Statement of Need
Jacksonville’s underserved communities face considerable barriers to accessing equitable, sustainable mobility options. These communities often experience limited transportation choices, lack of charging infrastructure, and insufficient information about the benefits of electrification For Jacksonville Transit Authority’s (JTA) Mobility Vision 2050 to succeed, it is vital to engage these communities early and often in the process, ensuring their voices are heard and their needs are addressed The community engagement efforts will uncover key attitudes, beliefs, barriers, and opportunities surrounding mobility and electrification in these areas. This inclusive approach will ensure that the Mobility Vision 2050 meets the needs of all Jacksonville residents.
Project Summary
The primary objective of this project is to holistically engage community members and key stakeholders in Jacksonville’s underserved community to examine their attitudes, knowledge, beliefs, barriers, and opportunities regarding mobility and electrification These insights will inform the planning, solicitation, and implementation phases of JTA’s Mobility Vision 2050. The community engagement process will empower the community by employing high-tech and low-tech approaches, provide valuable data, and contribute to an inclusive transportation system

Experience and Past Performance
EVNoire is an award-winning mobility technology group working at the intersection of electric, connected, shared, and autonomous vehicle technology. Our team comprises diverse e-mobility professionals, including engineers, transportation and mobility experts, mobility researchers, data analysts, EV charging subject matter experts (SMEs), urban planners, and more We implement data-driven e-mobility and ESG strategies that accelerate the adoption of clean transportation solutions, from light-duty passenger vehicles to first- and last-mile delivery, school buses, transit systems, and freight electrification.






Our team collaborates with the 25 largest U S cities, auto manufacturers, utilities, government agencies, charging network providers, rideshare and delivery networks, fleets, transit agencies, and other key stakeholders. EVNoire also works closely with the U.S. Department of Transportation (DOT), U S Department of Energy (DOE), and the Environmental Protection Agency (EPA), on e-mobility, transportation decarbonization, and charging infrastructure strategies.
This proposal outlines a strategic approach to engaging communities to understand their mobility and electrification challenges, needs, and opportunities with the ultimate goal to inform the 2050 Mobility Vision.

Build Trust: Strengthen JTA’s relationships with local communities by demonstrating transparency as they seek to better understand community needs, experiences and barriers to mobility
Highlight Positive Impacts: Showcase real-world benefits, such as reduced pollution, improved public health, job creation, and support for local economies
Increase Ridership: Strengthen JTA’s reputation as a forward-thinking and responsible company committed to the well-being of the communities it serves
Raise Awareness: Inform communities about JTA’s Mobility Vision and highlight the benefits of transitioning to zero-emission transportation

Expenses
The proposal does not cover Consultant team travel expenses. EVNoire will seek reimbursement for staff travel expenses to project or event geographic locations, including transportation (airfare, ground transportation), lodging, and daily per diem) All travel expenses will be pre-approved by Client and invoiced separately.
Project Timeline
EVNoire and JTA will co-develop a final timeline to include project kick-off date and close out date.
Scalability
Based on allocated budget and resources, we designed this initiative with the ability to scale up engagement increasing impact, results, and data.
Bilingual Stakeholder Engagement
EVNoire will include bilingual co-facilitators and materials to ensure accessibility for non-English-speaking community members. Based on selected Investment Tier, engagement tools will be adapted in Spanish and may include engagement survey, listening session scripts, and focus groups to ensure inclusivity.
EVNoire is well-equipped to lead this comprehensive community engagement initiative for JTA’s Mobility Vision 2050. Our experience in engaging diverse communities and our expertise in e-mobility ensure that this project will yield valuable insights and actionable recommendations.
