Armengol and Negueruela with the Spanish Ambassador to Germany. THE Balearic Government and the hospitality industry are more than disappointed that Spain has not been in‐ cluded in the initial Green Light list for easy travel from the UK. This means that upwards of an estimated 100 hotels on Mallorca will delay re‐ opening as there will be in‐ sufficient tourists to make it economically attractive to open again during May. On Monday, May 10, Tourism Minister Iago Negueruela made it clear that in his and the Balearic

Government’s opinion, the Balearic Tourist Industry had been harmed by the less stringent regulations em‐ ployed by the community of Madrid and the Basque Country which retained much higher levels of infec‐ tion. With regards to this, he said “They have harmed the Balearic Islands in the deci‐ sion of the United Kingdom not to include Spain in green in its traffic light to facilitate the travel of its citizens.” Both he and President Francina Armengol have

asked that the UK should recognise the fact that the Balearics still retain some of the strictest health mea‐ sures and have some of the lowest incidents of coron‐ avirus, by including the re‐ gion in the Green Light list, even if Spain remains in Am‐ ber. In the meantime, they have both travelled to Berlin, meeting with the Spanish Ambassador to Ger‐ many and asking for his as‐ sistance to promote the Balearics as a safe haven for German tourists.

IN order to prepare for the end of the State of Alarm, the Balearic Government took steps to pass a decree law to modify Public Health legislation. This is because the Government, unlike many other Au‐ tonomous Regions, intended to retain the ability to con‐ tinue to implement pandemic control measures which have proven effective over the previous several months. In the meantime, the Government is able to continue to have the power to require perimeter confinement of a neighbourhood, a municipality, an island or the whole archipelago, enforce controls at the entrance of the is‐ lands through ports and airports, continue with the re‐ striction of meetings, the limitation to mobility at night and the limitation of numbers in places of worship. All of this is intended to ensure that the number of people affected by coronavirus is kept as low as possi‐ ble and any who breach the regulations are likely to be subject to sanctions and/or fines. The decree includes a single additional provision limit‐ ing the price and rates of diagnostic tests. Until the government of Spain declares the end of the situation of sanitary crisis caused by Covid‐19, it establish‐ es the prices and maximum tariffs that will apply for the performance of diagnostic tests so that PCR will cost a maximum of €75 and antigen testing, €30, with sanctions against anyone who refuses to take tests if so instructed.
