A man who claimed at trial that his “evil twin” robbed 10 gas stations, convenience and beer stores in Pennsylvania must spend at least 60 years in prison. Steven Felton, 34, was sentenced to 62 to 124 years on Monday. Lehigh County Judge Kelly Banach said she was offended by Felton’s arrogance. A macaque monkey who took selfie photographs, rather than the nature photographer who positioned the camera, should be declared the copyright owner of the photos, PETA contended in a lawsuit filed Tuesday. Since Pope Pius VII, who used a carriage for transportation in the 1800s, popes have employed all sorts of four-wheeled vehicles to travel. Pope Francis has shunned what he calls a “sardine can” design in favor of the opensided Jeep Wrangler. Children are expected to be at the forefront of Pope Francis’ visit, Cardinal Donald Wuerl said. THE DISTRICT Pope Francis’ chartered Alitalia jet landed at Joint Base Andrews on Tuesday afternoon, with Vatican and American flags flying from the cockpit. The pope alighted from the plane to cheers under cloudy skies and a steady breeze that lifted the black robes of the awaiting bishops and kept the flags rippling on the tarmac. Waiting for Francis on his first visit to the United States: President Barack Obama, who rarely greets arriving foreign dignitaries on the tarmac, where a red carpet had been rolled out just minutes before the plane touched down, slightly ahead of schedule. The president, the first lady, their two daughters and the president’s mother-in-law stood waiting at the bottom of the stairs, where they shook hands with Francis. Their presence spoke to the widespread anticipation of the pope’s six-day, three-city visit to the United States. “Ho ho, hey hey, welcome to the U-S-A,” the crowd chanted as the pontiff held his small, white cap — called a zucchetto — in his hand, perhaps to prevent it from blowing off in the wind. The welcoming party also included U.S. Ambassador to the Holy See Kenneth Hackett, Washington Archbishop Cardinal Donald Wuerl, and Joseph E. Kurtz, president of the U.S. Conference of Catholic Bishops. The scene felt like a pep rally as they sang “Louie, Louie” and “Sweet Caroline” and chanted “We love Francis, yes we do”

The Argentine known as the “slum pope” for ministering to the downtrodden in his native Buenos Aires is expected to urge America to take better care of the environment and the poor and return to its founding ideals of religious liberty and open arms toward immigrants. Md. to launch pot program Applications to grow medical marijuana are being accepted soon MARYLAND Nearly 21/2 years after legalizing the use of marijuana for medicinal purposes, Maryland is preparing to issue business licenses to dispensaries and cultivation centers — prompting a range of reactions from local elected officials. At one extreme, Anne Arundel County Executive Steve Schuh, a Republican, is proposing a ban on cannabis production and shops in the county, which a skeptical state lawmaker likened to a
county-specific Oxycontin prohibition. Elsewhere, Republicans eager to add jobs in their rural communities are embracing potential marijuana businesses. State regulations allow for 94 dispensaries, two per state senate district, and 15 facilities to grow cannabis plants and turn them into medical products, from pills to oil. The Maryland Medical Cannabis Commission will start accepting applications this month, which means marijuana that is grown for medicinal purposes should be available for purchase by the end of 2016. Potential applicants are meeting with government officials
across the state, particularly in western and central Maryland, where land is cheaper and more easily available. Prince George’s and Montgomery counties — like most other suburbs — are mulling their options, waiting to see how the burgeoning industry evolves. “It’s a mixed bag,” said Hunter Holliman, a consultant to cannabis businesses and medical marijuana legalization activist. He said it was “unfortunate” that Schuh was “trying to take this ‘Not in my back yard’ stance.” Schuh said the state regulations on who can grow and obtain medical marijuana are so

Va. panel: Alcohol agency should keep arrest powers Task force was created by governor after U-Va. student’s bloody arrest VIRGINIA A task force appointed by Virginia’s governor after a college student’s bloody arrest declined Tuesday to recommend stripping the state’s liquor agency of its police powers. Gov. Terry McAuliffe appointed the 20-member panel after University of Virginia student Martese Johnson was arrested in March by state Alcoholic Beverage Control agents. Johnson, then 20, needed stitches to close a gash in his head. Video and photos of Johnson
being pinned to the sidewalk by ABC agents were widely distributed on social media. Johnson, who is black, could be heard on the video calling the officers racist. Charges against him were dropped, and the Charlottesville prosecutor determined after an investigation that the agents did nothing wrong. Three agents who were assigned to desk duty have since resumed their normal law enforcement activities. The major issue considered by McAuliffe’s task force was whether ABC should be stripped of its arrest powers, leaving its enforcement of underage drinking laws to state or local police. The panel rejected that idea, saying in its report that “the public
safety of Virginia is best served by Virginia ABC.” However, the panel recommended the agency emphasize regulatory activities, such as licensing compliance, over law enforcement. It also recommended eight hours of instruction annually in cultural diversity, effective interaction with youth and “response to active resistance.” The report also recommended that the agency’s roughly 130 law enforcement officers wear body cameras, and that ABC work to improve collaboration with colleges and universities. In tense vote, EU plans to share 120K refugees Controversial decision likely won’t be enough to solve migrant crisis BRUSSELS At a contentious meeting, European Union ministers agreed Tuesday to relocate 120,000 refugees among the bloc to ease the strains on front-line nations like Greece and Italy, which are being overwhelmed by the continent’s ballooning migrant crisis. But in a sign of deep-rooted divisions among the bloc’s 28 nations, the ministers who often reach decisions by consensus had to put the plan to a vote. And even with Tuesday’s hard-won agreement, the sheer numbers
of migrants already in Europe this year — over 477,900 — shows the need for much greater action down the road to resolve the crisis. Milan Chovanec, the Czech Republic’s interior minister, said four nations — the Czech Republic, Slovakia, Romania and Hungary — all voted against the plan and Finland abstained. “[It’s] a bad decision and the Czech Republic did all it could to block it,” Prime Minister Bohuslav Sobotka said. The deal on Tuesday did not set mandatory quotas for each country — one of the most controversial aspects of the proposed plan. But German Interior Minister Thomas de Maiziere
said his country would take more than 30,000 of the 120,000 people. EU Commission First Vice President Frans Timmermans said that “by itself, the decision we took today is not going to solve the refugee crisis.” Now, he said, the EU has to do a better job of protecting its borders, registering migrants who arrive, returning people who are not eligible for asylum and “providing hope and perspective” in conflict-torn countries from which many of the migrants flee. A team of researchers has announced the discovery of a new species of dinosaur found in the Prince Creek Formation of Alaska. The duck-billed dinosaur, called Ugrunaaluk kuukpikensis, was abundant around 70 million years ago. Researchers have already found some 10,000 bones from the species, indicating that it thrived in an area that was — at least for a dinosaur — remarkably cold. The new species is described in a study published Tuesday. At 25 feet long, it looked very similar to a duck-billed dinosaur found in Alberta and Montana. At the time that these dinosaurs lived, their region would have averaged temperatures in the low 40s.

Clinton unveils plan to lower drug prices POLITICS Vowing to build upon President Barack Obama’s signature health law, Hillary Clinton is unveiling a sweeping plan to hold down the rising cost of prescription drugs and target pharmaceutical companies that flood airwaves with ads. The Democratic presidential candidate’s proposal would place a monthly cap of $250 on covered out-of-pocket prescription drug costs to help patients with chronic or serious health conditions. It
would also deny tax breaks for televised directto - consumer advertising and require drug companies that Clinton receive taxpayers’ support to invest in research and development. “We will start by capping how much you have to pay out of pocket for prescription drugs each month. And we’re going to hold drug companies accountable as we work to drive down prices,” Clinton said at a campaign event Monday in Louisiana. Clinton was outlining details of her plan Tuesday at a community

With the battle against the Islamic State having lost momentum in Iraq, a new strategy emerges NATIONAL SECURITY With the offensive to reclaim territory from the Islamic State largely stalled in Iraq, the Obama administration is laying plans for a more aggressive military campaign in Syria, where U.S.-backed Kurdish forces have made surprising gains in recent months. The effort, which would begin by increasing pressure on the ISIS stronghold of Raqqa, marks an important shift in an administration strategy that for most of the past year has prioritized defeating the militant group in Iraq and viewed Syria as a place where there were few real prospects for battlefield success. The White House’s top national security officials met last week and will convene again in the next few days to discuss ways to capitalize on recent and unexpected gains made by Syrian irregular forces. The administration is considering providing arms and ammunition to a wider array of rebel groups in Syria and relaxing vetting standards, effectively deepening America’s involvement in the ongoing civil war. Such a move could lift some of the restrictions that have slowed the Pentagon’s troubled program to train Syrian fighters in Turkey and other sites outside Syria. Rather than subjecting rebels to repeated rounds of screening before and during their training, U.S. officials might restrict vetting to unit leaders already in the fight. “The key thing is getting them some [expletive] bullets,” one U.S. official said. The change is driven partly by frustration with the stalemated fight in Iraq, where an

Most Americans who go to the doctor will get a diagnosis that is wrong or late at least once in their lives, sometimes with terrible consequences, according to a report released Tuesday. This critical type of healthcare error is far more common than medication mistakes or surgery on the wrong patient or body part. But until now, diagnostic errors have been a relatively understudied and unmeasured area of patient safety. Much of patient safety is focused on errors in hospitals, not mistakes in diagnoses that take place in doctors’ offices, surgical centers and other outpatient facilities. The new report by the Institute of Medicine, the health arm of the National Academy of Sciences, outlines a system-wide problem. The report’s authors say they don’t know how many diagnostic errors take place. Some estimates say it affects at least 12 million adults each year. What’s more, errors will likely worsen because of the growing complexity of the diagnostic process and the delivery of health care, according to the committee that conducted the study. Part of the problem, experts say, has been the difficulty of measuring such mistakes. Fixing the problem will require nothing short of a fundamental overhaul of the entire process of how a diagnosis is made, the authors said. LENA H. SUN

Backfield’s ‘1-2 punch’ packs power REDSKINS By adding rookie Matt Jones to dependable veteran Alfred Morris, the Redskins have created an unusual two-back rushing attack. With Jones running for 123 yards in Week 2, after Morris gained 121 yards in Week 1, the Redskins are the first NFL team since the 2006 Chargers to have two backs each gain at least 100 yards on the ground in a season’s first two games. “To have that solid, 1-2 punch — and both of those guys are so much alike — keeps the pressure on the defense,” Redskins left tackle Trent Williams said. “It takes a gang to tackle them. It’s priceless, man, to have that type of backfield. It don’t come too often.” The Redskins (1-1) lead the NFL by averaging 171.5 yards rushing per game. On Thursday night, the next team to try to stop

Morris ran it 18 times for 59 yards. “People a lot of times devalue running backs nowadays,” Morris said. “But we’re just showing that we are still valuable.” In a Week 1 loss to the Miami Dolphins, Washington ran for 161 yards, so this marks only the third time since 1950 that the Redskins began a season with two games of at least 150 on the ground. Some teams that rotate runners have a big, drive-it-up-the-gut guy, and then will go to a change-ofpace alternative, often a smaller and perhaps speedier back. Not the Redskins. CAPITALS Having spent the first two years of his NHL career playing primarily on the Capitals’ fourth line, right wing Tom Wilson is looking forward to an increased role in the season ahead. “I’ve had my first two years in the league, I’m familiar with all of the systems, so I shouldn’t be learning as much as just playing out there,” Wilson said. “It’s going to be big for me to take on added responsibility and play bigger minutes.” Wilson, 21, led the Capitals with 172 penalty minutes last season, and managed just four goals and 17 points in 67 games. He skated an average of 10:56 per game, second lowest on the team among players with at least 15 games played. But management agrees that Washington’s first-round pick (16th overall) from the 2012 draft is ready for a heavier workload. “I think we project him now as the third-line right wing with possibilities of moving up in certain games,” general manager Brian MacLellan said. “I think he can handle it. He seems to have come to camp in good shape. We’re going to work with him and be patient with him and give him some chances to show us what he can do.” In the Capitals’ preseason opener Monday, Wilson played with veterans Jason Chimera and Brooks Laich and scored the game-winning goal in a 2-0 win against Carolina. Last year, Wilson missed all of training camp and the first month of the regular season with a broken ankle, forcing

penalty-killing unit. With the offseason departures of Troy Brouwer, Eric Fehr and Joel Ward, the Capitals lost three of their five most frequently used penalty-killing forwards. “PK can change a game and it will be fun to help the team in that aspect,” Wilson said. While newcomers T.J. Oshie and Justin Williams garner many of the preseason headlines, Trotz has identified Wilson, Evgeny Kuznetsov and Andre Burakovsky as young players who must take a step forward to ensure that the Capitals as an organization can do the same. “Willie is ready for it,” Trotz said. “He’s a mature kid who can play this game and get back to being that physical guy that he was drafted to be — physical, hard to handle — and he’s a guy whose minutes need to increase so he can produce.” BEN RABY (FOR EXPRESS)

The Vikings announced Monday that they have not been able to reach a new contract agreement with Joe Juranitch, the man who played Ragnar for the past 21 years and was looking for quite a raise. Ragnar was asking for $20,000 per game over the next 10 years, according to a person with direct knowledge of the discussions. Based on a home schedule that includes eight games per season, that would be $1.6 million over the life of the contract. A fan favorite since 1994, Ragnar led the Vikings out of the tunnel on his motorcycle during pregame introductions. Gabourey Sidibe is in an ‘Empire’ state of mind The actress dishes about what’s ahead on the soapy drama TELEVISION Gabourey Sidibe, who plays Empire Entertainment’s Becky Williams, totally gets why fans adore Fox’s “Empire,” returning at 9 tonight. She loves watching it as much as making it. “The story line is so enticing and it keeps you guessing. It’s the drama of it all. And the music is amazing,” said Sidibe. Plus: “Everyone on the show is extremely beautiful or extremely handsome, so there are quite a few things that keep you coming.” This season holds more overthe-top drama for all connected with Empire, the music and
entertainment company built by Lucious Lyon and his exwife, Cookie (Terrence Howard and Emmy-nominated Taraji P. Henson). Their three sons are fighting for a share of the Lyon dream, as each sees it. While an ALS misdiagnosis is no longer hanging over Lucious’ head, a prosecutor is intent on bringing down the former drug dealer and gets him jailed without bail. Cookie makes a public show of helping him while trying to finalize a hostile takeover of Empire Entertainment. For Sidibe’s character, the season promises more visibility. Becky has a promotion and, with the arrival of new character JPoppa (Mo McRae of “Sons of Anarchy”), a chance for love. “ My fi rst soap opera
romance,” said Sidibe, 32, who earned fame and an Oscar nomination for her debut project, “Precious,” the acclaimed 2009 film about an abused, illiterate young woman. She says she’s since learned to face her fears in the industry. “I’ve learned that fear is not useful,” she said. “I’m surprised how many things I’ve bumped into over the last eight years that scared me to death and that, when I actually came across them, I didn’t even feel it.” Now, as Becky, she faces even more changes. “She now has more power than she ever had,” Sidibe said. “She’s not serving someone, she’s not taking phone calls or making appointments for other people. The musician covered Taylor Swift’s entire “1989” album from top to bottom, turning her pop hits into melancholy rock jams. “It’s actually incredibly humbling to find a connection with someone else’s words and someone else’s songs and to open yourself up and to feel them fully, and find out where those stories take you,” Adams, 40, said. “It felt no less genuine than any song I’ve ever written.” Since its release last October, Swift’s album has sold 5.2 million units and launched multiple hits, including “Shake It Off,” ‘’Blank Space” and “Bad Blood.” Adams’ interpretation of “1989” offers a slowed-down take on her upbeat anthems. “I got to work different parts of my brain, different parts of my heart and different parts of the musical aspects of my personality,” Adams said. “It’s not the same record.” After completing his version, the singer-songwriter-producer played it for Swift before taking it any further. Like Swift, Adams says he was inspired by the year their albums are named for.
