This is the time of the year when the Board of Directors must analyze the 2023 budget for our operating fund and capital fund, along with our annual reserve study. The Reserve Committee has met for the last several months. Our Budget and Finance Committee meets monthly all year long in order to keep a close eye on our finances. The Board of Directors approved a landscape project on Jeronimo from Gate 3 up to Olympiad. This landscape project has been on the Greenbelt Com mittee’s wish list for many years. The acacia tree located there was nearing its end of life, and the proximity to the Edison power lines made the decision to landscape it a prudent one.

You may have heard that the City of Mission Viejo made an easement request to the Association. The City of Mission Viejo withdrew their request regarding the easement near the back nine of the neighboring Oso Creek Golf Course. Previously, they had requested an easement to run sewer lines that would have impacted Casta del Sol property. But, since the last meeting, the City of Mission Viejo withdrew that easement request stating that they no longer need that access and will be running the sewer line a different way.

Seniors on fixed incomes can have an especially difficult time with the rate of inflation climbing to its highest level in 40 years. Your Board understands this. No one enjoys the harsh reality of higher costs. Fuel prices have doubled. Groceries are up over 12.2%. It seems as if prices on everything have sky rocketed. In an inflationary climate it is possible for well-intentioned individ uals to believe deferring maintenance or underestimating expenses is the best way to keep dues from rising. How ever, purposely manipulating known expenses is not only unethical, falsely lowering dues has the opposite effect on homeowners because at some point dues must spike in order to catch up These spikes have a much larger nega tive impact on resident finances than a slow steady climb based on the realities of the economic factors we are faced with today. Your Board must deal in the truths of which we are aware, and we will examine the expenses we are faced with, to determine the 2023 as sessments. Our responsibility as direc tors requires us to ensure the expenses of operating and maintaining the HOA are met. You are always welcome to participate in the process.

A. The Garden Room is larger than the space in Building D that the fitness center has occupied the past few years. The space in Building D became smaller when the bathrooms were renovated. Also, the Garden Room is a size and shape that accommodates more equipment. This was selected as the best option for now and the immediate future.

• Reserve Cash is $5,594,936. This includes $1,478,273 invested in a money market account, $4,200,000 invested in twenty-one CDs with interest rates between .10 and 3.0%, plus prepaid taxes, interest and expenses due to op erating. There are no reserve CDs that mature in August.

• Approved a contract with Allure Pest Management for a period of 36 months beginning January 1, 2023, for rodent and ground squirrel service at a monthly cost of $2,955.

Mature Tree Pruning is $20,170, which is $4,082 over budget due to trimming of 84 trees. This is seasonal and at year end will be on budget.

• Approved the proposal from SMP for replacement and repair of the sewer line at the Fiesta Building for $9,283.41 plus a 15% contingency of $1,393 for a total of $10,676.41.

Traffic Control is: $484,324, which is $6,685 under budget.

TOTAL Operating Expenses

• Approved the proposal from SMP for repair of the sewer line at 23656 Villena due to common area roots for $9,375, and ratifies the invoice from Severson Plumbing for $275 for providing their quote for a total combined cost of $9,650.

We continue to see the effects of our warming and drying climate, and this summer we are experiencing exceptionally high temperatures. I refer you to the OC View article on the website, www.caioc.org, concerning the challenges. Also, check out www.drought.gov for updates on the drought in your area. As a former employee of the Orange County Water District, we were taught in our Water 101 classes that even the smallest savings of water has an impact. One very easy example is turning off the faucet while brushing your teeth; you would be amazed at how much you can save. Our Greenbelt Committee is doing an outstanding job finding the right drought tolerant plants and working with water agencies to get available rebates for water conservation.

The Board:

• Approved the bid from PWLC1 for $11,206.86 for a Fountain Park Land Transformation Project, and for the HOA to apply to the Metropolitan Water District of Orange County for the spray-to-drip rebate ($0.50 per square foot) and turf removal rebate ($2.00 per square foot) for a potential rebate to the association in an amount of $6,000.

• Landscape Services Coordinator Bill Thornton reported 409 landscape maintenance reports for the month, bringing the year-to-date total to 2,077. The slope on Jeronimo is being cleared of Acacia. A new planting scheme is being developed.

July Treasurer’s Report

• Capital Fund is $163,805. This account is funded by budgeting $6 per month per homeowner that results in monthly capital contributions of $11,562 plus interest.

• Operating Cash is $1,526,545. This includes $185,520 in cash, $841,025 invested in a money market account and $500,000 invested in four CDs with interest rates between 0.35 and 2.95%. There are no operating CDs that mature in August.

• Total Outstanding Accounts Receivable is $60,640. The allowance for Bad Debts is $34,191 and is adjusted monthly. It is equal to outstanding receivable balances over 31 days.

• Recreation Director Valerie Hanich reported there will be an eblast about the asphalt project; it is also available on the website. She reminded residents that all events previously scheduled in the Garden Room have been moved to other locations. Check with the leader of your activity to find out where meetings are scheduled.

The next Regular meeting of the Board of Directors will be held September 15 at 1 p.m. in the Vista Room. The next Board workshop will be Septem ber 1 at 9 a.m. in the Vista Room.

• General Manager Josh Hodosh reported there are 33 delinquencies totaling $39,932.22, and one property with unpaid dues of $1,523.26 recommend ed for filing a lien. Josh thanked Board members for attending numerous meetings and working very hard on behalf of the HOA. He also thanked the committee chairs and members, as well as the Powerstone staff, for the work they do on behalf of Casta del Sol.

An e-bike colliding with any of our senior residents would be disastrous. I am not aware of any portion of Casta del Sol that would necessitate the use of a motorized ve hicle except on a roadway. Please use wisdom over self-gratification when operating an e-bike within Casta.

Last month, Waste Management de livered the green carts that are for green waste and food waste. This includes yard trimmings and a variety of food wastes that were listed on the flyer that came with the green carts. In the letter that was also mailed to our residents, it was noted that the green cart can be lined with food-soiled paper, like napkins, or one may use a recyclable paper bag to hold the food waste and

My wife was walking her 101-yearold card playing friend to her ride home at Rec Ctr 2 when a man on a silent e-bike rode past them within inches on the sidewalk, startling both of them. The next week one of our recreation aids had to shoo an e-bike rider out of the pool area at Rec Ctr 1. Does this sound like safe vehicle operations?

The Facilities Committee meets on the fourth Thursday of the month at 9 a.m. in the Vista Room and via Zoom. Join us!

As we reported last month, the green organic waste containers hit the streets of Casta del Sol. I want to thank those who were prepared to store them out of view. A homeowner mentioned that we might list some of the ways homeown ers handled the new green container, so I will share a few of the creative ideas some used to conceal their containers from the street. We have processed several Architectural Applications for manufactured trash enclosures, and we have seen applications for building your own. Many of the local handymen listed in the Courier can help (at a cost, of course) to either install a manufac tured enclosure or to design and build one that complements your side yard or patio. Some homeowners downsized to three small containers and were able to fit them into the same location where they were previously stored in their garage. Others, like me, took the divide-and-conquer option, leaving the previous cans where they were in the garage and placing the new one on the side behind a gate. We also had a homeowner plant an adequately sized bush on her side yard concealing all three cans from the street and affording a lovely new view as the pink flowers begin to blossom.

At the July meeting, the Budget and Finance (B&F) Committee reviewed the June financial statements. All 2022 cat egories have a positive budget-to-actual variance including utilities, despite an overage in water of $31,153 year-to-date. As you are aware, the third trash can was delivered, and service began in late July.

The Board has approved the CR to relocate the Fitness Center to the Garden Room. The planned open ing will take place in mid-October. The space will be updated with new athletic flooring, paint, updat ed electrical, brighter lights, TVs, mirror, and fans. Several pieces of old equipment will be replaced. The committee has received an over view of the Calsense Irrigation System and training sufficient to understand the system’s capabilities. We have access to reports, and water bills. We have received two years’ worth of water statements. Beth and Michael McVey have organized them and created an Excel spreadsheet listing all 139 me ters within our community. They have broken out some areas that have the highest water usage areas in the com munity so that we can better analyze the amount of water and money we can save as we transform the landscape.

Hundreds of resi dents mingled by Rec Ctr 1 while Roy Southerland played songs from the 70s, a mere fifty years ago. Oh, and let’s not forget singing our own Casta del Sol song. The afternoon started out with a welcome statement from our Board President, Marci Smith. This was followed by words from Powerstone Management, Social Committee Chair Amy Lake, and assorted dignitaries. Proclamations were read. Of course, the highlight of the day was the raffle prizes that were given out to lucky tick et holders. So many wonderful baskets and gift certificates were handed out. Tuesday duplicate teams still meet in the Fiesta Room and will always wel come new or returning duplicate teams. Duplicate/Party bridge games continue to happen at various venues through out the week; they often have fixed members, but may need substitutions for vacations, etc. If you are interested in bridge, send an email with the word Bridge somewhere in the subject line and we will try to get you involved. Tuesday would be a good time to check us out in the Fiesta Room. Duplicate begins about 12 noon. We welcome old friends and newcomers back to bridge at CdS. Duplicate Bridge at CdS is unsanctioned by the ACBL.

COVID still dictates to many where they can go and what they can do these days. Bridge at CdS does not require COVID masking, but everyone is en couraged to come to the tables healthy.

When it comes to loving dogs and caring about their welfare, we really do—all of us. What wonderful com panions. Of late, we have had an influx of new dogs and new neighbors that serve to remind us of the reason our club exists. We enjoy our dogs, but we also enjoy one another. Chuck Barry, played by Bear Sanchez, a director or dered to do community service, ended up creating a show comprised of the residents of the home. Since summer is upon us, our start times for lawn bowling have moved to 9:30 a.m., Monday, Wednesday, and Friday every week. Very few of the folks that came out a couple of months ago to learn the techniques of bowling have returned to join the club. As disappointing as that sounds, I thought I’d try to address some of the concerns newbies have with the process. First, we do not have formal teams or leagues. Teams are chosen each day by our president who pairs the more talented with the rest of us to ensure balance in the games. We bowl 12 ends in about two hours and shake hands with congratulations at game’s end. All are friends, experts and learn ers (which we all once were) alike. The Casta del Sol Bowling League starts on September 15 and ends on April 29. We bowl on Thursdays at 1 p.m. at Saddleback Lanes in Mis sion Viejo. We will have an opening meeting at 12:15 p.m. in Lebowski’s before we bowl. The cost is $16 per week. Everyone is welcome to join. It is good exercise, lots of laughs, and a great way to visit with friends and meet newWepeople.have several teams registered already. A great way to use your tomatoes and zucchini from your garden!

In just the few years since he moved here, James Dreyer has become a staple in the art community of Casta del Sol. He was active in the Art Group that met monthly several years ago and has attended meetings of the active Casta Creatives group. James Dreyer is now the latest Casta del Sol artist in residence, with his works shown in the front office and library from July to September 2022.

James was first inspired to pursue art about 15 years ago when he viewed Bob Ross on TV in a show entitled The Joy of Painting. This was a half hour instructional show that ran from 1983 to 1994, during which Ross taught techniques for landscape oil painting. James began experimenting on his own, as well as taking classes. More recently, he enrolled in private lessons

My husband, Bill, and I moved to Mission Viejo in 1972. There were few homes at that time, and even fewer roads leading to housing developments. However, in the same year Casta del Sol was being built, I remember my husband and I visiting the sales of fice to see the new housing complex. We were aware that we were not old enough to live in this community. When Casta del Sol opened, owners had to be at least 45 years old.
