Senate Minority Leader Mitch McConnell, R-Ky., said Tuesday that he sees no hope for enacting tax overhaul legislation this year. He blamed Democrats for trying to use the issue to raise revenue by $1 trillion and said the object of overhauling the tax code should be making the nation more competitive, not raising more money for the government. The new surtax would not apply to capital gains or dividends, sparing many of the superrich who make the bulk of their money from

Kampala, Uganda A Ugandan newspaper published a list Tuesday of what it called the country’s “200 top” gays, outing some Ugandans and raising fears of violence against those named just a day after the president enacted a severe anti-gay law. Many on the list “are scared and they need help,” said Pepe Julian Onziema, a prominent Ugandan gay activist who was named in the Red Pepper tabloid. Meanwhile, U.S. Secretary of State John Kerry said Monday’s signing of the bill by Uganda President Yoweri Museveni marked “a tragic day for Uganda and for all who care about the cause of human rights.” He warned that Washington could cut aid to the East African nation over the new law, which punishes gay sex with up to life in prison.

World Damaturu, Nigeria Islamic militants set ﬁre to a locked dormitory at a school in northern Nigeria, then shot and slit the throats of students who tried to escape through windows during a pre-dawn attack Tuesday. Dozens of students were killed, including many who were burned alive. Teachers who escaped said as many as 40 students died in the attack by militants of Boko Haram, whose name means “Western education is forbidden.” Community leaders said they buried 29 victims. They “slaughtered them like sheep” with machetes, and gunned down those who ran away, said one teacher, Adamu Garba.

Backstory Entire towns and villages were under the sway of the militant group Boko Haram when Nigerian President Goodluck Jonathan declared a state of emergency last May. The military forced the insurgents out of urban areas, only to have them regroup in forests and caves where it has proved difficult to flush them out. What’s Up With All That Wind? Can you explain the phenomenon behind the hurricane-force winds I often experience when entering or exiting underground Metro stations? I think you’re feeling what engineers call the “piston effect” of the trains moving through the tunnels. The trains push air ahead of them and pull it in from behind. Ventilation shafts along the tunnels reduce the effect, but it’s still easy enough to notice. I’ve noticed it especially, for example, at the entrance to Eastern Market station. It might be stronger at stations with only one entrance/exit, or where that

entrance/exit has a fairly direct line toward the tunnel.

decision to open/close the government? I assume they do, but recently I’ve seen OPM keep the government open only to have major roads (BW Parkway and Beltway) closed due to accidents and poor road conditions. When severe weather is expected, OPM typically engages in a huge overnight conference call with the highway departments, local governments, schools, Metro, weather service officials and other parties who either provide transportation services or have to deal with the consequences of bad weather and delays. When the decision is made, OPM can’t anticipate that a particular road will be closed by crashes at a particular time.

Woman Killed by Truck Mourned Mother of three was struck after loading daughter into car seat Arlington To her friends, Jennifer Lawson was an Arlington everymom — a supermom, really — who poured what seemed like an endless store of energy into raising her three kids. It was no surprise, then, that even as she died, Lawson was doing something motherly. According to police, friends and witnesses, Lawson, 39, had just loaded her youngest, a daughter, into a car seat in her minivan

Backstory Jennifer Lawson, police said, had parked her minivan in the 5900 block of North Little Falls Road so that its driver’s side opened to traffic. Such a practice would not be unusual: White lines designate an area for cars to park. The street, though, is not especially wide, and someone stepping out of a vehicle on the driver’s side would very likely be emerging into a lane of traffic. Police said they were still investigating exactly where Lawson was standing when she was hit and whether her minivan door protruded over the parking space line. They said they were also probing how fast the truck was going. (T WP)

Edens, developer of major mixeduse projects in D.C. and Merrifield, Va., is plotting its next act in Alexandria north of Old Town. Edens has purchased a Giant grocery store at 530 First St. and is under contract to buy the Virginia Department of Alcoholic Beverage Control store next door, according to Steve Boyle, managing director of Edens. Between the two properties, Edens controls the entire block. Boyle said the company was planning a mix of residential units and retail, referring to it as “another opportunity to enrich the existing community in really what we call North Old Town.”

Backstory Edens, a South Carolina-based company, has built a name locally by turning industrial property or dated shopping areas into mixeduse projects with an urban feel. In Fairfax County, it developed the Mosaic District on the site of a former movie theater. It is also building Union Market, a hub of restaurants and food shops in Northeast. (CB)

Edens has not yet submitted plans to the county, but it has begun discussing the project with prospective retailers. A sticking point might be the future of the Giant store, though. Stephanie Landrum, chief operating ofﬁcer at the Alexandria Economic Development Partnership, said that Giant opened in 1951 and is the chain’s oldest operating store.

After meeting with Giant officials, she said she wasn’t sure the company was prepared to close the store even though the chain will be opening a store in nearby Potomac Yard. A Giant spokesman said the company had not made a final decision. Landrum said the area around the Giant was probably ready for redevelopment and Edens had the capacity to redefine the location. “I think Edens is really popular right now,” she said. “People like what they’ve done in other places and companies want to be a part of their projects.” Landrum said that, in general, Alexandria was drawing more interest now that some industrial sites along the Potomac River had been opened up for development. “There just seems to be a lot of buzz about t he waterfront and Old Town,” she said. A married couple that tried to bluff Maryland Live Casino with counterfeit $100 chips was caught and charged, and charges are being sought against two others for a similar fake-chip scheme, Maryland State Police announced Tuesday. Rosa Nguyen and Vuong Truong, both of Virginia, were charged with one count of theft and two counts of conspiracy to commit theft. According to court documents, Truong admitted that he purchased the counterfeit chips on the Internet — paying $12,000 for $150,000 worth. In Fairfax County, investigators discovered that “many of the counterfeit chips had been discarded by one of the suspects in Lake Accotink,” not far from the couple’s home. “Fortunately for police, the chips f loated,” the news release said. So, what went wrong? And what does this mean for the broader Bitcoin economy?

What is Mt. Gox? Mt. Gox is probably the most well-known bitcoin exchange on the planet.

OK, but what is Bitcoin, and what is an exchange? Bitcoin is a distributed digital payment system and currency that is a lot like PayPal, except that there’s no single company that owns the Bitcoin network. Instead, transactions are processed in peer-to-peer fashion using a shared, public ledger. Oh, and while PayPal transactions are based on the dollar, the Bitcoin network has its own currency unit, also known as a bitcoin. Website exchanges let users trade bitcoins for conventional currencies. Mt. Gox has grown to become the most popular exchange around, reportedly processing 76 percent of Bitcoin transactions as recently as last spring.

So, what happened? Mt. Gox has disappeared. Many are now calling it insolvent. Its website went blank overnight. Its tweets were deleted. Although the source code for the page once appeared to hint at some sort of buyout or acquisition, it’s unclear if that was real or a bit of misdirection. Mt. Gox updated its site with a vague comment saying “a decision was taken to close all transactions for the time being in order to protect the site and our users. We will be closely monitoring the situation and will react accordingly.”

A Bit of a Setback?

What happens to bitcoins people had stored in Mt. Gox? No one knows for sure, but things don’t look good. If an unverified internal document is to be believed, Mt. Gox had $174 million in liabilities against $32.75 million in assets. And that $174 million in liabilities figure is based on the Mt. Gox trading price, which is essentially divorced from reality.

One of the world’s largest bitcoin exchanges has seemingly disappeared, delivering a severe blow to the virtual currency as it struggles to gain legitimacy. A coalition of virtual currency companies said Tuesday that Tokyo-based Mt. Gox went under after secretly racking up catastrophic losses.

Mt. Gox’s website was returning a blank page Tuesday. The disappearance of the site follows the resignation Sunday of Mt. Gox CEO Mark Karpeles from the board of the Bitcoin Foundation, a group seeking legitimacy for the exotic new form of money. Prominent supporters of Bitcoin — including San Francisco-based wallet service Coinbase and Chinese exchange BTC China — sought to shore up conﬁdence in the currency by saying Mt. Gox’s collapse was an isolated case of mismanagement. “As with any new industry, there are certain bad actors that need to be weeded out, and that is what we are seeing today,” a statement from the services said. adventurous investors because it allows people to make one-to-one transactions, buy goods and services and exchange money across borders without involving banks, credit-card issuers or other third parties. Criminals like Bitcoin for the same reasons. For various technical reasons, it’s hard to know just how many people around the world own bitcoins, but the currency has attracted outsize media attention and the fascination of millions as an increasing number of large retailers such as Overstock.com begin to accept it. Central banks across the globe have been hesitant to recognize Bitcoin as a legitimate form of money, and Mt. Gox isn’t helping. Mt. Gox “reminds us of the downside of decentralized, unregulated currencies,” said Campbell Harvey, a professor at the Duke University Fuqua School of Business. “There is no Federal Reserve or IMF to come to the rescue. There is no deposit insurance.” Campbell believes, however, that Mt. Gox’s disappearance “doesn’t mean the end of the road” for Bitcoin and other virtual currencies.

What Went Wrong?

It’s not entirely clear what happened to Mt. Gox, a Tokyobased exchange that has sometimes been criticized for poor security. Several experts have accused the exchange of ignoring warnings about a software glitch that could enable hackers to silently drain the business of its bitcoins. The glitch was recently fixed, but not before Mt. Gox imposed a ban on bitcoin withdrawals, feeding speculation that the exchange was out of money. (AP)

The collapse “might represent the end of the ‘Wild West,’ where anyone can set up shop and deal in crypto-currencies,” he said. But “increasingly sophisticated investors” are funding ventures that will “raise both quality and conﬁdence.” Documents purportedly leaked from Mt. Gox lay out the scale of the problem. An 11-page “Crisis Strategy Draft” published on the blog of Bitcoin enthusiast Ryan Selkis said that 740,000 bitcoins are missing from Mt. Gox, which roughly translates to hundreds of millions of dollars’ worth of losses. “At t he r isk of appea r ing hyperbolic, this could be the end of Bitcoin, at least for most of the public,” the draft said. Swiftly. The leaders of several Bitcoin services released a letter Monday distancing Mt. Gox from the market. Sen. Tom Carper, D-Del., released a statement calling the news about Mt. Gox a disturbing reminder “of the damage potentially ill equipped and unregulated financial actors can wreak on unsuspecting consumers” and called for stakeholders to “engage in meaningful dialogue to provide clear rules of the roads for entrepreneurs, investors, and consumers.”

So, what happens now? This is a major setback for Bitcoin. Some fear that a sudden loss of confidence in online exchanges’ ability to protect their stored bitcoins could kill off the currency’s appeal. But Bitcoin is no stranger to scandals, hacks, or otherwise poor business judgment. Since it was started by the pseudononymous Satoshi Nakamoto in 2009, it’s gone from being worth pennies to more than $1,200 per bitcoin. How to Choose A Language Camp We asked Raúl Echevarría of CommuniKids Preschool what parents should ask when considering a language camp: Ask how the program is organized and what types of activities are offered. Are they well suited to your child’s age, interests and stage of development? Will the activities be engaging for your child? If the activities are fun, kids will be more likely to learn. Make sure programs will work for your kids as they’re learning the language, not just when they’re already fluent. It’s hard to become fluent in one summer. See if the camp offers opportunities for language learning throughout the year, “In order for fluency to emerge, you should seek programs that will challenge and ‘grow’ with your child,” Echevarría says.

The National Camp Association (summercamp.org) agrees: Choose a camp that can meet many, if not all, of the needs, interests, goals and expectations of both you and your child, it advises. Sit down together and ask yourselves the following questions: What do you and your child want to gain from the camp experience? What are your child’s special interests? Does your child have any phys-

ical, intellectual or social limitations that should be considered? What kind of environment will beneﬁt your child most? (i.e., structured versus a more self-guided pace; co-ed vs. boys/girls only?) And don’t forget about cost, size and location. Perhaps the most important part of the decision, however, is your child. Does One Size Fit All? It’s rare that one type of camp is good for every child (even every child in one family). You may want your child to start out at a day camp, and then in the next year or so move to an overnight camp. Your child may be musically or athletically or scientifically inclined. We’re not in a playoff spot and we have to look forward to that,” Backstrom said. “I’m focusing on Washington right now, how we have to deal with this as a team, how we have to win hockey games. That’s what I’m going to do.” That was easier said than done Tuesday, though, as many in Sweden and the international community are still looking to assign blame for the situation. With several Swedish news outlets at Kettler Capitals Iceplex on Tuesday, pressing for more details, Backstrom reiterated that he has taken the allergy medication Zyrtec-D for seven years. While Zyrtec-D is an approved drug, it contains pseudoephedrine which is prohibited by the IOC at certain levels. Backstrom’s test results showed an elevated amount. “I’ve had allergies for seven years, since I got here. Everyone that lives in the Washington area knows how bad it is here,” Backstrom said. “Who do I blame? Well,

The Nationals play the New York Mets on Friday in Port St. Lucie, Fla. Father Comedy Whenever I think of Harold Ramis, who died Monday at age 69, his role in 2007’s “Knocked Up” springs to mind. Playing father to Seth Rogen, a manchild who is about to become a dad with a woman he barely knows, the sardonic Ramis dispenses sage, genuinely warm wisdom. “This is a disaster,” Rogen says. “An earthquake is a disaster,” Ramis replies. “This is a good thing.” The scene symbolizes Ramis’ place in modern comedy: He was its wise (yet sarcastic) father figure, mapping a By Rudi blueprint to mainstream Greenberg success through the films he wrote, directed and starred in. Beck’s new album ‘Morning Phase’ is full of moody musings and not much else

Album Review Who would have thought that the defining persona of one of music’s most adept and adventurous shapeshifters of the past 20 years would end up being the traditional role of sad dude with an acoustic guitar? There’s more to “Morning Phase,” Beck’s ﬁrst new album in 5½ years, than simple unplugged melancholy. But because he is returning from such a long layoff with an album of such singular vision, it’s hard not to interpret this as a clear statement of purpose. “Morning Phase,” out now, is a triumph on the periphery. Elaborate ﬂourishes and elegant arrangements decorate every song with an enveloping glow. Even if many of those lovely sounds are stock at this point — string swells and echoed vocals always come in exactly when you expect them to — they are still expertly deployed through these midtempo dirges. But the overall effect is akin to putting pencil sketches into gold-plated frames. The shiny stuff on the outside is nice but less appealing when it turns out to be the main attraction. Inside Jokes

The less-orchestral, more-rustic songs stand out as the best. “Say Goodbye” features some imperfectly plucked banjo that is oddly comforting, and Beck gives his vocals a hint of twang to match the accompaniment of “Country Down.” That “Morning Phase” is so clearly a sequel — and arguably a slightly updated carbon copy — to “Sea Change,” Beck’s previous exercise in sad-sackery, makes it hard not to compare the album with the rest of Beck’s discography, as well. Of course, nobody is asking Beck to re-create the collision of the genres he navigated so well in the ’90s. But ultimately “Morning Phase” feels like settling. Her ‘Bark’ Has Plenty of Bite Lorrie Moore’s short stories are thick with cynicism and darkness Book Review “Bark,” Lorrie Moore’s new collection of short stories, is not something you’d want to give to the newly engaged — unless your intent is subversive and your humor, like Moore’s, is mordant. Of the book’s eight stories — four of which were ﬁrst published in the New Yorker — most address the bitter disappointments of romantic relationships with her trademark sardonic wordplay. See-

sawing with uncanny adeptness between facetiousness and earnestness, she keeps readers slightly off balance as she works her way through moving portraits of vulnerability, awkwardness, resignation and melancholic fortitude. In an exercise that might seem academic in a lesser writer’s hands — and unlike anything in her most recent books, which include “Birds of America” and “A Gate at the Stairs” — two of the more interesting stories in “Bark” are closely based on classics. While they stand alone just ﬁne, it’s Moore’s variations that imbue them with layers of signiﬁcance. In “Wings,” Milton Theale, a

lonely, elderly widower, replaces the young heiress Milly Theale from Henry James’ “The Wings of the Dove.” As in James’ novel, characters’ motives are hardly pure. But Moore leavens her ironic morality tale with dark humor, including the juxtaposition of a billboard and nearby trafﬁc sign that read “Hospice Care: It’s Never Too Soon to Call” and “Pass with Care.” In “Referential,” Moore’s reworking of Vladimir Nabokov’s 1948 short story “Signs and Symbols,” the impact is again in her

altered climax. Both versions open with a man and woman visiting an “incurably deranged,” suicidal 16-year-old boy in a “facility.” Moore replaces Nabokov’s married couple with a long-widowed mother and her boyfriend, who had become “a kind of step-father” to her troubled son but, out of work since the economic downturn, has drifted away. Although both stories are about hope and resignation, in Moore’s clever, modern twist, the calls sound the death knell for a relationship.
