Park manager’s ingenious plan inexplicably vetoed by authorities
A famous chef was stopped as he brought 40 piranhas in a duffel bag through the L.A. airport. Virgilio Martinez, chef-owner of Central restaurant in Peru, told the L.A. Times on Wednesday that he hoped to serve the fish at a food festival. He said agents pulled him into an interrogation room when they found the frozen, vacuum-sealed piranhas. After five hours, the agents let Martinez go with the fish. He used them that night on a salad. (AP)
Australia’s central bank has taken responsibility for typos on 46 million bank notes after a radio station posted an image of the microscopic error. Triple M radio posted on Instagram on Thursday a magnified photograph of a 50 Australian dollar ($35) note with “responsibility” misspelled. The word appears three times on the note and the third “i″ is omitted every time. The Reserve Bank of Australia said the error will be corrected at the next print run. (AP)
An attempt by a Berlin park manager to keep drug dealers away from families and joggers was met with an emphatic “nein” from officials. Cengiz Demirci marked certain areas in Goerlitzer Park with pink spray-painted lines for dealers to stand behind, with the goal of keeping them away from playgrounds and family areas. page three Intrigue’s intriguing new home REVIEW With its move from the Penn Quarter neighborhood to a new, purpose-built building at L’Enfant Plaza on 10th Street SW, the Spy Museum is making an investment not just in a bigger space, but also in a neighborhood that planners and developers are desperately trying to redeem, from Brutalist office-block dead zone to a lively entertainment and commercial district. The new $162 million building is part of an effort to fill in some of the heroically scaled blank spaces along 10th Street, which was once meant to be a cultural center but evolved in the late 1960s and early ’70s into a littleloved district of exposed concrete buildings set in a desolate plaza. If the museum —which opens to the public Sunday — attracts its typical annual attendance of about 600,000 (or even more), it could help connect the Mall, to the north, with the Wharf development, along the Southwest Waterfront, into one self-reinforcing tourist and commercial quarter. The building itself could be

an attraction. Designed by Ivan Harbour of the London-based Rogers Stirk Harbour + Partners, the museum has a sharp, technologically sophisticated look that is both at odds with its surroundings and organically connected to them. From the outside, it reads as an inverted rectangular pyramid, topped by a cantilevered box, with industrial-looking supports anchored into the ground. The exterior metal skin, which
the architects call “the veil,” is fitted with lights that define its shape at night. When one catches glimpses from Interstate 395, the building suggests some kind of spaceship or top-secret communications hub — windowless, alien and slightly forbidding. There’s no more fashionable word in architecture today than transparency, but the Spy Museum, like other experiential museums, isn’t about
transparency. The experience requires a dark space just as the subject matter — surveillance and covert operations — take place in the dark corners of our manmade world. The building can’t glorify its contents in the same way an art museum can be a temple of art, or a history museum conceived as a kind of national monument. The architects have finessed this problem, creating a building that, like spying, is intriguing rather than beautiful. Yet the Spy Museum does not feel fully public spirited. Although it is a nonprofit museum, it charges admission and its exhibitions, such as one on torture, aren’t always sufficiently critical of their topic. So it’s hard to love the institution in the way that one loves the National Gallery of Art or the Smithsonian or the Phillips Collection or the National Museum of Women in the Arts. It would be delightful if the same designers who have wrapped the dark spaces of the Spy Museum in such fine form would now create something that could be universally enjoyed and admired. Waves of cheers rolled up and down the Georgetown street that has become ground zero in an intensifying standoff between backers of Venezuelan opposition leader Juan Guaidó and left-wing activists who support President Nicolás Maduro. With no electricity, activists who have been living inside the building are adjusting to the latest obstacle in their month-long occupation of the embassy. Getting food inside has been one of the biggest challenges for the past 10 days, with anti-Maduro protesters and Secret Service barricades blocking most of the doors. Then Thursday, activists announced they will be cutting back on their primary source of communication with the outside world: social media. With no power to charge their devices, there will be less tweeting and fewer video streams. Organizers with Code Pink, a left-wing organization, said the utility bills had been paid in full by the Maduro-led Venezuelan government. But Pepco, the building’s electricity provider, told activists the U.S.-backed opposition government had ordered the power be shut off, Code Pink co-founder

A popular children’s performer in Fairfax County has been arrested and Rossi charged with possessing child pornography. Police said Thursday Steven Rossi, 58, of Reston was arrested April 30 on 10 felony counts. Rossi performed under the name Mr. Knick Knack and has been a popular children’s entertainer in the region for more than a decade. Ransomware attack forces city to go ‘manual’ Baltimore Mayor Bernard “Jack” Young says a ransomware virus that hit the city’s computer systems has forced operations to “revert back to manual.” The Baltimore Sun reports the extent of the ransomware attack was noticeable this week as some city systems remained offline and several departments reported email and phone issues. The 911 system hasn’t been affected. The FBI is investigating after authorities said Tuesday that hackers were demanding about $76,000 to unlock encrypted files in city computers. (AP) RICHMOND
Police officer indicted on sexual battery charge A Virginia police officer has been indicted on a charge of sexual battery. The Richmond Times-Dispatch reports Officer Michael Bryson of the Richmond police force was indicted this week. The circumstances surrounding the charge and the allegations that prompted it are unclear. Bryson is currently on unpaid leave. He’s been with the department since 2008. It was unclear if he’s in custody or when he will appear in court. (AP)

Council member Jack Evans, D-Ward 2, has prompted some local activists to go doorto-door in his district to make the case for stronger ethics laws. The local progressive group D.C. for Democracy is collecting signatures for a petition urging the council to pass tougher ethics rules, saying Evans’ conduct
has laid bare the need. “There needs to be some systemic fixes to reform the way the council does business,” said Jeremiah Lowery, the group’s chairman. “If you replace Jack Evans … with another council member, then the underlying problems with how the council does business still exists.” The petition urges residents to support a ban on outside employment for council members, as well as measures abolishing constituent services funds and to strengthen the Board of Ethics and Government Accountability.

They hope to collect thousands to turn into the D.C. Council, which is considering changes in ethics laws, including a ban on outside employment for lawmakers. The D.C. Council in March reprimanded Evans and stripped him of some legislative responsibilities for soliciting business from law firms that lobby the city, offering to help their clients by using the influence and connections he amassed as a lawmaker and as chairman of the Washington Metropolitan Area Transit Authority. No doubt the coming summerlong shutdown of all Yellow and Blue line stations south of Reagan National Airport is going disrupt lives. But it will strike at few people’s souls like it will Jess Mears’ — for it will make it harder for her to get Chick-fil-A. Mears, 31, favors the chicken nuggets over the original chicken sandwich. Metro has been her lifeline to small bits of deep-fried chicken ever since she moved near Alexandria’s King St.-Old Town station in August. For many people who move to an unfamiliar place, the foods of home can be a touchstone. The absence — or inferior quality — of them can also be a source of distress, as D.C.’s bagels and pizza are for transplanted New Yorkers. Mears’ affection for Chickfil-A isn’t as profound as all that. “It just tastes good,” she said. She moved here to take a job as membership manager for the national Libertarian Party without a car: Shortly before her move, she was sitting at a red light in St. Petersburg, Fla., in her Toyota RAV4 as a city bus approached from behind her. She assumed it would stop. It didn’t. For the most part, taking the train and biking around has worked out fine, she said. Except she can’t drive to get her chicken nuggets when the craving strikes.
But she did find that there’s a Chick-fil-A just two Metro stops from King Street, even though her willingness to go there elicits laughs even from her own mother. “I don’t think it’s that funny,” she said. “But when I tell people I go to the airport to get chicken, they think it’s hilarious.” As she said this during a lunchtime run on Monday, Mears was sitting on a Yellow Line train with people lugging suitcases, bound maybe for Hawaii. Maybe Paris? Probably not for Chick-fil-A. During another run a few weeks ago, she got off the train at Reagan and passed a Metro crew doing construction. She walked into the terminal and made a right, past a self-checkin kiosk and a large plate glass window where planes can be seen taxiing toward a gate. “Libertarians joke the government should run like the Chick-fil-A drive-through, or that whoever runs the Chickfil-A drive-through should run the government,” Mears said. And indeed, she was back on the platform five minutes later, where one of the Metro workers did a double-take at seeing her back, eating fries from her Chick-fil-A bag. “He said, ‘I just saw you get off. Did you come here just for Chick-fil-A?’” Mears said. “I was like ‘Yes.’ ” He flashed two thumbs up. “Like, ‘I respect that,’ ” Mears said. But soon she’ll be cut off. King St.-Old Town is one of the six stations that will be closed from May 25 through Sept. 8

WASHINGTON The U.S. said Thursday that it has seized a North Korean cargo ship that was used to violate international sanctions, a firstof-its-kind enforcement action that comes amid a tense moment in relations between the two countries. The “Wise Honest,” North Korea’s second-largest cargo ship, was detained in April 2018 as it traveled toward Indonesia. It’s now in the process of being moved to American Samoa, Justice Department officials said. Officials made the announcement hours after North Korea fired two suspected short-range missiles toward the sea, the second weapons launch in five days and a possible signal that stalled talks over its nuclear weapons program are in trouble. The public disclosure that the vessel is now in U.S. custody may further inflame tensions, though U.S. officials said the timing of their complaint was not a response to the missile launch. Justice Department lawyers laid out the case for confiscating the ship in a complaint filed in New York, arguing that payments for maintenance and operation of the vessel were channeled through unwitting U.S. financial institutions in violation of American law. The 581-foot Wise Honest was used for coal transports to ports in China, Russia and other countries, according to the complaint, generating badly needed revenue to a country that is under U.N. sanctions because of its nuclear weapons program. The vessel was owned by a subsidiary of a North Korean shipping company that is controlled
by the country’s military and is on a Treasury Department sanctions list, officials said. North Korea sought to disguise the nationality of the ship and the origin of its cargo, according to the complaint. The ship, in what U.S. officials say was a clear act of concealment, also turned off an automatic signal system intended to alert other ships of its course and location. The U.S. has prosecuted people and businesses for violating sanctions but has never before seized a North Korean ship. The country will have an opportunity to contest the seizure in court. By a narrow margin, voters on Tuesday made Denver the first U.S. city to decriminalize psilocybin, the psychoactive ingredient in “magic mushrooms.” Organizers of the decriminalization push say their only goal was to keep people out of jail in Denver for using or possessing the psychedelic drug to cope with depression, anxiety, post-traumatic stress and other conditions. The initiative makes use or possession of psilocybin by people 21 and older the lowest enforcement priority for police and prosecutors. In an op-ed published Thursday in The New York Times, Hughes joined the growing chorus of lawmakers and advocates demanding that the U.S. government rein in Facebook. Content of extremists slips through the cracks A whistleblower’s complaint to the Securities and Exchange Commission obtained by The Associated Press alleges Facebook has exaggerated its success in removing extremist content. Even worse, it shows that the company is inadvertently using propaganda by militants and hate groups to auto-generate videos and pages that could be used for networking. According to the complaint, over a five-month period last year, researchers monitored pages by users who affiliated themselves with groups the U.S. State Department has designated as terrorist organizations. In that period, 38% of the posts with prominent symbols of extremist groups were removed. In its own review, the AP found that as of this month, much of the banned content cited in the study — an execution video, images of severed heads, propaganda honoring martyred militants — slipped through the algorithmic web and remained easy to find on Facebook. it’s almost impossible to avoid, with many people eschewing the core platform in favor of Instagram or WhatsApp, not realizing they are Facebook subsidiaries. The apparent avalanche of disasters hasn’t dented Facebook’s finances; its earnings per share increased 40 percent last year, despite a torrent of public failures. No aspect of Facebook is more troubling than Zuckerberg’s total authority, Hughes wrote, calling it “unprecedented and un-American.” Zuckerberg controls 60 percent of the company’s voting shares and has ultimate oversight over Facebook’s algorithms, privacy settings and community guidelines. He has the money and power to copy, buy or squash his competitors. HEALTH President Trump on Thursday called for an end to “surprise medical bills,” the astonishingly high charges insured patients can face when a member of a medical team that treats them is not in their insurer’s network. “Not a pleasant surprise,” Trump said of bills that arrive in the mail and run to tens of thousands of dollars. “A very unpleasant surprise.” The administration threw its support behind efforts by lawmakers of both parties to address the problem, laying out a set of goals for legislation: Patients who receive emergency care should not be hit with charges that exceed the amount paid to in-network providers. In an emergency, patients are in no position to check whether their insurers have contracted with the surgeons or anesthesiologists who provide care. Patients going in for a scheduled procedure should get upfront information about whether their clinicians are in their insurer’s network and what costs they will face. Patients should not get out-of-network bills from a provider they did not pick. Fixes should not add to federal health care costs. Sen. POLITICS House Speaker Nancy Pelosi said Thursday the country faces a “constitutional crisis” over President Trump’s resistance to congressional investigation, and she promised a methodical, if lengthy, effort to pursue oversight of the White House. Pelosi made no promise for a swift House vote to hold Attorney General William Barr in contempt of Congress over his refusal to release special counsel Robert Mueller’s full report, deferring to a fresh subpoena for the document from the Intelligence Committee that’s due back next week. She continued to tamp down talk of impeachment. Instead, Pelosi foreshadowed a long-game strategy of Congress confronting a White House she suggested is all but goading her with its refusal to comply with oversight demands. “The president thinks it is a laughing matter,” Pelosi said. “This is about the American people and their right to know, and their election that is at stake — and that a foreign government intervened in our election — so we can prevent it from happening again.” “We won’t go any faster than the facts take us or any slower.” The step-by-step approach has been Pelosi’s touchstone for the escalating standoff between the two branches of government in the aftermath of Mueller’s report. By rebuffing Congress,
she said, the White House is essentially committing the kind of obstruction of justice Mueller probed in his report. “The president is almost selfimpeaching,” she said. The House Judiciary Committee voted Wednesday to hold Barr in contempt of Congress, capping a day of ever-deepening dispute between congressional Democrats and the Republican White House. Richard Burr for his committee’s subpoena of President Trump’s son, a move that suggested the Russia investigation is not “case closed” as some in the party insist. Democrats made their case that Congress was at a historic juncture as it confronts what they consider Trump’s stonewalling of lawmakers’ ability to conduct oversight. Alabama delays abortion ban vote MONTGOMERY, ALA. Alabama lawmakers on Thursday postponed a vote on a proposed abortion ban after anger erupted in the state Senate when some Republicans stripped an exception for rape and incest from the bill. Shouting broke among senators when the exemption for rape and incest was removed without a roll call vote. Democrats and some Republicans objected to the change to the bill, which would make performing an abortion at any stage of pregnancy a felony, being gaveled through quickly. Senate President Pro Tem Del Marsh suggested lawmakers go home for the weekend to cool off and resume debate on the bill Tuesday. Marsh said he supports an exemption for rape and wants a roll call vote on the matter next week. He said the bill still has a favorable outlook in the GOP-dominated chamber. The anger over the procedural dispute underscored tensions over the proposal that would become the most stringent abortion restriction in the country if approved. Emboldened by conservative justices who have joined the Supreme Court, abortion opponents in several states are seeking to spark a legal challenge that could eventually lead the court

Pope requires all priests, nuns to report abuse RELIGION Pope Francis issued a groundbreaking new church law Thursday requiring all Catholic priests and nuns around the world to report clergy sexual abuse and cover-up by their superiors to church authorities, in a new effort to hold the Catholic hierarchy accountable for failing to protect their flocks. Abuse victims and their advocates said it was a step forward, but not enough since it doesn’t require the crimes to be reported to police and essentially tasks bishops discredited for mishandling abuse for decades with policing their own. The new law provides whistleblower protections for anyone making a report and requires all dioceses around the world to have a system in place to receive the claims confidentially. And it outlines procedures for conducting investigations when the accused is a bishop, cardinal or religious superior. But it doesn’t require them to report abuse to law enforcement. The Vatican has long argued that different legal systems in different countries make a universal reporting law impossible, and that imposing one could endanger the church in places where Catholics are a persecuted minority. But the procedures do for the first time put into universal church law that clergy must obey civil reporting requirements where they live, and that their obligation to report to the church in no way interferes with that. He knows it might not happen. “If I’m here all year, and if I put up good numbers, and nobody wants me, then maybe I’ll revisit it in the offseason,” Bryan said. “But right now, I’m worrying about what I’m doing today, what I’m doing next week, and that’s it. For the uninitiated, Pokemon are mythical creatures with special abilities. Working with human trainers, they battle one another for supremacy. The phenomenon started in the 1990s with video games, evolving into a cartoon series, a card game and eventually the ever-present cultural juggernaut it is today. “Detective Pikachu,” the first live-action/animated entry in
the Pokemon canon, takes the creatures out of the ring and puts them on the streets of a place called Ryme City, where Pokemon and people live together in relative harmony. The story starts outside the city limits, with Tim Goodman (Justice Smith), a 22-year-old insurance adjuster who has given up his dream of becoming a champion Pokemon trainer. After the death of his father in a mysterious accident, Tim heads to Ryme City to set his dad’s affairs in order, only to discover an amnesiac Pokemon lurking in his father’s office: the yellow critter known as Pikachu. Though Pokemon can normally only articulate variations of their own names — e.g., pika pika — this

particular specimen (voiced by Ryan Reynolds) can talk, and he convinces Tim to try to get to the bottom of his father’s death. Here’s where “Blade Runner” comes in. Just as Ridley Scott created a film-noir vision of the future — all neon lights and crowded streets — director
Rob Letterman has rendered a dizzyingly complex and visually dazzling Ryme City. The movie embraces other noir tropes as well, down to the snappy dialogue and trenchcoat-clad femme (not quite) fatale: a BuzzFeed-style journalist (Kathryn Newton). It’s a clever kind of worldbuilding. Although the screenplay isn’t terribly innovative, Smith makes for a compelling straight man to Reynolds’ caffeine-obsessed Pikachu. Is “Detective Pikachu” a movie for everyone? Hardly. But it’s way better than it should be. It seems that when you take a little yellow creature with a heart of gold and turn him into a soft-boiled detective, something special is in the cards. KRISTEN PAGE-KIRBY (EXPRESS)

Designed in a palette of foggy gray tones, with the only dashes of color coming from flushed skin, spilled blood and candle flames, the story of a warrior and his body double (both played by Deng Chao) is gorgeous. But while “Shadow’s” story is a pretty enough meditation on the notion of twinning and opposites, it sometimes forgets that we have to care about its characters to stay with it. In ‘Tolkien,’ fellowship goes ever on and on The coming-of-age tale ‘Tolkien’ (PG-13, 112 min.) explores the bonds that DIRECTOR: Dome Karukoski STARS: Nicholas Hoult, Lily Collins, shaped the author’s life Colm Meaney, Derek Jacobi FILM REVIEW By virtue of its marketing campaign (and, um, its name), the film “Tolkien” suggests that it is a portrait of the formative years of J.R.R. Tolkien, the English author of “The Hobbit” and “The Lord of the Rings.” And while it certainly is a literary coming-ofage story — Nicholas Hoult plays J.R.R., or Ronald, as a young man, with Harry Gilby covering his teenage years — it is also very much a movie about three other young men, or at least Tolkien’s relationship to them. Those men are: Geoffrey Bache Smith, Robert Quilter Gilson and Christopher Wiseman, who with Tolkien called themselves the Tea Club and Barrovian Society (or T.C.B.S.) when the four met as teenage friends at King Edward’s School in Birmingham. “Tolkien” is a tale structured, like its subject’s books, around fellowship. don’t expect action and adventure. The movie is a capable and attractive enough biopic, if also less than riveting cinema. Directed by Dome Karukoski, the film jumps back and forth between World War I France, where Tolkien served as an officer, and the aspiring author’s school days at King Edward’s and Oxford. Between all the intercutting, “Tolkien” leans heavily on a single point: Imagination served as an escape. In the horrors of war, some of the battle scenes are staged as if Karukoski were channeling Peter Jackson: Smoke, fire and enemy combatants resemble hallucinatory dragons and ringwraiths, in Tolkien’s imagination.
These war scenes make for a sturdy framing device for the narrative, but it’s the Oxford scenes that serve as the meat of the movie. It’s during those passages that “Tolkien” explores the hero’s courtship with his future wife (Lily Collins) and his deepening friendship with the other members of the T.C.B.S. Although “Tolkien” presents the bond among the T.C.B.S. as brotherly, one relationship, it suggests, was particularly special: that between Tolkien and Anthony Boyle’s doomed poet Geoffrey, whose longing looks in Tolkien’s direction hint of an unrequited romantic attraction. Before the film’s release, the late author’s estate released a statement saying that Tolkien’s family members “do not endorse it or its content in any way.” Their reasons are left unstated, and it should be noted that the family had yet to even seen the film. Still, “Tolkien” is anodyne enough that no one should be terribly upset by it, let alone deeply moved in any other way. MICHAEL O’SULLIVAN (THE WASHINGTON POST)

Emily Dickinson gets an uneven, eccentric biopic FILM REVIEW With the Emily Dickinson biopic “Wild Nights With Emily,” the writer-director Madeleine Olnek argues a very particular point. Buttressed by a trove of letters left behind by the Belle of Amherst to her sister-in-law, Susan Gilbert Dickinson, the film suggests that the poet was involved in a lesbian relationship with her brother’s wife. Great fodder for sketch comedy, right? Comedian Molly Shannon stars as Emily. When we first meet her, she shares a passionate kiss with Susan (Susan Ziegler). The scene is played more for laughs than erotic tension. Such physical comedy is at odds with other scenes in which the character is taken much more seriously: as a gay writer whose goal of publication was frustrated by men. Writer Thomas Wentworth Higginson (Brett Gelman) — Emily’s literary mentor, who published her poetry only after her death — is shown performing heavy “surgery,” as she calls it, to make her verse’s often eccentric punctuation conform to convention. “Wild Nights” largely sidesteps the worst tropes of biographical drama, but when it falls, it falls hard. Most notably, the film goes too far at times, threatening to reduce the writer’s life to the punchline of a literary version of Rodney Dangerfield: She got no respect. PAT PADUA (TWP)

Stern shares he had a cancer scare in 2017 Howard Stern revealed to The Hollywood Reporter for the magazine’s May 13 cover story that he had a cancer scare two years ago.
