Excelsior Wellness, a healthcare system alternative, presents its strategic plan. Guided by our mission, vision, and core values of Quality, Compassion, Adaptation, and Innovation, we strive to align people, institutions, and resources to restore and preserve our community's mental, emotional, and physical health and well-being.

Our strategic plan encompasses six key goals that drive our actions and define our commitment:

• Collaborative Partnerships: We aim to foster partnerships with community-based healthcare organizations, nonprofits, and emerging best practice programs to co-create a sustainable and comprehensive healthcare system delivery. To ensure effective implementation, we have defined specific objectives and corresponding implementation strategies aligned with different collaboratives within our organization:

• The Healthcare Collaborative focuses on implementing patient-centered and evidencebased care models, supporting practice and quality improvement strategies, fostering partnerships, and collaborating with educational institutions to provide ongoing training and development opportunities for healthcare providers.

• The HR Collaborative prioritizes an inclusive workplace and wellness, offering innovative best practices that support the employee lifecycle, from attraction, recruitment, and retention to separation.

• The Finance Collaborative emphasizes optimizing resource utilization, investing in technology infrastructure, and ensuring responsible financial stewardship

• The Operations Collaborative focuses on establishing efficient operational protocols, streamlining processes, and implementing technology solutions to enhance communication and collaboration.

Regular evaluation and review will be conducted to measure progress, collect feedback from stakeholders, and adapt strategies as needed to meet the evolving needs of our community. Excelsior Wellness aligns people, institutions, and resources to restore and preserve our community’s mental, emotional, and physical health, and well-being.

ORGANIZATIONAL PROFILE AND HISTORY

BRIEF HISTORY OF THE ORGANIZATION

Our story is one of unwavering commitment to recognizing the worth and promise of each young person in our community. It begins with the narratives of children and young adults who faced abandonment, displacement, and ultimately found themselves in Spokane as one of the "orphan trains" final destinations. These trains traveled the nation, leaving behind youth who were coerced into labor on farms and within other industries across different communities. For those who arrived in Spokane, they faced solitude, trauma, physical disabilities, and urgent needs for mental, physical, and emotional assistance, as well as a safe haven.

In 1905, the Good Shepherd sisters founded a home in Spokane – expressly for youth who were “deprived of love, and affection, or security, stability and consistency required to get along well in their homes, schools and neighborhoods.” In 1982, the sisters transitioned their work to Excelsior Wellness – who went on to build programs and approaches to provide holistic care for the most underserved youth and families in the state. Excelsior began a multi-decade process of looking upstream to determine how to be more impactful, evolving from a residential treatment center and school to an integrated, community-based healthcare and education organization.

Today we continue this evolution and are increasingly basing our work within local communities. Our aim is to foster innovation and create a robust network of place-based, multi-generational services that work harmoniously to establish a solid foundation for a comprehensive, communitybased healthcare delivery system.

DESCRIPTION OF PROGRAM AND SERVICES

Excelsior Wellness is a healthcare system alternative that fosters partnerships and alignment with community-based healthcare organizations, nonprofits, and emerging best practice programs. Through Excel Solutions, we provide administrative support services, management oversight, governance oversight, financial oversight, and compliance oversight. These services ensure the alignment and co-creation of a sustainable, comprehensive healthcare system delivery that supports the well-being and holistic development of our community, guided by the 8 Dimensions of Community Wellness model and our FIVE-FOLD Commitment. Our collaborative efforts aim to provide youth-centered, community-based, and culturally sensitive care.

DESCRIPTION OF SERVICE POPULATION

Excelsior Wellness collaborates with a diverse population, including youth of all ages, their families, caregivers, and community members. Our primary commitment is to those facing multiple challenges and who may not fit into traditional norms. We prioritize their access to safety, stability, and support within their own communities. Our inclusive approach provides accessible care to individuals regardless of race, ethnicity, culture, sexual orientation, gender identity, religion, or any sensory, mental, or physical disability. By actively engaging a culturally inclusive workforce from diverse backgrounds, experiences, and geographic locations, we ensure accountability to the communities we serve.

DESCRIPTION OF ORGANIZATIONAL STRUCTURE

Excelsior Wellness operates under a shared governance model that promotes collaboration and alignment across our organization. Our governance structure involves the active participation of executives within our subsidiaries, provider teams, and collaborative leadership teams. These collaborative leadership teams are chaired by key executive officers, including the COO, CHRO, CMO, and other designated leaders.

At the center of our shared governance structure is the Executive Leadership Collaborative, led by the CEO who serves as the Chair. The Executive Collaborative consists of the CEO, President, CHRO, CMO, CDO, COO and CoS. This collaborative body ensures that strategic decisions, initiatives, and policies are developed and implemented in a coordinated manner, reflecting the expertise and perspectives of our executive leadership team.

By fostering shared governance, Excelsior Wellness promotes inclusivity, transparency, and effective decision-making throughout the organization. This collaborative approach allows us to leverage the diverse insights and experiences of our executives, subsidiaries, and providers to drive the achievement of our organizational goals.

SUSTAINABILITY STRATEGIC PATH

Excelsior's Mission of aligning people, institutions, and resources to restore and preserve our communities' mental, emotional, and physical well-being is well-positioned to adopt a more comprehensive and imaginative approach to sustainability. Indeed, owing to the ever-increasing danger to humans' health and well-being, our Mission necessitates a dedicated commitment to environmental stewardship. To this end, we can express our commitment to sustainability to boost employee engagement, customer preference, and operational cost reduction in crucial areas. Moving sustainability from an aspiration or secondary initiative to a flagship statement would have far-reaching consequences for our position as integrated, whole-person care leaders.

• Establish an Excelsior Wellness Sustainability Committee consisting of a diverse set of stakeholders: all levels of the organization, consumers, and community members.

• Establish a comprehensive sustainability plan that clearly articulates our Vision, Mission, and Values

• Develop a fleet vehicle transition plan for procurement of all-electric fleet vehicles.

• Transition to solar energy for our main building site (55 square feet of flat roof capability)

• Changing to purchasing policy to include:

o Establishing a purchasing policy to eliminate vendor procurement of all nonessential, non-compostable, single use plastics.

o Establishing a procurement policy to prioritize locally sources food procurement.

• Establish a new building or remodel sustainability policy that ensures new buildings and remodels are consistent with stated sustainability goals.

• Develop an employee sustainability charter and pledge for individuals' personal and professional lives.

• Research and experiment with employee sustainability incentives

o Examples:

 Extra vacation days for sustainability pledges

 Build financial incentives for transitioning to EV (Electric Vehicle) vehicles.

 Off-set year reduction in electricity

• Use the EV car program to support transition; we could do this at no cost since it is an internal program.

• Develop a paperless goal; at minimum, developing a paper procurement policy.

• Reduce water consumption by an established percentage following a review of current water usage. Establish a policy for water consumption.

• Ensure that our Diversity, Equity, Inclusion, and Belonging have sustainability strategies related to climate justice.

• Develop a contract policy that ensures the sustainability of all contracted vendors is considered in the process (not sure what this would look like)

• Transition away from containerized water

• Invest in carbon-neutral charging stations for consumers to access when using services.
