After nearly 11 hours in the air, South Korea’s Asiana Airlines Flight 214 slammed into the runway at San Francisco International Airport on Saturday morning, breaking off its tail and catching fire before slumping to a stop that allowed the lucky ones to flee down emergency slides into thick smoke and a trail of debris. By the time the 307 people on the flight all were accounted for, two people found outside the wreckage had been confirmed dead and 182 transported to local hospitals. But as harrowing as the crash was, survivors and witnesses were just as stunned to learn that the death toll wasn’t much higher. “When you heard that explosion, that loud boom, and you saw the black smoke … you just thought, my God, everybody in there is gone,” said Ki Siadatan, who watched the plane’s approach from his balcony. “My initial reaction was, ‘I don’t see how anyone could have made it.’ ” In fact, though, passengers in plane crashes today are more likely to survive than in past disasters. Planes now are structurally sounder. In the cabin, stronger seats are less likely to move and crush passengers. Seat cushions and carpeting are fire retardant, and doors are easier to open. Regulators started mandating such cabin improvements after two deadly aircraft fires in the 1980s. Saturday’s crash may have benefited from those changes. The Boeing 777 involved was manufactured in 2005 and contained all of the advances in safety. The nature of crashes themselves has also changed. Improve-

Better radar systems on the ground have prevented planes from going down the wrong taxiway or onto active runways. The deadliest aviation disaster in history remains the collision of Pan Am and KLM jets on the runway of Tenerife in Spain’s Canary Islands in 1977, which killed 583

people. The KLM plane took off while the Pan Am jet was taxing down the same runway. Had such radar existed at the time, the accident likely wouldn’t have occurred. The emergency response also plays a part in limiting fatalities. Airport fire departments frequently hold drills where crews practice coordinating with local hospitals. “Crashes are definitely more survivable today,” said Kevin Hiatt, president and CEO of the Flight

South Korean airlines have a spotty safety history, and in the 1990s and early 2000s, the industry was beset by a series of crashes. One of the industry’s lowest points came in 2001 when the FAA downgraded South Korea’s safety ratings. The restrictions were lifted later that year after Korean officials corrected the safety shortcomings. In each of the past five years, Asiana Airlines, South Korea’s second-largest carrier, was ranked among the top five global airlines by Skytrax. “Asiana’s accident is going to damage the image of not just Asiana, but all Korean airlines,” said Um Kyung A, an analyst at Shinyoung Securities in Seoul. (AP) Safety Foundation, an industrybacked nonprofit group. Just a decade ago, passengers were 10 times as likely to die when flying on an American plane. From 1962 to 1981, 54 percent of people in plane crashes were killed. From 1982 to 2009, that figure improved to 39 percent, according to an Associated Press analysis. Those figures only include crashes with at least one fatality. There have been other serious crashes where everybody survived. The most famous was a US Airways flight in January 2009 that lost engine power after striking a flock of geese after taking off from New York’s LaGuardia Airport. Capt. Chesley B. “Sully” Sullenberger ditched the Airbus A320 in the Hudson River and all 155 people onboard survived. Those in the airline industry often say that a person is more likely to die driving to the airport than on a flight. There are more than 30,000 motor-vehicle deaths each year, a mortality rate eight times greater than that in planes. (AP)

The “Wizard of Westwood” led UCLA to 10 NCAA titles in a 12-year span, winning a record 88 straight games at one point. “[Wooden] never spoke in his Pyramid of Success about records, only process. And I do the same thing,” Jensen said. “I’ve taken what worked for him in the game of basketball and translated it to the world of tennis. … The guy knew what he was doing.” Putting together this streak hasn’t been easy for the Kastles. Shopping for Uncle Sam Federal acquisition courses teach the art of spending taxpayer dollars wisely Patti Pace was an executive assistant sitting in on high-level meetings when she realized she wanted a different seat at the table. Pace, who had worked in government, on Capitol Hill and for a nonprofit, wanted to be the one giving advice and making decisions on how to best use resources. “At any government agency or organization, it all comes down to the budget and how to efficiently manage your budget — and now, how to do more with less money,” says Pace, 35, of Silver Spring. The federal government spends more than $400 billion each year on sanitizer and satellites, ketchup and cars, toilet paper and tanks, engineers and engine builders. Behind every decision is a small army of people who decide what to buy and from where to buy it. These are the professional buyers who painstakingly research the options that get the most bang for our tax bucks. Working on acquisitions for the federal government means having a say in what goods and services agencies buy, says Jacques Gansler, who heads a new program offered by the University of Maryland’s School of Public Policy (umd.edu) that lets Master of Public Policy students specialize in federal acquisition. To help train workers to meet the demands of slashed federal budgets and the need for more efficient spending, Maryland began offering the four-course specialization in its Master of Public Policy program last year. As the Defense Department’s undersecretary for acquisition, technology and logistics from 1997

to 2001, Gansler oversaw a $180 billion budget. “Everything you and I buy, the government also buys,” he says of the huge amounts of pens and printer paper and light bulbs needed to keep our government running. “Except they also [buy] things we wouldn’t, like nuclear power plants, tanks and planes.” Pace, who expects to graduate from the Maryland program next spring, hopes to become a contracting officer. “I have always felt a desire to serve in the government, and there’s a real need for young people to step up and take leadership roles,” she says. Federal acquisition, she reasoned, seemed like a concrete career skill. “It’s [about] how we meet our goals in a smart and innovative way,” she says. “There’s no vision of the future that looks like we’re going to have a surplus of money, so it’s important to have good people working through those issues.” Learning about acquisition isn’t just for those who want to work for the government. In D.C., where so many companies interact with the federal government, an understanding of how they buy products can never hurt.

Not Glamorous, But Marketable “Acquisitions doesn’t sound glamorous — people would rather study international development,” says Ben Patterson, 27, of College Park, Md. Even people who study international development, however, may need contract management and proposal-evaluation skills one day. “If you’re going to work for the government, there’s a good chance you’re going to be involved in procurement in some way, either overseeing contractors or evaluating proposals,” says Patterson, who was Continued on page E4

One was a class devoted to ethics and conflict of interest, “which is extremely important when working with taxpayer dollars,” Patterson says. He’s currently a contract specialist with the Pipeline and Hazardous Materials Safety Administration at the Transportation Department, where he researches markets and the regulations that guide the purchase of IT equipment and software, as well as safety equipment such as radiation detectors. The government has rules about where it can buy from, Patterson says. One regulation Patterson works with says that rather than buying specialized goods developed only for government agencies, buyers should purchase commercially available goods (for example, Dell laptops rather than government- or military-specification computers) if the commercial goods meet the agency’s needs. Another regulation says that agencies should use government credit cards to make purchases that cost less than $3,000, rather than using accounts payable offices

and just how regulations are interpreted,” he says. “It’s kind of like light legal work.”

A New Generation Of Buyers “There is no question in my mind that there’s a real shortage of acquisition-experienced and -educated people,” Gansler says. He ran a 2007 commission on Army acquisitions that found only about half of the people in charge of buying and spending had proper acquisition training. This shortcoming led to significant waste and fraud, according to the report. “When

Buying things for the federal government with taxpayer dollars isn’t much different from buying stuff for yourself with your own money: You have to decide what you want and how much you can afford to spend, then consider reliability, incentives and maintenance costs, among other factors. What to buy: “The institutional inertia always wants to buy the things they always bought in the past,” Gansler says, so acquisition specialists look at “how do you shift from horse-and-carriage to modern vehicles and 21st-century [technology].” How to buy: Should you have businesses compete for the contract by submitting bids? Or decide which company to use in another way? Whom you buy from: Government or commercial suppliers? American or foreign suppliers? “You have to be concerned when you’re spending taxpayer money: Are you helping the economy and getting what you need to get, and are you getting the best?” Gansler says. Support costs: If you buy a car, you’ll have maintenance costs. For a ship or aircraft, those costs are enormous. At the Defense Department, some $80 billion of Gansler’s $180 billion budget went toward maintenance, support and logistics. “You want to make stuff that’s lowcost and works well but that continues to work long-term,” he says. And that’s a win for taxpayers. WHAT HE DOES: Ludlow can make the sun rise, sprinkle it with dew, cover it with choc’late and a miracle or two. He can because he’s a candy man, well, more specifically, a chocolate man. Along with his wife, Ashley Hubbard, 27, and a handful of smiling employees, Ludlow — the self-styled “mad genius” behind Fleurir Chocolates in Georgetown (3235 P St. NW) and Old

Town (724 Jefferson St., Alexandria) — churns out artisan chocolates daily. Individually designed fine chocolates are the heart — er, creamy center — of Fleurir’s business. Ludlow and gang start by making 14-by-14-inch trays of ganache, the gooey center that gives each square its unique flavor. “My favorite is Lavender Shiraz,” Ludlow says. “It’s [local] lavender steeped with cream, and it’s balanced with a South Australian Shiraz.” After the ganache is cut into 1-inch squares, the naked morsels head to an “enrober” machine to ride through a shower of chocolate that hardens into an outer shell. The finishing touch is a graphic

design in cocoa butter on the top of each square. HOW HE GOT THE JOB: While a culinary student at Le Cordon Bleu in Sydney in 2006, Ludlow landed his first candy-making job at a local shop. Back in the States in 2007, Ludlow went full-on choc by joining the staff of Gearhart’s Fine Chocolates in Charlottesville, Va. “They taught me that you can really have fun and not have a very strict environment, but you can still produce amazing things,” he says. He decided he wanted to produce his own amazing things and in 2009 persuaded his parents to let him build a

A love of chocolate is not enough. You also need the patience of an artist. “Chocolate’s really fickle. It’s not easy to work with,” Ludlow says. On the plus side, you get to be as creative as you want with it, he says. While you don’t need a culinary degree, Ludlow says it helps. “Half of chocolate making is knowing what to do when things go wrong,” he says. To open your own chocolate business, you need substantial start-up dollars for equipment. D.C.’s homegrown salad shop has found great success — and it goes beyond greens Local Business Back in 2009, when the founders of Sweetgreen opened their second store in Dupont Circle, they found themselves in over their heads. Unlike their first salad-and-frozen-yogurt restaurant in Georgetown, which had achieved instantaneous success, Dupont Circle was proving a harder sell. For one, the three founders — all recent grad-

uates of Georgetown University — didn’t have any real ties to the neighborhood. So they thought they’d try some music. The trio went to Guitar Center, bought a huge sidewalk speaker and began blasting music. “We wanted people to know that this wasn’t just about healthy food,” said Jonathan Neman, one of the company’s co-founders. “There are real people behind this.” In the six years since its founding, the company has become a homegrown success story. The business, started by three 20-somethings with recipes they’d perfected in their dorm rooms, hit the

In some ways, the timing of the restaurant’s opening couldn’t have been better. The country was about to enter a deep recession, and consumers were looking for affordable, healthy options. Higher-end establishments floundered, but quick-service eateries seemed to be doing OK. “Ever since the recession started in 2007, the restaurant industry has not been doing very well,” said Bonnie Riggs, a restaurant analyst for the research firm NPD Group. “We’ve never seen weakness of this magnitude, but the real bright spot in the industry has been fast-casual.” For a few months, Sweetgreen was the only salad-centric fastcasual restaurant in town. That is, until November 2007, when New York City-based Chop’t opened up shop in Penn Quarter. “We really had to focus on what made us different,” Neman said.

The company started offering more locally grown ingredients and began Sweetgreen in Schools, a volunteer program that focuses on nutrition and sustainability education at nearby schools. Today, Sweetgreen has annual revenue of more than $25 million, with sales rising about 50 percent every year.

Kanye didn’t care about satisfying radio with his latest album. Neither does Jay-Z. “Magna Carta Holy Grail,” the rapper’s 12th album, doesn’t have the pop or mainstream appeal of his past records. The 16-track set, mostly helmed by Timbaland, is full of robust and moody hip-hop beats that maintain a nice groove, but

don’t expect any booming anthems or party jams here. Like Kanye, there isn’t a single or music video ahead of the album’s release, which officially came out Sunday though up to 1 million Samsung mobile phone users were able to download the album for free on July Fourth. With the exception of rapping about fatherhood, lyrically, “Magna Carta” doesn’t tell us anything new

about the superstar. We all know how he rose from selling drugs in the Brooklyn projects to becoming arguably the most important rapper of all time, his multiplatinum feats, his awards and the benefits of having Beyonce at his side. But while Jay-Z continues to make headlines away from music, this album treads familiar ground, which makes the album — dare we say it? — average. He’ll remind you — a couple of times — that Samsung bought 1 million copies of the record and gave it away three days early — on songs like “Somewhere in America.” There’s similar flavor lyrically on “Tom Ford,”

W hile Jay-Z works well with Timberlake, his collaborations with Beyonce and Frank Ocean on “Part II (On the Run)” and “Ocean” rely too much on the R&B singers. There are other big names on the album, including Rick Ross, Pharrell and Nas, but “Magna Carta” isn’t designed like albums in the past. There are no catchy hooks to grab you in. The most excitement about the album hasn’t been generated by the music but its promotion plan: Jay-Z announced the album in a commercial during the NBA Finals and launched a series of videos explaining the recording process. He’s continuing to create new blueprints to debut his music. That should be congratulated, but the songs on “Magna Carta” don’t boom like his business plan. “Knock me to my knees about a million times, uncle said I’ll never sell a million records, I sold a million records like a million times,” he raps on “Crown.” Yes, you’ve defied the odds, but we want a little more from the king.
