Welcome to the ribbon cutting and dedication ceremony for the NNSA John A. Gordon Albuquerque Complex. I am delighted to have you join us today to celebrate this important occasion and honor our first NNSA Administrator, the late General John Gordon, for his service to our Nation.

WELCOME SPEAKERS

Providing our people with the best modern infrastructure is necessary to develop a top-tier next generation workforce for the various aspects of our vital nuclear security missions. This is a concept General Gordon understood well, which is why as NNSA Administrator he consistently advocated to update our aging complex. More than two decades and five Administrators later, NNSA’s infrastructure recapitalization efforts are still moving forward.

The NNSA John A. Gordon Albuquerque Complex that stands before us today embodies the vision we have for a flexible and resilient nuclear security enterprise of the future. With its cutting-edge energy and environmental design, the John A. Gordon Complex enables NNSA to realize an incredible energy efficient and collaborative Albuquerque footprint that gives our 1200+ member Albuquerque workforce the safe, modern, and resourceful workplace they deserve.

This modern facility is a result of years of collaborative work across NNSA and with our local, state, and Federal partners. Since 2016, when we first received congressional appropriation to build this facility, our infrastructure and project management teams have worked tirelessly to accomplish this tremendous feat. This long-awaited day wouldn’t be possible without their dedication, the continuous bipartisan support we have received from Congress, and the strong foresight and advocacy of former NNSA leaders, Frank Klotz, Lisa E. Gordon-Hagerty, and Jeff Harrell.

The John A. Gordon Albuquerque Complex is a great example of the progress that can be made when we collaborate with our partners to deliver innovative solutions for the nuclear security enterprise and our Nation.

ABOUT JOHN A. GORDON Appointed as the first NNSA Administrator in 2000, General John A. Gordon led the semi-autonomous agency within the Department of Energy from its creation until June 2002. After leaving NNSA, his final federal leadership position was as Assistant to the President and Homeland Security Advisor, where he helped design the government’s response to terrorism in President George W. Bush’s Administration.

Gen. Gordon began his long and distinguished career in service to the Nation when he received his commission through the Reserve Officer Training Corps in 1968. As a physicist at the Air Force Weapons Laboratory, his early assignments were in research, development, and acquisition where he was involved in improving the Minuteman Intercontinental Ballistic Missile (ICBM) and in developing and acquiring the Peacekeeper ICBM. Gen. Gordon’s military career highlights include Deputy Director of the Central Intelligence Agency, Director of Operations for Air Force Space Command, Commander of the 90th Missile Wing, and Senior Director for Policy on the National Security Council staff at the White House. With 32 years in the U.S. Air Force, he retired as a general in August 2000 to lead NNSA. General Gordon passed away on April 19, 2020 at the age of 73.

Gen. Gordon spent his entire career in dedicated service to our country. Two decades later, we continue to build upon the strong foundation he created for our Nation’s national security needs.

Five months before the groundbreaking in July 2018, NNSA Administrator Lt. Gen. Frank Klotz and Sandia Field Office Manager Jeff Harrell led Sen. Martin Heinrich and Rep. Michelle Luján Grisham of the New Mexico congressional delegation around the old complex.

ABOUT THE PROJECT Prior to the new facility, the NNSA Albuquerque Complex consisted of 25 buildings, some built in the early 1950s as military barracks. The aging facilities were inadequate for the 1,200 NNSA employees that worked there.

The John A. Gordon Albuquerque Complex replaces the old facility which was costly and inefficient to maintain. This new building reduces NNSA’s total deferred maintenance by approximately $40 million and was designed to be a modern and efficient facility meeting LEED Gold standards.

Congress appropriates $8M for the NNSA Albuquerque Complex Project under the FY 2016 Omnibus Appropriations Bill.

2016

2018 April 20, 2018: DOE/NNSA authorizes the start of the construction of the NNSA Albuquerque Complex Project.

2019

July 2, 2018: NNSA holds groundbreaking event at the construction site in Albuquerque, New Mexico with distinguished state and local leaders.

2020

April 19, 2020: General John A. Gordon passes.

August 6, 2019: NNSA hosts a “Topping Out” celebration hoisting the final steel beam on the building.

August 21, 2020: NNSA names the building the John A. Gordon Albuquerque Complex in recognition of NNSA’s first Administrator.

2021

THE COMPLEX The John A. Gordon Albuquerque Complex is a state-ofthe-art facility that provides a modern, safe, and reliable workspace for approximately 1,200 employees that support NNSA’s national security missions.

The complex houses multiple organizations, such as the offices of Secure Transportation, Emergency Operations, Defense Programs, Management and Budget, Acquisition and Project Management, and Defense Nuclear Security.

April 19, 2022: NNSA holds ribbon cutting event and unveils bronze plaque dedicating building in honor of John A. Gordon.

May 2022: ABQ Complex scheduled to be finished
