Six States Chosen to Test Drones FAA: About 7,500 of the aircraft could be aloft in 5 years

The Federal Aviation Administration announced on Monday that six states will develop test sites for drones, a critical next step for the march of the unmanned aircraft into U.S. skies. Alaska, Nevada, New York, North Dakota, Texas and Virginia will host the research sites, providing diverse climates, geography and air trafﬁc environments, FAA Administrator Michael Huerta said. Drones have been mainly used by the military, but governments, businesses, farmers and others are making plans to join the market. Many universities are starting or expanding drone programs. The FAA does not currently allow commercial use of drones, but it is working to develop operational guidelines by the end of 2015, although ofﬁcials concede the project may take longer than expected. Representatives from winning states were jubilant about the FAA announcement. “This is wonderful news for Nevada that creates a huge opportunity for our economy,” said Sen. Harry Reid, D-Nevada. The competition for a test site was robust, Huerta said, as 25 entities in 24 states submitted proposals. At least one of the six sites chosen will be up and running within 180 days, while the others are expected to follow quickly, he said. An industry-commissioned study has predicted more than 70,000 jobs would develop in the ﬁrst three years after Congress loosens drone restrictions on U.S. skies. The same study projects an average salary range for a drone pilot between $85,000 and $115,000. Huerta said his agency is sensitive to privacy concerns involving drones. A New Direction for Some Metrobus Lines Adjusted schedules started this week, aim to improve service Washington Metrobus schedules changed this week on dozens of routes across the D.C. region. The changes, which were the subject of public hearings this fall, are intended to add service and improve performance on some crowded routes while reducing service on routes that didn’t carry enough riders. The adjustments illustrate a fundamental fact of transit service: While rail is more popular with

commuters, they can’t be rerouted easily to meet changing demands. But bus routes and schedules can shift as certain destinations prove more or less popular. The Metrobus system also shows the beneﬁts of asking people what they want. The public hearings, along with other less formal opportunities for riders to express themselves, allowed transit managers to gauge support for the adjustments. D.C.’s Population Climbs by 13,000 in Year Census ﬁgures show city had a 2 percent increase in residents Washington The District continued to add new residents at a robust pace this year, although its growth rate has slowed compared to previous years, according to new census figures. The District added 13,000 residents between July 1, 2012, and July 1, 2013, bringing the population to more than 646,000 people, the Census Bureau estimated. That is a 2 percent increase in just one year, part of a roll that began

more than a decade ago and picked up steam during the recession as many adults in their 20s and 30s moved to Washington when jobs were scarce elsewhere. In contrast, the city’s population grew by 13,800 in 2012, and by 14,500 in the year before that. The slowdown has shaved about a third of a percentage point off the city’s growth rate. Most states are also growing less rapidly than they had been, a trend that demographers say reﬂects the lingering effects of the recession. D.C. Mayor Vincent Gray frequently points out that the addition of about 1,100 residents a month is evidence that the District is booming

Slow National Growth The nation’s population grew by about 2.2 million people over the year, but demographers say the census figures are far from upbeat. Metro Warns of Drunken Riding After Several Falls Washington Usually the message is don’t drink and drive. But Metro ofﬁcials are warning riders that drinking too much and riding on the rail system can be dangerous, too, after a series of incidents where intoxicated riders fell onto the rail tracks, tumbled down escalators or fell over side walls into narrow areas. No one died as a result of the falls, Metro ofﬁcials said, but several people were injured, some seriously. Metro has caught many of the incidents on surveillance cameras. In a November incident, a video shows a woman staggering to the edge of the platform at the Stadium-Armory station before falling over the edge onto the track bed. Several passersby helped pull her back onto the platform. One video shows a man who appears to be passed out leaning over at the L’Enfant Plaza station early Monday morning. The man then falls backward into light grates. He was hospitalized and is listed in stable condition, accord-

In May, guerilla gardener Henry Docter planted more than 1,000 morning glories, cardinal flowers and cypress vines at the north exit of the Dupont Circle Metro. After initially threatening Docter with “arrest, fines and imprisonment” over the unauthorized horticultural venture, Metro instead uprooted the blooms. The so-called Phantom Planter got his revenge in October by hanging a large sculpture emblazoned with comments from the public over the same spot.

ZEPHYR’S GALACTAGOGUE COOKIES Ingredients: 2 cups whole wheat pastry flour 1 cup oats 1 ⁄2 cup ground flax seeds 1 ⁄2 cup nutritional yeast (not baker’s yeast, but the yellow flakes) 1 teaspoon baking soda 1 teaspoon salt 1 cup butter, softened 1 cup raw sugar 1 teaspoon vanilla 2 eggs 1 ⁄2 cup applesauce 8 tablespoons peanut butter 2 cups dark chocolate chips 1 cup chopped walnuts

Makes 40 cookies | Mix the flour, oats, flax seeds, nutritional yeast, baking soda and salt. Cream together the butter, sugar and vanilla, then beat in the eggs, applesauce and peanut butter one at a time. Combine the two mixes, then add dark chocolate chips and walnuts. Put batter in refrigerator for 30-60 minutes. Roll out pingpong-sized balls and place on a baking sheet covered with parchment paper. Bake at 350 F for about 11 minutes until there’s light cracking in the surface of the cookies. Do not overbake; you want to keep them soft. Place on racks to cool. Enjoy with a glass of cold milk after 20 minutes while cookies are still warm.

There’s Always Time for Tabata

Many area gyms — including the Sports Club/LA, above — are making every second count with Tabata training. The formula is easy: Complete 20 seconds of an exercise followed by 10 seconds of rest, and repeat eight times. But the workout never is, especially if you’re using totalbody movements, such as burpees and mountain climbers.

For the Redskins to become consistent winners under Snyder, the front ofﬁce structure must change. Washington needs a real general manager. Not a puppet that fronts for Snyder. Not someone who worries more about alumni and uniform colors. Not a consultant ready to emerge from the shadows.

The Redskins fired coach Mike Shanahan on Monday after his fourth season with the team. Washington went 3-13 and finished last in the NFC East this year.

A Man Too Powerful It wasn’t just poor clock management or his hiring of son Kyle Shanahan to run the offense. Switching to a 3-4 defense that seldom worked By Rick Snider wasn’t the only reason, either. It wasn’t even the drafts — which weren’t as good as expected. And it wasn’t Shanahan staking his reputation on quarterbacks Rex Grossman and John Beck being legitimate NFL starters when they weren’t. In the end, it was a combination of everything — including

a 24-40 record — that led to Shanahan being the latest overpaid, overhyped coach to be fired under owner Dan Snyder. Shanahan’s narcissism never wavered — even though he led the Redskins to only one playoff game in his four years. Shanahan thought his way was the only way when picking players, overruling staff and benching Griffin. Like predecessor Marty Schottenheimer, Shanahan was finally fired by Snyder after failing to merit his inflated ego. Total control ruined another Redskins coach. An NFL team needs checks and balances just

Shanahan, who had one year remaining on his fiveyear, $35 million contract, was fired after a morning meeting with owner Dan Snyder and general manager Bruce Allen at Redskins Park. Snyder will now be seeking his eighth head coach for his 16th season as an NFL owner — a span that includes just four winning seasons, two playoff victories and seven last-place finishes in the NFC East. “Redskins fans deserve a better result,” Snyder said in a statement. Absolute power corrupted Mike Shanahan absolutely. It wasn’t just mismanagement of Robert Griffin III and the quarterback’s injury that cost the Redskins coach his job. Nor was it the earlier failures with Donovan McNabb and Albert Haynesworth.

Total control ruined another Redskins coach. An NFL team needs checks and balances. Snyder needs a legitimate personnel man with ruling power over the coach for picking players. Oh, that’s not saying the coach has no say (Steve Spurrier once showed that unwanted first-round passers can sit on the bench). But good teams find that marriage between the GM and coach like the Redskins once enjoyed with Bobby Beathard and Joe Gibbs. When Gibbs didn’t want Joe Jacoby, Beathard told him to trust the GM. Now Jacoby is a Hall of Fame contender. The owner needs to choose a GM first, then let the latter come up with coaching candidates. Snyder still gets final say, but he should respect the GM’s recommendation. Otherwise, don’t hire that person as GM. Then-owner Jack Kent Cooke thought Beathard was nuts for wanting Gibbs and nearly fired both after an 0-5 start in 1981. Gibbs went on to win three Super Bowls. Snyder has used every combination possible over 14 years except an equally strong GM and coach. It’s time to try it. Rick Snider has covered Washington sports since 1978. Sorting through this year’s avalanche of pop music, mysteries abound: What is this I’m feeling? Is it right or is it wrong? What rhymes with “hug me”? What does the fox say? The year’s finest albums, however, provided us with concrete answers about the tensile strength of our tear ducts, the durability of our commitments and the shape of slow jams to come. Here are my picks for the top albums of 2013. (Disclaimer: The list was compiled before Beyonce’s surprise offering). CHRIS RICHARDS (THE WASHINGTON POST )

1. KACEY MUSGRAVES, ‘SAME TRAILER DIFFERENT PARK’ The dread of the millennials can’t be captured in a selfie, so Nashville’s newest star is picking up the slack and singing about what happens when a generation of idealists inherits a broken country. With optimism in her melodies and calm in her delivery, she’s dropped one of country’s strongest debuts in forever.

2. KANYE WEST, ‘YEEZUS’ Continue to dismiss Kanye West at your own risk. With

his feral sixth album, the rap auteur extends his reign as pop music’s most volcanic force, refusing to shut up, back down, play nice or cash out. And his boldest album is always the one that’s coming next.

3. BILL CALLAHAN, ‘DREAM RIVER’ Here’s a songwriter, a soothsayer, a stoic and a smuggler who can’t help but find new ways to bury treasure inside ordinary folk songs. “Dream River” feels as vast, intimate, recognizable and unknowable as true love. Or America.

4. LONNIE HOLLEY, ‘JUST BEFORE MUSIC’ It’s an album by an eccentric Alabama sculptor, released in 2012, re-released with bonus cuts in 2013. But it’s also a free jazz fever dream from the deep South, a babbling Baptist sermon from deep space, a lullaby for the end of the world, a songbook that’s frequently beautiful and occasionally frightening.

5. ASHLEY MONROE, ‘LIKE A ROSE’ Only the greats can compartmentalize crisis as gracefully as this silvervoiced 27-year-old. Demure

and devastating, Monroe’s saddest country tunes have come to steal your tears. Hydrate accordingly.

6. PARAMORE, ‘PARAMORE’ The embattled rock band’s fourth album finds the trio honoring their commitments with their hair on fire. They’re still standing, still together, still playing a style of postemo that’s long gone out of style with a tenacity that never will.

7. ROBERTO FONSECA, ‘YO’ This Havana-born pianist

isn’t afraid to hit hard and get personal, detonating the walls surrounding Afro-Cuban jazz and rearranging the debris into a very flattering selfportrait.

8. DANNY BROWN, ‘OLD’ Rap has gone from “CNN for the streets” to “Tumblr with 808s,” but ugly memories of urban survival are still churning inside this Detroit native’s skull. He exorcises them with a stuffy-nosed squawk that’s every bit as jarring as the worst of what he’s seen.

9. KELELA, ‘CUT 4 ME’ Half romance, half science fiction, this L.A. rookie’s R&B debut reads as if she learned to sing about heartache in some airless, digital, post-human future.

10. STEVE GUNN, ‘TIME OFF’ As contemporary songwriters surf rivers of blood, sweat and tears, hoping the world will take notice, this Brooklynite plays circular folk songs that unfold as effortlessly as a breath. The fact that he’s making no special bid to be heard means we might want to listen especially close.

Jay Z, ‘Magna Carta Holy Grail’ Jay spent his summer flirting with performance art and data collection, shedding his relevance and his hyphen in the process. 3.
