Senator: This Bill Will Help Victims McCaskill confident her military sex-assault measure is best solution Washington Sen. Claire McCaskill’s bill to overhaul the way sexual-assault cases are handled in the military has routinely been described as more modest, conservative, watered-down and incremental than her Senate colleague Kirsten Gillibrand’s measure. The legislation pushed by Gillibrand, D-N.Y., which would have taken the prosecution of sex crimes in the military out of the chain of command and put it in the hands of military prosecutors, was defeated Thursday. McCaskill’s bill is expected to pass today, a result widely seen as an affront to victims by a Congress that is still too male and overawed by military commanders to meaningfully challenge them. “I’m confident the choice the Senate made today is the right one for victims of sexual assault,” McCaskill said Thursday, according to The Hill. A former prosecutor, McCaskill

The bill put forth by Sen. Claire McCaskill, D-Mo., would:

said she spent her legal career supporting sex-crime victims at a time few others would. McCaskill says that taking the prosecution of sex crimes in the military out of the chain of command would have resulted in fewer prosecutions, not more, because prosecutors, she said, “get seduced by a win-loss record, and don’t want to take a loser to court.” Under Gillibrand’s bill, if a prosecutor doesn’t want to take the case to trial, that’s the end of it, whereas under McCaskill’s, if the prosecutor

wants to take the case and the commander does not, it’s automatically referred to the civilian secretary of that branch of the service for review. In cases where neither the prosecutor nor the commander wants to bring the case, it’s also referred to the secretary. McCaskill said she’s been bruised by the pronouncements of other Democratic women in the Senate, especially Gillibrand and Barbara Boxer, D-Calif. But it was her ally on the bill, Sen. Lindsey O. Graham, R-S.C., whom she seems to have wanted to

Get rid of the “good soldier” defense that takes factors such as the service record of the accused into account. Give the victim a say in whether the case is handled in a civilian or military court in cases where the crime occurred off of a military base. Extend protections to students in service academies. Require that in every decision on every promotion in the military, that commander’s record on the handling of sexual-assault cases is taken into account. (T WP)

throttle as he argued with great emotion that taking sex crimes out of the chain of command would be a slap in the face to commanders. “I frankly could give a s--- if I hurt the commanders’ feelings, when my focus is on the victims I care about as much as she does,’’ McCaskill said of Gillibrand, “even if that acknowledgment is not always reciprocated.” M E L I N DA H E N N E B E R G E R (THE WASHINGTON POST )

Republicans Have a Millennial Problem A new study by the Pew Research Center on millennials — defined as those between the ages of 18 and 30 — suggests that Republicans have a major demographic issue on their hands: Young people are more liberal and more inclined to support Democrats than the generations that have come before them. President Barack Obama’s 21-point victory among 18-29-yearolds in 2008 — and his 16-point margin four years later — showed that he had an ability to motivate and unite an age group that has been the perennial sleeping giant of American politics. But Republicans held out hope that without Obama leading the ticket, millennials would be back in play in 2016. A cursory read of Pew’s survey seems to suggest that those hopes have merit. Half of all millennials describe themselves as political independents, more than 10 percentage points higher than any other generation tested by Pew.

According to the Pew study, millennials time and again come down on the more liberal side of issues.

Sixty-eight percent support same-sex marriage. Fifty-five percent believe undocumented workers should be allowed to stay in the U.S. and have a chance to apply for citizenship. Fifty-six percent believe abortion should be legal in most cases. Fifty-three percent favor a bigger government that provides more services. (T WP)

But when millennial independents are asked which party they lean toward, 50 percent say they either identify as Democratic or “lean” toward the Democratic Party. Thirty-four percent identify as Republican or lean that way. Three in 10 millennials identify as liberal, 39 percent as moderate and 26 percent as conservative.

Washington Rain, sleet or snow, D.C. resident Joel Ramos is expected to show up at the Glover Park restaurant where he works. But severe weather like last Monday’s snowstorm turns his hourlong bus commute into a longer, less predictable ordeal. Last mont h, when Snochi dropped 7 to 18 inches of snow in the region, Ramos found himself standing at a cold, icy bus stop for 30 minutes only to find out that bus service had been suspended. It took him three hours to get to work by taking the Metro and walking, and he was two hours late. This winter’s 25 storms have brought ice, snow, sleet and the dreaded wintry mix, creating travel nightmares for commuters. But perhaps no group has been more affected than those who rely on buses. Telecommuting typically is not an option, and many of these commuters work in jobs that do

not pay them if they don’t show up. “We are too often left waiting at the bus stop, freezing in the snow, and late to work,” said Mary Koua, a Langley Park, Md., resident who commutes to Silver Spring. Metro spokesman Dan Stessel said the transit agency understands the need for consistent bus service, particularly in areas without easy access to Metrorail. The agency, he said, does not take the decision to suspend service lightly. “We understand there are people who rely on the service and need

it,” he said. “On the other hand, navigating a bus in bad weather conditions is not safe.” This winter, Metro has suspended all bus service at least twice. During some snowstorms, the system ran limited service on only the busiest routes. Bad weather also has caused countless delays and detours for bus riders. Before suspending service, Metro officials consult with meteorologists and local agencies to determine the condition of the roads, Stessel said. Metrobus supervisors drive all of the bus corridors to see the conditions firsthand, he said. Riders say they understand Metro’s decision to cancel service during treacherous conditions. But what’s more difficult to understand, some say, is the aftermath of such storms — dangerously icy sidewalks and snow-covered bus stops. Metro says it is responsible for clearing only the bus stops at its rail stations. There are 11,279 bus stops owned by 15 agencies. The responsibility for clearing them is complicated and confusing, which often means no one does it. LUZ L A ZO (THE WASHINGTON POST )

Tragedy Prompts Distracted-Driving Bill If passed, Md. would have some of nation’s strictest penalties Annapolis Five-year-old Jake Owen played a video game as his family sat in Baltimore traffic. He excitedly announced, “Mom, I have 42 lives!” Then an SUV slammed into their car. Devin McKeiver, 23, was talking on his cellphone when he rear-ended the car. The impact killed Jake. Had McKeiver been drunk, he could have faced jail time. Instead, with his lawyer arguing at trial that McKeiver was doing something that

everyone does, he was fined $1,000. Now Jake’s family and others are asking Maryland lawmakers to increase penalties for drivers who cause accidents by talking or texting on a hand-held phone. The bill, known in Annapolis as “Jake’s Law,” also would require so-called distracted drivers involved in serious crashes to give police basic information about their cellphones. Privacy advocates say a forced hand-over of phone data is unnecessary and makes it even easier for police to access the massive digital trail that most Americans now have. “Being in a car accident doesn’t give law enforcement carte blanche to investigate your whole life,” said

Toni Holness, a public policy associate for the American Civil Liberties Union of Maryland. “And your whole life is on your phone.” But proponents say the phone data is equivalent to requiring a blood test for drivers suspected of being intoxicated. “This is the new drunk driving,” said Jake’s mother, Susan Yum. “We really need to change how society thinks about this issue.” Maryland already bans using a hand-held phone while driving in nearly all cases. Violators can be ticketed, usually about $80 for their first offense. Those who cause a crash that kills someone can be charged with “criminally negligent man-

slaughter by vehicle” under a relatively new law, but prosecutors said that such cases are difficult to win. Jake’s Law would penalize distracted drivers found guilty of causing a serious or fatal accident with up to three years in jail, a $5,000 fine and 12 points on their license. Few other states have adopted such serious penalties. The bill is awaiting action by the

Three people were injured — one critically — in two unrelated fights aboard Metro trains Friday night, and authorities said Saturday that they were combing through surveillance footage to determine what prompted the violence. The first incident was a fight between two men on the Green Line. One suffered a life-threatening head injury, authorities said. The second incident was a more sizable brawl on the Blue Line. Judge: Rooms Necessary For Homeless Families A D.C. Superior Court judge on Friday ordered the city to move people out of makeshift shelters for homeless families, saying the city’s communal shelters of last resort appear to be denying children needed privacy and security and could be traumatizing. In a temporary restraining order, Judge Robert Tignor told D.C. to immediately begin removing families from two recreation centers and relocate them into private rooms with insulated walls, locking doors and lights that can be turned off at night. Legislators End Session Without a Budget in Va. Virginia lawmakers left Richmond on Saturday without accomplishing their most important task: passing a roughly $96 billion budget for the next two years. Democratic Gov. Terry McAuliffe immediately called for a special session to begin in two weeks, saying he’s hopeful that lawmakers will return ready to pass a budget that includes expanding Medicaid eligibility. Republicans in the GOP-controlled House oppose the expansion. The issue has deadlocked the House and the Democratically controlled Senate, with almost no movement during the 60-day session. (AP)

Flight’s Mystery Deepens Experts struggle for answers about a Malaysian jet’s presumed crash

POSSIBLE SCENARIOS Engine Failure Loss of both engines is possible in this case, but the plane could glide for up to 20 minutes, giving pilots plenty of time to make an emergency call. When a US Airways A320 lost both of its engines in January 2009 after taking off from LaGuardia Airport in New York it was at a much lower elevation. But Capt. Chesley “Sully” Sullenberger still had plenty of communications with air traffic controllers before ending the sixminute flight in the Hudson River.

Vietnamese aircraft located possible debris from the vanished Malaysia Airlines plane late Sunday, including a rectangular object that could have been a door, but officials said it was too dark to confirm if they came from the airliner. Two large oil slicks, consistent with a downed jetliner, were found Saturday. Experts had been puzzled by the failure to find debris from the airliner nearly two days after it disappeared from radar screens in the Gulf of Thailand and was presumed to have crashed with 239 people on board. The mystery surrounding the disappearance of Malaysia Airlines Flight MH370 deepened Sunday after investigators said the plane appeared to turn around before vanishing from radar screens, and as authorities examined closed-circuit television footage of at least two passengers, apparently traveling together with stolen passports. European officials said the passports had been stolen in Thailand within the past two years. Luigi Maraldi, 37, from Italy and Christian Kozel, 30, from Austria had initially been listed as among the plane’s passengers, but both men were subsequently found to be safe. Flight booking information showed the passengers had adjacent ticket numbers and were both booked on a subsequent flight from Beijing to Amsterdam. The information has led to speculation that terrorists might have downed the flight, a red-eye carrying passengers from Kuala Lumpur, Malaysia, to Beijing that vanished from radar after midnight Saturday

Beijing

A Chinese relative of passengers aboard the missing plane cries Sunday as she is escorted from a hotel room in Beijing.

On the Flight Of the 227 passengers and 12 crew members on board, two-thirds were Chinese, while the rest were from elsewhere in Asia, Europe and North America, including three Americans. Acclaimed Chinese calligrapher Meng Gaosheng was on board with 18 other artists plus six family members and four staff. (AP)

(Friday afternoon Eastern time). Yet the documents are also just two of at least 39 million lost and stolen passports around the world. Last year, there were more than 29.3 million flights worldwide. By chance, many would have a passenger traveling on a stolen passport. “On the possibility of hijack, we are not ruling out any possibility,”

Missed Screening Opportunities More than 1 billion times last year, travelers boarded planes without passports being checked against Interpol’s database of 40 million stolen or lost travel documents, according to the international organization. Interpol has warned of the issue for years and just last month bemoaned that “only a handful of countries” regularly use its database from 167 countries. For example, the database was searched more than 800 million times last year — but 1 in 8 searches was by United Arab Emirates alone. (AP)

said Malaysian civil aviation chief Azharuddin Abdul Rahman. But it nevertheless appeared implausible that a passenger plane could simply disappear from radar screens unless it had crashed, experts said. The airline’s transponder, which broadcasts the plane’s position, went completely dark while the plane was cruising at a steady 35,000 feet. “Everything indicates it must have lost altitude suddenly,” said Mikael Robertsson of FlightRadar24. Malaysian investigators narrowed their focus Sunday on the possibility that the plane may have disintegrated in mid-flight, according to the Reuters news agency. If the plane had broken up on impact with water, search teams would have been expected to find a fairly concentrated pattern of debris, officials said. But they said an explosion was not the only possible cause: The plane, a Boeing 777200, could have broken up due to mechanical issues. The plane, which was more than 11 years old, had suffered damage to its wing after a minor collision with another aircraft in 2012 but had been fully repaired. (THE WASHINGTON POST/AP)

A Bomb Several planes have been brought down including Pan Am Flight 103 between London and New York in December 1988. There was also an Air India flight in June 1985 between Montreal and London and a plane in September 1989 flown by French airline Union des Transports Aeriens which blew up over the Sahara.

Hijacking A traditional hijacking seems unlikely given that a plane’s captors typically land at an airport and have some type of demand. But a 9/11-like hijacking is possible, with terrorists forcing the plane into the ocean.

Pilot Suicide There were two large jet crashes in the late 1990s — a SilkAir flight and an EgyptAir flight— believed to have been caused by pilots deliberately crashing the planes. Government crash investigators never formally declared the crashes suicides but both are widely acknowledged by crash experts to have been caused by deliberate pilot actions.

Accidental Shoot-Down There have been incidents when a country’s military unintentionally shot down civilian aircraft. In July 1988, the U.S. Navy missile cruiser USS Vincennes accidently shot down an Iran Air flight, killing all 290 passengers and crew. In September 1983, a Korean Air Lines flight was shot down by a Russian fighter jet. (AP)

Given a second chance to celebrate the conclusion of Maryland’s final regular-season game in the ACC, the fans at Comcast Center swarmed toward midcourt as the final buzzer sounded. So many times this season, Maryland played well against good teams and ended up losing. The Terps reversed the trend Sunday by beating No. 5 Virginia 75-69 in overtime, and their fans marked the moment with a celebration that was a long time coming. “Today wasn’t just an ordinary game. It was a lot of things,” coach Mark Turgeon said. “We always play for Maryland, but today we played for former players, former coaches, all our fans.” After blowing a seemingly secure lead in the closing seconds of regulation, the Terps (17-14, 9-9 ACC) never trailed in the extra session in front of an emotional crowd of 17,950 at the school’s final home basketball game in a conference it joined as a charter member in 1953. Maryland will play in the Big Ten next season. “It was great,” forward Evan Smotrycz said. “Obviously, we felt like we were playing for something bigger than ourselves. A lot of people had a lot invested in this game and wanted to see us win and finish off the ACC the right way.” Earlier this season, Maryland lost to Pittsburgh by four points, fell at Duke by two points, lost to Syracuse by two and dropped a dou-

ble-overtime decision at Clemson. So when Virginia used an improbable comeback to force overtime, Turgeon couldn’t help getting a familiar feeling. “The stuff we’ve been through, it’s been tough,” Turgeon said. “But it’s made us a lot tougher for the future.” Seth Allen scored five of his 20 points in overtime and Dez Wells finished with 18 for the Terps. Maryland had lost six straight to Virginia, including a 61-53 decision in February that was part of the Cavaliers’ school-record winning streak against ACC competition. After the final buzzer sounded, thousands of fans raced onto the court to celebrate another unforgettable ACC memory at the expense of one of its biggest rivals.

Attendance Down Comcast Center was packed for the Terps’ last ACC regular-season game Sunday. But since averaging a record 17,950 in 2007-08, Maryland’s attendance has dropped 30 percent. (THE WASHINGTON POST )

Anthony Gill scored 15 points and London Perrantes had 14 for Virginia (25-6, 16-2), which had already clinched the No. 1 seed in the ACC tournament and was vying to set an ACC record for most league wins during the regular season. The end of regulation was a horror show for Maryland. After Jake Layman made two free throws with 4.1 seconds left to put the Terps ahead 64-61, Maryland quickly fouled. Malcolm Brogdon made the first free throw and intentionally missed the second before the Terrapins swatted the ball out of bounds with 1.7 seconds to go. Gill caught the inbound pass in the lane and dropped in an uncontested jumper to force overtime.

Fred VanVleet scored 22 points including several key baskets late to lead another strong ensemble effort and No. 2 Wichita State remained the nation’s lone unbeaten after defeating Indiana State 83-69 on Sunday in the Missouri Valley Conference tournament final. Tekele Cotton added 20 points — with four 3-pointers — and Ron Baker had 14 points for the Shockers (34-0), who got tested in the second half before putting the title game out of reach with a 13-0 run capped by two 3-pointers from VanVleet that put them up by 18 points with 5:38 to go. Wichita State matched the NCAA record for victories to start the season held by UNLV in 199091 with its third straight convincing tournament win after going 18-0 in the conference regular season. ly touted forward prospect was finally in Washington preparing for his NHL debut, which could come as soon as tonight against the Penguins. “It’s kind of like seeing the Loch Ness Monster when he walked in,” general manager George McPhee said Saturday minutes after Kuznetsov officially signed his entry-level contract. “We’ve heard of you, but we haven’t seen

you and there he was. I found it too hard to believe he was standing there after all this.” Washington drafted Kuznetsov 26th overall in 2010 aware that the young Russian wanted to return to the KHL to continue his development. McPhee believed Kuznetsov would be ready to contribute at the NHL level within a year, but the 21-year-old elected to re-sign with

Traktor Chelyabinsk in 2012, further delaying his long-awaited arrival. Late last year, Kuznetsov indicated to McPhee that he would join the Capitals as soon as his season was over in Russia. With Traktor eliminated from postseason contention last week, the process to bring Kuznetsov stateside formally began. “Any hockey player wants to play in the NHL, wants to win the

[Stanley] Cup,” Kuznetsov said Sunday. “It’s my dream [to] play in NHL. I’m ready, 100 percent. I want to play.” Kuznetsov is widely regarded as one of the best prospects in the world, possessing dynamic playmaking ability with no shortage of offensive flair. He will surely bolster Washington’s forward depth, likely as a left wing in a top-six role. McPhee a nd coach Ada m Oates have tempered the enormous expectations surrounding Kuznetsov, who will need to adjust to the smaller ice surface and more physical, north-south nature of the NHL. Realistically, they hope that Kuznetsov will provide the spark that will ignite the Capitals as they pursue a postseason berth with 17 games remaining. It is a challenge that Kuznetsov looks forward to taking on. “Every hockey player, every guy on the team wants to win the Cup, wants to play [in the] playoffs,” he said. “If you want to win, we need the practice, we need the game. That whole team wants to win.” ADAM VINGAN (FOR E XPRESS)

The Daytona 500 champion also finished second last week at Phoenix before improving the best start to a season in his NASCAR career. “We weren’t supposed to make it,” Earnhardt said. “We were trying to save as much as we can and make it work, but we knew we were short. What did you have to do to make sure the Kyoto Protocol project was successful?

Chief executive of EastBanc Technologies, a software development company based in the District. SLAVA KOLTOVICH was born and raised in Russia at a time when home computers were not common. But while at school, he fell in love with computers at first touch. Koltovich studied math in college and began his career as a software developer. He managed projects, including the technology used to collect data from various countries participating in the Kyoto Protocol, a multinational agreement on greenhouse gas emissions. He eventually moved to the United States and started at EastBanc Technologies, where he now leads the company.

In software development, we always work with really talented people. It’s an industry built on talent — people with very good education, powerful brains, etc. My role is to support, and sometimes direct, but never constrain. That’s what I think I did properly.

EASTBANC TECHNOLOGIES

Slava Koltovich

How have you grown most as a leader?

I understand business a lot better now. Being a software developer or project manager, you’re mostly focused on delivering some result that is specified for you by your customer or manager. Being in a management position, you have to be the person who thinks through different trends, ideas and specifics of where the company should go. My approach for management hasn’t changed. path. With empowerment, we can achieve much more. What is your leadership style?

From one perspective, supportive. From the other perspective, demanding. I do believe that we have professionals, and they can figure out what to do. But I also believe that for the team to perform properly, we all have to do what we have to do. You worked in software development for a

number of years. What makes a software company successful?

The most important asset is people. Not every software development company recognizes this. If you look at EastBanc Technologies, our turnover is less than 2 to 3 percent per year, which is not the case for most software companies. Usually people come, work for one or two years, and leave. What are some tactics you implement to encourage that kind of retention?

We usually take only interesting projects so that people here are excited about the work they’re doing. It’s not just about salary or benefits. Also, it’s the way we hire. We very rarely hire people from the street. Ninetynine percent of people here were hired by referral. VANESSA SMALL (CAPITAL BUSINESS)

It’s a Matter of Course Do your homework to see if online master’s programs are a good fit Online Education

Professor Patrick Jackson of American University says some online platforms are offering a nearclassroom experience.

JASON HORNICK (FOR EXPRESS)

When Emily Ham decided to get a master’s degree in international relations, she knew she would have to choose an online program. As a lieutenant in the U.S. Navy, Ham travels all over the world for her job, which currently has her stationed at NATO’s Supreme Headquar ters A llied Powers Europe in Belgium. A traditional on-campus master’s program wasn’t an option. But Ham still wanted that sense of community and engagement students get when gathered in a classroom, surrounded by their peers. “I’m a person who really learns through conversation,” says Ham, 27. “If I just had to read all day I would fall asleep.” That might be a concern shared by a lot of students considering an online master’s program: Will it be engaging, or will it be dry and dull, so it’s easy to lose focus? That’s why many online graduate programs are taking full advantage of today’s technology to deliver content in ways that are interesting, innovative and help you feel like you’re sitting in the classroom. “The educational experience now available is considerably more dynamic and interactive than people’s first impressions of what online learning would be,” says Patrick Jackson, a professor in American University’s School of International Service who teaches classes for its online international relations master’s degree program (ironline.american.edu). Ham wound up choosing that program for its interactive platform. Students do some work on their own, which might include watching a video lecture from a professor or doing a training exer-

Get Plugged In Not sure if an online master’s program is right for you? Here are some ways you can educate yourself before paying your first tuition bill.

Create a list of questions — and then ask them. Contact the programs you’re considering and ask to get connected with current students, alumni and professors. “Some people are hesitant to do that,” says the Council of Graduate Schools’ Julia Kent. “But it’s a very common and perfectly acceptable thing to do.” Attend on-campus information sessions if you can, or look for other ways to meet and observe your prospective professors in action. If

you’re a member of a professional association in your field, see if any faculty members will be speaking at any upcoming events. If an online program offers a trial class, take it, even if that program isn’t at the top of your list. “You can see if this is a type of environment where you feel you can learn,” says Marymount University’s Francesca Reed. “A lot of students who have taken online programs say they can be challenging because you have to be a lot more disciplined.” B.L.

cise, aka a case scenario. Then, using their camera-enabled computer, they meet up a couple of times a week in a virtual classroom that’s similar to a group video tele-

conference. Everyone can see and hear each other to discuss coursework in real time. Professors can also use chat boxes to start other discussions, create polls to see

what students are thinking, and even break up the virtual class into smaller groups. “That platform is one of the main reasons the program is as engaging as it is,” Ham says. “It’s almost like you’re in a classroom — you’re just looking at your computer in the comfort of your own home.” Sometimes that can take the discussion to levels not even possible in a traditional campus setting. “You can have a live [video] discussion and simultaneous chat windows going on, because some people are more comfortable interjecting something in text versus speech,” Jackson says. “So people can participate in both ways and go back and forth.” Of course, when students come from all over the world, the timing of these virtual meet-ups isn’t ideal for everyone. During Ham’s first semester, she was logging on at

1 a.m. from her home in Belgium. “I told my advisers that I really loved the program, but I couldn’t keep waking up at 1 in the morning,” she says. Now, t he prog ra m of fers two different timeframes, and Ham can participate in the online sessions at a time of day that’s more reasonable for her. Georgetown University uses a similar platform in its online master’s in nursing program through its School of Nursing and Health Studies (online.nursing.george town.edu). It allows students and faculty to meet virtually in real time to discuss a course’s reading and other assignments. “There are some totally asynchronous programs where students do all of the work on their own,” says Jeanne Matthews, chair of Georgetown’s department of nursing. “But we feel those asynchronous programs fall a little flat and generally don’t reflect the ongoing dialogue we want to promote among students and faculty.” Justin Gill was originally wary of online programs. But Georgetown’s master’s of nursing program, with its combination of individual and group learning, has changed his mind. “By communicating with my classmates and professors in real time, I can understand the concepts and course content more thoroughly and strengthen the knowledge that I’ve gained before each [group] session,” says Gill, 23, who lives in Blaine, Wash., and works part time in a family-practice clinic as a registered nurse. Of course, fancy virtual classrooms don’t mean much if the quality of the content doesn’t match the quality of the technology. So there are other things prospective students should look for when searching for an online master’s program that will keep their attention and be worth the investment of their time and money. American’s online international relations master’s degree program, for example, charges $1,678 per credit hour, and the program takes between 36 and 39 credit Continued on page E4

hours to complete. That’s roughly $65,000 total, or about the same as an on-campus international relations master’s program. “Check the graduation rates of the programs and how successful students have been after graduation,” says Francesca Reed, associate vice president for enrollment management at Marymount University in Arlington (marymount .edu). “That’s a good indicator of

the type of program you’re getting into.” Do some research on the faculty who will be teaching the online classes. Are they active in their field? What have they published lately? And are they enthusiastic about bringing their knowledge to the digital world? “Teaching in an online environment often requires faculty to adjust their teaching and assessment methods,” says Julia Kent, a spokeswoman for the D.C.-based Council of Graduate Schools (1 Dupont Circle NW, Suite 230;

venue and location; typical gigs pay $200 to $300, plus tips POSITION: Dueling pianist WHAT HE DOES: “Dueling pianist” is a bit of a misnomer for Smith’s role at Bobby McKey’s, a piano bar at National Harbor (172 Fleet St., Oxon Hill, Md.; 301-602-2209, bobbymckeys .com). Yes, he does play the piano — Peter Gabriel, Journey and even DMX, on request — but he’s not exactly dueling anybody (unless it’s part of an act to get laughs). “When a dueling pianist show is [performed] correctly and properly, there are two players performing at the same time, and each is adding to

the other’s music, helping the other,” Smith says, noting that you might also call this type of show simply a “singalong.” At Bobby McKey’s, four pianists typically take the stage each night: One pair play for an hour together, and then alternate with a second duo, and so on, until the night is over. Between acts, to entertain audiences, all four play together — and each does a lot more than tickle the ivories. Smith also sings and plays drums and guitar. Shows last between four and six hours, making for “a pretty grueling schedule,” Smith says. He performs up to five nights a week at Bobby McKey’s (in addition to private shows). “By the end of the week, you have very little voice left,” he says.

ear on an old organ at his Maryland home. He never had formal training and doesn’t know how to read sheet music. After high school, he worked in computers, but, Smith says, he soon realized “music was my calling.” He lived in Nashville, Tenn., touring with artists, and also wrote songs for his band, Divine Static. About 10 years ago, he was vacationing in Myrtle Beach, S.C., and volunteered to play a few songs at the Crocodile Rocks dueling piano bar (the usual guy was absent). A few months later, the club asked him to return as a regular. “I might be probably in the 2 percent of dueling piano players whom that has happened to,” Smith says, noting that most have to formally audition. While working in Myrtle Beach, Smith continued to travel nationally to

ahead “The memories you can create through this type of work are amazing.” — RONNIE SMITH, A 40-YEAR-OLD DUELING PIANIST, ON THE ENTERTAINMENT THAT COMES FROM CROWD INVOLVEMENT WHEN HE’S WORKING ON THE STAGE

WHO WOULD WANT THIS JOB:

If you’ve got sharp musical skills — whether you’re classically trained or self-taught — you might be a great candidate. Of course, it’s not that straightforward; a vast store of musical knowledge — and comfort with practically any style — is key, too. Then, there are personality and endurance factors: Natural entertainers might feel right at home on stage — but to be a dueling pianist, you need enough energy to stay there for hours on end. And you’ve got to keep a sometimes-finicky crowd happy throughout. “You can’t just get up and sing songs and expect people to react,” Smith says. He often invites audience members on stage, especially if they’re celebrating an occasion such as a birthday or anniversary. “The

memories you can create through this type of work are amazing,” he says. HOW YOU CAN GET THIS JOB: If

you don’t know how to play a piano, let alone a musical instrument, you might be out of luck — at least until you take serious lessons. If you’re already a musician with experience, practice, practice, practice. (Even Smith rehearses from time to time.) Seek out chances to play alongside others, especially other pianists. “To co-exist and co-play with three other guys who do exactly the same thing you do is sometimes very hard,” Smith says. “You have to be very open-minded.” Smith recommends newbies observe plenty of dueling piano shows to pick up on performance skills. Landing a steady gig usually requires an audition, and even after you’re in, you might be assigned the slowest nights. It takes time to work yourself up to bigger shows. But Smith believes it’s all worth it: “You can’t just go anywhere to see this sort of thing.” KATIE ABERBACH (FOR EXPRESS)

Startup Evolution Underway Entrepreneurs and officials adapt ways to nurture businesses In the Washington region and across the country, the number of government-backed business incubators and accelerators has grown as public officials look for ways to support entrepreneurs, spur innovation and bolster local economies. However, not ever y space employs the same business model, uses taxpayer dollars in the same manner or offers the same resourc-

es to its companies. And this leaves room for debate over what works and what doesn’t when the government tries to support startups. “A lot of cities and a lot of community leaders want to grow a better startup scene and want to create these incubator and accelerator programs,” David Zipper, who oversees the programming at 1776, a business incubator and technology hub in the District, said. “But what do these spaces look like, and how do you make it work?” It’s a debate that has been thrown into the spotlight in Montgomery County, Md., where officials recently decided to transform one of the region’s largest biotech incubators, the William Hanna Innovation Center at Shady Grove, into a cybersecurity center. What started as an outcry has turned into a broader dialogue about what is needed to nurture young businesses. Montgomery Economic Development Director Steve Silverman says his team has begun devoting more time to crafting targeted business mentoring programs and partnering with investment groups. It’s a transition already happening in parts of the state, according to Phil Schiff, chief executive of the Tech Council of Maryland.

Evolving Models The two most commonly used models have fundamental differences. Accelerators, for one, take applications from early-stage companies, and the ones they accept typically receive work space, capital and intensive mentoring in exchange for a slice of equity. Commonly, startups stay for months and then “graduate” out of the space. Incubators have traditionally offered low-rent work space to entrepreneurs, usually in a group setting. And while they tend to offer some resources, they do not generally take equity in businesses, and companies often stay put for years. The lines are starting to blur as public officials experiment with hybrid models.

Moving Forward It’s happening in Anne Arundel, Md., at the Chesapeake Innovation Center, which receives most of its funding from the county. Laura Willoughby, the center’s executive director, says her team has worked with entrepreneurs one-on-one to determine which services they will need — what she called a “tailored but unstructured” approach. The group is updating its model by designing courses and programs that will provide more structured, step-by-step programs. The Northern Virginia Technology Council has started offering an intensive 10-week training program. “You need a community and collaboration, but that doesn’t necessarily mean you need a physical space,” said Kristin D’Amore, president of NVTC’s entrepreneur center.

What started as an outcry in Montgomery County has turned into a broader dialogue about what is needed to nurture young businesses. At 1776 in the District, which opened last year with the help of a $200,000 grant from the city, the leadership team is taking a similar approach. Zipper said the group has been “extremely focused” on its various mentoring programs. Most recently, the group began what it calls 1776 Labs. Under this program, the incubator will link entrepreneurs with a long-term business coach. In part, that type of program is possible, Zipper said, because the District has elected to “provide some initial support and then step back and let the entrepreneurs lead the way.” “When you see problems with these types of venture is when elected officials can’t let go,” he said. reen Johnson in “Rent” or Elphaba in “Wicked,” which won her a Tony in 2004. She has also starred on Fox’s “Glee,” playing the mother of Lea Michele’s character. Menzel even says she’s been able to relate to her young character in “Frozen”: “I always say, when I was younger I was more fierce than I am now. I wouldn’t have taken no for an answer. It’s the older you get, and even more successful, that you start to doubt yourself.” But Menzel isn’t living in regrets — and she even has useful advice for young performers and her younger self. “You just have to keep doing what you love and try not to worry about following the rules,” she said. “And it may not work out, but if you’re really good, at some point the stars align and then things happens.” MESFIN FEK ADU (AP)

The box office take of “300: Rise of an Empire” this weekend, according to Box Office Mojo. “Mr. Peabody & Sherman,” also in its opening weekend, came in second place with $32.5 million in earnings. Liam Neeson’s “Non-Stop” came in a distant third in its second weekend with $15.4 million. (E XPRESS)

“I love this. It’s so funny and entertaining. But the whole time I was just thinking about the fact she posted it on MySpace.” — COMMENTER ROBINBIRD1800 AT EW.COM was distracted

by Laura Simpson’s odd choice of media platform for her behind-the-scenes Oscars post. Simpson, above left, who attended the awards with best friend Jennifer Lawrence, included such gems as: “Brad Pitt smells amazing, like nothing I’ve ever smelled. Eventually we ask what cologne he’s wearing and he tells us, ‘I don’t wear cologne, it’s just my musk I guess.’ I have to choose not to believe him because it would just be unfair to mankind.”

“It is well known that Silverman sports one of the finest haberdashery collections on the east coast so do not ask him to remove his hat. Having said that he drinks with the passion of a John Riggins and will occasionally misplace his hat. Have a hat spotter at all times.” — DAN SILVERMAN AT POPVILLE.COM spoofs

himself and a secret list that restaurants use to keep tabs on D.C.’s food critics. The Washington City Paper’s Jessica Sidman published the list, which includes writers’ likes and dislikes and advice about which type of server to seat them with.

“The entire world is jet-lagged for several days after the changeover— in other words, if on March 9th there were an alien attack, or if the rats decided to mobilize their forces, we’d be seriously screwed.” — BEN YAKAS AT GOTHAMIST.COM expands to

Among them, the time switch results in a spike in “cyberloafing,” according to a report in the Journal of Applied Psychology. “Don’t you waste enough time doing that during work year-round as it is? Can you really afford to be clicking around on listicles even more?” Yakas asks. At least you can blame science for your lack of productivity today.

“Basically, we would like everyone to walk around with their business card attached to their forehead.” — HEATHER LONG AT THE GUARDIAN.COM

argues that Americans should break the habit of asking “What do you do?” Amid a weak economic recovery, attitudes about work are changing and people’s lives are often no longer centered on jobs, she says.
