t feels somewhat like our construction world has stabilized and returned to some level of normal. Back in February, I traveled about 20 days to meetings in a half-dozen cities for the associations that we manage. I had eight to 10 meetings scheduled in March and April in other parts of the state or country, and more activity scheduled for the rest of the year. Frankly, 2020 was looking like a pretty normal year. Our staff was busy, and our members were getting through the typical seasonal slowdown. We were looking forward to a strong construction year. Then we discovered COVID-19 and our world got upended. While Upstate New York did not reach the peak infection or hospital utilization that the models predicted, the impact on our business and community was deep. Most of us did not know what Zoom was before March, and like many of you, most of my meetings were suddenly on Zoom, WebEx, Google Hangout or Microsoft Teams. Talk about a culture change! It is nice to now have board meetings back in the office! Zoom fatigue is real. Our kids stayed home from school and we all learned how to be teachers. As we move into the fall, it looks like we will again be part-time teachers. Most districts have adopted hybrid schedules, which means about 60 percent of learning is remote. I doubt that my Common Core math skills have improved in the last few months. Let’s hope that our school officials are able to actually teach this year. I was particularly proud of our members during this crisis. Our construction firms did not miss a beat. We staffed essential projects, developed safe work practices and kept as much of the industry going as we could. Of course, there were some firms that acted poorly, but I can count those examples on one hand. A crisis brings out the best and worst in people. It was heartening to see you rise to the occasion! We have continued that work through the summer and have adapted to our new safety procedures. Those changes are starting to feel normal, which is both good and bad. The most common question that I am getting now is, “What does the future market look like?” As you recall from 2008, the lowest employment level and weakest market was not experienced until 2010 and 2011. I expect a similar pattern here. There is a lot of work to complete in 2020 and some of that will move into 2021. Bidding has already slowed though, and New York State’s finances paint a grim picture for future public works. Even before the crisis, there was a slowdown in the private sector. That was likely the natural occurrence of a few strong years. However, the economic fallout of COVID-19 may accelerate the slowdown. Of course, none of us have lived through a pandemic. We don’t really know what will happen, we can just read the signs and plan for scenarios. A federal infrastructure bill looks increasingly unlikely as we move toward the presidential election. That is unfortunate because it would put a floor in an unstable market. On behalf of the board and staff at Builders Exchange, please work safely and smartly as we strive to complete our 2020 work. s the 2020 construction season draws closer to winter, I think most business leaders are ready to get a fresh start in 2021 with the hopes that the pandemic settles down and we can get some normalcy back in the workplace. However, many experts think that 2021 could be even more of a challenge with the residual effects of this virus lingering through next year. Only time will tell. I think the true sign that we are through this is when I am sitting in traffic on 490 again when I head home at night. On a positive note, most construction firms are showing solid numbers in 2020. Our backlogs filled up early enough to weather the heart of the pandemic and there is plenty of construction activity around town, which has been encouraging, and in some cases, soothing. Requests for pricing seem to be running at a normal pace and it is my hope those quotes turn into contracts. Like all of us, the Builders Exchange has also adapted to the “new normal.” Our board and committee meetings have turned virtual, and membership levels have maintained at a positive rate. We have had to put many of our in-person programs on hold as expected. However, we had a fantastic response for our July Golf Outing, which sold out two golf courses within just a few short weeks. The turnout was great and it was nice to be able to have face-toface conversations with some of my peers in the industry. The “BX” leadership and staff continue to share ideas on how we can assist our members during this pandemic and beyond. With that being said, as education classes are developed for the fall, the “BX” will offer options for both in-person or virtual classes. The safety of our members is most important to us. We also made some strategic changes with a few of our staff members recently, and we feel that those changes will allow the “BX” the ability to expand services and grow going forward. I’ll conclude with a THANK YOU to our members for their continuous support during these difficult times. Rochester is one of the most resilient areas of our country. I think our local construction community plays a big role in that. We should all be proud of what we do and for the families that are supported by the efforts of our various construction trades.

ummer is a notoriously busy construction season, especially when it comes to capital project work for public school districts. The pace and pressure to prepare schools to open on time in the fall is both intense and rewarding, and for Campus Construction Management Group, it’s all in a day’s work. For more than 30 years, Campus CMG has specialized in construction management services for K-12 clients. Their work includes hundreds of school projects in New York State and over $5 billion in school construction put in place. Through the years, the company has worked with 136 school districts across the state; many of which continue to return to Campus for their next project. “We’ve been fortunate to earn the trust of our clients by providing excellent service,” said Mark Esposito, vice president of Campus CMG. “While trust is only one reason to justify our continuous involvement in our districts, it is certainly one of which we are most proud.”

Project Profile One such client to continually use Campus CMG’s construction management services is Webster Central School District. Campus CMG first began working for the district in 1998 and is currently managing the fifth and sixth consecutive Webster CSD projects. “Webster CSD considers Campus CMG an invaluable partner in nearly 8,400 students’ education,” said Brian Freeman, the district’s assistant superintendent for business. “Our longtime relationship has resulted in extraordinary additions to our 11 school campuses that make a difference in the educational environment in which our students learn and grow.” The district’s $43.5 million district-wide capital improvement project began its first phase of construction in 2018, and is currently on track for a November 2020 completion. Phase 1a consisted of ADA-compliant upgrades

at all elementary school bathrooms and playgrounds. A new cafetorium at Spry Middle School is the highlight of phase 1b. It replaces the original auditorium built in 1924, and allows the Middle School community to gather in their own space for special events, rather than using space at the Schroeder High School as they had previously. The original auditorium was repurposed into a learning space for professional development. The original cafeteria – an addition built in the 1960s – was turned into a modern library. The new cafetorium received its certificate of occupancy in August, and once the stage equipment is installed in early September, it will be ready for the first day of school. Another aspect of phase 1b is the addition of a buildings-and-grounds storage space on the Spry Middle School campus. Using the Spry campus for the storage

space eliminates the district’s need to rent storage pods at each school building. Additionally, it provides a more centralized, secure, and aesthetically pleasing place to store topsoil, gravel, mulch, and maintenance vehicles. Project highlights of phase 1c include updates to the Webster Thomas High School library and the addition of a state-of-the-art media center. The new media center was built in what was previously an unused courtyard, making use of previously underutilized space. Both the high school library and media center feature colorful and contemporary design elements that make the spaces feel fresh and inviting. A new technology bar was also part of this phase and includes the same vibrant and modern motif. (insert pics of Thomas library, media center, tech bar) Yet another focal point of the 2020 project is the
recently completed district office. In lieu of the traditional office building design, the revamped space has an open layout that gives district administrators collaboration stations for group engagement and discussions. The exposed brick walls, reclaimed wood, wandering floor patterns, and barnyard-like sliding office doors further contribute to the unique and creative atmosphere. Webster CSD’s sixth project with Campus CMG is the $69.5 million One Webster Community project, which is also in full swing. The Schroeder High School fields and track portion of this project was bid earlier this year, with construction kicking off in the spring with expected completion in spring 2021. Additional scope for this project includes the Thomas High School technology wing, which has just finished bidding. The remaining project scope, an addition to the district’s transportation facility, will be bid

Project Profile in the fall of 2020 and winter of 2021, and is scheduled for a December 2023 completion. “The capital projects approved by our district voters continue to make an indelible impact on our entire One Webster community,” said Freeman. “Campus CMG has the unique opportunity to bring transformational changes to the physical features of our schools that, in many cases, can be enjoyed by all constituents of Webster CSD. From blueprints to buildings, Campus CMG diligently works with us to ensure the needs of our district are met through every capital improvement project.” Webster CSD’s Director of Facilities, Blaine Cunningham, added, “The relationship over the last 20 years has grown from helping the district expand its footprint, due to population growth, to a
modernization of facilities.” It goes without saying that no construction project is delivered without its challenges, and the Webster CSD projects are no exception. The main project challenge since March of this year has been limited manpower – one of the many effects of COVID-19. While construction workers are considered essential employees, some laborers can’t work due to high-risk health factors and other personal reasons. During the pandemic, the available contractor workforce was cut in half in a matter of a two-week time frame. COVID-19 also shuttered a number of manufacturers, which greatly affected the project schedule. A standard timeline for materials is typically eight weeks from submittal to installation. However, with out-ofbusiness manufacturers or out-of-
state manufacturers who had to halt delivery, the project team discovered that materials expected to arrive in a few days were instead delayed by months. The team then was tasked with finding another manufacturer

and repeating the eight-week submittal process. While the pandemic-related school shutdown in March and April allowed the contracting team to demo earlier than planned, the project schedule came to a temporary standstill since so many finishes were delayed. In one case, bricks for the exterior were being shipped from outof-state, but right before shipment, the pandemic put an end to out-ofstate shipments. “The project site had received three of the expected six loads. The other three remained locked down in an out-of-state construction yard,” said Campus CMG Senior Project Manager Scott Hochreiter. For two months, that part of the project had to be shut down until the shipment ban was lifted. Although the pandemic certainly

added another layer of complexity to the project, the construction management team, led by Hochreiter and Project Manager Dan Andrews, worked together to come up with creative alternatives to each setback, ultimately getting the projects back on schedule. They attribute their success to frequent communication among the project team and its partners, and directly with the owner. Collaborating with the architect – fellow ROBEX member LaBella Associates – and maintaining an open working relationship with LaBella, the contractors, and the district eventually overcame the project setbacks. When COVID-19 arrived in our community in March, hospitals went into crisis mode, businesses sent employees home, the number of individuals and families struggling to meet basic needs increased dramatically, and nonprofits were inundated with requests for help. Much like it did upon its inception as the Community Chest during World War I, United Way and community partners sprang into action. Knowing that additional resources would be needed immediately, United Way launched the Community Crisis Fund in partnership with Rochester Area Community Foundation. The purpose of this special fund is to help local nonprofits who are seeing increased needs and higher demands to help the people they serve. Local businesses and individuals responded to the call for help, raising more than $4.7 million between the end of March and mid-June. Grants are sent out weekly to nonprofits requesting support related to the crisis. When COVID hit, United Way was in the midst of planning a soft launch of its new volunteer matching service, Volunteer United, to help people and nonprofits connect on volunteer needs. Instead, United Way fast-tracked full operation of the platform and encouraged organizations and people to sign up to connect on crisis response. The first effort on Volunteer United convened healthy people to pack thousands of pounds of food at Foodlink for distribution across the community. Since then, nearly 4,000 volunteer matches have been made for things like food prep, meal distribution, making calls to check on older adults, sorting in-

When personal protective equipment (PPE), including masks, were in high demand and short supply, United Way created an offshoot of Volunteer United to create the Mask Makers initiative. Masks are an especially critical need for the human service organizations that did not close their doors, but instead continue to serve those most vulnerable. Hundreds of mask makers jumped to action to work toward the goal of donating 50,000 masks to the nonprofit sector. One hallmark of United Way’s business is the ability to identify needs and connect resources to meet those needs, in partnership with generous donors and community-focused organizations. This was the impetus for the development of the Human Services Support Hub, powered by Mighty Networks, to help make connections where needs are greatest. United Way and the Monroe County Systems Integration Project launched and staffed the hub to offer vital information, strategic guidance, and other supports to local human service agencies that are navigating increased needs and operational challenges. The hub currently has more than 530 members who are making requests, sharing resources, and operating as a coordinated network to better serve the community. In mid-April, a second hub was launched to serve the 10-county Finger Lakes region, with an emphasis on rural concerns. This hub is being overseen by Common Ground Health in partnership with United Way, FLPPS, and the S2AY Rural Health Network.

Requests in the Hub underscored the need for distribution of PPE, cleaning supplies, and other critical resources, leading to a coordinated community supply chain effort. United Way connected with partners at Goodwill and the Rochester Transit Service to deliver needed items gathered through Volunteer United and the Human Services Support Hub. Black Button Distilling was one of the first local for-profit companies to redeploy resources, providing hand sanitizer to United Way to distribute through the supply chain. Since then, more than 350 supply requests have been delivered to more than 90 human service agencies. The Greater Rochester community has shown, time and again, its

innovation, resilience, and care for others. Despite COVID-19 and the domino of challenges that followed as the pandemic spread, the collaboration and connection to help support those most in need was, and continues to be, truly remarkable. One local partner shared this after receiving Community Crisis Fund support. “I want to personally thank you for being so helpful during this challenging time and putting others first; for being a part of the community that surrounds
our children and families, supporting people in what is likely one of the worst times in their life. You have lessened our burden of obtaining PPE to keep our children, families and staff safe so we can continue to do our work.” United Way acknowledges that its team has only been able to do this important work thanks to the years of support that our community has come together to provide – especially to each Builder’s Exchange member who has been a part of this effort. The connections built and resources identified come from decades of collaboration, convening for good, and tireless advocacy for the community that we all call home. As employers, we cannot ignore the impact social isolation, worry, anxiety, and stress posed by a national crisis has had on our workforce. The true impact of COVID-19 on our employees may not be known for some time, but we will have to ask ourselves whether we will see an increase in factors that, over time, may affect the overall health of our employees and have a direct impact on our costs.

Therefore, it is critical we bring this issue into the open and have an honest conversation about mental wellbeing, and how we can support employees who are struggling with dangerous side effects of the pandemic.
Amid a worldwide pandemic, stress levels are dramatically higher
Eighty-eight percent of workers have reported experiencing moderate to extreme stress over the past four to six weeks. Almost 70 percent of workers claimed this was the most stressful time of their entire professional career, including major events like the September 11 terror attacks, the 2008 Great Recession and other events. Approximately 63 percent of workers in the U.S. say their company could do more to support their emotional and mental health during the
pandemic, according to a June 1 article in Employee Benefit News. COVID-19 and the resulting economic downturn have negatively affected many people’s mental health. It’s created new barriers for people already suffering from mental illness and substance use disorders, and has impacted some people who have never suffered from depression or anxiety issues in the past. If left untreated, these issues can lead to cognitive decline and permanent cognitive impairment. Cognitive issues have a significant impact on employee performance and can have a profound cost to employers by influencing the following. • Reduced overall productivity • Absenteeism • Inappropriate behavior • Decision-making issues • Lack of focus and motivation • Increased workers comp and healthcare costs

Revamp Your Wellness Program Wellness programs will need to comply with safety protocol, social distancing, and content that helps bring awareness to the impact of COVID-19 times. Education should encompass managing underlying conditions and prevention, to awareness about mental health and cognitive health. Reengaging employees because they care about their brain health can motivate employees who may have lost their enthusiasm for wellness. Cognivue offers a mental wellbeing and Cognitive Health Awareness Platform. It begins with an employee meeting/ webinar on cognitive health awareness that educates employees on how modifiable risks related to sleep, stress, exercise, and nutrition can affect cognitive health and overall brain health. A five-minute baseline cognitive health screening is offered to employees and followed by a series of educational meetings/ webinars to create awareness on how they can make changes in their behaviors to improve their health and prevent or even reverse cognitive loss. Educate Employees Educate employees on common symptoms or warning signs such as feeling physically or mentally drained; difficulty in decision making or focus; becoming easily frustrated; arguing with friends or family; feeling sad, lonely or worried; changes in sleep or appetite, or sensitivity to stimuli like noise or light. Communicate and post frequently about the status, prevention, or practices on COVID-19 and provide local resources. As always, re-educate employees on the benefits available to them through their health and welfare programs. Revise Policy and Procedures This reflects the value your organization places on its workforce. Review your policies for supporting employees who experience health or mental health issues. Be sure to include human resources teams, safety professionals, supervisors, employees, and union leaders to ensure you are addressing, supporting, and prioritizing the issues within your workforce. Create a Respectful Environment and Prepare Supervisors Employers can manage the stress and anxiety for those returning to the workplace. One of the first steps is to ensure respect and understanding that everyone’s reaction to these times is different. Remind employees that it’s okay to be experiencing stress and anxiety. Prepare the Workforce and Be Transparent Transparency about decisionmaking processes, timelines, and expectations will help alleviate stress and anxiety. Have a safe, confidential space to obtain employee feedback; a place where they can share concerns or ideas and create a sense of teamwork. Organizing committees to implement COVID-19 policies and establishing a peer support program or hotline can help keep everyone safe and connected. Safety measures for keeping employees healthy and to reduce concern of infection as well as Employee Assistance Programs (EAP) and resources for non-workplace/family issues should be frequently communicated. There is no doubt that our pandemic has had a direct impact on our workforce, and it will take time to reverse the toll it has had. Elevate mental wellbeing as an essential focus for employers to return to previous performance levels. The proactive management of modifiable risk factors through Employee Wellness Programs can reverse, delay, or slow the onset or progression of cognitive decline. How The Shore Foundation is helping, and ways you can too.
T
he simplest description of the digital divide is the gap that exists between people who have access to modern information/technology and those who lack that access. It is not a new concept, but it has been magnified with COVID-19 and the shift to digital learning and remote work expectations. Additionally, as technology becomes more integrated with our day-to-day activities, it also highlights divisions of access, especially for low-income families. According to the U.S. Census, the majority of city residents (88 percent) have some type of computer, smartphone or wireless device. However, this statistic combines a computer, smartphone or wireless device into the same question. Not all technology is created equal. (Have you ever tried writing a two-page paper on your smartphone?) And oftentimes one device isn’t enough to meet the needs of a family.

Think of this example: if there is one computer in a household with two adults and two school-age children, that single device has to be shared among the children to do virtual school lessons, a working parent who needs to log in to work from home, and maybe another parent who needs to search for a job online. This is not a rare situation in Rochester. It isn’t enough to have one device in the household. The amount of devices in the household needs to meet the needs of the family. The Shore Foundation is working hard to help with that need in our community. Since 2018, The Shore Foundation has distributed more than 800 computers to local non-profits and people in need. The organization was founded by a team of RIT graduates with the mission of empowering communities by enhancing technological access, awareness and ability. This is achieved by receiving, repairing and refurbishing donated laptops and desktop computers. These high-quality computers are then distributed to those in need through relationships with

ith millions of Americans currently working from home and relying more heavily on home technology systems, cybercriminals are increasing their activity to take advantage of this new normal, according to the U.S. Department of Homeland Security. In addition, with stimulus money flowing to individuals and businesses, scammers are targeting an eager population that may more quickly respond to urgent, fraudulent requests. It’s essential that you understand vulnerabilities in your home network and the fraud landscape to help protect your business assets, personal assets, and your family.

Here are four tips for keeping your information safe while working from home.
Update all your network devices
In a typical corporate environment, the information technology (IT) department is responsible for keeping all network devices up-to-date and secure. At home, the task of downloading and installing security patches falls to you. Any device on your network, from your router to your digital home assistant, could create a security risk. So a good first step is to make a list of all your network devices and periodically check for updates to the firmware, operating systems, and applications on each device.
Make full use of password protection
If a device or application offers password protection, make sure you use it. Your router is a particularly vulnerable device, since it connects your home network to the entire internet. It should have a strong password – and many routers do not come with one. To make passwords as strong as possible, the U.S. Department of Homeland Security recommends using multifactor authentication whenever possible, and using different passwords for all your devices and accounts. You should also use the longest password allowed and avoid incorporating personal information that would be easy to guess, such as birth dates or anniversaries, according to the U.S. Department of Homeland Security (us-cert.gov/ncas/current-activity/2018/03/27/ Creating-and-Managing-Strong-Passwords). www.robex.com

If you have devices that are used for business and personal tasks, limit sharing as much as possible, especially with children. It’s also a good idea to password-protect any work-related applications if possible, so that an inadvertent click doesn’t expose confidential business information.
Stay alert for scams
Don’t let the comforts or distractions of working from home lull you into letting down your guard. Look out for potential attempts to steal information through official-looking emails containing suspicious links. Be particularly skeptical of requests involving electronic transfers of money or account information, or requests that are highly timesensitive. If you have any doubt about the authenticity of an email, reach out directly to a known contact at a known phone number before taking any action. Take action when needed If you think you’re a victim of a cyberattack, take action immediately. Contact your bank for financial-related issues and your corporate IT department for work-related issues. If you believe your information has been stolen, contact the police for assistance and consider freezing your credit reports going forward.
