A message from Executive Leader of Fareham Borough Council, Councillor Seán Woodward the roundabout and its approaches as part of an overall improvement scheme. The contractors have stated that all the lanes will remain open all the time during the day, however there will be inevitable delays through to the Autumn and your patience is much appreciated.

Locks Road Surgery

June brings the long awaited opening of the new Debenhams store in Fareham whose departments include menswear, ladieswear, childrenswear and cosmetics. All Designers at Debenhams ranges will be stocked in the 28,000 sq ft store which is adjacent to the new Fareham Shopping Centre car park leading directly into the Centre. We are also looking forward to the opening of the new Tesco store, hopefully in time for Christmas. The store is being built on the old foundry site in Quay Street, adjacent to the A27 Eastern Way, and will include an underground car park for 310 cars. I am delighted to see it all coming to fruition at last given that surveys have told us on a number of occasions that our residents, particularly those living in the town centre, would appreciate a good quality foodstore such as Tesco on their doorsteps.

As many of you will know, Dr Whitaker and Partners of the Whiteley and Locks Road Surgery have announced that they wish to consolidate their Locks Road service into their practice at Whiteley and as a result close their Locks Road base.

NHS Hampshire has been advised by the practice that this proposed action has been prompted by the retirement of one GP, along with the move overseas of another, and by the work that would be required to ensure the Locks Road surgery building remained compliant with current standards.

Many patients who use the Locks Road surgery are concerned that if it were to close and consolidate into the Whiteley base, they would have a considerably further journey to visit their doctor and equally, a journey that is not well served by public transport. They are also concerned about whether suitable local alternatives would be available to them if they decided to leave the practice.

surgery, it has a responsibility to ensure that it commissions services for its population based on their need. NHS Hampshire therefore wishes to work with patients, local practices and other interested parties to investigate the availability and feasibility of options to ensure adequate local access to GP services before making a decision on the long term future of the Locks Road site. This engagement process is scheduled to start in the Autumn and the views received will be used to inform NHS Hampshire’s decision. The engagement process will be managed as an independent engagement process by Hampshire LINk – the organisation whose role is to find out what people like and dislike about local health and social care services and work with the people who plan and run them to help make them better.

Tour of the Town Olympic Launch Weekend in Fareham We’re hosting an outdoor event on Saturday 23 and Sunday 24 July from 11 – 2pm, in partnership with Fareham Leisure Centre, Ferneham Hall, Westbury Manor Museum and Fareham & Crofton Cricket Club, to start the countdown to the London Olympic Games, with 365 days to go!

The Olympic and Paralympic Games are not just about sport.

London is also staging a Cultural Olympiad which started as soon as the games in Beijing were over. These are a series of events to showcase the UK’s arts and culture to the rest of the world. An annual countdown is marked each year with open weekends.

This year’s open weekend will take place from 22 - 24 July.

The Cultural Olympiad is the perfect opportunity to highlight and celebrate arts, music, dance and drama.

London 2012 Inspire Programme The London 2012 Inspire programme is an Olympic and Paralympic first. This groundbreaking programme enables non-commercial organisations across the UK to link their events and projects to the London 2012 Games.

The Inspire programme focuses on six key themes: Sport, Culture, Education, Sustainability, Business opportunities and skills, and Volunteering.

Its all oranges and lemons

Bringing People and Parks Together, our Fareham in Bloom campaign encourages community participation in parks and horticultural activities with a diverse range of events and projects run throughout the year to inspire people to take part in the enhancement of their local environment.

This spring saw the Borough come alive with carpets of daffodils complemented by the stunning displays of our ‘Red Hot and Blue’ theme that will now carry through into the schemes and activities of the summer months.

We’ve been planting bulbs in the Borough now for some eighteen years and each spring sees the length and breadth of our highways

Bringing people & parks together put on a spectacle of colour.

The new theme starting this autumn will be ‘Oranges and Lemons’ taking on a zesty twist of rich orange shades complemented by a palette of bright yellows, an expression of our passion for parks and in Bloom.

The daffodils will be a two tone yellow and orange hybrid called ‘Castlerock’ with beautiful rich petals with a fiery orange cup on 12 inch stems.

There will also be an unusual and seldom seen orange crocus called ancyriensis ‘Golden Bunch’ with its rich tangerine blooms that brighten the early spring days.

There are 60 sacks of each available containing approximately 200 bulbs and these will be distributed from the week commencing Monday 12 September for planting by mid-October. Once planted apart from leaving the leaves for at least ten weeks after flowering to regenerate, the bulbs will come up year on year!

Spring into the Olympics Next year we will be adding to the carpets of colour on the highways and in the parks with some new locations that will bring a big wow when they burst into bloom in the spring. For the special Olympic year the Fareham in Bloom team will be working with sporting organisations at three locations in the Borough to plant bulbs that will celebrate the 2012 Olympics.

Trees of the world Our tree adoption scheme was started in 2001 and allows residents to adopt and care for a newly planted tree for the benefit of their local community.

The scheme has been tremendously successful and seen over 200 trees adopted and now thriving.

This season to continue our zesty theme there will be two trees available with sumptuous orange and yellow

berries putting on a show in the autumn and winter months. The first is a mountain ash, Sorbus aucuparia ‘Golden Wonder’ with creamy yellow fruits and foliage that turns red in the autumn. The second is a variety of crab apple called Malus x zumi ‘Golden Hornet’ with its rich ochre yellow fruits born in abundance.

There are 15 of each available which will be planted as part of national tree week from 26 November to 4 December.

Applicants need to be residents, schools; community groups or businesses within the Borough. Trees and bulbs must be for a location that can be enjoyed by the wider community, such as an area of open space or park.

In some cases due to underground services and safety it may not possible to plant trees and bulbs on highway verges. In some cases, we may also have to suggest an alternative location.

Those applications received after the closing date will be added to the following year’s scheme.

Community Safety When crime, fear of crime, or thoughtless anti-social behaviour, interferes with the quiet enjoyment of your home or disturbs your peace of mind, something has to change. Here is a review of some of the organisations that are active in Fareham and helping to minimise such problems. Do use the contact phone numbers or website addresses given to find out more.

Feel safe in Fareham Crimestoppers

StreetWatch

Most people want a quiet life, so when they are troubled by antisocial behaviour or crime, they don’t necessarily contact the police right away. However, deciding to say and do nothing in the hope that the problem will go away is rarely the answer. If you’re not comfortable talking to the police, there is an alternative.

Crimestoppers is an independent charity that helps to find criminals and solve crimes. You can call them at any time of day or night on freephone 0800 555 111, knowing that you do not have to give your name or any personal information and calls cannot be traced. You can also enter concerns online at www.crimestoppers-uk.org.

Whichever you choose, you can be confident that all information of value will be passed promptly to the police, without any link to you. As information is collected and pieced together it gets progressively harder for criminals to operate.

For the past six months a pilot StreetWatch scheme has been under way in Sunlight Gardens, Fareham, to reduce anti-social behaviour by individuals intent on spoiling this new development.

Crimestoppers is a valuable source of criminal intelligence to the police as they clear up two crimes for every five Crimestoppers reports. In 2010 that led to 316 arrests and 288 crimes being nipped in the bud in the Fareham area.

Neighbourhood Watch Another way to fight crime is to join the 13,500 Fareham residents who are already members of Neighbourhood Watch. You will benefit from good links to local police teams, up-to-date advice on crime prevention and a stronger sense of community in your street.

In May, Neighbourhood Watch Coordinators from across Hampshire meet in Stubbington to share ideas, hear the latest news from the police and support each other in making safer communities. StreetWatch involves residents giving up their free time to patrol in pairs with each other, police officers or PCSOs (Police Community Support Officers) , in association with the local Safer Neighbourhood and Community Safety Team. Regular patrols have been able to identify and nip potential problems in the bud and improvements have been made right across the area.

We are delighted to report that there has been a reduction in littering, criminal damage and other anti-social incidents, as well as obstructions caused by inconsiderate parking.

Speeding and anti-social behaviour by kids of all ages have been reduced due the visibility of the patrols.

Although the volunteers have no powers, they approach individuals, and advise them about the issues surrounding anti-social behaviour. The volunteers also forward information to their local police so that offences or ongoing issues can be dealt with professionally.

Health Love thy Neighbour With the finer weather and longer daylight hours most of us see and hear more of our neighbours, so it’s important to be considerate and not cause nuisance. Fareham’s Community Safety Partnership has produced a Neighbour Nuisance Toolkit full of useful tips, which you can find on its website at www.saferfareham.co.uk

SNAP SNAPs are alcohol-free dance nights for 11 to 16 year olds at Ferneham Hall. The next SNAP will be held on Friday 22 July.

React Games React Games were held in November in various centres across the South East, including Fareham Leisure Centre. The 2010 Games saw members of Fareham Leisure Centre’s 50 plus group win gold medals in both the 50 plus and over 65’s table tennis competitions.

Exercise Referral Exercise Referral offers Fareham residents that suffer with a long term health condition the opportunity to attend a ten week programme at Fareham Leisure Centre.

If you have a condition such as high blood pressure, diabetes, asthma, osteoarthritis, obesity or depression, then this scheme could enable you to take part in physical activity that will positively influence your health and wellbeing.

In addition to this, you will receive two free personal training sessions, access to nutritional workshops and group exercise sessions at £1.50 each and be eligible for membership discount.

Air quality in Fareham We monitor air quality locally, reporting on pollution levels to the government and initiatives to cut polluting emissions.

We monitor NO2 pollution by collecting air samples at over 40 sites in the Borough. Nitrogen dioxide (NO2) is a gas emitted from motor vehicles that can affect health. A continuous monitoring station on Gosport Road, Fareham provides detailed information on an hourly basis. Check it out on the air quality pages of our website at www.fareham.gov.uk.

Community Action Teams

Successful CAT bid Bridleway 100 in Wallington runs from The Meadows to Standard Way and is a popular route for both able and disabled residents.

Over the years the heavy use of the path caused it to become eroded, full of potholes and muddy, making it inaccessible.

Now, thanks to a successful Community Action Team bid, the Bridleway boasts a new surface which is both durable and long lasting.

Young people speak out In March, over 100 young people aged 12 to 20 years old took part in this year’s Fareham Youth Conference at Ferneham Hall, along with key decision makers from youth groups, schools, colleges and organisations across the Borough. The event provided a forum for local young people to express their views and opinions and to have fun doing so.

The conference organisers comprised of Fareham’s Youth Council, Fareham Borough Council and Hampshire County Council Children’s Services (Youth Team) on behalf of The Local Children’s Partnership (LCP).

The main aims of this year’s event were to • Raise awareness of the LCP • Explore issues effecting young people such as raising aspirations and teenage pregnancies • Enable key decision makers to hear young people’s views • Promote Fareham Youth Council, a youth-led group, which represents young people’s views, and discusses projects and topics concerning the youth of Fareham • Encourage young people to be active citizens • Consult with the young people regarding the local community A ‘Big Brother’ style diary room was available during the day. This gave young people the opportunity to say what they like and dislike about life in Fareham, and how the Borough could be improved for young people.

Fairtrade dress design a hit in Fareham Fareham celebrated Fairtrade Fortnight with a unique item of clothing made entirely of Fairtrade cotton bags. The gown was designed and created by local costume design graduate Emily Sghendo (22) using shopping bags donated by her employer, The Southern Co-operative. It was the star exhibit at the Fareham Fairtrade group’s stand in Fareham Shopping Centre on Saturday 5 March.

The stand was also attended by the 2010/11 Mayor and Mayoress of Fareham, Councillors Brian and Susan Bayford, Mark Hoban MP, and Borough Councillor Pamela Bryant and Executive Leader, Councillor SeĂĄn Woodward. They were among a large number of people who joined in the national attempt to make the longest recorded string of bunting, decorating triangles of Fairtrade cotton with a variety of creative designs.

The stand also featured free samples of Fairtrade nuts and chocolate to taste, a large selection of information leaflets about Fairtrade, and displays of Fairtrade beauty products and cotton clothing donated by local retailers.

A day in the life of...

Shared Head of Environmental Health, Ian Rickman Following an agreement between Fareham and Gosport Borough Councils, I’m now the Shared Head of Service, responsible for Environmental Health for both districts, which includes: food safety; health & safety at work; pollution control; private sector housing; contaminated land; air quality; and licensing.

The decision to take this first step towards a shared Environmental Health Service for both Councils was in part to meet the tough financial challenges that face Local government but also to share expertise and provide a more resilient service. In January this year I began providing a Head of Service function to Gosport as well as for Fareham, working half of my time at each Council. This has of course been quite a challenge, however with the support of both teams it seems to be working well.

08:15 This morning I’m in Fareham, in our temporary office on the Cams Estate (as we have been moved out for six months whilst essential electrical work is carried out to the Civic Office and it is re-organised to enable some of the office space to be freed up to enable some rental income to be generated).

10:15 Juli Treacy, Principal Environmental Health Officer for Food and Health and Safety, and I go to the Civic Offices for a meeting with Garry White, Director of Regulatory and Democratic Services to discuss the way forward with a particularly difficult workplace accident that occurred in the Borough.

12:00 I set off for Gosport, for a meeting with the two Principal EHO’s for Food Safety (Juli Treacy and Kay Regan, pictured) to discuss the joint implementation of the National Food Hygiene Rating System (see opposite) for both Councils, together with aligning the Food Safety Service so officers can carry out Food Hygiene inspections in each others areas, to cope with peaks in workload, rather than engage external contractors.

13:00 I meet with the Housing Services Manager (my new boss at Gosport) to discuss the new arrangements for Disabled Facilities Grants, this is a different area for me as responsibility for this doesn’t lie within Environmental Health at Fareham.

14:30 After checking my emails, I prepare a briefing note for the Executive Leader of Fareham Borough Council regarding a licensing decision.

15:30 I work on a new set of performance measures to ensure that service requests are dealt with more promptly and efficiently. These measures will be the same for both Councils and be invaluable to help identify areas of best practice. In addition I develop a new customer satisfaction questionnaire to help identify areas that need improving.

16:45 A member of the Residential Team wants to discuss a landlord who didn’t comply with a Statutory Notice to provide heating to their property.

17:45 Check my emails and my schedule for tomorrow before heading for home.

08:30 Work through my emails for Fareham and Gosport Environmental Health.

09:00 We have been at the Faretech Office for a little over a week and I hold a staff meeting (right) to make sure everything is ok with the temporary set up. Apart from some

Hygiene ratings now visible when eating out When choosing where to eat out, you’re now even better informed thanks to a new national scheme which Fareham and Gosport have now joined, to tell you about the hygiene standards of food outlets in the two areas.

The national Food Hygiene Rating Scheme (FHRS) developed by the Food Standards Agency (FSA) provides information on food hygiene standards to help people to choose where to eat out or shop for food.

Food outlets, such as restaurants, takeaways and pubs are inspected by food safety officers from the two districts, to check that their hygiene standards meet legal requirements.

The hygiene standards found at these inspections are rated on a scale ranging from zero (‘urgent improvement necessary’) to a top rating of five (‘very good’).

These ratings can be viewed at www.food.gov.uk/ratings Food business will be encouraged to display their sticker and certificate on their premises to show people how good they are.

Solent Local Enterprise Partnership

Local Economy

The Solent Local Enterprise Partnership (Solent LEP) is led by the business community and supported by four university partners, the further education sector, three unitary authorities, eight district councils and the voluntary and community sector, all of whom are actively working together to secure a more prosperous and sustainable future for the Solent area.

In June 2010 the Government invited local authorities and business to submit outline proposals for the creation of local enterprise partnerships (LEPs) to replace regional development agencies (RDAs) in the promotion of local economic development. The rationale is to create a more effective economic development structure to drive growth and maintain recovery. 56 LEP bids were submitted to Government in September 2010.

The Solent bid includes a population of over 1.3 million and some 50,000 businesses. The South Hampshire and Isle of Wight area is a well recognised functional economic area anchored around the Isle of Wight, the two cities of Portsmouth and Southampton and the M27 corridor and Solent waterway. In October 2010 the Coalition Government published the

Local Growth White Paper, setting out the Government’s role in empowering locally driven growth, encouraging business investment and promoting economic development. As part of the White Paper it was announced that twenty-four local enterprise partnerships proposals (including the Solent LEP) have been given the green light to establish their LEP enabling local business and civic leaders working together to drive sustainable economic growth and create new jobs in their communities.

A £1.4bn Regional Growth Fund was announced to support the creation of private sector jobs and will particularly support communities currently dependent on the public sector, helping them make the transition to private sector led growth and prosperity.

The Solent LEP created a shadow board to put into place arrangements to establish a permanent Board from April 2011. The LEP is in the process of appointing seven Board members from the business community to sit alongside representatives from local government and higher education.

The LEP will be business led and a chairman will be elected from the business-based board members.

Tips for making life simpler CAB advisors help with a wide range of problems including employment, money matters, housing and benefits issues, consumer rights, family problems, legal matters and immigration.

Q I’m struggling to pay my council tax. What can I do?

A It’s essential to seek help with financial problems as early as you can. Visit the CAB website to see if you might be eligible for help with your payments. If you need face-to-face advice about arrears drop in to the CAB at Fareham Library or the new Highlands Hub.

Q I’m keeping my car on the driveway and not using it.

Do I still need motor insurance?

A Yes. If you keep your vehicle on private land you must have motor insurance unless your vehicle has: • a valid Statutory Off Road Notice (SORN) • been kept off a public road since before 1 February 1998, or • been scrapped, stolen or exported and the proper notification made.

Q Are there any obvious disadvantages in buying a second-hand car from a private seller?

A

If the car you buy was stolen or is still on some sort of finance agreement, it could be impounded by the police or repossessed by the finance company. The law is quite complex regarding ownership in such cases. It is best to get a Vehicle History Check to make sure the seller is the legal owner of the vehicle.

Look on the Internet for companies who provide these checks. You will have to pay, but it may save you money and inconvenience. If you already have a problem of this sort Fareham CAB can help you establish your rights.

Q Can I get backdated attendance allowance for an elderly relative who pays for care in a nursing home?

A

Attendance allowance is a benefit for people aged over 65 who have required care for at least six months. With help from Fareham CAB one client recently secured six years’ backdated attendance allowance. Backdating to this extent is usually only possible where someone has received wrong information from officials, but the Department of Work and Pensions agreed to back-date in this case as our client had never been told that the relative was entitled to the allowance.

Q Have borrowers’ rights improved at all?

A Yes. Recent changes to the laws on lending give consumers more protection. They include rights to cancel an agreement within 14 days if you change your mind after signing, and to settle the agreement early by paying off all or part of the amount due. Lenders must also now assess your ability to pay back the money before offering or increasing credit.

Highlands Hub A new community venue

You might expect somewhere called Highlands Hub, to be alive with kilts and bagpipes.

In fact Highlands Hub in Highlands Road Shopping Centre, north west Fareham, is about transforming the most deprived part of the Borough.

Opened in April by one of our favourite local celebrities, footballer Linvoy Primus, the Hub comprises a community cafe, with Internet and computer access plus three small meeting rooms in the former off licence shop unit.

The cafe is a safe place where someone can come in alone and see friendly faces, or where friends can meet up. People will be able to ‘surf the net’ or learn new computer skills using the five planned computer terminals; while the meeting rooms are already in use by the Citizens Advice Bureau (CAB) and other agencies that help people.

Fareham Borough Council, Hampshire County Council and St Columba Church, which serves the Fareham Park area, developed the Hub through partnership working and the sharing of resources.

Under a matched funding bid, the Borough Council provided start up funds for converting the shop into a community facility. Hampshire County Council helped to secure the lease on the premises and covered the first two years’ fixed running costs. The church community conceived the project and runs it on a day to day basis.

The Fareham Park Project Highlands Hub is the result of extensive community engagement in the Fareham Park area. The aim was to raise awareness of local provision and improve the local support infrastructure. Residents were encouraged to speak up about the improvements they wanted through stakeholder’s conferences and networkfareham. A steering group was formed and Learning Links was appointed to undertake the project.

Congratulations are due to everyone who took part, as individuals, professionals, volunteer Community Champions and Community Researchers. Well done!

CAB at Highlands Hub Advisors from Fareham CAB are in attendance at Highlands Hub every Tuesday. This extra service should make it easier for people living to the west of the town centre to drop in for advice. The CAB’s main base on the top floor of Fareham library continues to provide a service Monday to Friday.

Fareham & Crofton Cricket Club Fareham and Crofton Cricket Club is a club mark and focus accredited club working in partnership with the English Cricket Board, local schools and community groups to promote cricket in Fareham. They have a dedicated coaching team and their junior section runs from age 5 to 16. With four senior sides giving plenty of opportunity to remain in the game.

Coaching takes place in the evening – different nights for each age group.

Matches are mainly evenings for juniors. While the seniors play on a Saturday and Sunday afternoon.

Fareham Easy Access Trail A new leaflet is now available giving details of the Fareham Easy Access Trail (FEAT) which is a mile long surfaced footpath overlooking Fareham Creek. The path allows everyone to enjoy scenic views over the estuary as it skirts around Cams Hall and the golf course. The coastal pathway is marked from West Street in Fareham town centre, down East Street and then under the viaduct to the Delme roundabout and Cams Hall. The surfaced trail lasts for over a mile allowing comfortable wheelchair access. It then continues into a four mile circular walk although the path is more uneven and less suitable for wheelchairs. Wheelchair users should remember to take their Radar Key with them if they wish to travel the whole length of the footpath.

The leaflet shows the route of the path and gives further information about Cams Hall and other historical features seen en route. The trail is dedicated to the memory of Lorraine Herrington whose vision it was to create this path.

Did you know that…? YOU could be a school governor If you’re interested in education and would like to have a say in the running of a local school, you could become a governor.

Being a governor means working with the head teacher at a strategic level, and involves you in aspects of school life such as budgeting, recruiting new staff

members or new initiatives to help the children lead safer, healthier lives. You would take part in decision-making and planning for improving standards and outcomes for children; however governors aren’t involved with the dayto-day running of the school.

Anyone from the local community aged 18 or over can apply. Governors are not necessarily parents of school aged children, and no specific qualifications or experience are required. Hampshire County Council’s Governor Services team provide free training to help you do the job; and many governors report that the training and experience they gain helps them in their work, other volunteer activities or their private lives.

Governors usually find the role to be most rewarding as it gives them the opportunity to help in improving children’s lives, and to meet and work with interesting people they might not otherwise come across.

8-8 Dentistry comes to Fareham Southern Health NHS Foundation Trust (SHFT) has, from 1 April, opened its Sharland House dental clinic doors from 8am to 8pm seven days a week (excluding bank holidays). This is the first clinic of its kind in Fareham which is able to offer dentistry for 12 hours a day.
