ANNUAL REPORT Fiscal Year 2015 Family & Children Services of Silicon Valley

MY LIFE HAS CHANGED FROM BEING HOPELESS TO HOPEFUL. A high school student served through our school-based services

FROM THE PRESIDENT & CEO Dear Friends, Over the last couple of years, discussions of behavioral health issues have become more frequent on school campuses, in community gathering spots, on social media, and in the news. Sometimes the dialogues are insightful and advance understanding. At other times, stigma and misinformation are perpetuated. At FCS, we believe the increased engagement in these topics is a major step forward, and we value the opportunity to contribute our knowledge and experience to dispel stigma and promote compassion. We also have responded, thanks to the leadership of our Board of Directors and generosity of our donors, with expanded and enhanced services. I’d like to share with you a few examples from the last year. We increased the coordination between our adult mental health and substance use treatment programs, making it easier for clients with acute needs to access specialized treatment services. At the same time, we have offered greater support for their family members.

Thanks to new and increased grants, private donations, and contracts, we leveraged our effective service models and clinical expertise to increase services for: •

Survivors of intimate partner violence and their children;

LGBTQ (lesbian, gay, bisexual, transgender, queer, questioning) youth and young adults; and

High-risk youth with significant trauma exposure who are attending schools with lower than average graduation rates.

I extend a sincere thank you to each of you for your support of our work. The financial support we receive from donors, corporations, foundations, community organizations, and government partners make it possible for more than 11,000 children, teens, and adults each year to receive the counseling, prevention, and support services they need to become stronger, safer, and more self-sufficient. When they do, we all are enriched. In gratitude,

Diana Neiman President & CEO

BRINGING CARE WHERE IT’S NEEDED We operate five service locations convenient to where clients live, work, or attend school: One in Palo Alto and four in San Jose.

In addition, we bring services to dozens of community-based locations, including K-12 schools, community centers, court houses, and juvenile facilities, as well as client homes.

For example: At the Columbia Neighborhood Center, we offer free counseling services (funded in part by the City of Sunnyvale) for students at the neighboring middle school and their families. Counseling helps with a variety of needs, including depression, anxiety, family violence, and the effects of trauma.

At the three magnet schools for children who are Deaf/Hardof-Hearing in San Jose, including Oster Elementary, we offer support groups and youth development activities designed specifically for children and teens who are Deaf. These services are made possible through the financial support of Valle Monte League. Map credit: Google Maps

FCS operated site FCS community-based site

At our Palo Alto center, children, teens, and adults access sliding scale counseling and psychiatric services, alleviating emotional and mental health concerns.

At The Hub foster youth community center in San Jose, the Gilroy Family Resource Center, and youth homes, schools, and workplaces, we provide guidance, emotional support, counseling, and life skills education services to empower youth and young adults to transition successfully from foster care into independence.

More than 11,000 individuals each year benefit from our counseling, prevention, and support services. 4

OUR SERVICES Our Mission: To build strong, safe, and self-sufficient individuals, families, and communities.

CHILDREN

TEENS & YOUNG ADULTS

ADULTS

FAMILIES

Individual and family counseling assists children, teens, and adults with depression, anxiety, the effects of trauma, and other mental health conditions, as well as parenting and relationship concerns. Children and adults who are Deaf or Hard-of-Hearing and their family members receive mental health and support services from clinicians who are knowledgeable about Deaf culture and fluent in American Sign Language (ASL). Parents and partners gain skills and tools to break cycles of intimate partner violence and child abuse/ neglect through counseling and psycho-educational programming. Teens gain healthy relationship skills and an understanding of power dynamics of dating and partner violence. Survivors of violence connect with peer support, trauma-informed counseling, and connections to resources. Multigenerational wellness services enhance support for LGBTQ (lesbian, gay, bisexual, transgender, queer, questioning) individuals and their family members. Students with complex needs receive professional mental health counseling services on-campus. Family counseling and consultations provide parents and guardians with knowledge and tools to support their children’s needs.

A child, above, participates in one of our Deaf/Hardof-Hearing Program activities. The FAST Program team, at right, shown with County Supervisor Cindy Chavez, attends the Gang Prevention Summit.

Specialized treatment, including intensive outpatient services, empower adults to maintain sobriety.

Youth and young adults transitioning into independence from foster care gain essential life skills and receive one-toone, youth-centered guidance, mentoring, and counseling.

Adults with cooccurring mental health and substance use disorders receive specialized care to support for their recovery and stability.

The LGBTQ Youth Space offers a safe space for young people to take part in culturally-competent counseling, peer support, leadership opportunities, and more in Palo Alto, San Jose, and Gilroy.

Individualized care empowers adults with serious mental illness to manage their conditions and become more selfsufficient. As often as possible, FCS works with the family as a whole.

The Teen Families and Schools Together (FAST) Program reduces risk factors for drop-out, drug use, delinquency, and gang involvement for high-risk teens, while addressing trauma, building resiliency, and strengthening protective factors, such as improved family functioning, wellness skils, self-confidence, and peer support.

SETTING A NEW COURSE When Sofia*, then 16, was referred to the Teen Families and Schools Together (FAST) Program at her school, she was angry, depressed, and without hope and on a trajectory toward drop-out or delinquency. Her school counselor hoped that the FAST Program would work for Sofia, as it had for other teens in similar situations. FAST works with the whole family for more than two years to reduce risk factors for drop-out, delinquency, substance abuse, and gang involvement, while strengthening protective factors, such as family functioning, positive support networks, self-confidence, and school engagement. Individual and family counseling services address the effects of trauma resulting from poverty, violence in the home or neighborhood, and heightened levels of stress.

The first night Sofia discovered that the weekly sessions, attended by 8 to 10 families, were led by teen leaders, program graduates who had completed extensive training and were mentored by the adult staff members. Talking with the teen leaders and hearing their stories encouraged Sofia to give the program a chance. From week to week, Sofia’s confidence grew, and she began to see herself in a more positive way. Finding that peers and the adult staff members were genuinely interested in what she had to say, helped Sofia to realize that she had meaningful insights and ideas to contribute to discussions. FAST’s focus on the importance of school also sunk in. Sofia’s attendance at school improved dramatically. Over time, her grades have improved from Ds to As.

In counseling sessions, Sofia revealed that she had been struggling with how to tell her parents and peers that she was gay. She felt that this secret was preventing her from building a better relationship with her parents. When Sofia felt ready to talk with her parents, she practiced what she wanted to say with her counselor. They talked through her parents’ possible reactions, and Sofia made a plan to reach out to her counselor and peers for support if she needed it. The conversation went better than Sofia hoped. Her parents expressed how proud they were of the changes she had been making at school and in her life. She and her parents have committed to working together to improve their communication and their relationship. Family counseling is helping them rebuild trust.

“FAST has supported me through the bad and the good. My relationship with my parents is much better,” Sofia says. “I am more aware of what life can be.”

WHY WE EXPANDED OUR COMMITMENT TO BREAKING THE CYCLE OF VIOLENCE “As a family service organization,

if our role is to strengthen families, why are we waiting for this to happen? Shouldn’t we be trying to intervene before this happens?”

This was the question, prompted by increasing awareness about domestic violence in households at all socioeconomic levels, that led FCS to implement dedicated family violence and abuse programming in 1996. In January 2015, FCS expanded support services for survivors and their children, responding to a need for bilingual, clinical services in northern Santa Clara County/ southern San Mateo County area. This expansion was possible thanks to the support of El Camino Healthcare District, the County of Santa Clara, Palo Alto Community Fund, and individual donors.

“Domestic violence crosses all socioeconomic levels.”

- Santa Clara County Supervisor Joe Simitian Today, we work with teens and adults to break the cycle of violence and abuse by: •

Addressing the root causes of violence,

Fostering healing from the effects of trauma through specialized therapy,

Empowering parents to become the nurturing moms and dads they want to be; and

Teaching healthy relationship skills to people of all ages.

57% more teens and adults received violence prevention and support services in FY 2015.

“When I was almost without hope and could think of no one I could trust to help me leave, I found FCS. I learned what I needed to know and had support every step of the way. Now my counselor is helping me heal and move forward.” - A domestic violence survivor services client
