A dog walker in Berlin was lucky to escape injury from, yes, a flying coconut. He was walking March 1 when he heard a bang before a ball-shaped projectile flew past him, hitting a lamppost. Police were called and found a large, homemade cannon that used compressed air to shoot coconuts at high speeds. A 23-year-old man explained that he had helped to build the cannon for an art project and wanted to test it. Police impounded it. (AP)

The new school scheduled to open soon in Orange County, Fla., is named Innovation Park Middle School. Oops. Mayor Muriel Bowser wants to set aside $7 million in city funds next year to lend money to building owners and developers to make improvements that reduce greenhouse gas emissions in the nation’s capital. The proposal for a “green bank” would have D.C. emulate similar but larger efforts underway in Connecticut, New York and several other Democratcontrolled states. Tommy Wells, Bowser’s director of the Energy and Environment Department, said the fund would allow large building owners and those undertaking renovations to obtain affordable loans to replace aging heating,

ventilation and cooling systems — among the largest sources of carbon emissions in the city. Low-interest loans would also be available to fund more-experimental technologies, such as geothermal heating from D.C. sewer lines, he said. “We have many buildings with HVAC systems that are reaching their end-of-life cycles, and that’s a problem — 74 percent of all greenhouse gases in the city come from energy consumption of buildings,” Wells said. “How do they get good, cheap financing? With a green bank, we’re in a position to fund major renovations with high-efficiency systems.” In a statement, Bowser said the fund would allow Washington to “lead the way,” becoming the first U.S. city to have a green bank. “By creating a Green Bank, we will create more jobs for D.C. residents, which will allow us to

Years after scandal, new rabbi hired Georgetown synagogue saw its previous leader convicted of voyeurism THE DISTRICT Two-and-a-half years after the leader of a prominent Orthodox synagogue grievously violated his congregants’ trust by surreptitiously recording dozens of women undressing for a ritual bath, Kesher Israel is putting its trust in a rabbi again. After an extensive search, the Georgetown synagogue has hired Rabbi Hyim Shafner, its

first full-time rabbi since the arrest of Rabbi Barry Freundel in a 2014 scandal. “He seems to Shafner be a very sensitive, warm and caring individual,” Kesher president Elanit Jakabovics said of Shafner. “We knew that was going to be something that was an important quality.” Shafner, who will start his new job at Kesher this summer, comes from Bais Abraham, a smaller Orthodox synagogue of about 120 families near St. Louis.

Shafner and his wife, who also has been working in the St. Louis Jewish community, have three children in high school and college. He said he has long been interested in Orthodox Judaism that engages with the wider world — and Washington seemed the perfect place to lead a synagogue that participates in broader national conversations. “I think it gives me the opportunity to have a certain positive influence on the Jewish people that you don’t always have in St. Louis,” he said of his new job at

Spicer: Trump ‘stands by’ his wiretapping claims POLITICS White House press secretary Sean Spicer said Thursday that President Trump “stands by” his allegation that former President Barack Obama ordered wiretapping surveillance of Trump Tower last fall, despite statements from the leaders of congressional investigations that no evidence had been found to support the claim. In a remarkably combative exchange with reporters at his daily press briefing, Spicer was asked whether Trump still believes his wiretapping claims.

Animal rights lawyer Steven Wise, who has appointed himself the attorney for New York chimps Tommy and Kiko, made his arguments for just that in front of the New York Supreme Court on Thursday. Wise has been trying for years, unsuccessfully, to get courts to grant the chimps habeas corpus, or bodily liberty. It’s an argument that, if successful, could lead to revolutionary changes in legal status for animals. Courts have already granted personhood to other non-humans, such as corporations and ships, but Wise’s argument for personhood for the chimps has so far failed to convince judges. Budget slams the poor President Trump’s federal cuts would slash programs that help rural, working families POLITICS President Trump has unveiled a budget that would slash or abolish programs that have provided low-income Americans with help on virtually all fronts, including affordable housing, banking, weatherizing homes, job training, paying home heating oil bills and obtaining legal counsel. During the presidential campaign last year, Trump vowed that the solution to poverty was giving poor people incentives to work. But most of the proposed cuts in his budget target programs designed to help the working poor, as well as those who are jobless. And many of them carry out their missions by disbursing money to the states, which establish their own criteria. “This is a budget that pulled the rug out from working families and hurts the very people who President Trump promised to stand up for in rural America and in small towns,” said Melissa Boteach of the Center for American Progress, a liberal think tank. The White House budget cuts will fall hardest on the rural and small-town communities that Trump won, where one in three people are living paycheck to paycheck — a rate that is 24 percent higher than in urban counties, the center has found. The budget proposes housing “reforms” that add up to more than $6 billion in cuts while promising to continue assisting the nation’s 4.5 million low-income households. If enacted, the budget would result in the most severe cut to the Department of Housing and Urban Development since the early 1980s, according to the National Low Income Housing Coalition. It would also eliminate the U.S. Interagency Council on Homelessness.

Saying states, local governments and philanthropy are going to help is just passing the buck,” a HUD official said. “HUD is no different than any other domestic agency in just feeling as though these cuts are all very arbitrary and unnecessary.” Trump also plans to eliminate the $210 million now dedicated toward Community Development Financial Institutions. The program, administered through the Treasury Department, invests in community banks that provide loans and financial services to people living in distressed communities. Also on the chopping block: the Low Income Home Energy Assistance Program, or LIHEAP; the Energy Department’s weatherization assistance program, which dates back to 1976, when Gerald Ford was president; the Community Services Block Grant; the Legal Services Corp., which was launched as part of President Lyndon B. Johnson’s war on poverty; the Special Supplemental Nutrition Program for Women, Infants and Children; and the Labor Department’s Job Corps and Senior Community Service Employment Program. Not everyone, though, believes the cuts will hurt the poor. Robert Rector of the Heritage Foundation said the cuts cannot be evaluated in isolation when they represent less than 1 percent of the $1.1 trillion in overall spending last year. Republicans balk at Trump’s budget plan Defense hawks, rural conservatives and even some of Donald Trump’s most vocal supporters in Congress sharply criticized the president’s first budget proposal Thursday, pushing back on the potential hike in defense spending as insufficient and decrying some other cuts to federal agencies. Capitol Hill Republicans, however, did not seem terribly worried about the prospect of such a budget being enacted. “Presidents propose, Congress disposes,” said Rep. Hal Rogers, R-Ky. Rogers was one of several GOP lawmakers to dismiss Trump’s budget wish list. “I’ve never seen a president’s budget proposal not revised substantially,” said Sen. Charles E. Grassley, R-Iowa. Several Republicans also expressed concern that Trump’s budget slash to foreign aid is too large. Rogers predicted the foreign aid cuts “will not stand” once Congress begins considering Trump’s request. But for defense hawks, many who support a dramatic increase in military investment, the $54 billion hike is not enough. “The administration’s budget request is not enough to repair that damage and to rebuild the military,” said House Armed Services Committee Chairman Mac Thornberry, R-Texas. Trump’s options seem more limited than with the first ban. He already has revoked and rewritten the first order. He has two rulings against him in two federal circuits. All roads, legal analysts say, now likely lead to the Supreme Court. The considerations this time are somewhat different than the initial ban. The district court rulings on the new ban pointed extensively to comments made by Trump and his top advisers indicating that they wanted to prevent Muslims from entering the U.S. If Trump were to ask for appellate court intervention, the Justice Department would have to convince the appeals courts that such evidence — which the judges in Hawaii and Maryland wrote is a strong indication that the ban might disfavor one religion — should not be considered and is not relevant. At a rally Wednesday night, Trump suggested reinstating the original travel ban. While it is technically possible that he could do that, experts warn that it would be foolish to do so given the previous 9th Circuit ruling. The only option left is the Supreme Court. The ponies are a 6 seed, but according to analytics expert Ken Pomeroy, they’re underrated. He has them No. 11 in the 64-team field.

Despite parity in the Big Ten this year, Michigan State finished seventh in the league in the regular season. Coach Tom Izzo and the Spartans have a 51 RPI compared to Miami’s 42. Reasons to tune in: Like USC, Kansas State is riding high after a First Four win. The Wildcats beat Wake Forest 95-88 on Tuesday behind 24 points from Wesley Iwundu. Coach Bruce Weber is comfortable in March — he took Illinois to the national title game in 2005 and is making his 11th overall tournament appearance. Cincinnati lost to SMU in the AAC title game, but the Bearcats rank 12th in RPI, and ESPN’s BPI gives them a 70 percent chance to beat KSU. Junior Gary Clark, above, is a 6-8 Swiss Army knife, averaging 10.7 points, 7.9 rebounds, 2.0 assists and 1.2 blocks for the defensive-minded Bearcats.

Reasons to tune in: The Shockers’ postseason pedigree makes them a popular upset pick. Although coach Gregg Marshall’s squad lacks quality wins this year, Wichita State has advanced past the first round for four years running and appeared in the 2013 Final Four. The Shockers are young — sophomore Markis McDuffie, above, and freshman Landry Shamet are the leading scorers with just over 11 points per game — but Pomeroy ranks them seventh in the field. Seniors Charles Cooke, who transferred from JMU, and Kendall Pollard both average more than 14 points and five rebounds per game for the Flyers.

LeFou in love: A ‘Beauty’ secret? It’s not anymore. As a bookloving teenage girl, I was pretty much required to adore 1991’s animated “Beauty and the Beast.” As a professional cynic, I was pretty much required to be wary of Disney’s live-action remake — and I was. I am here to report, though, that the legacy of the original is in loving, capable hands, and those hands have crafted a piece of art that is part homage, part update and very nearly all wonderful. So let’s talk about the “exclusively gay moment” people are freaking out about! Once upon a time, movies pretended that everyone was straight, the same way they pretended that no one ever had sex before marriage. Enter the

“coded gay,” those characters whose sexuality was given a wink and a nod. My favorites are Martin Landau in “North by Northwest,” Marlene Dietrich in “Morocco” and basically everything Peter Lorre ever did. This code was the cinematic equivalent of pretending those nice older ladies who live next door to you are just roommates; it made it possible to represent a gay character while nearly entirely divorcing him or her from any sort of romantic or sexual life. Some say LeFou (played by Josh Gad in the “Beauty and the Beast” update), sidekick to the brutal, moronic Gaston (Luke Evans), was always coded gay. I disagree — leading one rousing song in praise of your burly best friend does not a homosexual make — but

it’s not a completely unfounded argument. I’m not going to get into the specifics of THE MOMENT, partially because it’s less than two seconds long and partially because it’s not like any trouser snakes run rampant on screen. (I’m also not going to tell you the other two LGBTQ-friendly moments I spotted. It’s like a sexual orientation scavenger hunt!) THE MOMENT simply suggests that LeFou might get his own happily ever after, and that he might spend it with a guy. And that, I think, is why some people — many of whom, I wager, have not SEEN THE MOVIE — are freaking. Disney has presented a gay man as a normal part of the world. Which should not be surprising,

since gay men are, you know, a normal part of the world. In cracking the code, Disney has made it impossible for people to separate LeFou from his romantic life, and that’s what makes some people uncomfortable. Removing sexual or romantic interests from LGBTQ characters (and people) makes them safer to those who consider them dangerous. That’s how people who are opposed to the “homosexual lifestyle” can still love their daughter’s soccer coach (and her “roommate”) or the church choir director who just never found the right girl. It’s OK to be gay — just don’t have any romantic or sexual interests. All THE MOMENT does is break LeFou out of the coded closet and make his sexuality a part of his life. After all, Belle’s sexuality is a part of hers, in this movie where the main lessons involve looking past differences and celebrating love, even when it’s between two members of different species. In French director Olivier Assayas’ “Personal Shopper,” Kristen Stewart plays a woman in Paris working in fashion who also moonlights as a medium. She’s tasked with finding out whether an old house is still haunted by its late resident, who happens to be her twin brother. ‘Betting on Zero’ Unrated, 99 min.

This documentary, a searing exposé arguing that the nutritional supplement company Herbalife is a Ponzi scheme, follows Bill Ackman, a hedge fund manager who made it his mission to take down the company. The film makes such a strong case that Herbalife does, in fact, engage in shady practices that it’ll likely leave viewers in a state of righteous outrage. MICHAEL O’SULLIVAN (TWP)

One awkward homecoming FILM REVIEW The former high school buddies who become reacquainted in “Donald Cried” do so under awkward circumstances. Then again, just about everything that happens in this low-budget comic drama is awkward. The movie is so fixated on embarrassing legacies that it ends with a Milli Vanilli song. Peter (Jesse Wakeman) returns to his snowy Rhode Island hometown with two goals: settling the affairs of his recently deceased grandmother and avoiding Donald (Kristopher Avedisian, the movie’s director). The two were metalhead best friends some 25 years ago, but Peter has grown up and gotten a Manhattan job he vaguely describes as being “in finance.” He suspects, rightly, that Donald has not changed. Forcing the two together is essential to the script, which was written by Avedisian (from a story conceived by Wakeman and Kyle Espeleta, who also has a small part). The device that facilitates the reunion is a missing wallet: Peter finds himself without cash and credit cards and turns to Donald for a loan. He doesn’t get much money, because the shaggy-haired slacker doesn’t have much. What Donald does have plenty of is free time to spend with his onetime pal. Peter has grown-up things to

do, such as collecting his grandmother’s ashes and beginning the process of selling her house. Donald is happy — nearly delirious, in fact — to play chauffeur. But he insists on side trips to see old friends, visit storied haunts, play football, throw snowballs

and get stoned. Peter tries to avoid these detours, and not just because he has appointments to honor. He also doesn’t want to confront the memories of his own adolescent misdeeds, notably the one that made Donald cry. One other hazard to dodge: regressing to the teenage self who might actually bond with a guy who still lives at home, works in a bowling alley and sleeps under an autographed poster of a naked porn star. That development is inevitable, although the movie does muster a few nifty surprises on its way to Peter’s ultimate surrender. There’s a bizarre revelation at a nursing home and an abortive hookup with a high school crush

(Louisa Krause) at a highly inappropriate venue. “Donald Cried” takes a purely functional approach to storytelling. Ted Arcidi has an outrageous turn as Donald’s belligerent boss, but the focus is on Wakeman and Avedisian’s unwavering performances. These are encapsulated in a scene where the two men pose for a photo: Donald is as frisky as a puppy, while Peter has a forced smile and one eye on the door. “Donald Cried” succeeds on its own modest terms, but watching its title character can be painful. FILM REVIEW “The Sense of an Ending,” Julian Barnes’ elegant Man Booker Prize-winning novel, receives a tasteful if limited adaptation in Ritesh Batra’s film. Batra has done a commendable job of translating Barnes’ intricate prose to the screen, opening up some of its corners, burrowing into its time shifts and elaborating on a few otherwise marginal characters. Jim Broadbent plays Tony Webster, a divorced retiree who lives a solitary existence in his townhouse. When a surprising letter arrives in the mail — informing him that he’s been left an artifact of his youth in the will of his college girlfriend’s mother — Tony is forced out of his comfortable habits, resulting in a reconsideration of a pivotal episode that his memory has dramatically distorted over time. While Broadbent inhabits Tony’s set ways with curmudgeonly bemusement and acerbic humor, Batra skillfully navigates the play of present and past in Tony’s life, introducing memories in flashing moments of magical realism. “The Sense of an Ending” is a cozy movie with an un-cozy message — about the perils of resuscitating our pasts, and the even bigger risk of leaving them be. Some may wonder whether the truth hurts more when it’s fallow, or furrowed and unearthed. For Tony, however, the answer to the question winds up being shocking and exhilarating. ANN HORNADAY (TWP)

Kendall, like us, is short $200,000 Kendall Jenner reported to police early Thursday that her Hollywood Hills home had been burglarized. According to TMZ, the model told police that $200,000 in jewelry was stolen. The site reported that Jenner had a party the previous night, and later saw that her jewelry box was open. Police told TMZ there was no sign of forced entry, and the evidence indicates the robbery was an inside job. (EXPRESS)

Several outlets reported this week that Amy Schumer’s latest Netflix special, “The Leather Special,” debuted on the site to disappointing reviews from members. But according to Splitsider, many of the poor ratings were the work of an organized effort from an alt-right Reddit thread to give Schumer’s special a one-star rating. Schumer responded to Splitsider’s story Wednesday on Instagram, writing, “I am embarrassed for the ‘journalists’ who report on trolls’ activities as if it’s news. … I thank you trolls so much.
