Black Women: More Power, Still At Risk

While black women in the United States are more vulnerable to health problems and violence than other groups, they’re making strides in education and business ownership, according to a report released Thursday. What’s more, the report from the Black Women’s Roundtable shows, black women are becoming a powerful force at the polls, leading in voter turnout. Here are some key findings from the report. Black women hold roughly two-thirds of all bachelor’s and doctorate degrees and 70 percent of all master’s degrees conferred to blacks. For black women, high school graduation rates have more than tripled since 1960. As of 2012, 86 percent of black women graduated from high school.

Black women led in voter turnout in the past two presidential elections, but high turnout is not exclusively linked to President Barack Obama. Black women in Virginia led all voters in that state’s 2013 governor’s race. Of the 102 female members of the 113th Congress, 15.7 percent are African-American.

Black women have extremely high rates of labor-force participation, higher than all other women, and maintain that lead even after entering motherhood. Black women earn 68 cents to every dollar earned by white men. Between 1997 and 2013, black women led all women in the nation in the number of business startups and in revenue growth.

Black women have the highest breast-cancer death rates of all racial and ethnic groups in America and are 40 percent more likely to die of the disease than white women. While more than two-thirds of the U.S. population is either overweight or obese, 4 out of 5 black women fall within this designation.

Black women are more than twice as likely as white women to become a victim of violent crimes (44.5 versus 19.6 rate per 1,000 persons). Since 2000, the incarceration rate for black women has decreased by 30 percent, while white women’s incarceration rates have risen by 47 percent, and Latinas by 23 percent.

tian Hunt. After all, it already has a history of participating in roasts. Just ask anyone who’s ever been stuck on a hot car in August. The setup is similar to the celebrity roasts on Comedy Central, where speakers take turns lov-

ingly skewering the subject, who sits onstage for the whole ordeal. In the “Tuesdays with Funnie” version, a local comic serves as a stand-in for the roastee. Playing the role of Metro on Tuesday night will be Michael Foody, 32 , who l ives i n Columbia Heights. “It’s difficult for a person to look like a train,” says Foody, who’s not entirely sure why Hunt deemed him the best fit for this job. But Foody is fond of Metro, which has dutifully ferried him around during the eight years he’s lived in Washington. He got very familiar with the system back when he had a daily mega-commute to Rockville. To portray the character, Foody will not be relying on a costume (though he’ll probably wear a Metro logo shirt). Instead, he’s been constructing a persona that’s “wellmeaning but not self-aware,” says Foody, noting that Michael Scott from “The Office” is an inspiration. He’ll get his chance to zing back once the roasters are done. Has much research gone into this project? “I’ve been thinking about it, and Wikipedia-ing it. That’s the 2014 equivalent of research,” Foody says. Given how people in this town love to kvetch about Metro, Foody expects there will be no shortage of comedic material to dig into. “I’m sure delays and closures will enter into it. And ‘see something, say something’ will make an appearance. There are a lot of somethings that happen on Metro,” he says. Also on his predicted hit list: “the inexplicable carpeting.” No matter how rough the jokes get, Foody is certain he’ll make it through the night unscathed. “Metro’s feelings will be just fine,” he says. “I’m a grown train.”

Police search a park for the 8-year-old, fearing the worst Washington A search of a D.C. park for a missing 8-year-old girl is a “recovery operation,” although police haven’t given up hope of finding the child alive, Chief Cathy Lanier said Thursday. Relisha Tenau Rudd was last seen in the city on March 1 with Kahlil Malik Tatum, a janitor at the city homeless shelter where Relisha lived. A day later, Tatum bought a carton of 42-gallon contractor trash bags at a store and was seen in the area of the Kenilworth Aquatic Gar-

dens, Lanier said. Tatum, 51, continued to go to work after that and was seen throughout the city, but Relisha was not seen with him, Lanier said. While police haven’t given up hope that Relisha is alive, “we cannot ignore the possibility that he may have killed her,” Lanier said at a news conference at the park, where officials had cordoned off entrances. Digital billboards along the East Coast are displaying photos of Relisha and Tatum. FBI spokeswoman Lindsay Godwin said the agency is “casting a wide net” for Tatum. Relisha’s repeated absences from school led authorities last week to look for her, although her family had not reported her missing.

Mayoral candidate Muriel Bowser is surging in polls, but her support is squishy: Those turning to her are less likely to vote, and they still might change their minds. Incumbent Vincent Gray enjoys a rock-solid base of die-hard supporters, but there are far fewer of them than there used to be. Both circumstances point to the urgency of turnout for both front-runners in Tuesday’s Democratic primary. Bowser is working feverishly to identify the supporters who, according to a Washington Post poll, are flocking to her. She must persuade them to stick with their choice — and make sure they actually vote. The Metro board voted Thursday to raise fares for trains and buses. The new fares, which will take effect around July 1, increase the cost of riding Metrorail by an average of 3 percent, though some riders will pay more depending on the time and distance they travel. People who park at Metro lots and garages will pay 10 cents more per day. All bus riders will now pay $1.75. This is a 15-cent increase for those using SmarTrip cards now and a 5-cent break for riders who have been paying the 20-cent surcharge on cash payments. The maximum fare for riders of the MetroAccess paratransit service will drop from $7 to $6.50. MetroAccess riders dominated the fare hearings, and their efforts were rewarded. By contrast, relatively few of Metro’s hundreds of thousands of rail and bus riders spoke at the hearings.

This winter only felt never-ending. Next week’s issue has the scoop on how to refresh your rental in that tradition called spring cleaning.

Such changes are far from simple, especially when the intended building has historic status. Take, for example, the former Hecht Co. warehouse at 1401 New York Ave. NE, which was built in 1937. It is an Art Deco-style warehouse, with a 12-point star-shaped cupola crowning a corner, and it is a D.C. Historic Landmark. That means that any alterations are subject to review by the D.C. Historic Preservation Office. The review process ensures that the character of a landmark is retained and enhanced, says Steve Callcott, deputy preservation officer with the D.C. Office of Planning. Callcott has been working with Douglas Development and Antunovich Associates, an architecture

firm, on the project, which aims to turn the space into 300 apartments. Antunovich Associates intends to retain elements of the cement warehouse’s “historic envelope,” including decorative glass blocks on the facade, upper windows and masonry, architect Ben Keeney says. So the exterior will keep its look, Keeney says, but “we’re really going to freshen it up.” Part of the building will also be repurposed into a mixed-use retail and office space. Rental rates have not been set, but the project is slated for completion in 2015. Plenty of similar efforts are being planned: The D.C. preservation office reviewed at least 10 projects over the past year that involved adapting historic buildings to residential use, Callcott says. How do I get a first-time landlord to do the things he’s supposed to do? We are having trouble getting him to fix things that were broken when we moved in. A tenant in this situation should know his or her rights, try to resolve the problem directly with the landlord, keep good records and be prepared to take legal action if necessary. The landlord’s maintenance obligations are set forth in the District’s housing code. Under the housing code, the landlord has a duty to keep the rental unit, and the common areas of the building, safe and habitable. The landlord also has specific responsibilities, including heating,

lighting, ventilation, facilities, utilities, cleanliness, sanitation and safety. If the landlord fails to meet these obligations, the tenant’s options depend upon the severity of the violation(s). If there are violations, the inspector will issue a notice indicating how much time the landlord has to complete repairs (generally between 24 hours and 30 days). There should be a re-inspection to determine if the violation has been resolved. In 2010, D.C. Superior Court created a “Housing Conditions Calendar,” where tenants may seek expedited relief for substandard housing conditions. Neighbors were shocked, according to 2012 newspaper reports, when they learned the building that once housed Frazier’s Funeral Home would become luxury apartments — even though the funeral home, established in 1917, had closed in 2008. Kyle Thompson, 23, who lives in a unit there, says he and his roommate hadn’t known how well-known the funeral home was. Passersby often ask him questions about it, he says. He has noticed a divide between people who are sad to see local institutions go and people who are “really excited about the revitalization of D.C.,” Thompson, a program assistant for a nonprofit, says. “It’s like a new D.C. moving forward,” he says. The building, at 389 Rhode Island Ave. NW, is part of the LeDroit Park Historic District, which encompasses dozens of buildings built between 1873 and 1910. Developers converted it into six two-bedroom units. Rents range from $2,300 to $2,900, according to Towne Residential, which showed the six units. At the same time, the 21-yearold’s fiery personality and occasional outbursts make it easy to remember just how young he still is as he enters his third big league season. On Wednesday, Harper got ejected from a spring training game. The outfielder had to be separated from first base umpire Jeff Gosney in Washington’s 3-2 loss to St. Louis. After Gosney called him out on a close play, Harper uttered something that resulted in him being thrown out. “You must play the game with

For the second consecutive year, Sports Illustrated

is predicting the Nationals to win the World Series. A healthy season from Harper would help reach those lofty expectations. He has a ferocious approach to the game and has suffered quite a few injuries as a result. After crashing into two outfield walls a year ago, he sustained knee bursitis — which bothered him all season. Harper hit .274 with 20 home runs and 58 RBIs, but he played in just 118 games in 2013. After offseason knee surgery, Harper lifted weights to add muscle

The NL East title race will likely come down to the Nats and the Braves. The past two division champs are loaded with young, talented players with postseason experience. Washington is looking to regain its form from 2012, when it posted the best record in baseball. Atlanta is out to make the playoffs for a third consecutive year. Each opens the 2014 season Monday. Adam LaRoche The 34-year-old hit just .237 with 20 homers and 62 RBIs in 152 games last year. The slugger might get benched when the Nats face a tough lefty starter; he hit .198 vs. southpaws in 2013.

Anthony Rendon Washington has a couple options at second. Rendon is the more consistent hitter, but Danny Espinosa has altered his approach at the plate and could steal some time because of his defense.

Ryan Zimmerman He’s been able to play through shoulder problems, but it may limit his ceiling. Despite the injury, he hit .275 with 26 homers and 79 RBIs in 2013. He’ll also likely spend a little time at first base.

Ian Desmond Among shortstops, he ranked in the top five in runs, home runs, RBIs and batting average in 2013. Defensively, though, he ranked 17th out of 20 in fielding percentage.

Bryce Harper He’s just 21, but expectations will be high for Harper in his third big league season. Last year, he missed 44 games and had a modest 20 homers and 58 RBIs. The Nats need more from the slugger.

Denard Span Span’s splits tell the story of his 2013 season; he hit .263 before the All-Star break and .302 after. He had 20 stolen bases and could run more with aggressive new manager Matt Williams.

Jayson Werth The highly paid 34-yearold is coming off his best season in Washington. He ranked fifth in the NL in both batting average (.318) and on-base percentage (.398) and led the team in RBIs (82).

Freddie Freeman To get an idea of how important the 24-yearold is to Atlanta’s lineup, the Braves gave Freeman an eight-year, $135 million deal in the offseason. He’s one of the most patient hitters in the majors.

Dan Uggla The 34-year-old has never had a great batting average, but he hit a career-worst .179 last year. Another poor start and Uggla could lose his job to prospect Tommy La Stella.

Chris Johnson It’s still weird to not see Chipper Jones here. Johnson has filled in nicely, though. He was second in the NL in batting in 2013 and could be the Braves’ cleanup hitter this season.

Andrelton Simmons At 24, he still has room to develop as a hitter, but there’s not a better defensive shortstop. According to baseball -reference.com, Simmons’ defensive WAR (5.4) was higher than Desmond’s total WAR (3.6) in 2013.

Justin Upton Like Harper, Upton was a former No. 1 pick who came up to the big leagues as a teenager. Upton’s 26 now, and his ceiling has lowered — though he’s still a solid power hitter (27 homers, 70 RBIs in 2013).

B.J. Upton There wasn’t much Upton did well at the plate last year in his first season in Atlanta. He had a career-worst .184 batting average and .289 slugging percentage. He also finished 10th in the majors with 161 strikeouts.

Jason Heyward The 24-year-old missed 58 games in 2013 and his power numbers declined (14 home runs, 38 RBIs). He’ll also need to improve on his .254 average, but the 2012 Gold Glove winner always brings his defense.

The film wonders if Noah screwed up. It wonders if God did. “Noah” asks whether it’s right or just for Noah to bar the door against that 5-year-old and 3-yearold we discussed earlier, and it imagines what it’s like to be the man on the dry side of things. It’s about the lines between faith, trust,

Rocking the Boat If you’re looking for a retelling of the biblical story of Noah, then Darren Aronofsky’s “Noah,” opening Friday, is most certainly not for you. If you’re looking for a visually lush, profoundly moving, thoughtful exploration of the story, then I know what you’re doing this weekend. Some people — mostly a few Christian fundamentalists who figure that if they shout loud enough they’ll drown out more reasonable voices — are already angry at the film. It’s true that Aronofsky (who also co-wrote the screenplay with Ari Handel; God does not get a writing credit) takes Peter Jackson-level liberties with the source material. I would have been only mildly surprised if Legolas had shown up. There’s still a flood and a boat,

but some characters have been eliminated and others added, the women wear pants, and Noah (Russell Crowe, in the best performance of his career. You’re forgiven for Javert, sir.) pushes an environmentally conscious agenda (he’s even a vegetarian!). If your main argument with the fi lm is that it’s not as good as the book — or in this case, The Book — fine, but that’s not judging the film on its own merits. It’s also unfair to condemn

a fi lm because it doesn’t live up to whatever version of Genesis 6 you have in your head, especially since what we often hear about the flood is a very easy telling of a very hard story. Noah’s story is often one of the earliest ones we teach our kids, because boats are fun and animals are cute. We tend to skim over the genocide committed by the Almighty; we think of Noah and his family hanging out inside the ark, not of the people drowning outside. People that, since we’re talking about the entire rest of humanity, includes little kids. One minute a 5-year-old is playing with her 3-year-old sister; then it rains; then they’re drowning. “Noah” doesn’t ignore the collateral damage the flood caused; it focuses on

He’s taken Noah’s journey sincerely to heart, processed it through his own singular visual and moral imagination and come up with a narrative that feels deeply personal, broadly mythical and cannily commercial all at the same time. That feels just about right for “Noah,” which ultimately invites viewers to form their own meanings, whether they’re about sacrifice and obedience, stewardship and service entertainment value. “Noah” goes beyond telling a familiar story. The film wonders if Noah screwed up. It wonders if God did. human fallibility, mercy, justice and madness. It forces people to think about the story anew — an opportunity people who consider this story sacred should welcome, not run from. It is easy to worship a God whose sayings fit on a bumper sticker. It is easy to worship a cuddly God who sends a rainbow and gloss over an angry God who sends a flood (especially since so many of us are sure we’d be on the boat and not caught out in the rain). Similarly, it’s easy to look at a film and dismiss it out of hand because you think it might make you uncomfortable. Maybe you won’t see “Noah” because you don’t like Russell Crowe or you can’t find a sitter or you hated “Black Swan” and therefore don’t want to see anything Aronofsky does. All fine reasons to skip it. What is not a good reason is having a faith that leaves no room for wrestling with God.

The Seeds Of Heroism With ‘Cesar Chavez,’ Diego Luna examines a man on a mission Film You can make a movie about a protest, or you can make a movie about a protest leader. “Cesar Chavez,” out Friday, is more about the man than the movement — a careful choice on the part of director Diego Luna. “I did two years of research and interviews, and then I decided to forget all that,” Luna says of his choice to focus on the life of the Mexican-American civil rights activist in his biopic. “I decided to think about the father, and think about the husband and think about the everyday struggle of having to leave your house knowing they need you there, in order to bring something about that you know is necessary.” Michael Pena (“End of Watch”) stars as Chavez, who founded the National Farm Workers Association in 1962 (now the United Farm Workers union) and led strikes against grape growers. Chavez also called for a national boycott of grapes in 1968, which helped vastly improve conditions for the field workers, most of whom were Mexican or Mexican-American. His success came at a cost. Luna,

Derek Swanson of DC Sharp wants Washingtonians’ blades to be a cut above

A model from the July/August issue of Playboy is on display in one of the stalls at D.C.’s Union Market — and talk about some dangerous curves. The chef’s knife is part of a $2,500 set handcrafted by Cut Brooklyn’s Joel Bukiewicz. It’s just one of 300 pieces of cutlery on offer at DC Sharp. “It will be the largest kitchen cutlery shop in the country,” vows Derek Swanson, who started the blade emporium when Union Market opened in September 2012. At the time, he knew almost nothing about knives other than that he wanted to have his sharpened. Turns out other people did, too: Within days of opening, he had so much business that he had to summon his brother, Ryan, from Boston to join him. (Now they’re considering expanding to two other locations: New England and Northern California.) Why so much demand for sharpening? “A sharp knife will go where you want it to,” Swanson says. A dull knife, on the other hand, might go into your finger.

No appointments are necessary to bring your knives to the DC Sharp stall in the northwest corner of Union Market (1309 Fifth St. NE, Tue.Fri. 11 a.m.-8 p.m., Sat. 9 a.m.-8 p.m., Sun. 10 a.m.-7 p.m.). Knives can usually be sharpened while you shop. DC Sharp also has a drop-off location at Annie’s Ace Hardware (1240 Upshur St. NW). The other benefit of a sharp blade is that it slices cleanly, he adds. This is helpful not only for preparing salads, but also in the event of an accident. One DC Sharp customer had a mishap that involved 43 stitches and surgery. “But on the bright side, the surgeon said, ‘It’s the cleanest cut I’ve ever seen, so it’ll heal faster,’ ” Swanson says. For their sharpening services, which start at about $10 per knife, the Swansons use manufactured Japanese whetstones, which are renowned for their ability to hone a blade. “They take off far less

steel than any machine,” Swanson says. The stones are submerged in water, which acts as a lubricant and keeps the knife free of debris as it gets swiped repeatedly. The process usually takes between five and 10 minutes, but knives in spectacularly bad shape can require an hour of work.

How well a knife holds up depends on the steel, Swanson e x pla i ns. He recom mends a sharpening every three to six months. But the better the knife, the sharper it’ll stay, which is why it can be cost-effective to spend a bit more when you buy. Sharp shoppers should look for quality over quantity, Swanson says. “You can do most meals with two or three knives, so there’s no point in spending $500 on a 10-piece set and not getting the best tools,” Swanson says. He argues for investing in three knives — which will probably cost at least $30 each — based on what you like to cook. Do you make a lot of seafood? Buy a filet knife. Vegetarians might want a vegetable cleaver to help food prep go faster, he says. DC Sharp initially carried a w ide range of blades from German, American and Japanese manufacturers. Expect to see mostly the latter these days as the DC Sharp inventory evolves. With Japanese knives, Swanson says, “you get more bang for your buck right now.” The way the steel is hand forged results in knives that are thin, but strong. “They’re easier to sharpen, and they’re better looking, too,” he adds. The goal is to make sure prices stay approachable, Swanson says, but to only offer products that are tough to find anywhere else and made by bladesmiths who are “the best on the planet.” Before commit t ing to a purchase, customers are invited to test several knives, Swanson says. “A knife should last your entire life,” Swanson says. “Choose the right one, and it’s your trusty companion for a long time.” VICK Y HALLET T (E XPRESS)

Three Ways to Test Sharpness: Tomatoes. Chopping other vegetables, such as cucumbers, onions and carrots, gives you a sense of how hard you have to push to slice. But with a tomato, “the blade should go through under its own weight,” Swanson says. There

should be no noticeable resistance as you cut and there should be no juice left on the cutting board when you’re done. Paper. Get your revenge for all of those paper cuts by taking your knife to a sheet or two. “A sharp

knife goes through paper like it’s butter,” Swanson says. Skin. A sharp knife can also give you a dry shave, says Swanson, while demonstrating the test by stripping his forearm bald with a few deliberate strokes. V.H.

Part reality show, part cooking show, “Extra Virgin” tracks TV actress Debi Mazar and her Tuscan husband Gabriele Corcos as they work together in the kitchen to feed themselves and their two daughters (premiers at 8 p.m., Wednesday on the Cooking Channel). Now in its fourth season, the show peeks into the lovebirds’ charmed life, with dashes of Mazar’s signature snark and Corcos’ tasty recipes. How do you explain the success of the show? CORCOS: I think the secret of what we’re doing is it’s a real story. What you see is the way we live as a family. We’re not teasing you with difficult Tuscan recipes. Everything we do is really true, it’s really cheap and it fits into the life of modern families everywhere.

How does food bind you together as a family? MAZAR: Sitting down at the table is a sacred event. It’s the heart of the home. People have ginormous homes or crappy little homes, but the kitchen is where we always end up sitting. It’s where the stories happen, the family happens. CORCOS: And the kids’ homework.

You seem so sweet to one another in the kitchen. MAZAR: It’s the life we want to let you into. Because trust me, we’re normal. We scream, the kids have meltdowns, they don’t want to eat their vegetables. But with our show, the food is the story. People don’t want to see ugly on TV. Or if they do, they can always go watch some other channel. This is a cooking channel.

The recipes look so easy. CORCOS: In Season 1, the culinary team said my steak wasn’t a recipe. I turn on the fire and wait till the last minute to add a pinch of salt and pepper. It doesn’t say anywhere that a good piece of meat should be covered in sauce. Do fewer ingredients mean lower grocery bills? CORCOS: When there’s a bottle of

Have you ever considered opening your own restaurant? CORCOS: I do not consider myself as a chef. I don’t need to wow you with my food. MAZAR: You wowed me.

Do the recipes always go so smoothly? MAZAR: We made this incredible sauce that had been cooking for hours, and we had to blend it. I put it into a blender that wasn’t my normal blender, and I unscrewed it wrong. The bottom stayed on and the whole batch went all over the counter. You have to improvise, and we did.
