procedure such as raising the alarm for evacuation and ensuring the fire brigade have been called. As a general guide, any fire bigger than an average waste paper bin is best left to the professionals.

by two corners and gather enough material to make handle bars (like of a bicycle) Tuck your thumbs under so that your hands are covered by the fire blanket Walk toward the pan fire with the fire blanket held out in front of you Gently place the blanket over the pan (do not throw it), ensuring the pan is completely covered Once the pan is covered, turn off the source of the heat Leave the blanket in place for at least 30 minutes to an hour to make sure the fire does not reignite Close the kitchen door and leave the room and call the fire brigade so they can check that everything is safe to re-enter the building.

If someone is on fire you should advise them to STOP, DROP and ROLL. If they run around, this will encourage the fire to spread. Using the blanket as detailed above, cover the person with the blanket to smother the flames.

As with any fire equipment, correct use of a fire blanket is essential to ensure the fire is extinguished quickly and the user and others are not put at risk of harm.

PPO-Q / UFOQ Corner PPO-Q attends BOB seminar conducted

Representatives from the different member organization

of PPO-Q attended the Bug Out Bag (BOB) seminar conducted by Red Cross Project (RC-143 Qatar) at the POLO Office at West Bay, Qatar on July 24, 2017. This seminar was done in coordination with the POLO Office and the UFOQ or United Filipino Organizations in Qatar to serve as a quick guide and orientation to disaster preparedness for the Filipino Community.

The Philippines is among the countries prone to natural

disasters such as typhoons, volcanic eruptions, earthquakes, and landslides. That is why our fellow kababayans must be prepared in advance in case calamity occurs.

RC Project – 143 Qatar showed the seminar participants how to prepare a kit that contains the basic necessities in order to survive for at least 72 hours during a disaster.

Other planned activities in the future include basic life support training and orientation among others.

Nope, not those of the Flintstones.

While it is definitely fascinating how the world’s heavenreaching skyscrapers have been built by today’s mankind with all the technology that we have, it is still more amazing and a question to many how the ancient world has constructed their buildings with no modern tools or equipment. Yet, these structures have stood the test of time and in fact… still a landmark to the present day.

Below is the summary of the three (3) oldest free-standing buildings – by which we mean “human-made structure used or interface for supporting or sheltering any use or continuous occupancy” – constructed around the world.

The following buildings have been classified by age through radiocarbon dating (should be treated as an approximate) and have met the following

requirements to be considered a structure: (1)

be a recognizable building,

(2)

incorporate features of building work from the claimed date to at least 1.5 metres (4.9 ft) in height,

(3)

be largely complete or include building work to this height for most of its perimeter and

(4)

contains an enclosed area with at least one entry point.

The Cairn of Barnenez, France (4850 BC) – consists of 11 chambers of type known as Dolme à couloir in French archaeological terminology which translates “passage grave”. Located northern Finistère and is partially restored, the structure is 72m long, 25m wide and 8m high.

As of current, it is the oldest building by strict definition.
