ACQUISITION LAW (ACQ 370)

DESCRIPTION DoD policy now mandates that the acquisition process be conducted through integrated product teams. The employment of integrated product teams in the acquisition process has resulted in the involvement of many noncontracting government personnel. ACQ 370 provides an overview of government contract law, specifically laws and regulations that are applicable to government contracts.

LEARNING OBJECTIVES Upon course completion, participants will be able to: • Discuss the constitutional, statutory, regulatory, and decisional authorities applicable to governmental acquisitions • Describe the process for instituting a claim against the government • Describe the congressional mandated preference for describing agency needs and source selection • Recognize statutory, regulatory, and decisional authorities applicable to government acquisitions • Identify the reasons for statutory and regulatory restrictions on conduct of governmental personnel • Describe administrative, civil, criminal, and contractual remedies for the government

DESCRIPTION This course explains the purpose and objectives of the FAA Acquisition Management System (AMS) lifecycle management. Students learn the AMS and how it’s used to determine and obtain the capabilities (systems, facilities, equipment, infrastructure and services) needed now and in the future so FAA can fulfill mission responsibilities. This course is for Acquisition Workforce professionals who play a role in the management or support of FAA acquisition programs. DESCRIPTION This is a basic class for Federal personnel who need to learn the concepts and terminology of fiscal law as it pertains to the use and control of appropriated funds within the FAA. The class provides an overview of the General Accounting Office’s (GAO) publication, “Principals of Federal Appropriations Law” (also known as the Redbook).

Note: this course was previously known as Principles of Federal Appropriations Law (FAA05727).

DESCRIPTION This capstone course is a culminating 4 ½ day workshop that allows students to apply P/PM training concepts in a simulated project management (PM) environment. It is designed for mid-level FAA program/project managers to demonstrate a comprehensive understanding of the practical implementation of FAA’s acquisition management system (AMS) and project management methodology. The workshop presents an array of techniques and tools, with emphasis on their practical application to actual projects.

Knowledge gained through lecture and pre-requisite courses, as well as PM methodology (initiate, plan, execute, monitor/control, and close) are applied in a simulation environment. This course also employs EVM within the simulation to demonstrate the practical use of ratios to assist the PM’s decision making. Students will work in teams and under time constraints to complete a project through four build phases. Upon completion of the final build and before acceptance, projects will be tested against documented requirements in the statement of work. This training course is a requirement for Level II PM Certification.

DESCRIPTION The course begins with a review of market research and contractor pricing strategies. Students will learn to calculate an objective using simple quantitative analysis. The course provides an overview of the regulations and processes for cost analysis and requiring certified cost and pricing data. Finally, after learning the basic elements of price and cost analysis, students will build and defend a prenegotiation objective. WRITING PERFORMANCE WORK STATEMENTS (FAA60004235)

DESCRIPTION In this workshop, students will determine requirements by developing high level objectives, tasks, performance standards, and inspection requirements. Students will develop their performance work statement and quality assurance surveillance plan using the Acquisition Requirements Roadmap Tool (ARRT) (for Washington, DC Courses only), a Microsoft Access-based tool developed by the Defense Acquisition University (DAU) and endorsed by the Federal Acquisition Institute (FAI) for use by government personnel developing PWSs for services. To facilitate a high level of learning, we encourage students to bring a requirements development project from work. After developing their PWS, students will ""live"" with it by responding to offeror questions and dealing with ambiguities in the PWS after contract award. This is a hands-on workshop: come prepared to think and write!
