Court Curbs Presidential Powers Justices strike down Obama’s strategy for recess appointments Washington The Supreme Court ruled unanimously Thursday that President Barack Obama lacked constitutional authority to make high-level government appointments at a time he declared the Senate in recess and unable to act on the nominations. Obama made appointments to the National Labor Relations Board in January 2012 at a time when the Senate was holding pro forma sessions every three days precisely to thwart the president’s ability to exercise the power.

Excessive Drink Kills 1 in 10 Work-Age Adults Health It’s no secret that America’s favorite legal drug has vast impacts on public health. But research shows over-consumption of alcohol have an alarming tie to deaths during the prime of our lives. One in 10 deaths of workingage adults every year is attributable to “excessive alcohol consumption,” according to a report released Thursday by the Centers for Disease Control and Prevention — a ﬁnding that keeps booze as “a leading cause of premature mortality nationwide.” The 88,000 deaths annually from 2006 to 2010 included acute causes, such as violence, alcohol poisoning and car crashes, as well as the health effects of prolonged over-consumption of alcohol, such as liver disease, heart disease and breast cancer. Buffer Zones for Abortion Protests Voided The Supreme Court on Thursday unanimously struck down a Massachusetts law that creates buffer zones around abortion clinics that the court said inhibited the free-speech rights of antiabortion activists. But the opinion was a narrow one and seemed to give the state another chance to enact a law to control what is often an unruly scene around abortion clinics. It left undisturbed a 2000 Supreme Court decision that upheld a Colorado law that established a 100-foot buffer zones outside all health-care facilities — not just abortion clinics. ( T WP)

“When the Senate declares that it is in session and possesses the capacity, under its own rules, to conduct business,” that is sufﬁcient to keep the president from making recess appointments, Justice Stephen Breyer wrote for the court. The court was interpreting the Constitution’s Recess Clause, which

Not All’s Fair in Fares The fact that a passenger had been drafted to serve as a navigator seemed like a bad sign, but I ﬁgured we were at least headed in the right direction. Two minutes later, the driver suddenly pulled the bus over and got out. That’s when I bailed too. After walking most of the way home, I decided there was exactly one redeeming thing about that journey: It took place before this weekend. A fare increase that goes into effect Sunday will up the price of a Metrobus ride from $1.60 to $1.75. Metrorail fares will rise too, by an average of about 10 cents a trip. I realize there’s never an awesome time to raise fares, but this seems like a

particularly terrible one. Track work continues to disrupt everyone’s weekend plans. Get ready for a doozy this Saturday and Sunday: Dupont Circle, Farragut North and the Red Line platform at Metro Center are all closed. That’s already a recipe for a lot of unhappy travelers. Just wait till they see their SmarTrip balances. Summertime heat inevitably leads to the arrival of hot cars and exacerbates the annoyance caused by train delays — ask anyone who rides the Red, Orange

But what makes the timing so bizarre is that we’re a month away from the opening of the Silver Line. Metro has been working its caboose off to get folks psyched for the expansion. Employees have been handing out Silver Linebranded swag. Commercials suggest the ﬁve new stops will improve Washingtonians’ dating lives, career prospects and overall sanity. Only if you wanted to erase the gains made from these efforts would you start charging people more money right now. I know Metro needs the cash, and that this price hike has been in the works for a while. But if I were in charge, I’d hold off until at least after the Fourth of July — you know, the holiday celebrating Americans’ refusal to pay unfairly high fees.

Kicking Around a Soccer Stadium Washington The buzz downstairs was about whether the U.S. Men’s National soccer team would beat Germany. Five ﬂoors up, discussion was about whether the local team would get a new place to play. At a hearing Thursday, members of the D.C. Council heard from supporters and skeptics of a series of land swaps proposed by D.C. Mayor Vincent Gray that would allow for construction of a new 20,000-seat D.C. United stadium. United fans joined the team’s coach and owner in speaking in favor of the project, even as they ferreted back-and-forth to a makeshift World Cup viewing room.

United head coach Ben Olsen told Council members the proposal is a chance to deﬁne the District as “the soccer capital of this country.” “There is no city in this country that is more global or inﬂuential or has thrived more on the growth of soccer,” he said. “It is no wonder the highest TV ratings for the World Cup are here.” Gray’s city administrator, Allen Lew, negotiated deals in which D.C.

would provide the land and infrastructure for a Major League Soccer stadium on Buzzard Point, the sale of the Reeves Center municipal building and the possible construction of an ofﬁce building in Anacostia. He laid the details out for the ﬁrst time in public, acknowledging the complexity of the proposal but saying it would create jobs, economic development and new tax revenue. Members of the Council in atten-

dance expressed enthusiasm about getting the team a new stadium. But some questioned the mechanics Lew proposed. Council member Jim Graham said he would prefer to see the city auction off the Reeves Center in order to ensure that it get the best price, rather than trade it. Critics of the proposal also questioned why D.C. would provide the team’s majority investor with public subsidies. Others questioned what the deal would provide the Southwest community. By the noon kickoff of the U.S.Germany match, half or more of the once packed seating in the Council chamber had emptied. Although more than 100 people had signed up to speak, they had trouble ﬁnding people who had stuck around. Many of them were downstairs, watching the game. Before halftime, the mayor joined in. The U.S. managed to advance in spite of him, but he must be better in order for the team to make a deep run. At his best, he’s a joy to watch, pinging passes from deep, chipping balls for strikers to run on to and putting in touch tackles defensively. We’ve already seen him at his worst in this tournament.

They heard about people back home watching during their lunch breaks, streaming on office computers or playing hooky with fellow fans. And then, as the bus pulled away from the hotel Thursday, the U.S. World Cup team was struck with an unusual sight. Hundreds, maybe thousands of fans in red, white and blue, walking for miles around stalled cars through nearly hip-high water along streets and highways during a downpour in Recife, Brazil, making their way to the stadium to cheer them on. “That kind of passion to root us on is what really helps drive us,” defender Omar Gonzalez said. “Now we give them another game to go to.” No dramatic late goals in this one. Not even a win. But despite a 1-0 loss to Germany, the United States was good enough to advance to the knockout stage of consecutive World Cups for the first time and good enough to hold onto the national attention that soccer has finally grabbed in America. “I’m getting emails from people who work at companies where the executives have called a three-hour break and put on giant screens,” U.S. Soccer Federation President Sunil Gulati said. “All of this … is pretty extraordinary, and that will build for the next few days.” Thomas Mueller scored off a rebound in the 55th minute to give Germany first place in Group G with seven points, but the Ameri-

Don’t be intimidated. Sure, Belgium boasts the world’s best young player in Eden Hazard (sorry, Neymar), and has an embarrassment of riches in attack. And yes, Belgium crushed the U.S. 4-2 in a friendly last year in Cleveland. But Belgium has been far less than the sum of its parts offensively in the World Cup so far and struggled against Algeria, Russia and South Korea — not exactly the Group of Death. Meanwhile, the U.S. is much better than it was the last time the two teams played.

Luis Suarez exits the World Cup with one of the longest bans in tournament history, and his reputation once again in tatters. The Uruguay forward, widely regarded as one of the best players in the world, was banned by FIFA from all football for four months on Thursday for biting an Italian opponent in an incident that marred the team’s victory and progression to the second round. It’s the third time he’s served a suspension for biting an opponent — after similar incidents at both Ajax in the Dutch league and Liverpool in England — and the second straight World Cup where Suarez exits in disgrace.

One day into his most recent return from injury, that’s what mattered to him. Woods opened with two straight bogeys, made five more bogeys in a seven-hole stretch around the turn at tough Congressional and finally found his groove late in the opening round of the Quicken Loans National for a 3-over 74. Cavaliers Go With Wiggins NBA Draft Andrew Wiggins of Kansas was taken by the Cleveland Cavaliers with the No. 1 pick in the NBA draft Thursday. The Cavaliers went for a freshman from Canada to open the draft for the second straight year and will hope Wiggins works out better than Anthony Bennett. Bennett was injured last summer, came into the season out of shape and made no impact, one of the reasons the Cavaliers were back in this spot again. But Wiggins seems a much more ready product after averaging a Kansas freshman-record 17.1 points. Capitals Turn to Draft to Start Rebuilding NHL This weekend at the NHL draft, the Capitals enter the first phase of what the team’s management is calling an organizational “refresh.” Washington’s armed with nine picks, including the 13th overall selection of Friday’s ﬁrst round. There’s a perceived lack of potential franchise players among this summer’s draft class, though plenty of talent is available. Mining for that talent will be recently promoted assistant general manager Ross Mahoney, previously the Capitals’ director of amateur scouting. “That’s our job, to ﬁnd players no

Amid the talk of young newcomers and their fondness for social leagues and coffee shops, another reality exists: Many are struggling to keep pace with the city’s rising cost of housing. And as new millennials move into D.C., older members of that generation — loosely defined as ranging from 18 to 34 years old — are heading out.

The churn adds another layer to the District’s affordable-housing debate as rents skyrocket and thousands of lowincome residents struggle to find places to live. Young transients are feeling that squeeze in another way, residents and experts say, cramming into apartments and forgoing cars to make rent. But those conditions can wear thin. “I hate to say it, but the facts show that the D.C. market is for people who are single and relatively affluent,” said Grant Montgomery of Delta Associates, a real estate research group. “But looking at prices, you [still] have to wonder how do they make it work? … It’s a sacrifice.” Ellen McCarthy, director of the District’s planning office, said the city is trying to entice millennials to stay by focusing on reducing crime to make some neighborhoods more desirable and by preserving more rowhouses as one-family homes to provide more affordable housing options. “The truth is, population growth

College students are moving home for the summer or moving to campus for summer studies. Interns are moving into apartments. Families are relocating into and out of the Washington region. As if moving wasn’t stressful enough, here’s one more thing to worry about: identity theft. During a move, you are especially vulnerable.Like most people, you have likely accumulated a ton of things you no longer need. The things you leave behind can make you a potential candidate for identity theft. Here are some steps to take to avoid falling victim:

Transient residents often don’t build relationships with their neighbors, they note, and the churn could serve to perpetuate tensions between native Washingtonians and newcomers. Their combined income is a little less than $100,000 — slightly above average in a city where the median per capita income in their age group is about $45,000. Fuensalida was thrilled about having a child, but then, “I started thinking about the costs.” Discussing money makes them a little self-conscious. “We are not victims,” Van Zandt said. They’ve cut their restaurant budget and thought about moving to the suburbs, but they do not own a car. They looked at two-bedrooms in Shaw, Petworth and Columbia Heights. But they were few and going for $2,400 a month. The market hasn’t helped: Research from Delta Associates showed that since 2000, the number of two-bedrooms being built in the city has shrunk by at least 45 percent — and the number of one-bedrooms has dropped by at least 21 percent. Instead, developers are building studios and junior onebedrooms. From 2000 to 2012, studies show, the average rent rose by about a third per month. Smaller spaces, for more money. “Sometimes, I feel like our only options are to get higher-paying jobs or to move,” said Van Zandt, who picked up an extra job waiting tables. Still, their apartment building offers large one-bedrooms for $200 more a month. ‘Violette’ Based on the life and work of Violette Leduc (1907-1972), a French writer known for such raw, autobiographical works as the 1964 memoir “La Batarde (The Bastard),” Martin Provost’s mostly engrossing drama unfolds like a book, telling the story of Violette’s (Emmanuelle Devos) mostly unsuccessful quest for love. Her writing career is more fruitful, leading her to a relationship with Simone de Beauvoir (Sandrine Kiberlain). “Violette” avoids the pitfalls of writerly movies by limiting the scenes of Violette scribbling in a notebook. When it relies on voiceover narration taken from Leduc’s works, it’s more effective. In truth, “Violette” is less about writing than living. MICHAEL O’SULLIVAN (TWP)

‘In Bloom’ (UNRATED, 102 MINUTES)

A gun in the possession of a defiant 14-year-old charges even the most banal moments of “In Bloom,” which follows two girls as they come of age in Tbilisi, Georgia, during the early 1990s. Lika Babluani and Mariam Bokeria are captivating as Eka and Natia, girls who sit next to each other in class, gallivant together after school and stick up for each other when they can. The country is in the midst of brutal civil war, and although no battles are fought where the girls live, reminders follow them everywhere. Writer Nana Ekvtimishvili, who directed the movie with Simon Gross, doesn’t spell things out, and the complete story never comes into focus. Way More of the Same The latest of the ‘Transformers’ films is as numbing as its three predecessors Film Review Crash. Shatter. Boom. Crash. Shatter. Boom. Smattering of silly dialogue. Pretty girl screams: “Dad!” Crash. Shatter. Boom. “DAD!!!” What? Oh, sorry. We were falling into a trance there. Which is what may happen to you during Michael Bay’s “Transformers: Age of Extinction,” the fourth Transformers ﬁlm and, at 165 minutes, precariously close to the three-hour mark that Bay undoubtedly will reach in a forthcoming installment. Regardless, this ﬁlm will likely be a massive hit because by now, if you’re buying a “Transformers” ticket, you surely know what you’re get-

ting into, and you want more. And Bay is the Master of More. This time, there’s a whole new human cast. Most important, Mark Wahlberg has replaced Shia LaBeouf as, well, Main Human Guy, and the good news is that Wahlberg’s rough charm and really nice biceps make him a thoroughly welcome presence. The bad news: He isn’t immune to the numbing effects of some desperately cheesy dialogue. A significant part of the movie also takes place in China — clearly a nod to the franchise’s huge market there. Whether such obvious wooing of the Chinese audience will work or backfire — the film also includes very obvious placement of Chinese products — remains to be seen. In any case, we begin in Paris, Texas, where Cade Yeager (Wahlberg), a struggling inventor, is desperately seeking a big discovery. He’s also a widowed dad, and super-

protective (as the movie incessantly reminds us) of his high school daughter, Tessa (Nicola Peltz). One day, Cade buys a rusty old truck. Examining it back home, he soon discovers it’s none other than Optimus Prime, the Autobot hero, seriously damaged. As Cade works on ﬁxing him up, his assistant, wisecracking surfer-dude Lucas (T.J. Miller, mildly amusing), has the dumb idea of calling the authorities. What he

doesn’t know is that the government — actually, the head of CIA black ops, Harold Attinger (Kelsey Grammer, expertly villainous) — is plotting to destroy all remaining Autobots in favor of a man-made army of Transformers. From here, it’s up to you. You can try to follow the ins and outs of the battling forces — robot and human, man-made and alien, ancient and modern — or just watch things crash into each other, blow up, or both. The obvious question: Is it too much for its own good? Bay is very talented at all things visual, the 3-D works well and the robots look great. But the ﬁnal confrontation alone lasts close to an hour, and at some point, you may ﬁnd yourself simply in a daze, unable to absorb any further action into your brain. Perhaps all you need to know about “They Came Together” is that the team that wrote and directed “Wet, Hot American Summer” brought it to the screen. Larky, witty and sometimes even wise, this spoof on every rom-com ever made is less a fully realized film than an extended skit, a series of set pieces that poke gentle and sometimes transgressively crude fun at the tropes of girl-meets-boy that have enchanted and addled audiences for generations. “They Came Together” opens with two couples enjoying dinner, during which they exchange stories about how they met. In describing their rom-com meet-cute, Joel (Paul Rudd) dutifully takes the role of handsome-but-not-threatening leading man who’s “just Jewish enough” and Molly (Amy Poehler) is the “cute, klutzy” girl whose lack of coordination leads to all kind of adorkable mishaps. In “They Came Together,” that includes falling down an entire f light of stairs, before going to her picture-perfect job at a quirky, “impossible not to like” candy shop on the Upper West Side where all proceeds go to charity and where, unbeknownst to her, she’s the target of a mega-competitor’s plot to put her out of business. You don’t need to have watched “You’ve Got Mail” 100 times — preferably with a pint of ice cream and the phone off the hook — to know that the corporate drone behind impending doom is none other than Joel, whom she meets at a Halloween party where they’ve both arrived dressed as Benjamin Franklin. “They Came Together” is anything but subtle, and the film’s tendency to put quotation marks around everything would easily

grow as tiresome as the hackneyed cliches were it not for Poehler and Rudd, each of whom plays it utterly straight. (As usual, Rudd is particularly sensational in a role that asks him to be coarsely profane and wholesomely boyish in the same breath, a feat perhaps only he could pull off.) Helped along by supporting players Ed Helms and Christopher Meloni (fea-

tured in the film’s most amusing scatological gag), as well as a raft of choice cameo appearances, Rudd and Poehler keep “They Came Together” floating along on a cloud of barely winking humor and their characters’ shared love of “fiction books,” Q-tips and coffee. “Who are you?” they keep asking each other, amazed at the banalities they have in common. The answer, of course, is that they’re Harry and Sally and Sam and Annie and Sam and Isabelle and, finally, Joel and Molly — all wrapped into one cute, klutzy, vaguely ethnic package. I am pretty handy, if not entirely comfortable, with guns. If you need some soda cans knocked off a fence, I’m your gal. I’m also weirdly good at skeet shooting, so I can help out if you’re ever menaced by discs of clay. Granted, none of the things I shoot fire back. That’s not the case in “Korengal.” To wildly simplify the state of modern documentary filmmaking, there are two categories: issue documentaries, which come with some call to action, and observational documentaries, which ask you to stand back and take in a story (through the filter of the filmmaker’s eyes and choices, of course). “Korengal,” the not-reallysequel (it’s more of a companion piece) to “Restrepo,” the phenomenal 2010 documentary that followed a single platoon for a year in Afghanistan, falls into the latter. There’s no commentary on why U.S. soldiers are in Afghanistan or whether they should be. “Korengal” is concerned with these guys, at this place, and what happens to them. And what happens to them is they get shot at a lot. Like, multiple times a day. Now, I have no idea how I’d react in combat, but judging from what my brain was telling these guys to do, it would involve a lot of crying, cowering and bargaining with God. These guys, they fire back. “Korengal,” like “Restrepo,” makes

it so realistically clear that war is about guys trying to kill other guys while not getting killed themselves. In narrative films, war is so often about big ideas or larger causes, all of which can and have been debated regarding our role in Afghanistan. Those debates happen elsewhere, though — in comfortable, air-conditioned rooms by men in suits who sleep on mattresses when they’re done making decisions. “Korengal” shows, without ever explicitly saying it, that the big ideas don’t matter much when someone is trying to kill you and your friends on a daily basis. Very few of us will ever be in a live combat situation, unless we make the mistake of going to the mall or to school or to work or to the movies or to a restaurant on the day a nutcase with an automatic weapon decides he’s having a bad day. “Korengal” will be as close to war as we get, and that’s partly because it doesn’t ask any of the philosophical questions that necessarily surround armed conflict. It doesn’t show glory or spectacular bouts of heroism, captured in slow motion through beautifully filtered light. It just shows us what happens when you’re trying your best not to die. There’s Nothing Like a War Story Sebastian Junger has been to hell — and he still wants to go back Film There are questions you don’t ask combat veterans. You don’t ask them how many guys they killed. You don’t ask them what it feels like to kill someone. You don’t ask them “what was it like over there?” Because if you’re not a combat veteran yourself, you’re not going to understand it. Unless you’re

The director of 2010’s Oscarnominated “Restrepo” and “Korengal,” opening Friday, along with his “Restrepo” co-director Tim Hetherington, spent 15 months, off and on, in 2007 and 2008 with a platoon of soldiers serving in one of Afghanistan’s deadliest valleys. Junger and Hetherington did everything but “shoot back and pull guard duty,” Junger says, and he could ask the questions most civilians can’t. “Tim and I knew the guys. Most of the guys who were killed out there we knew personally and were upset

about,” Junger says. “The soldiers didn’t have to explain combat to me. I was by their side through a lot of it.” Prior to making “Restrepo” and “Korengal” — which uses footage shot for “Restrepo” but puts more emphasis on contextualizing and explaining combat through interviews conducted with the soldiers once they returned to their base in Italy — Junger and Hetherington were longtime war reporters for various outlets. “I’m a journalist,” Junger says. “My job is to cover important stories.” When it’s pointed out that there are plenty of journalists who cover important stories that don’t involve great personal risk, he says, “I felt the dangers were pretty small [in Afghanistan]. One hundred and ﬁfty men in that platoon, with six killed in 15 months? Those odds

are OK.” Then he pauses. Though Hetherington was involved in the ﬁlming for “Korengal,” he’s not a co-director this time around — he was killed in a mortar attack while

reporting from Libya in 2011. “I got out, anyway,” Junger continues. “After Tim got killed I stopped war reporting pretty instantly after I got the news. But it’s pretty compelling. In some ways, there’s nothing I’d rather be doing.” That echoes the sentiment of the soldiers in “Korengal,” many of whom talk about how they can’t wait to go back into combat. It’s clear Junger feels that longing. “I mean, look, I used to smoke,” he says. “I miss smoking; it’s such a pleasure. You have these moments of ‘oh, I wish I had a cigarette,’ of really fond memories of that time in your life. The film opens with Michael (Liam Neeson) in a darkened hotel room, struggling to write his next novel with a bottle of booze and a vial of pills conveniently on hand. Soon enough, he’s joined by Anna (Olivia Wilde), his mercurial, pitilessly cruel lover who’s arrived from across the pond with her own work of fiction for him to assess after a night of passionate lovemaking. Meanwhile in New York, Julia (Mila Kunis) is sparring with her ex (James Franco) over custody of their son, while over in Rome, a clothing-design pirate named Scott (Adrien Brody) strikes up a friendship with a Roma woman named Monika (Moran Atias) over multiple limoncellos and shared stories about their daughters. It takes a while for these stories to interlock, but anyone familiar with Haggis’ track record knows that they will. The question is whether in the course of “Third Person’s” seemingly interminable running time anyone will particularly care. Filmed on location in some of the world’s handsomest getaway destinations, the movie possesses the polished, understated patina of high-end, arty entertainment. And the performances are consistently impressive, especially Wilde’s spiky, unpredictable mistress, Leeson’s moody author and Kunis’ strung-out young mom, who, due to her own flaws and a conspiracy of outside forces, emerges as the omnibus’ most genuinely tragic figure. But, as is true with so much of Haggis’ work, “Third Person” suffers from an airless, too-neat lack

The Manolo regards the fireworks as one of the pinnacles of human achievement, right up next to the indoor plumbing and the safety pin. Such genius to take the substance designed for destruction and convert it into the article of beauty. Indeed, the fireworks displays are the one

of connection with organic life. At one point, Michael’s editor criticizes his new book because it’s composed of “random characters making various excuses for your life.” The same could be said for Haggis’ own movie, whose convolutions, contrivances and soapy, middle-brow emotionalism put the lie to outward trappings of sophistication and good taste. True to its

title, “Third Person” feels less like the authentic reflections of an artist wrestling with values and meaning than the idle fantasies of the fervid, self-serving imagination of a master manipulator and plot mechanic. Alert viewers will twig to Haggis’ larger project when they notice the little details that link his stories; he may retroactively preempt criticism with a facile thirdact flourish, putting everything to rights sense-wise, but still leaving viewers less satisfied than mildly intrigued and, finally, deflated. “Third Person” aims to be singular, but winds up being hoist on its own conceit: Fiction may not be real, but we’re still supposed to believe at least a word of it.
