CIRCUS ANIMAL BAN ALICANTE is planning on banning circus animals. Fairground rides which use live animals will also be outlawed as part of the new bylaws on animal welfare and protection, which could see fines of up to €18,000 imposed for animal abuse and cruelty. The new regulations are due to be approved at the next plenary session of the city council in November. This is not the first time the city has tried to ban animal attractions. A previous ban fell through when a draft law was never ratified. In 2016 Silvia Barquero of Spanish animal rights party, Pacma, said: “Councils are making a promise that can change depending on which party is ruling at the time and they are not turning this promise into laws in the municipal ordinance.” Now Alicante wants to do just that. The new regulations will also affect pet owners, with
fines of up to €300 for those who do not comply. The new ordinance regulates for the first time dog beaches and dog parks. Firstly, the number of dogs that can be taken to these areas by a single adult is reduced to two. In addition, parents may not send children under 16 alone to the beach with the dog. However, the duties are also accompanied by rights. Dogs are welcome on all beaches between November 1 and March 1, dog parks will have more trees planted to provide shade and drinking water will be made available. If pet owners repeatedly violate the rules then they could have their dog confiscated.
