The Philippine Institute of Civil Engineers – Qatar Chapter (PICE-Q) convene for its 11th General Assembly (GA) last November 24, 2017, at the Rotana City Center in Doha, Qatar with Honorable Roussel R. Reyes, First Secretary and Consul General of the Philippine Embassy in Doha, acting as Guest Speaker in behalf of the Ambassador, Hon. Alan L. Timbayan. Also present in the ceremony was Engr. Praxedes P. Bernardo – Chairwoman, Professional Regulatory Board.

Attended by 420 active PICE Q members, the GA programme features the election of the 2018 Board of Directors (BOD), Oath -taking of the new civil engineers before Engr. Praxedes P. Bernardo (see related article at page 4) and the handing of Presidential Awards for exemplary performances to the deserving BODs, Past Presidents and Committee members. PICE Qatar successfully convened its 11th General Assembly in Rotana City Centre Hotel wherein more than 400 of its active members attended.

In his speech, incumbent PICE Qatar Chapter President, Engr. Allen L. Nacario presented a long list of accomplishments of the organization for the current year in the fields of providing for the professional career advancement, assistance to fellow engineers and community services including extending its hand in reaching out to our distressed “kababayan” here in Qatar.

In hearing such long list of accomplishments, everyone can’t help but felt proud of being a member of such group of people who dedicated themselves for the fulfillment of the goals.

As founding President,

Engr. Roy Baquiran always say: “ask not about what this organization can do for you but what you can do for the betterment of the organization and your profession”. These words remain the “battle cry” of the PICE Qatar and its leaders since Ten (10) years ago and this maybe is the secret formula of the organization success in whatever they do.

Well, some of the readers may argue if the organization really succeed in its objectives. But in doing so, let us first check the framework of PICE Qatar Chapter, which is the just ratified 10th Edition of the Constitution and By Laws (CBL). In article 3 – Objectives and Jurisdiction, the following is purposely and clearly stated: The Primary objectives of PICE QATAR CHAPTER as per the latest amended Constitution and by-laws of

PICE QATAR UPDATES 4th Green School Building Completed and Ready for Handing Over

The 4th Green School Building: Construction completed in this photo dated 29 November 2017.

Now ready for hand over and occupancy.

The construction of the 63-square meter, single story concrete structure called the 4th Green School Building Project (GSB) in Barangay Masarayao, Kananga, Leyte was finally through, roughly eighty seven (87) days after the ground-breaking ceremony on September 4, 2017. This was reported to the EXECOMM by Engr.

The project was originally planned to be completed within a 30-day period however, the frequent storms visiting the project site proved to be a tough adversary.

The province of Leyte is a known typhoon alley in addition to the fact that the construction was started

on the rainy month of September and so is the delay, Engr. Betita added.

The final cost of the 4th Green School Building is now at PHP 425,109.00, a portion of which was generated during the conduct of the first Midyear Technical Conference by PICE Qatar in cooperation with the Association of Structural Engineers Regional Coordinating Committee – Qatar (ASEP RCCQ), Filipino Planning Engineers Association (FPEA), Philippine Institute of Certified Quantity Surveyors and Filipino Association of Materials Engineers (FAME).

The handover of the 4th Green School Building was tentatively set on January 3, 2017 by no other than the PICE Qatar president, Engr. Allen L. Nacario.

The Philippine Institute of Civil Engineers—Qatar Chapter (PICE-Q) under the leadership of Engr. Allen L. Nacario, Chapter President and Board of Directors 2017, hosted the Math Quiz for Filipino Senior High School Students at Oryx Rotana Hotel in Doha, State of Qatar last September 10, 2017. This is the first ever Filipino event of its kind to be held in Qatar and being the first Filipino organization to conceptualize and hold such event, PICE Qatar placed itself in the annals of history.

The tandem of Mr. Joshua Gabriel M. Dela Rosa and Ms. Jelatiel Nhycole L. Espiritu a grade 11 and grade 12 student respectively of the Philippine International School Doha (PISQ) bested the nine (9) other teams in the final round while the team of Mr. Miles Jan Andrew D. Dubbed as “Math Whiz 2017”, the whole day event aims to promote and raise awareness about the civil engineering profession with the senior high school students of the two existing Filipino Schools operating in the State of Qatar.

The Elimination round held earlier in the day was topped by Mr. Joshua Gabriel M. Dela Rosa of PISQ for Grade 11 and Ms. Cryslyn Ann D. Fajardo of PSD for grade 12.

One of the Filipino traits which is extending help to our “Kababayan” has been a paradigm to any other nationalities in Qatar. Not only the Filipino culture has been always admired by so many, but also the professionalism that we divulge in our work.

On that note, let’s continue our humble acts to motivate and elevate lives of many!

PICE QATAR UPDATES Blue Clobbers Red, level the series The BLUE team stage a daring comeback on game 6 after a heartbreaking loss to RED on game 5, and level the series at 3 – 3 on the on-going PICE Qatar President’s Cup held at the Al Arabi Academy Basketball Court in Al Saad, Doha, Qatar last November 17, 2017.

Relying heavily on the offensive prowess of its big man Rolan Nevado and the sweet-shooting duo Rico Dela Rosa and Noel Jumawan who sunk 18, 12 and 10 points in the basket respectively, the Blue relentlessly attacked the basket early in the game to gain foothold and eventually muster a comfortable lead in the second half, 31 – 24.

The second half saw the same ball rotation and teamwork by the blue, initiating a quick but precise and effective offensive play that were converted into points while tightly defending their turf by tight guarding and offensive rebounds.

Ar. Michael Niño Garcia, Immediate Former Chairman of PPO-Q, has called for an initial Organization Call Meeting with all the leaders of the Professional Sector for the Senior High School “Career Simulation Seminar-Workshops” of the Philippine School Doha (PSD).

Grade 12 students under the new curriculum will need to undertake On-the-Job Training (OJT) for at least 80 hours as a requirement for the subject Research/Culminating Activity – Capstone Project for STEM strand and Work Immersion/ Culminating Activity – Business Simulation for ABM strand.

STRUCTURAL ENGINEERING Structural Engineering – an Interesting Perspective Jeffrey Cimagala

In the field of Structural Engineering where a lot of uncertainties are inevitable, engineers tend to ask Google for answers. While codes provide an easy access to answers, there might be instances wherein different interpretations arise due to ambiguity and lack of explanations.

In this issue, the author wishes to highlight three common questions of interest and attempts to provide answers with reference to published literatures and experience. The succeeding paragraphs will come in a question and answer format for ease of understanding and clarity.

Q: Why do codes specify minimum amount of steel in columns?

A: While columns are strong in compression, not all columns are designed for such action of loads only. Due to design requirements, the columns may at times be required to resist bending moments either at both ends or along the height. The bending action results in tensile stresses which may not be resisted with concrete alone.

Redistribution of stresses can also happen which may result in reinforcements yielding easily in case a lower limit of steel is not provided. Finally, some literatures and researches claim that the equation for calculating the nominal load capacity of columns may not be applicable with very low steel ratios.

Q: Why are dowel bars important in movement joints and how is it designed?

A: Just like any element, concrete tends to expand and contract due to varying thermal action. If a joint-less structure has been designed to withstand the temperature variations, this would likely lead to a significant amount of reinforcement than required for load action. This is due to the stresses generated which may induce cracks and hence, may lead to serviceability failure. At times, it may also result in reduced

capacities of sections. To reduce the reinforcements, engineers provide movement joint to relieve the stresses. However, one type of force may need to be transferred from one side to the other to maintain equilibrium. In most cases, shear forces develop at the interface of these joints. Hence, dowels are necessary. Further, dowels serve as a guide towards the direction of movement. Hence, proper placement is also important.

Design: Designing dowels to resist the effect of forces at the joint is not really a straightforward mathematical design calculation.

One should consider the following modes of failure; shear failure of dowels, bearing failure at the interface of dowels and concrete and lastly, bending failure of dowels. A detailed article may be written separately to discuss the design approach in detail. As a brief introduction, however, the figures below indicate the schematic diagrams of how dowels

Design Case: A movement joint is designed to support a line load of 50kN/m along the edge of a movement joint. The joint is expected to move approximately 10mm due to thermal variations.

Calculate the minimum diameter of dowels.

Solution: The dowels have to be

checked for shear, bearing stress and bending. In addition, the dowels shall be checked for the combined effects of shear and bending. To determine the spacing of dowels, try 300mm centers. Hence, each dowel shall resist 15kN. From the table of capacities, minimum size of dowel shall be 16mm.

It may be necessary for all parties concerned to pay a visit to the proposed excavation site to verify entry and access routes and to visually inspect other details, such as fences, power lines, pipeline warning signs and soil conditions.

Prior to excavation, the Service Information Sheet from Kahramaa (QCS 2014) shall be checked against site location before work starts to look for any evidence of underground services.

Ensure all Heavy Equipment shall be certified by 3rd Party prior to commencing of work.

Heavy Equipment Operator shall possess valid Qatar Driver’s License and Certified by 3rd Party.

Trained Banksman shall be provided and he shall be required to stand away from any Dump Truck being loaded or unloaded to avoid being struck by any spillage of materials or collapse of equipment.

Equipment Checklist shall be ticked, checked by Operator and monitored daily

by HSE .

Method Statement and Risk Assessment shall be approved prior to start of any activity.

Excavation Work Permit shall be raised and approved prior to start of any excavation work.

Cable Avoidance Tool (CAT) with Genny shall be used to locate the existing underground utilities.

Excavation Checklist shall be ticked by Supervision prior to start of excavation work.

U nd e r g r ou nd s e r vi c e s such as communication and electrical cables, pipes and other obstacles shall be clearly identified with markers and updated on drawings.

Hand Expose: The use of hand shovels or other similar implements to expose buried cables or piping prior to use of heavy equipment.

All timbers shoring should be adequately supported to prevent accidental displacement.

Adequate dewatering systems and drainage facilities shall be provided where underground water is encountered.

After a period of heavy rainfall, the excavation must be inspected to ensure that existing safety measures are still adequate and have not been compromised.

Ensure to provide proper access / egress at the excavation and ladder shall protrude 1.0 m above grade, be sturdy and firmly fixed.

Ensure worker shall wear Full Body Harness if standing on the edge of deep excavation.

Temporary bridges for access over excavations are to have guard rails, a firm seating, adequate width mid rails and toe boards.

Safety Task Analysis Risk Reduction Talk (STARRT) shall be conducted by Supervisor prior to start of excavation activity this is to give warnings / information to all workers about the risks at the site.

Q: If the contractor proposes an increase of concrete cover beyond the project specified requirements, should the engineer in-charge accept?

A: This is a common scenario during construction. While this may lead someone to believe that a larger concrete cover is more beneficial to the structure, in some ways or more, an increase in concrete cover may do more harm than good. In most specifications, the cover is limited to +/-5mm. There is a good reason why covers are limited to such values. From a designer’s perspective, the cover ensures adequate protection to the reinforcements from corrosion.

However, this should be limited in such a way that the surface of the element exhibits cracking that are acceptable as per design requirement relative to the type of environmental exposure. The second parameter determines the impact of concrete cover as the larger it becomes, the farther it gets from the surface of the main reinforcements consequently leading to larger crackwidths. As a rule of thumb, it is better to use smaller bar diameters at close spacing than larger bar diameters at larger spacing.
