Nothing attracts detractors like a public meeting. So when I showed up at a District Department of Transportation event in November — the first in a series discussing streetcar plans for the north-south corridor — I was ready to jot down any signs of debate. I shouldn’t have bothered to bring a pen. As we headed out, a woman walking near me offered me the harshest comment I heard all night: “We already have such great public transportation around here, so I’m not sure we need it.” It’s not that everyone in the District is gung-ho for streetcars. But the loudest complaint seems to be that they haven’t arrived fast enough. And with that first section of track on the verge of opening on H Street NE, the only real question is where the network will head next. The streetcar debate is much more heated in Arlington, where

the issue of whether to go ahead with a route planned for Columbia Pike looks like it will be a central factor in the upcoming election for the County Board. Over the past year, citizen groups have sprung up on either side of the fight: Arlington Streetcar Now and Arlingtonians for Sensible Transit. Arlingtonians for Sensible Transit’s Bill Vincent, 49, argues that the millions that will be needed for the project could be better spent elsewhere. Vincent, who’s lived in the county for 20 years, would rather see improvements in overall trans-

“I talk to a lot of people like me who are excited about a better experience than a bus, and a more reliable schedule,” says Slatt, who’s looking forward to using the streetcar to patronize businesses along the Pike that will, in turn, boost Arlington’s tax base. “Some people just don’t get that a streetcar costs money, but it makes money, too.” Slatt also questions whether bus service can be improved without a dedicated lane, which won’t be feasible. Both groups are focused on educating the public, so Arlington residents can expect to hear more debate in the coming months. In the District, meanwhile, the only people going back and forth on streetcars will be the ones riding them.

Muth, 49, was charged in the August 2011 killing of his wife, socialite and journalist Viola Herms

They slept in the same bedroom but in separate beds. He was more of a companion who often served as her social scheduler, prosecutors said. But they said Muth was also abusive and controlling. The six-day trial was the first ever in D.C. Superior Court in which the defendant was not present in the courtroom. Muth — who participated by video conference from

his hospital bed — has periodically fasted since his arrest, and his weight has dwindled to 92 pounds. The jury deliberated for about three hours over two days before returning a verdict. Since Muth and Drath first began dating more than 20 years ago, Drath’s family and friends were leery of her much younger suitor. He often wore an eye patch, and said he lost the eye during a mercenary battle in South America, but he later stopped wearing the patch. American Airlines said Wednesday that it would end direct flights from Reagan National Airport to 17 small and midsize cities as part of the deal that paved the way for its merger with US Airways. Analysts said it’s unlikely that the low-cost carriers that bid on the vacated slots will want to fly to less lucrative destinations such as Fayetteville, N.C.;Savannah, Ga.; and Islip, N.Y. Police: Worker Hit, Killed By SUV in Southeast D.C. Police say Travis Jackson, a construction worker, was killed when an SUV crashed into a work zone on Suitland Parkway in Southeast. Jackson, 34, was setting up a construction zone on outbound lanes between Firth Sterling Avenue and Stanton Road late Wednesday, when police say the crash occurred. Jackson was also the founder of local record label Windian Records, DCist reported. The driver was treated and released at a local hospital. The crash is under investigation. (AP)

Only twice in its 29-year history, during droughts in 1999 and 2002, have authorities released water from Little Seneca Lake, about five miles south of Clarksburg, Md. Otherwise, it has been a 3.9-billion-gallon emergency backup water supply for the D.C. region, more useful for boaters. But concerns about climate change and new construction have pushed the man-made lake into the debate over the future of the northern Montgomery County town. Little Seneca is fed in part by the Ten Mile Creek watershed in the Clarksburg area, where Pulte Homes wants to build up to 1,000 single-family houses. On the other side of the highway, the developers of National Harbor envision 450,000 square feet of retail. Both companies have been planning their projects for years. But Montgomery’s 1994 blueprint for Clarksburg calls for a pause in construction to evaluate the impact of development on Ten Mile, one of the county’s last high-quality streams. This week, the County Council began considering a proposal by the Montgomery Planning Board to revise the blueprint in a way that could significantly limit growth.

Opponents say that even at the reduced scale, the projects are untenable. In their view, stormwater runoff from new expanses of impervious surface could drive increased amounts of sediment and pollutants into the creek — and into Little Seneca — limiting its storage capacity and future usefulness. Developers and county officials they’ve hired contend that the environmental concerns are overblown, even bogus. A study commissioned by the planning board concluded that runoff would be no more harmful than the level of pollutants generated by existing farms.

The share of District residents who believe that the city’s public schools are performing well has more than doubled since the mid-1990s, but a majority continues to give low ratings to the schools, according to a new Washington Post poll. In the Post poll, 38 percent of residents say D.C.’s public schools are performing “excellent” or “good,” while 51 percent rate them as “not good” or “poor.” About half of D.C. public school students are proficient in math and reading, and just six in 10 students graduate from high school on time. “I look at the graduation rates, yes, we’ve gone up, but it’s still atrocious,” said Margaret Albamonte, who has a daughter at Wilson High School. “I just think it’s crazy how badly we’re broken.” The poll was conducted Jan. 9-12 among a random sample of 1,003 D.C. residents. The full survey’s error margin is four percentage points.

With the reopening of the panda house to the general public Saturday, Bao Bao groupies — all 10,000-plus of them that the zoo expects to show up this weekend — can turn the Panda Cam off and start watching in person for the milestones she’ll hit in the coming months. “There’s just going to be an explosion of behaviors,” says giant panda keeper Nicole MacCorkle.

Leading up to Bao Bao’s public debut, she’s been “just really building the skills that she’s going to use,” MacCorkle says, including learning to respond to her name when called. Much like dogs, pandas “are very food-motivated,” MacCorkle says. “When she starts to orient toward us, we call her name and say ‘good girl’ and she can have a little taste of apple juice.”

Wizards’ top rookie a work-in-progress despite going No. 3

Otto Porter Jr. was a do-it-all player for Georgetown, a rangy forward capable of bringing the ball up court for the Hoyas, snagging rebounds from every conceivable angle and taking control of the game when his team needed it the most. That Otto Porter has not been seen in quite a while. The Porter that plays for the Washington Wizards is a serious work-in-progress, despite his lofty status as the No. 3 pick in last summer’s NBA draft. At the time, it seemed like a no-brainer for general manager Ernie Grunfeld to take Porter, whose ability to play several positions would serve Washington well in the future. But heading into Friday’s game against Chicago, Porter is a nonfactor, anchored to the bench for large stretches of games. It is far, far too early to label Porter a “bust,” but it is fair to say that, given his draft position, he’s been a disappointment through the first half of the season. Porter missed training camp,

preseason and the first 18 games of the regular season with a troublesome hip injury, and since his NBA debut on Dec. 6, he’s averaged 10.4 minutes per game. In Washington’s last five games, however, he’s played 19 minutes total. Part of this is due to the fact that Wizards coach Randy Wittman had no idea what kind of player he had in Porter since the rookie was

unable to practice, and part of it is because Trevor Ariza and Martell Webster are much better options at the same position. “I know he feels like, as a lottery pick, he needs to get out there and show the reason why he was picked No. 3,” Webster said. Porter’s scoring (1.9 PPG) and rebounding numbers (1.6 RPG) are negligible, but a more trou-

blesome concern is the notion that the assured player at Georgetown often looks overmatched on the NBA court. He’s not alone. No. 1 overall pick Anthony Bennett has struggled mightily with the Cavaliers, and fellow rookies Victor Oladipo, Cody Zeller and Alex Len have all had growing pains early on. Wizards center Marcin Gortat joked that Porter “is so small,” but still believes in the 6-foot-8, 198-pounder’s ability. “What I see from Otto is that he’s a talented kid,” Gortat said. “His shot looks really good.” Would a stint in the D-League be what Porter needs to gain valuable playing time and a boost in confidence? Several teams, including the San Antonio Spurs, use the D-League as a training ground for their young players, but the stigma of playing in the “minors,” combined with the fact that the Wizards don’t have an affiliate, might prevent the team from making that move. Turgeon Pinpoints the Terps’ Problem Areas Maryland Basketball Alex Len, a 7-footer now in the NBA with the Phoenix Suns, averaged 11.9 points and 7.8 rebounds per game for Maryland last year. This season, two of the Terps’ best and biggest inside options — reserve Charles Mitchell and sophomore starter Shaquille Cleare — have combined to average 11 points and 8.7 boards per contest. Cleare has as many fouls as rebounds (44). “I need our depth to play better,” coach Mark Turgeon said, while

not mentioning Mitchell by name. That may be as good a place as any to start when dissecting the play of Maryland (11-7, 3-2 ACC), which has been inconsistent. Prior to a 74-66 win at home Wednesday against Notre Dame, the Terps lost the previous two games to Pittsburgh and Florida State by a combined 44 points. Another challenge has been the recent scoring slump of wingman Jake Layman, who has just 28 points in his past four games after scoring in double figures in

International Renters If you think the Washington-area rental market is a challenge, imagine trying to navigate it from more than 6,500 miles away. That was the reality Niyara Alakhunova, 29, a graduate student at George Washington University, faced. She began her D.C. apartment search from her native Bishkek, Kyrgyzstan. An American friend told her about a site called Craigslist, which she perused from abroad. (In Kyrgyzstan, renters rely instead on real-estate agents or calling ads in newspapers to find apartments.) When Alakhunova saw apartments she liked online, she called a different friend in D.C., who checked out the units and sent back photographs and reports. But when she arrived and saw one for herself, Alakhunova was disappointed. “The room was so tiny,” she says. Alakhunova’s rental struggle is familiar to the thousands of foreign nationals who need to find a place to live in Washington each year. The mix of top universities, embassies, nonprofits and NGOs draws people from all over the world to D.C. Sticker Shock Trandafili and Alakhunova also had to overcome some basic cultural differences about the way people rent in America. Alakhunova was surprised that few apartments in D.C. were furnished, which is the norm in Kyrgyzstan, and that people live in English basement apartments. “No one lives in my country in the basement; it’s like living in a cave,” she says. Although Trandafili now realizes the studio with a patio she found for $1,285 — utilities included — was a good deal, she says she cried when she first saw it. Studios don’t exist in Albania. “There is always a bedroom,” she says. And then there were the prices. In Tirana, Trandafili shared a nicely furnished one-bedroom apartment with her sister and cousin, for which they paid $300 total — $100 per person. “So that was a big shock, coming and paying $1,285,” she says. “I could rent 12 apartments in Albania with this!” Trandafili still lives in the same rent-controlled apartment building in Dupont Circle, though she has since upgraded to a one-bedroom, for $1,485 a month, utilities included. foreign clients, including diplomats and people who work for international organizations. For example, if a landlord asks for a credit report, many international renters can’t provide one. Apartment-hunters who aren’t American citizens often don’t have a Social Security number or a long credit history in the U.S. That can make landlords uncertain about whether they’re good for the rent. There are ways for international renters to show they can cover the rent without a credit check. Showing proof of employment and a pay stub is a good one. Some renters offer to pay multiple months of rent in advance. Alternately, some-

times embassies are willing to sign leases for diplomats, Poitevien says. Ultimately, it is up to the property owner to decide whether to accept an application without being able to verify credit, Poitevien says. In lieu of U.S. credit, Alakhunova’s landlord asked for either two references (from a previous employer and a previous landlord) or an extra $1,000. Alakhunova chose to provide the references. In leasing her first apartment, Trandafili was asked to provide references and to divulge how much rent she paid in her hometown of Tirana, Albania, as well as to provide a pay stub and proof that she had a bank account.

What to Watch in 2014 Here’s a look at three story lines for 2014 that could reshape renting in and around Washington.

Is There an Apartment Glut? Most everyone in Washington real estate agrees that apartments are being added at a blistering rate. More than 35,000 units are in the pipeline. And the pace of new units getting built each quarter has not slowed, with work starting on more than 3,100 new units in the third quarter alone, more than double the average. What everyone does not agree on is whether there is a glut forming and a bubble on the horizon for real-estate investors. Apartments

in Arlington, NoMa, Shaw and elsewhere continue to get leased, with only a slight decline in rents. While some say the demographic influx will keep the apartment party going, others see dark clouds. Metro for Tysons Corner The Silver Line is set to begin running through Tysons Corner in the first half of 2014. Once the trains are running, everyone will get a chance to see not only how many Tysons employees will use Metro to get to work, but also whether the Silver Line prompts people to rent apartments in a number of highrise buildings under construction along its path. For all Tysons has — two dominant shopping malls, Fortune 500

companies — it has little in the way of housing catering to millennials. Will they call Tysons home once the Silver Line comes through? Big Players Downtown The mixed-use CityCenterDC development and the nearby Marriott Marquis hotel both took nearly a decade of work and hundreds of millions of dollars to pull off, and now this year they will be completed. Will the projects revitalize the downtown area as hoped? CityCenterDC’s office space was quickly leased, and there are good signs for its apartment rentals and condominium sales, but developer Hines has been secretive about its massive retail lineup. Snubs & Shockers ‘Fruitvale Station’ leads the list of great movies not joining this year’s Oscar race The Oscar nominations are out, which means it’s time to start complaining about the Oscar nominations. First, best picture: There are nine nominees, one short of the 10 slots available. So there was definitely room for “Fruitvale Station,” which got exactly zero nominations. Based on the true story of Oscar Grant, who was killed by a transit police officer in Oakland, Calif., on New Year’s Day 2009, the film was an astounding debut for director Ryan Coogler. He imbued “Fruitvale” with emotion, yet kept it from being maudlin or manipulative (except for a scene with a dying dog). “Fruitvale” deserved a nod, as did Octavia Spencer for her role as Grant’s mother, a performance that was at least three times better than her winning part in 2011’s “The Help.” I have no real argument against the nominees for best actor. I wouldn’t have minded seeing Joaquin Phoenix on the list for “Her,” but I wouldn’t trade any of the other nominees for him. I feel the same about best actress. I would have liked Emma Thompson to be recognized for making the weightless, slightly corny “Saving Mr. Banks” much better than it deserved to be. But

I’m fine with the Academy’s picks. For best supporting actor, I’d replace “The Wolf of Wall Street’s” Jonah Hill with “American Hustle’s” Jeremy Renner. He was the moral center of that film, a genuinely good guy who reminded us that every other character in the film was out for themselves. For best supporting actress, I’d lose both Jennifer Lawrence and Julia Roberts; both performances were largely due to good writing, not great acting. Switch them out

for Spencer and for Sarah Paulson, who played a hated and hateful mistress in “12 Years a Slave.” I’m genuinely glad to see the kung-fu film “The Grandmaster” nominated for best cinematography; I’m a little bummed that “Her” didn’t make the list, particularly given how important the look of the film was to the meaning of the film. Honestly, my major quarrels lie with two “minor” categories: best documentary feature and best foreign language film. In the first category, “The Act of Killing” was nominated — and should win — but the failure to tap “Stories We Tell,” “We Steal Secrets” and “Blackfish” was exactly that: a failure. For foreign language film, “Wadjda” (Saudi Arabia’s first entry ever since it was the country’s first feature EVER) should have been battling it out with Iran’s “The Past.” Neither are nominated. The nomination that made me happiest was Steve Boeddeker and Richard Hymns. They were the sound editors for the utterly gripping Robert-Redford-is-stuck-on-aboat “All Is Lost.” In a movie where no one speaks, they used the creak of a boat and the slap of the waves to create a terrifying, suspensefilled world. It should be used in film classes forever to illustrate the power of sound. This year, there’s nothing to be utterly thrilled about and nothing much to rage against. There will be plenty of time for that when the winners are announced, after all.

A Failure to Relaunch Film Review Having clung to the Russians as go-to villains long after the Cold War thawed, the movies find themselves current again with their favorite arch-enemy. Cooling Russo-American relations have yielded an opening for the return of Tom Clancy’s CIA analyst, just in time for the Sochi Olympics. In the Jack Ryan reboot, “Jack Ryan: Shadow Recruit,” Chris Pine takes over as the spy who was played by Alec Baldwin (“The

Hunt for Red October”), Harrison Ford (“Patriot Games,” “Clear and Present Danger”) and Ben Affleck (“The Sum of All Fears”). “Shadow Recruit,” which was scripted without a Clancy book by Adam Cozad and David Koepp, tells a new backstory for Ryan. Inspired by Sept. 11, he joins the Marines and is heroically injured in Afghanistan. During his recovery, he meets his eventual fiancee (played by Keira Knightley) and is lured to the CIA by a mysterious recruiter (Kevin Costner, unconvincingly trying to exude a Donald Sutherland-like gravitas). He’s covertly embedded at a Wall Street bank where he uncovers a Russian plot to buy up U.S. Treasury bonds, which he suspects

will be sold off in a coordinated act of terrorism and currency devaluation. Ryan’s investigation leads him to the Russian oligarch Viktor Cherevin, played by Kenneth Branagh, who also directed the film. Certainly, it takes a bite out of the nationalistic politics when the movie’s villain is played by a knighted British actor known for his Shakespeare work. Branagh endows his film with old-fashioned competency — something often lacking in today’s action films — but little to distinguish it from earlier, superior thrillers. The best thing here is the sleekness of modern Moscow, where much of the action takes place. The film is filled with a nighttime mix of neon set against the Kremlin and other

monuments — a handsome enough rendering to send a viewer back to the recent “Skyfall,” for those elegant Shanghai scenes. But “Shadow Recruit,” out Friday, is also disappointingly formulaic, relying on the familiar set piece-driven story of an implausible

Good Company Puts Joy in ‘Ride’ Comedian Kevin Hart makes the buddy-cop shtick worthwhile Film Review After bingeing on a heavy meal of year-end movie releases, it’s easy to forget how pleasant a moderately inane broad comedy can be. The Oscar antidote is “Ride Along,” a buddy-cop comedy that

isn’t at all original but does have one big thing going for it: comedian Kevin Hart. He plays Ben, a motor-mouthed gamer and high

school security guard who wants to marry his girlfriend, Angela (Tika Sumpter), but needs to get approval from her prickly brother, James (Ice Cube). James, a police officer, tells Ben there’s one way he can prove himself: James proposes that Ben tag along during a day on the job. Given that Ben is an aspiring cop, he jumps at the chance. The outcome is obvious, but Hart distracts from the familiar territory with consistent laughs. The jokester also proves himself a master of physical comedy, whether he’s imitating Rihanna’s dance moves or reacting to a false-alarm home invasion by falling into a bookcase and knocking himself out cold. Ice Cube does less heavy lifting as the straight man (though who knows what kind of existential crisis he may be grappling with given the unprintable things he used to rap about police back in the day). You might t hink of “R ide Along” as a long car trip you’ve taken many times before. The same old roadside attractions may not be exciting, but when you’ve got great company, who cares? Alison Victoria As the host of DIY Network’s “Kitchen Crashers,” Alison Victoria helps homeowners turn cucinas from dated to dazzling. The Chicago-based interior designer headlines at the Home + Remodeling Show on Saturday at noon and Sunday at 12:30 p.m. at the Dulles Expo Center (4320 Chantilly Shopping Center, Chantilly, Va.; 703-378-0910). We talked with her about kitchen trends before she arrived. What will you be chatting about at the expo? I’ll be talking about how to make your home healthy and happy. I think creating a space with good energy fosters good habits. And in kitchens, the more organized you are and the better your layout is, the better you’ll eat. If someone wants to redo their kitchen themselves, what do you recommend? Do your homework, and look into what your project is going to require — the tools you’ll need, the materials.

What’s next in kitchen design? I think kitchens are getting more eclectic. People are now recognizing that you can have clean lines and a traditional feel. It all comes from the materials you choose. Like, you can have a Shaker cabinet and take it either ultra modern or country chic. Any materials or appliances you’re liking a lot? Reclaimed wood is something I’m seeing a lot of. It can be used on floors, cabinets or something like a magazine rack. And I love microwave drawers. I just don’t want to see a microwave on the counter anymore!

What should newbie DIYers steer clear of? Any time you are coming across plumbing, electrical and mechanical issues, you should call someone in. You can’t just watch a video. You don’t want to get electrocuted.

What’s your own kitchen like? I did my dream kitchen less than a year ago, and I was blessed with a lot of space. My house is over 100 years old, and the kitchen was last redone in the 1970s. I put in white Shaker cabinets and Carrera marble countertops. And I’ve got a great big kitchen island, like 11 feet long, which is great for entertaining. No one ever leaves my kitchen! It’s the hub of the home, and you’ll always find yourself there.

What’s the biggest issue people have with their kitchens? Everyone says they don’t have enough room! And I can’t give people more room, but I try to show people how to take advantage of every single space. That might mean designing up, putting in spice racks or hanging pans on the wall.

What do you cook in that dream kitchen? I’m 100 percent Greek, and my yaya [grandmother] is teaching me all of the dishes from there. We make stuff together. I really like spanakopita, which is a spinach pie. It’s got like 10 sticks of butter in it and 15 eggs. JENNIFER BARGER (E XPRESS)

Clothing Storage, Out of the Closet Antique furniture and retro racks put your wardrobe on display Organization A chest of drawers or a two-doored closet is a fine way to store your coats and shoes. But nowadays, clotheshorses and dandies seem as likely to keep their shirts and pants on an industrial-cool metal garment rack or their scarves tied to a vintage wooden apple ladder. “People crave the experience of feeling like they’re in a dressing room at a store,” says Bethesda professional organizer Rachel Strisik (rachel-company.com). “They don’t want their clothes to be stashed in plastic bins anymore.” For some, this increasingly creative clothing storage means turn-

ing a spare bedroom into a fancy dressing room, like Alexandria personal shopper Kathryn Martin did. She combined Elfa shelving with quirkier elements like a frame filled with chicken wire she hangs her earrings on. “I think it’s about being able to see your clothes,” she says. “If things are on display, then you know what you have, and you’re more likely to wear it.” Credit this creeping out of the closet both to our envy of celeb dressing rooms (think Paris Hilton’s massive shoe room in “The Bling Ring”) and the lack of storage in many of the region’s teensy houses and apartments. “A lot of these older homes have the tiniest closets,” says Kelly Millspaugh Thompson, owner of vintage furniture shop Stylish Patina (410 S. Maple Ave., Falls Church,

Such shelving and hanging systems can either turn a corner of your bedroom into a primping zone or star in a dressing room. Still, there are considerations when you bring your clothes out of the closet and into the boudoir, hallway or spare room. Don’t store textiles in bright sunlight, or they’ll fade. (Aka, if you convert your kiddo’s former nursery into a dressing room, keep the blackout shades.) And, if you store handbags in a glass-front china cabinet, keep things neat or risk your pad looking like a thrift-shop. “There’s maintenance if you store things in an exposed way,” Strisik says. “It’s more upkeep, and something you’ll have to commit to.” Still, if organizing your wardrobe in a showier, snazzier way means you enjoy getting dressed in the morning, it’s worth it. “You’re making a relaxing, pleasing space to start your day,” says Naidu. “Who wouldn’t want that?”
