EXIGO Architecture is pleased to present the Master Plan for the Christ the Savior Catholic Church. This report depicts the discoveries and priorities made by the Community to define the scope of work, which will allow a future design team to develop the rehabilitation of the existing facilities, and creation of the new Sanctuary and new Rectory.
We are thankful for Father Gleen Carpe, the Building Committee, and the Christ the Savior Parish Community for their cooperation during the process of creating the Master Plan. During the last three months, we have had positive meetings and extensive community participation, full of helpful conversation and feedback to best understand the Parish and its vision for the future.
The Master Plan for Christ the Savior Catholic Church is a compilation of our findings and recommendations to address the priorities and needs of the community. The intent is to ultimately expand and serve the existing community through new inspiring architectural spaces that promote spiritual learning and worship.

MASTER PLAN FINDINGS
On July 28, 2023 and August 10, 2023, EXIGO Architecture hosted two community meetings and released a questionnaire to understand the community needs, priorities, and vision. The questionnaire and community meetings revealed the following pressing needs (in descending order): new Sanctuary, new Rectory, additional classroom space, additional storage, and deferred maintenance issues.
A new Sanctuary is the most pressing need. Since its establishment in 1982, mass and other community events have been held at Fannin Elementary School auditorium, the North Bend Recreation Center at Veterans Park, and now the Community Hall. Christ the Savior Parish has never had an appropriate worshiping space.
The Rectory is currently located in the Office Building, which does not offer adequate living space, privacy, and it goes against the Diocese regulations of the Rectory being separate from the Church but still within
the campus. The Parish currently has six classrooms (the Angel’s Inn in the Office Building and five classrooms in the classrooms buildings). These classroom spaces are small and are not able to house the number of Catechism students, and other Religious Formation classes, Ministries meetings, etc.
The site currently has five storage sheds, one of which is used as St. Joseph’s Wood Shop. As it can be observed in the photos of the existing conditions in the Appendix, there is a lack of sufficient storage and maintenance space, as well as designated space for the St. Joseph’s Wood Shop, and other ministries.
Ultimately, there is an accumulation of deferred maintenance issues to address from the last 40 operating years of the Parish. This deferred maintenance includes the lack of parking space and ADA accessible areas, efficient mechanical, electrical, and plumbing systems, water leaks and ceiling stains due to roofing damage, and lack of insulation.
Once the Parish’s spatial and programmatic
needs were established, Exigo Architecture produced conceptual recommendations for the new and existing facilities. These conceptual recommendations can be found in the section “The Plan.”
The Appendix section of the report includes the questionnaire example, the topographic survey, photos of the existing conditions, and Exigo Architecture meeting minutes.
HISTORY
“Christ the Savior Parish was established on February 1982.”
“[The Church] was created in order to relieve the overcrowding at Most Holy Trinity and to provide services for Spanish speakers of the area. Msgr. Robert Getz was named the first pastor. Since there was no building, and only the land, arrangements were made with the El Paso Independent School District to rent the auditorium of Fannin Elementary School for Sunday services.
With the arrangement in place, the first parish mass and baptism were celebrated on the 19th of February 1982. Religious education classes were held at the North Bend Recreation Center in Veterans Park. Shortly after this date, Msgr. Getz moved to Las Cruces. In September of 1982, he was replaced by Reverend Vicente Calderon him as pastor.
Due to the growing size of the community, arrangements were made with the City to use the Recreation Center for masses,
Daily mass, and meetings were held in the Rectory. The growth in the parish and the resulting funds that were raised allowed for the groundbreaking of the Parish plan on February 10, 1984. It took 22 months to complete construction.
On December 14, 1985, Bishop Raymundo Pena dedicated the parish hall. The hall was used for services as well as social functions. The other two buildings were not completed at the time because of financial issues. A year after the dedication, Reverend Calderon took a leave of absence. Reverend Leonardo Rivera replaced him in December of 1986.”
“Father Leo guided the parish for the next four years. This included welcoming the Korean Catholic Community to the parish. The evangelization program was encouraged, and other current ministries of the parish were set in place. Father Leo
was also responsible for working the parish debt so that other work could continue. The religious education building was used for classes at this time.
On July 5, 1990, Father Bob Kobe became the fourth pastor. Because of the foundation laid by his predecessors, the ministries continued. A strong ministry to military families was also developed at the encouragement of Bishop Pena. In 1992, the religious education building was closed because of structural problems. There was no heat, running water or bathrooms. This showed the dedication of [Christ the Savior Parish] people, that they came, without luxuries, to grow in their faith.
The Diocese helped [Christ the Savior Parish] complete the religious education building in 1992. The loan has since been paid back to the Diocese. This building houses most of the Religious Education,
Evangelization, Knights of Columbus, and Korean activities. In 1994, Bishop Michael Park from Korea dedicated the altar in the daily Chapel.
In 1996, the rectory and parish offices were completed. This allowed the pastor to live at the church. Besides the regular ministries, the parish hosted Diocesan workshops, Tepeyac classes, and both Boy and Girl Scout troop activity. [Christ the Savior Parish] has also provided room for Head Start, juvenile and adult probation, counseling, citizenship and other civic activities.
[...] Ministries are provided in English, Spanish, and Korean on a daily basis. About 40% of the Parish practices Stewardship of time, talent, and their treasures.”
As per the Diocese direction, Christ the Savior Catholic Church Parish serves the delineated area in the map to the right. This area contains a population density of 4,824 people per square mile. There are approximately 10,000 households with a population of approximately 30,000 people. As we learned through the questionnaires, there are 230 registered families with a total of 500 parishioners.
There is an opportunity to expand the amount of parishioners.

PROCESS
SURVEY WALK-THROUGH COMMUNITY MEETINGS
EXIGO Architecture conducted a survey (in English and Spanish) to better understand the community needs, priorities, and vision of its future. See Survey on page 33.
Simultaneously, EXIGO Architecture conducted a walkthrough with Building Committee members to document the site and building existing conditions (see pages 4251).
EXIGO Architecture also conducted two community meetings (July 28, 2023 and August 10, 2023). The first community meeting was to collect the surveys and conduct an open conversation based on the survey questions. The second community meeting was to present the conceptual master plan recommendations addressing the needs and priorities stated by the community.
Based on the survey and community meeting comments, these are the priorities (in descending order): (1) New Sanctuary; (2) Fix Roof; (3) Fix Parking and Community Hall; (4) Fix Classrooms.
46 surveys were returned from the CTS community. The tabulated results guided us in the development of the Master Plan.

THE PLAN

EXISTING CONDITIONS
Christ the Savior Catholic Church is located at 5301 Wadsworth Avenue, El Paso TX 79924. The campus is 10.9657 acres and contains the following buildings: Community Hall used as the Sanctuary; an Office building that includes the Rectory; a Classroom building that includes the Daily Chapel, and a Confessional. There are currently 78 parking spaces, six indicated as “ADA accessible.” There are five exterior sheds, four used as storage and one assigned for the St. Joseph’s Wood Shop. The site also contains a 40 x 40’ lease area to a cellular provider.
Based on the site walk-through and community meetings conducted by EXIGO Architecture and the Building Committee, it is clear that the facilities and site design do not meet expectations, physically and spiritually.
THE SITE : PHYSICAL DEFICIENCIES
The paved parking has not been addressed since the construction of the campus. The paved parking has pot holes, and much of the space where parishioners park is not paved. Another deficiency is the scattering of the storage sheds around the campus.
FUNCTIONAL DEFICIENCIES
The attendance of mass ranges from 100 to 500 parishioners (especially during religious holidays, such as Christmas, Easter, and New Year’s). The paved parking lot does not meet code requirements by square footage and occupancy load. There is also a need for landscaping and on-site ponding. Many parishioners park in unpaved areas around the campus. The existing storage sheds do not provide sufficient storage space needs for the campus and ministries.
PROPOSAL
The new site will contain 245 parking
spaces. There will be 16 ADA parking spaces strategically placed around the site for ease of use. The new design will also include landscaping and ponding.
COMMUNITY HALL : PHYSICAL DEFICIENCIES
The existing facilities are outdated and need to be updated. The Parishioners have expressed concern over the roof condition, as it has leaks. Besides roof leaks, there is water infiltration on walls demonstrated in photos (page 47 to 49). The restrooms do not have adequate fixture counts for the occupant load, and do not meet ADA standards. The Community Hall does not have air conditioning, proper ventilation, and the units are undersized for the occupant load. There is a lack of current electrical, lighting, and telecommunication infrastructure for today’s standards and to meet the programmatic needs of the Community Halls for functions and events. There is a lack of storage space, the Stage is used as temporary storage for Holiday decorations and other Religious Artifacts used for Mass. The Kitchen does not have proper hood ventilation.
FUNCTIONAL DEFICIENCIES
The Community Hall has been used as a Sanctuary since the 1980’s. Spaces that would be typically used for storage or utilities function as the Sacristy and Tabernacle. The Kitchen does not have the spatial capacity for food preparation for the
events the Parish hosts; the Dish Wash station is used as storage. Other utility rooms in the Community Hall, including the janitor closet and electrical room are small.
PROPOSAL
To reflect the spirituality and devotion the parishioners over the last 40 years, the parish requires a new Sanctuary. The new Sanctuary will include a 600 seat Nave, a Narthex, two Sacristies, two confessionals, a Baptismal font, and a daily Chapel. Based on the feedback, there will be an assigned Choir seating area and storage.
The Community Hall building will receive a full renovation to address the physical and functional deficiencies. Once the new Sanctuary is built, the Tabernacle, Sacristy, and Gift Shop rooms will be available for storage and relieve the Stage area. The Dish Wash Station, Pantry, and the Storage Closet will be demolished to create a bigger Kitchen area. The walls at the former Dish Wash Station will be extended to accommodate a new walk-in freezer/cooler combo, and pantry. The existing restrooms will be renovated and meet ADA standards.
CLASSROOM BUILDING : PHYSICAL DEFICIENCIES
Several rooms in the Classroom building need air conditioning and proper ventilation. Other classrooms do have HVAC units but are undersized for the occupant load. Similarly, classrooms lack current
electrical, lighting, and telecommunication infrastructure for today’s classroom standards. Existing restrooms have adequate fixture counts for the occupant load, however they do not meet ADA standards.
FUNCTIONAL DEFICIENCIES
There are five classrooms in the Classroom Building. One of the classroom spaces is used as the Daily Chapel, and another meeting area is used at the Sacristy and storage for the Daily Chapel. The Classroom building also has one room that is used as a Confessional. The questionnaire results demonstrate there are not enough classrooms to meet Catechism and Ministry demand. Functionally, the Daily Chapel, the Sacristy, and Confessional should be separate from the Classrooms. When the new Sanctuary is built, the Daily Chapel, Sacristy, and Confessional will be converted into Classroom and Storage.
PROPOSAL
The Classroom building will receive a full renovation to address the physical and functional deficiencies. The interior will be retrofitted to create a total of 8 classrooms of varying sizes to address Catechism and Ministry needs. The existing three restrooms will be converted into two ADA restrooms, and the former Confessional will be used as classroom storage space.
OFFICE BUILDING : PHYSICAL DEFICIENCIES
Similarly to the Classroom Building, the Office Building also has water infiltration issues on the walls and ceilings; do not have air conditioning or proper ventilation; and it lacks current electrical and lighting infrastructure for today’s standards.
FUNCTIONAL DEFICIENCIES
There are five offices (including the Pastor’s Study), one classroom (Angel’s Inn), and three restrooms, along with the Rectory living spaces. As per the Diocese direction, the Rectory should be separate from the Church but still be located within the campus. Since the Rectory is in the Office Building, there is no privacy for the Priest and visiting guests. It has been expressed that Religious Formation does not have sufficient meeting and storage space in their current office.
PROPOSAL
The Office Building will receive a full renovation to address the physical and functional deficiencies. A new Rectory for the Priest will be built within the campus, separate from the Church. With the removal of the Rectory from the Office Building and retrofitting the interior walls, five new classrooms and five offices will be created. This will complement the need for additional Catechism classrooms and Ministry meeting spaces. The three existing restrooms will be reconfigured to four new ADA restrooms.
CONCLUSION
The new site design addresses the feedback and analysis learned through our process. The campus will include new parking, a new Sanctuary, a new Rectory, full renovation of the existing Community Hall, Classroom building, and Office building, and the consolidation of the existing storage units into two storage buildings to address the lack of storage, maintenance space, and St. Joseph’s Wood Shop.
The Master Plan has been designed in Phases to address the priorities efficiently. The community recommended the following phases based on their priorities: Phase I addresses the Re-Roofing, Parking, and New Sanctuary. Phase II is the construction the new Rectory. Phase III is the full renovation of the Classroom and Office buildings. Phase IV is the full renovation of the Community Hall. Please see the following pages (20 to 33) for additional details and floor plans.


PHASE I
RE-ROOFING NEW SANCTUARY NEW PARKING
Since there is water infiltration, the most pressing issue is the existing buildings’ re-roofing, as depicted in existing conditions photos, see Appendix.
Phase I will also include the design and construction of the new Sanctuary, and the new parking. The new Sanctuary will include a 600 seat Nave; Narthex; Sacristy for the Altar servers and extraordinary ministers and a more private Sacristy for the Priest; two confessionals; Baptismal font; and a separate daily Chapel with exterior access.
The phase will include the upgrade of the parking lot to include 245 parking spaces, with 16 strategically placed ADA accessible parking spaces.

PHASE II
Phase II includes the design and construction of the new Rectory. The new Rectory will include the Priest’s bedroom, two visiting Priest (guest) bedrooms, one will have exterior access, and a Chapel in addition to other living spaces. The Rectory will be designed to have a private entrance and garage access from Wadsworth Avenue.

PHASE III
CLASSROOM BUILDING OFFICE BUILDING RENOVATION AND DEFERRED MAINTENANCE
Phase III includes the renovation and deferred maintenance of the existing Classroom and Office (former Rectory) buildings. The design and construction of the Rectory in Phase II allows for the Office building to be vacated for the expansion of additional Catechism classrooms and offices. This phase will result in five offices, and 13 classrooms which can also be used for meeting rooms. The Gift Shop will be located in the Office Building.
A complete renovation of the existing Classroom and Office buildings will include the necessary upgrades to the exterior finishes; interior finishes; and electrical, mechanical, and plumbing system upgrades to meet current code standards.

CLASSROOM BUILDING
The daily Chapel will become two classrooms, the Confessional will become an additional ADA accessible restroom. Extending walls and closing the existing courtyard will allow for 8 classrooms.
OFFICE BUILDING
Existing bedrooms will become classrooms and offices. The new floor plan consists of four new classrooms, one new office, and the gift shop.
PHASE IV
COMMUNITY HALL RENOVATION AND DEFERRED MAINTENANCE
Phase IV is the complete renovation of the Community Hall building. The Community Hall will have restroom upgrades to meet code requirements and ADA accessibility; expansion of the kitchen, addition of a commercial grade walk-in cooler/freezer combo unit, a spacious pantry, and a storage addition for event tables, chairs, and other equipment. The rooms formerly used as the Sacristy, Tabernacle, and Gift Shop will be used as storage. The Lobby will be redesigned and fully renovated.
The upgrades will also include exterior finishes; roof installation; interior finishes; and electrical, mechanical, and plumbing system upgrades to meet current standards and code.

COMMUNITY MEETING
– Christ the Savior Parish have an additional mass at 10:00am for Korean speaking parishioners.
– Saturday evening mass at 5:00pm and 7:00pm in Korean, approximately 40 to 45 parishioners attend.
– Regular mass attendance ranges from 90 to 100 parishioners.
– Sunday mass at 8:00am has an attendance of 100 parishioners; 9:30am mass has 150; 11:00am mass has 180; and the 5:00pm mass has 280 to 300 parishioners. There is a Korean mass at 11:00am and approximately 45 parishioners attend.
– Holidays and Christmas has 500 attendees; New Year’s, Ash Wednesday, and Midnight mass has 150 attendees.
– During Holy Week, Palm Sunday has a full capacity. Easter Vigil occurs in the interior courtyard. Friday Stations of the Cross takes place in the corner garden and is active walk. The Ceremony of Light on Saturday evening takes place both in the exterior courtyard and inside
the Community Hall.
– Thursday night, they build a stage inside the hall.
– There has only been one instance when there was more than 500 parishioners attending a mass.
– They Christ the Savior community has expressed that they have a vision of the parish they have been waiting for 40 years.
– They want to maintain the present community, the same size and not come with new or shared with other activities.
– The community wants a new church.
– Parishioners have expressed that Christ the Savior is a small community which feels like extended family. The parishioners are multicultural, who speak English, Spanish, and Korean.
– The community feels that due to their location on the Northeast, the parish should be growing.
– Due to their close proximity to the park, the community feels that it needs to become clear (architecturally) that it is
not a recreation center. It needs to be clear that it is a Catholic Church.
– Other priority needs besides a new Sanctuary is the need for an Adoration Chapel. Something accessible and small so parishioners can go to pray.
– The community requests a Blessed Sacrament to be visible from the outside (such as during the Pandemic).
– There is a need for adequate storage for all the needs (for maintenance, holiday decorations, ministries, etc).
– The church itself needs storage for the Choir.
The community feels the pressing need to bring younger people into the church.
– It has been expressed that the current catechism classroom are not adequate. They use these classrooms everyday, and some are used as pantry, storage. Due to a lack of a big classroom space, they currently hold the confirmation class (of 50-60 students of varying ages) that is held in the Community Hall.
– The Rectory requires a daily Chapel.
Religious Formation requires a lot of storage space.
– Other deferred maintenance needs to be
addressed and upgraded, such as the mechanical systems (AC units are not adequate).
St. Joseph’s Wood Shop requests that they are provided more space.
– The community has expressed that the property does not have enough lighting and the parking lot is not proper. The campus needs 250 or so parking spaces (they currently have less than 80). Since there are more older aged parishioners, there is a need for more ADA accessible parking spaces.
– The parishioners have requested a “sick ministry area,” a space where sick parishioners can attend.
– The community requests covered parking for the ADA accessible parking spaces; parking lights with solar panels with increasing intensity with proximity.
– The community discussed what can be done with the rest of the property. Some options could be to sell the undeveloped land.

COMMUNITY MEETING
– EXIGO Architecture presented the Master Plan to Father Gleen Carpe and the Board Committee.
– The Committee requested 16 ADA parking spaces.
A Site option of configuring 34 residential lots to sell for additional funds was discussed, there was concern about the existing antenna on the site. See page 63 and 64 for the El Paso Code of Ordinances on TV and radio broadcasting antennae requirements.
The Committee expressed the urgency of water infiltration, therefore re-roofing is prioritized for Phase I.
– The importance of a location for Kermes was expressed. It may continue being celebrated in the inner courtyard.
– The Community Hall restrooms will be upgraded to meet ADA standards.
– The Committee agreed to making the existing Gift Shop into storage to relieve the Stage area. The new Gift Shop will be located in the Office Building, with exterior access.
– Father Gleen Carpe requested for one of the guest bedrooms to have exterior access and be separate from the Rectory.
– For the Office Building, there is no need for two kitchens. The residential kitchen used for the Rectory will become a Classroom. The kitchen adjacent to the “Angel’s Inn” will remain.
– The Office building restrooms will be upgraded to meet ADA standards.
– For the Classroom building, St. Vincent de Paul Ministry requested the Pantry to be moved from between classroom spaces. The Pantry will now be in the left wing classroom so that it can used as an interview space when it is needed.
– For additional classroom space, the former Daily Chapel will be converted to two smaller Classrooms.
– The Classroom building restrooms will also be upgraded to meet ADA standards. And the former Confessional will become an additional restroom.

Chapter 20.10. SUPPLEMENTAL USE REGULATIONS
§ 20.10.700. TV and radio broadcasting antennae.
In Residential, Apartment and Commercial Zoning Districts. Ground-mounted radio or television broadcasting antenna support structures with antennas and equipment storage facilities shall comply with the following standards:
1. The antenna support base shall be set back one foot for each one foot of height from abutting residential districts, measured from the antenna support base to the property line;
2. The radio or television broadcasting antenna support structure shall conform with FCC and FAA height regulations within a residential zone;
3. The following must accompany a request for a special permit:
a. A non-ionizing electromagnetic radiation (NIER) report, in a format acceptable to the FCC,
b. A structural engineering report for the antenna support,
c. A detailed site development plan showing the antenna, supporting structures and appurtenant equipment in relation to the existing surroundings,
d. Verification letters that an FCC application has been submitted and FAA approval has been obtained;
4. Collocation or installation of additional
antennas on an existing antenna support structure shall be permitted after review and approval by the building official of a structural recertification report, prepared and sealed by a licensed professional engineer, and an updated NIER emissions report;
5. Increase in elevation of an existing antenna support structure shall be permitted, so long as the setback and maximum height limitations are complied with, after review and approval by the building official of updated structural and NIER emissions reports;
6. Existing nonconforming antenna support structures, unable to comply with current setback limitations shall be prohibited from any increase in elevation.
