• 8-10 large carrots
• Salt and pepper
• 1/4 c butter, melted
• 1 tbsp olive oil
• 3 cloves garlic, chopped
• 1 tbsp Parmesan cheese, grated
• Freshly shredded parmesan cheese and parsley for topping
INSTRUCTIONS
• Preheat oven to 425 degrees. On a sheet pan, line carrots in a single layer. In a small bowl add melted butter, olive oil, garlic and parm cheese. Pour on top of carrots and toss to coat.
• Roast 20-25 minutes (turn once) til carrots are brown and tender Top with grated parm cheese and chopped parsley.

Zoning Change?
o City Council members:
I want to make you aware of some of my concerns, prior to the public hearing, because you likely have information that I don’t have that will affect my public comments. Neither the add placed in The Express, nor the item listed on the agenda for a public hearing, regarding some sort of Zoning Change, is clear. It hasn’t been transparent in any notices/resolutions about why this zoning change is critical; and whether multiple use buildings are not allowed
elsewhere in the City.
I will be asking all members:
1) to have an accurate and up-to-date City of Mechanicville Zoning Map available for themselves, and all attendees at the public hearing.
2) the advertised public notice incorrectly identifies Code 200-15 as the “Industrial Zone”. Mechanicville has two zones that are defined as industrial. None have defined boundaries other than a reference to a 1962 map.
3) did the planning and zoning appeals board or the Building department consider, comment, or request this change? Please bring copies of their comments or meeting minutes regarding their input/response.
4) in the past, the City did not follow proper State and County procedures when it reverted some or all of a particular area of the City from a Planned Development District back to a proposed Light Industrial District. It isn’t clear if that proposed change was ever approved. And as such there may no longer be a light indus-

trial zone in an area defined by the NYS DEC.
5) please include for the public, any written communication between Saratoga county director of Planning or the Planning commission concerning these undefined, planning changes.
6) please include any written communication between the City and NYS DEC regarding how any of this proposed change will be impacted by the 2010 Record of Decision. https://extapps. dec.ny.gov/data/DecDocs/E546050/ROD.ERP. E546050.2010-02-19.FINAL.pdf
7) include evidence that the owners of all of the affected parcels were notified as stipulated, along with the owners of all abutting parcels.
8) since there was another massive spot-zoning change the City recently adopted in a similar irregular manner; and that multiple City consultants have advised the City to adopt a Formbased zoning code, that is in use in most surrounding municipalities. The City should instruct the Planning Commission and Zoning Appeals Board to employ a consultant familiar with this Form-Based approach, so that the PC/ZBA can discuss and employ a more flexible zoning and planning method rather than erratic amendments to the 1944 base-code currently in place.

Mechanicville Baseball Championships
The 2025 Section 2 Baseball Championship earned by Mechanicville was the 3rd in school history. It had been presumed this year ‘s championship was the first in school history. Mechanicville in fact won championships in 1959 and 1971. Ralph Maru was the coach of the 1971 team.

LLocal Artist: Jane Morrison
ocal Mechanicville artist, Jane Morrison, is currently showing her work at the Clifton Park Senior Center through the end of July. Jane is a member of the Southern Saratoga Art Society. She is an acrylic artist who enjoys painting. Jane also illustrated a children’s book “Monet the Mouse: Loves Christmas” available on Amazon.

Town Board
Stillwater, July 17
The Board passed three resolutions pertaining to the environment.
Through the Dept. of Environmental Conservation the town will apply for a grant to stabilize the shoreline at Brown’s Beach. The town would like to stabilize 300’ of shoreline at the beach. The method used will be tree wadding which is a clump of trees to maintain the integrity of the shoreline.
Saratoga Lake Protection & Improvement District and the 4 municipalities adjoining Saratoga Lake wish to control the number of boats on the lake. They will apply to Hudson River Valley Greenway to determine the feasibility of regulating the construction and operation of docks. The Town of Stillwater requests $30,000. The City of Saratoga Springs, SLPID, and the towns of Malta and Saratoga will contribute $T40,000. The total grant application is $70,000. Three rain gardens will be installed, two at Brown’s Beach and one at Glen Hollw Park. After a water quality study by Labella it was determined these depressions will help reduce runoff. They will be filled with planting soil, mulch, and plant materials. The board will entertain bids for this project.
Surplus Vehicles
The Mechanicville Police Dept. purchased the 2017 Ford Canine Unit on for $7,500.
The Village of Hoosick Falls purchased the surplus 2021 Ford Interceptor for $10,000. Town Clerk Danielle Cowin reminded residents door to door salesmen must be registered. Ther have been reports of unlicensed salesmen going door to door.
Beth Hein is the new Deputy Town Clerk. She will start work in August.
Police Activities Report for June 2025
There were 90 complaints and request for service, 7 arrests, 27 tickets were issued, 6 motor vehicle crashes, 18 assists to other agencies, and 118 property checks. There were a total of 248 calls for service.

Case and McBride to Share with Schuylerville
Stillwater, July 15
The Village Board agreed to an agreement with the Village of Schuylerville. Under the terms of the agreement Bureau of Fire Inspector Laurence Case will split his duties between the two villages. John McBride, former Hillcrest Fire Chief, will now be the Code Enforcement Officer for each village. Case will step down from his position as Code Enforcement and will serve as a deputy to McBride if needed.
Village Engineer Ed Hernandez will be retiring at the end of the year. Mayor Judy Wood-Zeno will be contacted a few different firms to possibly succeed Ed.
The first meeting of the Winterfest Committee will be held on August 14th at 6 PM in the Village

Regarding Ferry Lane a lock box will be installed so garbage trucks and other large trucks can turn around in the Waterworks at the end of Ferry Lane. County Waste agreed but Twin Bridges did not.

Appointments of Thomas Santandera as Chief Fiscal Officer and Leonard Claus as Public Health Director

Two new department heads for Rensselaer County have been confirmed, with both appointees ready to continue county efforts to protect taxpayers and improve quality of life, County Executive Steve McLaughlin announced.
The Rensselaer County Legislature unanimously confirmed the appointments of Thomas Santandera as Chief Fiscal Officer and Leonard Claus as Public Health Director, at the July legislative meeting.
As Chief Fiscal Officer, Santandera supervises the financial management and fiscal well-being of the county. The Finance Department led by Santandera is the point of payment and receipt for county funds, includes management and oversight of county funds and assets and coordinates interaction with banks, auditors and the bond markets, among other duties. Santandera has worked with the county for the past 13 years and served as deputy CFO during the past five years. Prior to working with the county, he worked as an auditor for corporate and insurance organizations.
He succeeds Mark Wojcik, who retired recently as CFO.
As Public Health Director, Claus oversees services to protect public health through response to public health emergencies and disasters, permitting of septic systems, restaurant and food service inspections, other public distribution of food, specific immunization services, and distribution of health information and educational materials. The department also encourages health choices by teenagers and adults, coordinates information and responses to opioid abuse
He succeeds Mary Fran Wachunas, who retired recently from the position. A lifelong resident of the county, he has worked for the county for 11 years and was appointed deputy in January 2022.

Reorganization Meeting

n July 1, 2025 in advance of the Regular Board of Education meeting an annual reorganization meeting took place for the Hoosic Valley Central School District. Heidi Pascarella, District Clerk was appointed as the temporary chairperson to facilitate the reorganization meeting for the 2025-26 school year. Kyle Schmidt and David Dean, newly elected board member were administered the oath of office. Their four-year terms will run from 7/1/2025 to 6/30/2028. Additionally, a resolution was passed that student Anna Grace Maccia be appointed as the Ex-Officio, student board member effective July1, 2025 and ending on June 30, 2026. This will be the first time Hoosic Valley has had a student serve as a member of the Board of Education. Her oath will be administered at another time as she was not present at the reorganization meeting.
Existing President, Karen Carlson was re-elected to serve again as the President of the Board of Education and Denise Reilly, existing Vice President, was re-elected to serve again as the Vice President of the Board of Education. They were also administered the oath of office.
The Hoosic Valley Central School District is governed by a seven-member Board of Education that serves to oversee the operations of the school district. Each board member is elected by district voters and serves for a fouryear term. In addition to the newly elected board member and the President and Vice President, additional members of the Hoosic Valley Board of Education include, Joe Thompson, Amanda Akin, and Margaret Rice.
In addition to the election of officers and the administration of the oaths of office this annual meeting also includes the review and approval of other official responsibilities that are necessary to ensure the organizational operations of the district. The board approved resolutions for various district appointments, committees, responsibilities and designations for the 2025-26 school year.

The Valley Falls Library Art Matters Wall Features Local Artist Janet Folkman: “One Ink at a Time.”

Janet Folkman is the current featured artist on the Valley Falls Free Library Art Matters Wall. This wall was designed to showcase the unique work of local artists. Janets work will be on display during the months of July and August 2025.
A small reception and meet and greet was held at the library at 5pm on Tuesday, June 15, 2025. This reception allowed the community to get to know the artist, ask questions and view her unique work. Janet named her business, “One Ink at a Time.” “I chose this name because you can only do one ink at a time, “ she says.
Janet Folkman grew up in Rhode Island. She moved to the Capital District to pursue her Graduate Degree in Social Work. She met her husband Gerard Coleman who is originally from the area. They later married and moved to the Town of Schaghticoke in 1996. The Hoosic Valley community is where they have called home ever since. Janet has practiced social work for over 41 years. Many know her from Hoosic Valley Central School where she worked from 1996 to 2006 as a Social Worker contracted through a Rensselaer County sponsored program. She left for a few years then returned in 2016 as a district employee. She retired from Hoosic Valley in 2022. She is
proud of her career and loves the area. Since her retirement she has more time to dedicate to her art. It was only about three years ago that I really started to focus solely on my art, she says. Janet has always had an artistic flare. She knew she could draw and had a creative mind; however, it was not until about eight years ago she began cultivating that talent. I was not an artist before she notes. While I had taken art classes as a kid, I never pursued it until recently. I know I could draw and had a talent but I was more of a crafty artist. A friend in Syracuse introduced her to Alcohol Art. This was an art medium that interested her. It was simple and inexpensive and I could be creative with it she says. Janet found a class that helped her to learn more about this medium. She enjoyed it and began to explore it more. Janet described alcohol inks like this: “Sharpies are alcohol-based markers. If you draw on something non porous and drop some rubbing alcohol on the sharpie ink, the ink begins to “bloom” meaning it gets liquidy.” Janet says her favorite part of the process is watching the ink transform. Mastering the ink has taken a while but she loves a challenge.
Janet says, “I started making things, painting and dabbing in different crafts. It allowed me to combine my painting and my crafts to create ▶
▶ different things, she says. I get excited when I discover things that I can use in my art. I look around a thrift stores, find materials and get ideas which inspires me to create artwork. There are never-ending ideas, products and techniques out there she says. Her work includes traditional paintings, craft boxes, jewelry, vases, ornaments and other unique creations. She also makes custom items as they are requested. There is no special request she will not consider. For her collection she always gives a special name to each of her pieces of artwork. Some of her work includes: “August”” Blue Flower and ,“Beach.” My favorite piece of work are things that I have made for special people in my life. I have a lot of different styles that are inspired by others. Janet says, “I began building my collection and then looked for opportunities to grow.” Currently she has been involved with the local Christmas Around the Corner, area craft shows and other area opportunities as they come up. I have a ton of different styles of art but I focus primarily on Alcohol Ink because I can do so much with it, she says. This is my primary hobby
which she spends a great deal of time on. Her art and pets are her passion.
She cultivates her talent and works on things just about every night. She also is involved with local groups and friends that share her interest for creativity and art. A few friends and myself began a virtual painting group a few years ago. We get together and share ideas and give each other feedback on our work. She has another group of friends that get together weekly. They do crafts, have dinner and complete projects. These are all ways that we can I support each other’s talent and share ideas, she says.
I never intended to grow to this level she say but it is exciting. She does craft fairs at the local Tiashoke Farm and will be participating in their Fridays on Forty events in September and October. As well, she has scheduled demonstrations the weekend of July 18th at an art shop in Greenwich. Janet is teaching a class on intro to Alcohol Ink on August 19th from 5:30 to 7:30pm at the Valley Falls Library. There is more information on the library website about Janet and the upcoming opportunities available to the community.
Janet is excited for this current opportunity to showcase her work. Someone mentioned the Art matters Wall in the Valley Falls Library and it intrigued her so she investigated it further and loved the idea, so she got involved. The people at the library were so incredibly kind and encouraging. I am not looking at making money, my prices are reasonable because my work is a labor of love. Janet looks forward to future opportunities to share her work with the community.

Schaghticoke Revolutionary War Veterans in the 1840 Census: Nathaniel Robinson

As I have mentioned before, there were five men listed in the 1840 US Census for Schaghticoke who had served in the Revolutionary War- old men. This week I will write about the third of them, Nathaniel Robinson.
Nathaniel was born in 1759 in Peekskill, NY. He enlisted in a regular or line regiment of Connecticut troops in 1777 and served for three years. He served under Generals Huntington and Anthony Wayne. The soldiers of the regular regiments were full-time soldiers. Nathaniel fought in the battle of Germantown, Pennsylvania on October 4, 1777, and the battle of Monmouth, New Jersey on June 28, 1778. In between, he was with the Army through the brutal winter at Valley Forge. He was wounded in the leg at the battle of Monmouth and spent three months in the hospital. He was “lame and infirm” for life. Despite the wound, his pension application states he was at the “storming of Stony Point,” a night-time attack on that fortress on the Hudson River by the elite of the men of General Anthony Wayne on July 16, 1779. Nathaniel must have had an amazing constitution overall, to survive poor food and clothing, the physical demands of marching and fighting, and a wound with terrible medical treatment in an unsanitary hospital.
After the war, Nathaniel married Susanna Hamblin. Their first child was born in 1784, their last, Samuel in 1809 in Schaghticoke. I don’t know where they lived in between. By 1818, just three of a number of children survived: Samuel and his sisters Sally and Lucy. That year, the US passed an act awarding pensions to men who had served in the “line” regiments of the American Army in the Revolution. Nathaniel applied at once, fortunate to have the strong support of Josiah Masters, local resident and First Judge of Rensselaer County. Masters added a note to the application: “I am personally acquainted with Nathaniel Robinson and he is very poor and in want of assistance from his country. Indeed both his
revolutionary service and poverty is (sic) a matter of common notoriety in this part of the country.” Nathaniel was awarded $8 per month, about $150 per month today. At the time, his two youngest children lived with him and wife Susan, aged 53. Sally was 14 and Samuel 10.
As part of the pension application, Nathaniel submitted an inventory of his possessions. He
didn’t have to include his bedding and clothes as they were considered essential. He had no real estate, but had vegetables in a hired garden worth $10. He had a 12-year-old cow worth $15, three pigs worth $6, four chickens worth 50 cents, one axe, one hoe, two pails, one iron kettle, four knives, three iron spoons, one pot and a tea kettle, one basin, three bowls, two jugs, one bottle, one tumbler, one churn, one griddle, three cups and saucers, one small spinning wheel, one loom, two shuttles, one broom, two baskets, one shovel and tongs, four plates, one spider, and one iron crane. A spider is a frying pan with legs, for use over an open fire by placing it on a crane. The total value was about $50, and Nathaniel owed about $60. The Robinsons must have led a very basic existence indeed. Susanna did have the tools to make fabric- not everyone had a loom- so that was a potential source of income.
Nathaniel died April 1, 1842, wife Susanna the following year. They are buried in the Brookins Cemetery, on the west side of Route 40 in the Melrose part of town. I am sure they lived nearby. Son Samuel lived on in the area until his death in 1891. He is buried in Elmwood Cemetery.

Halfmoon Town Board Meeting

The Halfmoon Town Board meeting took place on Wednesday, July 16 at the Halfmoon Town Hall. After calling the meeting to order, Town Supervisor Kevin Tollisen brought forth resolutions for board approval.
Resolution #205 authorizes the supervisor to enter into a land lease and agreement with Green Community Development, LLC. This will utilize town property for solar energy purposes, and it also authorizes the supervisor to execute any necessary documentation to effectuate this agreement. This is subject to the review and approval of the town attorney.
A resolution also approves the Superintendent of Highways to determine that four F-350 pickup truck bodies owned by the Town of Halfmoon, should be sold or otherwise disposed of on Auctions International. It has been determined that they are no longer of use to the town; this is also subject to the review and approval of the town attorney.
Another resolution, introduced by Town Comptroller Laurie Sullivan, creates project budgetary accounts within the Capital Projects Fund for a project known as the Brookwood Road Water Main Extension. The goal of this project is to improve the reliability of the water supply while also increasing the longevity of the town’s infrastructure. The project includes installation of approximately 3,700 linear feet of water main, seven hydrants, and six valves. Budgetary accounts from the Town of Halfmoon Water Fund brings estimated revenue at $1,625,000 for the project.
A public hearing then took place which authorized the Devitt Road and Sunset Boulevard Water Main Replacement Project. Aging infrastructure has several water main breaks in this location. The project is estimated at $1.1 million, which will paid through the Capital Reserve Fund. Construction is scheduled to begin in the summer of 2026.
Information from the town meeting also included several community events scheduled for the summer and fall season in Halfmoon.
The Halfmoon Celebrations Association Inc. presents Movie Night in the Park, Friday, July 25 and Friday, August 22 at 8:15 p.m. at the Halfmoon Town Park, 162 Route 236. This is a free event; however, donations are greatly appreciated. A Red Cross blood drive will take place Tuesday August 5 from 1p.m. to 6 p.m. at the Halfmoon Town Hall.
A “Concert in the Park”, featuring The British Vinyl Band, is scheduled for Friday, August 8 from 6:30 p.m. to 9:00 p.m. at the Halfmoon Town Park. Again, this is a free event, however, donations are greatly appreciated. Visit halfmooncelebrations. org for more information.
On Saturday, September 6, the public can take part in an Erie Canal History Walk at the Crescent Park. Join town historian, Lynda Bryan along with the Town of Halfmoon Open Space & Trails Committee, for a walk along the Mohawk River and the old Erie Canal.
The Halfmoon Business and Economic Development will hold a breakfast Tuesday, September 9, at 8:00 a.m. in the Halfmoon Senior Pavilion. The gathering provides an opportunity for local businesses to connect, share ideas, and foster growth.
On Thursday, September 11 a Patriot Day Ceremony takes place at 6 p.m. at the Abele Memorial Park. Military and Emergency Services Members will be participating. For further information, please visit www.townofhalfmon-ny. gov
Halfmoon fall clean-up is scheduled for Tuesday, September 16 and 23, Friday September 19 and 26 from 8 a.m. to noon, and Saturday, September 20 from 8 a.m. to 3 p.m., at the Town of Halfmoon Transfer Station, located at 322 Route 146, Halfmoon.
The Halfmoon Celebrations Association, Inc. and the Town of Halfmoon also will be presenting the annual Harvest Festival on Saturday September 20, starting at noon and running through 7:30 p.m. There will be vendors, crafters, bounce houses, a rock-climbing wall, and fireworks at dusk.
The next Halfmoon Town Meeting takes place on Wednesday, July 31 at 7:00 p.m. at the Halfmoon Town Hall.

Ballston Spa Board of Trustees Meeting

The regular meeting of the Ballston Spa Board of Trustees took place Monday, July 14 at the village offices. After the call to order and a pledge to the flag, motions were put forth on the agendas, all of which were approved.
A motion was made which approved the Ballston Spa Lions Club to park cars along the village fence line during Fair week. Proof of liability insurance has been provided.
The Free Spirit Fellowship has been given permission to perform music and offer literature in Iron Spring Park on September 20 from 12:00 p.m. to 3:30 p.m. Proof of liability insurance has also been provided here.
A motion was out forth authorizing the Ballston Spa Fire Department be authorized to expend the amount of $2,510.000.00 for a 100’ ladder truck; this also authorizes the mayor to execute paperwork related to this purchase. The board has also acknowledged that the agreement related to this purchase includes a potential price escalation, which is based partly on potential future inflation.
The following is now also declared as surplus equipment foir the department: a 1995 Spartan Pumper truck, a 2013 Ford Explorer, and a 2003 International DT530 Dump Truck. This motion further authorizes the mayor to execute any necessary paperwork. Company #1 is also authorized to spend $9,985.78 for turn-out gear.

A contract between the Village of Ballston Spa and The Refrigerators for $2,650 for a performance during Family Fun Day is approved. This again authorizes the mayor to execute this agreement.
Mayor Frank Rossi also spoke of a price quote from “Source Well” pricing for streetlights for Wiswall Park that need to be replaced.
“We’ve been working on this and the park lighting comes to $26,040 and work on three 14foot poles comes to $11,850, totaling $37, 890”.
Next on the agenda was various community announcements. The Park and Tree Board is enthusiastic about the Wiswall Park pavilion and renovations and thanks is given to all involved. The Park and Tree Board is also working on a plan to plant native flowering shrubs in the park. There will also be a “Story Times Under the Stars” before the “Movies in the Park” in Old Iron Spring on August 8.
A reminder was also put out on Committee on the Arts upcoming “Sketch and Print” program. This is set for August 24, 31, and September 7 from 12:00 p.m. to 3:00 p.m. at the Brookside Museum. Participants can preregister with the museum.
In related village news, the Ballston Spa Public Library is now open, and anyone wishing to register for the reading programs can still do so online.
Mayor Frank Rossi and some members of the Board of Trustees also attended the recent ribbon cutting for the opening of “Spoken Boutique”, located in the village at 89 Milton Avenue.
The next Ballston Spa is scheduled for Monday, July 28 at 7:00 p.m. at the village offices.

07/14: Arrested: GREGORY, Cole (18), Mechanicville, NY. Charges: Robbery in the Second Degree (Class C Felony); Conspiracy in the Third Degree (Class D Felony); Grand Larceny in the Fourth Degree (Class E Felony); Criminal Mischief in the Fourth Degree (Class A Misdemeanor); Attempted Assault in the Third Degree (Class B Misdemeanor)
On July 11, 2025, members of the Mechanicville Police Department arrested Cole M. Gregory, age 18, following an investigation into a robbery that occurred on June 24, 2025.
It is alleged that Gregory, acting in concert with a 15-year-old juvenile, forcibly stole a pair of sneakers from another juvenile. During the incident, the victim was repeatedly struck in the head, and their eyeglasses were damaged.
Gregory was arraigned in Mechanicville City Court and remanded to the Saratoga County Jail in lieu of bail. He is scheduled to reappear in court at a later date.
The investigation remains active, and additional arrests are anticipated.
Gregory was also charged with Aggravated Harassment in the Second Degree (Class A Misdemeanor) in connection with a separate incident. A warrant had previously been issued for his arrest in that case.
07/16: Arrested: HARES, Werkneh (19) Albany, NY. Charges: Attempted Robbery in the Third Degree (Class E Felony) Attempted Petit Larceny (Class B Misdemeanor).
On Tuesday, July 16, 2025, at approximately 11:00 p m , Mechanicville Police responded to a reported robbed at the Lukoil gas station located at the intersection of William Street and North Main Street.
The clerk reported that a male suspect wearing all-black clothing entered the store and demanded the contents of the cash register.
The suspect then attempted to forcibly remove the register, briefly struggled with the clerk, and fled the scene in a silver SUV.
Office obtained video surveillance footage, secured physical evidence, and issued a BOLO (Be On the LOokout) to surrounding agencies. Shortly afterward, Saratoga County Sherriff’s Deputies and New Work State Police located the vehicle and suspect on Middleline Road.
The suspect was taken into custody, processed, and arraigned. He was released to pretrial services
Mechanicville Police would like to thank the Saratoga County Sheriff’s Office, New York State Police, and Stillwater Police Department for their assistance in the swift resolution of this case. Notably, the same Lukoil station was the site of a previous robbery in July 2023 In that incident, Justin Q Franz was arrested and is currently serving an eight-year state prison sentence for the offense.
This incident remains under investigation Anyone with additional information is asked to contact the Mechanicville Police Department.
Multiple Arrests Made During Family Day
On July 12, 2025, at approximately 5:29 p.m., Mechanicville Police Department units responded to the area of Park Avenue near McDonald’s for a report of individuals threatening others with knives. Officers interviewed several complainants who stated they were approached by a group of unknown males. During the encounter, two members of the group reportedly brandished a knife and charged at the victims while making verbal threats before fleeing the scene.
Two juveniles, ages 16 and 14, were located by officers near South Central Avenue and were taken into custody. Both were charged with Menacing in the Second Degree and Criminal Possession of a Weapon in the Fourth Degree (both Class A Misdemeanors). They were released to their guardians. The investigation is ongoing.
In a separate incident at Talmadge Park, a 15-year-old juvenile was arrested and charged with Assault in the Third Degree (Class A Misdemeanor) following an unprovoked attack. Additionally, the Mechanicville Police Department made two arrests for Driving While Intoxicated during Family Day:
Janine M. Galusha, 43, of Schenectady, NY, was charged with Driving While Intoxicated (Misdemeanor), Consuming Alcohol in a Motor Vehicle, and multiple Vehicle and Traffic Law violations.
Ashley Schrimsher, 32, of Mechanicville, was also charged with Driving While Intoxicated (Misdemeanor), Consuming Alcohol in a Motor Vehicle, and various Vehicle and Traffic Law violations.

STILLWATER - Willy Captein, of Stillwater, NY, passed away unexpectedly on Friday, July 11, 2025, at Saratoga Hospital. She was 78.
Born on October 11, 1946, in Hoorn, The Netherlands, Willy was the daughter of the late Petrus and Helena (Hoogland) Koedooder. At the age of 10, she emigrated with her family to Brazil, where she attended Colegio de Santa Ines in São Paulo. In her early twenties, she returned to The Netherlands to work at the Brazilian Embassy. In 1974, she married Jacobus (Jaap) Captein, and together they made their home in Saratoga County.
Willy was the heart of Captein Dairy in Stillwater, where she raised three children while milking cows daily, managing a household, and cultivating a flourishing garden. Amidst her many responsibilities, she also earned a Bachelor’s Degree from Empire State College. She was an active member of the Fortnightly Club of Stillwater. In addition, she was a lifelong lover of language and a curious learner who enjoyed word games and encouraged those around her to join in. Her penmanship was meticulous and beautiful—an art form in itself that reflected her attention to detail and care in all things.

She is survived by her devoted husband, Jaap, and their children: Leny Jo (Dana), Petra (Bill), and Niek (Diane); as well as her cherished grandchildren: Nathan, Riley, Luke, and Matthew. She is also survived by her siblings Tiny, Theo, and Peter, along with extended family and friends across the United States and around the world.
The family extends heartfelt thanks to the teams at Wilton Urgent Care, Wilton EMS, and Saratoga Hospital for their compassion and care.

MECHANICVILLE – Mandy Lynn Rose, 45, sadly passed away at Saratoga Hospital on July 11, 2025, with her loving family by her side. Born in Schenectady on June 22, 1980, daughter of Donna Poraski Rose of Mechanicville, she was a 1998 graduate of Mechanicville High School.
Mandy was a well-known waitress throughout the area, starting as a young girl at Bubbles Restaurant and most recently at Carson’s Woodside Tavern.
Mandy will be remembered for her quirky sense of humor and her ability to make others smile, along with her many many, shenanigans with her closest friends. POW/MIA Death Confirmed
The Defense POW/MIA Accounting Agency announced today that U.S. Army Pvt. Henry J. Smith, 27, of Fulton, New York, who was captured and died as a prisoner of war during World War II, was accounted for June 5, 2025.
Smith’s family recently received their full briefing on his identification, therefore, additional details on his identification can be shared.
In late 1942, Smith was a member of the Battery F, 59th Coast Artillery Regiment, when Japanese forces invaded the Philippine Islands in December. Intense fighting continued until the surrender of the Bataan peninsula on April 9, 1942, and of Corregidor Island on May 6, 1942.
Thousands of U.S. and Filipino service members were captured and interned at POW camps. Smith was among those reported captured when U.S. forces in Bataan surrendered to the Japanese. They were subjected to the 65mile Bataan Death March and then held at the Cabanatuan POW camp. More than 2,500 POWs perished in this camp during the war.
According to prison camp and other historical records, Smith died Nov. 1, 1942, and was buried along with other deceased prisoners in the local Cabanatuan Camp Cemetery in Common Grave 704.
Following the war, American Graves Registration Service (AGRS) personnel exhumed 10 sets of remains buried at the Cabanatuan cemetery. However, the remains were unable
to be identified at the time and were buried at the Manila American Cemetery and Memorial (MACM) as Unknowns.
In December 2018, as part of DPAA’s Cabanatuan Project, the remains associated with Common Grave 704 were disinterred and sent to the DPAA laboratory for analysis.
To identify Smith’s remains, scientists from DPAA used dental, anthropological, and isotope analysis, as well as circumstantial evidence. Additionally, scientists from the Armed Forces Medical Examiner System used mitochondrial and Y-chromosome DNA analysis, as well as mitochondrial genome sequencing data.
Although interred as an Unknown in MACM, Smith’s grave was meticulously cared for over the past 70 years by the American Battle Monuments Commission (ABMC).
Smith will be buried in Holly, Michigan in 2025.

The well-being of veterans is a priority here in Saratoga County. In a joint effort by county government to honor the service and sacrifice of veterans living in Saratoga County, in 2011, the County Clerk, Board of Supervisors, and Veterans Service Agency created the “F.A.V.O.R.” (Find & Assist Veterans of Record) Veterans Discount Program.
Under this exciting program, when honorably discharged veterans file their original discharge papers with the County Clerk’s Office, they receive a picture ID card that they can present to local participating merchants that wish to honor them for their service and sacrifice by providing a discount on purchases of goods and services.

(Holy water is the symbol of nature set free from sin.)
And at morning, when we emerge again out of sleep, darkness and unconsciousness -- and life begins afresh -- we do the same thing. But in the morning, it is to remind ourselves of that holiest of waters: of Baptism, from which we have been brought before the Light of the World, who is Christ the Lord.

Ellsworth Was The First...

Ever since Colonel Elmer E. Ellsworth’s death on May 24, 1861, it has been a commonplace to describe him as “the first Union Officer killed in the Civil War.” But, I have been asked many times, “Was Ellsworth the first Union SOLDIER killed in the Civil War.” Discretion being the better part of valor, I have heretofore hedged my bets by stating, “I think so, but I am not really sure.” However, the recent attention drawn to Ellsworth-and the whole cast of Civil War characters that came after him-along with a closer examination of the evidence now leads to the conclusion that Elmer E. Ellsworth was the FIRST UNION SOLDIER killed in combat during the Civil War.* Stop to think about that fact. From the time of the first recorded war in human history- the Trojan War waged over four thousands years ago- when else have we been able to identify war’s first military fatality? Never, as far as I can tell, and more significantly, public awareness regarding that initial death quickly became a matter of great consequence.
Elmer Ellsworth has been associated with a number of other “firsts,” but such assertions must be accompanied with disclaimers. Was Elmer Ellsworth the first person to be embalmed? Not exactly. We know that embalming in some form or other has been around at least since the time of the mummification of the Pharaohs. However, modern-day embalming dates only to the era of the Civil War and it is no exaggeration to claim that its growing acceptance among the public was in no small way due the death of Elmer E. Ellsworth. The tragic death of someone widely regarded as a romantic young hero who happened to be a close friend of the President and his family aroused as much public attention in its day as the death of President John F. Kennedy did in 1963.
President Abraham Lincoln-“Ellsworth-Poor Ellsworth” he was heard to cry when hearing news of his death-ordered the young officer’s body to lie in state in the East Room of the White House. There, tens of thousands of citizens processed through the mourning line simply to catch a glimpse of the martyr whose corpse evoked the image of a young boy merely at sleep. Rare was the citizen of Washington, D.C., regardless of his or her political sympathies, who failed to turn out to witness the public spectacle of the funeral parade which followed, marked by the soulful appearance of the President and his Cabinet somberly processing behind the funeral caisson. Young Clara Barton was so enthralled by the entire scene that she recorded every detail in her diary. Surely, the trauma of the moment ▶
steeled her resolve to later volunteer her services as a nurse to the Union forces, a step ultimately leading to the founding of the Red Cross. Like so many others, she was struck by the stark contrast between the mourning of the multitude and its recollections of the life-like appearance of the corpse that they had viewed only a day or two earlier, making the scene all the more painful to bear.
Up to this time, embalming had been used almost exclusively to preserve cadavers for medical dissection. But, Dr. Thomas Holmes embalmed Ellsworth’s corpse in order to preserve his body for transport home so that his parents could bury him in Mechanicville. Ellsworth family tradition holds that family and friends journeyed on foot for miles to view the life-like corpse whose casket was not closed until just prior to being lowered into the grave. They had no way of knowing, of course, that hundreds of thousands of other young men would meet a similar fate in coming years, dying far from home, family and familiar surroundings. Of course, such tragedies severely challenged society’s time-honored concepts of what constituted a “good death.” Yet, the widespread acceptance of embalming following Ellsworth’s death permitted families to make their final farewells with their “dearly departed” with some semblance of normality. In fact, the practice became so widespread that Dr. Holmes, one of the nation’s first successful embalmers, is reported to have become independently wealthy while performing his handiwork on over four-thousand Union soldiers during the course of the Civil War. Thus, it may not be too much to claim that the example established by our local hero’s death-and burialeased the terrible burden destined to befall so many families during the awful madness of four years of internecine war that followed .
The question frequently arises: what was the ultimate significance of Ellsworth’s death. Quite simply, Ellsworth became the Union’s first hero. What the Northern public regarded as his “martyrdom” inspired tens of thousands of young men to join the Union armies. Indeed, in a few short months, more than 200,000 men joined the Union ranks, largely in response to Ellsworth’s death. Journeying to Washington following their enlistments prior to being sent off into battle, they felt compelled to make pilgrimages to the scene of the Colonel’s final moments. There, at the Marshall House in Alexandria, Virginia, they hoped to stand on the stairwell where their hero had died, or to simply touch the banister of the stairs where he last stood, or again, to trod on the very rug that retained traces of their hero’s blood. Now, having visited what fast had become an informal shrine, they were steeled to fulfill their commitment to follow in Ellsworth’s footsteps,
joining the battle to stamp out secession. Over the next four years, New York would turn out more volunteers to serve in the Union army than any other state. In no small way, the sacrifices made by these men were inspired by the heroics of Lincoln’s young friend, Elmer E. Ellsworth. Another “first” is attached to Ellsworth’s name. The Medal of Honor, bestowed by the President on behalf of Congress, was created by Congress in 1862 to acknowledge examples of “conspicuous gallantry.” More than 1,500 such medals were awarded during the Civil War, more than half of all such honors ever bestowed. Frank Brownell of Troy, remembered as “Ellsworth’s Avenger,” received his Medal for striking down the Colonel’s assailant on May 24, 1861. Although Brownell did not earn recognition for his feat until 1877, his action marked the earliest date for which the Medal of Honor was ever awarded. In that sense, Ellsworth’s death led to another “first” in our history.
Finally, one small historical footnote might remind us of the power the memory of Ellsworth’s name carried for generations past. Dr. E.E. Brown, President William Howard Taft’s Commissioner of Education was named Chancellor at New York University in 1911. Born in Chautauqua County, New York, on August 28, 1861, Dr. Brown insisted on being addressed by his baptismal names- “Elmer Ellsworth” Brown until his dying day. He was one among many born in that era whose parents felt duty- bound to name their male offspring in honor of that First Union Hero who is buried in nearby Hudson View Cemetery overlooking Mechanicville.
NOTE: Two Union soldiers were killed as the result of an accidental gun explosion during the ceremonies surrounding the surrender of Fort Sumter to South Carolina Confederates on April 14, 1861. Less than a week later, four soldiers from the Massachusetts 6th regiment were killed during a riot in Baltimore. A city whose streets were dominated by competing mobs of thugs harbored large numbers of citizens of all classes who were sympathetic to the Confederacy. Following this tragic event [ironically occurring on April 19, the anniversary of the Battle of Lexington which opened the American Revolution in 1775], President Lincoln ordered that Union troops reporting for service at the nation’s capital should avoid travel through Baltimore. As tragic as these incidents were, neither the soldiers at Fort Sumter nor the Massachusetts volunteers killed in Baltimore were engaged in military combat. Ellsworth died while leading a military operation to drive Confederate forces who posed a direct threat to Washington, D.C. out of Alexandria, Virginia.

AT THE FRONT LINES IN ITALY, January 10, 1944 – In this war I have known a lot of officers who were loved and respected by the soldiers under them. But never have I crossed the trail of any man as beloved as Capt. Henry T. Waskow of Belton, Texas.
Capt. Waskow was a company commander in the 36th Division. He had led his company since long before it left the States. He was very young, only in his middle twenties, but he carried in him a sincerity and gentleness that made people want to be guided by him.
“After my own father, he came next,” a sergeant told me.
“He always looked after us,” a soldier said. “He’d go to bat for us every time.”
“I’ve never knowed him to do anything unfair,” another one said.
I was at the foot of the mule trail the night they brought Capt. Waskow’s body down. The moon was nearly full at the time, and you could see far up the trail, and even part way across the valley below. Soldiers made shadows in the moonlight as they walked.

The Italian mule-skinners were afraid to walk beside dead men, so Americans had to lead the mules down that night. Even the Americans were reluctant to unlash and lift off the bodies at the bottom, so an officer had to do it himself, and ask others to help.
The first one came early in the morning. They slid him down from the mule and stood him on his feet for a moment, while they got a new grip. In the half light he might have been merely a sick man standing there, leaning on the others. Then they laid him on the ground in the shadow of the low stone wall alongside the road.

Somebody said the dead soldier had been dead for four days, and then nobody said anything more about it. We talked soldier talk for an hour or more. The dead man lay all alone outside in the shadow of the low stone wall.
Then a soldier came into the cowshed and said there were some more bodies outside. We went out into the road. Four mules stood there, in the moonlight, in the road where the trail came down off the mountain. The soldiers who led them stood there waiting. “This one is Captain Waskow,” one of them said quietly.
I don’t know who that first one was. You feel small in the presence of dead men, and ashamed at being alive, and you don’t ask silly questions.

Two men unlashed his body from the mule and lifted it off and laid it in the shadow beside the low stone wall. Other men took the other bodies off. Finally there were five lying end to end in a long row, alongside the road. You don’t cover up dead men in the combat zone. They just lie there in the shadows until somebody else comes after them.
The unburdened mules moved off to their olive orchard. The men in the road seemed reluctant to leave. They stood around, and gradually one by one I could sense them moving close to Capt. Waskow’s body. Not so much to look, I think, as to say something in finality to him, and to themselves. I stood close by and I could hear. ▶

Then the first man squatted down, and he reached down and took the dead hand, and he sat there for a full five minutes, holding the dead hand in his own and looking intently into the dead face, and he never uttered a sound all the time he sat there.
And finally he put the hand down, and then reached up and gently straightened the points of the captain’s shirt collar, and then he sort of rearranged the tattered edges of his uniform around the wound. And then he got up and walked away down the road in the moonlight, all alone.
After that the rest of us went back into the cowshed, leaving the five dead men lying in a line, end to end, in the shadow of the low stone wall. We lay down on the straw in the cowshed, and pretty soon we were all asleep.

Rules of the Road: Safely Disposing of Medical Needles
While Traveling
More than 200 million people nationwide are expected to travel this summer. Coordinating travel itineraries can be complicated for anyone. People who rely on medical sharps, such as syringes, needles or EpiPen autoinjectors, to manage health conditions like diabetes or allergies, have the added stress of figuring out where and how to safely dispose of used sharps while traveling.

Finding a Sharps Drop-Off Site
After several days of travel, the Sharpiros arrive at Pointy Peak, where they catch up with relatives and conquer the local hiking trails. Upon return to their hotel, the Sharpiros need to dispose of their used sharps before getting back on the road for the second leg of their trip. Caddyshackers Wrap Up
Interdivision Play
Wednesday marked the “two-thirds” point of the 2025 season as the members of the Caddyshack league returned to Saratoga Lake Golf Club in Stillwater to compete in their Week 12 matches.
While there is still plenty of time to make a playoff push, the sense of urgency was felt as the Caddyshackers made their way around the punishing par-36 back nine.
In Division III, first half champs Trevor Marsh and Jeff Vienneau kept their stranglehold on the top spot with their eighth consecutive match victory.
The Saratoga Lake staffers overcame an expert one-over 37 net 32 from one of their opponents (Chris LeFever) as they edged out a 7-4 win.
Jeff tallied a steady 49 net 39 while Trevor bagged two pars en route to a strong 44 net 31.
Trevor and Jeff’s season point total now stands at an eye-popping 86 points. If they can keep that pace for the rest of the year, they will obliterate the league record for points in a season (111.5 – set by Bill and Brad Cone in 2023).
The duo won’t be cruising to a second half crown, however, as league sophomores Troy Bianco and Mike Shaffer won 9.5 points on Wednesday to leapfrog into second place (a mere two points behind Trevor and Jeff).
Troy led the way with a nice 49 net 31 while Mike contributed a steady 53 net 37 as the
tandem only lost one hole outright.
Over in Division II despite winning six points on Wednesday, frontrunners Matt and Jake Fauler ceded control of the standings to fellow father-son pair Bruce J. and Bruce M. Sausville.
The Sausvilles now enjoy a slim half-point lead thanks to a huge 8.5-point performance in their match.
Father Bruce J. continued his strong play since returning from the injured list with a sound 54 net 37 while son Bruce M. snagged four pars on his way to five-over 41 net 33.
Meanwhile in Division I, Bruce Bailey and Bob Lang kept their tenuous hold on first place but big nights from both Colvin/Wysocki teams have tightened the leaderboard.
Younger brothers Ty Colvin and Chad Wysocki captured seven points on Wednesday. The skilled duo combined for an incredible 13 pars as they posted professional rounds of 39 net 33 and 40 net 32, respectively.
Not to be outdone, older brothers Brad Colvin and Josh Wysocki also won seven points (overcoming a huge 44 net 31 from one of their opponents – Tomek Duszak).
Brad tallied six pars en route to a 41 net 33 while Josh carded his 600th career par (only the third player to reach that milestone) as he shot a 41 net 36.
Rounding out the night’s top scores were
Brad Cone and Dan Drake. Brad registered his 10th birdie of the season (the first Caddyshacker to reach that mark this year) on his way to a oneover 37 net 33.
Meanwhile, Dan Drake crushed his previous back nine career best by an astounding three strokes as he posted a 48 net 29.
Fritz Ludwig captured this week’s longest putt prize. The Shaftsbury native dropped a sevenfoot nine-inch putt on the tricky par-4 12th to take home the $10 award. Fellow Caddyshacker Kevin Reilly sponsored the competition.
The win marked Fritz’s first career individual contest victory.
The Player of the Week selection committee never gets a week off as there were once again several worthy contenders. Ultimately the honor was bestowed on third-year Caddyshacker Dan Drake on the strength of his outstanding 48 net 29 (beating his handicap by seven strokes and demolishing his previous back nine personal best).
And now the league has reached a turning point. With five weeks left in the regular season, teams will only play squads in their own division the rest of the way.
There promises to be some wild swings in the standings in the coming weeks as now every point won will directly be a point “not won” by a team in the same division.
Division I is already ripe for chaos with all six tandems separated by a mere 5.5 points. And despite Divisions II and III currently looking like two or three team races, one lopsided loss in intradivisional play can turn the standings on its head.
And in addition to the second half crowns, there is also the wild card chase where six teams are currently separated by only 12.5 points as they compete over two spots.
