Monks Can Be Patriotic, Too! They’ll likely be mindful of any future fireworks ban. Albuquerque, N.M., authorities say, among the more than a dozen citations for illegal fireworks handed out July Fourth, one was given to a group of Buddhist monks, KRQE-TV reports. Kids Crossing Border Will Be Sent Back Washington The White House said Monday that most unaccompanied children arriving at the U.S.-Mexico border are unlikely to qualify for humanitarian relief that would prevent them from being sent back to their home countries. The pointed warning came as the White House ďŹ nalized a spending request to Congress detailing the additional resources President Barack Obama wants in order to

hire more immigration judges and open additional detention facilities to deal with the border crisis. White House ofďŹ cials said they planned to send the more than $2 billion request to lawmakers today. White House spokesman Josh Earnest said that while the administration will allow the immigration review process to take place, ofďŹ cials so far don’t expect many of the children arriving at the border to be able to stay in the U.S. “It’s unlikely that most of these kids will qualify for humanitarian relief,â€? Earnest said. “It means they will not have a legal basis for remaining in this country and will be returned.â€?

Still, it’s unclear how quickly that process will unfold. Homeland Security Secretary Jeh Johnson acknowledged Sunday that such proceedings might be long delayed, and he said that coping with f loods of unaccompanied minors crossing the border is a legal and humanitarian dilemma

for the United States. Most are from Guatemala, Honduras and El Salvador, where spikes in violence and poverty are prompt-

ing parents to send their children on journeys north. A George W. Bush-era law to address human trafficking prevents the government from returning these children to their home countries without taking them into custody and eventually through a deportation hearing. More than 52,000 unaccompanied children and 39,000 women with children have been apprehended at the border this year, a surge that seems to have caught the administration off guard. Rep. Henry Cuellar, D-Texas, said the administration “is one step behind a major dilemma that was foreseeable. (AP/THE WASHINGTON POST)

Denver An obscure, chicken-sized bird best known for its mating dance could help determine whether Democrats or Republicans control the U.S. Senate in November. The federal government is considering listing the greater sage grouse as an endangered species next year. Doing so could limit development, energy exploration, hunting and ranching on the 165 million acres of the bird’s hab-

itat across 11 Western states. The specter of the bird’s listing is reviving the centuries-old debates about local vs. federal control and whether to develop or conserve the region’s vast expanses of land. Two Republican congressmen running for the U.S. Senate in Montana and Colorado, Steve Daines and Cory Gardner, are co-sponsoring legislation that would prevent the federal government from listing the bird for a decade as long

Marijuana entrepreneurs in Washington state get their supply ready. Licenses for two dozen sellers were issued on Monday. XX0165 1x3

Wash. State Approves Pot Shops Washington state issued its first retail marijuana licenses Monday with a middle-ofthe-night email alerting bleary-eyed pot-shop proprietors that they’ll finally be able to open for business. Here are some challenges facing the second state to legalize weed. (AP)

GOODBYE, METRO DELAYS. HELLO, TEL AVIV BEACH.

Low supply

No edibles — yet

Think of the kids!

The state’s Liquor Control Board was overwhelmed with nearly 7,000 potlicense applications. Reviewing them has been slow. Only 79 growers have been licensed. About 560,000 square feet is in production, but only some has been harvested. “Will there be shortages?” asks Randy Simmons, the board’s legal-pot project manager. “The answer to that is yes.”

The board recently announced that people who want to make pot-infused sodas, brownies or other treats must get approval for their products, and so far no one has. The board doesn’t want any gummy candies or anything that would appeal to children. The edible-makers also need to have their kitchens pass a state inspection, and only two have been tested so far.

The state Health Department recently spent $400,000 for a new radio and online advertisement campaign urging parents to talk to their kids about marijuana. Dr. Leslie Walker, of Seattle Children’s Hospital, wishes the state had started soon after the measure passed. Instead, she says, many young people have gotten the impression marijuana is legal and without risk.

Medical vs. recreational Lawmakers have fretted about how the state’s unregulated medical marijuana system will compete with the heavily taxed recreational market. Alison Holcomb, the lawyer who authored Washington’s legal pot law, worries that the slow roll-out of legal pot-shop and grow licenses will make it difficult to argue that the state is ready to tackle medical marijuana.

Arizona Loses Court Case Over Immigrant Licenses A federal appeals court has dealt a new blow to Arizona in its series of immigration-related crackdowns, ruling that the state cannot deny driver’s licenses to young immigrants who were allowed to stay in the U.S. under a 2012 Obama administration policy. Arizona was one of two states that refused to issue licenses to young immigrants. Republican Gov. Jan Brewer called the ruling misguided and said she was considering appeal. (AP)

Three of the six Jewish youths suspected of killing a Palestinian teenager have confessed to the crime and re-enacted it for authorities, Israeli officials said. After Arrests, a Treatment Offer In Northern Virginia, cops try new tactic to combat drug abuse

“What we’re doing is creating a cycle of arrest, release, addiction, arrest.”

Prince William County, Va.

— SG T. M AT T McCAULE Y, OF THE PRINCE WILLIAM POLICE, ON THE WORK OF

For three days last month, officers from Virginia’s Prince William County, Manassas City and Manassas Park arrested 53 people as part of their ongoing battle against heroin and illegal prescription drug dealing. Nothing too unusual there. But after each arrest, a detective or officer sat down with the suspect and made this offer: We have a chaplain available right now to take you to a drug treatment center, where counselors are ready and waiting — right now — to get you into treatment. For a cop to make that offer, and to have already arranged the path from jail to treatment, is groundbreaking, police experts said. There were six takers, according to Vickie Taylor, a division manager for the Prince William County

Community Services Board. Four showed up on the day of their arrest, and two more called and set up appointments after they were able to post bond, not always an easy task for those charged with selling heroin or oxycontin. Even more remarkable, Taylor said, is that everyone who first made contact with her counselors has since showed up for their subsequent appointments or treatment. “These are obviously people who are struggling with major addiction problems,” Taylor said. “They were amazed and really grateful for the opportunity.”

The concept of police directly offering treatment is just emerging in law enforcement as police departments look for new ways to approach the drug problem. In Seattle and Santa Fe, N.M., police take drug users and low-level drug dealers to treatment before their arrests. But treating the suspects at the same time they’re facing prosecution is a slightly different approach, and “cutting edge,” said Chuck Wexler, executive director of the Police Executive Research Forum. “It is a sign of the country’s shift in how it sees drug addicts.” While embracing the opportunity for treatment doesn’t get the defendants a special deal with prosecutors, defense attorneys may later seek to show that their client is sincere about overcoming addiction. slow response times, broken vehicles and a shortage of paramedics. He also will have to manage the continued fallout for firefighters who failed to help a man who collapsed across the street from a fire station in Northeast and later died. The death of Medric “Cecil” Mills, 77, in January led to calls for the firing of Jones’ predecessor, Kenneth Ellerbe, whose final day was last Tuesday.

The interim chief, a 25-year veteran of the Prince George’s County, Md., fire department, calls many problems that have gained media attention — from purported work slowdowns to ambulances catching fire — “snapshots” and out of context with broader and more routine successes. “Overwhelmingly, surveys show the people are very happy with the service the fire department gives,” Jones said during an interview on Wednesday, his first day on the job.

Although killings are up this year in D.C., the robbery rate has fallen sharply. The figure for the first half of this year is more than 25 percent less than the same period last year. Robberies are regarded by many public safety officials as at least as significant as homicides as an overall security indicator. Glutton for ‘Gluten-Free’

Avoiding grains is a must for those with celiac disease, but most gluten-free dieters don’t have it Washington The swelling ranks of Americans adopting gluten-free diets have given rise to another hot trend: people calling the whole thing a bunch of baloney. And then requesting that the baloney be sandwiched between two pieces of white bread. Served with a cookie for dessert. David Klimas has a friend who recently went gluten-free, a development that the 46-year-old real estate sales manager greets with a slow eye roll. He thinks that the gluten-free thing is just a fad, promoted by food companies “as a way of making money.” “In the ’50s, everyone had ulcers,” he says. “Then, it was back problems. Now, it’s gluten.” Gluten abstinence has grown dramatically over the past several years. According to a survey by the NPD Group, a market-research firm, nearly a third of adults say that they’re trying to either eliminate or cut back on gluten, a combination of proteins found in wheat and other grains. And this movement has spawned a burgeoning food industry valued at at least $4 billion and perhaps more than $10 billion — and climbing. Entire aisles at grocery stores are dedicated to the diet. Restaurant chains including Bob Evans, Hooters and Uno Pizzeria and Grill offer gluten-free menus. Trade shows devoted to gluten-free products have popped up. Bars use menu icons to denote gluten-free beers. All of which makes some people want to bang their heads against a flour mill. “I don’t get it,” Klimas says of his friend’s decision to cut gluten from his diet. “How can you all of a sudden be gluten-free? He’s 45. We’ve been friends for 19 years. Sometimes, I think it’s just for him to be cool in front of the waiters.”

VOCABULARY

‘gluten’ A combination of proteins found in wheat and other grains.

‘celiac disease’ An affliction in which gluten consumption causes damage to the small intestine and interferes with the body’s ability to absorb vitamins. Some people are sensitive to gluten and have negative reactions to consuming it but don’t have celiac disease.

‘gluten-free paradox’ The dichotomy that most people who are on the gluten-free diet don’t have celiac disease, and most people who have celiac disease don’t know that they have it and don’t eat gluten-free.

1/3

The approximate proportion of adults who say that they’re trying to either eliminate or cut back on gluten, according to the NPD Group, a market-research firm.

About 1 percent of the American population suffers from celiac disease, according to the National Foundation for Celiac Awareness. This is a confounding affliction in which gluten consumption causes damage to the small intestine and interferes with the body’s ability to absorb vitamins. Other people are sensitive to gluten and have negative reactions to consuming it but don’t have celiac disease. People who have celiac disease

are often misdiagnosed before the cause of their health issues — which can include digestive problems, rashes, fatigue, headaches and joint pain — is pinpointed. The only treatment is to give up gluten. There has been a concerted effort to raise awareness of celiac disease, so that those living with it can see an end to their suffering. But some people believe that the push has caused new gluten-free converts to believe that they have

‘Gluten-Free’ and On the Defense Shira Kraft, author of Glutie Foodie, a blog that tracks her culinary adventures, was diagnosed with celiac disease almost four years ago. She says that the gluten-free movement has been a doubleedged sword for people who have the disease. On one hand, it’s great to have more — and tastier — products to choose from. But she also says that because so many people are staying gluten-free, her condition is sometimes taken less seriously. “I certainly feel I have to defend myself,” says Kraft, 31. “I’m embarrassed when I say that I’m allergic to gluten, because I feel like people are rolling their eyes. ‘Just another one, part of the fad.’ ” (T WP)

a disease they don’t have. “I really think he keeps reading about it and has convinced himself he’s gluten-intolerant,” Klimas said of his friend. T he gluten-f ree back la sh reached an apex last month, when comedian Jimmy Kimmel remarked on his late-night show that in Los Angeles, gluten was “comparable to Satanism” and sent a film crew to ask gluten-free dieters whether they actually knew what gluten was. (Most didn’t.) Daniel Leff ler, director of research at the Celiac Center at Beth Israel Deaconess Medical Center in Boston, said that between 2 million and 3 million Americans report maintaining a gluten-free diet, and about 10 percent of that group has celiac disease. The number of people with the disease is rising — doubling every 30 years, on pace with other autoimmune diseases such as Type 1 diabetes — but the increase is far outstripped by the growth in people adopting the diet for other reasons, including weight loss. Some nutritionists warn that dieters might be unnecessarily depriving themselves of healthy fiber found in whole grains — and not compensating with fruits, vegetables and other sources of fiber. Jessie Dankos, a 24-year-old grant-management consultant who lives in Arlington, felt bad for a woman she recently met who has such a severe reaction to gluten that she has to check the labels on her shampoo to make sure that it doesn’t contain traces of the substance. But Dankos has less empathy for her self-diagnosed roommate, who will sometimes gaze longingly at baked goods and expect sympathy for her inability to indulge in them. “But then sometimes she’ll come home from the bars and have a slice of pizza,” Dankos says. Sports

All-Star snubs often derive from circumstance. Manager Mike Matheny’s hands are tied by rules and allegiance to the Cardinals. Players often vote on reputation more than merit, because they’re too busy, you know, playing to see the process from a broad perspective. Fans choose players from their favorite team. It is not a system based on logic. On Sunday, many Nationals expressed a mix of surprise and anger that Jordan Zimmermann was the only Washington player selected, with Anthony Rendon making the five-man Final Vote. They thought Rendon and Rafael Soriano deserved to be in. How did each miss the cut? ADAM KILGORE (THE WASHINGTON POST )

Baseball’s Best Deals In this week leading up to the All-Star Game on July 15, here’s a look at some of the most team-friendly contracts. BARRY SVRLUGA (THE WASHINGTON POST)

Jonathan Lucroy, Brewers: Milwaukee signed its 28-year-old backstop to a five-year, $10.28-million deal following his first full season in the majors. Now, given that Lucroy has 30 doubles in 2014 and leads all catchers with a .329 average and .913 OPS, it looks like a steal for the Brewers.

Rafael Soriano

Anthony Rendon

Who made it over him? Closers Craig Kimbrel, Francisco Rodriguez and Aroldis Chapman, and set-up men Tony Watson and Pat Neshek.

Who made it over him? Matt Carpenter and Josh Harrison.

The Reds’ Aroldis Chapman: He spent the start of the season on the disabled list, but he’s made up for lost time. He has struck out 47 hitters in 24⅔ innings, and he throws the hardest fastball in the majors. He has allowed almost twice as many runs as Soriano and blown the same number of save opportunities in two fewer chances. But it’s easy to see why NL players would want him on their side. The Brewers’ Francisco Rodriguez: He’s a much more dicey choice, the benefactor of opportunity and reputation. Soriano has a better ERA (1.03 to 2.34), WHIP (0.829 to 0.874) and save percentage (91.3 to 90). K-Rod has more chances and the better nickname. The Braves’ Craig Kimbrel: The selection of Kimbrel lies in the middle between Chapman and Rodriguez — a pitcher who benefits from reputation but whom any player would pick when choosing up sides. Kimbrel has blown four saves and owns a 2.04 ERA. Aside from 27 saves, Soriano bests him in every category. But, again, who would blame a player wanting Kimbrel representing his team? Set-up men: Manager Mike Matheny took Tony Watson of the Pirates and Pat Neshek of the Cardinals. It’s hard to quibble with either choice. Watson has a 0.89 ERA and has allowed just two of eight inherited runners to score. Neshek has been even better, with a 0.77 ERA and a ridiculous 0.571 WHIP. Matheny took his guy, but in this case, it was totally justified.

The stat lines Rendon: .282/.340/.483, 12 HR, 50 RBI, 60 R, 8 SB, 2.9 WAR Carpenter: .282/.375/.388, 4 HR, 32 RBI, 55 R, 3 SB, 2.8 WAR Harrison: .298/.335/.453, 5 HR, 25 RBI, 33 R, 9 SB, 2.0 WAR The Cardinals’ Matt Carpenter: He makes fewer outs than Rendon by a wide margin, but Rendon makes up the difference — and more — with superior power and base running. Rendon has had the better season, but it is close. And when it’s close, and the manager has his say, he is always going to choose his own player. Adjust your outrage level by personal preference. The Pirates’ Josh Harrison: Matheny made another curious choice in Harrison, a wonderful, versatile defensive player hitting .298. Rendon has taken about 120 more plate appearances than Carpenter Harrison, and he is reaching base and slugging at a better clip. Harrison should win points for his versatility, but probably not enough to make up the difference in their offensive output. Utility player: Harrison is a utility player, a very good one, and Matheny seemingly wanted to give that style of player his due. Perhaps the All-Star Game, a stage for the best players as opposed to the highly useful, is not the right time. *STATS ENTERING MONDAY’S GAMES

Paul Goldschmidt, Diamondbacks: Goldschmidt is making $1.1 million in the second season of his five-year, $32-million deal, signed following his rookie year. For this, Arizona gets a league-leading 32 doubles, a .310 average and a .952 OPS that is tops among NL first basemen. Jose Altuve, Astros: Altuve signed a four-year, $12.5-million deal last July with Houston. Now, the 24-year-old leads the AL with a .337 average and 38 stolen bases in a season in which he’s making $1.25 million. Nelson Cruz, Orioles: Cruz received his one-year, $8-million deal from Baltimore only because he was damaged by his 50-game suspension following the Biogenesis fiasco last year. The return on that investment: an ALleading 27 homers and 70 RBI. For Barry Svrluga’s complete list of MLB’s best values, visit washingtonpost.com

strikers for the World Cup: Fred, Bernard, Jo and Hulk. Fred was supposed to supply the goals, but the Fluminense player struggled from the beginning and has been loudly criticized by fans and local media. His lone goal came in the 4-1 win over Cameroon in the team’s final group-stage match. “Fred is not the only one in charge of scoring,” Scolari said. “Everyone has that responsibility.” In addition to missing Neymar, Scolari also won’t be able to count on captain and central defender Thiago Silva because of a yellow card suspension. With Neymar out and Brazil’s forwards ineffective throughout the World Cup, the team is having to turn the focus away from its oncemighty attack ahead of the semifinal against Germany today. Brazil scored 10 goals in its first five matches, with half of them coming from defenders and midfielders. Neymar scored four, with center forward Fred only finding the net once. Defenders scored the team’s last three goals. Without any reliable options for the attack, coach Luiz Felipe Scolari is almost certain to replace striker Neymar with a midfielder. Scolari recently even considered removing Fred from the lineup and adding a third central defender, going back to the 3-5-2 formation that he used when he led Brazil to its fifth world title in 2002. “We are a team, and a team is not made up only of strikers,” Sco-

The breakup of LeBron James and Cavaliers owner Dan Gilbert was beyond bitter. But now, as James considers a return to the team he abandoned four years ago, it appears there has been some healing between the NBA superstar and his former boss. Once aligned as basketball partners, James and Gilbert could barely stand the sight of each other during Miami’s games in Cleveland the past four years. It was an intense standoff, awkward and seemingly irreparable. Time may have fixed their fractured relationship. James is giving serious thought

president Pat Riley, who was able to lure the four-time league MVP to Miami in 2010. Two people familiar with the situation said James will meet with Riley “in the next two or three days.” If James does come back to Cleveland, though, he’ll return to a roster of new faces. Center Anderson Varejao is the only player left from Cleveland’s 2010 roster. James will also see a revamped front office, newly hired coach David Blatt and a revived downtown that now includes a casino owned by Gilbert. When James left, the odds he would ever wear a Cavaliers uniform appeared insurmountable. Four years later, there’s a chance it could happen. TOM WITHERS (AP)

Attack Not the Focus for Brazil Argentina’s Lionel Messi, right, had four goals in three group-stage games.

A Matchup Of Two Top Dribblers World Cup The World Cup’s best dribblers — Lionel Messi and Arjen Robben — face off when Argentina and Netherlands meet in the semifinals. In Brazil, Robben has been quick, Messi has been quicksilver. On Wednesday in Sao Paulo, either one could turn the semifinal with a weaving run to propel his team to the final. “We have to cut the supply line to Messi,” Dutch defender Bruno Martins Indi told Dutch website Nu.nl. The Barcelona star led Argentina through the group stage with four goals. He has also made 180 passes in his five matches so far. The Dutch have shared the goalscoring duties more evenly — Robben and Robin van Persie each have three, Memphis Depay has two of the team’s total of 12 — but the Bayern Munich winger’s scintillating sprints with the ball have often been the highlights of Oranje matches. “We know that we will play against one of the best teams when it comes to counterattacks because of the speed of their men up front,” Argentina midfielder Javier Mascherano said. “So we have to take precautions to not give them the possibility to counterattack, to always be well positioned, to not lose balls unnecessarily in areas where there’s a lot of risk.” MIKE CORDER (AP)

Event Horizon | Into the Fold Brompton, the beloved British folding bike brand, holds its U.S. Championship in D.C. this weekend with the help of BicycleSpace. The three-day affair includes a Friday night bash at the British Embassy and an urban scavenger hunt on Saturday. But the main event is Sunday’s 15K race in which all competitors (male and female) must wear a helmet, suit jacket, collared shirt and neck tie. See bicyclespacedc.com for full details.

Raw, But Realistic As soon as Gena Hamshaw began experimenting with a raw food diet, she saw the benefits. The D.C.based clinical nutritionist credits the regimen with solving her digestion woes, boosting her energy level, expanding her taste horizons and even changing her life. But she still craved roasted veggies tossed in olive oil and sea salt. So she ate them. She also went back to making brown rice drizzled with tahini dressing, tofu scramble and baked sweet potatoes. Hamshaw’s continued fondness for cooking — with actual heat — may make her seem like an odd spokeswoman for the raw foods movement. Her accessible approach, however, keeps attracting readers to her 5-year-old blog, Choosing Raw. And it’s why she hopes her new book with the same title ($20, Da Capo Press) will persuade more folks to sample some of her favorite foods, including homemade hemp milk, chia pudding and zucchini “pasta.” Even if you don’t know her name, it’s possible you’ve tried one of Hamshaw’s concoctions already. Fans of her blog include the local folks who run Sweetgreen and Jrink, both of which tapped her to help develop their juice menus. “I’m a middle-of-the-road, sane voice,” says Hamshaw, 32, who recognizes that many raw foodists and

enthusiasts come off as “woo-woo.” They often advocate for potentially dangerous cleanses and offer strategies that aren’t practical, she adds. (Their blogs are all about “living in yurts, or having lots of money,” she jokes.) What motivated her to start chronicling her dietary journey was the fact that she was young, busy and making only $28,000 a year, which forced her to be realistic about raw food. Complicated recipes that required three days of sprouting and dehydrating hard-to-find ingredients were off the table. Instead, she developed techniques that helped her understand how to whip something up with whatever produce was in her fridge: hearty salads, blended soups, raw “rice” made from finely chopped veggies. The 125 dishes suggested in the book are meant to be played with, Hamshaw says. Some are raw, some are cooked and some are a combination, but all are 100 percent vegan. According to Hamshaw, that’s the healthiest possible diet — as long as you don’t fall for several myths that circulate widely in the vegan community. One whopper: Vegans don’t need to worry about calcium intake because their lowacid diets protect their bones. “I heard that and bought it hook, line and sinker,” says Hamshaw, who just needed to do a little digging around to find out that wasn’t

true. “There’s no bulletproof vest quality to a vegan diet.” Vegans, like everybody else, need to eat balanced meals. And it does the movement no good, Hamshaw says, to promote inaccurate information. Hamshaw’s policy is to put it all out there, including the personal history behind her food philosophy. She’s particularly candid about

her struggle with anorexia, which first emerged in her early teen years. “My pediatrician said something and I took it too far,” says Hamshaw, who had multiple relapses over the next decade. But going vegan and exploring raw cuisine changed her relationship with food for good. Ethical eating felt better, and she stopped viewing what was on her plate as simply a number of calories. It’s a common experience, Hamshaw now knows after hearing from dozens of readers on the topic. She publishes their “green recovery” stories every month. Veganism may not cure every eating disorder — for some people, putting any food in the “forbidden category” is risky, she notes. But she’s proud to host a forum where it’s acknowledged as an option. Presenting multiple choices is key to everything Hamshaw does. You can substitute pine nuts for chick peas, or use an oven or a dehydrator to make your ratatouille, she says. All that matters is that you’re choosing — and sometimes choosing raw. VICKY HALLETT (EXPRESS)

A Really Raw Deal The D.C. Raw Food Festival takes over the Emergence Community Arts Collective on Saturday from 4 to 7 p.m. (733 Euclid St. NW; 202-462-2285, bit.ly/rawfoodtickets). “Raw food is not like McDonald’s, available on every corner, but there is a lot in the city,” says organizer Aaron Cobet, who is bringing together local raw food chefs to show off what they can do (including a raw vegan chocolate mousse). Attendees can expect to receive helpful pointers and tons of “absolutely delicious” food samples, Cobet promises. Tickets are $20 online and $25 at the door, but pre-registration is encouraged. In My Life, But Not My Circle I am a stay-athome mom and have worked hard to develop a circle of friends. A college acquaintance just moved into the area and wants to slide right into our circle. But I’ve never been crazy about her — she’s materialistic, jealous and competitive. I’d rather not have her in my group of friends. But she keeps inviting herself to things that I mention. How do I keep her out?

WANT TO PROTECT MY CIRCLE

Best to Yank the Band-Aid? My teenage son is smart, but has lost interest in school — he’s been skipping classes and not completing assignments. He’s gotten friendly with other kids that are not great students but really want to start a band. My husband feels that until his grades improve, his music should be taken away. But that’s the only thing he’s motivated about right now, so I think it’s the worst thing we could do. STUCK BET WEEN THEM I understand your husband’s impulse, but making your son miserable — and taking away something that spurs creativity, collaboration and emotional expression — is not a good idea. I know you have to make consequences meaningful, but they shouldn’t cripple him. But I wonder if this discussion

should be looked at apart from the realm of time-outs. Might he be depressed? Is substance abuse a possibility? Or bullying? Try to start a conversation with him, and, as crazy as it sounds, collaborate on some boundaries together — not using taking away his music as the stick, but using building it up as the carrot.

If someone keeps inviting themselves to things you don’t want them to attend, and they haven’t been breaking into your iPhone calendar, it’s a sign you’re being too loose-lipped with your plans. When you’re always telling her what you’re up to, it’s reasonable for her to imagine that you wouldn’t hate her company. Your job is to help her find her own friends, so that you neither abandon her nor have to become bosom buddies. Chances are, she’s got some interests that don’t overlap with yours, so encourage her to cultivate them — suggest volunteer work, listservs, a new yoga studio — and share some of those circle-developing tips.

Change Your Kind In a fierce Emmy race, TV shows are playing with genre to score nominations

IFC Renews ‘Babylon’ IFC has ordered a second season of “The Spoils of Babylon,” its miniseries presented as an adaptation of books written by a fictional author played by Will Ferrell. According to the Hollywood Reporter, the second installment will be titled “Spoils Before Dying” and is set to premiere in June 2015. (EXPRESS) ADAPTATIONS

‘Black Orpheus’ Musical To Debut on Broadway A musical based on the 1959 Marcel Camus film “Black Orpheus” is in the works on Broadway. Pulitzer Prize-winner Lynn Nottage will write the story and Tony Award-winner George C. Wolfe will direct. The musical will have its world premiere on Broadway, but no timetable was set. “Black Orpheus” recreates the Orpheus and Eurydice myth in the Rio de Janeiro Carnival. It won a Golden Globe and an Oscar for best foreign-language film. (AP)

42% The increase in video and audio streams in the first half of 2014 compared to the same time last year, according to Nielsen SoundScan. Streamers are using services like Spotify, Rdio, YouTube and Rhapsody to listen to music, which also explains why album sales are down 12 percent this year. (E XPRESS)

“The Spoils of Babylon” starred Tobey Maguire, left, and Kristen Wiig.

When she won the Emmy for Outstanding Lead Actress in a Comedy Series for “Nurse Jackie” in 2010, Edie Falco claimed “I’m not funny!” She had a point: Why was Showtime’s grim show about a pill-popping nurse submitted as a comedy anyway? The moment crystallized a very polarizing topic pertaining to the Emmy Awards (8 p.m. Aug. 25, NBC): the fierce strategy behind choosing which category a show is nominated in. Clearly, producers and networks want to enter their shows in races that will result in wins — for a dramedy like “Nurse Jackie,” the comedy category is typically a less-competitive race. Sometimes shows want to land a more prestigious nomination — such as a nod in the notoriously cutthroat drama series category (“Breaking Bad,” “Game of Thrones,” etc.), as opposed to winding up on the lessglamorous, all-encompassing miniseries and made-for-TV list. When the 2014 Emmy nominations are announced Thursday it will cap off a year of especially intense political maneuvering among categories. The reason? In the age of multiple television platforms (broadcast, cable, premium cable, Internet streaming sites) it’s more difficult than ever to truly define a series and where it fits. While the world of TV might have changed, these questions have been circulating for decades. When asked how often debates about Emmy categories come up,

‘Orange is the New Black’ as a comedy

John Leverence, the television academy’s awards senior vice president, had two words: “Every. Year.” And it almost always comes down to the blurry lines between what’s really a comedy and a drama. Is there any chance we could ever get a dramedy category? There has been talk of this, Leverence confirmed, though it

In its first Emmy race, the Netflix critical darling is strategically looking at how the series did at other award shows: “Orange” picked up a few Writers Guild of America Award nominations as a comedy, but flopped at the Golden Globes and SAG Awards as a drama. Combined with the fact that Netflix has “House of Cards” in the drama race already, this move was a no-brainer, even if women’s prison scenarios aren’t exactly laughout-loud hilarious. It’s a move that could earn some much-deserved nominations for its cast. doesn’t appear likely. “It seems like there’s a discussion of ‘Well, let’s have a new category,’ but then someone else says, ‘Well, then you dilute all the categories.’ ” Overall, Leverence pointed out that even though networks and producers try to increase their odds of winning, it’s still an incredibly tough feat to even land a nomination. And

HBO/FX

SHOWTIME

This is the most unusual case, said John Leverence, the Emmy’s senior vice president, because the series has been competing as a drama. According to academy rules, when a show picks a category after its first season, it’s there for good. In a highly irregular event this year, “Shameless” showrunner John Wells asked the academy’s Board of Governors to move the series into the comedy category. His reasoning: The show is written with a “comedic sensibility.” Board members granted “Shameless” the switch, meaning the series will escape the intensely competitive drama race.

In Brief

‘True Detective’ as a drama; ‘Fargo’ as a miniseries At first glance, this is the strangest decision, as “True Detective” executives have said the show will have a new cast and storyline each season. Isn’t that obviously a miniseries? But HBO — with a long history of doing well with dramas — is going for the bigger prize. Never mind that shows like FX’s “Fargo” (with 10 episodes as opposed to “True Detective’s” eight) are in the miniseries category. It’s allowed according to Emmy rules, but mostly, the shows have leeway simply because it’s increasingly difficult to identify a program’s nature in the first season.

‘American Horror Story’ as a miniseries This took a lot of people by surprise in 2012 when the show didn’t submit as a drama, and it struck many as a ploy for awards — after all, the miniseries category is far less competitive. It worked: “AHS” racks up the trophies year after year. Leverence notes the show is not breaking any rules: It fits the bill as a “hybrid” miniseries/drama, meaning that each season has its own story. really, there’s no point in trying to game the system, because the industry-savvy voters know what’s fair. “There’s no such thing as having ‘an easier time’ in the competition,” he said. “You can only run the best race you can if you’re properly categorized … Otherwise, you’re not doing yourselves any good.” EMILY YAHR (THE WASHINGTON POST )
