The most significant news this month is the fact that the UK Government is pushing the Financial Conduct Authority to begin simplifying responsible lending and advice rules for mortgages. The brief embraces the requirements to increase home ownership in the UK and more significantly, to encourage lenders to review the stress tests that they must undertake in approving a mortgage.
There has been considerable discussion amongst lenders as they review their risk models and appetite to lending, and we now have one significant UK mortgage provider who has introduced a relaxation of their rules which means that borrowers can access a modest increase in their borrowing.
It is likely that this example will be followed up by the other main providers in the UK, in order to remain competitive.
When the affordability restrictions were first introduced a number of years ago, local lenders followed the example set by their head offices, although now having gained independence, the question is whether they will follow suit.
If they do, then higher cost properties currently for sale will become more

affordable although the sector to benefit most will be the First Time Buyers in Jersey clamouring to get on to the housing ladder.
This help could be extended by lenders offering 95% mortgages – two local providers already do so, although with fixed rates up to 6.19% fixed for five years, this is not good advice.
Figures recently released by the Jersey Development Company show that on their Horizon Development on the Waterfront, a larger number of the apartments were acquired by buy to let investors than to First Time Buyers, and any improvement in lending criteria will no doubt help to change this imbalance on future developments in favour of home ownership.
A look at places.je this month, shows 1682 apartments and houses that are on the market, of which 130 apartments are in the price range up to £300,000 offering plenty of options for First Time Buyers with an average unencumbered income of £55,000.
In the range £300,000 to £500,000, there is a choice of 369 apartments and houses . There is a choice of 339 properties for purchasers looking to buy in the range of £600,000 to £800,000, and 298 in the range of £800,000 to £1.3m
Above that in the range £1.3m to the maximum of £8m there are 382 units for sale.
The next meeting of the Bank of England’s Monetary Policy Committee takes place in May. Base rate now stands at 4.50% and the Bank has repeatedly said that it will reduce interest rates ‘’gradually and carefully’’, with the decision being guided significantly by the rate of inflation which is expected to rise to 3.7% this year – significantly higher than the Bank’s target of 2%.
Since last month, there has been no noticeable reduction in the rates offered by Jersey’s seven mortgage providers, which is in stark contrast to the UK, where the lenders’ UK counterparts are offering rates up to 1.40% lower in order to catch the market.
It is unlikely that we will see much movement in the local market until the Bank of England reduces Base Rate further.
