Ramblings From The Editor

Ideas, idle gossip, and occasionally important odds ’n’ ends... by Jack Wright

ntil the events of Tuesday, March 3, the most-asked question in these parts was… when will this godforsaken Arctic weather end?!

Following a tumultuous meeting of Cape May City Council that afternoon, just about the only question being asked around town was… what the hell happened to our police chief?!

For those of you who missed the newspaper stories and a resulting Facebook blitz, the council voted 3-2 to demote Chief of Police Rob Sheehan to the rank of Captain (provoking the furious resignation of newly appointed council member Jerry Inderwies).

The city was able to do this because the chief was one day away from completing a oneyear probation contract he received when he succeeded Chief Diane Sorantino.

It’s fair to assume that the population (along with quite a few people in City Hall) were blindsided by this development, given that Chief Sheehan has always been a popular police officer and had marked his first year in the top job with a number of notable achievements (a series of arrests were made after a spree of alleged shoplifting incidents

last summer, and his department introduced a lauded community outreach campaign called Operation Reassurance).

So why was he given the old heave-ho?

According to the 3Ms, the chief is caught up in an investigation being conducted by Cape May County Prosecutor’s Office, and he should not get the job on a permanent basis until the outcome of that investigation is complete. Who are the 3Ms? That’s City Manager Bruce MacLeod, Mayor Ed Mahaney and City Solicitor Tony Monzo.

Why the nickname? For a start, all three names begin with an M (in case you hadn’t

noticed). Secondly, these three run the city as a cabal that no doubt has brought some positive results for Cape May, but which also has acted, at times, as a tight-knit trio that employs intimidation and/or — let’s call it truth suppression, usually under the guise of “we can’t release this information for legal reasons.” The most blatant example of this (up until now) is Floodgate, the fiasco of how the new Convention Hall didn’t have flood insurance while Hurricane Sandy was battering the Jersey Shore. Watching MacLeod and Mahaney trying to wriggle out of that responsibility, while protected by a Monzo smokescreen, was not an edifying sight.

And now we have the sordid takedown of Chief Sheehan. Let’s cut to the chase — there never WAS an investigation into the chief.

Nevertheless, the 3Ms dragged the chief’s name into an investigation that was launched into CMPD’s number two, Lieutenant Chuck Lear, over his use of compensatory time.

But don’t take my word for it. Last Friday, three days after that infamous vote, Robert Taylor, the Cape May County Prosecutor,

RAMBLINGS FROM THE EDITOR From Page 13 administered an epic bitch slap to Tony Monzo. Taylor was furious at how Monzo selectively read, during the council meeting, from a letter faxed to the city by the prosecutor’s office the night before the meeting.

The 3Ms used that letter to sway the council vote against Sheehan.

Monzo read this excerpt at the council meeting, “The investigation will include a review of Chief Sheehan’s actions as well as a review of the initial information provided to this office in order to evaluate whether any witness or party willfully provided false information during a criminal investigation.”

And here is what Taylor said about Monzo in a statement to the media three days later: “He ignored two important sentences before the one he read at the public meeting which clearly shows Sheehan is not the target of any investigation and certainly not the target of a criminal investigation.”

Taylor called Monzo’s stunt “a blatant attempt” to shift blame for Tuesday’s action from the city “to my office.”

So, what IS the investigation and what the hell is going on here?

Last summer, retired CMPD Sergeant Rusty Chew made a complaint to the Attorney General’s office about Lieutenant Lear’s comp time practices. Around the same time, John Campbell, the local representative of the Patrolmen’s Benevolent Association, also registered a complaint, via the PBA’s attorney, reportedly without the knowledge of his colleagues on the force. Their complaints were based on the fact that Lear had signed a contract in January of 2013 which forbade him to take comp time.

So what exactly IS comp time? “Chuck is the guy who runs operations for every festival, every road race, every event that needs roads closed and diverted,” former Chief Sorantino told me this week. “He has a tremendous attention to detail and he loves this stuff. I would go to bed the night before these events and I wouldn’t be worrying about a thing, because I knew Chuck was in control.”

Lear was asked to be available for the long hours (sometimes from 4am till late evening) required to coordinate these events. In return for working these extra hours, Lear was never paid overtime. As an officer above the rank of sergeant, he isn’t entitled to it. Instead, the CMPD gave him time back (hour for hour) in the winter. “We really needed Chuck to do this extra work in the summer months,” said

Sorantino, “then in January and February, when we didn’t need him, we allowed him to take the time off. It’s standard practice in many police departments in resort towns.”

I asked Sorantino if she had ever heard any grumblings from other officers who resented Lear being handed these assignments. “Not once, and believe me, I would hear it if officers were unhappy.”

Solicitor Monzo told the Press of Atlantic City last week that the Lear arrangement had cost the city $11,000 in an 18-month period from January of 2013. I’m not sure where that number comes from. Lear wasn’t paid for his comp time. And while he was taking time off in deepest winter, the CMPD was not having to draft extra officers to cover him. Assuming that Lear will no longer be participating in this arrangement from now on, the CMPD will instead have to pay a sergeant to run the operations. That will cost $70 per hour, or around $3,000 per week during the summer season. For something that Lear did in return for time back in winter. Does this make sense to Cape May taxpayers?

RAMBLINGS FROM THE EDITOR From Page 14 changed after he signed a contract in January of 2013. That contract outlawed the practice of comp time. But it continued to happen, during the last year of Sorantino’s time as chief, and into the first year of Sheehan’s.

I asked Sorantino why she allowed the practice to continue.

“I’m not in the habit of violating contracts,” she said. “I was with this police department for 26 years and always worked in the best interests of the city. I view comp time as time that is paid back in cash. This didn’t happen with Chuck Lear.”

But could she see how it could technically be viewed as a breach of contract? “Looking at what happened last week, I guess if people want to twist it, they can. But I think it’s an outrage.

This is an officer who has had a stellar career, 36 years or so. And this is how they’re choosing to treat him towards the end of that career? That man is an asset to this police force and this community.”

I asked Sorantino if there was any way that Bruce MacLeod could NOT have known that Lear was continuing to mark up his comp time on time sheets after signing his contract. “No, it’s ridiculous to imagine that Bruce didn’t know.”

Police time sheets pass through CMPD administration and are then handed to the payroll clerk, Stacy Halbrunner, who either signs off on them and produces the paychecks, or sends them to MacLeod if there is a problem. I’ve been told by several people, including Sorantino, that Halbrunner is a stickler for accuracy and was never a fan of Lear’s arrangement. So do you imagine that during the two years since Lear signed his contract that she never once went to MacLeod to inform him that this practice was ongoing?

Back to last summer. After receiving Rusty Chew’s complaint, the Attorney General

investigated and decided that there was no criminal case to answer, handing the report over to Cape May County Prosecutor’s Office. They also decided there was no criminal basis and handed it back to the city to see if they wanted to deal with it as an admin matter.

That’s where it should have ended. If the city thought that Lear’s arrangement was no longer appropriate, then Bruce MacLeod should have discussed this with Sheehan and Lear. And that would have been that. Lear could have chosen to continue working those extra hours, without comp time. Or the city could have turned to another officer, though bear in mind they would have had to pay that officer overtime at the rate of time and a half.

Instead, what happened next is that the city chose to hire an independent investigator to look into Lear’s arrangement. They hired former NJ State Major James Fallon, who now runs an investigation business. I sent a freedom-of-information request to the city to find out how much they paid Major Fallon, but I haven’t received that information yet.

Major Fallon interviewed various staff inside City Hall, including MacLeod. He tried to interview Lear and Sheehan, but both declined, on the advice of their lawyers. Why? Because Major Fallon had no right to conduct an investigation of the CMPD because he is no longer a “sworn” (that is, active) officer.

After Sheehan protested to the county about the legitimacy of the investigation, it advised Major Fallon and the city that the investigation had to be done in participation with Chief Sheehan, and that the results had to be sent to him first. But this never happened.

Instead, Major Fallon concluded his report and sent it to the city, copying Sheehan.

During the city council meeting that decided his fate, Sheehan told the audience that it was HIS report to the county that prompted them to send the March 2 letter that the 3Ms used to persuade city council members that there was an investigation into him.

To remind you of an extract from that March 2 letter — “to evaluate whether any witness or party willfully provided false information during a criminal investigation.”

Let me remind you that neither Sheehan nor Lear provided ANY testimony to that investigation, so they could hardly be the ones accused of providing false testimony, as CMPD Administrative Assistant Dorann Heminway pointed out during the public portion of the city council meeting.

So who IS being investigated for providing false testimony (aka lying) to the Fallon report?

Obviously, I don’t know that, but it can’t possibly be Sheehan or Lear.

Are you following me?

Again, there never was an investigation into Sheehan.

There was only an investigation into Lear. An investigation into a practice that likely everyone in the CMPD and in City Hall knew about.

Meaning... this city spent what likely amounted to many thousands of dollars of your money on investigating an arrangement that they had full knowledge of. Understand this — although allegedly in breach of his contract, Lear continued to openly file his comp claims, and the city continued to rubber stamp that comp time. This only changed when Rusty Chew took the matter to the Attorney General’s office last summer.

I don’t know why Chew decided to make the complaint.

Lieutenant Chuck Lear... the target of a comp time investigation to ask, he said he wouldn’t comment. “I don’t think this issue should ever have been discussed in public,” he said.

You could make a good argument that Chew is simply being a whistleblower. Frustrated by the continuance of a practice that seemed to be a breach of contract, he decided to take the matter further. And, if common sense had prevailed, the city would have realized that both the Attorney General and County Prosecutor’s Office poking into their business was a situation that needed immediate attention.

Don’t you think that the simple solution was for Bruce MacLeod to call a meeting between Sheehan and Lear to discuss whether the arrangement should continue? Maybe Lear would have finally satisfied the mayor’s ambition and headed off into the sunset. (At a city budget meeting in March, 2011, Mayor Mahaney said, “I am proposing that the position of police lieutenant be abolished, and the current incumbent could retire or could go back to police sergeant.” He failed to gather enough support for this move.)

Chief Sheehan would have been allowed to get on with the business of running a police department. And Cape May would have been spared the embarrassment of being a laughing stock this past week.

Instead, and I’m saying this again because I think it beggars belief, the city spent thousands

Why did they do this? Maybe you’re more imaginative than I am, but the only reason I can come up with is that they wanted to sully the name of Lear by attaching the stigma of an investigation to his name instead of simply handling the issue internally. This, presumably, would hasten the retirement that Mayor Mahaney had called for four years ago.

And, by association, the investigation would sully the name of his commanding officer, who oversaw this breach of contract. And when you consider that his probationary period was coming to an end, Chief Sheehan could be put in a very vulnerable position. Which he was.

Now, again, you must be asking why did the city want to get Sheehan out of office?

For a couple years now, Mayor Mahaney has let it be known that he wants a Director of Public Safety, a civil servant to rule over the police and fire departments. And, presumably, the beach patrol, too.

I’m guessing he was probably salivating over the prospect of the 2013 retirement of Chief Sorantino, Fire Chief Jerry Inderwies (who was considering retiring at the same time as Sorantino but waited another year) and Buzz Mogck, who is nearing the end of his long tenure as Captain of Cape May Beach Patrol.

Why would Mayor Mahaney want a Director of Public Safety?

Well, he may consider it financially prudent. The pensions of police and fire chiefs are expensive, given that they are able to retire with potentially 30-odd years of salary awaiting them.

And maybe he thinks there are inefficiencies within the public safety departments that could be tackled under one manager.

But mostly I think it’s because he wants control over everything he can get his hands on. Regular readers of my column, and people who pay attention to what happens in City Hall, know that Bruce MacLeod has been in the mayor’s pocket since his first day on the job, more than six years ago. According to the Faulkner Act, which Cape May signed into law in 2004, the city is supposed to be run by the City Manager. The mayor is simply another member of council, albeit the one who sets the agenda, runs meetings and represents the city at civic events.

(He also gets to wield a gavel at meetings, something in which Mahaney seems to take particular delight.) In blatant contravention of the Faulkner Act, Cape May is run the old-fashioned way, by a strong-armed mayor who uses bullying tactics to get his way.

This column would run to about twice this length if I was to make a list of those bullying tactics (many have appeared in previous columns). Instead, I can give you a fresh example of where the mayor has tried to get involved in police business.

Last August, he turned up outside of Carney’s at 1:30am after there had been a fight inside of the bar (I guess he monitors the police scanner). Mahaney asked a police officer to close Carney’s down. The officer relayed this news to owner Joe Carney, who came to a compromise with the mayor. He agreed to close five minutes early, at 1:55am.

In return (Carney told me this week), the mayor would keep the Division of Alcohol Beverage Control (ABC) off his back.

“On Monday morning, the ABC were at my door, doing a spot-check of my business,” Carney said. “Honestly, I used to take offence at what Exit Zero wrote about the mayor. I thought it was harsh. But now I get it. I live in fear of my liquor license being revoked by this guy. He

Kudos to Carney for speaking out. Other business owners who have been intimidated by the mayor don’t want to speak up because they fear he will hurt their business.

As for other motivations behind this “witch hunt,” as Inderwies called it, there have been some suggestions that Tony Monzo should have recused himself from this affair since he was reportedly angry with how the CMPD handled the arrest of his son following an alleged burglary at Collier’s Liquor Store in Cape May on Christmas Eve. I don’t have enough information to comment on that, but I do know that the actions of Mayor Mahaney have been very good for Monzo’s law firm.

A look through council records show that Monzo was paid more than $730,000 from 2009 through the summer of 2014. Not bad for what should, in ordinary circumstances, be a fairly simple, part-time gig.

I don’t know if Monzo charges the city every time he goes on a mission with the mayor — when I asked him, a few years ago, to disclose how much he would charge the city for sending me a letter threatening

legal action following a column I wrote about the mayor, he refused, saying it was “attorney-client privilege”. But I do know he pops up on business that really shouldn’t require any legal representation. In 2011, the 3Ms turned up at the offices of the Cape May County Herald to tell the editor they were unhappy with reporter Jack Fichter’s coverage of the Convention Hall opening.

Nothing came of that... but guess what happened a few months after Fichter took over as Managing Editor of the Cape May Star and Wave last year? The city pulled its public notice ads from what has been the paper of record on this island since the 1850s. Now there’s a dish of revenge served cold!

Speaking of Convention Hall, during a walk-through for some city employees before the 2011 opening, Monzo was there, too.

One witness told me, “He was commenting on missing tiles and missing lightbulbs. I thought to myself — ‘why on earth do we need the lawyer here for this?’”

Last summer, one of our writers was working on a straightforward story about parking. She made appointments to speak with Sheehan, then MacLeod and Mahaney.

When she turned up at City Hall, Monzo was also there. Your taxpayers’ dollars at work?

Over the last six years I have been frus-

trated and saddened by stories of local business owners who were subjected to The 3M Experience — being put through a ringer by Messrs MacLeod, Mahaney and Monzo — when all it would have taken to resolve the business at hand was a quick meeting (or phone call) with the City Manager who is, remember, supposed to make the day-to-day decisions in town.

That’s not the way government of a thriving, happy little beach town is supposed to function. I believe the public face of Cape May is being blighted by the actions of Mayor Mahaney and his cohorts.

There have been rumblings in the street about forcing a recall election with the intention of booting the mayor — I’ve heard a petition has already begun (it would need the signature of 25% of voters). But recalls cost money, and I think Mahaney has already shown he’s too willing to waste taxpayer dollars on personal crusades. If this wretched affair plays out the way I expect it to, the most dignified thing for the mayor to do would be to take a walk… and maybe bring the other 2Ms with him.

And here’s the blow-by-blow on what actually happened at THAT council meeting... By Susan Tischler

t’s fair to say that the March 3 work session of Cape May City Council was anything but a snooze fest. By the end of it, we had one less councilman and one demoted police chief. First, here’s a little background.

When Police Chief Diane Sorantino retired one year ago, Captain Rob Sheehan was elevated to the position of chief by city council. There is a one-year probationary period that comes with the initial appointment. As I understand from talking to Sorantino, within that year, the appointed chief is required to take the civil service exam and normally the permanent or tenured appointment goes through without any further action from council. But in this case, council was asked by City Manager Bruce MacLeod to put the resolution regarding approval of Chief Sheehan’s prospective tenured position on the March 3 agenda. Approval of tenure means it would be quite difficult to remove the chief from office IF he were to be found complicit in any wrongdoing.

There is an investigation being conducted by the county prosecutor’s office surround-

ing Lieutenant Chuck Lear, an officer in the department. Chief Sheehan, as his supervisor, is also allegedly under scrutiny but NOT the center of a criminal investigation. From what I heard prior to the meeting, council was apparently advised by City Solicitor Tony Monzo about the current status of the situation.

Now, let me be clear, by any “criminal investigation” we’re not talking Serpico here.

We’re talking about compensation issues, vacation time et al, which an individual may or may not have been entitled to. And, up until city council met, I was getting mixed reports regarding whether or not the county was indeed investigating the matter or to what

extent or whether it is a criminal investigation or as Chief Sheehan later said an administrative investigation. I also understand that the complaints were internal — some generated by an officer or officers in the department and another complaint issued by retired police officer and 2012 mayoral candidate Rusty Chew.

Another thing you should know is that, usually, personnel matters are discussed in closed session, but Chief Sheehan opted for it to be considered in public. So, let’s focus on the blow-up. After conducting the usual business at hand, council adjourned in closed session away from the public eye for 38 minutes to discuss Resolution #72 pertaining to Rob Sheehan as the CMPD chief as well as, according to Mayor Ed Mahaney, “the investigation of the police department.” For most, this was the first reference of an investigation, so ears were tuned and heads were turning.

Upon their return to the table and to live streaming TV coverage, the tension was already evident. Normally, a vote on the resolution would have taken place immediately, but

INSIDE CITY HALL From Page 37 Councilmen Jerry Inderwies and Shaine Meier both vied to make their own motions, interrupting Deputy Mayor Terri Swain’s attempt to move on the resolution. Inderwies prevailed proposing to “reaffirm Robert E. Sheehan as police chief.” The motion was seconded by Meier. It went down 3-2 with the mayor, deputy mayor and Councilwoman Bea Pessagno voting against it. In so doing, Pessagno said, “I have great affection for Chief Sheehan’s family but this is not about any individual.

It’s about the police department of Cape May. It’s about an arm of the justice department. And for that reason, with the impending investigation and little facts known, I have to vote no.”

The second action was taken on the resolution to rescind Chief Sheehan’s position as police chief. Not surprisingly, in another 3-2 vote, council returned Rob Sheehan to his status as captain.

Funny thing though, as the highest ranking officer in the department, he’s still in charge.

So now all hell breaks loose.

Councilman Jerry, as he is affectionately referred to by his fellow firefighters, demanded to know why, irrespective of the investigation, Chief Sheehan’s performance was not evaluated by City Manager MacLeod. MacLeod said the city does not do personnel evaluations just as Jerry was never formally evaluated when he worked for the fire department. So that’s strange — most corporations and large employers have evaluation and performance reports, but Cape May does not. Inderwies again asked how council was to evaluate the chief’s performance without an evaluation report and accused MacLeod of violating the contract by not having an evaluation and then accused the city manager of “smiling” and “disrespecting” him. He went on to object to the handling of Chief Sheehan’s appointment and his disappointment with the other members of

council who voted to rescind.

His anger escalated and he made a motion — after a set-to with the mayor regarding Roberts Rules and the procedures regarding the motion — asking that an investigation take place into the city manager’s handling of Sheehan’s appointment and failure to conduct an evaluation.

Meier again seconded the motion.

It again went down in a 3-2 vote.

And then the final blow-up.

Before voting against the motion, the mayor said he was doing so on the advice of counsel. Inderwies said, “That has nothing to do with it!” The mayor told him he was out of order. Inderwies said he would not be silenced and would not stand by and allow this “witch hunt to crucify this man.” Inderwies said, “If I have to remove myself from this council then that’s what the hell I’m going to do.” The mayor said he was free to go and Inderwies said he resigned effective immediately.

The mayor accepted his resignation and council later voted on the matter making it formal.

So, what does the future hold? Captain Sheehan could well be reinstated after the investigation is completed, but all those people who voted for Inderwies in November (he was the top vote getter) have no voice on council.

And if former Councilman Jerry thinks he has, as he said in a TV interview, more power across the board, he need only ask those who have vied for that coveted seat and lost.

The effect of a single vote on council can echo throughout the community, even if it is the lone vote.

And it’s a shame because he looked so handsome Tuesday afternoon in his beautiful suit, green shirt and green tartan tie with the four-leaf clover tie clasp.

And such a shame that he walked out of the office just 62 days in.

The thing about politics — you have to able to stick with it. Take the punches and fight another day.

One thing for sure — it was a tough day in paradise for everyone in that room.

The Old Fogey

Ah, those good old Cape May days... by Jackson D’Catur

am writing this whilst eating homemade beans on toast which is, in the D’Catur Mansion, the ultimate comfort food. And to think I had never tasted it until a few short years ago, when I visited the soon-to-be editor of this very rag to advise him on launching a business in Cape May (bribery, charm and a handy cudgel, were my main suggestions.

The exact details of the meeting are of little interest: the brutish Scotchman inhabited a crumbling yet lovingly painted and decorated pile on Stimpson Lane, and was accompanied at all times by a trio of dubious rogues ­— an angular, intense Slav, another Scotchman (as gaunt and dour as the editor is round and coarsely cheerful) and the legendary itinerant bartender Jimmy Quinn (where IS Quinn? I miss his curly-haired bonhomie and dazzlingwhite shirts at the Ebitt Room).

Well, I demanded repast and after much grumbling they emerged from the “kitchen” (do not make me explain the quotation marks — I still shudder at the memory)

with a very nice plate on which rested two slices of golden crisp bread, a perfect layer of baked beans in tomato sauce and if memory serves, a dusting of cheese on top. I have never eaten such fare, and even the eager/ resentful/hungry faces staring at me did not diminish the pleasure. I ate every single crumb, and then insisted they show me how this marvel was made.

To my amazement, it had all been prepared without a single implement other than a blunt knife, and cooked on the sole working gas burner on the “stove” (again, don’t get

me started). Each piece of bread was held with singeing fingers over the flame (I had wondered about the odd bacon smell) and the beans (Heinz) were heated in the very tin they came in. The cheese was scrabbled off the block by calloused working men’s fingers.

Of course, my taste buds were so overwhelmed that I invested in the business, and since that day, every Friday evening my kitchen staff have been made to replicate the perfect dish to the smallest detail. I even eat it from a matching Denby china plate (he had expensive tastes, yonder Scotch rogue) while seated on a replica of the incongruous and luxurous recliner the four sat me in on that evening.

I must say, it is worth the effort and (other people’s) burned fingers, though the following day’s explosive flatulence can be a little rough on everyone in the household, excepting Young Albert, who is usually the sole source of foul odors, and appreciates gaseous company.

ou don’t have to be Irish to celebrate St Patrick’s Day. After this winter, you’re ready to celebrate anything green, and Cape May is the place to do it. Big St. Patrick’s Day celebrations are an American invention. In Ireland, this was traditionally a quiet day — Irish Pubs were closed by law for most of the 20th century. But before America was America, Irish people in the colonies were using St. Patrick’s Day as a way to celebrate their common heritage. In 1737, colonists in Boston marked St Patrick’s Day with a small parade. George Washington declared that his troops — many of whom hailed from Ireland — should enjoy a day of rest on the holiday in 1780, and New York’s St. Patrick’s Day Parade dates back to 1762. Savannah, Georgia has hosted a parade since 1824, and that city still throws one of the biggest St. Pat’s parties in the country.

St Patrick Day celebrations are credited with contributing to the American-Irish identity. In the shadow of the Great Famine of the 1840s, which killed a million Irish

people and drove a million more out of Ireland, St. Patrick’s Day became a sort of defiant thanksgiving celebration. As “Nativists” rejected the flood of Irish immigrants, and cartoonists depicted them as subhuman, the Irish in America came together. People gathered to sing traditional songs, most of which told stories of the hardships the Irish survived. Gradually, the Irish in America gained political power, and St Patrick’s Day became a showcase for that power. As the Irish became more American, St Patrick’s Day lost some of the politics and became a

The Movie Column

Tom Sims, Executive Director of Cape May Film Festival, reviews “Kingsman: The Secret Service”

hen was last time you had fun at the movies? No, I mean it. When was the last time you actually sat during a movie to be thoroughly entertained for the entire two hours plus. And by entertained, I mean not with exclusively juvenile humor? I realize that the Academy isn’t going to hoist a comedy into the top spot for award nominees, but let’s face, none of this year’s Best Picture nods year were exactly a joy ride.

Kingsman won’t be nominated for an Oscar (at least for Best Picture) any time soon. Suffice it to say it’s not exactly a highly intellectual film. That’s not why you’re there.

Instead, you’re there to move through two plus hours with the kind of fun that you really only had with a few Bond films from way too long ago.

The movie is based on a popular comic book, but it’s not strictly comic book material. Although sometimes pretty silly, it never degrades into bathroom humor — and big kudos for that.

Samuel L Jackson plays the bad guy — one of those villains you can’t take too seriously, yet is credible enough to get the job done. And the job: to suspend audience disbelief long enough to simply have fun. Mission accomplished.

The plot is not terribly complicated but well executed. And in that moment when you are on the edge of your seat wondering how the protagonist (a freshly graduated spy

played by relative newcomer Taron Egerton) will get out of this desperate situation, you don’t have time to second-guess how it’s all going to turn out. So in this way you’re always very well surprised at every turn.

Is this a “guy’s” movie, in the stereotypical sense? It could very well be. However without the overly-grotesque violence, it could very well be enjoyed by all. Now, don’t get me wrong, there is violence (um, really lots of violence) yet somehow it’s masterfully played so that you’re never too grossed out.

For example, heads are blown up (um, really lots of heads) but they billow into a technocolor mushroom cloud. In one scene, Colin Firth single-handily kills an entire church full of patrons — but they’re an angry church filled with bigots and haters so to watch him take them down is actually quite fun!

Sure, it’s a comic book-ish film, but after watching all the “serious” Oscar contenders (and I mean “serious”), I needed a break.

I needed to remember why going to movies was fun in the first place. Kingsman reminded me.

Dispatches from the nation’s birdwatching capital… by Seymore Thanu

may be the only person in South Jersey who is sorry to see winter end. This past weekend I got an envigorating taste of winter’s special bounty. On Saturday there were two Rough-legged hawks at Turkey Point.

On Sunday, a dozen Common Goldeneye suddenly appeared on the Maurice River where they had been absent all winter.

And this morning I was wakened from my pre-dawn slumber by the “yowling” call of a Long-eared Owl. All of these bird species are winter specialties and, sadly, in a few short weeks they will be retreating north fast — the rough-leggeds to the Arctic, the goldeneye and Long-eared Owl to northern forests. Yes, they will be replaced by other bird Species, summer residents, but winter birds are among my favorites, largely because they seem less predictable.

Take the rough-leggeds — they have been absent all winter, probably arrived after the snow. As for the owl, it may

have been here all winter, unnoticed until something prompted it to call, perhaps another Long-eared in the neighborhood.

So, yes I look forward to swifts and swallows and Whip-poor-wills as much as the next birder Im justnot certain one season’s bounty is worth another’s. It will take vmonths before goldeneye dot the current of the river again, months and the good fortune it takes to be here, where so many birds spend the winter.

I’ll bet you never thought of South

Jersey as a winter getaway destination.

But for scores of bird species it is. A place to find open water (a key concern if you are a duck), a place to find bare fields where rodents can’t hide beneath a blanket of snow. This rates high in the esteem of visual hunters like rough-legged hawk and audio-specialists like owls, too.

So I guess I side with the voles. More winter! Bring it on. Come July when the biting insects are swarming, and the sweat is running down your arms, it will be too late; the clear, crisp air and starstudded skies of March will be encapsuled in memory and all the great birds of winter will have f led beyond summer’s energy-sapping reach. Anyone can love spring, summer and autumn, but it takes a different breed of human to cherish winter. As anyone in the outdoor field can tell you, there is no such thing as bad weather, just bad equipment. So reader, you only have a few short weeks of cold weather left. Go out and relish them and all the great birds winter serves up.
