About the School Board School Board meetings are held on the second and fourth Mondays of each month with some adjustments due to holidays or other conflicts. All regularly scheduled meetings are held beginning at 6:30 p.m. at Farmington City Hall (430 3rd St, Farmington, MN 55024) or at Farmington High School, room 1201 (20655 Flagstaff Ave, Farmington, MN 55024). Please see meeting notices for the specific time and location of each meeting. Farmington’s progressive Community Education department publishes program catalogs with activities and information and will send them to all district residents in the mail. The program catalogs are also online at www.farmingtonCE.com.

Emergency Notification/ School Closure Information

Farmington Area Public Schools uses a mass notification system called School Messenger to send emergency messages and other announcements to students and families based on information stored in the district’s computer systems. School closures due to weather will also be communicated using traditional media sources.

SCHOOL DISTRICT POLICIES AND NOTIFICATIONS Nondiscrimination Policy

It is the policy of the School Board of District 192 that no person shall, on the basis of race, color, national origin, creed, religion, sex, marital status, parental status, sexual orientation, family care leave status, or veteran status with regard to public assistance, age, or disability be excluded from participating in, be denied the benefits of, or be otherwise subjected to discrimination under any educational program or in employment, promotion, transfer or recruitment, consideration, or selection; whether full-time or part-time under any educational program or activity operated by the district.

Policy Prohibiting Harassment and Violence

It is the policy of Independent School District 192 to maintain a learning and working environment that is free from harassment and violence. The district prohibits any form of harassment and violence on the basis of race, color, creed, religion, national origin, sex, age, marital status, familial status, status with regard to public assistance, sexual orientation or disability. It shall be a violation of this policy for any pupil, teacher, administrator or other school personnel of the school district to harass a pupil, teacher, administrator or other school personnel through conduct or communication or regarding as defined in this policy. It shall be a violation of this policy for any pupil, teacher, administrator or other school personnel of the school district to inflict, threaten to inflict, or attempt to inflict violence upon any pupil, teacher, administrator or other school personnel. The School District will act to investigate all complaints, either formal or informal, verbal or written, of harassment or violence, and to discipline or take appropriate action against any pupil, teacher, administrator or

Protection and Privacy of Pupil Records

The Farmington School District Student Record Data Privacy Policy, Policy 515, which incorporates state and federal requirements, requires annual notification to parents and students that certain information from student records will be released and made public without the written consent of the parents (or students 18 or older). In accordance with this policy, District 192 officials may release the following directory information without permission, unless the district has been notified that it should not be released: the student’s name, address, telephone listing, electronic mail address, photograph, date and place of birth, major field of study, dates of attendance, grade level, enrollment status (i.e., full-time or part-time), participation in officially recognized activities and sports, weight and height of members of athletic teams, degrees, honors and awards received, and the most recent educational agency or institution attended. It also includes the name, address, and telephone number of the student’s parent(s). Parents or students 18 or older who do not wish directory information to be released must notify the Superintendent’s Office in writing within two weeks of this notice.

Minnesota school districts are required by law to release the names, addresses and home phone numbers of students in grades 11 and 12 to military recruiters if requested. If the parent or guardian of a student or an eligible student (student who is 18 years of age or older or attending a postsecondary school) objects to the release of this information to military recruiters, they must notify the school administration within two weeks of this notice. When thus notified, that student’s records will be marked to indicate that the district should not release this information about the student. This designation will remain in effect until modified in writing by the student’s parent or guardian or the eligible student.

Pledge of Allegiance

The school board recognizes the need to provide instruction in the proper etiquette, display, and respect of the United States flag. The purpose of this policy is to provide for recitation of the Pledge of Allegiance and instruction in school to help further that end. Students in this school district shall recite the pledge of allegiance to the flag of the United States of America one or more times each week. The recitation shall be conducted by each individual classroom teacher or the teacher’s surrogate, or over a school intercom system by a person designated by the school principal or other person having administrative control over the school. Any student or teacher may decline to participate in recitation of the pledge of allegiance to the flag. Students must respect the choice not to recite the pledge. Students will be instructed in the proper etiquette toward, correct display of, and respect for the flag in patriotic exercises.

Special Education Services Notice

Farmington Area Public Schools provides students with special needs additional assistance as mandated under the Federal reauthorization of the Individuals with Disabilities Act (IDEA). Currently, students suspected of having a disability or having difficulty in school can be referred to the Student Assistance Team in each building, by parents, teachers, or administration. The team consists of teachers and the school psychologist who will meet with the parents, other classroom teachers, and specialists to develop interventions to be used in the classroom to help the student. If the student continues to have difficulty and the parent agrees, a number of tests, observations and assessments will be given by special education teachers. If the student’s evaluation results meet the criteria set by the Minnesota Department of Education, the student is considered a student in need of special education services. The student can receive help in the form of small group or individualized instruction. An Individualized Education Program (IEP) is written to meet the needs of the student. Students who have been identified with a disorder of speech, learning, vision, hearing, physical, developmental problems or a specific condition which may cause difficulty such as Attention Deficit Disorder or Autism are eligible for services. Costs for special services are defrayed through federal funds received for special needs students. The school district follows the state and federal guidelines when applying for special education funding. Federal law also provides for additional training of staff to keep them current on the latest advances and techniques for working with children with special needs. SCHOOL DISTRICT POLICIES AND NOTIFICATIONS Tobacco Free Policy

Independent School District 192 provides a tobacco-free environment for its students, staff, and citizens. The district’s buildings, grounds, and vehicles have been designated as smoke-free since Aug. 1, 1988.

Indoor Air Quality Management Plan

District 192 has implemented an IAQ Management Plan that will help monitor and improve the quality of air in school buildings. The objectives of the IAQ Management Plan are: 1) reduce the levels of indoor air pollutants through preventive measures such as routine maintenance Weapons Policy activities, periodic building evaluations The purpose of this policy is to ensure and inspections, and IAQ-specific policies; a safe school environment for students, 2) provide and maintain adequate air staff, and the public. Pesticide Notice

A Minnesota state law went into effect in 2000 that requires schools to inform parents and guardians if certain pesticides are applied to school property. Specifically, this law requires schools that apply these pesticides to maintain an estimated schedule of pesticide applications and to make the schedule available to parents and guardians for review or copying at each school office. State law also requires that you be told that the longterm health effects on children from the application of such pesticides or the class of chemicals to which they belong may not be fully understood. If you have any questions or if you would like to be notified prior to pesticide applications made on days other than those specified in the estimated schedule, please contact Dan Miller at 651-4635058.

Semi-annual Asbestos Notification

District 192 continues its ongoing efforts to manage and control asbestoscontaining materials within the three buildings that still contain asbestos to maintain a safe and healthy environment for students, employees and other occupants. Periodic surveillance will be conducted at the Instructional Service Center, the Area Learning Center, Farmington Elementary School and Boeckman Middle School. Management plans are also maintained in each of the individual building’s administrative offices.

Lead in Water Notification

Farmington Area Public Schools is committed to providing a safe working and learning environment for employees and students. In accordance with Minnesota Statute 121A.335, the Minnesota Department of Health (MDH) and the Minnesota Department of Education (MDE), the Farmington Area Public Schools has conducted, and continues to conduct, Lead in Drinking Water testing per the Minnesota Department of Health’s “Reducing Lead in Drinking Water: A Technical Guidance for Minnesota’s School and Child Care Facilities” recommendations. Farmington Area Public Schools last sampled all water sources in the 2016-17 school year. The next five-year cycle will become due in the 2021-2022 school year. Radon Testing Notification

Farmington Area Public Schools contracts with the Institute for Environmental Assessment (IEA) to conduct radon testing in all occupied district buildings every 5 years as recommended by the Minnesota Department of Health and the Environmental Protection Agency. Farmington Area Public Schools last conducted a long-term monitoring test in the 2016-17 school year. All tested sites registered less than the MDH and EPA annual average threshold. The next five-year cycle will become due in the 2021-2022 school year.
