MOTION FOR A RESOLUTION BY THE COMMITTEE ON FOREIGN AFFAIRS End of status-quo: The United States have been Europe’s closest ally since the creation of the European Union. However, with the change in American leadership, this relationship might have to be redefined. What approach should the EU take in forming its strategic partnerships?

The European Youth Parliament,

A. Conscious of the possibility of a trade war between the United States (US) and the EU that could significantly harm the European economy, B. Congratulates the EU Member States that agreed to spend 2% of their annual GDP on defence by virtue of the the Wales Summit Declaration1, C. Regretting that the majority of EU Member States have not reached the aforementioned spending goal, D. Recognising the geopolitical threat that Russia poses to the EU, E. Appreciates NATO’s support of the Permanent Structured Cooperation(PESCO)2, F. Noting with regret the United States’ withdrawal from the Paris Agreement3, G. Affirms the European Commission’s priority for environmental protection, H. Acknowledges that the US’ individual states are able to independently commit to emission targets set in the Paris Agreement through the United Nations’ Non-State Actor Zone for Climate Action (NAZCA) portal4, I. Alarmed by the adoption of the unilateralist America First doctrine5 by the administration of President Donald Trump;

​The Wales Summit ​was held by NATO in 2014. All EU Member States except for Austria, Finland, Ireland, Malta and Sweden are NATO members.

2 ​PESCO​ falls under the EU Global Strategy for Foreign and Security Policy and allows Member States to jointly develop military capabilities, invest in shared projects and enhance their respective armed forces.

3 ​The ​Paris Agreement ​has been ratified by 175 countries and aims to respond to the global climate change threat by reducing global temperature levels.

4 According to the ​Non-State Actor Zone for Climate Action​ framework individual US states can submit emissions reductions targets, despite not being considered legal parties in the Paris Agreement.

Economy 1. Urges the European Commission to refrain from retaliating against any potential increase in trade tariffs imposed by the US; International Affairs 2. Invites the European External Action Service to follow the US’ lead in international affairs, except for when its actions would: a. violate international law, b. conflict with the interests and values of the EU; Security and Defence 3. Urges Member States that are signatories of NATO to comply with the 2% of GDP on spending on defence goal; 4. Calls upon the Commission to prioritise the use of funds allocated to the European Defence Fund6 in the Member States which are the most threatened by Russia; Environmental protection 5. MOTION FOR A RESOLUTION BY THE COMMITTEE ON CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS Online Privacy: Internet services in the 21st century have allowed for an ever growing interconnected society. The collection and processing of personal data by both companies and governmental institutions have implications on the EU citizens’ ability to act freely. Is there a need to redefine the term "privacy" for the upcoming century?

The European Youth Parliament,

A. Acknowledging that data protection is a basic human right as an aspect of privacy, B. Convinced that privacy promotes individuality among citizens, C. Bearing in mind that the General Data Protection Regulation (GDPR)1 will go into effect on the 25th of May 2018, D. Observing that European intelligence agencies are engaging in surveillance of their citizens in order to maintain internal security, E. Noting with concern that EU citizens are not informed about about which personal data is being collected by governmental institutions, F. Regretting that mass surveillance can be used by governments to intimidate political opponents and critics, G. Recognising that targeted advertising and customers’ preferences for free online services contribute to a successful business model of exchanging personal data for services, H. Bearing in mind that the companies collecting and processing data of EU citizens contribute to the economies of Member States, I. Further acknowledging that stricter data protection legislation has the potential to negatively impact businesses by complicating their operations in the EU and by impairing user comfort, J. Aware of the financial burden that stricter data protection legislation imposes on small and medium-sized enterprises (SMEs), K. Noting with regret the difficulty for users to object to the collection of personal data by companies due to the inconvenience of this process and unclear existent instructions, L. Deeply concerned that legal and legitimate collection of data is still vulnerable to breaches and the abuse of stolen data;

Privacy 1. Expresses its appreciation towards the establishment of the GDPR as the reference legislative framework for data protection in the EU; 2. Requests European intelligence agencies to restrict the monitoring of individual citizens to the acute suspicion of serious crime, such as terrorism and human trafficking;

Governmental surveillance 3. Instructs Member States to allow citizens to request information on the collection of their personal data by government agencies whenever this does not compromise ongoing investigations; 4. Encourages the European Commission to cooperate with intergovernmental organisations, such as the Organisation for Security and Co-operation in Europe (OSCE)2 , to continuously ensure fair elections in Europe and prevent the misuse of data collection for political purposes; 5. Endorse organisations raising awareness for the collection of personal data and big data, such as INSAFE3;

Commercial use of data 6. Appeals to the European Commission to uniformly apply data protection regulations to all companies operating in the European Union; 7. Asks the European Commission to guarantee that transition periods for future regulations are 2 years long, with an exception for SMEs to consider longer periods; 8. Asks Member States to provide tax reductions or subsidies for SMEs; 9. Urges Member States to ensure that business owners have easy access to information on the GDPR and how to comply with its rules; 10. Suggests the European Union Agency for Network and Information security (ENISA)4 ensures companies processing data have high standards of cybersecurity with obligatory data breach reports to the consumers within 72 hours and fines if they occured due to a lack of security.

The ​OSCE ​is the world’s largest regional security organisation with mandates including freedom of the press, promotion of human rights and fair elections.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON TERRORISM How can the intelligence agencies of Member States cooperate more effectively in the fight against terrorism, whilst still preserving the state of rights, noting that every single terrorist in Europe had been known to security forces beforehand?

A. Noting with concern that mass surveillance employed to fight terrorism encroaches on civil liberties, B. Recognising the threat that Foreign Terrorist Fighters (FTF)1 pose to European civilians upon their return, C. Noting with regret that despite the fact that the European Counter-Terrorism Centre 2 (ECTC) is understaffed, D. Alarmed by the amount of terrorist promotional material available online, E. Bearing in mind the EU’s limited competences in the areas of Security, Justice, Freedom and Civil Protection, F. Noting with deep regret the reluctance of Member States’ intelligence agencies to share their information, G. Taking note of the overruling of the European Data Retention Directive3 by the European Court of Justice (ECJ), H. Concerned by the fact that counter-terrorism is conducted by different types of institutions across the Member States, I. Concerned by the inefficiency of the EU Passenger Name (PNR)4 System, J. Endorsing the fact that EUROPOL5 does not have executive powers, K. Deplores its dismay over the lack of cooperation between Member States and EUROPOL;

​FTF ​is an individual who travels to a foreign State in order to plan or execute a terrorist attack, or receive terrorist training.

2 The ​ECTC ​is a pan-European data bank that enables a more efficient sharing of counter-terrorism intelligence. It is a sub-organisation of EUROPOL. 3 The ​European Data Retention Directive ​is a directive proposed by the EU, which called for storing data of suspects linked to serious crime.

4 The ​PNR​ is a measure that forces flight companies to share the passenger records with authorities of the MS they are landing in. This directive is only applicable for flights from third countries to the EU, or from the EU to third countries.

5 ​EUROPOL ​is the european police agency tasked with gathering; analysing and sharing intelligence; as well as support MS`law enforcement agencies in the fight against serious and organised crime.

Data Protection 1. Calls upon the European Commission to introduce a new data retention directive; 2. Suggests that the aforementioned directive allows access to data, stored in the EU, strictly for the prevention of probable terrorist attacks and persecution of known terrorist and ensures rigorous independent monitoring of any access to stored data, while further specifying measures of data protection; 3. Invites the European Commission to create a PNR system for intra-EU flights; 4. Recommends that the European Commission introduces legislation obligating private companies to remove illegal content from their platforms, and levy fines in response to failures to comply;

European Cooperation 5. Requests the European Commission to allocate more funding to the ECTC; 6. Urges the European Commission to merge Schengen Information System II6 (SIS II), Eurodac7 and Visa Information System8 (VIS) into one database;

National Improvements 7. Urges Member States to set up a watchlist for FTFs and subject the people on this list to individual monitoring; 8. Encourages Member States to introduce legislation that limit the period of time during which law enforcement agencies may access the personal data of the FTFs, 9. Further encourages Member States to form joint police and intelligence task forces to cooperate towards the prevention of terror attacks; 10. Calls upon Member States to ensure that their citizens have legal recourse from abuse by intelligence agencies.

​SIS II ​is a large-scale information system that supports external border control and law enforcement cooperation in the Schengen zone.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON ECONOMIC AND MONETARY AFFAIRS The need for an economic revolution: Exhausted by the sovereign debt crisis, struggling to put the effects of the financial crisis behind, and suffering from structural issues, the European Monetary Union is in need of a reform. What changes have to be made to the EU's approach to economic and monetary policy in order to ensure sustainable growth and resilient, competitive and agile economy?

A. Alarmed by the level of autonomy and lack of transparency of the European Central Bank (ECB), B. Concerned by the lack of efficient decision-making processes and preparation for a future financial crisis, C. Fully convinced that the EU’s no-bail out approach1 stands in the way of a more integrated Economic and Monetary Union, D. Regretting the lack of initiative towards a harmonised fiscal rulebook, E. Emphasising the need to complete the Banking Union2, F. Believing that citizens may be compensated unfairly in the proposed European Deposit Insurance Scheme3, G. Bearing in mind the possible creation of Eurobonds4, H. Realising that many Member States may prioritise national interests before those of the EU as a whole in times of financial crisis, I. Endorses the working of the European Stability Mechanism5;

The​ no-bail out approach ​means that Member States are forbidden from financially saving a bank that faces bankruptcy.

2 The ​Banking Union ​is a EU-level banking supervision and resolution mechanism that consists of three pillars which ensures the EU’s banking sector’s safety and reliability.

3 ​The European Deposit Insurance Scheme ​was proposed by the European Commision and is meant to reimburse insured account holders up to one hundred thousand euros in case of a bank failure.

4 ​Eurobonds ​are an idea of European bonds with all Eurozone countries collectively being responsible for their repayment.

5 ​European Stability Mechanism ​is a permanent financial emergency fund that aims at providing emergency loans to Member States that are in economic trouble.

Stability Measures 1. Urges the European Commission to propose the creation of a ministry of finance consisting of the executive board of the ECB and led by a European minister of finance elected by the European Parliament at the beginning of their mandate; 2. Has resolved to give this ministry the full authority to take any kind of action and measures in the field of economy in times of financial crises, which apply for all Member States; 3. Further resolves to empower the European Commission to veto all decisions made by the ministry of finance; 4. Recommends that the European minister of finance supervises the ECB’s decision-making processes to ensure that their actions are transparent to EU citizens; 5. Proposes the European Council to amend Article 125 of the Treaty on the EU (TEU)6 concerning the no-bail out approach to allow the bail-out of banks by Member States in accordance with Article 48 of the TEU; 6. Proposes the European Council to add a clause to the TEU to enable the European Commission to draft a joint-budget policy in accordance with Article 48 of the TEU; 7. Requests the European Commission to draft a joint-budget policy containing guidelines to promote fiscal harmonisation for all Member States by 2022;

Banking Union 8. Appeals to the European Commission to propose a revised EDIS; 9. Requests that the revised EDIS will compensate lost deposits: a. fully for each individual up until €100.000 maximum, b. by a certain percentage, as determined by experts in the field, for deposits exceeding €100.000; 10. Emphasises the need for a crisis research and management team which: a. ensures the proper, efficient and fair working of this EDIS, b. gathers information on previous bank failures and banks that are at risk to fail for the ministry of finance; 11. Requests Members States to contribute to this EDIS in accordance with their real GDP7;

Other 12. Calls upon all Eurozone countries to jointly introduce Eurobonds.

​The Treaty on the EU ​establishes the European Union, and proposes a common foreign, macro-economic and trade policies in order to introduce and prepare for a functioning monetary and political union.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON INDUSTRY RESEARCH AND TECHNOLOGY Smart Cities: Predictions that two thirds of the world population will be living in urban environments by the year 2050. How can the EU take advantage of new technologies to ensure greener and more sustainable cities in the future?

The European Youth Parliament,

A. Aware of the existence of the European Innovation Partnership on Smart Cities and Communities (EIP-SCC)1, which consists of the High Level Group2 and the Smart Cities Stakeholder Platform3, B. Noting with deep concern that Europe’s carbon footprint is more than twice its own biological capacity, C. Regretting the Member States’ unsustainable management of resources, D. Noting with regret that people living in cities are more exposed to environmental issues such as air pollution, water pollution and soil pollution, E. Alarmed by infrastructural problems such as uncontrollable congestion, population growth and large number of cars, F. Disturbed by the vendor lock-in scheme4 caused by the rare cooperation between the private and the public sector, G. Concerned by the lack of citizen involvement in Smart City5 projects, H. Aware of that many citizens are misinformed about Smart Cities, I. Fully alarmed that two-thirds of Smart City projects are only in pilot testing or planning phases, J. Taking into account that businesses are often hesitant to support Smart City initiatives due to lack of short term profitability;

The ​European Innovation Partnership on Smart Cities and Communities ​(​EIP-SCC)​ brings together cities, industry and citizen and aims at improving the quality of life while supporting sustainable and competitive cities.

2 ​High Level Group​ consists of industry, research and cities’ representatives and is responsible for responsible for the execution of the Strategic Implementation Plan (SIP).

3 ​Smart Cities Stakeholder Platform​ provides information about innovation in smart cities and on existing EU funding. The platform is also responsible for the execution of the SIP. 4 A ​vendor lock-in​ scheme refers to a Smart City solution tailored for one specific city thereby not applicable to other European cities.

5 A​ Smart City​ is a place where traditional networks and services are made more efficient with use of digital telecommunication technologies, for the benefit of its inhabitants and business.

Common framework 1. Appeals to the European Commission to enhance the coordination and efficiency of the Smart City initiatives through setting a common framework for all European cities and sectors through the Strategic Implementation Partnership (SIP);

Environment 2. Calls upon the Member States to expand their public transportation networks using sustainable methods such as hybrid mobility, bike sharing and car sharing; 3. Urges the Member States to encourage citizens to use sustainable transportation and renewable energy resources;

Cooperation between stakeholders 4. Calls for General Assemblies held by the Smart City stakeholders both in person and online and meet regularly to discuss their impact on society and its citizens; 5. Encourages the cooperation between governments and businesses with a focus on acquiring and applying new useful technologies, such as the internet and smart grids, all across cities;

Raising awareness 6. Urges Member States to provide simple and descriptive information regarding Smart Cities directly to citizens by: a. holding interactive learning games in schools, b. organising campaigns for the general public; 7. Requests cooperation between Horizon 20206 and EIP-SCC to raise awareness about Smart City innovations among businesses, for example by having Horizon 2020 presentations in seminars held by the Stakeholders Platform.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON ORGANISED CRIME, CORRUPTION AND MONEY LAUNDERING How can Member States and their respective national agencies work together and cooperate with international and intergovernmental organisations to prevent human trafficking and help current victims?

The European Youth Parliament,

A. Alarmed by the increasing use of new technologies and the internet in the recruitment process of potential human trafficking victims, B. Concerned by the rising number of human trafficking victims as a result of security threats and the migration crisis, C. Noting with regret the lack of awareness amongst victims regarding their rights and established support systems, D. Recognising the difficulty to identify and locate victims addressed by the European Commission in the 2017 Communication Strategy1, E. Emphasising the need for an effective strategy on providing protection and mental and physical aid to victims in Member States, F. Recognising the European Border and Coast Guard Agency’s (Frontex) responsibility of controlling European borders and gathering information on organised crime groups, G. Deeply disturbed by the fact that 67% of victims of human trafficking in the EU have been subjected to sexual exploitation, H. Noting with regret the ineffective communication and information sharing between national security agencies of Member States, I. Aware of the high risk of re-victimisation and re-trafficking of victims, J. Taking into consideration the fact that children are the second largest group of victims of human trafficking in Europe;

Preventing human trafficking 1. Urges the EU Agency for Network and Information Security (ENISA)2 and Europol3 to monitor the web and track potential human trafficking recruitment websites; 2. Calls upon the Council of the EU to strengthen the border controls and document checks in the Member States where the majority of victims originate from, such as Romania, Bulgaria and the Netherlands; 3. Requests Frontex to adapt the trainings of border guards to new technologies and increasing migration influx; 4. Calls upon Member States to biannually assemble representatives of their national security agencies to exchange best practices and coordinate joint prevention efforts;

Victim aid and protection 5. Invites the EU Agency of Fundamental Human Rights4 (FRA) to emphasise the necessity of psychological and physical help to victims when advising the Member States on human trafficking; 6. Expresses its appreciation for the VEGA Handbook5 and further encourages the continuation of such initiatives;

Raising awareness 7. Invites non-governmental organisations to inform potential victims about their human rights; 8. Recommends Member States to educate the youth on human trafficking by integrating this topic into school curriculums.

​EU Agency for Network and Information Security​ (​ENISA) ​is a centre of expertise for cybersecurity in Europe delivering advice and solutions to Member States and the private sector.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON CONSTITUTIONAL AFFAIRS I Digital democracy: With eight out of ten Europeans using the internet at least once a week last year, how could the EU use the development of digital technologies to enhance citizen participation in decision-making whilst maintaining cybersecurity and data protection?

A. Deeply conscious that voter turnout in national and European elections has been decreasing, reaching a historic low of 42.61% in the European Parliament elections of 2014, B. Believing that an increasing disillusionment amongst European citizens is caused by: i) a growing divide between the interests of ordinary citizens and their political representatives, ii) a general lack of easily understandable information about the EU and how it functions as a democratic institution, C. Bearing in mind that younger demographics are statistically less likely to vote in elections than their elderly counterparts, D. Acknowledging that cybercrime is not limited by national borders, E. Alarmed by the ease with which malicious hackers can create false online voting polls with the intent to steal citizens’ personal information, F. Recognising that the introduction of digital technology into democratic procedures puts at risk: i) citizens’ personal data, ii) the democratic process’ legitimacy, G. Viewing with appreciation the measures the EU has taken to strengthen cybersecurity through the creation of organisations such The European Union Agency for Network and Information Security (ENISA)1, H. Deeply regretting the inability of certain sectors of European society to fully engage with digital technology as a result of: i) the unequal distribution of internet access across the EU, with 64% of households having internet connectivity in Bulgaria in comparison to 94% in Luxembourg, ii) certain demographics lacking the technical skills for internet use, as 96% of individuals aged 16-24 are regular internet users, compared to 57% in the age group 55-74 years old, I. Welcoming the European Commission’s initiative to establish uniform broadband connection across the EU by 2020;

Citizens’ Participation 1. Invites the candidates standing for election to the European Parliament to regularly organise online question and answer live streams that are freely accessible on the internet; 2. Recommends that local, national and European political bodies introduce monthly online polls that ask citizens’ for their thoughts, opinions and suggestions on topics that affect them; 3. Encourages Member States to promote impartial and balanced coverage of political issues, candidates and current affairs on information platforms such as national television, online newspapers and social media; 4. Calls upon the European Commission to work closely with national education ministries and relevant stakeholders to integrate topics relating to the EU into school curriculums;

Cybersecurity 5. Endorses the European Commission to explore ways in which ENISA could cooperate and share security data with other international cybersecurity agencies such as The International Multilateral Partnership Against Cyber Threats (IMPACT)2; 6. Suggests Member States to send personal voting codes to citizens via e-mail or their mobile device for e-voting procedures instead of using online registration forms that collect sensitive personal information; 7. Asks Member States to invite white-hat hackers3 to first test the security of online voting systems before their formal adoption into governments’ democratic processes;

Infrastructure 8. Supports the European Commission to further develop isolated, rural areas by: a. conducting surveys to detect whether villagers have access to a freely available, local computer in public libraries, b. creating an annual report for each rural village that identifies the area’s specific infrastructure problems and proposes areas of improvement, c. providing financial aid to non-governmental organisations such as Citizens For Europe (CFE)4 to run workshops that teach locals how to use the internet, d. distributing e-voting machines to each rural village in Member States that has a population above 50 people.

​The International Multilateral Partnership Against Cyber Threats (IMPACT)​ serves as a politically neutral global platform that brings together governments of the world, industry and academia to enhance the global community’s capabilities in dealing with cyber threats.

3 ​A white-hat hacker​ is a computer security specialist who breaks into protected systems and networks to test and asses their security. White hat hackers use their skills to improve security by exposing vulnerabilities before malicious hackers (known as black hat hackers) can detect and exploit them.

4 ​Citizens For Europe (CFE)​ is a non-profit NGO that promotes the development of a participatory and inclusive EU whose projects include online voting platforms, local street campaigns, international conferences, academic research, publications, and interactive workshops.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON CONSTITUTIONAL AFFAIRS II Torn in between: On the one hand Martin Schulz is calling for the United States of Europe, on the other, the UK is in full swing negotiating its exit from the EU. How should the future of the EU look like?

The European Youth Parliament,

A. Concerned by the response to the migration crisis, leading the share of German citizens who held a positive view of the EU to fall from 45% to 29% within one year, B. Noting with regret that the European Commission is not directly elected by citizens, C. Fully alarmed by the threat that the rise of Euroscepticism and populism poses to European ideals, D. Considering that growth strategies such as Europe 20201 aimed at funding fundamental development projects in Member States rely on close cooperation between Member States, E. Alarmed by economic inequalities hindering the uniform development necessary for a harmonised Union, F. Deeply concerned by how globalisation may promote nationalist tendencies leading to separatist referenda among low-skilled workers, G. Alarmed by subpar public awareness on the functioning of the EU due to an overwhelming amount of information available alongside a lack of transparency towards citizens, H. Strongly supports Member States’ cooperation in matters of common defence such as the formation of EU Battlegroups2 under the Common Defence and Security Policy3 (CSDP), I. Taking into account citizens’ and Member States’ disapproval of EU trade agreements such as the EU-Canada Comprehensive Economic Trade Agreement4 (CETA);

​Europe 2020​ is the EU’s agenda for growth and jobs for the current decade.

The ​EU Battlegroups​ are military units adhering to the Common Security and Defence Policy (CSDP) of the European Union (EU). Personnel is often based on contributions from different Member States.

3 The ​Common Security and Defence Policy​ enables the Union to take a leading role in peace-keeping operations, conflict prevention and in the strengthening of the international security. It is an integral part of the EU's comprehensive approach towards crisis management, drawing on civilian and military assets.

4 The ​EU-Canada Comprehensive Economic Trade Agreement​ is a new free-trade agreement between the EU and Canada. It makes it easier to export goods and services, benefiting people and businesses in both the EU and Canada. Belgium appealed to the European Court of Justice due to investor protection issues.

Reforming the EU 1. Proposes the European Council to amend Article 2445 of the Treaty on the Functioning of the EU (TFEU)6 to directly elect the European Commissioners in conjunction with Members of the European Parliament; 2. Proposes the European Council to amend Article 47 of the TFEU to give the EU exclusive competences on the policy areas of energy and development;

Prioritising the Union 3. Invites Member States to prioritise common interests while negotiating with the EU; 4. Calls for the European Commission to adjust the EU framework for financial crisis management by: a. increasing the annual membership fees for Member States according to their GDP per capita8, b. redistributing the earnings to indebted countries at low interest rates in the event of an economic recession in cooperation with the European Central Bank; 5. Asks the European Commission to establish a fund to aid Member States in ensuring that low-skilled workers are able to sustain a decent standard of living; 6. Encourages the European External Action Service9 ​(EEAS) to continue pursuing the objectives set out in the CSDP;

Democracy and Transparency 7. Asks the EU Newsroom to promote official EU websites such as EUR-LEX; 8. Requests the European Commission to further promote initiatives such as the Citizens’ Dialogues10; 9. Urges the European Commission to seek approval from the Member States’ governments when negotiating trade agreements; 10. Recommends Member States’ governments to hold consultative referenda before allowing asylum-seekers into their country; 11. Encourages the European Commission to continuously assess the levels of euroscepticism among Member States by holding more surveys through the EUSurvey11 platform.

The ​Article 244​ of the TFEU establishes the designation procedure of the European Commission.

The​ Treaty on the Functioning of the European Union​ is the second core text in the Treaty of Lisbon. It sets out to describe the EU institutions and lays out the basis for EU law in detail, as well as EU policy and authority.
