A bank teller in Zhoujiazui, China, literally laughed in the face of crime on Sunday, and now she’s Internet-famous for it, New York Daily News reports. Video of the teller laughing at the would-be bank robber waving a giant cleaver in front of the glassed-in teller window at China Construction Bank was uploaded to LiveLeak on Sunday. As of Tuesday night, the video had more than 335,000 plays. The robber was apprehended at the scene. (EXPRESS)

GOP Tax Plan Dead on Arrival? McConnell says he sees no hope for overhaul this year

House Republicans haven’t even officially unveiled their massive plan to overhaul the tax code and the top Republican in the Senate is already pronouncing it dead. Senate Minority Leader Mitch McConnell, R-Ky., said Tuesday that he sees no hope for enacting tax overhaul legislation this year. He blamed Democrats for trying to use the issue to raise revenue by $1 trillion and said the object of overhauling the tax code should be making the nation more competitive, not raising more money for the government. McConnell’s remarks came a day before the Republican chairman of the tax-writing House Ways and Means Committee, Rep. Dave Camp of Michigan, was to unveil a massive tax plan three years in the making. Camp’s plan would cut income tax rates but impose a new surtax

on some high-income families, said a GOP aide who wasn’t authorized to discuss the plan by name and spoke on condition of anonymity. The top income tax rate for most families would be lowered from 39.6 percent to 25 percent. However, the plan would impose a new 10 percent surtax on some earned income above about $450,000. The new surtax would not apply to capital gains or dividends, sparing many of the superrich who make the bulk of their money from

investments. The plan had little chance of becoming law in this year even before McConnell’s remarks. But it could become a political document for House Republicans to show what they stand for, and for Democrats to attack, as the midterm elections approach in November. The issue of whether to increase overall tax revenue is a major sticking point among Republicans and Democrats. Most Republicans in Congress adamantly oppose any-

For Democrats anxious about preserving their Senate majority in a midterm election year, Bill Clinton on Tuesday suggested a path forward: Defend the health-care law, recommit to a populist theme of increasing wages and economic growth, and go after the super PACs flooding the airwaves with negative ads. A female soldier trains on a firing range in Fort Campbell, Ky., in 2012. In a survey, few Army women said they’d like a combat job.

Surveying the Troops Only a small fraction of Army women say they’d like to move into one of the newly opening combat jobs, according to a survey of the service’s nearly 170,000 women. That survey and others across the Army also reveal that soldiers of both genders are nervous about women entering combat jobs but are determined to do it fairly. LOLITA C. BALDOR (AP)

CREATIVITY TO

The History Last year, Pentagon officials signed an order saying women must have the same opportunities as men in combat jobs, and the services have been devising updated physical standards, training, education and other programs for thousands of jobs they must open by Jan. 1, 2016.

The Surveys Last year, the Army emailed surveys to active-duty, reserves and Army National Guard members to gauge soldiers’ views on the move.

“We have some incredible female talent that we’ve been ignoring for a long time. We’ve got to get it in the right place.” — Gen. Ray Odierno, chief of staff of the Army

The proportion of Army women — 2,238 of the 30,000 who responded — who said they would want one of the infantry, armor, artillery and combat engineer jobs. Of those, about 30 percent want to be on the elite 160th Special Operations Aviation Regiment.

Other Findings Men are worried about losing their jobs to women; women are worried they will be seen as getting jobs because of their gender and not their qualifications. Both are emphatic that the Army must not lower physical standards to accommodate women.

Ugandan Gay ‘Witch Hunt’ Begins Day after anti-LGBT law signed, tabloid exposes 200 people

“Some want to leave the country and they are asking to be helped.”

Kampala, Uganda A Ugandan newspaper published a list Tuesday of what it called the country’s “200 top” gays, outing some Ugandans and raising fears of violence against those named just a day after the president enacted a severe anti-gay law. Many on the list “are scared and they need help,” said Pepe Julian Onziema, a prominent Ugandan gay activist who was named in the Red Pepper tabloid. Meanwhile, U.S. Secretary of State John Kerry said Monday’s signing of the bill by Uganda President Yoweri Museveni marked “a tragic day for Uganda and for all who care about the cause of human rights.” He warned that Washington could cut aid to the East African nation over the new law, which punishes gay sex with up to life in prison.

had not come out publicly. “Some of the employers have read the paper, and from the descriptions they can tell who these people are,” he said. Few Ugandans identify themselves publicly as gay, and the tabloid’s actions recalled a similar list published in 2011 by a now-defunct tabloid that called for the execution of gays. A prominent Ugandan gay activist, David Kato, was killed after that list came out. “The media witch hunt is back,” tweeted Jacqueline Kasha, a Ugandan lesbian activist who is among those listed in the Red Pepper story.

The exposé by the Red Pepper tabloid on Tuesday outed some Ugandans.

Those convicted of “promoting homosexuality” also face punishment. The Red Pepper ran its list of names — and some pictures — in a front-page story under the headline “EXPOSED!” News editor Ben Byarabaha said the paper published the full names of only the well-known activists and tried to use nick-

names for those not publicly gay. A popular Ugandan hip-hop star and a Catholic priest are among those on the list. Byarabaha offered no details on how the names were compiled. Onziema, who has repeatedly warned that Uganda’s new law could spark violence against gays, said the tabloid had provided enough information to identify many people who

Biden Tried to Warn Yanukovych Washington Two days before he fled Ukraine’s capital, President Viktor Yanukovych huddled on the phone for more than an hour with Vice President Joe Biden, his primary conduit with the U.S. government throughout the political crisis consuming the former Soviet republic. Biden, who had built a working relationship with Yanukovych since becoming vice president, was at the forefront of the delicate diplomatic maneuvering for the Obama administration. He spoke to Yanukovych on the phone nine times during the three-month political crisis, according to a senior administration official familiar with the conversation, an unusual level of contact that underscored the heightened U.S.

Meanwhile ... Ukraine’s new authorities navigated tricky political waters Tuesday, working on a new government and trying to seek immediate financial help from the West. Yet protests in the country’s pro-Russian region of Crimea and the shooting of a top aide to fugitive President Viktor Yanukovych have raised fears of retaliation. Andriy Klyuyev, the chief of staff for Yanukovych until this weekend, was wounded by gunfire Monday and hospitalized, spokesman Artem Petrenko said Tuesday. (AP)

concern about stability in Ukraine. As the protests over Yanukovych’s abrupt abandonment of an agreement with the European

Union grew, Biden warned Yanukovych that he had seen similar situations play out before around the world. The vice president used an American expression to make his point, telling the Ukrainian that leaders are often “a day late and a dollar short” with their attempts to appease political protesters, the senior administration official said. Yanukovych often seemed torn between the choices before him and rarely gave Biden a clear signal of his next move, the official said. Biden and Yanukovych have not spoken since the Ukrainian leader fled Kiev over the weekend. The vice president also met throughout the crisis with Ukrainian religious leaders and UkrainianAmerican groups, according to the administration official. JULIE PACE (AP)

World Damaturu, Nigeria Islamic militants set fire to a locked dormitory at a school in northern Nigeria, then shot and slit the throats of students who tried to escape through windows during a pre-dawn attack Tuesday. Dozens of students were killed, including many who were burned alive. Teachers who escaped said as many as 40 students died in the attack by militants of Boko Haram, whose name means “Western education is forbidden.” Community leaders said they buried 29 victims. They “slaughtered them like sheep” with machetes, and gunned down those who ran away, said one teacher, Adamu Garba.

Backstory Entire towns and villages were under the sway of the militant group Boko Haram when Nigerian President Goodluck Jonathan declared a state of emergency last May. The military forced the insurgents out of urban areas, only to have them regroup in forests and caves where it has proved difficult to flush them out. The military said recent attacks are being perpetrated by militants escaping assaults on their forest hideouts. (AP)

Garba said the attack began around 2 a.m. with the militants locking the door of a dormitory where male students were sleep-

ing, then setting it on fire. Gov. Ibrahim Gaidam said it took hours for troops to arrive, giving the assailants plenty of time to set the rest of the school campus ablaze — six dormitories, the administrative building, staff quarters, classrooms, a clinic and the kitchen. Female students were spared in the attack, said the spokesman, Abdullahi Bego, though girls and women have been abducted in the past. This time, t he insurgents went to the female dormitories and told the young women to go home, get married and abandon the Western education they said is anathema to Islam, he said. What’s Up With All That Wind? Can you explain the phenomenon behind the hurricane-force winds I often experience when entering or exiting underground Metro stations? I think you’re feeling what engineers call the “piston effect” of the trains moving through the tunnels. The trains push air ahead of them and pull it in from behind. Ventilation shafts along the tunnels reduce the effect, but it’s still easy enough to notice. I’ve noticed it especially, for example, at the entrance to Eastern Market station. It might be stronger at stations with only one entrance/exit, or where that

entrance/exit has a fairly direct line toward the tunnel.

Metro board member and mayoral candidate Muriel Bowser has posted campaign ads on Metro buses. Isn’t this a huge conflict of interest? I don’t see how Metro, or its advertising agency, could deny any candidate the right to buy campaign ads to post on buses, trains or in stations. Does the Office of Personnel Management coordinate with local highway departments before making the

decision to open/close the government? I assume they do, but recently I’ve seen OPM keep the government open only to have major roads (BW Parkway and Beltway) closed due to accidents and poor road conditions. When severe weather is expected, OPM typically engages in a huge overnight conference call with the highway departments, local governments, schools, Metro, weather service officials and other parties who either provide transportation services or have to deal with the consequences of bad weather and delays. Woman Killed by Truck Mourned Mother of three was struck after loading daughter into car seat Arlington To her friends, Jennifer Lawson was an Arlington everymom — a supermom, really — who poured what seemed like an endless store of energy into raising her three kids. It was no surprise, then, that even as she died, Lawson was doing something motherly. According to police, friends and witnesses, Lawson, 39, had just loaded her youngest, a daughter, into a car seat in her minivan

Backstory Jennifer Lawson, police said, had parked her minivan in the 5900 block of North Little Falls Road so that its driver’s side opened to traffic. Such a practice would not be unusual: White lines designate an area for cars to park. The street, though, is not especially wide, and someone stepping out of a vehicle on the driver’s side would very likely be emerging into a lane of traffic. Police said they were still investigating exactly where Lawson was standing when she was hit and whether her minivan door protruded over the parking space line. They said they were also probing how fast the truck was going. (T WP)

when a dump truck pulled up. It hit Lawson and the door of her minivan with such force that witnesses say the van door remained stuck to the truck’s side. Directly in front of the Arlington elementary school where Lawson’s

oldest son is in kindergarten, Lawson was left fatally wounded. Her daughter, police said, was unhurt. A day after the incident, friends said they were grieving and struggling to process what had happened, as police and prosecutors

worked to reconstruct the crash and determine who — if anyone — was to blame. As of Tuesday afternoon, no one had been cited or charged with any crimes. Friends and acquaintances attached flowers to a utility pole at the scene of the crash. They remembered Lawson foremost as a loving wife and doting mother to her children — a 5-year-old son, a 4-year-old son and a 2-year-old daughter. “T hey were ever y t hing to her,” said John Schmidt, a friend and former co-worker. Edens, developer of major mixeduse projects in D.C. and Merrifield, Va., is plotting its next act in Alexandria north of Old Town. Edens has purchased a Giant grocery store at 530 First St. and is under contract to buy the Virginia Department of Alcoholic Beverage Control store next door, according to Steve Boyle, managing director of Edens. Between the two properties, Edens controls the entire block. Boyle said the company was planning a mix of residential units and retail, referring to it as “another opportunity to enrich the existing community in really what we call North Old Town.”

2 Charged for Passing Fake Casino Chips

Backstory Edens, a South Carolina-based company, has built a name locally by turning industrial property or dated shopping areas into mixeduse projects with an urban feel. In Fairfax County, it developed the Mosaic District on the site of a former movie theater. It is also building Union Market, a hub of restaurants and food shops in Northeast. (CB)

Edens has not yet submitted plans to the county, but it has begun discussing the project with prospective retailers. A sticking point might be the future of the Giant store, though. Stephanie Landrum, chief operating officer at the Alexandria Economic Development Partnership, said that Giant opened in 1951 and is the chain’s oldest operating store.

After meeting with Giant officials, she said she wasn’t sure the company was prepared to close the store even though the chain will be opening a store in nearby Potomac Yard. A Giant spokesman said the company had not made a final decision. Landrum said the area around the Giant was probably ready for redevelopment and Edens had the capacity to redefine the location. “I think Edens is really popular right now,” she said. “People like what they’ve done in other places and companies want to be a part of their projects.” Landrum said that, in general, Alexandria was drawing more interest now that some industrial sites along the Potomac River had been opened up for development. “There just seems to be a lot of buzz about t he waterfront and Old Town,” she said. Hanover, Md. A married couple that tried to bluff Maryland Live Casino with counterfeit $100 chips was caught and charged, and charges are being sought against two others for a similar fake-chip scheme, Maryland State Police announced Tuesday. Rosa Nguyen and Vuong Truong, both of Virginia, were charged with one count of theft and two counts of conspiracy to commit theft. According to court documents, Truong admitted that he purchased the counterfeit chips on the Internet — paying $12,000 for $150,000 worth. In Fairfax County, investigators discovered that “many of the counterfeit chips had been discarded by one of the suspects in Lake Accotink,” not far from the couple’s home. “Fortunately for police, the chips f loated,” the news release said. Cover Story

So, what went wrong? And what does this mean for the broader Bitcoin economy?

What is Mt. Gox? Mt. Gox is probably the most well-known bitcoin exchange on the planet.

OK, but what is Bitcoin, and what is an exchange? Bitcoin is a distributed digital payment system and currency that is a lot like PayPal, except that there’s no single company that owns the Bitcoin network. Instead, transactions are processed in peer-to-peer fashion using a shared, public ledger. Oh, and while PayPal transactions are based on the dollar, the Bitcoin network has its own currency unit, also known as a bitcoin. Website exchanges let users trade bitcoins for conventional currencies. Mt. Gox has grown to become the most popular exchange around, reportedly processing 76 percent of Bitcoin transactions as recently as last spring.

So, what happened? Mt. Gox has disappeared. Many are now calling it insolvent. Its website went blank overnight. Its tweets were deleted. Although the source code for the page once appeared to hint at some sort of buyout or acquisition, it’s unclear if that was real or a bit of misdirection. Mt. Gox updated its site with a vague comment saying “a decision was taken to close all transactions for the time being in order to protect the site and our users. We will be closely monitoring the situation and will react accordingly.”

A Bit of a Setback?

What happens to bitcoins people had stored in Mt. Gox? No one knows for sure, but things don’t look good. If an unverified internal document is to be believed, Mt. Gox had $174 million in liabilities against $32.75 million in assets. And that $174 million in liabilities figure is based on the Mt. Gox trading price, which is essentially divorced from reality.

Some wonder if virtual currency is kaput as bitcoin exchange shutters Tokyo

One of the world’s largest bitcoin exchanges has seemingly disappeared, delivering a severe blow to the virtual currency as it struggles to gain legitimacy. A coalition of virtual currency companies said Tuesday that Tokyo-based Mt. Gox went under after secretly racking up catastrophic losses.

“I may have lost all of my money. It hasn’t shaken my trust in bitcoin, but it has shaken my trust in bitcoin exchanges.” — KOLIN BURGE S, WHO HAS $320,000 TIED UP IN BITCOINS WITH MT. GOX

Mt. Gox’s website was returning a blank page Tuesday. The disappearance of the site follows the resignation Sunday of Mt. Gox CEO Mark Karpeles from the board of the Bitcoin Foundation, a group seeking legitimacy for the exotic new form of money. Prominent supporters of Bitcoin — including San Francisco-based wallet service Coinbase and Chinese exchange BTC China — sought to shore up confidence in the currency by saying Mt. Gox’s collapse was an isolated case of mismanagement. “As with any new industry, there are certain bad actors that need to be weeded out, and that is what we are seeing today,” a statement from the services said. Since its creation in 2009, Bitcoin has become popular among tech enthusiasts, libertarians and

Q&A on Bitcoin

Mt. Gox recently imposed a ban on bitcoin withdrawals, feeding speculation that it was out of money.

adventurous investors because it allows people to make one-to-one transactions, buy goods and services and exchange money across borders without involving banks, credit-card issuers or other third parties. Criminals like Bitcoin for the same reasons. For various technical reasons, it’s hard to know just how many people around the world own bitcoins, but the currency has attracted outsize media attention and the fascination of millions as an increasing number of large retailers such as Overstock.com begin to accept it. Central banks across the globe have been hesitant to recognize Bitcoin as a legitimate form of money, and Mt. Gox isn’t helping. Mt. Gox “reminds us of the downside of decentralized, unregulated currencies,” said Campbell Harvey, a professor at the Duke University Fuqua School of Business. “There is no Federal Reserve or IMF to come to the rescue. There is no deposit insurance.” Campbell believes, however, that Mt. Gox’s disappearance “doesn’t mean the end of the road” for Bitcoin and other virtual currencies.

What Went Wrong?

It’s not entirely clear what happened to Mt. Gox, a Tokyobased exchange that has sometimes been criticized for poor security. Several experts have accused the exchange of ignoring warnings about a software glitch that could enable hackers to silently drain the business of its bitcoins. The glitch was recently fixed, but not before Mt. Gox imposed a ban on bitcoin withdrawals, feeding speculation that the exchange was out of money. (AP)

$1,200 The value of a single bitcoin in December, its all-time high

$470 The value of a bitcoin in the aftermath of the Mt. Gox collapse Tuesday

The collapse “might represent the end of the ‘Wild West,’ where anyone can set up shop and deal in crypto-currencies,” he said. But “increasingly sophisticated investors” are funding ventures that will “raise both quality and confidence.” Documents purportedly leaked from Mt. Gox lay out the scale of the problem. An 11-page “Crisis Strategy Draft” published on the blog of Bitcoin enthusiast Ryan Selkis said that 740,000 bitcoins are missing from Mt. Gox, which roughly translates to hundreds of millions of dollars’ worth of losses. “At t he r isk of appea r ing hyperbolic, this could be the end of Bitcoin, at least for most of the public,” the draft said. RAPHAEL SATTER AND YURIKO NAGANO (AP)

Swiftly. The leaders of several Bitcoin services released a letter Monday distancing Mt. Gox from the market. Sen. Tom Carper, D-Del., released a statement calling the news about Mt. Gox a disturbing reminder “of the damage potentially ill equipped and unregulated financial actors can wreak on unsuspecting consumers” and called for stakeholders to “engage in meaningful dialogue to provide clear rules of the roads for entrepreneurs, investors, and consumers.”

So, what happens now? This is a major setback for Bitcoin. Some fear that a sudden loss of confidence in online exchanges’ ability to protect their stored bitcoins could kill off the currency’s appeal. But Bitcoin is no stranger to scandals, hacks, or otherwise poor business judgment. Since it was started by the pseudononymous Satoshi Nakamoto in 2009, it’s gone from being worth pennies to more than $1,200 per bitcoin. It’s possible this represents nothing more than a major growing pain. Other services are cropping up hoping to take its place. ANDREA PETERSON (THE WASHINGTON POST )

Reclaiming Summer In the age of six-second Vine videos and vanishing Snapchats, summer camp, with its fireside songs and slow-your-roll activities, may seem blasé to the modern child. But did we mention the ziplining and wakeboard lessons? From the Chesapeake to Appalachia, adventure camps are taking advantage of the D.C. region’s natural bounty to offer children as young as 4 a summer so chock full of activity that they’ll forget all about their iPads. Summer camps are more than just a chance for kids to run around. They

encourage independence by giving children exposure to peers and positive role models who “care but are not attached by the umbilical emotional strings,” says Vini Schoene, director of the Burgundy Center for Wildlife Studies in Capon Bridge, W.V. Immersion, Diversion Language camps are a fun way for kids to learn a foreign tongue One of the many advantages of living in and around a city as culturally diverse as Washington is the abundance and variety of language-immersion camps available to children of all ages. Learning a new language can give kids a leg up not just in school but also in an increasingly multicultural world. More important, perhaps: It’s just a fun way to spend a summer. Many language-immersion

camps are similar to traditional camps. The only difference: Kids do all their activities while speaking a new language. “Our campers spend their time exploring nature and the outdoors while being completely immersed in Spanish or French,” says Raúl Echevarría, co-founder and academic director at CommuniKids Preschool in D.C. and Falls Church, Va. “Campers are engaged in hands-on experiences that provide a wonderfully relaxed atmosphere for learning a new language. It allows [young people] to have a global summer right here at home.” We rounded up some of the Washington area’s language immersion summer camps: CommuniKids Preschool (multiple locations, communikids.com) and Language Stars (multiple locations, languagestars.com) have locations in and around D.C. The Washington International School offers a “Passport to Summer” program at its Georgetown campus (1690 36th St. NW; 202-2431791, wis.edu). The school also has French, Spanish and Mandarin camps for children ages 3 to 11. The Fairfax County, Va., public school system offers its own immersion courses. Kids can learn Spanish, French, Mandarin or German in the FLEX language summer programs (fcps.edu/is/ace/k12.shtml) geared toward children from first through 11th grade. Camp Lango in Prince George’s, Md., (14100 Mt. Oak Road, Bowie, Md.; princegeorgeslango.com) offers Spanish, Mandarin and French classes, camps and clubs. (El Tiempo Latino)

How to Choose A Language Camp We asked Raúl Echevarría of CommuniKids Preschool what parents should ask when considering a language camp: Ask how the program is organized and what types of activities are offered. Are they well suited to your child’s age, interests and stage of development? Will the activities be engaging for your child? If the activities are fun, kids will be more likely to learn. Make sure programs will work for your kids as they’re learning the language, not just when they’re already fluent. It’s hard to become fluent in one summer. See if the camp offers opportunities for language learning throughout the year, “In order for fluency to emerge, you should seek programs that will challenge and ‘grow’ with your child,” Echevarría says.

night camps offer sessions from two to 11 weeks, and many camps also offer short programs for new and younger campers. Camp Tall Timbers in High View, W.V., for example, offers a “Wet Your Feet” weeklong session and “Try-out Weekend” sessions for rookie campers. If day camp is preferable, decide between halfdays or full-days and keep in mind how far you're willing to drive back and forth. Other important considerations include your budget, single-sex vs. co-ed, location and schedule. Many online resources have made easy work of searching for camps using these criteria. its facilities. The National Camp Association (summercamp.org) agrees: Choose a camp that can meet many, if not all, of the needs, interests, goals and expectations of both you and your child, it advises. Sit down together and ask yourselves the following questions: What do you and your child want to gain from the camp experience? What are your child’s special interests? Does your child have any phys-

ical, intellectual or social limitations that should be considered? What kind of environment will benefit your child most? (i.e., structured versus a more self-guided pace; co-ed vs. boys/girls only?) And don’t forget about cost, size and location. Perhaps the most important part of the decision, however, is your child. If you include him or her in the selection process, the camp you end up choosing will likely be a good fit — and one that he or she can’t wait to experience. (E XPRESS)

Does One Size Fit All? It’s rare that one type of camp is good for every child (even every child in one family). You may want your child to start out at a day camp, and then in the next year or so move to an overnight camp. Your child may be musically or athletically or scientifically inclined. As a youngster, your child may not want to go to a co-ed camp, but that may well change in later years. There are so many camps because there are so many different types of campers. But rest assured, whatever your child needs, there is certain to be a camp that will provide the best possible experience.

Caps’ Olympians Return Backstrom trying to move on after his failed IOC doping test

Before the Capitals went out to practice Tuesday, Nicklas Backstrom told his teammates that while he continues to deal with fallout from testing positive for a substance that is banned by the International Olympic Committee, he will do his best to make sure it doesn’t cause a distraction for the group moving forward. “I was talking to the guys today and I said, ‘I’ll deal with this on the side.’ I think we have a really important situation here in Washington right now. We’re not in a playoff spot and we have to look forward to that,” Backstrom said. “I’m focusing on Washington right now, how we have to deal with this as a team, how we have to win hockey games. That’s what I’m going to do.” That was easier said than done Tuesday, though, as many in Sweden and the international community are still looking to assign blame for the situation. With several Swedish news outlets at Kettler Capitals Iceplex on Tuesday, pressing for more details, Backstrom reiterated that he has taken the allergy medication Zyrtec-D for seven years. While Zyrtec-D is an approved drug, it contains pseudoephedrine which is prohibited by the IOC at certain levels. Backstrom’s test results showed an elevated amount. “I’ve had allergies for seven years, since I got here. Everyone that lives in the Washington area knows how bad it is here,” Backstrom said. “Who do I blame? Well,

Ovechkin’s Sorry for Olympic Play Alex Ovechkin has apologized for Russia’s disappointing performance in the hockey tournament at the Winter Olympics. Russia was eliminated by Finland in the quarterfinals last week in Sochi. “I want to say sorry to the fans because it’s once in a lifetime opportunity to represent your country in the Olympics, and you didn’t get the results, you didn’t get any medal,” Ovechkin said. He said he’s worried most about his father, who is recovering after having heart surgery during the Olympics. (AP)

I followed the doctor’s recommendation.” Sweden’s team doctor Bjorn Waldeback told reporters in Sochi on Sunday that Backstrom asked him before the Olympic tournament began if he could continue taking the medication and he said yes. “I feel a very big responsibility for this as I am medically respon-

sible,” Waldeback said in Sochi. “But on the other hand, we could’ve never imagined the consequences of taking a medication that hardly affects the person and ruins the greatest day of his life.” Backstrom has already missed out on the opportunity to play in that important contest, but he’ll now have to wait up to two weeks

to find out if he will receive a silver medal while the IOC investigates the issue. “It’s up to the IOC,” Backstrom said. “We’re still waiting and talking to the Swedish Federation and we’ll see what’s going to happen. It’s up to them.” The Capitals are trying to offer all the support they can, knowing how much the opportunity to play for Sweden in the gold-medal game meant to Backstrom. “I think it’s [garbage],” said Martin Erat, a fellow Olympian for Czech Republic. “Take a guy like him, he works all his life for a tournament like that and he gets to the point where he plays in the biggest game of his career probably and some politicians or whatever just messed it up for him. It’s stupid.” K ATIE CARRER A (THE WASHINGTON POST )

Poor Taste: A South African bakery apologized via Twitter on Tuesday for producing a line of cookies with messages relating to the murder trial of Oscar Pistorius, the double-amputee Olympian. Jason Collins has received support from everyone from his teammates to Billie Jean King since becoming the first openly gay athlete to play in one of the United States’ four major professional leagues. Collins said Tuesday morning that he’s received phone calls, texts and emails, as well as messages on Facebook and Twitter, and has been spending time “just trying to thank everyone for their support.” The 7-footer said one of the most meaningful messages was a text Monday night from King, the former tennis great. “She just got back from Sochi. With all that’s happening with the loss of her mother, she was great. It was really nice to hear from her. It was very meaningful and very much appreciated,” Collins said. Collins signed a 10-day contract on Sunday and played 11 scoreless minutes in a victory against the Los Angeles Lakers. BERNIE WILSON (AP)

Jordan Will Start First Spring Game Nationals Nationals manager Matt Williams says Taylor Jordan will start the team’s first spring training game. Williams made the announcement Tuesday. The Nationals play the New York Mets on Friday in Port St. Lucie, Fla. Williams did not say who will start the home opener Saturday against Atlanta, but he said Stephen Strasburg is on target to take the mound on opening day, March 31 against the Mets in New York. The first-year manager said the team has its pitching schedule mapped out. Jordan, a 25-year-old righthander, made nine starts for Washington last season and went 1-3 with a 3.66 ERA. He is in contention for the team’s No. 5 starter position. (AP)

College Basketball Dez Wells has been one of the most productive — and upbeat — of the Maryland Terrapins during a season that’s been filled with close losses. But even the junior swingman was left dumbfounded after the latest near-miss by the Terps — when they fell at home Monday against Syracuse, which slipped from No. 1 to No. 4 in the AP poll just hours before tipoff. Maryland had a chance to win in the final seconds as a 3-pointer by Seth Allen was off the mark at the buzzer and the Orange escaped with a 57-55 victory. The Terps had 18 turnovers but came back from a 12-point deficit. “They’re a good team, we’re a good team,” Wells said. “We could

Posey Supports MLB’s New Rule Baseball San Francisco Giants catcher Buster Posey, whose 2011 season was cut short after the Marlins’ Scott Cousins crashed into him at the plate, said Tuesday that a home plate collision rule adopted by Major League Baseball and its players does a good thing by eliminating “malicious collisions.” “I’ve always said that the main thing is for everybody to be comfortable with it, that the catchers and runners are protected,” said Posey, addressing the rule change for the first time. Posey, an All-Star catcher, sustained a broken bone in his lower left leg and three torn ligaments in his ankle in the May 2011 collision, an injury that helped intensify debate over plate collisions. The rule states that “a runner attempting to score may not deviate from his direct pathway to the plate in order to initiate contact with the catcher [or other player covering home plate].” A runner violating the rule will be declared out, even if the fielder drops the ball. The umpire crew chief can use the new video-review system to determine whether the rule was violated. “I have always set up in front of the plate, where the runner can have part of the plate,” Posey said. Outfielder Nelson Cruz served a 50-game suspension for a violation of Major League Baseball’s drug agreement last season.

Cruz Looks to Move On Orioles’ new slugger trying to shift focus away from 2013 ban Baseball When it comes to his 50-game drug suspension, Nelson Cruz didn’t have much to say during his introduction by the Baltimore Orioles. Cruz gave short answers to any Biogenesis-related questions during a news conference Tuesday, a day after the 33-year-old outfielder finalized an $8 million, one-year contract. “Whatever happened in the past, I look to move forward and have a great year with the Baltimore Orioles,” Cruz said. Hardy, Adam Jones, Manny Machado, Nick Markakis and Matt Wieters. Markakis said last summer that MLB needed stiffer penalties for violations of the drug rules. On Saturday, Markakis said he still favored tougher penalties but was happy to have Cruz on the Orioles. “My opinion doesn’t change

toward anything,” Markakis said. “He’s part of this team now and he’s going to be in this clubhouse and we’re going to welcome him just like anybody else.” Cruz hit .266 last year with 27 homers and 76 RBIs in 109 games. The suspension cost him $2.7 million of his $10 million salary. He signed with Baltimore more than three months after he turned down a one-year, $14.1 million qualifying offer from the Rangers. “It was a frustrating process, but I’m happy for the decision that I made,” Cruz said. Cruz is part of a late spending spree for the Orioles. Right-hander Ubaldo Jimenez agreed to a $50 million, four-year contract and South Korean right-hander Suk-min Yoon received a three-year deal for $5.6 million. “We’ve been steadily putting our team together,” Orioles executive vice president Dan Duquette said. Not a Bad Idea, Bynes Amanda Bynes pleads no contest to charges of reckless driving 27

He’s Back to Brooding

Father Comedy Whenever I think of Harold Ramis, who died Monday at age 69, his role in 2007’s “Knocked Up” springs to mind. Playing father to Seth Rogen, a manchild who is about to become a dad with a woman he barely knows, the sardonic Ramis dispenses sage, genuinely warm wisdom. “This is a disaster,” Rogen says. “An earthquake is a disaster,” Ramis replies. “This is a good thing.” The scene symbolizes Ramis’ place in modern comedy: He was its wise (yet sarcastic) father figure, mapping a By Rudi blueprint to mainstream Greenberg success through the films he wrote, directed and starred in. When the stoner Rogen wonders how he’ll tell his kid not to do drugs without being a hypocrite, Ramis reminds Rogen that he, too, smoked pot while advising Rogen not to. Ramis also had things both ways in his movies: They were broad and widely successful yet subtly subversive. His heroes were underdogs who rebelled against stuffy institutions (the country club elite in “Caddyshack”). The films were satirical (“Stripes”), weird (“Ghostbusters”) and philosophical (“Groundhog Day”). “Stuff happens and you just gotta deal with it … that’s the beauty of it all,” Ramis tells Rogen in “Knocked Up.” That’s the Ramis I’ll always remember. For more of Rudi’s comedy musings, follow him on Twitter: @rudigreenberg.

Beck’s new album ‘Morning Phase’ is full of moody musings and not much else

producer) are concerned with the smallest of details, his lyrics are the opposite, dealing with love in the broadest sense. On this album, the lyrics are just another garnish. Although the ingredients seem to suggest a depressing listen, “Morning Phase,” to Beck’s credit, never truly drags. The songs may be far from joyous, but there’s a certain life to them.

Album Review Who would have thought that the defining persona of one of music’s most adept and adventurous shapeshifters of the past 20 years would end up being the traditional role of sad dude with an acoustic guitar? There’s more to “Morning Phase,” Beck’s first new album in 5½ years, than simple unplugged melancholy. But because he is returning from such a long layoff with an album of such singular vision, it’s hard not to interpret this as a clear statement of purpose. “Morning Phase,” out now, is a triumph on the periphery. Elaborate flourishes and elegant arrangements decorate every song with an enveloping glow. Even if many of those lovely sounds are stock at this point — string swells and echoed vocals always come in exactly when you expect them to — they are still expertly deployed through these midtempo dirges. But the overall effect is akin to putting pencil sketches into gold-plated frames. The shiny stuff on the outside is nice but less appealing when it turns out to be the main attraction. If the arrangements Beck curates (he serves as the album’s

It’s hard not to compare this exercise in sad-sackery to the rest of Beck’s discography.

Inside Jokes

The less-orchestral, more-rustic songs stand out as the best. “Say Goodbye” features some imperfectly plucked banjo that is oddly comforting, and Beck gives his vocals a hint of twang to match the accompaniment of “Country Down.” That “Morning Phase” is so clearly a sequel — and arguably a slightly updated carbon copy — to “Sea Change,” Beck’s previous exercise in sad-sackery, makes it hard not to compare the album with the rest of Beck’s discography, as well. Of course, nobody is asking Beck to re-create the collision of the genres he navigated so well in the ’90s. But ultimately “Morning Phase” feels like settling. It’s a gorgeous album, but it’s one that we’ve already heard before and isn’t a full course. DAVID MALITZ (THE WASHINGTON POST )

Don’t Look Down: Joseph Gordon-Levitt, left, will star in “To Walk the Clouds” as Philippe Petit, the French high-wire artist who walked across a tightrope between the twin towers of the World Trade Center in 1974. Robert Zemeckis has signed on as director for the 3-D film. Petit, 64, was previously the subject of the 2008 documentary “Man on Wire,” which details the night he snuck into the buildings to complete the stunt. (E XPRESS)

Her ‘Bark’ Has Plenty of Bite Lorrie Moore’s short stories are thick with cynicism and darkness Book Review “Bark,” Lorrie Moore’s new collection of short stories, is not something you’d want to give to the newly engaged — unless your intent is subversive and your humor, like Moore’s, is mordant. Of the book’s eight stories — four of which were first published in the New Yorker — most address the bitter disappointments of romantic relationships with her trademark sardonic wordplay. See-

sawing with uncanny adeptness between facetiousness and earnestness, she keeps readers slightly off balance as she works her way through moving portraits of vulnerability, awkwardness, resignation and melancholic fortitude. In an exercise that might seem academic in a lesser writer’s hands — and unlike anything in her most recent books, which include “Birds of America” and “A Gate at the Stairs” — two of the more interesting stories in “Bark” are closely based on classics. While they stand alone just fine, it’s Moore’s variations that imbue them with layers of significance. In “Wings,” Milton Theale, a

lonely, elderly widower, replaces the young heiress Milly Theale from Henry James’ “The Wings of the Dove.” As in James’ novel, characters’ motives are hardly pure. But Moore leavens her ironic morality tale with dark humor, including the juxtaposition of a billboard and nearby traffic sign that read “Hospice Care: It’s Never Too Soon to Call” and “Pass with Care.” In “Referential,” Moore’s reworking of Vladimir Nabokov’s 1948 short story “Signs and Symbols,” the impact is again in her

altered climax. Both versions open with a man and woman visiting an “incurably deranged,” suicidal 16-year-old boy in a “facility.” Moore replaces Nabokov’s married couple with a long-widowed mother and her boyfriend, who had become “a kind of step-father” to her troubled son but, out of work since the economic downturn, has drifted away. Although both stories are about hope and resignation, in Moore’s clever, modern twist, the calls sound the death knell for a relationship. It’s a fittingly plaintive note for this powerful collection about the difficulty of letting go of love. HELLER MCALPIN (THE WASHINGTON POST)
