You Don’t Bring a Gift, You Don’t Get a Cupcake A black bear literally crashed a child’s birthday party in Juneau, Alaska, last weekend. The bear had shimmied onto the roof of Alicia Bishop’s home and was walking across a skylight when the bottom fell out. “The bear walks over and puts its paws up on the table and starts licking his birthday cupcakes,” Bishop said. The bear was shooed outside, but he made one more appearance. “It was up by the window like, ‘I want more cupcakes,’ ” Bishop said. (AP) A WING AND A PRAYER

Court Curbs Presidential Powers Justices strike down Obama’s strategy for recess appointments Washington The Supreme Court ruled unanimously Thursday that President Barack Obama lacked constitutional authority to make high-level government appointments at a time he declared the Senate in recess and unable to act on the nominations. Obama made appointments to the National Labor Relations Board in January 2012 at a time when the Senate was holding pro forma sessions every three days precisely to thwart the president’s ability to exercise the power.

Excessive Drink Kills 1 in 10 Work-Age Adults Health It’s no secret that America’s favorite legal drug has vast impacts on public health. But research shows over-consumption of alcohol have an alarming tie to deaths during the prime of our lives. One in 10 deaths of workingage adults every year is attributable to “excessive alcohol consumption,” according to a report released Thursday by the Centers for Disease Control and Prevention — a finding that keeps booze as “a leading cause of premature mortality nationwide.” The 88,000 deaths annually from 2006 to 2010 included acute causes, such as violence, alcohol poisoning and car crashes, as well as the health effects of prolonged over-consumption of alcohol, such as liver disease, heart disease and breast cancer. tension has existed equally when a Republican has occupied the White House and Democrats objected to his appointments. While the court was unanimous that Obama’s actions were unlawful, it was badly split on other questions the case raised and narrowly favored an expansive view of the chief executive’s power. Breyer and the court’s liberals, joined by Justice Anthony Kennedy, read the Constitution to give wide authority to the president to make recess appointments when the Senate was in recess — 10 days is the minimum, they decided. And they said that the vacancies did not have to arise during the time the Senate was away.

Buffer Zones for Abortion Protests Voided The Supreme Court on Thursday unanimously struck down a Massachusetts law that creates buffer zones around abortion clinics that the court said inhibited the free-speech rights of antiabortion activists. But the opinion was a narrow one and seemed to give the state another chance to enact a law to control what is often an unruly scene around abortion clinics. It left undisturbed a 2000 Supreme Court decision that upheld a Colorado law that established a 100-foot buffer zones outside all health-care facilities — not just abortion clinics. ( T WP)

“When the Senate declares that it is in session and possesses the capacity, under its own rules, to conduct business,” that is sufficient to keep the president from making recess appointments, Justice Stephen Breyer wrote for the court. The court was interpreting the Constitution’s Recess Clause, which

says the president “shall have power to fill up all vacancies that may happen during the recess of the Senate.” The case was a rarity in that the Supreme Court has never had reason to play referee on the issue before and has no precedent to rely on. While the current battle is between Obama and Senate Republicans, the

Al-Maliki in Trouble

Baghdad Each afternoon, the meticulously groomed Lt. Gen. Qassim Atta stands in front of a cluster of microphones in a palatial meeting room in Baghdad’s Green Zone to update the nation on the latest military developments. The details differ, but two weeks into a conflict that is tearing Iraq apart, his message is now a familiar one. There is praise for the “heroic” armed forces against militants from the Islamic State of Iraq and Syria. However, it is a spin on the day’s developments that often conflicts with reports from the field. While soldiers guarding Iraq’s largest oil refinery in Baiji said hundreds had fled Tuesday as militants took control of much of the

Iraqi capital even as their tanks rolled into the city. The daily briefings are just one cog of the government propaganda machine, which has ratcheted into overdrive since ISIS overran large parts of northern and western Iraq. Despite its shortcomings, just the fact that there is a daily briefing is a welcome development in

Police Have Gun Trouble in China Beijing A string of shooting incidents involving Chinese police — leaving at least four people dead — has the public wondering if its rank-andfile police force is really ready to carry guns, as mandated by new regulations. Last month, two policemen brought a loaded gun to a kindergarten show-and-tell. The handgun mistakenly went off, injuring four parents and one child. The next day, an officer responded to a village quarrel and fatally shot a man in murky circumstances. The incidents — which have generated widespread media cov-

the daunting task of training hundreds of thousands of local police on how to handle a deadly weapon in the line of duty. The Chinese police force is 1.7-million strong, and it isn’t clear how many will be armed. Experts worry, however, that the training will focus too much on technical aspects such as firing accuracy and not enough on psychological and legal aspects such as when to draw the gun and how to quickly size up chaotic situations. “I even wonder if some police officers have ever seen a gun,” said Hong Daode, a professor of criminal law at China University of Political Science and Law. “We are basically starting from zero.” DIDI TANG (AP)

Israel Identifies Suspects in Abduction Case Jerusalem Israel on Thursday identified two well-known Hamas operatives in the West Bank as the central suspects in the recent disappearance of three Israeli teenagers, in the first sign of progress in a frantic two-week search for the missing youths. Officials said the two men have been missing since the teenagers disappeared, and that a large manhunt is underway for them. In a statement, Israel’s Shin Bet security service identified the men as Marwan Qawasmeh and Amer Abu Aisheh. It said both men are activists from the Hamas militant group in the West Bank city of Hebron, the area where the youths disappeared on June 12. (AP)

Not All’s Fair in Fares The fact that a passenger had been drafted to serve as a navigator seemed like a bad sign, but I figured we were at least headed in the right direction. Two minutes later, the driver suddenly pulled the bus over and got out. That’s when I bailed too. After walking most of the way home, I decided there was exactly one redeeming thing about that journey: It took place before this weekend. A fare increase that goes into effect Sunday will up the price of a Metrobus ride from $1.60 to $1.75. Metrorail fares will rise too, by an average of about 10 cents a trip. I realize there’s never an awesome time to raise fares, but this seems like a

particularly terrible one. Track work continues to disrupt everyone’s weekend plans. Get ready for a doozy this Saturday and Sunday: Dupont Circle, Farragut North and the Red Line platform at Metro Center are all closed. That’s already a recipe for a lot of unhappy travelers. Just wait till they see their SmarTrip balances. Summertime heat inevitably leads to the arrival of hot cars and exacerbates the annoyance caused by train delays — ask anyone who rides the Red, Orange

and Blue lines, all of which had major issues this week. And did I mention how terrible some bus service can be? But what makes the timing so bizarre is that we’re a month away from the opening of the Silver Line. Metro has been working its caboose off to get folks psyched for the expansion. Employees have been handing out Silver Linebranded swag. Commercials suggest the five new stops will improve Washingtonians’ dating lives, career prospects and overall sanity. Only if you wanted to erase the gains made from these efforts would you start charging people more money right now. I know Metro needs the cash, and that this price hike has been in the works for a while. But if I were in charge, I’d hold off until at least after the Fourth of July — you know, the holiday celebrating Americans’ refusal to pay unfairly high fees.

Kicking Around a Soccer Stadium Washington The buzz downstairs was about whether the U.S. Men’s National soccer team would beat Germany. Five floors up, discussion was about whether the local team would get a new place to play. At a hearing Thursday, members of the D.C. Council heard from supporters and skeptics of a series of land swaps proposed by D.C. Mayor Vincent Gray that would allow for construction of a new 20,000-seat D.C. United stadium. United fans joined the team’s coach and owner in speaking in favor of the project, even as they ferreted back-and-forth to a makeshift World Cup viewing room.

Council hears debate about a new home base for D.C. United

A prospective design rendering for the proposed D.C. United soccer stadium.

United head coach Ben Olsen told Council members the proposal is a chance to define the District as “the soccer capital of this country.” “There is no city in this country that is more global or influential or has thrived more on the growth of soccer,” he said. “It is no wonder the highest TV ratings for the World Cup are here.” Gray’s city administrator, Allen Lew, negotiated deals in which D.C.

would provide the land and infrastructure for a Major League Soccer stadium on Buzzard Point, the sale of the Reeves Center municipal building and the possible construction of an office building in Anacostia. He laid the details out for the first time in public, acknowledging the complexity of the proposal but saying it would create jobs, economic development and new tax revenue. Members of the Council in atten-

dance expressed enthusiasm about getting the team a new stadium. But some questioned the mechanics Lew proposed. Council member Jim Graham said he would prefer to see the city auction off the Reeves Center in order to ensure that it get the best price, rather than trade it. Critics of the proposal also questioned why D.C. would provide the team’s majority investor with public subsidies. Others questioned what the deal would provide the Southwest community. By the noon kickoff of the U.S.Germany match, half or more of the once packed seating in the Council chamber had emptied. Although more than 100 people had signed up to speak, they had trouble finding people who had stuck around. Many of them were downstairs, watching the game. Before halftime, the mayor joined in. Empty Desks as School Dragged On and On Fairfax County, Va. Sophomore Brooke Smith was seated in Falls Church High School this week when she sent her mom a text message: “With all my best friends in class!” The photo she sent along with it showed rows of empty desks. Across Fairfax County, Va., the school year extended into summer this week, the result of an unusually harsh winter that left the system needing to make up school days. Though the schools were required to stay open to meet state instructional minimums, classes often strayed far from normal lessons, and many students skipped out. Fairfax officials said atten-

dance was 64 percent on Monday in the county’s high schools and dropped to 62 percent on Tuesday, meaning more than 20,000 teens didn’t come to school each day. Some schools, like Chantilly High, had empty hallways, as just 200 of the school’s remaining 2,000 students came on Monday. A Chantilly chemistry class made ice cream in a lab while biol-

ogy classes dissected cow eyeballs and sheep hearts. At Langley High School, students took part in a series of volunteer projects. At McLean High School, teachers had ballroom dancing classes, knitting and crocheting seminars, guitar lessons, a Pac-Man video game tournament, a session on building kites and a tutorial on protest songs titled: “How to write

them with success and sincerity.” Teachers also had a class on sea turtles and “The Lord of the Rings” creator J.R.R. Tolkien. Principals across the county acknowledged that school attendance policies are difficult to enforce during the final days of classes. Teresa Johnson, principal of Chantilly High, said that since grades were submitted last Friday, it’s hard to motivate students to come to school when there is nothing at stake. “We have already submitted final grades for the year — and kids know that — so trying to do actual work would be pretty tough,” Mount Vernon teacher Sam Hedenberg said. U.S. Escapes ‘Death’

Three Keys for USA After the best loss in U.S. history, here are a few keys for the knockout stages. MICHAEL CUNNIFF (E XPRESS) Getting Bradley right: Coach Jurgen Klinsmann built the team around Michael Bradley, but he was nothing short of horrible in the group stages, misplacing passes and failing to dictate tempo like fans are used to. The U.S. managed to advance in spite of him, but he must be better in order for the team to make a deep run. At his best, he’s a joy to watch, pinging passes from deep, chipping balls for strikers to run on to and putting in touch tackles defensively. We’ve already seen him at his worst in this tournament.

Americans advance to Round of 16 despite 1-0 loss to Germany

They heard about people back home watching during their lunch breaks, streaming on office computers or playing hooky with fellow fans. And then, as the bus pulled away from the hotel Thursday, the U.S. World Cup team was struck with an unusual sight. Hundreds, maybe thousands of fans in red, white and blue, walking for miles around stalled cars through nearly hip-high water along streets and highways during a downpour in Recife, Brazil, making their way to the stadium to cheer them on. “That kind of passion to root us on is what really helps drive us,” defender Omar Gonzalez said. “Now we give them another game to go to.” No dramatic late goals in this one. Not even a win. But despite a 1-0 loss to Germany, the United States was good enough to advance to the knockout stage of consecutive World Cups for the first time and good enough to hold onto the national attention that soccer has finally grabbed in America. “I’m getting emails from people who work at companies where the executives have called a three-hour break and put on giant screens,” U.S. Soccer Federation President Sunil Gulati said. “All of this … is pretty extraordinary, and that will build for the next few days.” Thomas Mueller scored off a rebound in the 55th minute to give Germany first place in Group G with seven points, but the Ameri-

Staying fresh: After three games in two weeks, “fresh” is relative. ESPN commentator (and Everton manager) Roberto Martinez said the U.S. was the fittest team he’d seen in the tournament. The Americans will have to prove him right in order to advance — eight players started all three games for the U.S., and all eight of them are likely to play Tuesday. Meanwhile, Belgium was able to rest much of its first team against South Korea after wrapping up qualification early.

U.S. coach Jurgen Klinsmann celebrates advancing in the World Cup at the end of his team’s 1-0 loss to Germany on Thursday.

Man of the Match

Thomas Mueller, Germany Mueller scored his fourth goal of the tournament — and his ninth in nine career World Cup games — with a sweetly struck curler, but his contribution went deeper than that. His smart positioning and off-the-ball runs kept the United States’ backline occupied, and he played some nice passes to set up teammates . MICHAEL CUNNIFF (EXPRESS)

cans held onto second when Portugal defeated Ghana 2-1 in a game played simultaneously in Brasilia. Two minutes after Mueller’s goal, Asamoah Gyan tied the score, leaving the Black Stars one goal from tying the U.S. with four points and moving ahead on the second tiebreaker, goals scored. But then Cristiano Ronaldo put the Portuguese back ahead in the 80th, giving the Americans a little margin for error. On the sideline, U.S. goalkeeper coach Chris Woods used his fingers to signal “2-1” to goalkeeper Tim Howard. But Howard was unsure which team was ahead. “Then Woods gave the thumbs up — in our favor,” defender Matt Besler said. The Americans advance to a

round-of-16 game Tuesday in Salvador against Belgium. Advancing was especially satisfying for a pair of American players: midfielder Jermaine Jones played three games for Germany in 2008 before switching allegiances and right back Fabian Johnson started for Germany in the 2009 European Under-21 Championship final. Jones thought back to a Times Square rally last month when former national team players Alexi Lalas and Taylor Twellman, now ESPN broadcasters, predicted the Americans would not advance out of the so-called Group of Death. “We showed some people,” he said, “people that were talking like we have no chance to come through to the next round.” RONALD BLUM (AP)

Don’t be intimidated. Sure, Belgium boasts the world’s best young player in Eden Hazard (sorry, Neymar), and has an embarrassment of riches in attack. And yes, Belgium crushed the U.S. 4-2 in a friendly last year in Cleveland. But Belgium has been far less than the sum of its parts offensively in the World Cup so far and struggled against Algeria, Russia and South Korea — not exactly the Group of Death. Meanwhile, the U.S. is much better than it was the last time the two teams played.

While that never looked likely, South Korea did not go without a strong fight, landing the ball on Belgium’s crossbar on the hourmark and testing standout goalie Thibaut Courtois with several shots afterward. Yet even with a man up, the Koreans could never pressure Belgium enough to find an opening and paid the price on a counterattack.

Reduced to 10 men for over half the match, Belgium still beat South Korea 1-0 on Thursday to finish atop of Group H and eliminate the last Asian team from the World Cup. With a late goal yet again, Belgium made the difference in the 78th minute when defender Jan Vertonghen followed up a shot from teenage striker Divock Origi and tapped in the rebound past goalkeeper Kim Seung-gyu. “We knew all games were going to be tough,” said Belgium coach Marc Wilmots. “But even with 10 men, we still pushed forward. These guys are really hungry.” After three narrow victories, Belgium will now play the United States in Salvador on Tuesday. Algeria has qualified for the World Cup knockout stages for the first time, with Islam Slimani’s headed equalizer giving his team a 1-1 draw against Russia and enough competition points to reach the second round. Algeria placed second in Group H behind Belgium with four points, meaning it will meet Germany in the Round of 16. Russia, needing a w in to advance, went on the attack from the start and dominated the first half with its intricate and swift

passing movements through midfield. The Russians took the lead as early as the 6th minute when Alexander Kokorin powerfully headed in a left-foot cross from Dmitry Kombarov. Slimani’s 60th-minute equalizer came after Russia goalkeeper Igor Akinfeev failed to catch a swinging left-foot free kick from Yacine Brahimi. That was the second costly error that Akinfeev has made in the tournament for Russia. (AP)

FIFA Bans Suarez for 4 Months

SOCCER FANS IN THE PARK AT DUPONT CIRCLE react to Germany’s goal against the U.S. in Thursday’s World Cup match. The German Embassy hosted the event, setting up two giant screens.

Luis Suarez exits the World Cup with one of the longest bans in tournament history, and his reputation once again in tatters. The Uruguay forward, widely regarded as one of the best players in the world, was banned by FIFA from all football for four months on Thursday for biting an Italian opponent in an incident that marred the team’s victory and progression to the second round. It’s the third time he’s served a suspension for biting an opponent — after similar incidents at both Ajax in the Dutch league and Liverpool in England — and the second straight World Cup where Suarez exits in disgrace.

FIFA suspended Uruguay’s Luis Suarez for biting an Italian opponent.

The four-month ban will sideline Suarez for the first two months of Liverpool’s season. He was also suspended for Uruguay’s next nine matches, which extends beyond the

four months and rules him out of next year’s Copa America, where his team is the defending champion. The Uruguayan football federation said it would appeal. Aside from Diego Maradona’s 15-month suspension for a failed drug test at the 1994 tournament, it’s the longest ban handed out to a player at the World Cup. FIFA also fined Suarez 100,000 Swiss francs ($112,000). Suarez bit the left shoulder of defender Giorgio Chiellini on Tuesday in Natal during Uruguay’s 1-0 win over Italy, an incident that went unpunished by the referee but was witnessed by fans around the world on TV. Given Suarez’s previous biting incidents, the images went viral immediately. GR AHAM DUNBAR (AP)

of top-10 players combined for six bogeys in two holes. All three of them were in the fairway on the same hole one time the entire round — on No. 11, the hardest at Congressional, and only because Day’s tee shot ricocheted off a tree. Day had a 73, while Spieth shot 74.

“We were all kind of looking to break 80,” Woods said. “It was a bit of a fight today for all of us, but we all hung in there.” Woods last played at Doral on March 9, when he closed with a 78 while coping with pain in his lower back. He had microdiscectomy surgery on March 31, causing him to miss the Masters and U.S. Open. His return this soon was a surprise, and Woods was candid in saying that he might not have played if the Quicken Loans National did not benefit his foundation’s work with children. He also made it clear he was not risking further injury by playing now. The only issue Thursday was rust. “We saw what happened when he found his rhythm,” Spieth said, alluding to Woods making three birdies over his last six holes, and missing only one green. Tiger Woods was back on the PGA Tour for the first time in more than three months Thursday and said he felt “fantastic.” He was talking about his back, not his game. One day into his most recent return from injury, that’s what mattered to him. Woods opened with two straight bogeys, made five more bogeys in a seven-hole stretch around the turn at tough Congressional and finally found his groove late in the opening round of the Quicken Loans National for a 3-over 74. Only four players from the morning wave had a higher score, and Woods will have to do better on Friday if he wants to avoid missing the cut for the first time in two years. “I made so many little mistakes,” Woods said. “So I played a lot better than the score indicated.” Congressional had a lot to do with that. That forehand was a perfect forehand for that moment.” Rosol stunned Nadal in five sets in the second round in 2012, a match that finished under the closed Centre Court roof. “Today is another history, another story,” Nadal said. A Rough Round for Woods The Cavaliers drafted Andrew Wiggins No. 1 in Thursday’s NBA draft.

Cavaliers Go With Wiggins NBA Draft Andrew Wiggins of Kansas was taken by the Cleveland Cavaliers with the No. 1 pick in the NBA draft Thursday. The Cavaliers went for a freshman from Canada to open the draft for the second straight year and will hope Wiggins works out better than Anthony Bennett. Bennett was injured last summer, came into the season out of shape and made no impact, one of the reasons the Cavaliers were back in this spot again. But Wiggins seems a much more ready product after averaging a Kansas freshman-record 17.1 points. He may have ended up as the top pick anyway, but became the best option for the Cavaliers once Jayhawks teammate Joel Embiid, who was drafted third by the 76ers, suffered a stress fracture in his right foot shortly before the draft. With the second pick, the Bucks took forward Jabari Parker, a pivotal selection for a team in transition. The one-and-done Duke star immediately becomes a face for an organization with new ownership seeking to invigorate its fan base following a franchise-worst 67-loss season. Redskins Sign Jerry Rice’s Son NFL The Redskins signed Jerry Rice Jr., an undrafted rookie wide receiver and the son of the NFL’s career receiving leader. The team announced the move Thursday after it first was revealed by Rice on Instagram. The younger Rice played in college at UCLA and UNLV. He made appearances at minicamps with the Baltimore Ravens and San Francisco 49ers this offseason. “I’m my own person, my own individual,” he told the 49ers’ website in May. “Obviously, I have his DNA too, so there’s some similarities. But in the end I am Rice Jr., not Rice Sr., and it’s time to make my own name.” Last year at UNLV, Rice had 11 catches for 86 yards and a touchdown. (THE WASHINGTON POST )

Outfielder is working his way back through a rehab assignment Nationals Bryce Harper isn’t back with the Nationals yet, but he’s already making an impression again. The left fielder belted a home run for Class A Potomac during his second rehab assignment game Tuesday night. This followed some stellar batting practice appearances a week ago at Nationals Park, where the young slugger was seen crushing balls into the stands for lucky fans to pick up as souvenirs. Simply put, Harper’s return is near. The Tuesday estimate that manager Matt Williams previously gave seems realistic. “I want to go out there and try to be a game changer,” Harper said. Prior to tearing a ligament in his left thumb on April 25, Harper was hitting .289 with one home run and nine RBIs in 22 games. “It gives us opportunities, potentially, to give guys some days off too, which we haven’t had the ability to do,” Williams said. Since his homer in Potomac, Harper has moved on to Class

AA Harrisburg, the minor league team his brother Bryan Harper pitches for. Though forced to spend time away from baseball, Harper doesn’t regret opting for midseason surgery. A year ago, he played through a litany of injuries and was in constant pain throughout the season. He said he’d never do that again. “Going through the knee surgery [in the offseason], I wish I would’ve done it in the middle of the year last year,” Harper said. “Going forward, my thumb feels great. I have no trouble with it at all.” Harper should resume left field duties when he does make his Washington return. Ryan Zimmerman will likely move back to third base with Anthony Rendon playing second. Harper could get some time in center and right field, especially early on since Denard Span and Jayson Werth could use days off. Regardless, Harper just wants to be back with his team. “It doesn’t really matter to me,” he said. “I just want to play and want to be in the lineup. Hopefully I can come back and help the team win.” JASON BUT T (FOR E XPRESS)

Capitals Turn to Draft to Start Rebuilding NHL This weekend at the NHL draft, the Capitals enter the first phase of what the team’s management is calling an organizational “refresh.” Washington’s armed with nine picks, including the 13th overall selection of Friday’s first round. There’s a perceived lack of potential franchise players among this summer’s draft class, though plenty of talent is available. Mining for that talent will be recently promoted assistant general manager Ross Mahoney, previously the Capitals’ director of amateur scouting. “That’s our job, to find players no

matter what type of year it is [depthwise],” Mahoney said last week. The Capitals are in sore need of high-end talent on defense, which is in short supply with this draft class. Even with their defensive deficiency, the Capitals’ drafting philosophy has always been to select the best player available, regardless of position. “You don’t want to pass on a player specifically for a position,” Mahoney said, “and then you have that player turn out to be a much better player than the positional player you took.” Mahoney and general manager Brian MacLellan are receptive to moving up or back in the draft

via trade if necessary. Washington, which has made draft-day trades in each of the past six years, first

determines whether a prospect’s value outweighs the assets required to select him. “That’ll be part of our strategizing, to see if we should move up or we should move back or stay where we are,” Mahoney said. This weekend also figures to be active trade-wise. With the salary cap rising and few notable free agents available, teams will be looking to improve via trade, including the Capitals. “There seems to be bigger names being talked about in the trade market,” MacLellan said. “We’ll see if that really comes to fruition. I’m going to explore it.” ADAM VINGAN (FOR E XPRESS)

trying to find a new place in it. Amid the talk of young newcomers and their fondness for social leagues and coffee shops, another reality exists: Many are struggling to keep pace with the city’s rising cost of housing. And as new millennials move into D.C., older members of that generation — loosely defined as ranging from 18 to 34 years old — are heading out.

nextweek Renting with dogs can be tough, but what about, say, with geckos or parrots? Read more in next week’s issue.

The churn adds another layer to the District’s affordable-housing debate as rents skyrocket and thousands of lowincome residents struggle to find places to live. Young transients are feeling that squeeze in another way, residents and experts say, cramming into apartments and forgoing cars to make rent. But those conditions can wear thin. “I hate to say it, but the facts show that the D.C. market is for people who are single and relatively affluent,” said Grant Montgomery of Delta Associates, a real estate research group. “But looking at prices, you [still] have to wonder how do they make it work? … It’s a sacrifice.” Ellen McCarthy, director of the District’s planning office, said the city is trying to entice millennials to stay by focusing on reducing crime to make some neighborhoods more desirable and by preserving more rowhouses as one-family homes to provide more affordable housing options. “The truth is, population growth

D.C. has gotten an economic boost from an influx of young adults, but data suggests the city will have a hard time keeping them.

in the District is new, and so we don’t know if these young newcomers are all going to stay,” McCarthy said. “But we don’t want to be a city for the young and rich, and the old and poor. We need to keep them.” The city has had some success, she said. In 2012, it had a net gain of 8,500 millennials. Some are starting families. Nonetheless, many young newcomers in the District are crowding four at a time into two-bedroom apartments and subleasing sunrooms, said Nicole Newman, a community organizer at the Washington Interfaith Network. “The affordable-housing crisis has become a more complex narrative than we thought it would be,” Newman said. “If it’s not addressed, the city will lose them and lose committed residents.” The irony in his situation isn’t lost on

Of the 59,000 people who left the District in 2012, about 44percent ranged from 20 to 34 years old.

70% Of nearly 500 college-educated D.C. residents younger than 34, about 70 percent reported some desire to stay in the city in the next five years. ( T WP)

Get a Move On (Carefully) It’s hectic when switching rentals, but guard your identity from fraudsters Summer is the busiest time for movers. College students are moving home for the summer or moving to campus for summer studies. Interns are moving into apartments. Families are relocating into and out of the Washington region. As if moving wasn’t stressful enough, here’s one more thing to worry about: identity theft. During a move, you are especially vulnerable.Like most people, you have likely accumulated a ton of things you no longer need. The things you leave behind can make you a potential candidate for identity theft. Here are some steps to take to avoid falling victim:

Trouble Looming? District officials and others worry that the near-constant turnover of D.C. residents, especially millennials, will create problems or exacerbate existing ones. Transient residents often don’t build relationships with their neighbors, they note, and the churn could serve to perpetuate tensions between native Washingtonians and newcomers. Short-term residents also are less likely to pressure city government for services, like repairing roads and fixing streetlamps. And in local elections, newcomers often don’t vote. ( T WP)

Van Zandt: His generation has helped foster the city’s prosperity, but increasingly he feels left out of it. Fuensalida works for the city; Van

Be aware of how identity thieves operate. Keep sensitive documents, like tax forms and medical information, in a secure place like a locking file cabinet or safe during the move. Remember to shred old documents that contain sensitive or personal information. Properly recycle electronics for which you no longer have use. Change your address. Remember that credit card companies, auto dealers, retailers and the like regularly send out mail. This unopened mail can pile up. There are still old-school identity thieves who target mailboxes, dumpsters and trash bins looking for a new identity — yours. Make sure your phone bill and all utility accounts are forwarded to your new address. Be on the lookout for dishonest moving companies. Select a reputable mov-

Zandt manages a program at the Latin American Youth Center that places homeless youths in apartments. Their combined income is a little less than $100,000 — slightly above average in a city where the median per capita income in their age group is about $45,000. Fuensalida was thrilled about having a child, but then, “I started thinking about the costs.” Discussing money makes them a little self-conscious. “We are not victims,” Van Zandt said. They’ve cut their restaurant budget and thought about moving to the suburbs, but they do not own a car. They looked at two-bedrooms in Shaw, Petworth and Columbia Heights. But they were few and going for $2,400 a month. The market hasn’t helped: Research from Delta Associates showed that since 2000, the number of two-bedrooms being built in the city has shrunk by at least 45 percent — and the number of one-bedrooms has dropped by at least 21 percent. Instead, developers are building studios and junior onebedrooms. From 2000 to 2012, studies show, the average rent rose by about a third per month. Smaller spaces, for more money. “Sometimes, I feel like our only options are to get higher-paying jobs or to move,” said Van Zandt, who picked up an extra job waiting tables. Still, their apartment building offers large one-bedrooms for $200 more a month. Perhaps they could put the crib in the sunroom until they figured out another option. “We’re going to make this work,” Van Zandt said. “I’m a transplant, not a t r a n sient .” R O B E R T S A M U E L S ( THE WASHINGTON POST )

Manage your technology during the move. Mobile phones, computers and any device that stores sensitive data can easily be misplaced or stolen during a move. Set up your devices to automatically lock when not in use. Use software that enables you to wipe your data remotely in the event that the device is stolen. Monitor your credit report. Doing so on a regular basis can help you detect identity fraud early — allowing you to act quickly to prevent further damage to your credit. ADOPT FILMS

Mark Wahlberg rushes to save the day in the fourth “Transformers” installment. Sound familiar?

Emmanuelle Devos is a French writer looking for love in “Violette.”

‘Violette’ Based on the life and work of Violette Leduc (1907-1972), a French writer known for such raw, autobiographical works as the 1964 memoir “La Batarde (The Bastard),” Martin Provost’s mostly engrossing drama unfolds like a book, telling the story of Violette’s (Emmanuelle Devos) mostly unsuccessful quest for love. Her writing career is more fruitful, leading her to a relationship with Simone de Beauvoir (Sandrine Kiberlain). “Violette” avoids the pitfalls of writerly movies by limiting the scenes of Violette scribbling in a notebook. When it relies on voiceover narration taken from Leduc’s works, it’s more effective. In truth, “Violette” is less about writing than living. MICHAEL O’SULLIVAN (TWP)

‘In Bloom’ (UNRATED, 102 MINUTES)

A gun in the possession of a defiant 14-year-old charges even the most banal moments of “In Bloom,” which follows two girls as they come of age in Tbilisi, Georgia, during the early 1990s. Lika Babluani and Mariam Bokeria are captivating as Eka and Natia, girls who sit next to each other in class, gallivant together after school and stick up for each other when they can. The country is in the midst of brutal civil war, and although no battles are fought where the girls live, reminders follow them everywhere. Writer Nana Ekvtimishvili, who directed the movie with Simon Gross, doesn’t spell things out, and the complete story never comes into focus. But when the truth is so troubling, sometimes part of the story is more than enough. STEPHANIE MERRY (TWP)

PARAMOUNT PICTURES

(UNRATED, 138 MINUTES)

Way More of the Same The latest of the ‘Transformers’ films is as numbing as its three predecessors Film Review Crash. Shatter. Boom. Crash. Shatter. Boom. Smattering of silly dialogue. Pretty girl screams: “Dad!” Crash. Shatter. Boom. “DAD!!!” What? Oh, sorry. We were falling into a trance there. Which is what may happen to you during Michael Bay’s “Transformers: Age of Extinction,” the fourth Transformers film and, at 165 minutes, precariously close to the three-hour mark that Bay undoubtedly will reach in a forthcoming installment. Regardless, this film will likely be a massive hit because by now, if you’re buying a “Transformers” ticket, you surely know what you’re get-

ting into, and you want more. And Bay is the Master of More. This time, there’s a whole new human cast. Most important, Mark Wahlberg has replaced Shia LaBeouf as, well, Main Human Guy, and the good news is that Wahlberg’s rough charm and really nice biceps make him a thoroughly welcome presence. The bad news: He isn’t immune to the numbing effects of some desperately cheesy dialogue. A significant part of the movie also takes place in China — clearly a nod to the franchise’s huge market there. Whether such obvious wooing of the Chinese audience will work or backfire — the film also includes very obvious placement of Chinese products — remains to be seen. In any case, we begin in Paris, Texas, where Cade Yeager (Wahlberg), a struggling inventor, is desperately seeking a big discovery. He’s also a widowed dad, and super-

‘Transformers: Age of Extinction’ (PG-13) Director: Michael Bay Stars: Mark Wahlberg, Nicola Peltz and Kelsey Grammer In a Nutshell: A mechanic and his daughter stumble upon Optimus Prime and uncover a plan to destroy the transforming Autobots.

protective (as the movie incessantly reminds us) of his high school daughter, Tessa (Nicola Peltz). One day, Cade buys a rusty old truck. Examining it back home, he soon discovers it’s none other than Optimus Prime, the Autobot hero, seriously damaged. As Cade works on fixing him up, his assistant, wisecracking surfer-dude Lucas (T.J. Miller, mildly amusing), has the dumb idea of calling the authorities. What he

doesn’t know is that the government — actually, the head of CIA black ops, Harold Attinger (Kelsey Grammer, expertly villainous) — is plotting to destroy all remaining Autobots in favor of a man-made army of Transformers. From here, it’s up to you. You can try to follow the ins and outs of the battling forces — robot and human, man-made and alien, ancient and modern — or just watch things crash into each other, blow up, or both. The obvious question: Is it too much for its own good? Bay is very talented at all things visual, the 3-D works well and the robots look great. But the final confrontation alone lasts close to an hour, and at some point, you may find yourself simply in a daze, unable to absorb any further action into your brain. But one viewer’s migraine is another’s euphoria. You decide. JOCELYN NOVECK (AP)

What makes a good Marine also makes a good Allstate Agent. And Damion Anglin is living proof. Ten years in the military taught him a valuable life lesson: leadership. The kind he uses today to run his own successful Allstate agency and to look out for his customers. Perhaps all you need to know about “They Came Together” is that the team that wrote and directed “Wet, Hot American Summer” brought it to the screen. Larky, witty and sometimes even wise, this spoof on every rom-com ever made is less a fully realized film than an extended skit, a series of set pieces that poke gentle and sometimes transgressively crude fun at the tropes of girl-meets-boy that have enchanted and addled audiences for generations. “They Came Together” opens with two couples enjoying dinner, during which they exchange stories about how they met. In describing their rom-com meet-cute, Joel (Paul Rudd) dutifully takes the role of handsome-but-not-threatening leading man who’s “just Jewish enough” and Molly (Amy Poehler) is the “cute, klutzy” girl whose lack of coordination leads to all kind of adorkable mishaps. In “They Came Together,” that includes falling down an entire f light of stairs, before going to her picture-perfect job at a quirky, “impossible not to like” candy shop on the Upper West Side where all proceeds go to charity and where, unbeknownst to her, she’s the target of a mega-competitor’s plot to put her out of business. You don’t need to have watched “You’ve Got Mail” 100 times — preferably with a pint of ice cream and the phone off the hook — to know that the corporate drone behind impending doom is none other than Joel, whom she meets at a Halloween party where they’ve both arrived dressed as Benjamin Franklin. “They Came Together” is anything but subtle, and the film’s tendency to put quotation marks around everything would easily

grow as tiresome as the hackneyed cliches were it not for Poehler and Rudd, each of whom plays it utterly straight. (As usual, Rudd is particularly sensational in a role that asks him to be coarsely profane and wholesomely boyish in the same breath, a feat perhaps only he could pull off.) Helped along by supporting players Ed Helms and Christopher Meloni (fea-

tured in the film’s most amusing scatological gag), as well as a raft of choice cameo appearances, Rudd and Poehler keep “They Came Together” floating along on a cloud of barely winking humor and their characters’ shared love of “fiction books,” Q-tips and coffee. “Who are you?” they keep asking each other, amazed at the banalities they have in common. The answer, of course, is that they’re Harry and Sally and Sam and Annie and Sam and Isabelle and, finally, Joel and Molly — all wrapped into one cute, klutzy, vaguely ethnic package. And despite “They Came Together’s” alternately obvious and observant efforts to send them up, they’re impossible not to like. ANN HORNADAY ( THE WASHINGTON POST )

By focusing on the everyday experiences of U.S. soldiers in Afghanistan, “Korengal” gives rare insight into the realities of war.

I am pretty handy, if not entirely comfortable, with guns. If you need some soda cans knocked off a fence, I’m your gal. I’m also weirdly good at skeet shooting, so I can help out if you’re ever menaced by discs of clay. Granted, none of the things I shoot fire back. That’s not the case in “Korengal.” To wildly simplify the state of modern documentary filmmaking, there are two categories: issue documentaries, which come with some call to action, and observational documentaries, which ask you to stand back and take in a story (through the filter of the filmmaker’s eyes and choices, of course). “Korengal,” the not-reallysequel (it’s more of a companion piece) to “Restrepo,” the phenomenal 2010 documentary that followed a single platoon for a year in Afghanistan, falls into the latter. There’s no commentary on why U.S. soldiers are in Afghanistan or whether they should be. “Korengal” is concerned with these guys, at this place, and what happens to them. And what happens to them is they get shot at a lot. Like, multiple times a day. Now, I have no idea how I’d react in combat, but judging from what my brain was telling these guys to do, it would involve a lot of crying, cowering and bargaining with God. These guys, they fire back. “Korengal,” like “Restrepo,” makes

Director: Sebastian Junger In a Nutshell: American soldiers, some interviewed after their deployment, some still stationed in the Korengal Valley in Afghanistan, discuss military life, relationships among the men and their experiences in combat. it so realistically clear that war is about guys trying to kill other guys while not getting killed themselves. In narrative films, war is so often about big ideas or larger causes, all of which can and have been debated regarding our role in Afghanistan. Those debates happen elsewhere, though — in comfortable, air-conditioned rooms by men in suits who sleep on mattresses when they’re done making decisions. “Korengal” shows, without ever explicitly saying it, that the big ideas don’t matter much when someone is trying to kill you and your friends on a daily basis. Very few of us will ever be in a live combat situation, unless we make the mistake of going to the mall or to school or to work or to the movies or to a restaurant on the day a nutcase with an automatic weapon decides he’s having a bad day. “Korengal” will be as close to war as we get, and that’s partly because it doesn’t ask any of the philosophical questions that necessarily surround armed conflict. It doesn’t show glory or spectacular bouts of heroism, captured in slow motion through beautifully filtered light. It just shows us what happens when you’re trying your best not to die. There’s Nothing Like a War Story Sebastian Junger has been to hell — and he still wants to go back Film There are questions you don’t ask combat veterans. You don’t ask them how many guys they killed. You don’t ask them what it feels like to kill someone. You don’t ask them “what was it like over there?” Because if you’re not a combat veteran yourself, you’re not going to understand it. Unless you’re

Sebastian Junger. The director of 2010’s Oscarnominated “Restrepo” and “Korengal,” opening Friday, along with his “Restrepo” co-director Tim Hetherington, spent 15 months, off and on, in 2007 and 2008 with a platoon of soldiers serving in one of Afghanistan’s deadliest valleys. Junger and Hetherington did everything but “shoot back and pull guard duty,” Junger says, and he could ask the questions most civilians can’t. “Tim and I knew the guys. Most of the guys who were killed out there we knew personally and were upset

about,” Junger says. “The soldiers didn’t have to explain combat to me. I was by their side through a lot of it.” Prior to making “Restrepo” and “Korengal” — which uses footage shot for “Restrepo” but puts more emphasis on contextualizing and explaining combat through interviews conducted with the soldiers once they returned to their base in Italy — Junger and Hetherington were longtime war reporters for various outlets. “I’m a journalist,” Junger says. “My job is to cover important stories.” When it’s pointed out that there are plenty of journalists who cover important stories that don’t involve great personal risk, he says, “I felt the dangers were pretty small [in Afghanistan]. One hundred and fifty men in that platoon, with six killed in 15 months? Those odds

are OK.” Then he pauses. Though Hetherington was involved in the filming for “Korengal,” he’s not a co-director this time around — he was killed in a mortar attack while

reporting from Libya in 2011. “I got out, anyway,” Junger continues. “After Tim got killed I stopped war reporting pretty instantly after I got the news. But it’s pretty compelling. In some ways, there’s nothing I’d rather be doing.” That echoes the sentiment of the soldiers in “Korengal,” many of whom talk about how they can’t wait to go back into combat. It’s clear Junger feels that longing. “I mean, look, I used to smoke,” he says. “I miss smoking; it’s such a pleasure. You have these moments of ‘oh, I wish I had a cigarette,’ of really fond memories of that time in your life. But you’re glad you’re not back there doing it.” And, for a moment, it almost seems he’s convinced himself he’s telling the truth. A l mo s t . K R I S T E N P A G E - K I R B Y (E XPRESS)

What a Tangled Web Sorting out the stories of ‘Third Person’ isn’t worth the trouble

ANSWERS FROM THE SHOE BLOGGER

For the Fourth of July, my husband and I are doing a big picnic in our backyard, followed by the obligatory trip to see the fireworks. Given the amount of time I’ll be on my feet, I know I should be wearing sneakers, but I’d prefer sandals. Please help.

SONY PICTURES CLASSICS PHOTOS

Film Review Somewhere inside “Third Person,” a lifeless, hopelessly overworked romantic melodrama by Paul Haggis (“Crash”), a pretty good movie tries valiantly to get out. The film opens with Michael (Liam Neeson) in a darkened hotel room, struggling to write his next novel with a bottle of booze and a vial of pills conveniently on hand. Soon enough, he’s joined by Anna (Olivia Wilde), his mercurial, pitilessly cruel lover who’s arrived from across the pond with her own work of fiction for him to assess after a night of passionate lovemaking. Meanwhile in New York, Julia (Mila Kunis) is sparring with her ex (James Franco) over custody of their son, while over in Rome, a clothing-design pirate named Scott (Adrien Brody) strikes up a friendship with a Roma woman named Monika (Moran Atias) over multiple limoncellos and shared stories about their daughters. It takes a while for these stories to interlock, but anyone familiar with Haggis’ track record knows that they will. The question is whether in the course of “Third Person’s” seemingly interminable running time anyone will particularly care. Filmed on location in some of the world’s handsomest getaway destinations, the movie possesses the polished, understated patina of high-end, arty entertainment. And the performances are consistently impressive, especially Wilde’s spiky, unpredictable mistress, Leeson’s moody author and Kunis’ strung-out young mom, who, due to her own flaws and a conspiracy of outside forces, emerges as the omnibus’ most genuinely tragic figure. But, as is true with so much of Haggis’ work, “Third Person” suffers from an airless, too-neat lack

Manolo says ayyyy! The Manolo loves the Fourth of the July, with the fireworks and the friends and the warm potato salad and the cold beers, but especially the fireworks. Many cheers and “good-job-welldones” to the peoples who have invented and perfected the things that explode in the air but do not kill us. The Manolo regards the fireworks as one of the pinnacles of human achievement, right up next to the indoor plumbing and the safety pin. Such genius to take the substance designed for destruction and convert it into the article of beauty. Indeed, the fireworks displays are the one

of connection with organic life. At one point, Michael’s editor criticizes his new book because it’s composed of “random characters making various excuses for your life.” The same could be said for Haggis’ own movie, whose convolutions, contrivances and soapy, middle-brow emotionalism put the lie to outward trappings of sophistication and good taste. True to its

title, “Third Person” feels less like the authentic reflections of an artist wrestling with values and meaning than the idle fantasies of the fervid, self-serving imagination of a master manipulator and plot mechanic. Alert viewers will twig to Haggis’ larger project when they notice the little details that link his stories; he may retroactively preempt criticism with a facile thirdact flourish, putting everything to rights sense-wise, but still leaving viewers less satisfied than mildly intrigued and, finally, deflated. “Third Person” aims to be singular, but winds up being hoist on its own conceit: Fiction may not be real, but we’re still supposed to believe at least a word of it. — MATT COHEN AT DCIST.COM reports on Metro’s new commemorative SmarTrip cards, which celebrate the National Zoo’s 125th anniversary. In addition to Bao Bao, other designs feature the zoo’s Sumatran tiger cubs, African lion cubs and one of its gray seal pups. The cards will be available online and in SmarTrip dispensers at various stations beginning July 4.

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.
