Six States Chosen to Test Drones FAA: About 7,500 of the aircraft could be aloft in 5 years

DAVE KOLPACK (AP)

The Federal Aviation Administration announced on Monday that six states will develop test sites for drones, a critical next step for the march of the unmanned aircraft into U.S. skies. Alaska, Nevada, New York, North Dakota, Texas and Virginia will host the research sites, providing diverse climates, geography and air traffic environments, FAA Administrator Michael Huerta said. Drones have been mainly used by the military, but governments, businesses, farmers and others are making plans to join the market. Many universities are starting or expanding drone programs. The FAA does not currently allow commercial use of drones, but it is working to develop operational guidelines by the end of 2015, although officials concede the project may take longer than expected. The FAA projects some 7,500

commercial drones could be aloft within five years of getting widespread access to American airspace. Representatives from winning states were jubilant about the FAA announcement. “This is wonderful news for Nevada that creates a huge opportunity for our economy,” said Sen. Harry Reid, D-Nevada. The competition for a test site was robust, Huerta said, as 25 entities in 24 states submitted proposals. At least one of the six sites chosen will be up and running within 180 days, while the others are expected to follow quickly, he said. An industry-commissioned study has predicted more than 70,000 jobs would develop in the first three years after Congress loosens drone restrictions on U.S. skies. The same study projects an average salary range for a drone pilot between $85,000 and $115,000. Huerta said his agency is sensitive to privacy concerns involving drones. Test sites must have a written plan for data use and retention and will be required to conduct an annual review of privacy practices that involves public comment. MICHELLE RINDELS (AP)

About 5 million people will be without health care next year that they would have gotten simply if they lived somewhere else in America. They make up a coverage gap in President Barack Obama’s signature health-care law created by the domino effects of last year’s Supreme Court ruling and states’ subsequent policy decisions. The court effectively left it up to states to decide whether to open Medicaid, the federal-state pro-

That leaves 4.8 million people in those states without the health-care coverage that their peers elsewhere are getting through the expansion of Medicaid, according to a Kaiser

Family Foundation estimate. The Medicaid expansion was supposed to work with tax credits subsidizing private insurance for people with slightly higher incomes, two keys to the law’s broader aim of extending health insurance to 30 million more people. The federal government promises to pay nearly all of the cost. Without the expansion, the law is unable to help people who are below the income threshold where tax credits start kicking in, about $11,500 for working adults. On Wednesday, 24 states and D.C. will extend Medicaid to more than 4 million adults. A 25th state, Michigan, plans to expand in April. MARC LE V Y (AP)

Happy New Year? Not so fast, if you’re in Israel, where the somber, soul-searching and autumnal new year of the lunar Jewish calendar — Rosh Hashanah — overshadows the Gregorian’s Jan. 1. The highly diverse country certainly has its modern and hard-partying side. But even in such circles, where the pull of the outside world is strong, there is a sense, even as champagne is swilled, that New Year’s Eve is someone else’s party. A New Direction for Some Metrobus Lines Adjusted schedules started this week, aim to improve service Washington Metrobus schedules changed this week on dozens of routes across the D.C. region. The changes, which were the subject of public hearings this fall, are intended to add service and improve performance on some crowded routes while reducing service on routes that didn’t carry enough riders. The adjustments illustrate a fundamental fact of transit service: While rail is more popular with

commuters, they can’t be rerouted easily to meet changing demands. But bus routes and schedules can shift as certain destinations prove more or less popular. The Metrobus system also shows the benefits of asking people what they want. The public hearings, along with other less formal opportunities for riders to express themselves, allowed transit managers to gauge support for the adjustments. Here are some highlights of the changes that took effect this week. See a full list on Metro’s website.

D.C.’s Population Climbs by 13,000 in Year Census figures show city had a 2 percent increase in residents Washington The District continued to add new residents at a robust pace this year, although its growth rate has slowed compared to previous years, according to new census figures. The District added 13,000 residents between July 1, 2012, and July 1, 2013, bringing the population to more than 646,000 people, the Census Bureau estimated. That is a 2 percent increase in just one year, part of a roll that began

more than a decade ago and picked up steam during the recession as many adults in their 20s and 30s moved to Washington when jobs were scarce elsewhere. In contrast, the city’s population grew by 13,800 in 2012, and by 14,500 in the year before that. The slowdown has shaved about a third of a percentage point off the city’s growth rate. Most states are also growing less rapidly than they had been, a trend that demographers say reflects the lingering effects of the recession. D.C. Mayor Vincent Gray frequently points out that the addition of about 1,100 residents a month is evidence that the District is booming

Slow National Growth The nation’s population grew by about 2.2 million people over the year, but demographers say the census figures are far from upbeat. An analysis by William Frey, a demographer with the Brookings Institution, shows the annual growth rate is barely 0.7 percent, the slowest rate of growth since the Great Depression. “A lot of economic indicators have moved up,” he said. “But from a demographic perspective, we’re not going full throttle yet.” (T WP)

and that more people are living here than at any time since the 1970s. In a statement issued Monday, Gray said the latest census estimate shows that the city continues toward its goal of adding 250,000 residents within 20 years. City Planning Director Harriet Tregoning said the growth under-

Virginia gained 74,000 residents, bringing its total to more than 8.25 million people. Both population gains represent an increase of less than 1 percent. Metro Warns of Drunken Riding After Several Falls Washington Usually the message is don’t drink and drive. But Metro officials are warning riders that drinking too much and riding on the rail system can be dangerous, too, after a series of incidents where intoxicated riders fell onto the rail tracks, tumbled down escalators or fell over side walls into narrow areas. No one died as a result of the falls, Metro officials said, but several people were injured, some seriously. Metro has caught many of the incidents on surveillance cameras. In a November incident, a video shows a woman staggering to the edge of the platform at the Stadium-Armory station before falling over the edge onto the track bed. Several passersby helped pull her back onto the platform. One video shows a man who appears to be passed out leaning over at the L’Enfant Plaza station early Monday morning. The man then falls backward into light grates. He was hospitalized and is listed in stable condition, accord-

ing to Metro. Metro spokesman Dan Stessel said the man’s blood alcohol level “was more than three times the legal limit to drive a car.” On Christmas Day, a man fell from the upper level platform at L’Enfant Plaza. He suffered severe head and neck trauma and is still in a hospital, according to The number of cases of people Metro officials. Superlatively Speaking Red pandas, millennials, Brood II and eco-goats all made it into the local lexicon this year, with such seemingly trivial stories capturing the public’s imagination in a way that the acidic gubernatorial race in Virginia or the ongoing investigation of D.C.’s Mayor Vincent Gray simply couldn’t. They alternatively won our hearts and fascination or relentlessly annoyed us. We caught up with five memorable news figures from the past year and found out where they are headed in 2014. R ACHEL SADON AND MARISSA PAYNE (E XPRESS) 1. Best Airing Of Grievances

1

In May, guerilla gardener Henry Docter planted more than 1,000 morning glories, cardinal flowers and cypress vines at the north exit of the Dupont Circle Metro. After initially threatening Docter with “arrest, fines and imprisonment” over the unauthorized horticultural venture, Metro instead uprooted the blooms. The so-called Phantom Planter got his revenge in October by hanging a large sculpture emblazoned with comments from the public over the same spot.

2. Most StomachGrowl-Inducing Forget all of the trendy new restaurants popping up. What really got people excited was a number of big moves from local favorite Ben’s Chili Bowl. The half-smoke slingers announced that they would open outposts in Rosslyn and at Reagan National Airport, and received permits for a Ben’s on H Street NE (which was initially announced in 2011). Plans for 2014: It will be the “first year that there will be separate brick-andmortar Ben’s … and we’ll be working to get it right” at each of the three, very different, spots, said Nizam Ali, son of the late Ben Ali. “We know we can get the food right. But what’s the feeling?”

Worst Use of Fruit Metro cameras caught a Maryland man slipping on a banana peel in August. Then he sued the transit system. The problem? The footage seems to show he actually put the peel there himself. A judge threw the case out, and now the man faces fraud charges. Better to compost.

3 Ali asked. He predicted that the Rosslyn outpost will open at the end of January or early February, likely followed by the airport at the end of May or early June and H Street “shortly thereafter.” As for future expansion, Ali said he likes to think that they’ll announce another location next year, possibly in Prince George’s County, Md.

3. Most Likely to Be Turned Into a Pixar Film The National Zoo’s giant panda cub, Bao Bao, may have won the most press, but Rusty, the red panda, went on the most exciting adventure. The raccoon-like furball escaped his enclosure in June and spent a few hours in Adams Morgan before being found and returned — but not before much of the city tuned in to the chase. Plans for 2014: Rusty’s days as

4 a young singleton on the loose are over, according to the zoo, which took precautions to trim all nearby tree limbs and bamboo shoots that could be used as a future escape route. He may want to stick around anyway, since he was brought into town as the “perfect genetic mate” for Shama, the zoo’s female red panda. “Rusty is young, so this winter [early 2014] will be his first breeding experience,” wrote Annalisa Meyer, a spokeswoman for the National Zoo, in an email.

4. Biggest Non-Event Depending on whom you ask, the relative no-show of the cicadas — at least in the District proper — was either a major disappointment or a bug-free bit of good fortune. All the hype predicting an insect invasion of biblical proportions was a particular letdown for foodies itching to

5 try the ultimate hyperlocal ingredient. Plans for 2014: Hibernation

5. Most Annoying Trend Story Millennials. Where they live, what they eat, how much they make, whom they work for, how many bicycles they have. We heard it all, and then we heard it again (though we never actually got a consensus on their age range). Plans for 2014: If only this buzzword would die and the media would either take a more nuanced look at the region’s young denizens or spend time analyzing other demographics (or, heaven forbid, both). We foresee a future filled with even more articles detailing the 14th Street restaurant boom and letting us know that Shaw is the-next-next-bigthing … in case you hadn’t heard.

THE WASHINGTON POST/THINKSTOCK/NATIONAL ZOO FLICKR

Plans for 2014: After Metro pulled the flowers, Docter thought of “three wonderful, fun and completely unpredictable surprises.” The first was the sculpture. The second will be unveiled early in 2014. “If Surprise Number One caused Metro’s bigshots to pee in their pants, I imagine Surprise Number Two will do a bit more,” Docter wrote in an email. “When it’s completely operational, I think Metro is going to unconditionally surrender. And if I’m wrong, there is always Surprise Number Three.”

Other Notable News in 2013

Best Excuse for Delays Metro riders usually blame track work for being late, but the delivery of a baby made for a much cuter reason. Shavonnte Taylor gave birth to a son, Amir Mason, on Aug. 1 on the L’Enfant Plaza platform after she went into labor on a train as she headed to a doctor’s appointment. Biggest Shutdown Surprise When October’s government shutdown started affecting the aesthetics of the Mall, do-gooder Chris Cox showed up with a lawn mower and a leaf blower to clean up the nation’s front yard, all while proudly toting a South Carolina state flag. Most Apocalyptic The sinkholes! The phenomena ate a chunk of sidewalk along Biltmore Street in Adams Morgan in March and endangered cars in May at 14th and F Street NW and in June near M Street NW. Best Use of Animals Landscaping got a lot more entertaining when a group of eco-goats were assigned the job of tidying up Southeast D.C.’s overgrown Congressional Cemetery this summer.

Wool — especially the super-soft kind from merino sheep — is an ideal fabric for sporty types in every season. It wicks moisture, it breathes and it fights stinky odors. And, best of all, it’s getting easier to find in stores in Washington. The New Zealand brand Icebreaker (us.icebreaker.com) recently opened a store in Bethesda.

4 Working Out Like

A Horse Is Good for You Viral video vixen Joanna Rohrback, below, introduced the country to Prancercise, which is inspired by horse movements. (“They spring off the ground, using all four limbs and their heads,” she told us before teaching a weekend of classes in D.C.) Maybe it’s not a coincidence that 2013 also welcomed a workout DVD from “Real Housewives of Atlanta” cast member Kenya Moore. Her promise? She’ll help you get a “stallion booty.”

You Don’t Need a Spoon for Yogurt Washingtonian Brandon Partridge is on a quest to help people down their dairy as easily as possible. That’s why he developed Ibex, a line of drinkable yogurts that hit store shelves this fall. They’re competing with a new brand straight out of Charm City. B’more Organic’s smoothies are made from skyr (Icelandic-style yogurt).

Never Forget Sunscreen

It’s fabulous that your facial moisturizer happens to have sun protection. If you’re applying it only in the morning, however, your skin will be defenseless by lunchtime, says Shelby Moneer, education program manager for the Melanoma Research Foundation. The beach volleyball player notes that it’s particularly important for athletes who plan to be outside for long periods to reapply sunscreen. New labeling rules from the Food and Drug Administration that force companies to clarify how long their protection lasts (40 or 80 minutes) should make it easier to figure out a slather schedule.

It’s Possible To Sweat on The Internet

If you have a webcam, you have a personal trainer. That’s the promise behind sites such as Expertory and Powhow, which link up people with coaches who can lead them through a workout whenever and wherever. Technology comes with challenges, admits Expertory instructor Julie Bobek. She has to set aside a few minutes before working with a client to make sure the camera and connection are good to go. But she doesn’t need to leave her living room.

But when he’s doing his Amish workout — based on activities from his childhood in an Amish community — it’s actually a bale of hay that he has to throw. Attractive Gear Finally Comes In Plus-Sizes Lululemon’s Chip Wilson recently said that “some women’s bodies just don’t actually work” with its apparel. But some brands are more welcoming to an array of shapes. City Sports sells 1X-3X products — including the tank below — alongside plus-size gear from Nike and Moving Comfort.

When babies need milk, some moms turn to cookies. Galactagogue cookies — also known as lactation cookies — are treats packed with natural ingredients that are believed to boost milk production. Different cultures call for different herbs and additives (including flax, malanga root and fenugreek). Writer Nevin Martell shared his family’s recipe for the treats:

Moms Deserve 10 Nursing Delicious Baked Goods

ZEPHYR’S GALACTAGOGUE COOKIES Ingredients: 2 cups whole wheat pastry flour 1 cup oats 1 ⁄2 cup ground flax seeds 1 ⁄2 cup nutritional yeast (not baker’s yeast, but the yellow flakes) 1 teaspoon baking soda 1 teaspoon salt 1 cup butter, softened 1 cup raw sugar 1 teaspoon vanilla 2 eggs 1 ⁄2 cup applesauce 8 tablespoons peanut butter 2 cups dark chocolate chips 1 cup chopped walnuts

11

Makes 40 cookies | Mix the flour, oats, flax seeds, nutritional yeast, baking soda and salt. Cream together the butter, sugar and vanilla, then beat in the eggs, applesauce and peanut butter one at a time. Combine the two mixes, then add dark chocolate chips and walnuts. Put batter in refrigerator for 30-60 minutes. Roll out pingpong-sized balls and place on a baking sheet covered with parchment paper. Bake at 350 F for about 11 minutes until there’s light cracking in the surface of the cookies. Do not overbake; you want to keep them soft. Place on racks to cool. Enjoy with a glass of cold milk after 20 minutes while cookies are still warm.

There’s Always Time for Tabata

Many area gyms — including the Sports Club/LA, above — are making every second count with Tabata training. The formula is easy: Complete 20 seconds of an exercise followed by 10 seconds of rest, and repeat eight times. But the workout never is, especially if you’re using totalbody movements, such as burpees and mountain climbers.

Sticks Have Tricks

The beat is on. Crunch debuted Pound — a workout with weighted drumsticks — in D.C. in January. Now, nearly 12 months later, the program is also offered at both Vida Fitness and Balance Gym, as well as at several fitness studios in Virginia and Maryland. The popularity proves that people really like to hit things, especially when all of that smacking translates into stronger muscles and improved endurance.

Your Bone Marrow Could Save a Life

Very few emergencies require hoisting a barbell. But there are lots of situations — including possibly whatever you’re doing to celebrate New Year’s Eve tonight — that might end up with you having to give your buddy a lift. That’s why techniques such as the fireman’s carry are part of the curriculum at Balance Gym’s Goruck bootcamp, above.

Human Bodies Make For Great Weights

Express senior editor Kristen Page-Kirby woke up at Georgetown University Hospital earlier this year with a hole in each hip — and the knowledge that she’d given a stranger a chance for survival. She’d nearly forgotten that she had signed up with the National Marrow Donor Program’s Be the Match Registry (bethematch.com) a decade ago. But when the call came that she was a match, she agreed to the surgery (and some significant pain, along with two weeks of recovery time). Her take? “I’d do it again.”

Tough Enough For the Future

My husband feels that our teenage son is not tough enough. He doesn’t care that he isn’t into sports and stuff, but our son gets emotional sometimes, and has a lot of empathy toward animals. I find these qualities to be mostly positive. But my husband thinks he is going to get hurt if he doesn’t develop a thicker skin.

Crying at a movie or wanting to rehabilitate an injured squirrel shouldn’t jeopardize your son’s ability to handle future setbacks. If he is debilitated for days after bad feedback from a teacher, however, or thrown into a weekslong depression after learning about a historical injustice, then that lack of resilience is more troubling. So what is his overall functioning like, and what other qualities does he have? How realistic are these hypothetical situations where he’d need to develop a thicker skin, and how sure of his reaction could you really be? Once you troubleshoot the particulars, you both can decide whether — and how — changes need to be made. And if they do, it shouldn’t be a personality overhaul, but rather a fuel injection to his coping mechanisms.

Don’t Want to Rock the Boat My half-sister and I physically fought when we were younger, and then she sued me when we were in our 20s. I really don’t want to have anything to do with her any longer. She’s planning a family cruise for our father and her mother’s 40th anniversary. I am close to my father, but I have no desire to go because of her. I would rather celebrate the anniversary another time. But there is a lot of pressure on me to go. PRES SURED Where’s the pressure from? If your dad understands your absence and said pressure stems only from your litigious half-sister, I imagine you can devise a way to ignore it and block her without using upper-cuts. If it’s from your father and stepmom, it is meaningful pressure to consider. You don’t want to punish them for your sibling’s transgres-

And the discomfort of an unwanted trip starts fading when you step back on shore, whereas the regret of missing it can’t be as easily remedied.

Exercise the Options

Solid Core (1805 Seventh St. NW, 267-455-6457, solidcore.co) just debuted in Adams Morgan in October. But speedy owner Anne Mahlum will bring the Lagree Fitness Method (which relies on controlled movements performed on MegaFormer machines) to Shaw in mid-February. CrossFit DC (1365 H St. NE; 202450-6432, crossfitdc.com), the very first CrossFit affiliate in the District, is living up to its name. In addition to its spot on the bustling 14th Street corridor, it’ll have another box on H Street this spring. (That location is just a few blocks from Old City CrossFit, which opened in October.)

For a new you in the new year, how about a new gym? While you were busy with holiday shopping and snacking, a flurry of fitness centers swept into the area. And even more places are readying for 2014 openings. Lace up your sneakers for this quick rundown. Debuts: Toolbox (1627 Connecticut Ave. NW; 202-664-3808, thetoolboxdc.com), which opened this fall, is billed as “the true mind & body studio”: The rehabbed Dupont Circle carriage house holds both an art gallery and fitness classes, with a specialty in Pilates. Orangetheory Fitness (13063 Lee Jackson Memorial Highway, Fairfax; 703-961-8985, orangetheoryfitness .com), an import from Florida, opened this location this month. Forty more are planned for the area. (Next up: Gaithersburg, Md.) Exercisers chart progress during the group workouts with heart rate monitors. CenterPointe (1802 Adams Mill Road NW; studiocenterpointe.com), the new tenant of the former Capitol Hemp space in Adams Morgan, welcomes first-timers to try out its blend of gymnastics and weightlifting at a free intro class held every Sunday at 1 p.m.

Makeovers: Dancing Mind (929 W. Broad St., Falls Church; 703-237-9642, dancingmindyoga.com) dropped “Yoga” from the end of its name because the studio now also offers class-

“Guitar Hero” taught an important lesson — other than the fact that the average 8-year-old would make a better rocker than you. “Great games can get people more active,” says Kai Huang, who co-founded the company behind the

video game megahit with his brother Charles. Now the two of them are getting the band back together for another venture that’s an attempt at answering this question: “Is there a way to apply that to exercise?” Goji Play ($100, bluegoji.com), which went live this month, is a gaming platform that uses Bluetooth technology to hook up to cardio gym equipment. the arms of an elliptical, or held on a pair of batons as users run on a treadmill. The user’s movement — tracked by a sensor worn on the body — propels action on screen. There are already 12 games to choose from that can be down-

loaded free from iTunes. Whether users are focused on smashing blocks, punching an opponent or solving a puzzle, the idea is that they’re getting so engrossed in their goal that they forget they’re working out, Huang says.

SoulCycle (2301 M St. NW; soulcycle.com) rides into D.C. this spring. The cycling studio chain from New York has a rabid following of fans who can’t wait to pedal, tone and sweat. Vida Fitness (1212 Fourth St. SE; 866-382-8432, vidafitness.com/yards) will open this 30,000-square-foot outpost by the Navy Yard this summer. The complex will include a Penthouse Pool Club, Aura Spa, Bang Salon and a child-care area. Pre-sale rates are available now for the gym. Sport & Health (11810 Rockville Pike, Rockville; sportandhealth.com) is the anchor at the forthcoming Pike & Rose development by White Flint. The 32,000-square-foot facility — slated for a fall opening — will boast an outdoor training area, a high-tech cycling studio and a Kidz Klub. VICKY HALLETT (EXPRESS)

The Goji Play hardware is compact enough that it’s easy to bring to the gym. The only really cumbersome piece of equipment is the iPad you also need. (You can play on an iPhone, but it’s much harder to see the action on screen. NoniOS options aren’t available.) Huang expects the system will be popular with people that have neglected gym equipment at home. That elliptical could suddenly get a lot more use, Huang says. “I’ll say, ‘I’m just going to play one game.’ Then I’m trying to win and I’m there 30 minutes,” he says. And that’s a rock star workout. JOHN MCDONNELL (THE WASHINGTON POST)

like the federal government. Otherwise, autocracies ultimately fail. Shanahan lasted this long because Snyder feared he’d be called meddlesome after earlier rash pink slips. For the Redskins to become consistent winners under Snyder, the front office structure must change. Washington needs a real general manager. Not a puppet that fronts for Snyder. Not someone who worries more about alumni and uniform colors. Not a consultant ready to emerge from the shadows.

The Redskins fired coach Mike Shanahan on Monday after his fourth season with the team. Washington went 3-13 and finished last in the NFC East this year.

A Man Too Powerful It wasn’t just poor clock management or his hiring of son Kyle Shanahan to run the offense. Switching to a 3-4 defense that seldom worked By Rick Snider wasn’t the only reason, either. It wasn’t even the drafts — which weren’t as good as expected. And it wasn’t Shanahan staking his reputation on quarterbacks Rex Grossman and John Beck being legitimate NFL starters when they weren’t. In the end, it was a combination of everything — including

a 24-40 record — that led to Shanahan being the latest overpaid, overhyped coach to be fired under owner Dan Snyder. Shanahan’s narcissism never wavered — even though he led the Redskins to only one playoff game in his four years. Shanahan thought his way was the only way when picking players, overruling staff and benching Griffin. Like predecessor Marty Schottenheimer, Shanahan was finally fired by Snyder after failing to merit his inflated ego. Total control ruined another Redskins coach. An NFL team needs checks and balances just

Shanahan Sent Packing Mike Shanahan’s plan to restore order, professionalism and consistent success to the Washington Redskins disintegrated quickly in 2013, costing him his job Monday — a day after the team finished a 3-13 season. Shanahan, who had one year remaining on his fiveyear, $35 million contract, was fired after a morning meeting with owner Dan Snyder and general manager Bruce Allen at Redskins Park. Snyder will now be seeking his eighth head coach for his 16th season as an NFL owner — a span that includes just four winning seasons, two playoff victories and seven last-place finishes in the NFC East. “Redskins fans deserve a better result,” Snyder said in a statement. Shortly after his meeting with Snyder, Shanahan made a five-minute statement thanking fans, players, reporters and Snyder. Shanahan did not take questions.“We’re better off today than we were four years ago,” Shanahan said. JOSEPH WHITE (AP)

EVAN VUCCI (AP)

Absolute power corrupted Mike Shanahan absolutely. It wasn’t just mismanagement of Robert Griffin III and the quarterback’s injury that cost the Redskins coach his job. Nor was it the earlier failures with Donovan McNabb and Albert Haynesworth.

24-40

Shanahan’s record during his four seasons with the Redskins. Washington matched its franchise record for most losses in a single season by going 3-13 this year.

Total control ruined another Redskins coach. An NFL team needs checks and balances. Snyder needs a legitimate personnel man with ruling power over the coach for picking players. Oh, that’s not saying the coach has no say (Steve Spurrier once showed that unwanted first-round passers can sit on the bench). But good teams find that marriage between the GM and coach like the Redskins once enjoyed with Bobby Beathard and Joe Gibbs. When Gibbs didn’t want Joe Jacoby, Beathard told him to trust the GM. Now Jacoby is a Hall of Fame contender. The owner needs to choose a GM first, then let the latter come up with coaching candidates. Snyder still gets final say, but he should respect the GM’s recommendation. Otherwise, don’t hire that person as GM. Then-owner Jack Kent Cooke thought Beathard was nuts for wanting Gibbs and nearly fired both after an 0-5 start in 1981. Gibbs went on to win three Super Bowls. Snyder has used every combination possible over 14 years except an equally strong GM and coach. It’s time to try it. Rick Snider has covered Washington sports since 1978. 2013 MUSIC

Sorting through this year’s avalanche of pop music, mysteries abound: What is this I’m feeling? Is it right or is it wrong? What rhymes with “hug me”? What does the fox say? The year’s finest albums, however, provided us with concrete answers about the tensile strength of our tear ducts, the durability of our commitments and the shape of slow jams to come. Here are my picks for the top albums of 2013. (Disclaimer: The list was compiled before Beyonce’s surprise offering). CHRIS RICHARDS (THE WASHINGTON POST )

1. KACEY MUSGRAVES, ‘SAME TRAILER DIFFERENT PARK’ The dread of the millennials can’t be captured in a selfie, so Nashville’s newest star is picking up the slack and singing about what happens when a generation of idealists inherits a broken country. With optimism in her melodies and calm in her delivery, she’s dropped one of country’s strongest debuts in forever.

2. KANYE WEST, ‘YEEZUS’ Continue to dismiss Kanye West at your own risk. With

his feral sixth album, the rap auteur extends his reign as pop music’s most volcanic force, refusing to shut up, back down, play nice or cash out. And his boldest album is always the one that’s coming next.

3. BILL CALLAHAN, ‘DREAM RIVER’ Here’s a songwriter, a soothsayer, a stoic and a smuggler who can’t help but find new ways to bury treasure inside ordinary folk songs. “Dream River” feels as vast, intimate, recognizable and unknowable as true love. Or America.

4. LONNIE HOLLEY, ‘JUST BEFORE MUSIC’ It’s an album by an eccentric Alabama sculptor, released in 2012, re-released with bonus cuts in 2013. But it’s also a free jazz fever dream from the deep South, a babbling Baptist sermon from deep space, a lullaby for the end of the world, a songbook that’s frequently beautiful and occasionally frightening.

5. ASHLEY MONROE, ‘LIKE A ROSE’ Only the greats can compartmentalize crisis as gracefully as this silvervoiced 27-year-old. Demure

and devastating, Monroe’s saddest country tunes have come to steal your tears. Hydrate accordingly.

6. PARAMORE, ‘PARAMORE’ The embattled rock band’s fourth album finds the trio honoring their commitments with their hair on fire. They’re still standing, still together, still playing a style of postemo that’s long gone out of style with a tenacity that never will.

7. ROBERTO FONSECA, ‘YO’ This Havana-born pianist

isn’t afraid to hit hard and get personal, detonating the walls surrounding Afro-Cuban jazz and rearranging the debris into a very flattering selfportrait.

8. DANNY BROWN, ‘OLD’ Rap has gone from “CNN for the streets” to “Tumblr with 808s,” but ugly memories of urban survival are still churning inside this Detroit native’s skull. He exorcises them with a stuffy-nosed squawk that’s every bit as jarring as the worst of what he’s seen.

9. KELELA, ‘CUT 4 ME’ Half romance, half science fiction, this L.A. rookie’s R&B debut reads as if she learned to sing about heartache in some airless, digital, post-human future.

10. STEVE GUNN, ‘TIME OFF’ As contemporary songwriters surf rivers of blood, sweat and tears, hoping the world will take notice, this Brooklynite plays circular folk songs that unfold as effortlessly as a breath. The fact that he’s making no special bid to be heard means we might want to listen especially close.

14. Marc Anthony, “Vivir Mi Vida” 15. Icona Pop, “Girlfriend”

3 Worst Albums Of 2013 1. Miley Cyrus, ‘Bangerz’ Miley’s ascent may have provided America with the great comfort scandal of 2013, but her lifeless new album rang out like an afterthought. 2. Jay Z, ‘Magna Carta Holy Grail’ Jay spent his summer flirting with performance art and data collection, shedding his relevance and his hyphen in the process. 3. Arcade Fire, ‘Reflektor’ When the world’s most ponderous indie rock band marches into the discotheque, we must double-knot our dancing shoes and run far, far away. (TWP)
