A message from Executive Leader of Fareham Borough Council, Councillor Seán Woodward

The excitement is most definitely building as we’re now just over a month away from welcoming the Olympic Torch to Fareham. On Sunday 15 July the Olympic Torch Relay will be coming through the town centre, as part of its 70 day journey around the UK, before it arrives in London on 27 July for the opening ceremony of the London 2012 Olympic Games.

You’ll find a map of the route the torch will be taking through Fareham on pages 12 & 13 of this edition of Fareham Today, together with some details about the afternoon activities we’ve got planned ahead of welcoming the torch.

This will be the second time this year that West Street has hosted a very special event having been honoured by the visit of HRH The Princess Royal in March when she came to Fareham to celebrate the Queen’s Diamond Jubilee. HRH witnessed a very special Freedom March by HMS Collingwood and then opened the new Diamond

Jubilee Play Area in West Street.

Turn to page 10 to see a gallery of photographs as a memento of this very special day.

In late June we will be commemorating the 30th Anniversary of the Falklands Conflict by unveiling two memorial plaques on the Falklands Arch in Cremer Mall off West Street.

The plaques will contain the names of the 255 members of the British Taskforce who lost their lives during the conflict. The date and details are to be confirmed and will be published on www.fareham.gov.uk as well as Twitter and Facebook.

As always if there are any matters you would like to bring to my attention or suggestions you may have to improve the Borough we all share then I will be very pleased to receive them. I promise that all suggestions will be thoroughly considered.

Info Point Council Connect

Have you seen our Council Connect stand in Fareham Shopping Centre? (pictured right) Council Connect is a permanent, free interactive information point located between the Body Shop and Accessorize. It provides information about the Council’s services, promotes Council activities, and publicises events organised by the Council. Council Connect is also a place where people can have their say, and is used for consulting residents and visitors to the Borough.

It gives the public direct access to Fareham Borough Council and Ferneham Hall websites, plus a telephone connected to the Council’s Customer Services Centre (available Mon - Fri 8.45am to 5.15pm).

Find out when your bin day is, any changes for bank holidays and any unexpected disruptions to collections, by visiting www.fareham.gov.uk/recycling There’s also full information on where to recycle your glass, waste tips and ways to get rid of something too good to throw away.

Walking your dog on the footpaths, verges, pavements, public car parks, and open spaces etc, means that you have to clear up after your dog straight away. Spot checks and targeted patrols of all areas are made by the Council’s Enforcement Officers who will enforce against anyone they witness not clearing up after their dog. The maximum fine currently stands at £1,000. Alternatively if you’re seen allowing your dog to foul by either a member of the council or even if a member of the public reports you to us, then you may receive a fixed penalty notice of £75.

As more and more people become aware of the illegal nature of this rather dirty business, your actions could become an expensive bad habit you need to break!

West Street Footpath Consultation North side of West Street Footpath Improvements

To comment on these proposals:

We’re planning to make improvements to the footpath on the north side of West Street (train station end) as shown in the plan (below) which is heavily used by pedestrians walking between the railway station and the town centre.

The proposed works include a new bus shelter, new paving and kerbs to match the existing improvements carried out in 2008.

Plans for a new community North of Fareham A new community is being planned for the North of Fareham between Wickham and Fareham due to be built from 2016 to about 2031. It will include between 6,500 and 7,500 homes, together with businesses, schools, open spaces, and local services.

How is the Council planning for this?

We’re working on plans to develop what the new community will be like, looking at things like where new homes and businesses will be located, what new facilities, such as community centres and schools are required and how infrastructure such as sewerage, roads and bus services will be provided.

Has the Council asked people what they think?

In January we began consulting with the public on a range of topics about what the new community will be like. This included the first of our public surveys which attracted nearly 500 responses. We’ve had lots of discussion with interested residents on Facebook and Twitter.

We also visited a number of local primary schools where pupils were able to take part in activities based on what they think should be in a new community. In March, the annual Fareham Youth Conference focused on planning for the new community and what would make it a ‘good place’ for future residents to live and work in.

Community Action Teams What happened at the last round of CAT Meetings?

Residents listened to presentations and took part in discussions on a range of topics including the Coastal Defence Strategy for Fareham, a county wide replacement street light project, the New Community North of Fareham and the future of the Locks Road Surgery.

Recent Successful Community Fund Bids Broadlaw Volunteers Group £4,650 In March, residents at Broadlaw joined the then Deputy Mayor Councillor Dennis Steadman to unveil a mosaic path, created by the community and partly paid for by The Community Fund.

The new path runs through the Broadlaw Walk development.

Wallisdean Infant School £5,000 Community Funding contributed towards the development of an Imaginative Play area and the removal of an already existing play structure.

Warsash Sea Cadets £3,222 The Warsash Sea Cadets one of the newest Sea Cadet units in the Country, were awarded funding to buy a brand new Trinity boat. This will allow Cadets to continue to enjoy a number of water based activities.

HRH The Princess Royal visited Fareham for Diamond Jubilee Celebration In March Her Royal Highness, The Princess Royal visited Fareham for a special Freedom March by HMS Collingwood through Fareham Town Centre. Whilst visiting Fareham, the Princess Royal also officially opened the newly upgraded West Street Play Area to commemorate the Queen’s Diamond Jubilee.

Love where you live - Be a hero in the fight against litter!

Organised by Keep Britain Tidy the campaign ‘Love where you live’ aims to inspire, encourage and enable us all to make where we live, work and play, the kind of place we really want it to be.

Since 2008 The Big Tidy Up across the UK has enabled more than 100,000 bags of rubbish to be collected, making a real difference to people’s local areas and quality of life.

We know there are already some wonderful groups that are actively involved in carrying out regular litter picks in the Borough but we’d like to hear of your local projects and

support your ideas. We can help by the loan of equipment and even arrange for the litter you collect to be picked up.

If you register on the website www.lovewhereyoulive.org and pledge your support, you can also obtain free Big Tidy Up kits which include high visibility tabards, refuse sacks, posters, stickers, badges and a guide to carrying out your tidy up safely.

Are you registered to vote?

This year voter registration forms will be sent to every household at the beginning of July, this is earlier than usual due to the Police and Crime Commissioner elections which will be held on 15 November.

Although forms are being sent out early, we still need to know where you will be living on 15 October. Unlike the census, you do not need to be spending the night at the property so please return your form as soon as possible to save money, as if no reply is received, a reminder will be sent out about 3 weeks after the original form. To ensure you continue to be registered, please ensure a response is sent to us by 14 September at the latest.

We need to have a response from every household in the Borough. If there are no changes to your details, you can re-register by internet, SMS, post or telephone following the instructions on the form. If there are any changes, you will need to respond by amending the form and sending it back to us in the envelope provided.

The form also asks you a question about whether you want to opt-out of the edited register. There are two versions of the register, the full version is used for electoral purposes

and is only available as a paper document and not online.

This is to prevent people from downloading, transmitting electronically or printing the information in it. The edited register is available for anyone to purchase so remember to tick the box on the form if you don’t want your details available to be passed on. You can also tick the box by responding by email or telephone.

By completing the form early, you will ensure you are registered to vote in the Police and Crime Commissioner election in November and Hampshire County Council elections in May 2013.

The Olympic Torch Relay Route through Fareham Sunday 15th July 2012 The Olympic Flame will be carried through Fareham Town Centre on Sunday 15 July. The Torch will start in East Street at 4.30pm and will leave the Borough on the A32 at Fareham Reach at 4.55pm.

The Torch Relay will be a unique event and a once in a lifetime spectacle, so bring your friends and family and join in with the celebrations in West Street from 2pm.

Fareham & Gosport Summer Passport is here!

Fareham and Gosport’s Community Safety Partnerships* (CSP) have joined forces to deliver ‘Summer Passport 2012’ a joint summer activities programme. The Scheme will run between 13 and 30 August from 12 to 4pm and aims to provide a range of fun summer activities free of charge to all 11 to 17 year olds attending schools in Fareham and Gosport.

Fun activities include: bowling, tennis, Henna tattooing, cooking, pamper/hair, laser quest, a 75ft assault course, fire arms and knife crime education, bushcraft, basketball, police wii, arts and crafts, rugby, archery, football, play rangers, American Football, Kites and skateboarding.

Community Safety Partners supporting the scheme include Hampshire Fire & Rescue, Hampshire Constabulary, Hampshire Youth Offending Team, Fareham Borough Council, Gosport Borough Council and Hampshire County Council. The scheme is also being supported by the following local community clubs and businesses Fareham Rugby Club, Crofton Bowling Club, Fareham Leisure Centre, ASDA, Fareham Bowling Club, Portchester FC, Portchester Pirates and Crofton Saints.

Youth Counci l As part of our on going work with Fareham Youth Council, we invited young people from across the Borough to a Youth Conference in March to consult on the New Community North of Fareham. (Page 8) The Conference was an excellent platform for young people to directly influence the New Community, by participating in group activities looking at sustainable transport and open spaces. The results from the activities will be fed into the Council’s plan and will include maps and diagrams to help people understand what the New Community will look like.

The new Eclipse busway between Fareham and Gosport opened in April, providing a dedicated bus route for new, low emission buses. The new buses will also be used on existing bus routes. This map illustrates the new busway route and other routes in and around Fareham that give access to and from the busway. The Eclipse buses will be frequent, fast and reliable and this will encourage people to use public transport for commuting and other, everyday journeys, in and around the area.

Residents’ Survey Update Every two years we carry out a Residents’ Survey to find out how well you, our customer thinks the Council is performing.

It also lets us ask questions about issues which relate to living in the Borough of Fareham. The 2011 Residents’ Survey was sent to 4,020 households (268 from each ward) across the Borough.

Happy where you live According to the 2011 Residents’ Survey, people in Fareham are happier than ever with their local area as a place to live.

In 2011, 97% of respondents stated that they were happy where they live (2% higher than in 2009 and 2007 and 3% more than in 2006).

What did the Council ask about?

Questions in the survey were based around the Council’s seven priorities. There were 33 main questions in total on topics such as: • • • • • • • • •

Refuse collection & recycling Keeping streets clean Leisure, sporting & recreational facilities Parks and Open Spaces Community Safety Value for money Keeping people informed Fareham as a place to live How well Fareham Borough Council is run

Providing value for money 88% of respondents agreed that the Council provides value for money. This is a 6% increase over the 82% of respondents who felt the same in 2009. As the chart below shows, Fareham is performing well when compared nationally.

What do we do with the information?

The results of the survey are used to measure performance of individual services and the Council as whole. It will also help us to make decisions and plan for the future.

Bringing people and parks together Pastel Perfect This spring’s colour scheme of oranges and lemons was one of the most stunning effects we have seen, bringing the parks and highways ablaze with colour which will now follow through into the summer schemes, ‘going for gold’ in this special Olympic and Jubilee year.

A new theme to start this autumn will be ‘Pastel Perfect’ taking on the subtle but rich shades of lilac, pink and purple which will carry into next spring and summer displays.

Adopt a tree for Jubilee To mark this special Golden Jubilee year, we will as part of the ‘Adopt a Tree’ scheme be giving residents, schools and

communities across the Borough the opportunity to adopt a special tree to plant in their local green space. The trees are a variety of Acer Campestre (Field Maple) with the most fitting name of ‘Queen Elizabeth’ and will be planted as part of National Tree Week from 24 November - 2 December.

Carpets of Colour We’ve been planting bulbs with the community for nearly 20 years and each spring sees the length and breadth of our Borough come alive with a breath taking carpet of colour.

To follow the pastel theme the Daffodils will be a variety with a pink central cup complimented by pastel lemon petals and there will also be Chionodoxa with soft pink star like flowers to brighten the early days of spring.

Protected Trees: Advice for New Homeowners Trees can affect the future enjoyment of your property and garden, so here’s some helpful advice to help you make the right decision about buying a house with a protected tree in the garden.

Look at the plans Protected trees are usually shown on the plan you get when you’re buying a house. They’ll be either individually, as a group, woodland or enclosed within an area, and some Tree Preservation Orders (TPOs) may have a combination of categories. Your property may be situated in a Conservation Area and if so a similar level of protection will apply to any trees on your property.

Will the roots undermine my property?

It’s unlikely that tree roots will damage a properly constructed dwelling, but a full structural survey is advisable when buying the property.

Can I fell a tree with a TPO on it?

You can apply to the Council for consent to carry out work to protected trees and each application is considered on its merits. A TPO is a statement by the Council that the tree is intended to remain unless there is a justifiable reason for its removal, eg, if it is dead, dying or dangerous. N.B. a tree is not generally considered dangerous merely due to its height, spread, or its close proximity to a building. If you don’t like the tree - don’t buy the property. Do not assume that you can move in and then prune or fell existing trees.

Who pays if works are needed to trees covered by TPOs? Trees on your property with a TPO are your responsibility and this includes the cost of maintaining them properly. The TPO is there to ensure that the trees are not removed or made dangerous or unsightly due to poor pruning practice.

Anyone can apply for consent to prune a protected tree however the work will also require the permission of the owner.

Trees are of vital importance in maintaining and improving the quality of life of those who live and work in the Borough. Trees are one of the most obvious of our natural assets, by virtue of their sheer size and prominence.

Because they do not last forever and are vulnerable to changes in their surroundings, it is our duty to ensure that future generations are able to enjoy the many benefits that trees bring to our environment.
