TEMPORARY ROAD CLOSURE
Motorists and residents are advised that a temporary road closure will be in place for Barooga Road Mulwala until Friday 14 November due to the installation of electrical infrastructure for the European Energy Mulwala Solar Farm Project.
• Sections of Barooga Road from the Tocumwal/Barooga Road Intersection down to Defense Drive Mulwala. Sections of the road will be closed to traffic at times for safety.
• Detour and roadworks signage will be in place while the worksite is operational for motorists navigations around the area.
• Access to the Mulwala Landfill site will not be affected during its normal operating hours, the landfill ill still be open on Wednesday morning however detours may be in place for access to the facility.

ROADSIDE TRAFFIC COUNTS
Council will be collecting vital traffic volume data across Federation Council’s Regional and Local Road network throughout November and December 2025. This data is essential for understanding current traffic loads on our road network, and for planning future road capital and maintenance work, including pavement designs and treatment types. It will also assist Council in optimising state and federal grant allocations, and in applying for and securing additional grant funding streams. Suitably qualified contractors from 360Traffic PTY LTD have been engaged to install and maintain the traffic measurement equipment during this period. Council kindly requests all road users to be mindful of roadside workers during November and December. The key road safety messages are:
• Slow down around contractor vehicles that may be temporarily parked along the road shoulder.
• Be alert for workers on foot near the roadside.
• Obey any temporary traffic signage installed during the equipment installation and maintenance periods. Thank you for your cooperation and patience as we undertake this necessary work.
Draft Code of Meeting Practice
This code applies to all meetings of councils and committees of councils of which all the members are councillors (committees of council). Council committees (usually referred to as Advisory Committees) whose members include persons other than councillors will be bound by this Code of Meeting Practice unless the council determines otherwise. Federation Council is developing a Masterplan for the Cross Street Reserve, & Memorial Park Precinct located on the beautiful banks of the Murray River in Howlong NSW. This is the opportunity to provide further feedback to guide future improvements, so Memorial Park will continue to be a reserve for the residents of Howlong and surrounding communities to enjoy for years to come. HAVE YOUR SAY! REMOVAL OF BMX TRACK IN HOWLONG
Federation Council is seeking community feedback on a proposal from the Lowe Square Management Committee to remove the existing BMX dirt track at the reserve in Lowe Square, Howlong. The primary goals is to free up space for much-needed overflow car parking during major sporting events and high-use periods.
The Lowe Square Committee has raised the issue of the current track at several meetings, noting that it is outdated, in poor condition, and no longer meets the needs of the community.
Council is inviting residents to have their say on the proposed BMX Track Removal. This consultation opportunity is open until 5pm, Friday 28 November, 2025. Complete the online survey on Council’s website or by scanning the QR code above.
SERVICE NSW COROWA AGENCY
From Monday 17 November the Corowa Service NSW agency will operate 4 days per week as follows:
Federation Council advises that there are significant delays to all applications being lodged for each stage of the development process. Staff shortages, in conjunction with the increasing complexity of the NSW Planning Portal Processes required to be undertaken by Council has seen pre-lodgement assessment times increasing to 6-8 weeks and average determination times taking between 10-12 weeks. We ask you for your cooperation as Council officers concentrate on clearing the backlog of applications while maintaining all other legislated services.
PUBLIC NOTICE INTEGRATED DEVELOPMENT
Demolish Retaining Wall for New Retaining Wall and Jetty. Federation Council, being the consent authority has received an application (DA10.2025.154.1) seeking development consent to construct a Retaining Wall and Jetty. Lot 12 DP587683 – 71 Lang Street Mulwala NSW 2547. The development proposed is for Demolishing Retaining Wall, for a New Retaining Wall and Jetty and is defined as Integrated Development under the provisions of the Environmental Planning and Assessment Act 1979. The application is referred to the following agencies: NSW Fisheries, Water NSW. Any person may inspect this application and accompanying instruments at the following Federation Council locations until Wednesday 19 November, 2025 during normal office hours:

Federation Council’s November Council Meeting is scheduled:
• Tuesday 18 November, 2025, 9:30am, Urana Chamber Residents and ratepayers are cordially invited to attend Council Meetings or watch the meeting via live stream, which allows observing Council business via computer or mobile device. PERMANENT VEHICLE ACCESS RESTRICTION
Federation Council has made the decision to permanently restrict vehicular access to the unformed section of Hoddle Street, Howlong, located between Orchard Street and Ashford Road. This measure is being taken primarily due to growing safety concerns and the continued unauthorised use of the area as a thoroughfare, which has led to significant deterioration of the ground. This restriction is necessary as Council’s current resources are constrained by a substantial backlog on constructed roads, preventing further repair work on this unmade section. It is important to note that this decision will not exclude the use of the unmade road reserve by pedestrians and cyclists. Access to the Howlong Cemetery will continue to be available via the sealed Ashford Road. While Council has no current plans to formally construct this section of road, this decision will not limit the future opportunity to fully construct Hoddle Street between Orchard Street and Ashford Road if circumstances change and funding becomes available. Installation of the permanent access barriers is set to commence in the coming weeks. For further information, visit Council’s website.
DISABILITY MONTH
Federation Council, in partnership with the Federation Disability Access and Inclusion Committee, is hosting DisABILITY Month throughout November to build awareness and share information on access and inclusion. Overgrown trees, shrubs, and weeds aren’t just untidy—they create major barriers on footpaths, especially for people using wheelchairs, scooters, or walkers. As we enjoy spring, a little trimming and pruning goes a long way. Property owners, by simply keeping your vegetation clear of the path, you are playing a crucial role in ensuring safe and independent travel for every member of our community, including those with mobility or visual impairments.
