Bring back lifeguards A POLITICAL storm has blown up after lifeguards were reportedly withdrawn from the beaches at the end of August. PSOE Councillor Censi Ruiz criticised the fact that Civil Protection lifeguards had disappeared from Almuñecar and La Herradura beaches on September 1 and that the warning flags had been removed. Ruiz said the situation was not normal and was dangerous, adding that summer in the two seaside towns did not end on September 1. She said: “We do not know why, but, overnight, the local government has left the beaches without security. This is a clear example of recklessness and implies a lack of foresight detrimental to tourism in Almuñecar and

MANGOES: Production could reach 20,000 tons this year.

Record-breaking harvest expected

FARMERS expect to bring in a recordbreaking mango harvest this year, surpassing that of 2013. Mango production in the Axarquia is expected to set a new record at more than 20,000 tons, according to the Association of Young Malaga Farmers (Asaja). General Secretary of Asaja Benjamin Fauli estimates this year’s mango crop could soar to between 20,000 and 25,000 tons, thus tripling last year’s harvest of 7,000 tons and surpassing the 2012 harvest, which reached 16,000 tons, worth €12 million.

However, mango prices are expected to be lower than in 2013, given the increase in production. But Asaja expects mango sales in foreign European markets to increase revenues and surpass the €12 million from 2012. “We hope the advertising campaigns and excellent quality of Axarquia mangoes will help to keep prices at about €1 per kilo,” said Fauli. He added that the number of acres of farmland devoted to mangoes in Axarquia has increased exponentially. In fact, it had doubled in only five years.

Archive to be ready 2015 CONSTRUCTION on the new Torrox municipal archive is almost done. Torrox Council has nearly completed the construction of the new municipal archive, which will be located at an old warehouse in the historic city centre. The archive will serve a two-fold purpose, namely preserving and making available to the public the

historical records of the municipality. The construction project has a total cost of €155,778 and was divided in three phases, the last of which is to begin soon, said Infrastructure councillor Maria Estrella Tome. The municipal archive is expected to be ready in early 2015. Located on Calle Almedina, the

463-square metre building is to have a reception hall, a research room and two special areas where the historical documents will be stored. Some of the records held by the council that the general public will soon have access to include the cadastre of Marques de la Ensenada which dates back to 1752, registers of inhabitants (padrones), among others.

ODAY (Thursday) is the National Day of Catalonia. Traditionally a day to celebrate the region’s heroes, it has also become a focus point for many people to demonstrate for Catalan independence. All around the region, and particularly in the capital Barcelona, there will be events and demonstrations planned to mark the day, which is held on September 11 every year. Organisations and political parties will lay flowers and wreaths at monuments to local heroes throughout the region. There will be political demonstrations, many calling for independence, and meetings in memory of the solidiers who defended Barcelona during the war of the Spanish Succession.

New EU inheritance regulation due By Velasco Lawyers SUCCESSION laws vary considerably within the different EU countries. For these reasons inheritances with a cross-border element can sometime be extremely complex. Every year 450,000 cross-border successions occur in the EU, which represents a total of more than €120 billion of asset transfer. The objectives of the new regulation: The objective of this new regulation is to prevent conflicts between the different national succession laws, using the universal principle that a succession has to be processed coherently using a single national law by a single authority. The new law will be applicable to EU citizens deceased on or after the 17th August 2015. The new regulation will in no way affect or modify national

laws for who is inheriting and the minimum shares and inheritance tax to be paid. EU regulation 650/2012 in short The basics of the new regulations are: • A single law will be used for the whole succession • For EU nationals, a person may choose for his succession either his national law (at the time of making the choice or at the time of death) or the law of the country where he has his habitual residence at the time of death • For Irish, Danish or British citizens, the new law applies only to residents in another EU country while for the other EU citizens the application will be worldwide • This choice will be expressed in a declaration (disposition of property upon

This is leaving a very narrow margin of choice, especially for British citizens that are totally free to dispose of their assets as they wish. Ahead of time THE Velez Malaga Services Centre could open its doors in early 2015. Construction on the centre is well under way, said Mayor Francisco Delgado Bonilla, while paying a visit to the construction site. Located on Calle Hojalateros, the Services Centre was co-financed by Velez Malaga Council (60 per cent) and the Junta de Andalucia (40 per cent) at a total cost of â‚Ź1.2 million. Mayor Bonilla was pleased about the prospect of the work being

completed nearly three months ahead of schedule. The construction period had originally been estimated at 14 months. The design of the threestorey 1,641-square-metre building maximises natural light and reduces energy costs, said Urban Planning Councillor, Concepcion

Labao. The building has 24 offices, two meeting rooms and a car park, among other facilities. The Music and Dance School, currently located at Colegio Andalucia, is to move to the current Social Services Centre on Calle Pescaderia Vieja, Labao announced.

Blaze breaks out near Torrox Pueblo A FIRE near Torrox Pueblo caused great alarm among local residents. Although its exact origin is still to be determined, it seems the fire broke out in a wooded area near Torrox Pueblo on Friday afternoon close to several homes and the Colina del Sol School. It is believed the blaze was caused by a cigarette end thrown from a car driving on the motorway. According to witnesses the situation could have been worse and more dangerous had it not been for Infoca and the Provincial Consortium of Firefighters, which quickly deployed a fire engine and a helicopter to fight the blaze, since the flames could have affected homes, the school and several parked vehicles.

Junta to invest in job creation project THE Junta de Andalucia is to redouble its efforts to fight unemployment in the Axarquia. The Autonomous Government of Andalucia is to invest more than €8 million in an employment creation programme in the Axarquia, said PSOE Malaga Secretary Cristobal Fernandez on Friday last week at a press conference held in Velez Malaga. Velez Council is to be allocated €2.7 million, while Rincon de la Victoria and Nerja Councils are to receive €1.4 million and €842,000 respectively. “We in the socialist party are concentrating our efforts on fighting unemployment,” said Fernandez. He added that the regional government had committed itself to reducing unemployment in Andalucia to fewer than one million people.

300 kilos of hash seized NATIONAL POLICE in Motril have seized nearly 300 kilos of hashish. Officers detained a 43year-old man who had just disembarked from a ferry in Motril docks when they found the drugs hidden in his vehicle. The man was pulled over during a routine check and upon inspecting the vehicle, the officers discovered the vehicle had a double bottom where the illegal drugs were hidden. Even though the police found nothing at first, they kept looking until they came across the false compartment. It was hidden under the back seats and behind the boot well. The man was placed under arrest and the car impounded.

Enrol now for music and dance school THE enrolment period for the Municipal Music and Dance School in Rincon de la Victoria is to run until September 19. Rincon de la Victoria Council’s Culture Department has officially opened the enrolment period for the local music and dance school, announced Councillor Antonio Jose Martin. The school has more than 300 students of all ages, from four to 50 years old, and students can specialise in many different musical instruments including flute, oboe, clarinet, tuba, trombone, violin, piano and guitar. In addition, the school offers courses in dance, classic ballet, Spanish dance, music and movement for children aged four and five, introduction to music for children aged six and seven, among others. Students older than eight who enrol in dance classes can even take salsa and hip hop lessons at no extra cost, said Martin. N these days of tension between Russia and the West over Ukraine, it is good to see ordinary people doing what they can to improve understanding between different cultures. It is all too easy to demonise people from faraway lands and paint them in black and white. But living on the Spanish Costas it is far easier to get an understanding of different cultures simply because there are so many of them making up this cosmopolitan society. But that counts for nothing if they do not mingle and instead stick to their own. That is why events like the Russian Cultural Meeting Point in Marbella are so important. As people get to know each other and their points of view, distrust evaporates as understanding grows.

Common sense ASHYA KING is in Prague to get treatment for his cancer. In the end, a mass breakout of common sense came to the fore. The UK authorities dropped the arrest warrant against his parents, Spanish authorities released them and the Junta de Andalucia regional government worked to ensure that Ashya could travel abroad. A shame that common sense could not have been shown a little earlier. We wish Ashya and his loving family all the best, and our prayers go with them.

AS the high season draws to an end, Benissa has totted up its August totals. Figures revealed 75 per cent occupancy for tourist apartments during the last fortnight of August, demand for rural accommodation rose to 67 per cent, and hotels were 60 per cent full and again exceeded initial estimates, this time by 6 percentage points. Foreign visitors came mainly from France, Germany, the UK, Belgium and the Netherlands and were principally couples aged between 30 and 50, and with children. Ashya’s rights trampled IT is possibly better not to put on paper one’s utter disgust and censure of the British oncologist who had been treating little Ashya King as well as the British police. Every single person on earth or in this case the parents of this young boy - has the total right to decide to change a physician if he or she so wishes, especially as it is obvious that the parents and the physician were no longer seeing eye to eye as regards the boy’s treatment. The actions of the parents, well thought-out and carefully planned, are more than commendable and should be applauded. It was not in anybody’s interest to have an international arrest warrant issued against them. I applaud them fully and fervently wish a complete recovery for little Ashya! Spurious charges I AGREE 100 per cent with the ‘No means No’ headline in the Euro Weekly News regarding rape. I even agree that although a female wants to dress like a hooker this does not automatically mean that she is asking to be treated like one. At this point I would also like to digress and ask why hookers should not be afforded the same respect and consideration as other women. But back to the subject of rape: what about ‘victims’ who are too drunk to accurately recall what really happened? What about women who cry ‘Rape!’ simply for the hell of it or

use the accusation as a lethal weapon to take revenge? While this happens, and while males can be named and shamed and dragged through courts on the whim of a resentful woman, ‘No means No’ will have a hollow ring to it for some people. L F Bartlett (by email)

Fenced in TWO stories in last week’s paper really got my blood to boiling point, the first about circuses. There was a circus in Torrevieja last week and there were three elephants in a small enclosed area, just swinging their heads back and forth. I passed on more than three occasions and each time it was the same. To me this was disgusting cruelty as an elephant needs 200 litres of water a day and I would bet my life they didn’t get it. It’s time circuses were banned. They may be entertainment to some but not the animals. The next was the story about immigrants being abused for trying to get into Spain. The fence is there to stop them so if they choose to climb over and disobey the law they have to expect repercussions. Surely they don’t think the police are going to say, “Hi, come in and welcome. Credit crisis I AM non-resident in Spain but have a holiday home in Turre which I visit several times a year. Up until June I owned a car which I kept at Almeria airport for my use when visiting Spain. I reinsured the car for a 12-month period in March 2014. In June I decided to sell the car because I realised it was no longer financially viable for me to keep it and I will use hire cars in the future. Having rescinded the policy I was told there was credit of €186 or so on my file but only available to me as part-payment against any future motor policy taken out. The broker told me this is common practice among Spanish motor insurers but I have since established this is not the case. Moral: check carefully. David Metcalf, Turre (Almeria)

Fiscal fraud clampdown ANTI-FRAUD measures earned the Spanish government €5.5 billion in the first six months of this year. It was the best half-year result ever, announced Cristobal Montoro, who heads the Finance ministry and Spain’s tax authority Hacienda. The government’s efforts to bring the submerged economy to the surface are getting results, Montoro said, and this was reflected in increased VAT (IVA) income. In the first six months of the year Hacienda’s revenue from VAT grew by 6.8 per cent although earnings from other taxes rose 5.3 per cent.

“More income from the consumer tax should signal increased spending but revenue is ahead of the way the economy is evolving,” Montoro pointed out. Hacienda is also receiving more corporation tax, the minister added. In 2011 Spain’s large companies paid 3.8 per cent, but a year later this rose to 5.3 per cent and owing to changes in the law is now expected to have reached 9 per cent in 2013. For the first time 134,000 Spaniards and residents had to declare assets and holdings outside Spain, Montoro explained, an innovation that earned another €88 billion for the government.

The number of jobless increased by 8,070, bringing a national total of 4,427,930 according to the latest Ministry of Labour figures. IT was in the 1970s when an Equal Pay Act was introduced in the UK, which outlawed favouring one sex over another in terms of pay and conditions in the workplace. Forty years on and it appears that female bosses are still earning only three-quarters as much as their male colleagues - meaning they would have to work until they were nearly 80 to catch up with men’s lifetime earnings, according to new figures. With such workplace sexism obviously still in full swing it should come as no

big surprise then to hear that 40 per cent of managers questioned in another recent study admit that they would avoid hiring younger women to try and not have to deal with maternity leave. More than 40 per cent also admitted that they would be wary of hiring a woman who has already had a child or hiring a mother for a senior role. While 25 per cent said they would rather hire a man to get around issues of child care when a woman does return to work, with 44 per cent saying the financial costs to their business because of maternity leave are a significant concern. At no stage in a previous column did I say that to counteract a possible uprising by militant Islamists, the UK needed an armed force of soldiers patrolling the streets - I saw enough of that in the dark days of Northern Ireland’s ‘Troubles’. Making Russian friends… A TASTE of Russia came to Spain as the hand of friendship was held out between the two countries. A four-day programme of events was held in Marbella for the First Russian Cultural Meeting Point. It was a way for the Spanish, indeed all the nationalities represented on the Costa del Sol, to learn more about the cultural phenomenon that is Russia. Steeped in history the nation has a unique artistic, cultural and spiritual heritage many in the western nations know little about. It was a spectacular affair that brought the different cultures together to improve their understanding of each other. The events, held mainly in the Centro Comercial Marina Banus in Marbella’s Puerto Banus, were well received. Linda Echeverria, who organised the event, was very pleased with how things went. She said:

EAST MEETS WEST: A fusion of music, fashion, dance and art. “These days have served to create a cultural bridge between the two countries. We have provided an approach that has created a mutual understanding and a very positive feeling for both communities, particularly those living in Andalucia.”

She said the four days of music, fashion, dance and painting, featuring artists including Maxim Rubtsov on flute, pianist Carmen Pérez Blanco, dancers Kalinka with Russian folk songs and dances, magic master Yuri Chuguyev with his vibraphone and artist

Juan Anhelo with his threedimensional artwork, were a great success. The closing ceremony was held with two stunning acts to delight the 200 attendees, including an enchanting vibraphone concert by Maestro Yuri Chuguyev. The audience was also left applauding the two beautiful fashion shows by Russian designer Valeria Farafonova and Spanish designer Antonia García Galiano. Maik Alexandre, of Canal Sur television and Yuliana Lobacy, Vice-President of the Russian Association Costa del Sol, presented the evening in a lighthearted and humorous fashion. Linda Echeverría officially closed the first Russian Cultural Meeting Point Marbella, and thanked the attendees for their presence and the role of all participating companies and artists. The evening was attended by VIPs from the cultural, political and social world.

Everyone having a good time at Cochran’s DOWN a small, cobbled side street in the centre of Nerja, lies Cochran’s Irish Pub and Restaurant. With incredible sea views, there is a steady buzz that comes from the bar on the terrace where everyone seems to be having a good time. Someone has put thought and care into this restaurant and terrace bar; every detail has been carefully planned out, from the fine red sand in the candle bowls and the low-level box lights, to the palm tree growing through the marble floor. Lucia was to be our waitress for the evening, and nothing was too much trouble. She left us wanting for nothing, displaying an almost sixth sense that makes for a truly great waitress.

BUZZING: Cochran’s Irish Pub and Restaurant. The menu is uncomplicated with just the right amount of choice. Cochran’s, it would seem, would rather do a few things excellently and at a fair price than offer a multitude of average dishes.

We opted for Gambas Pil Pil and King Prawn Cocktail to start. The Pil Pil arrived in a bubbling cloud of aromatic garlic and spices which had my companion Paul salivating as he waited for the dish to cool down. The prawns

were juicy, cooked to perfection with a good balance of garlic and chilli. The King Prawn Cocktail I ordered was a heady balance of light homemade Marie Rose sauce, blended with shredded lettuce, sweetcorn and apple, not to mention the succulent king prawns. We both chose the Grilled Veal Sirloin for our main course, although Paul had gone with pepper sauce and I had decided on the sherry wine sauce. The

steak was well cooked, tender, and seasoned to perfection and the two sauces available complemented the meat perfectly. The chef, Antonia, a delightful, Spanish lady, clearly knows what she is doing and puts her heart and soul into every dish. The tables around us were filled with happy diners and every plate that came from Antonia’s kitchen was well presented and returned to the kitchen empty. The whole evening left us wanting for nothing, great views, perfect service, fabulous atmosphere and astounding food. Would we come back? DEFINITELY! Cochran’s bar is open from 11am to 2am with the restaurant opening at 7pm to 11pm.

MANY people have asked me ‘How to give a cat a pill’ and with the help of Celia Haddon, here is the information you need. Getting pills into cats can be difficult. Always ask for spot-on products, palatable or nice tasting pills, or for products that can be mixed with food, if possible. There is now something called Easytabs, a meat flavoured cover for a pill made by Bayer. Another called Pill Pockets. You press the pill into the meat pellet. Clever stuff. Other medications may come in malt flavoured creams that can be wiped on to the cat’s mouth so that it

If you have to give a pill, ask the vet for the smallest pill possible and the pill which will last longest. i.e. you want to give a pill once a day rather than four times a day if possible. If you must administer a pill, this is how to do it. Kneel and place your cat

It is crucial that the cat’s head must be facing upwards at 90 degrees. Use gentle pressure from thumb and middle finger on either side of the cat’s jaw, at rearmost crease of the lips, to open cat’s mouth. Pop tablet on the tongue as far back down the throat as possible. Close cat’s mouth and keep the head pointing up at the ceiling. Hey presto, the cat will swallow the pill. Other good methods are featured on YouTube and also on www.fabcats.org. For flea and worm treatments, ask for a spot-on rather than a pill. There are now spot-ons for both.

Is your pet drinking too much? IS your pet drinking too much water? Some pets drink more than others and cats may be very private about their water intake, but when it exceeds 10 per cent of their body weight (a 10-kilo dog drinking more than one litre a day) they are drinking too much. If unable to monitor the water intake then you will notice the excessive urine production. Urinating inside at night or a sopping litter tray are the most common observations. Many illnesses can cause too much drinking: diabetes mellitus, diabetes insipidus, pre-diabetes mellitus (non-spayed female

The first step would be for you to collect a urine sample and make an appointment with your veterinarian. After a clinical examination and urine analysis, blood tests might be necessary. Sometimes further blood tests and urine tests have to be done. X-rays, ultrasound and scans may be necessary to evaluate the underlying cause. Gardens being attacked by new pests make sure you spray yours regularly

Gardening Corner By Spain’s best known expatriate gardening author living in Spain for 25 years.

DURING the past week two friends telephoned about their latest gardening woes. The first friend had just discovered that a large clump of aloes had been killed off by aloe snout weevils ‘Scyphophorus acupunctatus,’ a newproblem-in-Spain-insect that has taken about three years to arrive on the Costa Blanca from the Costa de la Luz. Unfortunately, like the palm weevil, there is no really effective treatment of diseased plants. The insects are brownish and 15 to 30 centimetres in length. The second friend had just discovered that both their tall specimen Phoenix palms had succumbed to the red palm weevil ‘Rhynchophorus ferrugineus’ in spite of being treated, so a crane lorry will arrive shortly to cut them down and remove them. This weevil is also a type of snout weevil but can be 30 to 50 millimetres long. I am not aware of how the aloe weevil came to Spain but the palm weevil is said to have been imported into Andalucia in 1994 in a batch of diseased palm trees. By 2006 the flying weevils had spread to France. Although destroying the tropical image of the coast line, village squares

That spot must be taken by the African Geranium moths ‘Cacyreus marshalli,’ or ‘Tespis Tespis,’ which arrived in the early 1990’s, apparently in a lorry load of geraniums from a Dutch greenhouse. Again it took just a few years to spread along the costas and then inland. Gone now are the large banks of cascading geraniums and apartment-covered geranius that last for a decade or more. Even planting garlic segments in geranium pots and spraying twice a week with a geranium spray is not a total solution, for abandoned plants in absentee owner gardens and apartments can be a virulant breeding ground. Other pests that have become a bother during the past 25 years are the Cirtus minero moth and the many fruit flies

attacking citrus and other fruit trees, tuti flies attacking tomatoes and many other fly type insects attacking vegetables. I have just read an interesting research paper about citrus pests

of importance to the Spanish citrus industry where markets like no blemishes on the skins and any attacks to leaves and flowers can reduce the productivity of trees. The paper reported that

for the past 45 years there has been a new imported insect pest

every three years with eight in just the past 10 years. From our experience the best thing that expat amateur gardeners can do is to spray fruit trees and diseased vegetable plants regularly with neem oil solutions in water. Another fruit tree problem becoming more common in areas where orchards have been abandoned is honey fungus. He scored 22 points on the back nine to claim first place for the men with a total of 36 points, with Peter Garner (29) second. Judy Howard had a great 17 points on the back nine for a total 29 to beat Lyn McAllister on

Jones still leads with Lyn McAllister close behind on net 63. In the Aggregate Scores competition, yet another win for Joe Dines extends his lead over the field. His 40 points puts him well ahead of Dan McAllister on 26 points. Lyn McAllister has an unassailable lead now with 52 points, with second place Anne Jones on 26 points. At Baviera, Derek Sibson (35 points) won the men’s Stableford competition with Jim Paton (34) second and Bob Blair (33) third. For the ladies, PJ Bentley Ennis (36) was first with Marney Dick (28) second. Rod Oldham scored a two.
